Things to be reported:

Towards the end of April we experienced two crimes in our suburb:
• Attempted break-in in Napoleon Ave - fortunately, the alarm was set and was triggered,
disturbing the suspects who then fled. PLEASE REMEMBER to activate your alarms when you leave
home and at night when you go to bed.
• Hijacking in Valley Rd - guests of residents in Valley road were followed home from the airport
and robbed of their rented vehicle and various personal belongings. PLEASE REMAIN ALERT when
entering and exiting your property - inform you guests to do the same, and DO make use of the
Meet & Greet service offered by your security provider.
Sector Policing has proved successful in the Gauteng Province
It is important for you to know the mobile phone number of your Sector Police Vehicle, by knowing it you
will have quicker access to getting hold of the vehicle that is nearest to your suburb. In the case of an
emergency you must press your panic button (contact your security provider), contact the SAPS Sector
Vehicle number 071 675 7115/6 as well as contact 10111. The SAPS Sector vehicles are patrolling your
suburb 24 hours a day.!

City Power is upgrading Bordeaux South
We would like to thank City Power Randburg depot, our area manager, Mr George Makama and team
leader, Mr Randy Sibran for continuing their efforts to maintain and upgrade our aging power infrastructure.
The project was started last year in Huguenot Ave and is commencing in Valley Rd. It involves the removal of
the current untidy loose and hanging overhead lines and replacing it with a single Aerial Bundle Conductor
(ABC), meaning there is one cable with more than one core inside.
The advantages include:
1. Our overhead cables do not look messy
2. The ABC cable is insulated and therefor safer
3. Interference from trees is greatly reduced
4. The aluminium in the cable is not as valuable as copper (old overhead cables) and will reduce cable theft
We welcome this upgrade and look forward for the rest of the streets being completed as well. This is an
important step forward for Bordeaux South’s infrastructure and aesthetic improvement.

CPF Announcement
At the last Exco meeting I advised that I will be standing down as CPF chairman given my work
obligations. It was agreed that we will hold an AGM in June in order to elect a new Exco.
There will be a CPF AGM in June and we are appealing for volunteers to join the Exco as well as our
sector forums. The AGM date will be finalised at the next Exco meeting on 15 May 2012.

CoJ Rates and Tariff increases for 2012/13
Johannesburg residents face increases of about double the benchmark CPI of 6% for electricity and
water in the City’s new financial year starting in July 2012.
The increases cannot be expressed in absolute figures as increases in energy costs are not uniform and
the water usage increases are on a sliding scale. However consumers will in future pay about 13% more
for electricity and between 5% and 15% for water usage. A household that uses 1 kl of water per day
will be faced with an average 12 % increase.
These increases are unnecessarily high if measured against the Auditor General’s findings of nearly R2
billion wasteful expenditure in the form of electricity and water losses in the 2010/11 financial year.
All the tariff increases in the City for the 2012/13 financial year were tabled at the Council Meeting of 29
March and are presently open for public comment.
The most important increases to residents in tariffs and rates are:
• 6,0% for property rates.
• Between 5.7% and 15 % in charges for water. The % increase increases with higher consumption.
• Sewerage (sanitation) goes up with 14,5% across the board.
• 6.7% for refuse removal with a promise of higher increases in the future.
• The increases for electricity are dominated by the announced increases from ESKOM i.e. 16%.
However the proposed increases have been spread across the residents such that the lifeline tariff
users , will only see a 11 % increase , the prepaid customers will see a 13 % increase as part of the
City’s strategy to get more residents to accept prepaid meters, and the domestic users will have to
foot an increase in the fixed charges of 5 % and the energy charge of 13 % - this should mean an
increase of for 1000kWh usage of 11% , and at 501kWh at 10.7%.
• The business electricity tariff increases are effectively 12% to 13%.
All the proposed increases can be viewed at the Metro Centre and the regional offices, or on the City’s
website at www.joburg.org.za
Billing Query Escalation Update
During 2011 the DA Caucus put together a Billing Assistance Team which I was part of after having
handled the many billing crisis issues since around September 2010. The team resolved hundreds of
queries during its existence as well as prevented and assisted many people who had been disconnected
or were going to be disconnected due to “non payment”. In early February 2012 at a Finance
Committee Section 79 meeting, we were informed by the ANC that the City team that we were using to
resolve the queries would not be able to continue and that a new process would be implemented.
After a long wait, the new process has been implemented and will be used. The essence of the new
process it that billing queries will be dealt with by the respective Councillor from the ward which the
query comes from. Each Region has been allocated an Assistant Director for Councillors to escalate their
billing queries to. The system is new and so oversight and report back to the City’s executive will take
place - both the positive and negative of the new process.

• A reference number allocated to EACH query
• The reference number more than 60 days old
• Query unresolved
you may forward the query to me for escalation. Please note that as Councillors we do not resolve any query,
we are merely able to escalate it into the correct channel in the hope that the Officials resolve the query.
You are reminded that the Randburg Customer Relations and Management Centre is open Monday to Friday
7:30 and to 3pm. The walk in centre is able to log billing queries, print statements, accept applications new
water/electricity connections, accept requests for change to prepaid electricity meters as well as accept
deposits for services to be moved from old owners of properties to new owners of properties.

problem with City Of Johannesburg, be it wrong electricity meter readings, water, rates or billings.
