Residential Inspection Guidelines
The purpose of these guidelines is to provide assistance to the District Building Inspectors as they
perform various inspections. The Inspection Guidelines contain some items of District requirements along with
some code reminders.
The Inspection Guidelines is not intended to replace any of the code books, but to be used in conjunction
with them. Please contact the Building Department Supervisor for the most current codes. The District also
adheres to the following:

Residential Inspection Guidelines
ITEMS REQUIRED AT EACH INSPECTION:

Site must be ready for inspection

Address must be posted in clear view

Electrical safety violations will not be tolerated. Only licensed electricians are to perform any electrical
work. There must be a minimum of one journeyman/residential wireman per job site. Anyone performing
unauthorized electrical work shall be removed from job site and reported to TDLR.

Trash bin not overflowing, construction fence installed, erosion control installed and in good condition.

A copy of the building permit shall be on the job site at foundation through final.

Street, alley, property, and adjacent lots must be clean of all construction debris.

T-pole must remain in “green tag” condition throughout all inspections or until removed.

Water meter must be maintained to District Standards at all times.

T-Pole: (Temporary Power)
1.

Must be adequately braced.
Must have address on one brace. (Face alley if located at rear of the property. Facing Street if at front of the
property.)
3.
Must be grounded.
4.
GFCI protection is required for all 125-V and 220-V, single-phase, 15-, 20-, and 30- amp
receptacle outlets.
5.
Must remain in “Green Tag” condition throughout all inspections or until removed.

Plumbing Rough and Sewer: (PR/S)
1.
Forms survey must be turned in to the District with approved elevations prior to scheduling an
inspection.
2.
Hydrostatic test is allowable (a max of 5psi on PVC for 15 min) Plumbing must be filled with
10' head of water to check for leaks.
3.
No partial inspections -- if one inspection fails, both inspections fail. If problem exists outside
form-boards (i.e. city clean out needs repair), permission may be granted by Inspector to work inside
forms (OTWIF).
4.
City Clean Out & Test “T” must be capped. If the City Clean Out is builder installed the test "T"
must be after the City Clean Out but before the sewer is tied into the city sewer system.
5.
The sanitary sewer clean out and the building sewer PVC ditch shall be bedded with ¾" utility
grade rock or cushion sand. See Figure DS001 on following page.
6.
All copper and PEX piping must be in a trench and
bedded with cushion sand.
7.
No water line splicing in foundation area allowed.
(Only for repairs after foundation poured. Repairs must be made with
15% silfos and pressure tested at 60 psi).
8.
No water line splicing from meter to house shut-off
valve.
9.
No open excavations. City clean-out area must be
completely fenced if excavated.
10.
Any plumbing repairs/additions made prior to foundation inspection must be tested and
inspected.
11.
Water lines and drainage lines through or under walls, floors or cold formed steel must be
sleeved in 2x diameter pipe and sealed with approved sealant.
12.
Gas & water service line must be in a minimum 18" trench with tracer wire for gas.

13.
Unstable soil shall be over excavated by 2 or more pipe diameters &
brought to the proper grade with cushion sand.
14.
A pressure-reducing valve shall be installed at the house shut off if the
water pressure exceeds 80 psi.
15.
Sewer cleanout is to be properly compacted when backfilling. District
recommends using water when compacting backfill.
16.
Screw in test-t at sewer tap.

Foundation:
1.
Plumbing rough and sewer must be cleared.
2.
A copy of the permit package and plans must be on the job
site.
3.
Pier and foundation inspection letters and foundation field
inspection must be in file by final.
4.
Check sheathing exposure at live-end Maximum 2” of
exposed cable.
5.
Check anchoring of live and dead-ends. Must be nailed to
form-board or supported with rebar stakes.
6.
Check for cuts in cable sheathing.
7.
Check for exposed copper. (Duct tape is not an approved
method for wrapping copper).
8.
Check piers if applicable, piers must be flush with bottom of beam and free of debris.
9.
Sleeve all piping (pex, pvc, copper) through beam walls two-pipe sizes greater with armor flex.
10.
If using PEX piping, a #4 ground rod 20-feet long with ground wire and clamps must be
installed in slab.
11.
Check cable and rebar placement, beam depth and width against foundation plans.
12.
No screws in cook-top exhaust duct. Cook-top exhaust installed after plumbing rough/sewer
must be inspected before foundation is poured and have 2-inches of concrete around it.
13.
Two unlike metals should not be placed touching one another. Nails should not touch copper;
copper should not touch rebar to avoid electrolysis.

Flatwork:
1.
Water meters shall not be in flatwork. Call the District requesting meter to be moved.
2.
Ensure placement of sidewalk is according to the Design Guidelines for the phase work is being
performed.
3.
Sidewalk must be 5’ in width and run from property line to property line.
4.
One-half inch red wood expansion joints are required.
5.
Expansion joints must have #3 smooth dowels and spaced 18" on center.
6.
The smooth dowels shall be 2' in length and set to 12" into the existing sidewalk or street.
7.
The smooth dowels must be capped a minimum one side.
8.
Expansion joints are required at jump walk/curb, 20’ on center, driveway and at easement
property line.
9.
If city clean out is in flatwork, cleanout must be cast iron and be installed level with flatwork
with correct cap installed. If city clean-out location is unknown, no pour allowed until city clean out is
located.
10.
Number three (#3) rebar on 18” centers. No wire mesh allowed in city sidewalks.
11.
Rebar must set on chairs.
12.
Rebar and smooth dowels must be tied.
13.
Cushion sand must be 2” - 4" in depth, as specified by the Phase paving plans.
14.
Sidewalk repairs must be permitted and inspected. If repair is made while house permit still
open, no permit is required. Flatwork repairs that are made after house final passes inspection need to
be permitted.
15.
Rebar must be 3" from outside edge of concrete.
16.
If sidewalk is next to a retaining wall or columns there must be an expansion joint in place.
17.
Refer to Figure DS002.
18.
Lead walk cannot be installed using pavers or stones.

A.
Frame:
Residential Inspection Guidelines

Adjacent vacant lots must be clear of all construction debris and dirt.

Construction fence must be in place on both sides of the property being inspected and if property is
along golf course then the rear must have fencing up.

Erosion control must be in place and maintained at all times.

The property must be clear of all trash, used construction material, and trash bin must not be
overflowing.

The city water meter must be accessible and maintained to District specifications at all times.

The street & alley must be clear of construction material, trash, dirt and mud.

No Address = No Inspection.
1.
Check floor-plate nailing (shot, not hammered). 18” on center for load-bearing walls, 36” on
center for non load-bearing walls. This is to be used if anchor bolts are not used.
2.
Any joist over 48” length connected to header must have hanger(s).
3.
Landing joists must have hangers regardless of length.
4.
Joists not secured to rafter or stud must be bridge-blocked; bridge blocking must be full width,
full depth.
5.
All ridges must be braced at each end and between ends depending on span. Bracing must rest
on top-plate or minimum doubled joist, depending on span, 1 ½” minimum bearing surface.
6.
Sheathing must be sealed.
7.
Corners must be wind-braced; either with wind braces, plywood or construction grade sheathing.
Plywood or sheathing used for wind bracing must extend full wall height including two stories.

8.
If electrical fed from detached garage
through breezeway, both ends of breezeway
must be sealed.
9.
Sub-floor penetrations (two-story
ductwork, electrical and any other
penetrations and plumbing must be sealed.
10.
Top-plate penetrations must be sealed.
11.
Check bedroom egress: window(s),
maximum sill height 44”. Minimum 5.7 sq. ft.
opening. One window or outside opening
door required per bedroom.
12.
Joists must have minimum 1½”
resting on top-plate.
13.
Load bearing stud may not be bored
more than 40% of width (holes no closer than
5/8” to face of stud).
14.
Non load stud may not be bored more than 60% of width (holes no closer than 5/8” to face of
stud).
15.
Headers above doorways need to be 2 x 12 @ roof bracing or move roof bracing.
16.
Load-bearing stud may not be notched more than 25% of width.
17.
Non load-bearing stud may not be notched more
than 40% of width. (Studs notched or bored beyond
allowable specifications must be repaired with stud-shoes
or other approved method).
18.
Joist boring, 1/3 of depth maximum, holes must
be minimum 2” from top or bottom.
19.
Notch at end of joist ¼ of depth maximum.
20.
No notching in middle 1/3 of joist.
21.
Check for soffit vents. (Ensure grill installed in proper
direction)
22.
In buildings with combustible ceiling or roof
construction, an attic access opening shall be provided to
attic areas that exceed 30 square feet and have a vertical
height of 30" shall have a minimum attic access of 22” x
30”.
23.
Structural roof members shall not be cut, bored or
notched in excess of its limitations.
24.
Purlins:
(a)
Purlins shall be sized no less than the required size of the rafters they support.
(b)
Purlins shall be continuous and shall be supported by 2x4 braces installed to bearing
walls at a slope not less than 45° from horizontal.
(c)
Braces shall be spaced not more than 4’ on center and the un-braced length of spans shall
not exceed 8’.
25.
Windows:
(a)
Must meet Chapter 11 energy efficiency requirements.
(b)
NCTCOG amendments in effect: Windows must have low-e certificate attached;
indicated on plans by architect or certified by third party inspection.

All metal piping systems shall be bonded together using a copper jumper no smaller than
No. 8 solid.
(e)
No chandeliers or paddle fans are to be installed above any bathtub.
(f)
Any fixture within 5' of the Hydro massage tub must be GFCI protected.
Utility Room:
(a)
No lights on small appliance circuit.
(b)
Outlets must be within 6’ of equipment.
(c)
An outlet receptacle within 6' of the utility sink must be GFCI protected.
Appliances:
(a)
Electric range, minimum 40 AMP (#8 copper, no aluminum).
(b)
Disposal cord >18” but <36”.
(c)
Dishwasher cord 3’ to 4’.
(d)
Romex not approved as flexible cord/extension cord.
Smoke Alarms:
(a)
One per bedroom and adjoining hall.
(b)
Hard-wired.
(c)
At top of stairs.
(d)
In bedroom closet or storage room with attic access (may be located in attic within 3’ of door).

(a)
All bedrooms shall have AFI protection.
(b)
½ hot(s) shall be AFI protected.
(c)
Smoke detectors shall be on a dedicated AFI circuit.
General Purpose:
(a)
Six-foot cord may be plugged in anywhere along wall
(6’ and 12’ rule).
(b)
Any wall > 2’ wide requires receptacle.
(c)
Hallway >10’ wide requires receptacle.
(d)
Closet - no exposed incandescent bulb(s).
(e)
Meter disconnect required if breaker panel(s) located
>3’ from electric meter.
(f)
Where a receptacle is located within 6' of the outside
edge of a wet bar, utility, or a laundry basin it shall be GFCI
protected.
(g)
One waterproof GFCI receptacle required front and
back of house exterior.
(h)
Garage - minimum 1 lighting and 1 GFCI receptacle.
(i)
A 125-volt, single-phase, 15 or 20 ampere-rated receptacle shall be installed within 25-ft
of the equipment to be serviced.
Stairway:
1.
The control for activation of the required interior
stairway lighting shall be accessible at the top and bottom
of each stair without traversing any step of the stair.
2.
All interior and exterior stairways shall have
illumination.
3.
Stairways shall not be less than 36" in clear width
at all points above the permitted handrail height and below
the required headroom height.
4.
Handrails adjacent to a wall shall have a space of
not less than 1 ½" between the wall and rail.
5.
Treads and risers - maximum tread depth 10",
maximum riser height 7 ¾".
6.
Open sides of stairs with a total rise of more than
30" shall have guards not less than 34".
7.
The minimum headroom in all parts of the stairway
shall not be less than 6'-8" measured vertically from the
sloped plane adjoining the tread nosing or from the floor
surface of the landing or platform.
Top-Out:
1.
All shower-pans must have water in them unless custom built or sunken. Shower pan must have
a separate inspection.
2.
2nd floor tubs must have water in them with drains open.
3.
All roof penetrations (flues, vents and chimneys) must have flashing. Flues must have stormcollars and caps.
4.
All plumbing penetrating studs, joists and top-plates must have nail-guards that hang 2” below
the top plates and 2” above the bottom plates.
5.
If top plate is over bored a minimum of 3-#16d nails per each end of the structural strap.

6.
All flue pipe and vent stacks must
be run.
7.
Caulk or use exterior tape to seal
storm-collar.
8.
Washers installed on second floor
must be plumbed for drain-pan and a floor
drain with a trap-primer installed.
9.
Water closet flange must be
installed and tested.
10.
A 10' head of water must be tested
on all PVC fittings.
11.
At the test location the PVC must be
supported by any means so as to hold the
PVC in the upright position for the duration
of the test.

Gas Test:
F.
Water Heater:
1.
Gas line must hold minimum 15 PSIG for
minimum 15 minutes.
2.
Gas line must be buried minimum 18” and bedded
with 2" of compacted cushion sand.
3.
Gas line must have tracer wire.
4.
If flex gas line used, need gauge between main line
and regulator inlet and regulator outlet and house system.
All valves on manifold must be open, valves on either side
of regulator closed.
5.
No thread compound on lapped union threads or
sealing surface. [Manufacture].
1.
Must have dielectric connectors. (union or flex).
2.
Must have T&P valve discharge to exterior (CPVC
or copper) 6” minimum above grade.
3.
Must have minimum 30” working clearance in attic. 6” space between gas valve and door if
installed in closet.
4.
Gas fired water heaters must be vented. No screws in double-wall. If single wall is used then a
min of 3 sheet metal screws evenly spaced must be used.
5.
If located in garage closet, must have source of ignition minimum 18” above lowest point in
floor.
6.
If located in garage, must be installed so as to avoid vehicular damage.
7.
If in hall or garage closet, must have high and low combustion air. If located inside habitable
space, cannot draw high/low combustion air through door.
8.
If in an enclosed room with 1 or more sides adjacent to habitable space it must have 5/8" type X
gypsum board and fire sealed.
9.
Cannot be located in sleeping area.
10.
Check flue clearance at any penetrations, 1” minimum clearance from combustibles.

11.
Draft-diverter must set properly. Use screw holes if provided.
12.
Flex gas lines maximum 3’, no thread compound on flare threads or sealing surface.

G.
Mechanical:
1.
Furnace must have minimum 30” front working clearance.
2.
Condensate waste and drain lines size shall not be less than ¾” per unit.
3.
Condensate lines subject to “sweating” must be insulated.
4.
Condensate lines must have correct fall: 1/8 slope.
5.
Condensate lines must terminate in lavatory or utility room sink above P-trap.
6.
Armor flex ¾” minimum thickness.
7.
Armor flex must not be torn, repair tears with “181A-P” tape, ran around armor flex, not
parallel.
8.
Armor flex must be taped at joints with “181A-P” tape.
9.
Refrigerant lines through notched top-plates must have nail-guards. If top-plate bored or notched
more than 50% of its width the plate shall be reinforced with 16-gage steel angle spanning the distance
between the adjacent studs, min. 3#16d nails per each end of the strap. Nail guards hang 2” below top
plate and 2” above bottom plates.
10.
Check refrigerant line location. Units cannot set on property line, sidewalk, retaining wall, or
against fence.
11.
Dryer vent or cook-top vent must not discharge into condensing unit(s).
12.
Emergency drain-pan must tilt toward drain side.
13.
Up-flow drain connections must be plugged (not taped) when evaporator used in horizontal
position.
14.
If high primary drain isn’t L’d into emergency drain pan, plug.
15.
Check flue clearance at roof penetration, 1” minimum clearance. No screws in double-wall.
16.
No gas lines, electrical, condensate lines, bracing or other obstruction in front of furnace service
panels. Maintain minimum 30” clearance.
17.
Emergency drain-pan line must terminate at a conspicuous location.
H.
Rough Duct:
1.
All supply boots must be in place.
2.
All ducts must be run and connected.
3.
Check for tears in vapor-barrier. (repair with “181A-P tape or other approved methods)
4.
No duct on top of horizontal furnace; minimum 1” clearance.
5.
Water lines are not allowed in supply or return airs.
6.
No plumbing vents, lights, or gas lines in supply or return air.
7.
Electrical in supply or return air must be in conduit (metal).
8.
Seal electrical return-air conduit at all penetrations.
9.
Wood may not be used as part of any supply-air system.
10.
If wood is used as part of return-air system, it must be minimum 2” thickness, and seal all seams
on the inside or outside of the return air.
11.
No return-air from bathrooms, kitchen, closet or garage.
12.
Return air source must be > 10’ from fireplace. (open areas; areas that may be isolated, i.e.
bedrooms, cannot be in the same space).
13.
Duct insulation shall be minimum R-6.
14.
Closure systems (tape) shall be marked “181A-P” for pressure-sensitive, “181A-M” for mastic
or “181A-H” for heat sensitive.
15.
Joints of duct systems shall be made substantially airtight by means of tapes, mastics, gasketing

or other approved closure systems.
16.
When strapping duct to start-collars, double strap duct; one strap on inner liner and one strap on
insulation and vapor-barrier.
17.
Wall stud return air shall not pull from more than one floor level.
18.
Where mechanical or plumbing system components require preventive maintenance for efficient
operation, regular maintenance requirements shall be clearly stated and affixed to the component or the
source for such information shall be shown on a label attached to the component.
19.
Sheet metal must be insulated.
I.
Dryer Vent & Kitchen Exhaust:
1.
No screws in duct.
2.
Use high temp tape on joints.
3.
Not to discharge into conditioned unit(s).
4.
Use flat vent at top-plate when top-plate width too narrow
for round duct.
5.
Dryer vents need booster fan if it exceeds 25 ft. 90 degree
elbows are counted as 5’.

Appliances in Attics:
K.
Fireplace:
1.
The passageway shall have continuous unobstructed solid
flooring not less than 30" wide.
2.
Equipment decking and walkway must be ¾” minimum
thickness.
3.
A level service space at least 30" deep and 30" wide shall be
present along all sides of the appliance where access is required.
4.
The clear access opening dimensions shall be a minimum of 20"
by 30” or larger where such dimensions are not large enough to allow
removal of largest appliance.
1.
Check manufacturer’s label for minimum firebox clearance.
2.
Check flue pipe clearance: [Check Manufacturer label on flue].
(a)
1” minimum for gas log.
(b)
2” minimum for wood burning.
3.
Gas log fireplace dampers must have safety interlock or damper stop.
4.
Wood burning fireplaces that are to be converted to gas log must have damper stop.
5.
Chimneys shall extend at least 2’ higher than any portion of a building within 10’ but shall not
be less than 3’ above the point where the chimney passes through the roof.
6.
Chimneys shall be provided with crickets when the dimension parallel to the ridgeline is greater
than 30” and does not intersect the ridgeline.
7.
Wood burning fireplaces require glass doors. (Insert and masonry).
8.
Check for damaged flue pipe.
9.
Masonry fireplaces require 100% outside combustion-air.
10.
All spaces between chimneys and floor/ceiling assemblies through which the flue passes shall be
fire blocked and sealed.

Brick Tie:
1.
When ties are placed on studs 16" o.c., they shall be spaced no further apart than 29" vertically
starting approximately 15" from the foundation.
2.
When ties are placed on studs 24" o.c., they shall be spaced no further apart than 19" vertically
starting approximately 10" from the foundation.
3.
Ties must be as high as person of average height can reach for inspection and then be added as
brick progresses up wall.
4.

VII Insulation:

On July 1, 2006, the District started requiring third-party energy inspections performed by an
International Code Council certified energy inspector. The REScheck Compliance Certificate is
required with the permit application package. Copies of third-party inspection tickets are required from
the energy inspection performed after insulation and before sheetrock—the ticket needs to be submitted
to the District prior to calling for a sheetrock inspection; and from the energy final inspection—required
prior to calling for the building final.

C/O is scheduled.

certificate, retaining wall inspection letter if applicable, form board survey, both energy inspection
letters)
