Most often involved in the preliminary study stages of a project, SYSTRA Conseil brings
with it a global vision of mobility that covers the complete travel offer (from doorstep
to final destination) - from walking and cycling, to intensive rail services, to buses,
metros and tramways. This also includes an integrated overview of the challenges

anticipates the future
SYSTRA Conseil provides a global (freight-passenger) and
multi-modal approach to transport: walking and cycling,
public transport, personal vehicles.
This global approach puts solutions to social, economic and
environmental issues at the service of regional development
and so guarantees a coherent transport system.
SYSTRA Conseil achieves these objectives by:
 Auditing existing facilities including any developments,
 Using transport demand forecasts to plan travel requirements for every type of situation,
 Developing long-term development scenarios,

 Providing assistance to decision-makers.
Opportunity studies and master plans
The challenges
It is important to consider the future when taking action today.
This is SYSTRA Conseil’s maxim,
because transport infrastructure
plays such a decisive role in urban planning, the economy and
social relations. Environmental
protection and energy conservation make long-term planning
still more important. This can
only be achieved with accurate
assessment, the ability to anticipate, and the use of appropriate tools. That’s why SYSTRA
Conseil works continuously on a
wide range of sustainable mobility projects worldwide, from
modifying the layout of a district
to designing master plans for a
national railway system.

Our expertise
To facilitate private/public commissioning body decision-making by providing details of the investment program
and their associated short, medium and long-term risks, SYSTRA Conseil:
 Assesses the financial feasibility of projects;
 Proposes methods of finance and analyses their suitability and viability (Public sector project management,
Public-Private partnerships, concessions);
 Identifies possible sources of finance for mobility policies or specific projects;
 Defines fare policy frameworks and fare integration schemes;

The challenges
Developing the offer of public transportation for people and goods is at the heart of every
sustainable mobility policy. But it can only be achieved with guaranteed long-term financing
for the creation and operation of transport systems.
In addition, it is essential to establish an institutional framework where long-term strategies
can be defined and chosen projects put into effect.

The challenges
With growing public concern about the impact of human activities on our planet’s ecosystem, it is more important
than ever to adopt a global perspective when assessing mobility policies and associated projects. Appraisal
Summary Tables, for assessing the existing situation and the real effects of policies, are an
essential decision-making tool. SYSTRA Conseil has developed numerous tools to ensure
that the selected projects provide the optimum balance between societal, economic and
environmental objectives and make the best use of public resources.

The challenges
Climate change and the depletion of non-renewable energy sources are encouraging local
authorities to introduce increasingly ambitious policies for developing public transport and
travel by bike or on foot. Dedicated lane public transport systems are an appropriate
and graduated solution for reducing levels of motorised traffic. When accompanied by a
redefinition of how the road system is shared, the redesign of public spaces, and an indepth study of the region served, these developments can provide the basis for coherent
urban planning strategies

Thanks to its heritage from the RATP (the Parisian urban transit authority) and its participation in the creation
of several hundred light rail, metro and BRT systems worldwide, SYSTRA sets the international standard for the
design and integration of high-performance dedicated-lane transit systems.
Within this framework, SYSTRA Conseil:
 Identifies the technical and urban issues associated with implementing a light rail or dedicated-lane bus
system, based mainly on site constraints and the characteristics of the chosen transport system(s);
 Proposes criteria for selecting the mode of transport (demand, costs, urban integration…);
 Studies and compares the routes that offer the best balance between the constraints and objectives defined
by project management;
 Defines the project’s key technical characteristics including the geometric criteria of the dedicated lane or
right of way;
 Incorporates the project into the urban environment and considers the interfaces with other modes of transport
(bike paths, pavements, junction management, etc).

Developing mobility
technologies and services
Design and deployment studies
The challenges
To optimise travel management, increase traffic, improve interchange hub
flows, simplify decision-making for transport passengers and operators - all
while enhancing the efficiency, reliability, regularity and safety of transport
systems. Mobility technologies and services tackle these challenges.
Operational assistance systems, multi-modal transport traveller information,
ticketing, and added-value services are just some of the ways to make
alternatives to cars more attractive.

modal transport
Design studies for interchange hubs and the organisation of multimodal transport systems
The challenges
Recent Client References
Easy connections between different modes of transport have a major influence on traveller choice.
That is why it is crucial not only to design interchange hubs that are functional, easy to navigate and accessible to
all types of passengers, but also to support them with an integrated fare policy and coordinated timetables.

Our expertise
SYSTRA Conseil uses a multi-disciplinary team for these studies that includes engineers, economists, urban
planners and architects.
These experts can:
 Analyse multi-modal transport proposals and define functional programs;
 Design traveller information systems that make connections easy;
 Develop tools to understand flows, such as pedestrian simulations;
 Define the feasibility conditions for a multi-modal fare policy and coordinated
transport offer;
 Establish block plans for the layout of interchange hubs;
 Use 3D imaging to help local officials choose between projects;
 Assess the costs of setting up and operating the suggested measures;
 Define deployment conditions for the selected project (procedures, financial model,
planning and phasing).

Technical studies for transport chain accessibility
and safety
The challenges
For everyone to enjoy equal opportunities and in particular equal access to
employment, there must also be a right of access to mobility.
This right of access to mobility includes:
 On the one hand, access to the entire transport chain (from doorstep to final
destination) for people with special needs,
 On the other, making social criteria an element in transport network design –
whether by opening up certain districts or introducing special low-fare
schemes.
Transport safety is another major issue that affects every aspect of mobility
policies. Every year road traffic accidents around the world cause the deaths of
nearly 1.2 million people, with a further 50 million injured or handicapped (World
Health Organisation).
Our expertise
Making the entire door-to-door journey accessible and safe requires an industry-wide and global approach. SYSTRA Conseil always considers these issues
when:
 Designing a safe transport offer and providing access to all public spaces, by:
• Using special needs requirements as the basis for providing a better transport offer suitable for everyone;
• Incorporating functional principles that promote the safety of public spaces:
lighting, logical layout, distribution of activities, etc.
• Encouraging a balanced division of public spaces to avoid conflicts between
different modes.
 Defining layouts that will reduce the number of road or rail accident-prone
black spots;
 Meeting equal opportunity objectives by designing a transport offer that encourages social inclusion (services, fares, etc).

Decision-making
assistance and support
Project management assistance and consultancy activities
The challenges
Carrying out a transport project is an increasingly complex exercise that requires the ability to mobilise experts
in a range of specialist fields and to manage the interactions between all the stakeholders in a project. That is
why public/private commissioning bodies and local government officials quite rightly look for assistance with
this sort of project, to enable them to step back and consider the problems objectively and to find the most
balanced solution. Similarly, they like to have help in encouraging positive dialogue with the public during the
public consultation phases.
Our expertise
With over 50 years experience working with local authorities and public/private
commissioning bodies, SYSTRA Conseil:
 Assists project management teams and local government officials manage technical, financial, economic,
operational, corporate and administrative issues and provides decision-making assistance;
 Provides project management assistance during the crucial consultation, survey and public debate phases by:
• Defining a consultation strategy for all the identified stakeholders;
• Managing consultation proceedings (public meetings, working groups, etc) with the appropriate
technical support;
• Producing an overview of consultation proceedings and assisting local government officials to take into
consideration public opinion ;
 Puts together subsidy applications and all the other compulsory administrative paperwork;
 Prepares contractual documents: documents for consulting companies, financial agreements etc.
