Th e I n ter-American Bank ( I DB) announced the approval of a US$17,6m to help fos­
t e r i n t e g rat e d agriculture on app r o x i mately 4 , 0 00 hectares of land in Haiti~ by reha­
b i l i ta t i n g and expanding irrigation, drainage and service road infrastructure, provid­
i n g t e c h nic a l services to low income farmers, producing improved seeds and executing
a ca da s t r a l s u rvey. Th e loan was e x t e n de d t o the Banque De la Republ ique De Ha i ti and
t h e Val l e y De velopment Agency ( \~A ) to carry out the second state of the Artibo~ ite
riv e r v a l l e y agricultural development and irrigation system, and a rehabilitation and
e x p a nsion p r ogramme. In 1976 t he ID B extended a $Sm loan to finance the first stage
o f the programme, consisting of the rehabilitation of irrigation infrastructure, farm
p l ot d e v e l o pme n t and in t r oduction of more appropriate cultivation techniques on
a p pro x i ma t e l y 3,000 hectares of the 32,000 hectares covered by the programme. The
e x e c u tion of the second stage of the programme will benefit an estimated 9,000 farm
f a mi l i e s a n d enable Haiti to become virtually self-sufficient in rice production by
inc r e a s i n g yields by an estimated 2~,OOO tons a year. The total cost of the second
s t a ge is estimated at $22.120,000 of which the loan will cover 79.6% and Haiti the re­
ma i nin g 20.4%. In addition to the loan, the IDB approved a $l.lm technical coopera­
t i o n grant to strengthen the institutional and operational capabilities of the VDA.

Finan c e Minister Bernard Coard disclosed on October 14 that the World Bank (WE )
had iss ued a favourable report on Grenada. Be quoted the report as saying that, after
i n h e r i t i n g a deterio r a ting economy, the People's Revolutionary Government (PRG) now
f a c e s t h e task of laying foundations for future growth and assessment. According to
Mr. Co ard, the report says that, in the area of agriculture, the PRG has moved on se­
v e r a l fronts to upgrade extension services and technical assistance to farmers, and
h a s been providing mor e fin3ncial assistance for banana and cocoa rehabilitation. The
repo r t also noted significant improvement in feeder and main road development. Con­
