Purpose & Direction
Our Purpose is to prepare every student for a successful transition into the next phase of his or her life.

shall not be used to address specific individual student discipline or employee performance issues. Complaint and grievance
processes are in place to deal with issues of this nature

What is the activity you plan to describe?
The Project SEARCH Transition Job Fair was attended by 14 school districts from the across the state
and is an example of the benefits of school and community partnerships in supporting youth with
disabilities in their vocational objectives. Goals for the day included exposing young adults with
disabilities to the world of work, increasing awareness of businesses to the benefits of hiring
individuals with disabilities, and connecting local businesses with young adults seeking employment.

BOARD OF EDUCATION PROCEEDINGS
April 14, 2014
The Board of Education of the School District of Papillion-La Vista, in the County of Sarpy, in the State of
Nebraska, met in open and public session at 7:00 p.m., Monday, April 14, 2014. The meeting was held at the
Papillion-La Vista Schools Administration Office, 420 South Washington Street, Papillion, Nebraska.
Notice of the meeting was provided in advance by publication in the Papillion Times April 9, 2014. Notice of the
meeting was simultaneously given to all members of the Board of Education. Their acknowledgment of receipt
of the agenda is maintained at the administration office. The proceedings, hereafter shown, were taken while
the convened meeting was open to the attendance of the public.
Call to Order
Valerie Fisher, Board President, called the meeting to order and publicly stated a copy of the Nebraska Open
Meetings Law is posted at the entrance to the Board Room. Mrs. Fisher led the group in the Pledge of
Allegiance.
Roll call was taken. All board members were present: Connie Bowne, Patricia Conway Boyd, Valerie Fisher, Bill
Gess, Mike Jones and Jeremy Kinsey.
Communication
Mr. Andy Isaacson, President of the Papillion-La Vista Education Association (PLEA), reported that nine staff
members attended the recent Nebraska State Education Association Delegate Assembly in Kearney. The PLEA
was recognized for their generous contribution to the NSEA Children’s Fund. Melissa Hansen was also
recognized with the Public Relations Award for her work soliciting the donations. Board President Fisher
congratulated the organization for their support.
There were no other comments from the public relative to items not on the agenda.
La Vista Jr. High Principal Pat Zalesky introduced teachers Tony Reisdorff and Travis Simpson and students Caleb
Feekin and Abby Gagnon. As part of the STEM program, students learn about structure, motion, power, sensors,
controls, logic and programming systems of a robot while using the engineering problem solving model.
Seventh grade students are offered a five week class that provides a variety of projects in the areas of design
and math concepts. At the eighth grade level students spend more time exploring, building, programing and
operating robots. The students also design and launch rockets using their analytical skills. Abby and Caleb
demonstrated their projects. When asked what they like best about the class they stated they like working with
their hands, creating their own robots, and working together in teams as they compete against their classmates.
Student Council President Emma Himes shared a number of past and present events taking place at PapillionLa Vista High School. Prom was April 5, 2014 at UNO. The 2014 prom royalty is King Cole Madson, Queen Claire
Steiner, Princess Danielle Moore and Prince Simon Saqueton. The spring sports season got off to a great start
with Ethan Anderson getting his first career hole-in-one at the Fremont Golf Club. Juniors and seniors who have
a 4.0 GPA or higher will be recognized at the Academic Excellence awards program Tuesday, April 22, 2014.
Commencement is May 11, 2014 at 1:00 p.m. at the Civic Auditorium. Graduate Safe is the night of graduation
where graduates only are “locked-in” the school for a night of fun activities with their fellow classmates. The
Fine Arts Annual Hero Run is May 3, 2014 at 8:00 a.m. at the Papillion-La Vista Stadium and Walnut Creek
Recreation Area. Funds raised will go to the Wounded Warriors Family Support Organization and the PapillionLa Vista High School Fine Arts Department.
Superintendent’s Report:
Superintendent Rikli, Bill Gess, Connie Bowne and Jeremy Kinsey attended the National School Board
Association Conference in New Orleans. The conference provides an opportunity to attend a number of
workshops that address the latest trends in education and time to network with other board members.
An update on a recent incident in the Anderson Grove and Golden Hills attendance area was shared. A suspect
was loose in the neighborhood and as a precaution local law enforcement officials “locked out” the schools. The
suspect was apprehended with no incident.
Dr. Rikli attended the Papillion-La Vista South High Prom. He commented that the activity was well attended,
students were well behaved and very well dressed.
Board Comments:
Jeremy Kinsey reported that he also attended the NSBA conference. The Papillion-La Vista group attended
different sessions. He attended sessions with an emphasis on technology and digital textbooks. Mr. Kinsey also
attended his son’s first grade music program at Portal Elementary. Compliments were extended to the music
teacher.
Pat Conway Boyd attended the Tara Heights Liaison Luncheon; teachers talked about pros and cons of the 10
day schedule and their building’s short and long term goals. As representative to the Metro Area Board of
Education (MABE) Mrs. Conway Boyd stated that at the last meeting of the group it was reported that Omaha
Public Schools is still working on what to include in their bond issue. She reported that DC West may also go out
for a bond issue.
Connie Bowne reported on her attendance at the NSBA conference in New Orleans. Magic Johnson was one of
the featured speakers.
Mike Jones reported he attended the Learning Community HR Subcommittee Meeting last week at the South
Omaha Learning Community Center. Thursday evening, April 17, 2014 is the General Meeting. Agenda items at
that meeting include approval of furniture for the North Omaha Learning Center at a cost of $350,000 and
approval to hire a Family Services Director for the North Omaha Program with a salary range of $60,000 to
$80,000. This person will coordinate in-home visits. Also on the agenda the group will review Mr. Stillwell’s
annual evaluation.
Bill Gess reported the NSBA Conference was well attended and very worthwhile. He has also been attending a
number of district soccer games this spring as he has grandchildren on both of the high school’s teams.
Valerie Fisher shared a compliment she received from a parent about the great condition our buildings are in.
Compliments were extended to the custodial and maintenance staff.

 Buildings & Ground – Pat Conway Boyd, subcommittee addressed boundary assignments for new
developments and bids for the Tara Heights renovation project.

Mr. Jones reported the Human Resources Subcommittee and the Board as a whole met and discussed
administrative salary increases for the 2014-2015 school year, inclusive of classified administrators and certified
administrators including the assistant superintendents. A motion was made by Mike Jones to approve the 20142015 administrator salary and benefit package for a 4.38% package. This is inclusive of a minimum salary
increase of 2.5% individual salary increase, with a base of $62,925 and the dual option health insurance policy.
The motion was seconded by Bill Gess. The insurance package remains the same with a $750 deductible health
insurance policy and a $3,100 deductible, health savings account eligible dual option insurance policy becoming
available by January 1, 2015. There were no comments from the Board or audience. Ayes: Conway Boyd, Kinsey,
Bowne, Gess, Fisher and Jones. Nays: None. The motion carried.
Discussion/Information Items
Missy Jabens Career Education and Academy Program Principal reported that in response to the reVISION
process the career education courses provide an opportunity for students to have authentic application and
challenged based learning with hands on learning provided in the Districts academy programs. Today there are
600 students involved in academy programs. Educational Opportunities are offered through the following
academies: Zoo, Health Systems, Leadership, A2B, Education, STEM, Law, Public Safety & Security and Athletic
Training. In addition, the District offers a journalism and Sarpy Chamber Internship, 6 UNMC Health Alliance and
Metro Community College Trade Academies. This summer an Information Technology Academy will be offered
with a focus on networking. College professors are impressed with the opportunities offered to our academy
students. Papillion-La Vista Students that participate in our academies feel they greatly benefit from their
experiences and relationships.
The Building and Grounds subcommittee met and is ready to move forward with the naming of the new
elementary school. Board President Valerie Fisher asked that the Board be given another opportunity to have a
formal discussion about naming the new elementary school before the final selection. Two names for
consideration are North Shore Elementary and Prairie Queen Elementary. North Shore Elementary is the
housing development in which the school is located. Prairie Queen Elementary is a historical name taken from a
one-room country school that was located in that area dating from 1884 to 1957. The nearby Papio-Missouri
River NRD lake and recreation area was recently named the Prairie Queen Recreational Area. There was
discussion about the two potential names with board member sharing their preference. Formal action to adopt
the new school name will take place at the April 28, 2014 meeting of the Board.
At the March 24, 2014 School Board Meeting during the policy review of the 1000 Series – Public Relations and
Communications, there was discussion about addressing the use of electronic cigarettes/vaporizing devices on
school grounds, buildings or district vehicles as it pertained to Policy #14502-Smoke/Tobacco Free Environment.
The Board referred the issue to the Human Resources Subcommittee and the Buildings and Grounds
Subcommittee for further review. Out of those subcommittee meetings it was recommended that language be
added to three separate policies/procedures relative to electronic cigarettes/vaporizing devices. Electronic
cigarettes/vaporizing devices are already banned for all student use. Formal action regarding revisions to Policy
#1502-Smoke/Tobacco Free Environment, Policy #4010-Drug and Substance Use and Abuse and Procedure
#5301-Student Conduct, Vandalism and Disruption will take place at the April 28, 2014 School Board Meeting.
Mr. Lewis shared information relative to new housing developments being platted in the western area of the
District. There was discussion and information shared where students from those developments would
potentially attend elementary school for the 2014-2015 school year prior to the opening of the new elementary
school. It is not anticipated there will be many students coming from the projected developments as the
majority of the developments are being platted and infrastructure activity is still taking place. The current
growth of the District presents many challenges in determining attendance areas. From the new developments
that we are aware of, students from the new Bellino Ninety-Six Apartments would attend Trumble Park
Elementary for the 2014-2015 school year. Students from the new developments of Granite Falls, Prairie Hills,
South Brooke, Ashbury Farm and North Shore would attend Walnut Creek Elementary for the 2014-2015 school
year.
Pat Conway Boyd reported that bids will be opened April 22, 2014 for the renovation project at Tara Heights
Elementary School. The project consists of construction of approximately 2,000 square feet of building addition,
various renovations or existing building areas and miscellaneous site work improvements. Included in the
project are a new finishing kitchen, secure entry and office and classroom renovations. Action to approve the
general contractor bid will take place at the April 28, 2014 meeting of the Board.
Board President Fisher reviewed the Future Board Calendar and there being no further business the meeting
was adjourned at 8:35 p.m. by Board President Fisher.

The names North Shore Elementary and Prairie Queen Elementary were brought to the Board by the
Building and Grounds Subcommittee for discussion for the naming of the Districts fifteenth elementary school.
North Shore Elementary corresponds to the housing development in which the school is located. Prairie
Queen Elementary is a historical name from a one-room country schoolhouse located in the area from 1884 to
1957 and later served as Papillion Grange Hall until 2002.
The Building and Grounds Subcommittee recommends Prairie Queen Elementary as the new name for the
elementary school currently under construction at 10520 South 123rd Avenue, Papillion, NE.
Recommendation:
Approval of Prairie Queen Elementary as the name of the newest elementary school in the Papillion-La Vista
School District.

The District received bids from five general contractors with All Purpose Construction providing the low
lump sum bid of $1,535,000.00 and $39,700.00 for the alternate front entry canopy.
Recommendation:

Following is a preliminary timeline for the remaining budgetary process. Throughout the next several months
we will be receiving the information that is needed to fully develop the 2014-2015 budget including salary and

and the Learning Community with the anticipated property tax revenue from the common levy. We will receive

Background:
Two changes to the Voluntary Separation Program are proposed. One change would be to cap the number
of classified administrators granted voluntary separation at two (2) per year. Currently there is no cap on
classified administrators. This group of employees was added to the eligibility criteria in 2009. No cap was set
at that point in time because there had been no experience to draw upon for limit setting. Over the past five
years we have had a minimum of zero and a maximum of two classified administrator applicants per year.
The second change proposed is to move the application deadline from February 1 st to December 15th. Other
districts in the Metro area have December deadlines. Their early deadlines place our district at a disadvantage
with regard to recruiting and hiring for the following year.

4142 – Voluntary Separation
The Board may adopt a Voluntary Separation Benefit Plan that: (1) provides a benefit to certificated staff
and classified administrators who have given long-term service to the District, (2) allows the replacement
of higher salaried employees with lower salaried employees, (3) provides for a balance of employee
experience, and (4) reduces the possibility of teacher layoffs. Any such plan or changes to an existing
voluntary separation program shall be approved by the Board of Education.

Voluntary Separation Program
The following describes the Voluntary Separation Program of the Papillion-La Vista School District. All
certificated employees and classified administrators shall be eligible to participate in this Voluntary
Separation Program.
Purpose of the Program
The major purpose of the program is to encourage eligible certificated employees and classified
administrators who are considering retirement to accelerate their retirement plans. Objectives include but
are not limited to the following:
A. To offer financial incentives that will assist long-term employees considering separation decisions.
B. To reduce costs by replacing maximum salary employees with lesser salary employees.
C. To provide a balance of employee experience.
D. To reduce the possibility of teacher layoffs.
E. To provide the District the opportunity to select and retain the highest quality staff by establishing

Application
Application for Voluntary Separation shall be made on the appropriate form submitted to the Office of the
Superintendent after September 1 of the school-year of separation from the district and on or before
th
February 1 December 15 of the year of separation. The year of separation is defined as the final year of
employment with the Papillion-La Vista School District.
Credited Services
Credited service shall mean "Full-Time Equivalent" total years of employment in the Papillion-La Vista
School District for certificated employees. Authorized leaves of absence without compensation shall be
excluded from credited service. To qualify, certificated employees must have ten (10) years or more of
employment in the Papillion-La Vista School District; and the employee must be at least age fifty-five (55).
Employees on leave shall not be eligible for benefits under this plan unless the certificated employee or
classified administrator has been on authorized leaves of absence of not more than one (1) year within
the five (5) years prior to voluntary separation. A certificated employee or classified administrator who is
on leave for health reasons shall not be excluded from eligibility. Staff members, who are LESS than 55
years of age and who accumulated (20) years or more of service by the end of the 2006-2007 school
year, will qualify at the Step 1 level. Once they reach 55 years of age, the step schedule progression is
initiated. An employee may only take advantage of the voluntary separation policy once. Years of
services used for voluntary separation cannot be used for placement on the salary schedule in the case
of rehire.
Date of Separation
The Date of Separation shall be considered August 31 of the final fiscal year (September 1 - August 31)
of employment.
Age
Age shall mean an employee's age on August 31 in the year of separation.
Administration of the Program
The Voluntary Separation Program shall be administered by the Board of Education of the Papillion-La
Vista School District. An employee who receives written notice of possible contract termination or
cancellation shall not be eligible to participate in this program unless: (1) the notice of termination or
cancellation is withdrawn by the administration or (2) after a hearing before the Board of Education the
Board determines that said employee's employment should not be canceled or terminated.
Year of Plan Eligibility
Eligibility is determined by the school year when the employee is first eligible to participate (by minimum
age and minimum years of experience). When an employee first meets the qualifications described
under Credited Service above, the employee is in his or her first year of eligibility. The following year is
the employee’s second year of eligibility; this pattern continues until the employee elects to participate or

until the 11 year when the employee is no longer eligible to participate. Example: An employee hired to

the District at age 51 years of age, becomes eligible for Step/Year 1 at the end of their 10 year, age 61.
They then have 10 steps of payments before they exhaust their eligibility.)
Schedule Of Benefits
A qualified Certificated Employee electing to voluntarily separate from the district shall receive benefits
upon the following schedule:

The Voluntary Separation Payments will be made in three (3) equal installments; on September 15 of the
year of separation and September 15 of the following two (2) years; or in three (3) equal installments
January 15 of the year following separation and January 15 of the next two (2) years; or in three (3) equal
installments January 15 of the year following separation and September 15 of the following two (2) years.
An additional option could be arranged if mutually agreed by both parties, but with no fewer than three
payments as first indicated. Payments for each participant will be •made to an account in a qualified IRS
code sections 403(b) Special Pay Deferral Plan held by a district-selected financial services firm. If the
employee dies after the Board of Education has approved the application to participate in the Voluntary
Separation Program and before all payments have been made, the designed beneficiary shall receive the
remaining payments.
Current Salary
Current salary shall be defined as the last total salary figure on the employee's most recent contract, not
including extra duty pay.
Health Insurance
At separation, the District employee will need to select to either maintain benefits under Direct Billing
throughout the Employers Health Alliance (EHA); move to COBRA; or decline to continue coverage.
These options will be explained during the pre-separation meeting held between the District employee
and Assistant Superintendent of Human Resources. In order to continue in the EHA plan, the Certificated
Employee must have been a Plan member for at least 60 months prior to leaving the District. In addition
to the monthly premiums, an annual membership fee required by the NSEA/NCSA will be assessed when
the retiree moves to the EHA Direct Bill Plan.
Employment Option
The District may utilize these individuals as substitutes, consultants, or other school duties with the
compensation to be determined by the established pay rates for persons performing that duty. If utilizing
the Teacher/Administrator Salary Index to determine compensation, the employee's educational
experience (degree/hours) may be utilized but the employee will be placed at the beginning step of the
appropriate column of the schedule.
Source of Funds for Payment Benefits
The Papillion-La Vista School District shall pay the entire cost of the Voluntary Separation.
Maximum Number of Approved Certified Applications per Year
The maximum number of certified applications approved by the Board of Education annually will be
seventeen (17). Of the 17 voluntary separation applications approved, fifteen (15) application approvals
will be reserved for certificated non-administrators, and two will be reserved for certified administrators. If
fewer than 15 qualifying non-administrator certificated applications are received, the number of approved
administrator applications may exceed two if the total number of approved certificated applications does
not exceed 17. If fewer than two qualifying certified administrator applications are received, the number
of approved non-administrative certificated voluntary separation applications may exceed 15 so long as
the total number of approved certified applications does not exceed 17. [Due to the size and experience
of current classified administrator staff, no limitation is needed at this time.]
If more than 17 qualifying certified employee applications for voluntary separation are received by

February 1 December 15 , approval priorities will be as follows: 1) the years of service (not FTE
dependent) in the district as a certificated or administrator employee; 2) the highest salary index; and 3)
the earliest date of signed application receipt in the Human Resources Office.
The maximum number of classified administrators approved by the Board of Education annually will be
two (2). Voluntary separation applications from classified administrators are not included in these
limitations.
Notification of approval or denial of each application for voluntary separation will be provided to each
employee who submits an application no later than February 15. An employee who applies for voluntary
separation but whose application is not approved by the District shall be allowed to withdraw his/her
resignation retaining all previous rights and responsibilities.
The number of accepted applications approved by the Board of Education may exceed the maximum
number of certified applications per year established in this procedure if a majority of a quorum of the
Board votes to do so. A vote of this nature to exceed the maximum number of certificated applications
shall be a year by year decision and will not obligate the Board to exceed the maximum number
established by the procedure for future years.
