Ang pamamalakad ng UK tungkol
sa tinanggihang asylum-seekers
ay kinundena ng Amnesty International UK at ng Refugee Action
at sinabing wala itong bisa at ito
pa mismo ang dahilan kung bakit
naghihirap ang mga ito.
Ang dalawang organisasyon
ay nagpalabas ng bagong ulat
“Down and out in London - The
road to destitution for rejected
asylum seekers” ito ay tungkol sa
kondisyon na hinaharap ng mga
refused asylum na naglipana sa
limbo ng UK.
Batay sa ulat ang pangunahing
dahilan ng paghihirap na ito ay
mula di-umanong hindi makatao
at hindi epektibong pamamalakad ng gobyerno na siyang pumutol ng suporta sa mga tinang-
gihang asylum-seekers. Ayon
sa dalawang organisasyon ang
pamamalakad ang siyang nagtutulak sa bagong lumalaking destitution.

Isinangguni ng mga Konserbatibo ang
Plano Tungkol sa Ekonomiya ng Migrante
Ang Partido ng Konserbatibo ay nagpalabas ng
bagong plano tungkol sa bilang ng ekonomiya ng
mga migrante na nagtatrabaho sa UK.
Sa papel na ginawa kasama ang Shadow Immigration Minister Damian Green, at ang Shadow
Home Secretary David Davis binanggit na ang
pamamalakad sa asylum ay kailangan ihiwalay sa
pamamalakad ng ekonomiya ng migrasyon kung
saan ang Britaniya ay kumukuha ng malaking
benepisiyo.
Iminungkahi ng Konserbatibo na kailangan pagtibayin ang tungkulin ng Border Police Force upang
masugpo ang mga sobrang tumitigil na migrante
at ang mga walang papel na namamalagi sa bansa,
pagsasaad ni Mr Davis.
Sinabi naman ng Shadow Home Secretary: “Mahalagang isyu ang migrasyon na kailangan ng
seryoso pagsasaalang alang. Naniniwala kami na
ang Britaniya ay kailangan ng benepisyo kung ang
konsensus naman ay makakapalago tungkol sa mabisang paraan na ang migrasyon ang magbebenepisyo. Naniniwala kami na isang responsibilidad
ang pamamalakad ng migrasyon na nangangailangan ng pagkontrol sa konpidensiya ng publiko ukol
sa sistema. ito ay makakatulong sa pagsasagawa ng
konsensus.
Ang pamagat ng dokumento ay “Controlling Economic Migration” ay tinatahak lamang nito ang
ekonomiya ng migrasyon.
Hangad nito ang dalawang hakbang na proseso
upang malaman kung anong aplikasyon ng mga migrante ang tatanggapin. Ang unang hakbang ay kailangan isaalang-alang ang benepisyong ekonomiko
na makukuha sa nasabing manggagawa.

Ipinatupad ng Denmark
ang Green Card System
Isang bagong sistema ang pinasinayanan ng
Denmark upang mapadali ang pagpunta sa
bansa ng mga matatanggap na dayuhan. Ang
mga batang dayuhan at may mataas na pinagaralan ay madali ng magkakaroon ng residence permit.
Ito ang ipinahayag ng The Copenhagen Post,
sa susunod na tagsibo. Ang immigration services ay tatanggap ng mga dayuhan upang
makapagtrabaho sa bansa, may limang criteria silang pagbabasehan bago magbigay ng
bisa: education levels, language skills, business experience, salary at age.
Dalawanpung puntos ang igagawad sa lahat
ng mga aplikante na may mas mababa sa 27
anyos ang edad. Sa kabilang banda naman ay
kung mas mataas pa sa DKK 450,000 (EUR
60,000) ang sweldo bawat taon ng aplikante

Si Mr. John Philpott, ang Chief Economist of the Chartered Institute of Personnel and Development (CIPD) ang nagsabi na
ang migrasyon ay kasangkot sa halaga at benepisyo para sa UK,

mga nagnanais na pumasok sa bansa na mga migrante mula sa
bansang Bulgaria at Romania na maaaring makalahok sa EU sa

Ang sabi ni Philpott “While the steady flow of workers from
central and eastern Europe since 2004 has had an overall beneficial effect on the UK economy there has been evident pressure
on social infrastructure and possible adverse consequences for
less skilled workers and disadvantaged communities. There is
therefore a prima facie case for restricting access of less skilled
Bulgarians and Romanians to the UK labour market when these
countries join the EU early in 2006.”
Dagdag pa ni Philpott na ang Ministro ay kailangan magpakita ng kahit anung paghihigpit sa mga migrante mula sa mga
bansang ito para magpataw ng maayos na ekonomiya at sosyal
na mga kadahilanan at nang payapain ang sentimiyento ng antiimmigration. Sa politika ito ay inspirasyon sa migrasyon na
masukat na pinsalain ang ekonomiya at masira ang reputasyon
ng UK sa pagtataguyod ng labour market reform sa Europa.

the country is backfiring badly and vulnerable people are suffering.
“Refused asylum-seekers in our towns and cities
are being reduced to penniless poverty - forced
to sleep in parks, public toilets and phone-boxes,
to go without vital medicines even after suffering
torture, and to relying on the charity of friends or
drop-in shelters to survive.
Sinabi naman ni Refugee Action’s Chief Executive Sandy Buchan: “There exists in Britain a new
and growing excluded class of people who have no
contact with the authorities, no access to work or
mainstream support services, and little prospect of
their situation being resolved.
“As a policy for dealing with refused asylum-seekers, destitution simply is not working. Driving people onto the streets makes return even less likely.
This policy is causing enormous suffering to vulnerable people and does nothing to enhance public
confidence in the system.”
Sa ngayon ang destitute refused asylum-seekers ay
mayroon lamang access para sa medikal na pangagailangan sa mga ospital sa kaso ng mga emergency cases o kaya naman sa kahit anung treatment
na maaari nilang matanggap sa kanilang pagpoporoseso at hindi sila legal na maaaring makapagtrabaho. Sa ilalim ng kasalukuyang suporta sa pinan-
siyal at akomadasyon para sa mga asylum-seekers
ay matutunghayan na ito ay putol sa loob ng 21 araw
matapos ang final claim kung ang asylum na hinihingi ay hindi mabibigyan ng positibong tugon.
Ang Refugee Action at ang Amnesty International
ay nagpahayag na kailangan ayusin ng gobyerno
ang kontak sa mga refused asylum-seekers at hindi
dapat putulin ang tulong na pinansiyal hanggang
sa masolusyunan ang kaso. Para sa mga hindi
makakalisan sa loob ng anim na buwan ay kailangan bigyan sila ng temporaryo, makapagrenew
sa kanilang paninigil na sa ganitong paraan ay
makatulong din sila sa ekonomiya ng bansa. Sa
ibang kaso naman kung kailangan talagang ipa-deport ang mga ito ay sana huwag nang patagalin pa.
Ang mga ahensiya ay pinipilit din ang gobyerno na
bigyan ng tamang tulong at solusyon para sa mga
refused asylum seekers, na ang bilang ay humiigit
kumulang 283,500.
Idinagnag din ni Sandy Buchan: “Hindi kami nag
uutos na ibalik ang mga refused asylum-seekers
sa isang maayos na bansa pero sa ligtas na lugar.
Kung ang isang tao ay hindi mapapaalis, makatao
lamang na bigyan sila ng pagkakataon na mamuhay ng may dignidad at layunin.”
Sinabi naman ni Kate Allen: “We need a more enlightened policy that would see refused asylumseekers who cannot be returned home rescued
from their current impoverished limbo and allowed
to stay and contribute to British society.”

mga Migranteng Dayuhan sa United Kingdom
Ang gobyerno ng United Kingdom ay
nagpasimula ng isang konsultasyon
kung paano magpapabayad sa mga
dayuhan na dumarating sa kanilang
bansa para magtrabaho, manirahan o
mag aral. Hangad din kung paano ito
maisasagawa ng tama at maayos para
sa serbisyo ng migrasyon. Ang konsultasyon ay pinangunahan ng Home
Office at ng Foreign and Commonwealth Office (FCO).
Sinusuri ng konsultasyon kung anu
ang dapat na lumabas na serbisyo
upang bayaran at makapagbigay daan
sa tungkulin ng gobyerno na magkaroon ng pagbabago sa serbisyo na nakitang napag aaral ng taong ito. Dito
ay nakita na nagkaroon ng dobleng
inondorso na kapasidad sa 2009/10
na mayroon £100m.
Hangad nito na tingnan ang mga
dapat ibayad sa pagkuha ng bisa sa
tamang halaga na magiging isang
maayos na sistema ng sa ganun ang
mga migrante na naninirahan at nagtatrabaho sa UK ay makakatanggap

Ayon sa Immigration Minister
Liam Byrne “Ang konsultasyon na

Home Secretary ang nag anunsyo
kung paano natin mas mapapalawak
ang mga pagkontrol sa mga border na
mayroong kinikilalang teknolohiya
at dalawang indorso nasa UK. Ngunit sa lahat ng mga pagsusuri namin
ng halaga ng pera ay tama sa palagay
namin na magkaroon sila ng pagbabayad.”
“Itong gobyerno na ito ay may responsibilidad na isagawa ito, doon
sa mga taong may kakayahan sa UK

Idinagdag pa ni Byrne na ang migrasyon at turismo ay malaking benepisyo rin sa Britaniya. Kaya siya

Sinabi naman ni Lord David Triesman, ng FCO Parliamentary Undersecretary: “Ang aming nais ay magkaroon tayo ng tamang set-up ng
pagbabayad. Naniniwala ako na may
pareho-pareho tayong dapat isaalang
alang na mga regulasyon sa UK. Ang
konsultasyon na ito ay makakatulong
para magkaroon ng pagkapantay pantay sa lahat.”
Ang bilang ng mga stakeholder events
ay makakasama sa panahon ng konsultasyon na matatapos sa ika-22 ng

The Bureau of Immigration (BI) has taken
back its decision not to extend yesterday’s
deadline for the filing of I-Card applications,
giving foreigners another two months to secure the new alien registration document.
Immigration Commissioner Alipio Fernandez Jr. has issued a memorandum order extending up to Jan. 15 the deadline “due to
insistent demand and to enable the bureau to
achieve optimum compliance to the I-Card
project.”
Fernandez said the bureau allowed the new
extension upon request of different foreign
chambers of commerce in the country that
reported to his office a significant number of
aliens failed to meet the Nov.15 deadline for
application “due to some circumstances beyond their control.”
Fernandez likewise revealed that the extension was granted to give way to foreigners
who normally leave the country during this
period to spend holidays with their families
back home.
Last Monday, the BI said it was not inclined
to extend the Nov. 15 deadline after receiving a total of 96,066 applications.

Arbas stressed that the bureau is now considering a proposal to extend the validity of
I-Cards issued to foreigners with permanent
residence status in the country.
The I-Card, a tamper-proof and microchipbased document about the size of an ATM
card, serves as proof of legal residency. Holders would no longer have to secure an exit
and reentry permit when leaving the country.
It is valid for one year.
Arbas further bared the long queues of applicants at the bureau’s I-Card center had
already disappeared even before the new extension of deadline was announced: “This is
a good sign of success and indicates that we
are near to achieving optimum compliance
for this project.”
With the new extension of deadline for ICard application, Fernandez stressed that
foreigners would no longer have any excuse
not secure the new document.
He also reiterated his warning for failing to
secure an I-Card or resorting to fraudulent
means to acquire the document: “As I said,
they will be immediately subjected to deportation proceedings for violating the country’s
immigration and alien registration laws.”

will receive six specially
trained bomb-sniffing dogs
from the United States after
three visiting US anti-terror
experts were impressed with
the MPD’s anti-terrorism
program.
MPD acting director Senior
Superintendent Danilo Abarzosa said the dogs will complement their six local dogs,
handled by the district’s
bomb disposal unit.

embassy’s Regional Security
Office-Anti-Terrorism Assistance Program, led by its
program manager Craig Lovato, personally assessed and
were satisfied with the bomb
disposal unit’s capabilities.
Abarzosa said that despite
the unit’s inadequate and
substandard equipment, the
American experts commended the MPD for its efforts in
securing vital installations
in Manila, especially the US
embassy along Roxas Boulevard.
The US-trained dogs will be
delivered in January. Abarzosa is now scouting for
police officers who will undergo training in handling
the dogs.
Aside from sniffing for
bombs and drugs, the dogs
were also trained to help in
rescue efforts, according to
Abarzosa.
“I was told by the US officials that the dogs’ handlers
should undergo special training to meet the high-standard
skill of these kind of dogs.
Caring and proper maintenance shall also be included
in the training,” he said.
The US-trained police officers will in turn train their local counterparts in the proper
rearing and caring of special
dogs.
The special dogs will be
housed in air-conditioned
kennels of Manila’s City
Veterinarian Office.
Security forces in Metro Manila have been constantly on
the watch for possible terrorist attacks.

1.4 M Families in Rural Areas
Experiencing Hunger — SWS
At least 1.4 million Filipino
families in rural areas around
the country experienc ed hunger at least once in the past
three months – the second
highest rural hunger percentage in the Social Weather
Stations (SWS) surveys since
1998.
The third quarter SWS poll
revealed that one out of five
rural households went hungry, or 20.3 percent of the
estimated 6.7 million rural
families.
Rural hunger reached 21.8
percent in March 2001. However, it went down to 5.6 percent in September 2003, but
rose again by double digits in
the second quarter of 2004.
The SWS survey, which was
conducted from Sept. 24 to
Oct. 2, also reported that 14.8
percent, or 1.6 million of the
projected 10.6 million urban households, experienced
hunger.
“Hunger is almost always
higher in rural than in urban
areas,” the SWS said.
The survey firm also said that
32 percent, or one-third of
families of agricultural workers, and 21 percent, or onefifth of agricultural operators,
experienced hunger in September this year.
Agriculture includes farming, fishing and forestry industries.
Meanwhile, hunger incidence
among non-agricultural entrepreneurs reached 16 percent, while non-agricultural
workers posted 13 percent in
the poll.
The SWS survey questions
about household poverty and
hunger were directed to the
heads of the families.
The SWS used face-to-face
interviews with 1,200 statistically representative households, 300 each in Metro Manila, the balance of Luzon,
Visayas and Mindanao, from
the 240 geographical spots
selected from all the regions.
Error margins of ±3 percent
for national percentages and
±6 percent for regional percentages should be applied,
the SWS said.
The SWS also clarified that
its surveys always cover both
urban and rural areas contrary
to the claim of National AntiPoverty Commission chief
Domingo Panganiban and
Representatives Antonio Cerilles of Zamboanga del Sur’s
second district and Federico
Sandoval of Malabon-Navotas that the previous SWS
reports on hunger focus on
major urban areas.
The government recently
said that by May next year, it
hopes to reduce hunger incidence by 50 percent through
various programs, although it
believes that the problem can
be solved only by providing
people with jobs.
Officials say the government’s budget will not be
enough to feed 2.9 million
families who have no money
to buy food.

2007 polls to cost P5.5 B
Next year’s midterm elections would cost a whopping
P5.5 billion, on top of the
P238 million for overseas
and absentee voting, Budget
Secretary Rolando Andaya
Jr. said yesterday.
Andaya said the figures
came from the Commission
on Elections (Comelec),
which is pushing for the allocation to be included in the
proposed P1.127 trillion national budget for 2007.
He said the estimate was
based on the proposed budget for the holding of barangay elections that would also
involve all precincts and
voters, amounting to P2.2
billion.
“So the maximum range is
P5.8 billion,” Andaya said.
“That is the price tag for a
national election. Even if we
haggle and cut costs, we’ll
still spend billions.”
Andaya said the figure does
not include the P200 million approved by Congress
as part of the P46.4 billion
supplemental budget passed
last month for the Comelec
to defray expenses in preparation for the May 2007 midterm polls.
He said that in the May 2004
presidential elections, there
were 216,382 precincts and
43.5 million voters.
The figure is expected increase with the registration
of new voters, he pointed
out.
“There are 115 cities, 1,500
towns, and 42,000 barangays
so we have to deploy three
deputized election officials
per precinct. There is the
tons of paper to be used so
the expenses are really huge
and because we are an archipelago there is added cost
for freight to transport these
election paraphernalia,” Andaya said.
He said the Comelec was
allocated P9.7 billion in the
proposed budget. Comelec
originally proposed P17.2
billion but the figure was cut
down by 50 percent.
On the possibility of holding a referendum on Charter
change, Andaya expressed
his preference for constituent assembly (con-ass) over
constitutional
convention
(con-con) as the more cost
effective mode.
But he stressed the choice of
Charter change mode is for
the political leaders in Congress and the executive to
decide since his position as
budget chief “is just a disburser of funds based on the
authority given to us.”
“From a budgetary point of
view a constituent assembly
is definitely more preferable.
Our bias of course is for a
system that will involve the
least cost. Con-con is a good
idea, but expensive,” the
former Bicol lawmaker said.
Andaya however said each
mode of amending the Constitution, including the people’s initiative, has its own
costs.
“There is no free lunch when
it comes to amending our
Charter,” he said.
Andaya said holding a concon would entail a national
election of delegates of two
per congressional district.
On top of the election expenses, there is the cost of
running the convention such
as salaries of the delegates,
their staff, office rentals,
travel and other expenses.
Under a constituent assembly, both the Senate and
the House of Representatives would convene as one
Charter-amending body to
propose amendments and
present these to the people in
a plebiscite for ratification.
In a constituent assembly,
Andaya said there would
practically be no extra expenses but only additional
work for lawmakers.

Mining Firm Test Run Extension Protested
Anti-mining advocates and environment activists yesterday
assailed the 30-day extension
given anew by the Department
of Environment and Natural
Resources (DENR) to Lafayette Philippines’ polymetallic
mining facility in Rapu-Rapu
Island, Albay.
Defend Patrimony, a nationwide
alliance of anti-mining and environmental groups, said that
the 90-day or three-month test
run earlier granted by DENR to
Lafayette is already more than
enough for the government,
including the Pollution Adjudication Board, to determine
whether the Australian-owned
mining firm should be allowed
to continue operations or not.
Giving Lafayette the additional
30-day extension is “way too
much,” they said.
“This is already strike three for
Lafayette. This third extension
only indicates that Lafayette
mining lacks the capacity to
implement
environmentallysustainable mining operations
in the small island ecosystem of
Rapu-Rapu,” said Trixie Concepcion, spokesperson of Defend Patrimony. “And the government seems to be covering
up this incapability.”
According to Concepcion, the
basis for the 30-day extension
was based on is doubtful, as it
gives conflicting claims by Lafayette.
“Lafayette said that the third
temporary lifting order (TLO)
was granted because typhoon
Milenyo halted their plant operations for some time. But this
(reason) contradicts Lafayette’s
earlier claims printed in the
Mining Journal Online and in
previous reports that typhoon
Milenyo caused ‘no damage’ to
the plant of Lafayette, and that
(there were) only some superficial damage to the (mine facility)... that Lafayette was up and
running... towards full production,” she pointed out.
The group criticized the DENR
for allegedly handling Lafayette
with “kid gloves” and for allegedly giving the mine company
the “red carpet treatment” even
before and after two mine spill
incidents in October 2005.
Defend Patrimony accused the
DENR of making a mockery of
its mandate by setting aside the
recommendations of the RapuRapu Fact-finding Mission,
which was formed by President
Arroyo to look into the mine
spills. The fact-finding mission
was headed by Sorsogon Bishop Arturo Bastes.
“The DENR instead approved
two test runs — 30 days and
60 days — to give Lafayette all
the leeway to prove that it can
qualify for the permanent lifting
of the suspension of its operations,” Concepcion noted.
“This third extension practically defeats the DENR’s rationale for setting up a defined
time-frame of 30 and 60 days
where Lafayette’s compliance
with environmental, social, and
technical requirements should
be met.”
The Kalikasan-People’s Network for Environment echoed
the sentiments of Defend Patrimony.
Clemente Bautista, national co-
ordinator of Kalikasan, said the
DENR should look into the real
situation and permanently close
down Lafayette’s operations.
“From the start, Rapu-Rapu
residents and environmentalists
have been calling for an urgent
and unconditional moratorium
into Rapu-Rapu mining operations after scientific findings
showed that large-scale mining
— the kind that Lafayette is engaging in — is not feasible in the
Rapu-Rapu due to the threat of
acid-mine drainage and the ab-
sence of technology that could
be used to contain this threat,”
Bautista said.
“The DENR’s sluggish and
snail-paced
environmental
monitoring systems in the case
of Lafayette seems to hinge
on the fact that the Rapu-Rapu
polymetallic project is one of
the Arroyo administration’s pet
programs for its mining revitalization policy directed towards
other foreign mining transnational companies.”

El Niño to intensify in next 3 months, says Pagasa
Citing its latest observations and international forecast models, the Philippine
Atmospheric, Geophysical and Astronomical Services (PAGASA) is expecting
the El Niño phenomenon to intensify in
the next three months.
Dr. Prisco Nilo, acting PAGASA director, said there are also indications that
El Niño would likely continue through
April to June next year.
“El Niño indicators have strengthened in
October, indicating progressive evolution of the current episode (of El Niño).
This was manifested by a rise in sea surface temperatures in the Central Equatorial,” he said.
PAGASA also observed a “consistently
negative” Southern Oscillation Index
which pertains to the difference in sea level pressure between Tahiti and Darwin,
the stations near the centers of the two
poles of the oscillation mass.
Nilo urged all concerned government
agencies to implement measures to mitigate the possible impact of the water
shortage on agriculture, hydropower
generation, health and sanitation, among
others.
The weather conditions that affected
the country in October were the intertropical convergence zone (ITCZ), the
tail-end of the cold front, the northeast
monsoon, and typhoons “Ompong” and
“Paeng.”
Nilo added that rainfall last October
was below to near normal in most parts of country, except in Isabela and Tarlac, which were hit by “Paeng,” and the
Zamboanga Peninsula, Davao del Sur,
Cotabato, Maguindanao, Basilan and
Sulu which were affected by the ITCZ.
“Rainfall in these areas was observed to
be above normal. Temperature recorded
in the country ranged as follows: 24oC
to 32oC for the Visayas, 22oC to 33oC in
the lowlands of Mindanao, and 20oC to
28oC in the mountainous areas of Mindanao,” he said.
The weather systems that are expected
to affect the country this November are
still the northern monsoon, the tail-end
of the cold front, the ITCZ, and one or
two tropical cyclones.
PAGASA forecasts rainfall to be below
normal in most parts of the country,
except in Isabela, Quirino, Aurora, Region 4-B (Mimaropa), Region 5 (Bicol),
Region 8, South Cotabato and Surigao
where rainfall is expected to be normal.
PAGASA, according to Nilo, will continue to monitor the day-to-day weather
situation and the large-scale climatic patterns affecting the Philippines, and will
issue monthly updates on El Niño.

Education Project Helps
Poor Province Top NAT
OMAS OPPUS, Southern Leyte – It’s no
accident that Southern Leyte topped the
recent National Achievement Test (NAT)
where three of its national high schools in
fifth class municipalities bagged a 1-2-3 finish in the freshman level.
In fact, eight of its national high schools were
in the top 30.
That the test came just a week after the Ginsaugon landslide disaster which buried an
elementary school made the feat even more
meaningful to them.
Southern Leyte is one of the provinces where
the Secondary Education Development and
Improvement Project (SEDIP) is being implemented for which the Asian Development
Bank provided a $53 million loan in 1998.
The project benefits over a million high school
students in 26 very poor provinces where enrollment, completion, and student performance
levels were low. It aims to improve the quality
of secondary education and access to such education in those provinces.
When the national test results came out, Southern Leyte schools division superintendent Dr.
Violeta Alocilja literally “jumped for joy,” even
at the risk of a fourth stroke. After all, there was
a time when they ranked second to last in the
region.
But within a year of her appointment to Southern Leyte, the area was able to zoom up the
list of SEDIP schools to No. 3 in the whole region. Last year, it already ranked No. 1 among
SEDIP divisions in the Eastern Visayas.
Under SEDIP, school heads are trained in
planning and management while teachers are
trained in subject knowledge and teaching
skills. The project has provided textbooks for
all students in core subjects (i.e. Math, Science,
English, and Filipino) and some of those unable to attend school regularly have an alternative secondary education program.
Innovative ways to keep the students in school
have been developed and some schools even
have their own feeding program. It has also
promoted the decentralization of secondary
education management by building up the capacity of divisions, regions, and central offices
to take on new responsibilities.
The Bureau for Secondary Education (BSE)
under the Department of Education is implementing the project. ADB’s contribution in
the “soft” areas - such as in capacity development, school development, alternative school
programs and teaching-learning materials – is
complemented by the Japan Bank for International Cooperation, which supports the project
through school equipment and infrastructure
development like constructing new schools and
new classrooms for existing schools.
“SEDIP played a very significant role in influencing learning. It is also the stimulus which
developed the schools with all the inputs, learning packages and in-service training. It revitalized the learning in the classroom. The learning
that the school heads gathered from the training significantly developed their competence to
lead the schools,” Alocilja said.
“I am glad because, with SEDIP, all teachers
are trained. And SEDIP insisted that the first
who were trained are the same teachers to be
trained for phase two. There’s a very good
tracking mechanism that they have installed for
in-service training.”
After all, teachers are key in the learning process, she noted.
Rizal National High School teacher-in-charge
Margarita Badeo said she initially thought it
was the school in Metro Manila with the same
name that topped the exam.
“I did not expect it. Mixed emotions talaga
(really),” Badeo said, feeling happy at their
achievement but overwhelmed by the responsibility of now keeping up with people’s high
expectations.
Her small school is located up a remote hill in
this town where its 194 enrollees wear rubber
slip-ons to school through mud and a rugged
uphill terrain. They only wear their shoes once
inside the classroom.
Most of the students are children of poor farmers and are malnourished. Some of them live as
far as five kilometers away and spend an hour
walking just to go to school.
The school maximizes their attendance by
having a daily feeding program where parents
take turns bringing simple lunch for the entire
school. This way, students will not have to
leave school at lunch time or drop out due to
hunger.
For topping the NAT, the town mayor had a
stage built in the middle of the school grounds.
Each of the teachers will get a certificate of recognition.

Bikers to Ride
For Peace in Mindanao
ZAMBOANGA CITY – Ten
motorcycle riders from
Brunei, Indonesia, and
Malaysia arrived Friday
from Sandakan, Malaysia
to take part in a motorcade
dubbed as “Ride for Peace
Movement.”
The bikers riding on big and
expensive motorcycles like
Harley Davidsons, BMWs,
and Hondas, took a roll-onroll-off (ro-ro) ship from
Sandakan and arrived at the
local wharf without fanfare.
Datuk Douglas Primus, a Malaysian lawyer who heads the
group, said they later paid a
courtesy call on Mayor Celso
Lobregat.
Primus said the bikers converged at the Sandakan port
and took the overnight ro-ro
ship to Zamboanga City.
He said the motorcycle team
intends to complete a 3,200kilometer ride passing the
major cities in Mindanao like
Zamboanga, Davao City, Ge-
neral Santos City, and Cotabato.
The ride for peace team will
later embark on other bike rides in other Southeast Asian
countries.
Primus, 55, told Lobregat that
aside from the group’s aim to
promote peace among Southeast Asian neighbors, the
bikers also want to establish
a regular transportation route
from Sabah to Sandakan in
Malaysia to Zamboanga City
and the rest of mainland Mindanao.

Kinabalu in Sabah, said part
of the group’s objective is
to meet new friends and big
bike enthusiasts in the Philippines.
Primus said this is the first
time he visited Mindanao,
but that despite the news of
armed conflict and violence
in the island, the team members were not discouraged to

monitoring the movement
of migratory birds that
are starting to fly in with
There are at least 55 areas
in the country identified as
favorite stop-over areas of
migratory birds.
According to the Department
of Environment and Natural
Resources (DENR)-Southern Mindanao, these migratory birds may be considered
as among the carriers of the
dreaded Avian flu H5N1 virus.

pointed out that precautionary measures have been put
in place to make sure that the
country remains bird flu-free.
“We are monitoring these areas frequented by migratory
birds.Precautionary measures
are also strictly being implemented in our airports and
seaports to make sure that
bird flu does not enter the
country,” Calderon said.
At least three of these areas
are in Southern Mindanao
— in Barangay Banayb anay
in Lupon, Davao Oriental;
Barangay Balasilan in Malalag, Davao del Sur; and in
Barangay La Paz, Carmen,
Davao del Norte.

He said he now owns four
Harley Davidson bikes and
a Kawasaki 800 Classic. “It
was just a dream before. Now
the only thing I want to do is
to ride, ride, ride,” said Pri-
mus who brought along his
Electra Glide Classic Harley
Davidson 1993 anniversary
model.
Youths gather in Davao event
DAVAO CITY – Close to 10,000 youths from all over the country gathered here yesterday for the start of the week-long National Youth Day (NYD) celebration.
Davao Archbishop Fernando Capalla said the gathering marks the first time that the NYD is
being held in Mindanao.
Although the event is led by the Catholic Church, youths from other faiths, including Muslims, are taking part in the event.
Foreign delegates were also noted in yesterday’s opening of the NYD.
The NYD delegates were ushered yesterday to different parishes which will act as their sponsors during the week-long celebration for young people aged 13 to 39.
Capalla said the NYD participants will discuss issues affecting them.

MOSCOW - The Philippine government, working with the private sector, marked the maiden
launch in Moscow of a collaborative campaign to promote Philippine cuisine around the world
by holding the Flavors of the
Philippines Food Festival at the
Governor Restaurant on 18-23
September 2006, the Embassy
told the Deparment on Monday.
Continuing yearlong celebrations of the 30th anniversary of
the establishment of diplomatic
relations between the Philippines and Russia this year and
backed by a record growth in
tourists, the Department of
Tourism (DOT), the Department of Trade and Industry
(DTI) - through the Center for
International Trade Expositions
and Missions (CITEM) - and
the Embassy organized the sixday festival in conjunction with
DOT’s annual participation at
the 12th Otdykh Leisure Fair
held at the Crocus Expo last
week.
Flavors, which was billed as a
“celebration of the finest Filipino tropical culinary traditions”,
was made possible by the technical collaboration of the leading
chefs of the popular Via Mare
traditional Filipino and seafood
restaurant in Manila, headed by
Glenda Rosales-Barretto, the
grande dame of Philippine cuisine.
The festival, the first public-private collaboration of its scale in
the world for Philippine cuisine,
is the first step in the multi-stage Kulinarya Filipina program,
which combines DOT’s flagship
program for food and DTI-CITEM’s Philippine food export
promotion aim to add another
dimension to tourism promotion
as well as promote and strengthen the presence and acceptance of Philippine flavors in the
international market.
Three events were held in highlight the Philippine food
during the festival: a formal
Degustación dinner on 14 September for select members of
media; the Recepción party for
tour operators and business leaders on 20 September; and the
elite Cigar Salon, to allow prominent Russians and expatriates to sample Philippine cigars
and rum, barako and muscovado sugar.

La Flor de Isabela and Tanduay
Distillers, Inc, provided supplies
for the events at the Embassy
Residence and the restaurant,
which is located near the Moscow City Hall and also caters
for the Russian Presidential Ad-

and the Federation Council.
Held at the Embassy Residence, the Degustación was hosted
by Ambassador Ernesto V. Llamas and attended by editors,
columnists, correspondents and
food and cigar critics from such
English- or Russian-language
publications as Izvestiya newspaper, Gastronom, Menu, Hecho a Mano, Cigar Clan, Where
Magazine, Passport Magazine,
Element Moscow, Stolitsa TV
Channel and Kutuzovsky Prospekt.
Passport Magazine characterized Filipino cuisine as perhaps
the world’s first fusion cuisine
while Polina Pushkina, the publisher of the weekly events guide Element Moscow, said she
believed Philippine food would
be liked by the Russian public,
which favors non-spicy flavors.
The festival is also sure to help
propel forward an emerging
boom in Asian cuisine in the
Russian capital, which has definitely shifted its attention and
pointing its pockets from European cuisine toward Asian cuisine, which has traditionally been
dominated by Japanese and Chinese cuisine but is now leading
toward Southeast Asian food.
Cuisine offerings included different varieties of Ensaladas
(salads), exotic appetizers and
main dishes such as the delectable Kilawin (fish marinated in
coco vinegar), Relleno (stuffed
trouts), Sugpo sa Gata (prawns
simmered in coco cream), and
the famous Sinigang na Hipon (shrimps cooked in shrimp
broth).
Various courses of Filipino meat
dishes were also served during the fiesta (festival)-themed

stewed in garlic and vinegar),

OSLO AUDIENCES
In cooperation with Stockholm 8, a Filipino association in Sweden, the Philippine Embassy staged a duo
piano concert starring Vancouver-based artists Dorothy
Uytengsu and Victoria Francisco on 20 October 2006 at
Nybrokajen 11, a renowned
19th century concert hall in
central Stockholm that was
home to the Nobel Prize ceremony.
Entitled From the Philippines
with Love, the concert also
featured guest performing
artists Francisco Aseniero,
Jr. (tenor) and Al-Jar Rakiin,
a member of the Stockholm
Academic Male Choir. From
the very first strains of Rachmaninoff’s Rhapsody on a
Theme by Paganini to the
final chords of Raul Sunico’s Philippine Airs, the duo
pianists’ world-class caliber
was unmistakable to a rapt
audience who made their appreciation known with avid
applause after each piece.
Frankie Aseniero too touched
the audience with his stirring
renditions of one of Sweden’s
best-loved songs, Vem Kan
Segla, and Lucio San Pedro’s
Sa Ugoy Ng Duyan. He was
ably accompanied on the piano by Teresita Ruutu, herself a former member of the
Philippine Madrigal Singers
and pianist for the Finnish
National Ballet Academy in
Helsinki. AJ Rakiin rounded off the concert with pop
songs from the Philippines
and Sweden as well as a
piece from Cameron Makintosh’s Miss Saigon. For their
encore, all five artists brought
the house down with an Abba
medley with the impromptu
participation of Ambassador
Victoria S. Bataclan.
The evening fittingly ended
with the artists performing
Bayan Ko which brought
tears to the eyes of most Filipinos in the mixed audience.

PARIS - Last October 22, Mrs. Gensat’s lovely
place was transformed into a haunted house with
cobwebs, pumpkins and black and orange confetti
and balloons.
The master’s dining table was magically filled with
luscious French and Filipino dishes while the “creatures of the night” arrived with their little monsters,
frightfully dressed in colorful animations.
The little tots ran across the room and in the garden,
scaring one another with their “borrowed” appearances. A special price was given to the most creative
costume, a witch-ballerina, lovingly made by Mrs.
Ledoux. Probably because of the creepy ambiance
and the sumptuous, bloodcurdling food, the occasion unleashed the participants’ hidden talents during
the program which was prepared for both the young
and (not very) old. Games such as the piñata and
hidden-rubber band for the kids, and cotton-ball relay, newspaper dance and luksong-tinik for the older
ones rattled bones and gave a hair-raising experience to the sleepy ghouls. After the spooky merrymaking, a meeting was held to decide on the first ge
neral assembly meeting and Christmas party of the
Filipino-French Couples Association.

They have shown their talent. They
have won the admiration of many
youth. They were cheered and applauded. They have been undefeated.
They are the Best Street Dancers in
the whole of Germany. They are the
Flip Squad Dancers!
This award-winning youth group is
composed of Jeff, JC, Nelson, Karen,
Franzi, Daniel, David, JP, Nino, Tynnie, Paolo, Tyann, Rhyan and Manel.
Most of them are Filipinos or Filipino
Germans living in Berlin.
They dance for fun. Some of them
work while others still go to school.
But dancing binds them together.
They have been participating in dance
contests since 2002. Their first victory was during the “Dee’s Starsearch
Contest” in 2002. Two years later,
they won the “Berliner Meisterschaft
Streetdance.” They were able to de-

The Arts Exhibit, “Philippinische Farbe” (Philippine Colors) was opened to the public on November 9, 2006 at the
Fachklinik Kamillus in Essen, Germany. The Philippine
Embassy- Bonn Extension Office, the Ala Eh group and the
Kunst Gallery, Philippines presented the Paintings of five
distinguish Filipino Painters, namely: Edwin Wilwayco,
Aris Cecilio Bagtas, Rafael Arenillio Cusi, Aner Sebastian
and Giovanni dela Rosa. The exhibit is open until December 15, 2006.
The Exhibit was also possible in cooperation with the Filipino Community in Essen with the Provincial Superior of
the Camillians, Fr. Dietmar Weber as Chaplain since 1993.
He is supported by the Filipino Camillian Priest, Fr. Manny
Tamayo. They celebrate Holy Mass every first and third
Sundays of the month and during special occasions. The
Chaplaincy is visited by Filipinos from Essen and nearby
cities.

week later, they went to Heidelberg
for the “German Dance Video Clip
Competition”, again they won first
place. This is the second time that
they were crowned the Best Dance
Video group in Germany.
One great privilege they had this year
was to dance with Shakira and Wyclef
Jean live on stage during the Final
Games of the World Cup in Berlin
last July 9. They showed once again
that Filipinos are one of the world’s
best dancers and that we, Filipinos
could shine abroad.
Maharlika celebrates 10th Anniversary
The Maharlika e.V., is a socio-civic group of
Filipinos and Germans in Berlin. They celebrated their 10th Anniversary with songs,
dances and raffle draw in a Benefit Concert
last November 11, 2006 at the Werkstatt der
Kulturen in Berlin.
The show started with the Classical Music
rendered by Abelardo Galang II (piano) and
Abdul Candao (Tenor).
The second part was the Muslim Dance by
members of the Maharlika. Nicole Koppa also
entertained the guests with her two songs.
The evening ended with the raffle draw. Maharlika President Cora Reyes thanked the
guests especially the members of the Philippine and Belgian Embassies for their support
and assistance.

dinner.
Shortly after, Mat Ara asked the members
to vote for this year’s set of officers. Just

naman sa grupo ng mga pranseng
tour operators ang kasiyahan maging
bahagi at maanyayahan ng araw na

Ang Pamaskong Handog Para
sa mga Filipino – Culture Clash
Ang pinakakilalang grupo ng mananayaw na mga pinoy sa Oslo na tinatawag na “The Hiyas Performers” ay
maghahandog ng pamaskong ”sayaw
at awit” sa darating ika-3 ng Disyembre, araw ng Linggo. Ito ay gaganapin sa “Rockefeller Music Hall”,
alas 7.30 ng gabi. Kasamang maghahandog ng kasiyahan ang grupo ng
mga kabataang “Manoeuvres.”
Ilang linggo nang naghahanda ang
nasabing grupo ng mga bagong katutubong sayaw at mga modernong awitin para sa kasiyahan ng mga manonood sa gabing iyon.
Background of The Hiyas Performers:
About 10 years ago, a small group of
Filipinos from Oslo and Bergen were
invited to perform a few dance and
song numbers on the celebration of
the ASEAN 30th foundation anniver-
sary. The response was overwhelming.
Due to this overwhelming response,
and the lack of an organized cultural establishment for Filipinos, those
that performed from Oslo, specifically four of them, agreed to form a
permanent performing group. Their
goal then was to promote the Filipino
culture by performing and teaching
ethnic and modern Filipino dances
to those interested. The group then,
started practicing and teaching both
Filipinos and Norwegians regularly.
Three of the original founders, Ludi
C.Fjeld, Rosanna Andersen and Raul
Vasquez are still very active with the
group activities and arrangements.
The group called themselves “Perlas
ng Silangan” and then later the “Hiyas Performers”. Hiyas means gem in
English. The group looked at them-
selves as an unpolished gem that glitters when cut and polished. The group
specialized in dances like, the Tinikling, Sayaw sa banko, Pandango sa
ilaw, La Jota, and some more ethnic
dances.
The Hiyas performers are not only
dancers, but they have shown their
versatility also in stage acting, staging
small Filipino stage plays too. The performers enhanced their repertoire by
performing ethnic dances from other
countries, like Latin America, Hawaii
and New Zealand. Leonora Garshol
and Luis Gutierrez had always been
patient in sharing their artistic talent
in Latin American dances.
The Hiyas Performers are regular
guest artists, both in public arrangements like, the Oslo gate dance and
Akerselva Festival. The group had
won prizes both for their costumes
and performances at Oslo Gate dance.
They are regularly invited to private
parties like weddings and birthdays.
Some of the original performers are
still active, a few has left, but new
interested performers have joined.
Loyal members, like Mara Acantalicio, Julie Santos and Lucy Echavez
Bæreg, have been on stage for many
years for The Hiyas Performers.

Hindi naman ito inintindi ng kasama ko bagkus tuloy tuloy ito sa CR, isang oras din kaming nagbiyahe at di namin alam kung anong
oras matatapos ang film. Pagkaraay dali-dali
kaming pumasok, nadatnan na namin ang
eksena kung saan nagdarasal si Gina Pareno.
Humanap kami ng puwesto sa pinaka loge
ng sinehan dahil halos puti ang lahat ng nanonood. Tanging ang tagalog dialogue ng pelikula ang maririnig mo. Tahimik na tahimik,
malayong malayo sa pangkaraniwang sinehan
sa Maynila.
Ang panoorin ang pelikulang kasama ang
ibang non-Filipinos sa salle made me realize
na we’ve always taken things for granted, bigla tuloy akong nahome sick, to think na tagalog film itong pinapanood namin, wala man
lang popcorn or sinangag na mani.
Matapos ang pagdarasal ni Amy (Gina), biglang pumasok ang chasing over the rusting
‘rooftop’ scene. Anong sinabi ni Spiderman!
Ninerbiyos tuloy ako at naisip ko na lang na
dahil sa mga kinakalawang na yero eh biglang
mahulog ang hinahabol kung di man ang humahabol.
Hindi naman makatingin ng diretso si madame, ninerbiyos din siya sa paglipat lipat ng
mga ito sa bubong. Di ko lang alam kung pareho kami ng iniisip.
Matapos ang walang kamatayang eksena ng
habulan humantong ang humahabol sa isang
open na banyo just to end up na mabambo ng
isang babaeng nagsho-shower.
No wonder na umani ng award ang pelikula,
ito ay dahil na rin sa mga witty dialogues at sa
galing ng pag arte ni Gina.
Lahat ng aspeto ng buhay Pinoy ay ipinakita sa pelikula, naroroon ang pagkakaroon ng
suwerteng makapag asawa ng pinay ng puti
(kung suwerte nga) at ang pagkahilig ng pinoy
sa artista.
Of course, ang main trait ay tinalakay sa hilig
ng pagtaya ng tao sa ‘jueteng’ kung saan walang sinisinto, mula sa tao sa kanto hanggang
sa hepe ng presinto, na matapos pakabahin si
Amy, sa inaalalang pagkabilanggo ay tumaya
pa ng ‘secret’.
Naroroon rin ang ilang karaniwang takbo ng
buhay ng pinoy, na laging tago ng tago o bahala na, basta makalusot, ang paniniwala sa pamahiin, ang hilig sa suwerte, malaking factor
rin ang pagiging relihiyoso ng tao na siyang
tanging sandigan upang patuloy na mabuhay.
Marami sa mga dialogues ay timely at queer,
tulad ng pagtaya ng numero dahil nagbirthday
ang manok ng isang mananaya.
Sabi nga ni Mr. Oliver, ang pelikula ay tinatawag na ‘tranche de vie’ kung saan walang
umpisa at walang katapusan, sa gayun ikaw
na ang bahalang maglagay kung ano ang nais
mong maging ending.
Patuloy na umaani ng award ang pelikula, isa
rito ang best picture award recently sa Moscow
at India kung saan nakamit ni Ms Gina Pareno
ang pagkabest actress.
Matapos ang pelikula, nakasalamuha namin si
Ms Gina Pareno at ang direktor na si Jeffrey
Jeturian, isang karangalan at napakagandang
pagkakataon na makaharap mo ang karakter
ng pelikulang ilang minuto lang ay pinapanood mo sa screen.

iba pang sekta din ng mga italyano na
ang iba ay galing pa sa Napoli. Mula
sa harapan ng building ng FAO(Food
Agricultural Organization) at WTO
(World Trade Organization) ay nagsamasama ang mga migrante upang ipaglaban
ang karapatan na itigil ang kagutuman
at kahirapang tinatamasa ng buong
mundo sa kasalukuyan. Isinagawa nila
ito noong ika-8 ng Nobyembre araw ng
Miyerkules sa Circo Massimo Metro

silang sumisigaw upang mapakinggan

ay napapako lamang ang sinasabi ng
FAO na ginagawa nila ang lahat para
mawaksan ang kagutuman bagkus lalo

Sa Bangladesh karamihan ng magbubukid
ay naghihirap o kaya naman ay hindi
kanila ang lupang sinasaka o kaya
naman ay wala ng masaka. Sa Indonesia
ay ganun din ang nagiging problema.

HOLD 11TH CONFERENCE
“To have fellowship with different Filipino churches,
to encourage and help one another and to have one
single trust”.
According to Rev. Ricardo Bolus of the Agape
Christian Fellowship in London was the objective
of the 11th European-Filipino Christian Networking
Conference held last October 30 to November 3, at
Hotel Mediterranio, here in Florence.
The conference was participated in by about a hundred
of delegates from France, Belgium, Germany, The
Netherlands, Spain, United Kingdom, Italy, America
and Iran.
According to Rev. Antonio Ibarra of the Jesus for All
People e.V. of Wettenburg, Germany, they are trying to
help the Overseas Filipino Workers to find a meaning
on why this has happened to our nation by centering
on people being one and finding meaning through
the glory of God, through the bible and through the
preaching of the gospel.
Rev. Ibarra added that many of their members gave
their testimonies during the conference.
Their real-life experiences concretize the purposes of
God why the Filipinos are scattered around the world.
He said that despite of the problems and the reasons
why they came out of the country, God turns it around
for good. These should encourage the Filipino migrants
to also become blessings to their host nations.
“So to our kababayans, we can do something. We
should not say that we are just Filipinos, no, God
has blessed us Filipinos to serve as blessings to these
nations” Pastor Ding Bolus would like to share to all
the Filipinos around the world.
Rev. Francis Santos, Senior Pastor of ADI-MEF Italy in
Rome remarked that their focus is not just the Filipinos
but also the people of other nationalities. The ADIMEF Florence headed by Pastors Albert and Shirley
Lopez was the host church of the conference.
The speakers were Dr. Everett McKinney, Rev. Joseph
Disarno, Rev. Terry Hoggard, Rev. Mark Purkey, Rev.
Larry Manuel, Rev. Francis Santos, and Rev. Antonio
Ibarra.
The Secretariat was composed of Ptr. Rachel
Evangelista as the Chairperson, Ruth Santos, Ida Bolus
and Sarah Ibarra.

Ambassador Tiglao’s First Visit in Cyprus
His excellency Ambassador Rigoberto Tiglao of
the Philippine Embassy in Athens Greece made his
first official visit in Cyrpus for the presentations of
his presidentials. He met the President of Cyprus
Tassos Papado Poulous with other government
officials and counterparts to discuss the problems
of filipino nationals who were left without a consul since Sept. , 2006 because of the resignation
of former Philippine Honorary Consul Vanthoula
Constantinides. According to the Ambassador the
President of Cyprus is highly aware and concern on
the situation of the filipinos. He planned to make a
diplomatic action to solve the problems. The Ambassador was welcome warmthly by some Filipino
leaders from Limasol, Nicosia, Pafos, and Paralimni namedly Arnel Ambon, Marivic Balachica,
Marites Caligtan, Annie Cortez, Elizabeth Fernandez, Bong Jusi, Primrose Lomas, Emma Pedroso
(Emong), Annaliza Salvacion, Jennifer Saydawan,
Rosalie Veniegas, and Nemuel Yearna, Guirre
whom he met the absence of the Philippine Honorary Consulate he is convincing the Philippine Overseas Employment Administration (DOLE) to put a
person in Cyprus. An OWWA Officer and/or Labor
Attache to look after the welfare of the filipinos. As
an Ambassador, one of his main goal is to talk with
the Ministry of Cyprus regarding the Social Insurance of the filipino workers in addition to the assistance and help given primarily with employment
related problems. During the meeting the Ambassasor urged the filipino leaders to be united and keep
one another to inform the Philippine Government
in Manila regarding the problem concerning issues.
The Media is a very helpful medium to voice out
the complaints issues and problems. He planned
to set a media interview with the leadership future
to be heard widely with forceful voice. The Ambassador asked the Filipino Communities to give
them about 2-3 months to set-up a new consulate
officer. There is consular service from time to time
but it’s too expensive to come to Cyprus most often
as what the Ambassador’s Secretary Ms. Cielo L.

Saved from deportation
Expulsion of illegals stepped up by France
PARIS, Oct. 31 - *Melvin Agustin, a
38 year old Filipino father of three.
His family was among those who
applied and was granted the amnesty this summer. Melvin arrived
in France 16 years ago with his wife,
Elsie who followed him two years after he left the Philippines. They live
with their children aged 8, 7 and 1.
As soon as Melvin heard about the possibility of acquiring an amnesty granted, they became one among thousands
of families who lined up in the prefecture in Bobigny. He prepared necessary
documents; cheque emploie service,
EDF factures, quittance de loyer and
children school documents and brought
them over to the prefecture where he,
together with one of his neighbors,
stayed and slept outside the prefecture
of Bobigny the night before, to be sure
to be received the next day. Melvin
mentioned that he was a bit anxious
because prior to their application, their
couple’s application to a previous 10 yr
residency rule was denied.
The prefet officer who received his
dossier issued a recipisee and asked
Melvin to wait for the examination of
their dossier. Fifteen days later, Melvin
received a convocation letter asking
him and his wife to go to ANAEM, to
be able to secure medical examinations
in relation to their application. Exactly
ten days after the medical examination,
the couple received a letter saying that
they needed to come back to secure a
temporary residency renewable permit, legally allowing them to stay for a
year. The couples heart was filled with
joy and from then on, they realized that
they will be granted the right to legally
stay in France.
Agustin’s family was among the thousands who applied for the amnesty according to Sarkozy bill. However, not
all of those who applied had the luck
of the Agustin family. His neighbor
who queued up with him at the prefecture, who arrived in France at the same
time as Melvin and who had the same
number of children was denied. Probably he was not granted the amnesty
because he claimed to have declared
‘heberger chez quel qu’un’ (living at
another person’s place) in his application.
Another case is Nenita Beltran, a 33year-old Filipino mother of two. Her
family was also among those who applied for the amnesty this summer.
They met Sarkozy’s residency criteria.
Beltran and her husband arrived more
than 10 years ago, their 13-year-old
daughter has been in school in France
since 2000, and their son was born here
four years ago.However, 15 days after
their application, Beltran was among
the 24,000 applicants who received letters from the government asking them
to leave France. She now fears that the
authorities will come after her and her
children.
“I’m really afraid,” said Beltran. “I had
everything they asked for and papers to
prove it. I don’t understand what else
they needed.” According to Richard
Moyon of the Education Without Borders Network, the risk of deportation
is small for families like Beltran’s. His
organization has collected over 100,000
signatures of people vowing to protect
children from deportation. In the Filipino community, confusion and panic
arised from the applicant families.
Some went to say they would change
lodging, others suspect that it is a first
come-first served basis. Sarkozy annonced that 6K families will be granted
amnesty and those lucky ones who arrived to fill that number got lucky, leaving those who filed right after an easy
prey to be deported.
France has accelerated its deportation of illegal immigrants and is more
than halfway toward its 2006 target of
25,000, the Interior Ministry said, but
with a new school year approaching,
the government appears to have largely
refrained from expelling families with
school-age children. The issue is highly emotional, with the government under pressure both from the left and the
far right - and from ordinary citizens.
The first wave of deportation was seen
last September where passengers on an
Air France flight to Lagos tried to prevent the plane from taking off when
they learned that a Nigerian youth was
being deported against his will. Nonetheless, the expulsions of Africans,
Asians and East Europeans are moving
forward, reaching 12,716 as of July 31,
and accelerated in August, according to
Franck Louvrier, spokesman of Interior Minister Nicolas Sarkozy. France
expelled 20,000 illegal immigrants in
2005, and Sarkozy vowed to step up the
pace after suburban riots last autumn in
areas largely inhabited by people of foreign extraction.
Mobilization in favor of illegal immigrants has a long history in France,
which prides itself as a land of asylum.
Last Oct. 15, hundreds of people in
Paris commemorated the 10th anniversary of the storming of a church by the
police in the Montmartre neighborhood
where 300 illegal immigrants had taken
refuge. At the time, celebrities like the
actress Emmanuelle Béart joined nongovernmental organizations in demanding residency papers for all concerned.
They received the papers, as 80,000
other illegal immigrants did, after a
Socialist government came to power in
1997. However, times have changed
and while Germany, Spain and Italy recently announced mass amnesties for
illegal immigrants, Paris has ruled out

What is Christmas?
Christmas. What are the
particular objects and characters in a Christmas crib?
came to stay with us, to remain in our hearts and in
our homes. This Christmas, let us invite Jesus permanently into our lives. We must remember Jesus
not only this Christmas but in all the seasons of the
year and of our lives.
1. “…wrapped in swaddling clothes” (Luke 2,7).
The swaddling clothes symbolize the humanity of
Jesus. He came and embraced our humanity. Jesus
went down to our level so that he could raise us to
an incomparable level. He was one of us and one
among us. He was not ashamed to be identified with
us. Although we are small and insignificant, God is
always searching and reaching out for us. No matter how less, little or low we are, God makes us feel
special. With the birth of Jesus, God extended His
hands to us and wrapped us in His loving embrace.
This Christmas, let us not forget those who have
nothing. Those who have no food on their table.
Those who have no clothes or shelter. Those who
have no one with them. Let us do something for
them this Christmas.
3. “… there were shepherds camping in the countryside” (Luke 2,8). The shepherds were even then
considered as ordinary and marginalized people.
They had no impressive social status and high educational backgrounds. They were treated as outcasts
and some were even looked at as public sinners.
But they were the first recipients of the Good News.
They were the first who believed and welcomed Jesus. This shows that salvation is open to all. No one
is cast out. No one is left out in the cold and dark.
Jesus is for all. He welcomed all. This Christmas,
let us extend our friendship, our help and our forgiveness to everybody. Let us reach out to all. Let
us speak to them. Let us share Jesus with them.
2. “…because there was no place for them in the
inn” (Luke 2,7). The inn symbolizes continuous
movement. It is a place for transients. It is certainly
not a permanent residence. Jesus came to us. He
came to us not as a transient, not just as a visitor. He

2,16). The manger symbolizes food, life. Jesus
came to give us new life. He leads us to eternal life.
Jesus is offering Himself as our spiritual food. Jesus said, ‘I am the bread of life, whoever comes to
me shall never be hungry; and whoever believes in
me shall never be thirsty” (John 6, 35). Jesus as the

with human mind. He acted with human will, and
with human heart he loved” (22).
The birth of Jesus is God reaching out for us and
freeing us from our old self, from our sins and
selfishness to bring us into His Kingdom. God is
reachable.
He is touchable. God who is divine became human
and made himself become vulnerable.
God is now among us. With the birth of Jesus, God
is extending His hand to us. He will not rest until
He has found us. The Christmas season tells us to
reach out also to God, to return to Him and to remain with Him.
Let us not remember Jesus only during Christmas.
Rather, we must reconcile with Him for the rest
of our lives. As we celebrate His birthday, let us
not forget to invite Him in our hearts and in our
homes.
First, Christmas means that God is reaching out to
us. Though man sinned and fell from grace, God
did not abandon him, God did not ignore man. Instead he made a promise to save him. God fulfilled
His promise and did it in an extraordinary way. God
did not send a messenger or human intermediaries. He gave us His only Son, Jesus. Saint Matthew
wrote in his Gospel, “All this happened in order to
fulfill what the Lord has said through the prophet:
the virgin will conceive and bear a son, and he will
be called Emmanuel which means, God-with-us”
(1,22-23).
Jesus came among us to experience our pain, our
sorrow and our anguish. He became one of us except in sin. Gaudium et Spes, the pope’s encyclical,
describes it by affirming, “…for, by his incarnation,
he, the Son of God, has united himself with each
man. He worked with human hands, he thought

us. Jesus came out of love and with love. He did
not come to punish us or to condemn us. Rather he
came to share with us the Father’s love. He brought
us the Father’s mercy. He gave us the Father’s forgiveness. Tertio Millenio
Adveniente, another of the pope’s encyclicals, affirms this by saying, “Becoming one of us is the
greatest humility that the Son of God took. He
stripped Himself of His divinity to elevate our dignity” (5).
Jesus redeemed us from our sorry state of sin. Jesus ransomed us from the dominion of Satan, thus
reconciling us with the Father. With his birth, Jesus
rebuilt the bridge leading us to the Father.
He healed our hurts, nursed our wounds, strengthened our tired spirits, cleansed our souls from sin
living bread will quench our spiritual hunger. The
manger prefigures the table of the Holy Eucharist.
This Christmas, let us contritely prepare our souls
for Jesus. Let us bring our whole family to the table of the Holy Eucharist and receive Him in Holy
Communion.
5. “…wise men from the east arrived” (Matthew
2,1). The wise men represent the “gentiles”. They
were those people who were considered by the
Jews as “outsiders” from God’s plan of salvation.
But these people, as represented by the wise men,
are those who are always searching for God and
who are willing to sacrifice their power and position for the chance of serving God. They stand for
those who, after finding God, are only too willing
to offer everything to Him. The coming of the wise
men to pay homage to the newborn King connotes
that God’s love is for all.
All can find God and God is not hard to find. He
makes things easy for those who are looking for
Him. God is not confined to a particular country or
to a particular group of people. God is not exclusive
to a certain culture or creed. He wants all to come
to Him, to experience Him and to be with Him. This
Christmas, let us go to God. Let us offer some sacrifices to God. Let us offer the best we can give to
Him.
and purified our hearts from shame. He did all these
so we could return to the Father and live with Him
in our true home which is heaven.
Third, Christmas means that God is restoring those
who have wandered away from Him. He is restoring us to our former dignity, to His fellowship. With
the birth of Jesus, He returned to us what was lost
due to our sins. We got back our dignity as adopted
children of God and returned to God’s grace and
His loving fold. Jesus became human so that we
could be divine. He emptied Himself so that we
could have the fullness of life.
He became powerless in order to empower us over
sin and death. Saint John said in his Gospel, “God
so loved the world that he gave his only Son that
whoever believes in him may not be lost, but may
have eternal life. God did not send the Son into the
world to condemn the world; instead, through him
the world is to be saved” (3,16-17).
Christmas is going back to the essentials; to what is
good and true. In the manger, there were no material comforts, no important guests, no modern conveniences. There only shepherds. There were only
the swaddling clothes to wrap the newborn baby
in. Yet there was a treasure there beyond compare.
Jesus was born. Jesus was there, the “pearl of greatest value.” Let us celebrate our Christmas really
with Christ. If we do this, surely there will be love.
There will be peace.
There will be salvation. For He is with us. We will
not be lacking in anything. No one will be left out.
No one will feel that “there was no place for them
in the inn” (Luke 2,7).
