T
he Children’s Home Society of
New Jersey is now entering its
109th year of service, continuing our
commitment to save children’s lives
and build healthy families in our
community. This year’s annual report
is centered on the theme of
partnerships. Now more than ever,
we are dealing with increasing
numbers of at-risk infants, children,
and parents. Helping our families to
survive and thrive depends on
collaboration and integration of our
services with other effective social
service, health, mental health, job
training programs, schools, faithbased institutions, and early
childhood serving agencies.
Together we can best meet the often
multiple needs of our clients.
There is also a second facet of
our partnerships. As you read our
annual report, you will realize how
extensively we are partnering with
federal, state, and local governments.
Eighty-seven percent of our funding
comes from this source, and we value
our work together in so many
programs. However, government
agencies never have sufficient monies
to fund us at a level that allows us to
hire the best, most highly trained staff
for our services for at-risk children.
Government also rarely has sufficient
funds to fund many critical

every $3 we receive from the
government, we know we must try to
find an additional private dollar to
guarantee that we have the resources
that ensure quality outcomes for our
clients. This money goes to direct
services and to fund all of the
resources needed for our children and
their families.
Thirdly, our success depends on
our participation and meaningful
partnerships with the corporate
world. When they donate their
technical services, their employees’
time and expertise, their products,
and their corporate funding, we have

budgets for Birth Parent Counseling
services, Infant Foster Care services,
and adoption services for our
children with special needs. It is your

that allow us to work with youth in
school settings and ensure that our
youth do not get off track by
becoming involved with alcohol,
drugs, and violence, dropping out of
school, or making poor sexual
decisions.

us to continue our mission since

Jersey and Pennsylvania children and
their families that help them grow up

CHS OF NJ SERVICES …
EARLY CHILDHOOD
Services for children in CHS of
NJ’s Ocean County, New Jersey office
include childcare subsidy programs
for eligible welfare participants and
low-income families throughout the
county. We develop child care
resources, including children with
special needs, mandatory training for
center directors and their staff, and
family child care providers; referrals
to child care centers, summer camp
programs, school-age child care
programs and family child care
providers; and technical assistance to
parents throughout Ocean County to
help them select the child care that
best meets the needs of their children.
Family and Children Early
Education Services (FACES)
prepares young children for a chance
for school success through family
counseling, child health services,
family literacy enrichment, parent
education, and child care services
pediatrician provides direct medical
services to all infants in our agency
foster homes. We also provide foster
care to medically fragile infants and
toddlers who are referred by DYFS.
CHS of NJ foster parents are
extremely experienced, loving and
trained to handle special needs while
maintaining a family setting.
Pregnant and parenting teen
foster care focuses on helping teen
moms learn skills to become
responsible, caring parents. Our
treatment homes offer supportive
living arrangements for pregnant and
parenting adolescents. The program
improves parenting skills, raises the
level of self-esteem of young mothers,
ensures medical care, and encourages
the completion of their education and
job training.
CLINICAL SERVICES TO
CHILDREN AND FAMILIES
Birth parent counseling, a free
service for over 100 years, is provided
to any expectant parent with an
unplanned pregnancy, regardless of
their medical issues or proposed plan
for the child. Birth parents and their
families receive counseling on
options and continued help whether
they choose to parent the child, use
our temporary foster care, or plan for
adoption. Post-adoption
Counseling enables individuals and
families who are part of the adoption
triad to deal with the impact of
adoption on their lives and to
overcome the social, psychological,
and interpersonal issues that may
interfere with their functioning. We
provide in-home therapy to children
CUNA, Spanish for crib, reaches
out to the Latino community by
offering culturally sensitive ways to
learn prenatal and postnatal
information, support, and resources.
Services start in the prenatal stage
and continue through pregnancy,
delivery, and into early childhood.
FOSTER CARE
Our infant foster care program is
offered free to parents to ensure safe
loving care until there is a permanent
plan for the infant’s future. Some
babies return home and others
become adopted. The agency

in the New Jersey foster care system,
focusing on behavioral problems and
grief and loss. Counseling is provided
to biological parents, foster parents in
the process of adopting, adoptive
parents, children who live with their
biological parents, foster children,
and adopted children. Intensive
services counseling is provided to
make the earliest, most appropriate
permanent plans for children placed
in the New Jersey foster care because
of abuse and/or neglect, thereby
avoiding the harmful effects of
unplanned long-term care.
SCHOOL-BASED
KIKS (Kids Intervention with
Kids in School) is a school-based
youth development program that gets
at the root causes of youth problems
with a positive adolescent peer leader
model working with younger
students. KIKS encourages
constructive decision-making,
develops increased self-esteem and
shows constructive ways to handle
stress and anger. The skills, values,
and attitudes learned in KIKS should
enable children and youth to stay “on
track” emotionally and socially, better
cope with negative peer pressure and
prevent harmful destructive behavior
while growing up. KIKS is a major
substance abuse and teen pregnancy
prevention program. Other schoolbased programs in elementary schools
offer violence prevention and
supplemental counseling and
crisis intervention.
COMMUNITY/
NEIGHBORHOOD-BASED
A neighborhood-based facility
provides preventive health services,
counseling, parent training, and
social services by helping parents and
caregivers prevent a crisis situation
from escalating into abuse or neglect.
Coordinated services include crisis
intervention, counseling/referral
services, client support services, and
emergency respite to stabilize the
family during an emergency situation
or period of inadequate parental
functioning. Computer literacy
training is offered to at-risk students
and their families.
ADOPTION
Domestic and international
adoption options are designed to
place each child in the most suitable
home and provide comprehensive
services to adoptive applicants and
adoptive families throughout the life
cycle. All children, regardless of race,
family history, medical background,
or current medical needs are eligible
for adoption. We provide domestic
infant and older child adoption, and
international adoption from Eastern
Europe, China, and South America.

CHILD WELFARE
PROVIDER SERVICES
We provide safe and stable home
environments by offering services to
income-eligible kinship caregivers
and their relative children in order to
maintain safe and stable home
environments. Adoption child
summary reports help place children
from DYFS foster care into adoptive
homes. Family Group Conferencing is
a service to create an environment in
which the family is empowered to
develop and design a safe plan for
their child or children by using the
extended family and community
supports. We provide assessment,
training, and support services to
DYFS foster families.

New Jersey seeks, embraces, and
nurtures effective partnerships with
government, businesses, community
organizations, volunteer groups,
donors and individual volunteers on
behalf of children and families. It is
through results-driven partnerships
that CHS of NJ is able to carry out its
mission of helping children by
building strong families.
The following pages provide an
impressive listing of partnerships.
New partnerships form, and existing
ones deepen virtually every week of
the year. CHS of NJ understands that
the only effective way to deal with
community problems is by partnering
with community organizations and
initiatives. It is through these
partnerships that we can continue
doing what we do best: saving
children and building healthy families

Putting a face on a
partnership of caring
Meta Griffith and her husband
William formed a partnership of
caring years ago with CHS of NJ
based on their passionate
better carry out our mission on behalf
of children. In 2002, People to People
International, which is dedicated to
enhancing international understanding and friendship, honored
Mrs. Griffith with its Lifetime
Achievement Recognition Award,
which is presented to people who
have exhibited remarkable dedication
over a lifetime.

commitment to children that resulted
in generous financial and resource
commitments. So great has been that
commitment that our Trenton office
is officially known as the William
and Meta A. Griffith Children’s
Center. Mrs. Griffith joined our
Board of Directors in 1969. As
president of the board and as a board
member, she guided and counseled
many subsequent leaders of the
organization over periods of great
change. She chaired a strategic
planning process and established a
vision of what the organization
should look like. She opened doors in
the community that enabled us to

Children’s Futures
provides grant to
Children’s Home Society
Robert Wood Johnson Foundation’s
Children’s Futures awarded The
Children’s Home Society of New
Jersey a major grant to carry out a
program for improving birth
outcomes, strengthening effective
parenting, and improving early child
literacy in Trenton’s north ward. The
grant will be renewed for up to three
additional years.
CHS of NJ will partner in the
North Ward of Trenton with the
following organizations on this
critical early-childhood program:
Capital Health system, Trenton
Education & Community
Development Corporation (TEDCO),
Henry J. Austin Health Center,
Puerto Rican Community Day Care
Center, Shiloh Baptist Church and
other faith-based north ward
organizations, and Trenton
School District.

CHS of NJ has more partnerships with
government agencies — municipal, county,
and state — than at any time in its history.
These partnerships are enabling CHS of NJ
to work more aggressively than ever to help
hold families together and rebuild others.

Some examples of the power of partnering
with other social services,
health and early childhood agencies
The Family Group Conferencing
Program is a partnership between
the New Jersey Division of Youth and
Family Services and CHS OF NJ that
provides families the opportunity to
be involved in decisions for the safety
and caring of their children.
The Trenton Family
Outreach Program, funded by The
New Jersey Department of Human
Services and Trenton Board of
Education, provides support services
to over 1,300 families whose children
are enrolled in the Abbott program.
The workers help to establish
healthy, positive relationships with
parents, increase parent involvement
in their child’s educational
experience, educate parents
about healthy child development,
and link families with needed
community services.
CUNA, which means crib in
Spanish, is a partnership of CHS of
NJ, Capital Health System, and
Henry J. Austin Health Center, in
collaboration with the Puerto Rican
Community Day Care Center. The
program offers information, support,
and resources for Spanish-speaking
parents and their children, as early as
possible in the pregnancy. The
partners are moving beyond
providing basic services and into
developing and supporting new
resources for Latino families,
including providing excellent quality
health care and comprehensive
parenting resources.

The NJ Division of Youth and Family
Services works closely with CHS of NJ
on training facilitators who try to keep
families together or reunify children
with parents.

(Together and Healthy), which supports

FACES — Family and
Children Early Education
Services — a four-year Trenton
partnership that identifies, removes,
or reduces barriers to learning so
children are better prepared to learn
when they enter school. Prenatal and
health services, family literacy, parent
education, and quality childcare are
provided at no charge to users. The
partner agencies of FACES are New
Jersey Department of Human
Services, Trenton Board of
Education, Catholic Charities —
Diocese of Trenton, Child Care
Connection, City of Trenton, Greater
Trenton Behavioral HealthCare,
Mercer Street Friends, YWCA of
Trenton,
Latinas Unidas, and CHS of NJ,
the managing partner.
The Family Resource Center
of Trenton is the outcome of the
vision of several community-based
institutions in Trenton. This
partnership of CHS, the City of
Trenton, Greater Trenton
Community Mental Health Center,
and the Capital Health System
enables an array of quality social,
health, and mental health services to
be offered. The FRC offers “TimeOut” Respite and Couneling, a stateof-the-art computer-based adult and
child literacy program, a youth
tutoring program, a parent support
group, and the emergency clothing
and food Center. FRC works with
Womanspace, Operation Fatherhood
with Union Industrial Home, and the
Maternal Child Health Consortium.

Partnerships of caring ... with our corporate partners
CHS of NJ is reaching out more than
ever to businesses large and small to
form partnerships on behalf of
children. Companies and employees
who have never worked with CHS of
NJ before are enthusiastically
embracing the CHS of NJ mission
and supporting it, while other
businesses that have been friends are
deepening their relationships with us.
Educational Testing Service
is a model of caring for what can be
done when a company and employees
want to help. In addition to the
generous services ETS provides CHS
of NJ, nearly 40 ETS employees have
stepped forward to provide their time
and talent, including people who
design most of CHS of NJ
publications (including this annual
report), provide support of its annual
gala, and lovingly make quilts for
foster children. Our thanks to
Eleanor Horne, Vice President and
Corporate Secretary, for providing a
model of what can be done when
people care.
Other companies are also
helping us by providing a range of
donated services. Janssen
Pharmaceutica Products, L.P.
underwrote important printing needs
that are allowing us to promote CHS
OF NJ services and its adoption
options. Merrill Lynch has
supported family literacy and
arranged for two seminars on
adoption at two locations in New
Jersey, provided adoption seminars
for its employees, and donated over
200 book bags — stuffed with school
supplies — to CHS of NJ for children.
New Jersey Manufacturers
Insurance Company underwrote
another important printing need and
hosted an adoption seminar that the
company also telecast to another of
its locations in New Jersey. It was
because the Princeton Work/Life
Alliance, an organization of local
ETS teams of
volunteers provided
an assortment of
skills, including
brochure design,
publications review,
and special events
support.
Many ETS employees are helping CHS OF NJ by
providing their time and talents. These volunteers
made 23 quilts for foster babies.

Hamilton Horizons Federal Credit
Union conducts community drives
throughout the year to help
children. In this drive, Horizons
worked with Brownies and Cadet
troops of the Girl Scouts of
Delaware Raritan to collect
school supplies for children.

material that is given to new mothers.
Hamilton Horizons Federal Credit

and toys at Christmas. Johnson &
Johnson has supported Respite Care
and Counseling and has donated
parenting booklets and baby
supplies, such as shampoos and
soaps. Dow Jones & Company has
donated computers to CHS of NJ’s
Family Resource Center.
BeginAgain’s, a thrift shop in
Hamilton Township, New Jersey,
generously donates five percent of
its gross sales to us and displays
our brochures.

CHS of NJ enjoys a collaborative
and warm relationship with
community organizations,
including Greater Trenton Mental
Health Association, United Way of
Mercer County, Ringoes Grange,
Rotary Club of Trenton, Rotary
Club of Princeton, Mercer County
Single Volunteers, and Phi Theta
Kappa, a student-driven
organization at Mercer County
Community College that is devoted
to academic excellence and
community service. The NGA
(formerly known as Needlework
Guild of America continues to
donate infant and baby clothes.

with CHS OF NJ volunteer groups
The Trenton-based Auxilary
Board of CHS of NJ and Bucks
County Auxiliaries, as always,
continue to help our children. The
dedicated volunteers raise muchneeded dollars and provide
community awareness of CHS of NJ
through their special events,
especially Trenton’s Brunch with
Santa and Buck’s Silent auction and
Red Rose Days. The brunch is a timehonored event that provides great
seasonal joy for children and parents
alike. The selling of roses does more
than raise money — it provides an
opportunity for us to take our
message to people across New Jersey.
The Southern NJ Auxiliary is
increasingly involved with Red Rose
Days and special events. The Foster
Parents’ Club, in addition to
providing homes for infants, also uses
their talents in making homemade
items that are eagerly bought by
people who come to our Trenton
office. The proceeds from the items
they sell support our baby clothing
and supplies that they need.
The Auxiliary Board of CHS OF NJ. This
organization, based in Mercer County, has
been providing valuable support to CHS of NJ
since 1963, when its first fund-raiser — a
card party in 1964 — made a profit of
$75.00. The group is now most known for its
much-anticipated annual Brunch with Santa
holiday event.

The Bucks County Auxiliary formed in
1968, to help CHS OF NJ become better
known in Pennsylvania through newspaper
publicity. It began its volunteer work with
a geranium sale, bridge parties and
cocktail parties. For over 30 years, it has
held its annual Red Rose Day —
actually a two-day event — one of the
most important fundraisers held to
support CHS OF NJ. Here are two of the

in Ocean County
CHS of NJ’s Lakewood office in
Ocean County has developed valuable
partnerships with numerous
organizations over the years,
partnerships that help the office staff
deliver child care-related services to
county residents. The office works
closely with United Way of Ocean
County, Lakewood Chamber of
Commerce, Ocean County Coalition
Against Poverty, Human Service
Advisory Council of Ocean County,
New Jersey Association of Child Care
Resource and Referral Agencies,
Child Care Advisory Council,
Coalition of Infant and Toddler
Educators, Women’s Leadership
Council of Ocean County, Ocean
County’s Promise, Welfare to Work
Collaborative, Family Child Care
Sponsoring Organization of NJ,
Pregnant Pause, National Association
for Family Child Care, National
Association for the Education of
Young Children, and New Jersey
Inclusive Child Care Project.
Here are some examples of
the fruits of the Ocean County
partnerships:
• The Bricktown Kiwanis Club
selected the Lakewood office to
participate in a national “Reading
is Fundamental” project, which
encourages adults and children to
read together. The Kiwanis
donated 100 books.
• Barnes & Noble selected the
office to be the year’s recipient of
the Project Giving Tree, which
allows patrons to select a child’s
name from the tree and choose
an appropriate book for them at a
10 percent discount. The children
are from the childcare subsidy
programs.
• United Way of Ocean
County’s School Tools
Program provided backpacks
stuffed with supplies to 85
students. The United Way also

encourage them to read as part of the “Reading is
Fundamental” project. Kiwanis volunteers helped to
distribute the books and read to the children.

which gives parents of children
with special needs, such as those
with asthma, attention-deficit
disorders, respiratory needs,
neurological handicaps and
cerebral palsy, some time off
while 35 specially trained
providers take care of the child.
Temporarily relieving the stress
of providing extra care helps to
prevent abuse or neglect and
supports family unity.
• The “Read Across America”
foundation celebrates the
birthday of author Dr. Seuss by
promoting reading. The
Lakewood staff supported the
effort by presenting children with
goodie bags full of reading
materials.
• The office works with many
corporations, small businesses,
and community groups in
arranging for clothing, shoes,
books and toys to donate to
children. Over 650 children
receive these items as a result of a
community effort that keeps
increasing every year.
• As part of an infant and toddler
initiative with New Jersey state
government, 12 nurses and one
health educator were trained as
Child Care Health Consultants to
improve and standardize the
health conditions in child care
centers and homes.

Major gifts campaign
raises $1.9 million for CHS OF NJ
This year has been a challenging
time for CHS of NJ’s Major Gifts
campaign, “For a Child’s Sake.”
The three-year campaign
received $1.9 million in gifts and
pledges for program endowment
from 122 donors. We finished the
year well toward completing the
campaign’s $2 million goal.

The June 1, 2001 to May 31,
2002 operating budget of The
Children’s Home Society of New
Jersey relies on funding from dual
sources: public grants and private
contributions, with a major portion
of the budget coming from a
collaborative partnership with several
New Jersey state agencies. Although
the funds CHS of NJ receives from
these state grants are critical, for most
grants, the organization must add its
own unrestricted dollars in order to
provide the quality and intensity of
social services that are imperative to
changing the lives of the clients.
