Chelsea Dunk- Local Government Management Intern
“Building a Stronger North” is exactly what Local Government
Management Intern Chelsea Dunk is doing during her year-long
internship with Northern Development Initiative Trust. Chelsea is
one of seven Local Government Management Interns who are out
in northern communities working hard and gaining practical
experience alongside local government staff. As Wells and
Quesnel both wanted Chelsea to assist them with projects, she just
finished at Wells and will be moving over to Quesnel to give them a
hand on their projects. I managed to catch up with Chelsea as she
was busy moving from one placement to another for a couple

Q: Why did you initially apply to become an intern?
A: I was intrigued by one of my professors at UNBC, who referred to political science as the study of the question, “How
do we live together?” The local government management internship seemed like a great opportunity to learn what that
study looks like in practice. I get to learn firsthand how people come together to shape their community through
representative municipal governance.
Q: What is the number one thing you learned during the first part of your internship in Wells?
A: The smaller the town, the wider the range of work you get to do in local government. There are not enough people for
each staff member to function as a true specialist, so everyone here is something of a flexible jack-of-all-trades. I’ve
appreciated getting a sense of the variety of issues that local governments are asked to take responsibility for, and the
number of factors that have to be taken into consideration in making decisions. There is always something new to learn,
and it is always interesting.
Q: What’s your favourite thing about Wells?
A: Everything! My dad came to visit and he called Wells “magical” (and he's not a guy for flowery language.) Wells has a
unique way of combining mining history with fresh creativity and a sense of adventure. There's a culture here that
encourages people to take a chance at carving out their own idea of a good life. There is such a positive energy living in
a community with so many artistic and entrepreneurial pursuits happening here for a community this size. People don’t
always agree, but they still support each other.
Q: How has Northern Development worked with the District of Wells to make a difference in the local economy?
A: Northern Development has helped the District of Wells with a wide range of economic development-boosting projects
that would otherwise be much harder for a small community to execute alone. Initiatives like trail expansions and civic
building upgrades help Wells attract residents and visitors by creating more opportunities to come out and enjoy the
community and its stunning surroundings. For example, during my time here I've been working on Love Wells, a Small
Town Love website for the area. The site isn't slated to launch until late September, but interested locals are already
getting to know more about their local small businesses as a result of the activity around project.***Note: the site is now
live!
Q: After your internship, then what?
A: My plan is to keep working towards realizing my goal of living in North/Central BC and contributing to its ongoing
development as a place where people of all ages and backgrounds can enjoy a high quality of life.
Q: What advice would you give to those looking for a career in local government?
A: I've only worked in local government for three months, so I'm definitely not at the advice giving stage just yet!

Born in: Etobico ke, ON. But my family moved to Canim Lake, BC when I was 9 months old and that's where I grew up.
Age: 22
University Graduated: UNBC, 2015
Degree: Political Science (Minors in Economics and Psychology)
Favorite northern place: The Ancient Forest. Most people don't realize that the interior cedar hemlock zone extends up
so far, giving us the surprise of massive thousand-year-old cedars right off of Highway 16 between Prince George and
McBride.
Where you want to be in five years: In Wells, maybe?! But if I don't pull off my grand scheme to return, then I hope to
be living in an equally charming community in the region.
One song you know every lyric to: Bohemian Rhapsody (by Queen). Doesn't everybody?

CALL FOR
GRANT-IN-AID APPLICATIONS
Each year non-profit organizations in our community may request funding from the District of
Wells. This could be in the form of a Grant-in-Aid for operational costs or funding for specific
projects or through a Property Tax Exemption.
Property Tax Exemptions are granted, by bylaw, in October each year for the following
taxation year, as required in the Local Government Act.
Grants-in-Aid are distributed annually following completion of the District budget.
If your organization is interested in applying for a Property Tax Exemptions or a Grant-in-Aid,
and has not already received a package in the mail, please pick up a package at the District
of Wells office.
Also, please note that, as required in the Grant-in-Aid Policy, all organizations that received a
Grant-in-Aid in 2015 MUST complete a follow-up Report prior to November 13, 2015 or will
otherwise be ineligible to receive a 2016 Grant-in-Aid.
Applications for 2016 are due by November 13, 2015.
Update on the Wells recycling depot
The first steps are completed and the seacans that will become the centre have been delivered.
The CRD will be putting out a request for Quotations for a site attendant soon..

Wells Transit Information Winter 2015/16
Beginning October 1st, 2015

The once-weekly return bus will run on Thursdays. The cost of the bus is $5.00
per one-way trip for adults and seniors. Children 12 and under are free. Cash only.
Exact change required. The Wells bus will say “Community Bus” on the front.

Riders are encouraged to be at the designated stops 5 to10 minutes early as all
times are approximate and may vary.

Update from the Wells and Area Community Association (WAACA)
WAACA has been busy this summer building community...and infrastructure! We are thrilled to announce that our
Daycare renovations and our school greenhouse project are complete. A huge thank you to our funders; the
Vancouver Foundation, the Ministry of Children and Family Development and Farm to School (for the
greenhouse). In addition we were very fortunate to receive a donation of lumber from Dunkley Lumber. Another
huge thank you goes out to Dawn Leroy (who volunteered to manage the renovation project) and her stellar gang
of community volunteers and also our fabulous contractors, Birch Kuch and Sheldon Halverson.
We are also excited to announce that we have a new manager at the Daycare. Sue comes to us from Grand
Prairie and is a fully qualified Early Childhood Educator. She has really exciting and interesting programming
ideas for the Daycare and we are so grateful to have her on our team. We will be holding an open house to show
off the Daycare in the near future (exact date to be announced).

The Greenhouse!
Newly renovated Daycare!
Councillor Mandy Kilsby gave a presentation at the UBCM 2015 Convention in Vancouver, BC about the
planning and development of the Huckleberry Daycare. This presentation was created by Margaret Inoue
and Lindsay Read. There was a lot of positive feedback and the result is that many other communities are
looking into similar initiatives.
