County and thematic working groups, tailored on priority areas , have been established, as follows: ∗ Regional infrastructure; ∗ Economic competiveness, research, development, innovation; ∗ Human resources, labor market, social services; ∗ Agriculture and rural development; ∗ Sustainable development and tourism; 2 09.04.2013 SW Oltenia Regional Development Plan ∗ In order to substantiate strategies and Regional Development Plan, RDA SW Oltenia has drawn up 3 regional studies under ROP Axis 6, Technical Assistance: ∗ Study on regional urban development ∗ Study on regional tourism development ∗ Study on business development and the impact of economic crisis on enterprises Where we are: ∗ ORGANIZING REGIONAL AND THEMATIC WORKING GROUPS In order to complete the programming documents, RDA SW Oltenia organized a series of workshops meant to put in discussion documents produced to date. During these meetings, the objectives and development priorities of the region for the next programming period were discussed. ∗ PROJECT PORTOFOLIO Regional projects’ portfolio includes regional projects in various stages of preparing, which contribute to achieving the priorities and measures included in the Regional Development Plan; In order to achieve this necessary step, a template of project fiche was elaborated to help transpose the investment ideas into project fiches. 3 09.04.2013 Regional Innovation Strategy (RIS) for 2014-2020 in the South West Oltenia region ∗ ADR SW Oltenia submitted an application for drafting the Regional Innovation Strategy 2014-2020 in South-West Oltenia region, under TAOP - Technical Assistance Facility ∗ The project proposes an integrated approach of the field, starting from an analysis of the potential and needs, continuing with the formulation of models and scenarios, identify strategic solutions within an action plan to be implemented by including it into the Regional Development Plan 2014 – 2020; ∗ During 2012, RDA signed the Implementing Agreement to develop RIS, with a value of 381.383,70 RON. Creating new jobs, improving skills, labor and increasing competitiveness of the region by attracting investments in high added value areas have become primary needs regarding regional economic policy 4 09.04.2013 Poles of competitiveness in South-West Oltenia region Pole of competitiveness “Automotive South-West Oltenia” Pole of competitiveness “Oltenia Tourism - Innovation and Tradition in Tourism -TurOlt InoTT” Pole of competitiveness “Inovtrans” Pole of competitiveness “Integrated Automation Systems– SISAUTOM-INT-POL” 5 09.04.2013 South-West Oltenia Regional Development Agency initiated during the year 2012 formation of poles of competitiveness : “Automotive SouthWest Oltenia” and “Oltenia Tourism - Innovation and Tradition in Tourism TurOlt InoTT” On the 31st of August 2012 the strategies of two poles of competitiveness were submitted in order to obtain grants through the Sectoral Operational Programme Increase of Economic Competitiveness - POS CCE, PRIORITY AXIS 1 : An innovative and eco-efficient production system, under Operation 1.3.1 "Development of business support structures of national and international interest - Poles of Competitiveness" After technical evaluation of development strategies, the two integrated packages have been approved for participation in Phase II of the process of submission, assessment and selection. Pole of competitiveness “Automotive South-West Oltenia” On January 13, 2012 the Cluster “Research - Development - Innovation Automotive South-West Oltenia was created by signing a partnership agreement between South-West Oltenia Regional Development Agency, University of Craiova by Faculty of Mechanics, Ford Company and Craiova City Hall. Subsequently, on 01.08.2012, based on a total membership of 32 entities, the Pole of Competitiveness “Automotive Pole South-West Oltenia” was formed, whose management entity is the South-West Oltenia Regional Development Agency. The pole has now a total of 36 members of the South-West Oltenia region: cars and auto parts manufacturers, design firms, education units, research and development institutes, non-governmental organizations, public authorities, consulting firms. 6 09.04.2013 The general objective for the Strategy of “Automotive Sud-Vest Oltenia” Pole Increasing competitiveness in South West Region by developing an automotive pole with a broad spectrum of activities both in the professional training of highly qualified skills necessary for Ford and its suppliers, and by making new investments, technology transfer and enhancing collaboration between University of Craiova and automotive companies active in the development of joint applied research projects especially in the field of electromobility in order to use the experience of regional R & D & I sector. The integrated package of projects of the "Automotive South – West Oltenia“ Pole contains a total of 7 projects of which 3 research projects: "Industrial research and experimental development for vehicles driven by brushless electric motors powered by lithium-ion batteries for passenger transportation - GENTLE ELECTRIC" "Research for the implementation of an advanced maintenance system for the automotive industry in order to increase competitiveness" "Virtual design of mechatronic and robotic applications specific to the automotive and transportation industry" 7 09.04.2013 Implementation of research projects in the Pole “Automotive South-West Oltenia “ will result in: Strengthening research partnerships; Strengthening relations between industry, academic environment, R & D institutes and public administration; Stimulating competitiveness and innovation in the automotive sector; Improving university curricula programs; Scientific publications resulting from projects with benefits to increase visibility at european and international level; Improving professional skills of employees in the automotive sector; Historical and cultural importance of South-West Oltenia region for national identity is also well known internationally. Horezu pottery was recently included in the UNESCO list of intangible heritage of humanity objects and Horezu Depression was awarded in 2008 by the European Union as a touristic destination of excellence in the EDEN initiative (European Destinations of Excellence). 8 09.04.2013 Pole of competitiveness “Oltenia Tourism - Innovation and Tradition in Tourism -TurOlt InoTT” “Oltenia Tourism - Innovation and Tradition in Tourism -TurOlt InoTT” pole was created on the 30/08/2012 and has a total of 66 members. The general objective of “Oltenia Tourism“ pole is to increase the competitiveness of the tourism sector in the South-West Oltenia region by building a unique regional brand and tourism product innovation so that by 2020 Oltenia to improve its position as a tourist destination both nationally and internationally, and annual tourist flow to increase by 15% (about 50,000 tourists a year). The integrated package of projects in the pole contains a total of 18 projects of which one research project: TUROltenia Online Platform . The objectives of the project TUROltenia Online Platform aim at: - Research on tourism supply and demand in the South-West Oltenia region; - Adaptation, justification and policy innovation in tourism at regional and national level; - Design and development of innovative instruments in tourism industry; - Integration of research results into production. 9 09.04.2013 As catalyst, South-West Oltenia Regional Development Agency supported the creation of two poles of competitiveness: Pole of competitiveness „Inovtrans” Objective: to promote and develop Romanian manufacturing, especially by conducting the main and auxiliary activities related to the manufacture of rolling stock. In this pole ADR S-W Oltenia is a partner. Pole of competitiveness in the electrical and optical equipment industry, “Integrated Automation Systems - SIS-AUTOM-INT-POL” Objective: innovative cooperation in the field of integrated automation systems and and auxiliary components and equipment through research, development and innovation, manufacturing, engineering and software, in order to strengthen competitiveness and sustainable development of these economic sectors.
