In 2010 10.2 million households (about 40%) will become fully digital. The remaining families (14,7 million) will be interested by the transition during 2011. Complete switch-off will be reached in November. Spain: The 33 most populated “technical areas” (more than 700,000 people) will become digital. About 30.2 million people (nearly 70% of the citizens). UK: In 2010 only 2.3 million households (9%) will be interested by the transition. At the end of 2010 about 7 million households (27%) will be fully digital. A strong acceleration will be given, starting from 2011, when nearly 11 million households will be “digitalized”, up to the complete switch-off in 2012 (9 million HH, including nearly 5 million in the London area). Italia: During 2009 nearly 30% of the households have become digital (Piemonte Orientale, Lazio, Campania, Trentino Alto Adige e Valle D’Aosta). In 2010 about 10 million households (40%) will be affected. At the end of the year nearly 70% of the italian HH will be receiving only digital TV. 8 International Legal and Institutional Framework - 3 ITU REGIONAL RADIO CONFERENCE – GENEVA 2006 (RRC-06) Has established: • • the rules for the transition from analogical to digital technology; • • the final switch-off date for analogical networks (2015); spectrum usage conditions in Europe and North Africa, and international coordination rules; the exclusive assignment of a single frequency to a unique network, in wide service areas. 9 Efficient spectrum management in SFN The same channel cannot be used here 10 Efficient spectrum management in SFN • ANALOGIC NETWORKS: • 1 TV network uses many frequencies different frequencies in neighboring areas: no-one else can use them MFN pre-switchoff DIGITAL SFN: 1 frequency for each network same frequency in all the technical area greater number of networks SFN post-switchoff 11 Italian Institutional Framework - 1 MINISTRY OF THE ECONOMIC DEVELOPMENT (MISE) The Decree of the Minister (DM) of Economic Development, 10 September 2008, establishes rules and schedules of the transition to DTT in Italy. The transition process is subdivided into 16 Technical Areas. The transition to DTT has been planned to take place starting from the second half of 2008 up to the second half of 2012. The Ministry determines the calendar of the transition in the Technical Areas. The task of arranging and managing the transition is committed to the Department of Communications 12 Arranging the transition : Technical Areas The transition is planned in multi-province technical areas which are, at the first stage, supposed to be radio-electrically isolated The decomposition of the overall process allows: • planning digital SFN (Single Frequency Network) that are consistent with international agreements • • • graduating the interventions of broadcasters (limited human/technical resources) guaranteeing the availability of equipment concentrating support to the users If contiguous areas are actually not isolated (e.g. Po Valley) the switch-off dates must be set as close as possible 13 Switch-off processes in the Technical Areas All-digital All-digital (2008-2009) (2008-2009) Switch-off Switch-off planned planned for for 2010 2010 Switch-off Switch-off planned planned for for 2011 2011 Switch-off Switch-off planned planned for for 2012 2012 The Technical Areas are groups of administrative entities (provinces) identified on the basis of radio-electric evaluations. Searching for a suitable “series” of transitions • • • Is a very challenging problem Yields blurred communication May not even lead to a solution The interference could in principle be avoided through simultaneous switch-off. 33 Zone subdivision of the Technical Area A simultaneous transition cannot be afforded even in a single Technical Area (the number of transmitters is of the order of 1,000) The transmitters are grouped in Zones based on: • • • Geographical criteria Radio-electrical features (coverage basins) Network constraints (signal distribution) Exceptions: Transmitters in the Technical Area may be excluded from the transition if they serve adjacent Areas (and conversely) Similar remarks apply to Zones 34 Scheduling design The Zones are associated to Dates based on: • • • • Interference constraints (minimize duration of “domino” effects) Logistical constraints (number of technical teams, distances) Network constraints Service constraints (public service) Exceptions arise when different constraints conflict The same Zone may be affected by transitions in different days for different networks 35 Master Plan: dealing with exceptions Exceptions may be necessary for • • • • • Technical Area Zones Dates Mux Channels A suitable database with multi-level query has been developed 36 Technical Areas in 2009 – Valle d’Aosta No. No. of of networks: networks: 17 17 No. No. of of transmitters: transmitters: 484 484 Population: Population: 125.000 125.000 14 14 September September -- 23 23 September September 37 Technical Areas in 2009 – Piemonte occidentale No. No. of of networks: networks: 35 35 No. No. of of transmitters: transmitters: 1293 1293 Population: Population: 4.500.000 4.500.000 24 24 September September -- 88 October October 38 Technical Areas in 2009 – Trentino-Alto Adige (TN) No. No. of of networks: networks: 28 28 No. No. of of transmitters: transmitters: 885 885 Population: Population: 470.000 470.000 15 15 OctoberOctober- 30 30 October October 39 Technical Areas in 2009 – Trentino-Alto Adige (BZ) No. No. of of networks: networks: 18 18 No. No. of of transmitters: transmitters: 957 957 Population: Population: 460.000 460.000 26 26 OctoberOctober- 13 13 November November 40 Technical Areas in 2009 – Lazio No. No. of of networks: networks: 72 72 No. No. of of transmitters: transmitters: 1223 1223 Population: Population: 4.830.000 4.830.000 16 16 NovemberNovember- 30 30 November November 41 Technical Areas in 2009 – Campania No. No. of of networks: networks: 80 80 No. No. of of transmitters: transmitters: 1283 1283 Population: Population: 5.700.000 5.700.000 11 December December -- 16 16 December December 42 Involved municipalities and broadcasters Coverage: from simulation to Administrative boundaries (for people information) 43 The transition database: www.switchoff.fub.it Transitions Networks Coverage Municipalities Sites and transmitters 44 The transition database: www.switchoff.fub.it 45 The transition database: www.switchoff.fub.it 46 Information to users: Daily leaflets Yellow: at least 1 broadcaster involved Green: most broadcasters involved 47 Information to users: Municipality leaflets 48 Monitoring the transition Technical/administrative procedure TV Operator representative (*) (*) Ministry representative FUB representative Transition Database SMS Transition no. … (*) Transition Transition no. no. xxx xxx •• Fully Fully executed executed •• NOT NOT executed executed ((new new date, date, reason reason)) E-MAIL Confirm request for Transition no. … (*) •• Switch-off Switch-off executed executed •• Switch-on Switch-on executed executed E-MAIL E-MAIL DB Update Transition no. … (*) Transition no. … (*) Confirm for Transition no. … (*) 49 From the Registry to Master Plan and Transition database Preparing Preparing the the Registry Registry (RNF) (RNF) RNF RNF RNF initial updated Post-SO Data transfer from RNF to MP Developing Developing the the Master Master Plan Plan (MP) (MP) MP MP initial final Data transfer from MP to TDB Building Building the the Transition Transition DataBase DataBase (TDB) (TDB) Switch-off RNF Updating Updating RNF RNF TDB TDB TDB initial Ante-SO Post-SO t 50 Major criticality for users Information • Switch-off date, actions required for adaptation, access to contributions, choice of resellers Home equipment • Main/secondary TV Possible adaptation of receiving system • Antenna, filters Channel tuning • • European channels in band III Logical channel numbering (LCN) 51 The Call Center – 800 022 000 Support to users and retailers • • Administrative information Information about switch-off • Technical information about decoders • Municipalities, broadcasters, schedules, ...
