NOTICE
Partial closing of the Lac-desNations promenade and the
Magog River corridor
Sherbrooke, Cité des rivières, the CHARMES (Magog
River management corporation) and the boroughs of
Jacques-Cartier and Mont-Bellevue wish to inform the
public that the Lac-des-Nations promenade will be
partially closed at certain periods during the summer
season due to renovations on the south bank as well
as various important summer events.
• Closing of the south section (from the old station to
the Pont-Noir footbridge)
• Renovations until approximately June 10, from
Monday to Friday, 7 h to 17 h (removing the
cofferdams, asphalting, landscaping and other
works.) The wooded area known as Champ-desButtes and the Pont-Noir footbridge will also be
closed for several days over this period.
• Closing of the south section, from the Champ-desButtes wood and the Pont-Noir footbridge
Saint-Jean-Baptiste celebrations: from June 23 till
noon on June 24
Canada Day: July 1 till noon on July 2
Fête du lac des Nations: July 12 to 19
• Closing of the promenade in parc Jacques-Cartier

Users of the north section of the Magog River corridor
(Rock Forest – parc Jacques-Cartier – boul. Queen)
will be alerted as to how to avoid the sites rendered
inaccessible. The south section will be closed from the
Martin-Pêcheur to the Pont-Noir footbridges; however,
access to parc Lucien-Blanchard via the MartinPêcheur footbridge will be maintained.

PARKING SPACES available in the downtown
area at LA GRENOUILLÈRE!
Since May 1st, downtown parking has become much more accessible for
visitors and residents of Sherbrooke. Three hundred day parking spots are
available at La Grenouillère, the municipal parking lot, which is accessed
by rue Frontenac along the Magog River.
The Ville de Sherbrooke and the development corporation of downtown
Sherbrooke invite you to come and discover the charms of downtown life.
Over the past few years, short term parking spaces in the downtown area
have been difficult to find, since the majority were being occupied by
business and professional workers whose offices are located in the core
area. These users now have parking spaces reserved for them in the
Webster lot.
Your visits to downtown Sherbrooke will be more pleasant now that
parking spaces are reserved for your use at all times, close to the centres
you wish to visit! Downtown is full of cultural activities and incomparable

AREA of your house!
Spring has sprung again this year. And quicker than you
can say “spring showers” torrential rainfall can cause
serious damage, in spite of your best wishes to the
contrary.
Do you know if your property is adequately protected
against damage and loss of personal possessions so that
you can avoid any financial or other type of inconvenience
related to flooding?
To reduce the risk of basement flooding, it is your
responsibility as owner to make sure that all of your
residence’s sewer outlets connected to the municipal
sewage system are equipped with the compulsory
protection features, and that they are in proper working
order.
To help you inspect your system, the Ville de Sherbrooke
has provided you with a pamphlet entitled « COMMENT
PRÉVENIR LES INONDATIONS DANS LE SOUS-SOL DE MA
RÉSIDENCE. »This document will help you identify the risks
faced by your residence.

Take the time to consult the guides and perform
the necessary maintenance on the sewer outlet
system of your residence. If necessary, make the
required changes to your system as quickly as
possible.

PRODUCTION Centre for
the Performing ARTS
During his visit to Sherbrooke on April 19,
Quebec premier Jean Charest announced that
the provincial government would donate
2 million dollars to the Ville de Sherbrooke for
the construction of a production centre for the
performing arts. “I am very proud to announce
this aid from the Ministry of Culture and
Communications, because this project has
been waiting for government support for the
past several years. The construction of a
performing arts centre will enable theatre and
dance artists in the region of Sherbrooke to
benefit from adequate material on the cultural
scene.”
The production centre for the performing arts
will include a production hall, three rehearsal
halls, office space, workshops for stage
scenery and costumes as well as warehouses
for the storage of material belonging to various

organizations. This building will inspire
cooperation among the eight professional
theatre and dance troupes in the Sherbrooke
area, since they will all be united under one
roof. It will offer them the use of adequate and
appropriate space so that they can continue to
develop their talent in a suitable environment,
and where they will be encouraged to
combine their resources and expertise for the
common good.
For Sherbrooke mayor Jean Perrault, the
announcement was very good news: not only
does it respond to the needs of performing
artists, it also fits in very well with the city’s
overall strategy for urban renewal. “The
production centre for the performing arts will
allow our artists to create and perform in
conditions that correspond to their needs and
talents.”
On April 21, the Ville de
Sherbrooke and the Corporation
for Volunteer Week in Sherbrooke
unveiled the names of honourees
for the year 2004 in the volunteer
sector.

with the participation of municipal
council members as well as
representatives from various

All objects for pick-up must be left by the side of the
road between the hours of 19 h on Sunday evening

As well, if you wish to leave branches for pick-up
during these special collections, here are two
conditions: branches must be cut to lengths of 1.2 m
(4 ft.) and attached in bundles of 30 cm (1 ft.) in
diameter. Any pieces of wood must also be cut in
lengths of 1.2 m (4 ft.)
THE FOLLOWING ITEMS WILL NOT BE PICKED UP:
metal, tires, hazardous household wastes (RDD),
electrical appliances, refrigerators and any
containers that pose a risk to children who could
become imprisoned inside, and old clothes and rags.
However, please consider giving a second life to the
majority of these objects by bringing them to the
Écocentre Michel-Ledoux located at 1000, rue LéonTrépanier, via boul. Lavigerie, in the east-end industrial park. From May to October, the following
schedule applies : Monday to Friday, from 9 h 45 to
17 h, and Saturday from 8 h to 15 h 30.
For the Saint-Élie-d’Orford sector, pick-up will take place
during the week of November 8.
Cleaning out the aqueducts
Each year, to maintain and improve the
quality of the water delivered to your
home, the city’s environment and drinking
water division performs cleaning
operations throughout the entire network
of aqueducts.
To ensure that users benefit from a highquality and safe drinking water supply,
the cleaning operations consist of
draining water from hydrants to evacuate
particles present in the ducts and renew
the water supply.
During these operations, the water from
your tap may be cloudy and you may
notice temporary fluctuations in water
pressure. All you have to do is let the
water flow for a few minutes and it will
return to normal. If the problem persists,
you can call 821-5858.

Septic Tank Management
Important: Septic Tank Access
On May 24, the Ville de Sherbrooke began
measuring sludge levels in septic tanks and
emptying the tanks that require it. The city
wishes to remind everyone concerned to
make sure that all septic tanks are accessible
and to uncover and loosen the two covers on
the tank.
It is vital that city workers have access to the
tanks. We ask that you please read the
following excerpts from provincial and
municipal regulations regarding accessibility:
• Every owner, renter or occupant…is
responsible for enabling access to the
building…to proceed with the measurement of sludge levels and…to proceed
with emptying sludge from the septic tank.
• It is illegal… to allow the presence of any
vehicle, tree, piece of equipment or any
nature of construction within a radius of
3 metres around…a septic system.
• All treatment systems… must be sealed
and installed… within a minimum distance
of 1.5 m… from the residence.
• The owner, renter or occupant… must also
designate the area where the septic tank is
located and facilitate access by removing
any obstacle or material that obstructs the
covers… and must loosen them at the base
to facilitate opening.
• The septic tank must be equipped with two
openings and offer a minimum free space of
50 cm (20 inches)…
• The two openings should be extended up to
the surface of the earth by a watertight
chimney… and they should be equipped
with watertight covers.
• Every owner, renter or occupant of an
individual residence is required to enable
the emptying… or… the measurement of
sludge levels in the septic tank according to
the schedule established by… the city.
These excerpts from articles have been
brought to the attention of all Sherbrooke
citizens so that everyone may realize the
importance of septic tank accessibility in
order to facilitate the task of the personnel in
charge of measuring sludge levels and
emptying the tanks. The ultimate goal is to
reduce costs related to septic tank
management.
All those interested in knowing more about
the regulations governing this aspect of
municipal life are invited to consult the
provincial regulation Q-2, r.8 “Regulation
respecting waste water disposal systems for
isolated dwellings” as well as articles 6.1.44.1
à 6.1.44.8 on “Septic Tank Management” of
the municipal regulations.

Garbage collection using roll-out containers
WHY HAVE MECHANIZED
GARBAGE COLLECTION?
Mechanized garbage pickup is a fair
system that reduces abuse of the wastecollection system by limiting the
quantity of garbage to one container
per week for each residential unit.
This system allows us to simplify
operations and generate savings that
defray some of the costs of recycling.
The containers also help maintain a
clean environment.
Mechanized collection is also safer for
employees. The system is designed so
the operator doesn’t have to get out of
the truck – so it’s your responsibility to
place your container properly at the
curb and to follow directions when
using it.
Easy to handle, effective and clean
WHEN DO I PUT MY ROLLOUT CONTAINER AT THE
CURB?

Avoid overloading your container. It should not
weigh more than 90 kg (200 lbs) or the truck’s
mechanical arm may not be able to lift it.

Don’t put garbage on top of the lid. Ensure that the
container is properly closed and that nothing is
sticking out or the City may not empty it.
Place the container at the edge of the street with
the wheels close to the curb. Don’t put your wheels
on the curb as this may damage your container
when it’s being lifted up.
-
If you don’t have a curb, place your container
directly on the gravel shoulder.
Don’t place excess garbage on the ground next to
the container or it won’t be picked up. If you
recycle, you shouldn’t have an excess garbage
problem.
-
The container should be placed so that the handles
face the house.
-
Ensure that no vehicle or other object will interfere
with the mechanical lifting of the bin.
Give yourself a break: you don’t need to put your
container out every week if it only contains a few
bags.
-
Don’t obstruct pedestrians by placing your bin on the
sidewalk. Place it at the edge of the road.
Never place your container behind a
snowbank. It needs to be easily accessible
to the operator.
-
If you must place your container close to another
one, like a neighbour’s container, keep at least 50
cm (20 in.) – the equivalent of one container –
between them. This space is required between bins
for them to be mechanically lifted.
Don’t put it on the sidewalk. Go around
the snowbanks and put your container on
the street as usual. The sidewalk should
always remain clear for pedestrians and
snow removal.

Roll-out containers should be placed at the
curb between 7 p.m. the night before and
7 a.m. on garbage pickup day.
They should be removed from the curb the
same day the garbage is collected.
Note that garbage pickup times may vary due
to vehicle breakdowns or other difficulties.

IN WINTER
On stormy days, give yourself a break and
wait until the following week to put out your
container.
If it’s stormy but your container really
needs to be emptied, place it at the curb
on garbage collection morning to prevent
problems with nighttime snow removal.
Avoid overloading your container.
WHAT IF I RECEIVE A NOTICE?
Read any notice you receive carefully. When the truck
operator notes an error in use, he or she will leave a
notice explaining the corrective action required or the
reason the garbage wasn’t picked up.
Remember that the container should be
placed the same way it was left by the truck
operator after it was emptied.
Never place your container
on the sidewalk.
Once a notice has been issued, the container will not be
emptied if instructions aren’t followed.

be required to have a roll-out container for
their garbage.
Visit your borough office to obtain
a roll-out container.
Have you received a notice about this? You
must get a container from the Ville de
Sherbrooke. Only one container is permitted
per household.
For $100, the Ville de Sherbrooke will deliver
a 360-litre roll-out container to your home.
The City is responsible for its maintenance
(broken wheels and lids, replacing the
container, etc.) at no cost to you.

Welcome to the twelve outdoor pools and two public
beaches of the Ville de Sherbrooke.
We have more than 76 monitors/lifeguards to watch over
your safety this summer.
Summer swimming is available to all of Sherbrooke's
families.

A piece of identity with proof of residence is required from
those who live in the new Ville de Sherbrooke.
Registrations will take place at the venue where the
lessons are given and according to the swimming
timetable in effect, starting on June 19, the day all outdoor
pools open.

A major provincial event, on July 10 and 11. Time to go
fishing!

take part in this event along the banks of the Magog River
and Magog Lake. The rest stop located on boulevard de

To create awareness of the event and to boost participation,
no fishing permit will be required for these two days only. As
we said before, time to go fishing!
The Corporation CHARMES has stocked the river and lake
with trout.

Classique Pif Vacances Air Transat has presented topflight slow-pitch competitions to residents of Sherbrooke
and the townships in general. These are increasingly
accompanied by a myriad of other activities (fireworks
displays, shows, singing contests, inflatable games, etc.).
The 29th edition promises to set a new standard. Now
part of the World Softball League (WSL) for the 3rd
straight year, the largest slow-pitch tournament in North
America will inaugurate the next season with four very

The outdoor archery season has
now started.

The recreation/tourism development project, Sherbrooke,
Cité des rivières will celebrate more than $20-million of
investment this summer under the theme: Rivières en
fête. The population and our many seasonal visitors are
invited to take part in these festivities. L’esplanade
Frontenac and place des Moulins, designed by Melvin
Charney, will be inaugurated during the summer. Enjoy
the promenade du Lac-des-Nations, which is an allpurpose downtown riverbank trail some 3 km long, linked
to the Grand Forks cycle trail network which extends
another 100 km.

A figure-skating club where each skater finds her niche

Whether you practice this sport for fun, to hunt or in a
competitive sense, the Mont Bellevue archery site provides
an agreeable and safe environment. The Club Les
Flèchivores membership card is mandatory and gives you

the old train station, is the next development priority in
the Sherbrooke, Cité des rivières project. The first tourist
trains should start arriving at the station beginning in the

Block Parents
BLOCK PARENTS AND WATER SAFETY
Each year some 120 persons drown across
Quebec. While most of these deaths occur in
rivers and lakes, several incidents are reported in
neighbourhood pools and back yards. Worse still,
most of these tragedies could be avoided. The
above-ground patio pool is one of the principle
causes of private pool deaths in Quebec. Here are
five golden rules to respect to help prevent deaths
by drowning:
• Never leave young children unattended, even
for a few moments;
• The pool must be completely fenced in. This
fence should be 1.2 metres high (4 feet) and be
unclimbable. In the case of above-ground
pools, the vertical wall of the device can be
considered a fence when it measures
1.2 metres or more;
• The filter or any other installation that provides
access to the pool should be located more than
a metre away from the pool;
• Keep a cordless phone and such safety
equipment as a life ring and a non-conducting
pole among, other things, close at hand.

UPLANDS CULTURAL AND HERITAGE
CENTRE
Uplands Cultural and Heritage Centre
invites you to the vernissage of its summer
group exhibition “Bonheur d’été” on
Sunday, June 6th from 2-4 p.m. The show
will feature oil and acrylic paintings,
pottery, stained glass, watercolours, wood
carvings, textile art, and block prints by
over a dozen talented artists from the
Townships, including Elmer Andrews,

Renewing Your Dog And Cat License
Street Performers
As you already know, municipal
regulations stipulate that dog and cat
owners or keepers must obtain a
license from the SPA.
The Ville de Sherbrooke recently
modified its municipal regulation in order
to allow performances by entertainers in
the city’s public spaces.
This license, which must be renewed
annually, is valid from January 1 to
December 31.
In January of each year, animal owners
or keepers who already possess a
license must renew the license for their
animal(s). If the owner fails to do this for
any reason, he or she may be subject to
a fine of anywhere between $50 and
$1000.
However, if the license is not renewed
because the animal is deceased, has
disappeared, or has been sold or given
away, the original owner has the
responsibility to advise the SPA at the
latest by the time a notice for license
renewal has been received. If this is not
done, the animal owner could face a
fine of $50 to $1000.
The regulation designates the following
“public entertainers”: singers, comedians, poets, clowns, mime artists,
acrobats, contortionists, tightrope walkers, magicians, jugglers, children’s makeup artists (face-painters), balloon
sculptors, or musicians playing wind or
string instruments not connected to an
amplifier.
To authorize a show, the performer must
first ask for and obtain a public
entertainment permit from the borough
office where the public space is located.
Authorized sites for presenting shows as
well as admissible hours are determined
by each borough.
The cost of the permit is $25 and it is valid
for a period of four months.
At no time should the performer sell
goods or services while presenting a
show. However, the performer is allowed
to have a container on the ground for the
purposes of receiving money and to
suggest with a small sign that donations
are accepted.

STREET LAMPS for new streets
The municipal council approved a street
light policy for new residential streets and
extensions of existing ones.

From now on, every new street within the
territory of Sherbrooke will be lit up to
enhance public safety.

The goal of this policy is to establish a
united effort throughout the city in regards

city’s infrastructure;
• to share costs fairly between citizens and
the city;
• to ensure that all citizens on a given
street share costs equally;
• to simplify application and management;
• to offer the possibility to promoters or
groups of citizens within a given area to
upgrade the basic service and pay the
supplementary costs that result from
their choice;
The city will assume electrical costs as
well as those related to the maintenance
and renewal of the existing system.
Concerning the installation of street lamps
on existing streets, a policy is currently
being prepared that should shortly be
approved by the municipal council.

The cost of implementing a basic system
and decorative lighting are the responsibility of the promoter or riverside property

a policy to combat psychological harassment in the workplace. This policy is a
follow-up to the modifications brought to the
Law on workplace norms concerning
psychological harassment that comes into
effect on June 1, 2004.
As an echo to the new provincial legislation,
city policy stipulates that every employee
has the right to a work environment free from
psychological harassment. It therefore
becomes one of the responsibilities of the
Ville de Sherbrooke to take the reasonable
measures to prevent psychological
harassment, and when such behaviour is
brought to its attention, to ensure that it
ceases.

The city’s new policy in this area provides
useful explanations concerning the changes
brought to the Law on workplace norms, as
well as helping to define the situations that
represent psychological harassment in the
workplace. It provides outlets for the
resolution of problems and interventions that
serve to guide its employees when
confronted with these situations.

Psychological harassment is frustrating
behaviour manifested by words, gestures or
actions that reunite the four following
criteria:
• it is repetitive in nature;
• it is hostile and undesired or uncalled-for;
• it affects the person’s psychological or
physical dignity or integrity;
• it creates an unpleasant work environment.
The definition of the Law on workplace
norms includes sexual harassment in the
workplace as well as any harassment
relating to one of the motives contained in
article 10 of the Charter of Rights and
Freedoms. These motives are: race, skin
colour, sex, pregnancy, sexual orientation,
civil status, age (except where permitted by
law), religion, political conviction, language,
ethnicity or nationality, social status,
physical handicaps or the use of a means to
diminish the effects of a handicap.
Psychological harassment can occur at any
level of an organization. It can be manifested
among colleagues, or between levels of
authority, such as when a figure of authority
harasses lower-level personnel or when
employees harass their supervisors. Those
involved may be individuals or groups of
persons. The accused harasser can also
come from outside the organization; he or
she may be a client, a user, a distributor or a
visitor.
With the adoption of a policy on psychological harassment in the workplace, the
Ville de Sherbrooke wishes to promote
polite, respectful and civic-spirited
behaviour among individuals, whether this
be between employees, or in situations
involving citizens. All employees have the
right to a healthy workplace environment
and should therefore exhibit respectful
behaviour towards their colleagues and the
citizens they serve. Prevention of
harassment in the workplace is everyone’s
business: employers, managers, employees
and citizens.

Stop
Stop
• You must make a complete stop.
• Stop on the sidewalk, or if there is no sidewalk, stop
at the curb.
• Your vehicle must be stationary behind the stop line
or pedestrian crossing.
• Remember that pedestrians have the right of way at
the intersection.
Look
• Make sure that the right turn on a red light is
authorized at that particular intersection.
• You must yield to pedestrians crossing the
intersection or to any vehicles or cyclists who are
crossing or preparing to cross the intersection.
• Check your right rear-view mirror and your blind
spot to make sure that there are no pedestrians or
cyclists that would be endangered by your right
turn.
Decide
• You are under no obligation to make a right turn. But
if you decide to turn, you may do it when the way is
free.
Look
• Look to the left, in front, to the right and back over
your left shoulder to make sure that no vehicle or
cyclist is preparing to make a right turn on a red
light.
Decide
• Once you are certain that no vehicle is coming, you
may cross.
REMEMBER:
• If there are crossing signals for pedestrians, you
have the right of way when the walk signal comes
on. If there are no pedestrian crossing signals at the
intersection, you have the right of way when the
traffic light is green.

Respect the driver in front of
you if he/she has decided not to
turn right at the red light.
Do not honk to pressure the
driver to move ahead.

always the best policy!

• Avoid crossing when the pedestrian crossing signal
is blinking, whether or not there is a countdown
signal. However, if you are already engaged in
crossing, try to pick up your pace.
• Do not cross when the hand signal appears.

Counting
• Tidying up, cleaning
• Double-checking
If you are experiencing some of those symptoms, you may be suffering from an
obsessive-compulsive disorder. If you are between 18 and 65, you could benefit
from an investigational drug.
