PRESIDENT’S MESSAGE

A MESSAGE FROM CSI PRESIDENT
T
he past couple of years have been very trying for our markets
and our economy and not least for CSI as we continue to engage with the corporate sector in support of our increasing
involvement with global policing. The path forward still poses significant challenges. To be fully successful in meeting those challenges, it will require broad engagement - that means business
supporters, media, communities and law enforcement alike – and
also the ability to target focus on the areas of operational policing
support such as human trafficking, anti-corruption and fugitivetracing.
Director Clark has made it a priority to strengthen the credibility
of CSI amongst his peers both nationally and internationally. This
undoubtedly played a significant part in the outcome of the Interpol Heads of Bureau vote on CSI engagement which was an overwhelming majority in favour.
A key part of that challenge will be continuing to strengthen and
improve our credibility and integrity with our strategic partners.
This took a huge leap forward on the 10th November this year when
CSI formally signed a cooperation agreement with Interpol – the
global policing organization. This will allow CSI to engage with Interpol’s 188 member countries by agreeing a protocol that will allow information from the most remote and smallest of Crime Stopper programs to be channelled officially, via the relevant Interpol
National Central Bureau, to the policing agency best placed to deal
with it - no matter where in the world the information relates.
And finally…..
Initially the focus will be on global fugitives by continuing to support the annual Interpol Operation INFRA-Red, a worldwide hunt
for the world’s most wanted criminals subject to an Interpol ‘Red’
notice. We shall also continue to work closely with the US Marshals Service who are in the process of a transition of Directorship
from our big supporter and friend of CSI, John F. Clark to Ms. Stacia
Hylton with whom I am certain we shall continue to have an excellent relationship.
At this point I would like to pay tribute to Director Clark.
Under Director Clark’s leadership, USMS engagement with CSI
has been significant on a number of levels. The CSI Board enjoy the
benefits of having Jim Schield, Chief, International Operations from
the Office of the Associate Director amongst us at our meetings.
It was Director Clark who saw the mutual benefits of agreeing to
Jim’s engagement with us. At the operational end of the spectrum
there are the local Crime Stopper programs who support the USMS
Operation FALCON.
John F. Clark received the “Director of the Year” award from the
Federal Law Enforcement Officers Association in 2007 and it only
remains for me, on behalf of CSI, to wish him well for the future. – I
am certain we have not heard the last of him..
As I continue with my valedictory theme it begs me to pay tribute to
Gary Murphy who has, over the past four years, taken CSI to a new
height on the global community partnership scale. I have watched
him as I supported him on the wing constantly wondering how I can
top that. I’m not sure that I can. We’ll just have to wait and see.
If we succeed in getting this issue of ‘The Caller’ out before the
traditional religious holiday season then may I wish those who celebrate it a very peaceful and joyous occasion. If it is after…. I hope
you had a good one!
However, I send to all, no matter what the time of year or the religious celebrations, my warmest and kindest wishes to you and your

INTERPOL & CRIME STOPPERS INTERNATIONAL:
ENHANCE THEIR COOPERATION AGAINST TRANSNATIONAL CRIME AND FUGITIVES
I
recently returned from Doha, Qatar where CSI Media & Publicity
Chair, Peter Price and I were attending the annual Interpol General Assembly (their 79th) at which an agenda item (actually the
first item on the first day) of a vote upon the adoption of an INTERPOL
resolution proposing the signing of a cooperation agreement with CSI
took place. I am pleased to be able to tell you that this was carried by
an overwhelming majority thus allowing me to formally sign the document with INTERPOL Secretary General Mr. Ronald K. Noble.

The signing of this agreement follows support provided by CSI to Interpol over the past two years in Operation Infra-Red (International
Fugitive Round-Up and Arrest- Red Notices), a global operation seeking to track down and apprehend some of the world’s most wanted
fugitives.
I believe it is important for people living in local communities to understand that this decision will positively impact them in their communities. Transnational crime does exist where organized criminal
networks participate in human trafficking, drug and gun smuggling
and other activities. These activities eventually end up in our communities and if CSI and INTERPOL can work closely to eliminate or
reduce this, that’s better for all of us.
Operation Infra-Red this year (May-July) saw investigators from the
participating countries and agencies, including Crime Stoppers International, work together at the INTERPOL General Secretariat headquarters in Lyon, France, to enable investigators to directly share case
details on their suspects. It led to more than 130 fugitives being arrested or located in 32 countries and to new information on almost 360
other fugitives targeted by the operation.
I hope you agree with me that this cooperation agreement represents
a quantum leap for CSI in allowing us to assist global Law Enforcement through our community programs.

A
fter the inaugural 2009 Operation INFRA was considered a
success, Interpol has once again invited CSI and its members to join in the 2010 operation. This year there are some
40 countries participating versus last year only six. CSI will have its
own Crime Stoppers coordinator on site for the period of the
operation, just like last year.

Police , in Australia, and their
Crime Stoppers unit are sending Inspector Kristy Walters.
This year CSI together with
Interpol have decided on a different media strategy, this year it will be centrally managed by CSI
Director Media Affairs – Peter Price and Interpol media affairs.
In addition to this CSI is pleased to advise that News Corporation and
FOX, worldwide, have agreed to support CSI on INFRA 10 by carrying
our messages right around the globe. This was negotiated by Peter
Price over a period of 18 months and CSI looks forward to partnering
with NEWS the world’s largest media company in the future.
The CSI web site, managed by Anderson Software, will once again
play a crucial role, as the web address of CSI will be displayed
worldwide. CSI does not pay for this service and on behalf on the
CSI Board we tank Kevin and his team.
I would also like to point out the CSI Executive have done an amazing job in keeping CSI “in the loop” with Interpol, FBI, US Marshals
and others and creating these great opportunities.

CRIME STOPPERS UK:
ANTI-COUNTERFEIT CAMPAIGN HIGHLIGHTS LINK TO SERIOUS ORGANIZED CRIME
C
rimestoppers UK launched a national anti-counterfeit campaign in November. The aim of the campaign was to crack
down on counterfeit goods and highlight the links to serious
organized crime such as human trafficking and drug smuggling.
The campaign had the support of high profile partner agencies including; the Home Office, Serious Organized Crime Agency (SOCA),
Federation Against Copyright Theft (FACT), the Bank of England, Film
Distributors Association (FDA) and Pentland, a clothing company with
a portfolio of international sports, outdoor and fashion brands.
The initiative was launched in the lead up to Christmas, as at this time
of year with the effects of the recent recession still being felt, there
could be a greater temptation among the public to buy fake goods.
The charity was keen to educate the public that counterfeiting is
not a victimless crime. It is an international, highly organized and
extremely profitable crime, which often not only impacts on individuals buying the goods in respect of the fact the products are often substandard and can cause harm, but also has links to serious
organized crime.
The campaign called for public to contact Crimestoppers with information of individuals involved in the production or selling of counterfeit goods.
A You Gov survey was conducted revealing that 24 per cent of adults
have knowingly bought a fake DVD in the UK, however when asked
hypothetically if they would still buy a product knowing it was fake
and thus might fund crimes such as Human Trafficking, 56 per cent
of Brits would definitely not buy the product and 31 per cent would
reconsider then probably not buy it.
Lord Ashcroft, KCMG Founder and Chair of Crimestoppers, said:
“This is the first time Crimestoppers in the UK has launched such
an initiative and I feel it is an invaluable one to educate the public,
reduce the supply and demand of counterfeit goods and ultimately
bring offenders to justice.
“The campaign has the support of a number of high profile partner
agencies, all of whom have counterfeiting high on their agendas as
an issue that they want to see addressed.
“The consequences of counterfeiting are far wider than the simple
transaction. It can fund serious crimes such as human trafficking.”

The campaign was divided into strands covering fake DVDs, fake
money, fake tobacco, fake fashion and the harm fake products can
cause. The posters and artwork illustrate the link between buying
fakes, their harmful impacts, and other forms of crime.
A dedicated microsite www.fakesfundcrime.org.uk was also produced with information on each strand of the campaign. Posters
and beermats were distributed to over 300 pubs and clubs in the
UK and regional volunteer committees conducted local campaigns.
Further results from the You-Gov survey revealed:

• One in six (17 per cent) of people surveyed have purchased a fake CD
• Three in ten adults have, at some point, purchased something
believing it was an authentic item only to later find out it was a fake.
• More than one in seven (15%) of people surveyed would not report
it to any organization if they knew of somewhere or someone selling
fake goods.
• 41% of people surveyed who would buy a fake product regardless
of knowing its potential consequences would do so as they believe
it’s just a scaremongering tactic to say fake good fund serious crime.
• Only 3% of all people surveyed have knowingly bought fake tobacco.
• 56% of people surveyed would definitely not buy a product knowing it might fund organized crime and 31% would reconsider then
probably not buy it.
• 27% of all people surveyed would feel more comfortable in passing
on information about crime to Crimestoppers knowing it is a charity.
All figures, unless otherwise stated, are from YouGov Plc. Total
sample size was 2103 adults, in different regions. Fieldwork was
undertaken between 20th - 23rd August 2010. The survey was carried out online. The figures have been weighted and are representative of all GB adults (aged 18+).

CRIME STOPPERS INTERNATIONAL:
2010 CSI TRAINING CONFERENCE REVIEW
I
had the pleasure of attending another very informative International Training Conference on behalf of the BC Crime Stoppers
programs at Halifax, Nova Scotia from August 23 to 25, 2010.
This was a very good opportunity to renew contacts with other Crime
Stoppers programs world wide and to hear what’s new with Crime
Stoppers Internationally. It always inspires me to see that
we, as an organization, never sit back and rest on our laurels but
continually seek out opportunities to expand into countries that are
suffering horrific crime problems.
One such opportunity was Juarez, Mexico, a city of 1.5 million people
situated across the Rio Grande River from El Paso, Texas. Juarez
is one of the main pipelines for smuggling billions of dollars worth
of drugs into the US. As we know, Mexico is plagued with huge,
wealthy, and powerful drug syndicates or cartels that have the ability, through money, force, and often death, to operate with immunity.
Seldom a day goes by that there isn’t some mention in the news
about another killing in this city related to the drug industry, where
last year I believe there were in excess of 2,000 murders. Some days
had as many as 8 murders!
Since the President of Mexico declared war on these drug cartels
approximately 6 years ago, there have been somewhere in the
neighbourhood of 30,000 killings with over 1,000 of these being police officers. The corruption within the government, army and police
departments is unimaginable to most of us.
The Mayor of Juarez is one of the champions in this fight and sees
Crime Stoppers as being a very valuable tool, and has been instrumental in providing a Crime Stoppers program in his community. As
we can well imagine, this has not been an easy process and one that
could subject participants to very deadly results. Even with these
threats, Juarez now has its own Crime Stoppers program that is providing invaluable information to law enforcement to assist them in
this war.
Our International organization needs to be commended for stepping
into an arena filled with blood thirsty animals in an attempt to help
improve everyday living conditions in these Mexican locales.
Crime Stoppers has been working in Juarez since its inception in
January 2010 with other cities in Mexico watching the progress, who
are also very interested in coming onboard.
The Mexican people living in Mexico, as well as ones that have
knowledge but immigrated elsewhere, have seen the safety in reporting criminal activity through Crime Stoppers knowing that they
cannot be identified.
I look forward to updates on the successes of the Juarez program
and know that there are other communities within that country that
are paying close attention to them as well and would not be surprised to see other Crime Stoppers programs rise out of that deadly
mayhem in the near future.
The training sessions were more than I expected, filled with ideas and
tools that can help each and every Crime Stoppers program improve
on their successful operations. Realizing that we are a living, breathing organization that must continually adjust to a rapidly changing legal environment, up-to-date training becomes that much more important. I would encourage each and every program to include training as

a top priority in their annual budgeting process.
I will touch briefly on each of the sessions that I was able to participate in with the hope that you will be able to appreciate it’s value and
encourage you to research further the topic or presenter via
the internet.
Tipping Point Leadership
Dr. Brad McRae
In this plenary session Dr. McRae states there are 4 hurdles that all
organizations face. They are: Cognitive – can we do it? Resources –
do we have the money/human resources? Motivational – are
we motivated to see it through? Political – is there political support?
If we, as individual organizations, address each one of these hurdles,
our success will multiply.
Impact of a Public Institution on a Private Life and Health Care at
its Worst

You may wonder, as I did, what this session could possibly have in
common with Crime Stoppers work? I cannot begin to capture everything discussed in this plenary session by the assembled panel but
will say that by being true to your values and fighting for your ethical
beliefs, although it may seem unattainable, is in fact possible. These
individuals were involved in the tainted blood case a few years back
and are primarily responsible for the changes that we see today in
blood collection.
Facebook: Configuring and Uses for Crime Stoppers
Cst. Scott Mills
Purpose, process, payoff! A very good session delivered by a person that has had a lot of involvement with Crime Stoppers and Youth
through Metro Toronto Police Services. Scott has been a strong advocate of using video sharing websites like YouTube, and social networking websites like Facebook, to build trust with the youth and to
make appeals for information in unsolved serious crimes, such as;
homicides, robbery, missing persons, arson, and sexual assaults.
Scott advocates for an understanding of modern technology and that
this technology can be used for positive initiatives, including societal
prevention strategies. It allows the user to get information out to the
public very broadly and very quickly. Certainly something worth examining for your local Crime Stoppers program.
Citizen Engagement: Tipsoft 2.0 and CrimeReport.com
Kevin Anderson & Greg Whisenant
Tipsoft has recently merged with a very large company, Crime Reports, and it appears that the philosophy of both mesh very nicely.
Crime Reports has a crime mapping program that can be accessed
by the public to see what criminal activity is happening in their
neighbourhoods, which allows them an opportunity to take corrective measures to combat it rather than relying solely on the police to
deal with it. There are several police departments in the US using
this system, and so far in Canada the Ottawa City Police have come
onboard. The experience so far has been that people, once they’re
aware of a problem, tend to pay closer attention and report activity
that appears suspicious. We will attempt to convince the RCMP of
the value of this tool in the fight against crime as they would have
to provide the data in a safe, secure way in most communities in
Canada. Social Networking
The New Media & How It Affects Public Safety
Jeff Brown and Cst. Scott Mills
These presenters are certainly well versed in this field. The new media of social networking has exceeded the number of people that rely
on newspapers, radio, and television to keep up with the news today.
Facebook has approximately 500 million users and Twitter is in the
area of 109 million, and growing rapidly. Through this medium, information can be dispersed rapidly, which they refer to as ‘going viral’. There are certainly pitfalls that users need to be aware of when
using social networking sites but by taking the time to set them up
properly, they can be a very valuable tool in our day to day work. It
does, believe it or not, start people re-connecting face-to-face.
How Crime Stoppers plays a roll identifying and capturing fugitives within the international community
This was a panel discussion with Michael Gordon-Gibson, recently
retired from Scotland Yard, a Deputy Director of the US Marshal Service, a representative from the FBI, and Peter Price of Crime Stoppers Australia. This was an overview of the second year of Project
Infra Red, a joint venture between Crime Stoppers and Interpol. This
project identified the most wanted criminals from various countries
where Crime Stoppers was instrumental in broadcasting their identities and requesting information on their whereabouts.
The first year there were approximately six dangerous fugitives arrested as a result and this past campaign netted 49. This speaks
loudly to why organizations worldwide like Interpol and the Olympic
Security Committees have seen the value of partnering with us. It is

the support from all the individual programs that post information
such as this on their websites that makes it successful. These criminals are found anywhere, which makes it very important for all of us
to let the public know! Thanks to all that participated.
CSI Partnerships and the Future of CSI
President Gary Murphy
The most astounding news is that Crime Stoppers was successful in
setting up a program to service Juarez, Mexico as noted at the top
of this article. Crime Stoppers International will continue to seek
out interested countries, no matter what the obstacles are, to make
available to them the safest and most effective crime fighting tool in
the world.
All in all a good conference which again re-enforces with me the
tremendous value in having the opportunity to participate in as many
training opportunities as possible. Our world is ever changing and
it is incumbent on each and everyone one of us that are involved in
Crime Stoppers worldwide to ensure we keep pace with the changes.
Thank-you for allowing me the opportunity to participate in this International training conference and I hope I have given you some
valuable insight. Good luck to all of you in the future and thanks for
the hard work you do in your communities to help keep them safe.

CRIME STOPPERS USA:
WINNING RAFFLE TICKET CHILLS AUDIENCE DURING CHARITY HOCKEY GAME
M
embers from the Anchorage Police Department and Anchorage Fire Department joined forces last night (December 5,
2010) as “Team Alaska” against visiting team, the “New York
Police Department,” for the 11th Annual Guns ‘n Hoses Charity Hockey game.
The game opened with a joint Police and Fire Honor Guard, along with
a medley from the Crow Creek Pipe and Drum band. A moment of silence remembered fallen heroes from both Alaska and New York. The
teams played 3 periods of 18-minute stop clock; in the end, the final
score was NYPD 10, Team Alaska 3.
During the second intermission, the Anchorage Police SWAT and K-9
teams performed a Hawaiian-themed “hostage rescue demonstration”
to showcase some of their many abilities. The crowd cheered as SWAT
members rappelled from the rafters and saved the hostage while “K-9
Alex” launched from a surf board to take down the “bad guy.”
Also during the second intermission, a raffle took place. Amongst the
prizes were 3 hockey jerseys with the grand prize being a trip for two
to Kona, Hawaii, including a weeks accommodations and a $500 gift
card to Humpy’s Big Island Alehouse.
The night before the game, the
NYPD players bought 20 raffle tickets. They all agreed if they won,
they would donate the prize back
to the charity to be auctioned off
at the end of the game. The winning ticket was drawn randomly
amongst hundreds and hundreds
of tickets. NYPD did win; the trip
was auctioned at the end of the
game and the charity received
$3,000 from the winning bidder.
The amazing thing was the number on the winning ticket. It brought
the NYPD coach to tears and sent chills through the audience when it
was displayed on the arena’s jumbotron screen. Much like the ominous date, last night we will never forget.

ROTTERDAM CONTINUES POLICY FOR ANTILLEANS
T
HE HAGUE--Condemning the decision of the Dutch cabinet to
terminate the specific policy for Antillean high-risk youngsters,
Rotterdam Mayor Ahmed Aboutaleb said that the city will keep
trying to make an extra effort for the target group.
“There are plus arrangements for the elderly, young children and animals, but strangely enough, we can’t do anything extra for ethnic
groups,” Aboutaleb told The Daily Herald and Antillieans Dagblad.
On Tuesday, Aboutaleb inaugurated one of the two new trams bearing
the “Stop the Violence, Ta basta awó!” logo, urging people to report
weapon possession at the Foundation Report Crime Anonymously.
Aboutaleb called on residents to report the location of weapons. He
said that 1.2 million eyes and ears could always see and hear more
than police ever could. He said that during previous actions,
police had managed to confiscate over 600 weapons. The mayor lamented the fact that Antilleans were often found in the possession
of weapons and drugs. He noted that unfortunately another armed
robbery involving an Antillean took place on Monday.
Regarding the issue of termination of the specific policy for Antillean
highrisk youngsters, Aboutaleb said that even though Rotterdam
had a policy for highrisk youngsters in general, the city would still try
to do something for ethnic groups through, for example, adult
education. He said that he would see what could be done within the
municipality’s policy and authority.
Aboutaleb said it was important to deal with this matter in a pragmatic
way, not in a dogmatic way. He called on The Hague not to be “too
forced” about the issue of Antillean high-risk youngsters.
A motion submitted by Member of Parliament Martijn van Dam of the
Labour Party PvdA to continue the policy of the previous government
to invest in Antillean and Moroccan high-risk youngsters didn’t make it
during the voting in the Second Chamber on Tuesday.
According to the mayor, law and order and integration issues were autonomous responsibilities of the municipality, giving the city a certain
degree of freedom in deciding how to deal with problematic Antillean
youngsters.
All opposition parties voted for Van Dam’s motion, but it didn’t stand
a chance without the support of the governing liberal democratic VVD
party and the Christian Democratic Party CDA, supported by the Party
for Freedom PVV which together have 76 of the 150 seats in Parliament, a minimum majority.
The fact that the national government in The Hague would cease to invest in projects for Antilleans in the 22 so-called Antillean municipalities also meant that the cabinet would have less to say. “If government
doesn’t invest, then that also diminishes the power of the minister,”
said Aboutaleb.

Last year, The Hague reserved four million euros for the 22 municipalities. The Task Force Antillean Youngsters recommended doubling
this amount. Aboutaleb said that this issue would certainly be a point
of discussion at the next meeting of the 22 Antillean municipalities.
