MINUTES OF THE REGULAR MEETING OF COUNCIL

Pecuniary Interests
Councillor Wilson declared pecuniary interests with respect to the Report 2006-05-EDC: CIP
Incentive Application for Bickerton Brokers Fa9ade Improvement and its accompanying motion,
2006-128.
DELEGATIONS
1000 Islands Gananoque Chamber of Commerce- Update on Chamber Activities
Gayle McBride, President of the 1000 Islands Gananoque Chamber of Commerce, presented to
Council initiatives being undertaken in 2006/07. The Chamber is requesting that the Town of
Gananoque extend its funding arrangement to include the 2007 fiscal year.

COMMITTEE OF THE WHOLE
•
Councillor Wilson declared a pecuniary interest with regard to the Bickerton Brokers
Fa9ade Improvement Community Improvement Plan (CIP) Incentive Application.
•
Kent Fitzhugh, Economic Development Coordinator, presented the recommendation to
Council from the Community Improvement Advisory Committee that the application
from Bickerton Brokers for incentives outlined within the CIP for fa9ade improvements
be approved.
•
Jim Guest, Director ofPublic Works, Culture & Recreation updated Council on the
progress of the Kings Street Bridge Constru~tion Project. The new sewer pipe that runs
underneath the bridge was installed last week but will not be put into service until the
bridge is completed.

Councillor O'Hearn inquired of staff what percentage of total water consumption the
Mahle plant accounted for in Gananoque and what that equates to in terms oflost
revenues. Mr. Guest will report to Council on this matter at the next meeting.
•
Mr. Guest updated Council on changes made to the location of the handicapped parking
space on King Street East. The proposed space for Council's consideration is two (2)
spaces to the east of the parking location printed on the agenda. The Legion, after the
initial parking space was measured, requested that the space be located east of the
building in order to be closer to the Legion's wheelchair entrance. Mayor Garrah had
spoken with Ron Knapton concerning the Legion's request for a drop off zone to
facilitate people making donations to the food bank. Council agreed to review the drop
off zone in one month's time.
•
Mayor Garrah requested that area doctors be consulted regarding the Regional
Municipality of Durham resolution which requests the Ontario government to take
immediate action to remove barriers to family physicians who wish to relocate their
medical practices to Ontario from other provinces.
•
Councillor Kinsella questioned the purpose of the Antique Boat Museum feasibility
study. Councillor Gipson commented that a feasibility study will be required for any

government funds that may be applied.for in the future. Mayor Garrah replied that
Council may also have a number of questions regarding the project that such a study will
address.
•
A copy of the correspondence from the Waterfront Development Committee (WDC),
supporting the expropriation of the Cow and Gate property, was requestedby Council to
be sent to the Town:s solicitor. The motions passed by the WDC - one regarding the
dock at the launching ramp and sidewalks, the other to prepare a request for proposal for
a landscape plan for the park adjacent to the GBL tour dock- were referred to Jim Guest.
•
Council requested Derek MacPhail send a letter to the Ontario Federation of Anglers and
Hunters (OFAH) regarding their request of support for Sunday gun hunting informing the
OFAH that no action is being taken at this time as legal hunting does not take place
within the boundaries of the municipality.
•
Councillor Warren reported to Council, in response to the resolutions passed by the
United Counties of Leeds and Grenville and the Township of Edwardsburg requesting the
Ontario government limit the Health Unit to a 5% budget increase, the reason for the
Health Unit calling for a $1.7-million dollar- or a 20% - budget increase.
•
Council agreed that the one-time funding of$439,165 from the "Move OntarioImproving Roads and Bridges Budget Initiative" should be put towards projects that were
not budgeted for in 2006 rather than to offset planned project spending.
•
Mayor Garrah announced that a draft pesticide by-law will be ready for first reading at
the April18, 2006 Council meeting. Councillor Kinsella asked that a copy of the noxious
weed by-law be attached to the pesticide by-law.

"That the Town of Gananoque support the efforts of The Royal Canadian Legion Colonel
R.H. Britton Branch 92 of obtaining the loaning of the original Victoria Cross won by Private
Harry Brown for display at the Legion in August 2007 to mark the 90th anniversary of Private
Brown's posthumously being awarded the Victory Cross on August 16, 1917."

"That Gananoque support Kingston's bid to host the 2008 Ontario Building Officials
Conference, it being understood that costs be limited to staff time to organize and run the event
in 2008, unless it is decided in the future to allocate some voluntary financial support as well in
order to enhance the event beyond the basic delivery funded entirely by the OBOA."

"That Council accepts the recommendation of the Community Improvement Grant
Advisory Committee that the following be approved for the Bickerton Brokers Fa9ade Project:
1. A one time grant of$2,500 (applicant must spend $5,000 to receive the maximum
allowable grant of $2,500).
2. An interest free loan to a maximum of$7,500 amortized over five (5) years.
3. A one time grant equal to the value of the applicable municipal planning application fee
or building permit to a maximum of $500.

The grant and the cost of the funds on the interest free loan are to be funded by the Economic
Tourism Development/Retention Reserve."
Note: Councillor Wilson declared a pecuniary interest for Motion 2006-128.

Councillor Wilson commented that the Town of Gananoque cannot be complacent in
allowing the discharge of untreated water into the St. Lawrence River.

Motion No. 2006-135

"Pursuant to Council Motion 2006-061 calling for the Town of Gananoque
to designate a handicapped parking area in the vicinity of Legion Branch 92, that
Schedule XV of By-law 2004-43 be amended to add the following handicapped
parking space:
• King Street East, south side, between Stone Street and Park Street
[commencing 90.0 M from the intersection of King Street and Stone
Street for a distance westerly of7.0 M to a distance of97.0 M from the
intersection of King Street and Stone Street]."

Councillor Kinsella asked for an update on the new Public Works Facility. Jim Guest
reported that half of the floor for the new facility has been poured with the second half being
poured on Thursday. The project is on schedule for staff to move into the facility the last
week of April.

Councillor O'Hearn commented that the area where the boathouses are being removed is
litter~d and asked that Public Works present a plan for its cleanup. Mr. Guest responded that
it is the responsibility of the contractor to ensure the area is free of work debris and that
Public Works will ensure that this is done.

NEW BUSINESS
•
Councillor Wilson requested that decorum at meetings be maintained for the remainder of the
Council term, with members asking for recognition from the Chair before speaking and rising
from their seats when they address Council.
•
Councillor Kinsella invited the Mayor and Council to attend Rotary's anniversary on May 5th
at Gananoque Secondary School.
