A Year of Transition
William Neal,
President/CEO
The year 2012 was a significant one for DDM. We
said “good-bye” to several key staff members who
retired after many years of faithful service to DDM
and there were several sad “farewells” to long-time
residents who either died or had to move to nursing
homes because of deteriorating health issues. All of
these were people we loved and who were an integral part of the DDM family. But we also welcomed
a number of new residents and even added two
new group homes in Jasper and Stone Mountain.
And we’ve added a number of new staff members
through a massive reorganization of our Residential
Services division. It was definitely a year of major
transition that brought both heartaches and joy!
disabilities. Our annual trip to the Atlanta Braves
game was changed this past year to a day with the
Gwinnett Braves, allowing the residents to enjoy
a picnic and a daytime game at the stadium in
Lawrenceville. These events were such a hit that
they will be repeated in 2013.
The big change in our homes is that each of them
now has a full-time coordinator who is assigned
to that one home. Many of our facilities received
major upgrades and/or new vehicles this past year
thanks to a major grant from the Woodruff Foundation, along with other gifts from foundations and
individuals.
This annual report is the only printed piece that our
friends and supporters receive every year. Because
of the need to be economical, we have chosen to utilize our website and our email capabilities to spread
the word about our ministry during the rest of the
year. Our newsletter, The Helping Hand, is published
six times a year and is available for free by email. If
you are not on our mailing list, please send us your
email address. We will be happy to mail a printed
copy of this newsletter to those of you who may not
have access to email.
This past year was also marked by a number of
new partnerships. For instance, we have developed
a wonderful working relationship with another
Christian agency, Wesley Glen Ministries of Macon.
Our first joint effort was the 2012 Opening New
Worlds Conference held in Macon last April. Other
new partners include the Atlanta Community
Food Bank, which has made it possible for us to get
groceries at reduced cost to supply our group homes
in the metro Atlanta area; and VSA Arts of Georgia,
an organization that allows us to get free tickets for
our residents and staff to a number of sporting and
cultural events in venues around the state.
With this report we send our best wishes to all our
donors and friends. Your support has made a big
difference in our ministry this year!
We’ve made changes in the way we do certain
things. For instance, in 2012 our St. Simons Beach
Retreat which had been held every other year, was
replaced by an annual week-long retreat at Camp
Twin Lakes near Rutledge, GA. That, too, is a new
partnership because Camp Twin Lakes helps to
subsidize the cost of camping for our residents at a
facility that was uniquely designed for people with

CARF Accreditation Renewed
In 2011, DDM received another visit from the CARF team (The
Commission on Accreditation of Rehabilitation Facilities) which
comes every three years to do a thorough investigation of the
organization to assure compliance with regulations and policies
and a program that meets the highest standards of operation.
Once again DDM received the highest rating possible and had its
accreditation renewed for another three years.

2012 Financial Highlights
DDM received a grant of $300,000 at the end of
2011 that was actually spent in 2012 in upgrading
the agency’s vehicle fleet and making improvements
to the group homes operated by DDM. This gift was
the largest single contribution ever given to DDM
by a foundation. Another major gift came from the
Christian Association for the Mentally Retarded, a
ministry that was disbanded, donating its remaining
assets to DDM.
The total value of in-kind gifts presented to DDM
(primarily in the form of volunteer labor or donated
materials) was $ 22,300. Many DDM improvements
are undertaken with the help of volunteers representing various churches, civic organizations and
other groups.
A total of 160 first time donors contributed to DDM
in 2012, and their gifts totaled $ 83,062.
The Developmental Disabilities Foundation reported that at year’s end its restricted funds were
valued at over $ 465,338 and unrestricted funds
were valued at approximately $ 35,098. The Foundation is pleased to report a number of individuals
The amount of direct charity care provided to our
residents for expenses not covered by their government waivers was $ 43,613.

2012 Staff Changes
Cathy Humphrey
Rebekah Edmonds
Cathy Humphrey,
Director of Residential Services
Rebekah Edmonds, Associate
Director of Residential Services
Cathy Humphrey, a long-time staff member at
DDM was named by the Trustees as the new Director of Residential Services in early 2012. Cathy had
most recently served as director of DDM’s Church
Services Department. In that position she was instrumental in organizing the agency’s Opening New
Worlds conference, now held annually, as well as
the very successful Special Needs Family Retreats,
which are being expanded in 2013 to cover two
separate weekends. Cathy has been the staff liaison
with CARF, our accreditation agency, and has spent
countless hours making sure that DDM receives the
highest ratings for our ministry. A graduate of Valdosta State University and Mercer University, Cathy
is married to Lloyd Humphrey and they are the
parents of two adult children, Amanda and Baker.
Rebekah Edmonds joined the DDM staff in early
2012 and has already made a tremendous impact
within the organization. She handles Admissions,
Policies and Procedures, as well as program planning for events like Opening New Worlds, the
Special Family Retreat, and the residents’ week at
Camp Twin Lakes. This year she developed special
relationships for DDM with the Atlanta Food Bank
and VSA Arts of Georgia. Rebekah is a graduate of
Samford University and the McAfee School of Theology at Mercer University. She and her husband,
Chris, have a son, Jose.

she filled many different roles, most recently as
regional coordinator, helping to train and supervise
direct care staff.
Phillip M. Harshaw
Phillip M. Harshaw retired in 2012, after 8 years of
service as a program coordinator with DDM. He
supervised the staff at several different homes in the
metro Atlanta area, but was most notably connected
to the Hess Drive Home in Avondale Estates. Prior
to coming to DDM, Phil worked for 20 years with
the state in various institutions and agencies that
served the disability community. A graduate of
Mercer University and Georgia College and State
University, Phil is married to Kayse, and they have
two children.
Mary Sepe
Mary Sepe resigned early in 2012 after more than
20 years of service with DDM. She was the assistant
program director responsible for admissions and
policies and procedures. A graduate of Georgia
Southern University, she previously worked with the
Dekalb County Board of Health. She and her husband, Scott, have a son, Ryan. Mary is the daughter
of former Program Director Frances Stokes, and
that entire family has been very involved in the life
and ministry of DDM since its beginning.

Rexine Howard took early retirement in 2012 following 18 years on staff. A graduate of the University of Georgia, Rexine served with several school

with other families in similar circumstances and
enjoyed moments of respite, family fun and inspirational workshops.
Both these events are staffed by volunteers and
made possible through the generous donations of
individuals, churches, and foundations.
The 2012 ONW Conference was held at Wesley
Glen Ministries in Macon, which partnered with
DDM to sponsor the conference. Families of the
disabled and church volunteers from across the
state attended a number of helpful seminars and
the inspirational Friday night banquet included the
choir called, The Miracles, who live at the Baddour
Center in Senatobia, Mississippi. DDM and Wesley
Glen will continue to partner together on ONW
with the 2013 conference being held once again in
Macon. After that the conference will alternate each
year between Macon and Atlanta.

Helping Hands Award 2012
Varion Spear
Judy Church
Mary Frances Stokes
Direct Care Staff Award
The Helping Hands Award is the highest honor
that DDM can bestow and represents a lifetime
of achievement by an individual who has made a
difference among people with disabilities. The 2012
winner of this award was Mrs. Varion Spear, a longtime supporter of DDM and an advocate for the
disabled. Mrs. Spear served two different terms on
the Board of Trustees of DDM and served as chair
of the Board. She has been a volunteer for many
DDM programs, including the Special Needs Family
Retreat, and is often a spokesperson for this organization at various meetings. Varion and Denny Spear
have been married for 60 years. Denny Spear is a
previous recipient of this award, and as a minister
served as pastor of Dunwoody Baptist Church and
was chaplain of Atlanta’s Hartsfield-Jackson Airport. As a pastor’s wife, as a mother of five, including one child with a disability, and as a community
activist, Varion Spear has made a difference in the
lives of the many people she has touched. Varion
Spear joins the ranks of our previous recipients:
James N. Griffith, Richard Davis, Howard Chatham,
Denny Spear, Bruce Burt, and Frances Stokes.
Each year an outstanding direct care staff member
is honored for their service to the DDM residents.
This award is named for Frances Stokes, who served
for many years as DDM’s program director. The
2012 recipient was Judy Church of Augusta. Judy
has served as coordinator of the Augusta area group
homes for 10 years and more recently has been
given additional responsibilities as regional coordinator, sharing her knowledge with new direct care
staff members. She was honored for the quality of
care she offers the residents as well as for her wonderful attitude and commitment to the ministry.
Bill Stokes Volunteer
of the Year Award
Roger Sundy, father of a DDM resident and member of Oakhurst Baptist Church in Decatur, was
the recipient of the Bill Stokes Volunteer of the
Year Award. This award is named for the man who
faithfully volunteered his services in a number of
capacities during the many years that his wife, Frances, served as program director for DDM. Roger
teaches the Special Needs Class at Oakhurst Church
and volunteers for various activities at the Hess
Drive Home as well as other programs sponsored by
DDM. A retired engineer and graduate of Georgia
Tech, Roger is a former trustee of DDM and served
as chair of the Board of Trustees. His wife, Neomia,
currently serves on the Board.

This award is presented each year at the Opening
New Worlds Conference to a Sunday School teacher
in a Georgia church who has shown great commitment to the people with special needs in their care.
The award is named for Mary Frances Duren, an
outstanding teacher at First Baptist Church of Jesup,
who served for many years as a DDM trustee, and
who still volunteers for many DDM projects, such
as the Special Needs Family Retreat. The 2012 award
was shared by two outstanding teachers from the
Macon area. Brenda Stacey leads the Special Needs
Ministry at Mabel White Baptist Church, and Janet
Ward leads the Sunday School Class at Ingleside
Baptist Church. Congratulations to these two outstanding women who are representative of all the
faithful church teachers throughout the state who
serve people with special needs.

Residents Activities
DDM residents are involved in a number of activities throughout the year through their churches,
clubs, sports teams, special classes, planned trips
into the community, etc. Each home plans for
activities that individuals within that residence
would enjoy.
Ann Spear
But several times each year residents from all the
homes are invited to participate in state-wide events
that bring the DDM family together. The most
popular of those events is the Christmas Weekend in Atlanta each December. It consists of the
Christmas Banquet on Friday evening for residents,
staff, and their families, and a Christmas party for
the residents on Saturday. In 2012 those events were
held at Smoke Rise Church in Stone Mountain.
In the Spring DDM residents enjoy a trip to a day
game for the Gwinnett Braves which includes a
picnic at the stadium.
Alvin Rousey & Tracy Moon at the DDM Christmas Party.
For the first time in 2012 residents enjoyed a week
at beautiful Camp Twin Lakes near Rutledge.
John Godfrey
This camp was built for people with disabilities and
provided a number of exciting activities for the
residents including swimming, boating, fishing,
basketball, golf, arts and crafts, and even a zip line!
The residents enjoyed it so much that they want to
return in 2013!
A Residents Council is composed of representatives
from throughout the State and meets regularly with
the staff to plan for these special activities.
