It contains important information and details which will need your attention leading up to the Fair. Please pay special attention to the forms and submission deadlines to make the process of exhibiting hassle-free. Smoking is also strictly NOT allowed during moving in or moving out periods in all areas of the venue. 1.3 DELIVERY AND REMOVAL OF EXHIBITS Exhibits should not be sent to the Exhibition Halls/Venue until the booth construction has progressed sufficiently to receive them. The Organizer will not be responsible for the safe keeping of items which arrive in advance. Opening Hours The opening hours are as follows: Legar Putra, Rooms (Mawar, Kelantan, Johor-Kedah, Pulau Pinang, Perlis and Perak) Tun Hussein Onn Hall, Tun Dr Ismail Hall, Tun Razak Hall 3 and Tun Razak Hall 4: 10.00 am to 9.00 pm (Friday, Saturday, Sunday and public holiday) 10.00 am to 7.00 pm (Monday to Thursday) Dewan Merdeka (International Exhibitors) : 10.00 am to 7.00 pm (everyday) The exhibitors must ensure that their booths shall remain open during opening hours. Page 4 KUALA LUMPUR INTERNATIONAL BOOK FAIR 2015 PUTRA WORLD TRADE CENTRE 24 APRIL - 3 MAY 2015 SECTION 2 : SECURITY, ACCESS, INSURANCE & ENTRY POINTS 2.0 SECURITY & ACCESS This section covers aspects of security and access. Please ensure the relevent forms' submission deadlines are met. A. All personnel working in the exhibition halls must wear the official KUALA LUMPUR INTERNATIONAL BOOK FAIR 2015 PASS at all times. B. The Organiser reserves the right to evict any Exhibitor not wearing the official KUALA LUMPUR INTERNATIONAL BOOK FAIR 2015 together with the lanyard provided. C. It is strongly recommended that exhibitors arrange for insurance coverage during the event days as well as during the moving in/out build up/tear down period. Exhibitors are also reminded to be particularly careful with light, portable and attractive exhibits after the close of the exhibition. D. It is strongly recommended that your exhibition booth be manned from 9.00am on 4 May 2015, when the halls are re-opened for moving out. While the Organizer will maintain security surveillance at all times, exhibitors are reminded that their booths should not be unattended until all items have been secured. E. An exhibitor shall be responsible for all exhibits in transit to and from and within the confines of the exhibition area or venue. The Organiser and Hall Owner will not be responsible for any theft, loss or damage of exhibits/displays during the teardown period. Exhibitors are advised to monitor their own exhibits/displays at all times. 2.1 INSURANCE A. The Organiser will not be responsible or be liable to any Exhibitor, their employees, contractors or agents in respect of any direct or indirect loss or damage to any exhibit or property or injury to person, arising out of or in any way connected with the exhibition. Exhibitors are strongly advised to arrange insurance coverage against such loss or damage, including risk of fire, natural disaster or any act of God throughout the duration of the exhibition. B. Exhibitors will also be responsible for the loss or damage to property (including those belonging to other Exhibitors and persons) or injury caused by themselves their employees or agents. Every Exhibitor participating in the exhibition WILL INDEMNIFY the Organiser against all claims of whatever nature (which may be made against the Organiser) arising out of or in any way connected with such exhibitor's participation in the exhibition. C. All Exhibitors must purchase indemnity insurance to cover public liability and all risks in respect of loss or damage to goods and property as well as injury to persons or any legal liability claims from third parties. 2.2 LIFTS & ESCALATORS Delivery of loose items or hand carry items by personal four-wheel or fordable trolley may be used and only permissible to and from the loading bay. Page 5 KUALA LUMPUR INTERNATIONAL BOOK FAIR 2015 PUTRA WORLD TRADE CENTRE 24 APRIL - 3 MAY 2015 SECTION 3 : CONSTRUCTION AND BOOTH FITTINGS (SHELL SCHEME BOOTH) 3.0 STAND CONSTRUCTION Please observe and comply with the regulations. Should you have any questions or require advice, do contact the Official Contractor. Booth Specifications A standard booth covers an area of 3m by 3m and comprises basic lighting, two bookshelves, a table, a chair and a wastepaper basket. Changes to the basic booth structure and design are subject to the Organiser’s approval and can only be done by the official contractor. Additional fittings and furnishing for which there will be separate charges, shall be provided by the official contractor only. 3.1 SHELL SCHEME BOOTH When planning the interior design of your booth, please take into account the following regulations:A. The standard height for all Shell Scheme Booths is 2.44m (8ft). Any design that structurally exceeds this stipulation must submit an application and seek approval from the Official Contrator. B. The walls are of white laminate finish. No nailing, drilling or painting to these walls are allowed. Panels can be affixed to these walls with the use of doublesided tapes only. Failure to comply to these stipulations will result in the exhibitors liable for the total loss as a result of these actions. C. For Shell and Upgrade Scheme Booth – No additional booth – fittings or display may be attached to the shell scheme structure except for those approved by ES Exhibition. Any protruding or cantilever signage must conform to the specifications approved by ES Exhibition. D. No devices, such as eletricity cables, water/compressed air pipes and telephone lines inside or near the booth may be removed, cut or diverted without the permission of ES Exhibition. E. Aisles indicated on the floor plan must be kept clear of all exhibition goods or decorative materials in order to facilitate traffic. All display item like bunting, banner, display cases, products etc should be displayed within own booth area. F. No suspension may be made from the ceiling of the exhibition halls, nor may any fixtures be made to the structure of the building. G. While using booths or other facilities rented from the Official Stand Contractor, the exhibitors must return them in good condition and will be responsible for any damages incurred during the period of use. H. FASCIA NAME : Only the official registered name of the exhibitors with the Kuala Lumpur International Book Fair 2015 will appear in the official supplement, information board and on the fascia board. SECTION 4 : CONSTRUCTION AND BOOTH FITTINGS (BARE SPACE) 4.0 STAND CONSTRUCTION & DRESSING Please observe and comply with the regulations. Should you have any questions or require advice, do contact the Official Contractor. 4.1 BARE SPACE STAND COSTRUCTION A. In the event that an Exhibitor prefers to work with their own Contractor, the Exhibitor is required to inform and obtain consent from the Organiser before the independent contractor is allowed to work on-site and is subject to the following rules and regulations. The Official Contractor reserves the right to reject any Contractor and design deemed inappropriate. B. In relation to non-electrical works, Exhibitors are encouraged to engage the services of an Official Booth Building Contractor. Any Exhibitors who engage a contractor other than the Official Building Contractor to erect, install and/or dismantle its exhibition booth or where he carries out the above himself will be charged a refundable deposit of RM 10,000.00. (Double-deck structure will be charged RM20,000 performance bond). C. Exhibitors have to completed and submit the non-official contractor forms to the appointed Contractor, as well as the 3D design of the booth layout (include the details of the construction materials), not later than 1 month before the event for approval. An approved copy of the drawings is needed before the commencement of booth construction. D. Materials used for lining, drapes or overhead structure as per of the theme for the display must be rendered non flammable. The use of flammable materials is strictly prohibited unless treated with fire retardant. E. It is imperative that the final outlook of the design structure is identical and similar to the approved design/s or drawing/s. Otherwise, the Official Contractor reserves the right to halt the construction immediately without any notice. Failure to obtain written approval can result in costly alteration on site in the event that the designs or installations contravene fire and safety regulations, booth height and boundary or any space contract rules and regulations. The Organiser reserves the right to stop and disallow participation in lieu of failure to submit such designs for approval. G. Exhibitors involved in the building of multi-level/ double-decker booths must also submit engineering drawings to guarantee compliance of the static loading standards. The drawing must be accompanied by load calculations carried out only by a certified registered engineer under the Board of Engineers Malaysia. H. Exhibitors shall not erect any sign, devices or furnishing ornament outside the stand / booth. I. The major painting of display and exhibition materials is not permitted in the venue. Only non-toxic, primarily water – based, paints are permitted. Spray painting is not permitted within the Centre. J. All construction works for booths etc must be fully completed during the build-up period. No touch up or correction works whatsoever will be permitted one hour before the event. K. Contractors must bring their own generators, which must be placed outside the Exhibition Halls should they need electrical power during the Build-up or Dismantling days. No generator and/or oil drum is to be placed on any surface without a metal tray with a raised lip to prevent oil leaks or spillage. L. Depending on the booth location, all free-standing fittings must be structurally safe and may not exceed THE CEILING HEIGHT OF THE EXHIBITION HALL. M. During the dismantling period, Exhibitors must ensure that their appointed contractors are responsible for the complete removal of their exhibition booths and any unwanted materials. Exhibitors or contractors who fail to comply shall be billed with a disposal fee at the discretion of the Organiser N. Contractor will sign a written contractor activity sheet to guarantee conduct, proper schedule of production and observance of the Exhibition and Hall regulation. O. Only when the Performance Bond is received and the contractor activity sheet signed, the contractor will be allowed to bring in their materials onto the site or commence work. 4.2 PERFORMANCE BOND & ADMINISTRATION FEE MAJLIS BUKU KEBANGSAAN MALAYSIA , organiser of the KUALA LUMPUR INTERNATIONAL BOOK FAIR 2014, 24 APRIL - 3 MAY 2015 has appointed ES EXHIBITION SERVICES SDN BHD as the Official Contractor. A non-refundable administration fee of RM 50.00 per square meter is payable to the Official Contractor by Non-official Contractor for liaising with and including securing approval from relevant authorities. The non-official contractor is required to place a refundable Performance Bond of RM 10,000.00 per contractor or RM 20,000 (for double-deck structure) to ES EXHIBITION SERVICES SDN BHD before permission is granted for a non-official contractor to work at the exhibition. Submission of drawing for approval and completed non-official contractor form is necessary otherwise the Official Contractor reserves the right to stop non-official contractor from any construction. Please take note that the non-official contractor will also have to bear any charges levied by the venue owner for any damages caused to their property, flooring or for debris not cleared away. The Performance Bond will be refunded to the non-official contractor in full after the exhibition if the booth is completed on time, and no damages are caused. If a non-official contractor does not clear their booth in the given time frame, the Performance Bond will be deducted accordingly without prior notice. Please submit the Performance Bond, Administration Fee, and Furniture & Electrical Rental Order before the deadline. ES EXHIBITION SERVICES SDN BHD reserved the right to stop the contractors from moving in if the above-mentioned are not received before deadline. Orders made after the deadline is subject to a 50% surcharge. Page 7 KUALA LUMPUR INTERNATIONAL BOOK FAIR 2015 PUTRA WORLD TRADE CENTRE 24 APRIL - 3 MAY 2015 SECTION 5 : ELECTRICAL CONTRACTOR & INSTALLATION 5.1 ELECTRICITY & INSTALLATION A. The Official Contractor, ES Exhibition Services Sdn Bhd has been appointed to undertake all electrical work on-site to all Shell Scheme and Raw Space booths. These electrical works include lighting installation, writing and connection, etc. For safety reason, no other electrical contractor will be permitted to carry out any electrical works on-site. B. No electrical installation may be suspended from the roof of the exhibition halls or affixed to any part of the building structure. No fitting may protrude beyond the boundaries of the installations and must be adequately protected against excess current. C. No multi-plugs are allowed as it may cause an overload and electrical tripping, which requires several hours to restore. D. Lighting Connections: All lighting connection work must be carried out by Organiser's Official Electrician. Without any exception, exhibitor including those who provide their own lighting fixtures will be charged the lighting connection at the rate of RM 55.00 (100 watt maximum per fixture) E. Lighting connections are charged according to the number of tubes and bulbs lighted on the stand. Besides, it is 1 metre measured of LED lights will be charged for 1 lighting connection. SECTION 6 : IMPORTANT INFORMATION This section highlights information that Exhibitors should be fully aware of during the Exhibition. This is to avoid any confusion during the Exhibition and it is therefore imperative that Exhibitors understand this section. Any enquiries should be referred to the Organiser or Official Contractor. Company Name on the Exhibition Booth and Exhibition Directory Exhibitors' company names as stated in the application will be printed on booth fascias and exhibition guide map. The name that shown on the booth fascia/decoration (for custom built stands) and the exhibition directory must be the same. Exhibitors who wish instead to show a brand/publication name or group company name on their booth fascia/decoration and exhibition directory instead of their company name, MUST first request and obtain prior approval from the Organiser by providing the relevant documentation, to prove that the exhibitor's company is the brand/publication owner or is appropriately licensed thereby, or is a member of the same group of companies as the exhibitor , at least 3 months before the commencement of the Exhibition. The Organiser reserves the right NOT to accept any exhibitors' request if the documents submitted cannot, in the Organiser's absolute discretion, substantiate the brand/publication ownership or licensee/group company relationship. No display of brands/publication names or other company names on booth fascias/decorations is permitted save where the exhibitor has complied with this paragraph, and the Organiser reserves the right to request exhibitors to change their booth fascia/design or amend the booth decoration in case of non-compliance. Sub-letting Exhibitors are strictly forbidden to sublet or otherwise share the space to or with any third party. Any exhibitor found to be in breach of this sub-letting prohibition will be asked to immediately remove all illegitimate third party business cards, materials and exhibits (promotional or otherwise) from its space at its own expenses and will also be banned from taking part in all the KLIBF fairs. An exhibitor may also (i) promote, distribute or display exhibits, printed matters or graphic materials bearing the name of its wholly-owned subsidiary or any third party company having a formal agreement with itself appointing the exhibitor as agent or distributor of that third party company or (ii) allow the employee of such subsidiary or third party company to solicit business for such subsidiary or third party company at its Space. Exhibitors are reminded to obtain prior written permission from the Organiser by applying in writing at least 3 months before the commencement of the Exhibition if exhibitors wish to conduct the said activities for the subsidiary or any such third party company. Exhibitors are required to provide some form of documentation confirming the relationship between the exhibitors and the relevant subsidiary or third party company when submitting your application. Display/Selling Items Acceptable exhibits should be books, multimedia products relating to literary works and audio-visual publishing (such as educational software, electronic dictionary, audio-visual learning aids, digital publishing, electronic books, music/film recordings, etc) and stationery. At least 60% of the display area of each booth must be occupied by exhibits relating to the relevant product section where the booth is located. Exhibitors can only display/sell books, periodicals or magazines at the racks. All non-books items such as multimedia products, arts & craft, stationery, non-printed learning aids, etc. should be separately located in the relevant product sections. Page 8 KUALA LUMPUR INTERNATIONAL BOOK FAIR 2015 PUTRA WORLD TRADE CENTRE 24 APRIL - 3 MAY 2015 The following products are prohibited from being at the KLIBF: · offensive and dangerous articles · obscene and indecent articles · products that are in the Organiser's view irrelevant to the exhibit profile of the KLIBF (e.g. clothing & accessories, food and beveragesm household appliances, cosmetics, umbrellas, toys, electronic games, consumer electronic products other than e-book readers or electronic translators and audio equipment) · products that are in the Organiser's view incompatible with the image of the KLIBF If any exhibitor would like to distribute/sell some souvenirs and gift items in promoting the main exhibits, such products should not exceed 10% of the booth area. The list of souvenirs and gift items should be submitted to the Organiser at least one month prior to the opening of the Fair for approval and may only be exhibited after approval thereof. Unsuitable Publications The Exhibitor shall ensure that titles and exhibits prohibited by Malaysian laws are not displayed to the public. The Exhibitor shall indemnify the Organiser against all expenses incurred in the removal of the said exhibits. The exhibitor shall further indemnify the Organiser against all claims for compensation by the aggrieved party. Security and Safety The Organiser shall reserve the right to limit any constructions or demonstrations that pose as potential safety hazards. Inflammable materials are strictly prohibited in the hall. 6.0 FIRE SAFETY All fire protection systems, exits and evacuation routes must not be obstructed. No item may remain within 3 meters of any exit. Storage of any combustible materials within the venue is prohibited. Likewise any toxic or hazardous material which may include flammable liquids and compressed gas are prohibited Should any exhibitors wish to use gas stove which uses only gas canisters or cylinders, kindly inform the Organiser or Official Contractor for approval. Fire Policy The Organiser shall provide an insurance cover for fire risks on stock in trade only. The insured sum shall not be more than RM10,000,000.00 (Ringgit Malaysia: Ten Million) only. 6.1 BALLOONS Exhibitors wishing to use balloons must get permission from PWTC one (1) month prior to the build-up date. The written request shall contain the following: - Location of stand displaying the balloons - Types and sizes of balloons - Material of the balloons - 3D Photo of balloons - Type of gas used Toy balloons containing helium are prohibited The placement of balloons should not obstruct the view of the CCTV cameras and the water sprinkle system. 6.2 AIR CONDITIONING Air conditioning is not provided in the venue during the build-up and tear-down period. 6.3 AISLE The minimum aisle width applicable to the entire exhibition is 2.1 metres *** Exhibitors are not permitted at any time to obstruct or allow the the obstruction of any aisle space (yellow box) or obstruct acess to the emergency exit, fire hose and fire estinguisher cabinet and building control acess doors or open panels, etc. *** Under no circumstance can any exhibits/displays be allowed to encroach into the aisle/gangways. Please remember to keep all your exhibits inside your booth at all times. The centre reserves the right to have any items obstructing or restricting acess to the above removed at the exhibitors cost, without any liability for loss or damage. 6.4 INDEMNITY OF COPYRIGHT Any exhibitor intending to use any film, video tapes, sound or other material, which are covered by any type of copyright, is required to obtain approval from the appropriate authorities, and to indemnify the Organiser from any claims that may arise. 6.5 TRADE EXHIBITION MANAGEMENT The Organiser reserves the right to be the sole judge of any exhibits and may at its sole discretion, require any exhibit to be immobilised or removed. Page 9 KUALA LUMPUR INTERNATIONAL BOOK FAIR 2015 PUTRA WORLD TRADE CENTRE 24 APRIL - 3 MAY 2015 6.6 ANIMALS Live animals are not permitted in the Venue (unless the animal are connected with the purpose of the exhibition) 6.7 LOSS OR DAMAGE A. The Exhibitor acknowledge its awareness that the persons appointed to the Organiser to undertake any official tasks including the official contractor and the official freight forwarder are independent contractors and are not agents of the Organiser. B. The Organiser shall not be liable to or be responsible in any manner whatsoever for any loss or damage to the exhibitors property (including the Exhibition Materials) or any part thereof howsoever caused whether by the aforesaid official contractor or the freight forwarder or arising from or during the moving transportation or shipment to or from the exhibition premises or otherwise. 6.8 DRAPES Material used for lining, drapes or overhead structure or as part of the theme or display to the public must be rendered non-flammable as per 'The Malaysian Fire & Rescue Department' requirement. The use of flammable materials is strictly prohibited unless treated with fire retardant. 6.9 PUBLICITY/PROMOTIONAL EVENTS If an exhibitor would like to organise publicity/promotional events within their own booths which might easily attract crowds, separate written application must be submitted to the Organiser at least 1 month prior to the commencement of the KLIBF. Full particulars of the proposed event (including the nature of the event participants' name and details of the activity, etc) must be included in the written application. The Organiser reserves the right to turn down the application, or require the exhibitor to change the proposed event and make a fresh application, the proposed event to be carried out is not in line with the image of KLIBF, may raise public safety problems (e.g. crowd control issues), or is not suitable to be held during the exhibition period of KLIBF. Where the exhibitor intends to hold in the booth or in the public area any donation campaigns or other events required to be held with a licence, the exhibitor must obtain the necessary licence from the relevant government body prior to exhibition at the KLIBF. The Organiser has the right to turn down any application for events not so licenced. Any such unlicenced events cannot be held at the KLIBF. The Organiser has the right to immediately terminate such event that comes to its attention. Exhibitors also need to provide sufficient staff to maintain order at the venue. If the publicity/promotional events carried out by an exhibitor attracts a crowd and/or affects traffic of people/order at the venue or the normal operation of other exhibitors nearby, re-locate the Organiser has the right to immediately such publicity/promotional events to an appropriate location or immediately terminate the relevant event. The Organiser reserves the right to, at any time, ban any event undertaken without prior written approval or which contravenes the Term and Conditions or any terms and conditions imposed by the Organiser from time to time. Publicity Materials of any Exhibitor may only be distributed from the Exhibitor's own booth. No advertising, demonstration such as mascot, 'sandwich man' or canvassing for business may be carried out anywhere else within the Exhibition Venue. No exhibits or advertising signs shall be placed. 7.0 LEFTOVER GOODS IN THE HALL Exhibitors shall take full responsibility toward goods that they left in the hall after the exhibition/during dismantle. Exhibitors who need the Contractor to keep their goods will be charged base on quantity of the goods, transportation, storage and labour. Exhibitors are not allowed to bargain for the charges. Cleanliness Exhibitors are fully responsible for keeping their booths clean during the fair. Exhibitors are only allowed to litter the unwanted things/garbage at the garbage disposal area. Exhibitor’s Pass Exhibitors must wear the Exhibitor’s Pass to enter the venue for the setting up, removal of booths and exhibition period of the Fair. For general safety, exhibitors should give the passes to their working staff only. During the exhibition period of the Fair, if any exhibit does not meet with the above requirements, the Organiser reserves the right to stop the exhibitor from displaying/showing/selling and/or distributing the relevant products at the Fair. The Organiser also reserves the right to terminate the exhibitor's participation immediately without any compensation. Special Provision The Organiser reserves the right to amend and make changes when deemed necessary. All audio-visual equipment must generate a noise level which does not cause any annoyance or inconvenience to other Exhibitors or visitors. Public announcement system (P.A System) is prohibited at all Exhibitors’ booth area. Work of any kind carried out at the Exhibition Venue must conform to the current local laws and regulations in force in Malaysia and those specified by the Organiser. This applies to the Exhibitor, its agents, contractors and subcontractors. All of the Exhibitors’ identification staff/workers should have valid certicate or valid visa for foreign workers. The Organiser reserves the right to stop any work which contravenes with any of these laws and regulations and the Exhibitor shall have no claim against the Organiser or its agents for any losses or damages relating there to. If an exhibitor fails to comply with the above rules or the directions of the Organiser, the Organiser reserves the right to penalize such exhibitor, including but not limited to by delaying such exhibitor's turn in selecting a stand for the KLIBF in the following year, or to cancel its entitlement to exhibit in future at the KLIBF.
