National Library Week
Greene
County
Commissioners
proclaimed the week of April 12-18, 2015,
National Library Week during their April
2 regular meeting. The proclamation
recognizes libraries and librarians for
helping to change lives in their
communities, campuses and schools by
providing resources and services to meet
community needs. County residents are
encouraged to visit a local library and take
advantage of all the resources available.

magazines. The GCLS hosted its first
countywide fundraiser April 25 at the
Greene County Fairgrounds.

Grange Month
Greene County Commissioners proclaimed the
month of April 2015 Grange Month during their
April 2 regular meeting. The proclamation
recognizes the Grange organization for
advancing the interest of farmers, rural
Americans and the nation’s families through the
idea that “Community is the Foundation of
Happiness.” Founded in 1867, the Grange values
service through educational efforts, leadership,
and commitment to families, homes, farms,
communities and the nation.

Greene County Commissioners proclaimed the month of April
2015 Child Abuse Prevention Month during their April 2
regular meeting. The proclamation acknowledges that child
abuse is the leading cause of out-of-home placements in
Greene County, and encourages the community to help protect
children from physical, sexual and emotional abuse.

administrator, thanked the commissioners for their support
and reported that in the first three months of 2015, CYS
responded to 292 incidents involving 227 families and 482
children, an increase over last year’s numbers from the same
time period.
Paint Greene County Purple Day
Greene County Commissioners proclaimed Friday, May
1, 2015, Paint Greene County Purple Day during their
April 16 regular meeting. The proclamation supports the
American Cancer Society Relay For Life of Greene
County, which will be held May 2-3 at the Waynesburg
Central High School Raider Field of Pride. Purple is the
official color of Relay For Life.
Janice Blair-Martin, co-lead of Relay For Life of Greene
County, noted that this is the 20th year Greene County
has participated in Relay, which has raised $2.1 million as
of last year. “It’s such an important part of Greene
County,” she said. “The community support is
overwhelming,” added Steve Gillis, American Cancer
Society Relay For Life specialist.

Greene County Commissioners proclaimed the
month of May 2015 Older Americans Month. The
proclamation
acknowledges
the
thriving
community of older citizens living in Greene
County who have made contributions and
sacrifices to ensure a better life for future
generations. The County is committed to helping
all individuals live longer, healthier lives by
partnering with programs, agencies and other
service providers. The proclamation also
emphasizes the importance of community
involvement in helping enrich the lives of
individuals of all ages, including promoting
physical and social activities, offering chances to
volunteer and supporting independent living.
The 2015 Senior Games will take place
Wednesday, June 17, at Waynesburg Central High

Sexual Assault Awareness Month
Greene County Commissioners proclaimed the month of
April 2015 Sexual Assault Awareness Month during their
April 16 regular meeting. This year’s theme, in conjunction
with the domestic violence awareness campaign, is “No
More.” The proclamation acknowledges the importance of
educating the community about sexual violence prevention,
supporting survivors and speaking out against harmful
attitudes and actions. The proclamation also supports the
public and private efforts to prevent sexual violence and
recognizes the impact it has on every community, including
Greene County.
Joanna Dragan, supervisor for the Sexual Trauma Treatment
and Recovery Services (STTARS) program and outreach and
development coordinator, presented the commissioners with
information related to stopping abuse, including “No More”
window clings. Dragan also announced that the
Southwestern Pennsylvania Human Services (SPHS) Care
Center, Domestic Violence Services of Southwestern
Pennsylvania, FISA Foundation and numerous other
organizations have formed a new regional collaborative
called “Southwest PA Says No More” aimed at ending sexual
and domestic violence.
“Silence is what allows something like this to continue,”
Dragan said of sexual and domestic violence. “‘Southwest
PA Says No More’ encourages residents to not tolerate
violence in their communities.”

Kids have a ‘hopping’ good time at Mon View Easter events
The Easter Bunny greeted more than 250 children and adults who turned out for the Greene County Department
of Recreation’s Easter egg hunt and skate, held Saturday, March 28, at Mon View Park in Greensboro.
The day’s festivities kicked off at 1 p.m. with an Easter basket decorating contest in the roller rink. Prizes were
awarded for winners in four age categories.
The Easter basket decorating contest winners were:




Ages 1 to 3: First place, Austin Halbert, 3, of Nemacolin; second place, Kalei’a Chun, 10 months, of
Nemacolin; and third place, Kyleigh Reese, 3, of Lakelynn.
Ages 4 to 5: First place, Eric Carter, 5, of Jefferson; second place, Ke’Lani Chun, 4, of Nemacolin; and third
place, Kaleb Reese, 5, of Lakelynn.
Ages 6 to 7: First place, Hunter Addis, 6, of Masontown; second place, Skylar Pike, 6, of McClellandtown;
and third place, Wyatt Downs, 7, of Dilliner.
Ages 8 to 11: First place, Madison Addis, 8, of Masontown; second place, Cacy Cardine, 8, of Cardale and
Maryah Demaske, 9, of Jefferson; and third place, Cody Downs, 8, of Dilliner and Alexia Conard, 10, of
Waynesburg.
First-place winners received a $10 Wal-Mart gift card, and all winners received a single-admission pool pass for
Mon View Pool and Easter-related prizes.
During the contest, Buffo, the World’s Strongest Clown, performed for the attendees. Buffo, of Evans City, is a
former professional baseball player, marathon runner and teacher of deaf and blind students who turned to power
lifting, body building and clowning. His performances vary from county fairs and festivals to corporate events
and company picnics. Buffo entertained the crowd with comedy, strongman acts and live animals.

At 1:30 p.m., children hunted for more than 4,300 eggs hidden
throughout the park. One egg contained a special “Recreation”
coin, and a prize was given to the child who found the egg. The
winner, Tyler Reese, 6, of Rices Landing received a Color
Changing iHome wireless speaker. An Easter skate was then
held from 2 to 4 p.m.
The Easter events were sponsored by First Federal Savings &
Loan of Greene County, Noble Energy, Waynesburg Animal
Hospital and the Greene County Commissioners, and presented
by the Greene County Department of Recreation.
This spring at Mon View Roller Rink, every Friday featured a
“Skate & Dance” from 7 to 11 p.m., and open skating from 7 to
10 p.m. on Saturdays. Admission for all attendees was $8 on
Friday nights and $5 on Saturday nights. The roller rink’s last
day was Saturday, April 18.
Mon View is available to rent for private parties at a rate of $120
for two hours. The price covers admission and skate rental for
20 people. A fee of $3 per additional person will be charged.
Skate lessons are also available by appointment only.

Nicole Fullen and Matthew Roberts!
Date of engagement March 27, 2015. Nicole said that
Matt popped the question in their home with the help of
their Yorkie’s Cooper and Annie. Cooper had a scroll of
paper tied to his bandana that read “will you marry me?”
And as Nicole turned the corner to go find Matt, he was
holding a little wooden heart that said “Yes?” And was
holding Annie in his arms and the ring tied to her
bandana!
Matt and Nicole dated all throughout high school until
her second year of college (6 years). They were high
school sweethearts. They took separate paths and began
dating again in October 2013. Matt is employed with C&J
Welding and works at Baily Mine. He is a coal miner and
certified welder. Nicole works in the Human Services
Department for the Family Center.
Their wedding is June 6, 2015 at the Carmichaels First
United Methodist Church where they are both members.
The reception will be held at the Rices Landing Fire Hall
following the ceremony.

Human Services – IDD Easter Egg Hunt
Commissioner Blair Zimmerman enjoyed the 12th
annual Easter egg hunt and playgroup Friday,
March 27, at the Greene County Fairgrounds. The
hoppy event was hosted by the Human Services
Department’s Early Intervention Program for kids
and family members involved with the program.
This year’s event brought out 31 kids and 37
adults, who enjoyed the free Easter egg hunt, the
Easter bunny, games, snacks, and other
playgroup activities.

Ingredients:
1 ½ cups shredded cheese
Small box of frozen peas – optional
1 box of stuffing mix
1lb chicken (cooked and cubed)
1 box of Jumbo shells (cooked)
Directions:
Combine first 4 ingredients and add 1 ½ cups of sauce
Sauce:
1 can each of
 Cream of mushroom soup
 Cream of chicken soup
 Cream of celery soup
1 soup can of milk
1 cup Miracle Whip
Stuff the shells with the chicken mix and cover with the remaining sauce.
Bake at 375 for 30 minutes covered, then 30 minutes uncovered.

Tri-County Workforce Investment Board
meeting (April 12)
The Workforce Investment Act of 1998 mandated
that the governor of each state designate local
workforce investment areas within each state;
whereas Governor Tom Ridge designated the
geographic and political subdivisions of the
Counties of Washington, Greene and Beaver as a
Local Workforce Investment Area (WFIA).
The County Commissioners of those three
counties, as the chief local elected officials
(CLEO), recognize their responsibilities and have a
willingness to make a commitment to those job
seekers and employers in need of workforce
investment services in the designated local WFIA
and entered into the agreement to organize and
implement activities proposed by the Governor.

Mt. Morris Pharmacy
The Mt. Morris Pharmacy hosted their grand
opening celebration and ribbon cutting on
Saturday, April 25, at 11:00 a.m.
The Greene County Sheriff's Office K-9 Unit and
the Humane Society of Greene County were
present for the celebration. Other celebration
activities included hot dogs, cotton candy, a
bake sale, a fire truck, bounce house, a “meet
and greet” with the "Snow Queen," drawings,
prizes and more.
The new pharmacy is located at 120 Locust
Avenue in downtown Mt. Morris.

Department:

Monday morning, April 13, we see Bob Burrie from our
maintenance department enjoying the sunshine while cleaning up
the lawn after a long-harsh winter and before the predicted
spring showers moved into the area during the evening hours.

The County held a CPR/AED Training on Friday,
April 10, at 9:00 am & 1:00 pm — both lasted
approximately 2.5 hours. It was first offered to
the Safety Committee members, but with 33
spots left, it was opened to all County
employees on a first come, first serve basis. The
training was a success and HR thanks everyone
who participated.
As part of the County Wellness Program,
Biometric Screenings were conducted by
Integrated Corporate Health on-site to county
participants on Thursday, April 23, during the
morning only. The screenings included a finger
stick, which provided Cholesterol, Blood Sugar,
and Blood Pressure readings. The screenings
were a great success, and also were worth 25
points for Wellness Rewards for program
participants.
Safety Committee says, "Make sure you and
your co-workers know the location of the First
Aid Kits, Fire Extinguishers, and Automated
External Defibrillator's (AED)."

Third annual legislative breakfast:
Commissioner Blair Zimmerman attended Community Action
Southwest’s 3rd annual legislative breakfast held on Friday,
March 27, at the Doubletree in Washington. The annual event was
hosted by Pennsylvania Representatives Brandon Neuman and
Pam Snyder.

Community Action Southwest (CAS) has been providing services
to residents of Washington and Greene counties for over 40 years.
CAS offers many services to children, families and individuals at
all income levels and is committed to ending poverty in our
community. Community Action Southwest offers program
service areas including Early Childhood Services, WIC (Women,
Infants & Children), Family & Economic Success and Senior
Services.
Summer applicants advised of new clearance requirements
In accordance with a new state law, applicants for summer positions with the County of Greene who will be working
directly with children must now obtain a set of state and federal clearances before employment can begin.
Act 153, which took effect Dec. 31, mandates that prospective employees 14 years or older who will be responsible for
the welfare of a child or have regular, direct contact with children are required to submit to potential employers a child
abuse history clearance, a Pennsylvania State Police criminal record check and an FBI criminal background check.
The new requirements also apply to previous summer employees. Once the required clearances have been obtained,
current and future employees will need to update their clearances every three years. The clearances will stay on file in
the Human Resources office.
“We are seeing a possible 6-8 week or longer turnaround time for applicants to receive their FBI and child abuse
clearances,” said Rebecca Harris, human resources director. “It is very important that candidates for summer
employment apply for their clearances as soon as possible.”
The new law is also impacting the county Human Services Department as it also affects employees of child-care services,
foster parents and prospective adoptive parents, self-employed family day-care providers, any individual seeking to
provide child-care services under contract with a child-care facility or program and any individual 18 years or older who
resides in the home of a foster parent or a prospective adoptive parent for at least 30 days a year.
The costs of the clearances are $10 each for the child abuse history clearance and Pennsylvania State Police criminal
record check, and $27.50 for the FBI criminal background check. Clearance request forms can be completed either online
or by submitting paper applications. FBI background checks involve registering and visiting a fingerprint location to
scan and electronically submit fingerprints.
The county Human Resources office has compiled a document outlining the steps needed to apply for each clearance. To

Recreation director receives ninth statewide award
Greene County Recreation Director Jake Blaker recently received an excellence in recreation and parks award
from the Pennsylvania Recreation and Park Society, Inc.
Blaker accepted the award at a ceremony held Tuesday, March 24, during the 68 th annual PRPS State Conference
at the Lancaster Marriott and Convention Center in Lancaster, Pa. The Department of Recreation was honored for
the 2014 series of Flashlight Drags drag-racing events held at the Greene County Airport in Waynesburg. The events
provide a safe, legal alternative to street racing and help boost county tourism and the local economy.
“The drag races bring people from all over the region into the county,” Blaker said. “We have had people from as
far as Washington, D.C., participate in the races. With support from the Greene County Commissioners, our vendors,
and personnel from the county prison, EMS, Waynesburg VFD and the Sheriff’s department, we are able to continue
these highly entertaining events.”
Produced by Altered Gas Performance Events, LLC, Flashlight Drags consists of a 1/8-mile race along the airport
runway. Drivers can race as many times as they want and against any of the other racers, all for fun. The format is
heads-up, meaning that both vehicles leave the starting line at the same time. The name of the event refers back
to the early days of drag racing, when a flashlight was used to signal the start.
Since 2006, the Department of Recreation has been recognized with nine excellence in recreation and parks
awards. According to the PRPS, award recipients must demonstrate outstanding quality, innovation, range and
value of appeal, community support, and efficient use of funding, human and material resources in the
development, delivery and use of programs, special events, publications and promotions.
Nominations are rated based on how well they demonstrate the POWER principles, which include how the entry
positions public parks and recreation as an essential community service, its outcome and wow factor, how it effects
change and how it utilizes resources.
“We are extremely appreciative of the work that the Recreation Department does under the supervision of Jake
Blaker,” said Commissioner Chuck Morris, chair of the Greene County Board of Commissioners. “Jake organizes
unique events, and his dedication to the youth of the county has been and will continue to be exemplary.”
The PRPS is the principal state organization promoting quality recreation and park training, networking and
leadership opportunities for those working and volunteering in the field. Headquartered in State College, Pa., the

IT Tips
These are some real basic, low tech tips.
Keyboard problems:
1.
The easiest way to see if your keyboard is responding properly is to tap the Num Lock key – if the num lock
light responds, your keyboard is connected.
2.
Bang the keyboard to get the crumbs out. If you pick up your keyboard and turn it part way over and then tap
the keyboard on the desk, you will be amazed what falls out. All the little crap that falls into your keyboard can cause
specific keys to stop working properly.
Random problems:
Reboot. That’s it…. Just reboot the computer by going to the start button, clicking the arrow next to “shut down” and
selecting the “restart” option.
Things that pop up on your screen:
Not sure what to do with the screen that popped up in front of you? I know this is going to sound crazy but… read it.
Things like Flash updates, Java updates, Adobe updates – these are usually ok to install IF you take the time to read the
screen. Many of these updates try to change your default web browser, install toolbars, change your search provider
etc – but if you read the screens and uncheck any options that look fishy… you should be ok.

The Greene County Veterans Affairs office will provide information and services to veterans in communities across the
county during this year’s schedule of veterans’ outreach programs.

one-on-one in filing claims. Veterans residing in each community who are unable to visit the Veterans Affairs office at
22 W. High St., Waynesburg, are encouraged to attend the outreach programs.
The Veterans Affairs office can assist county veterans, their spouses and dependents with any of the following
programs and services: compensation and pension claims; healthcare applications (VA hospitals and Champ VA);
Dependency and Indemnity Compensation (DIC) and death pension claims; life insurance; unemployment and
homelessness; funeral and burial benefit claims; education benefits; home loans and tax exemptions; veterans license
plates; emergency assistance; flags and holders for deceased veterans’ graves; organizing Memorial Day and Veterans
Day events across the county; and other programs and services.

Conservation District hosted manure management workshops
The Greene County Conservation District hosted two free workshops about writing manure management plans
for local farmers and livestock owners. The first workshop was held from 9:30 a.m. to noon Thursday, April 16,
and the second was held from 6:30 to 9 p.m. Monday, April 20. Both workshops were held in the 4-H Building at
the Greene County Fairgrounds in Waynesburg.
The workshops were free to attend. Attendees were able to choose which session they wished to register for;
attendance at both was not required.
According to state Department of Environmental Protection regulations, anyone whose farm operations
involve applying manure to land – whether by fork, machine or naturally by animal – is required to have a
written manure management plan, regardless of the size of the operation.
“The DEP’s goal is not to go out policing people about manure management plans,” said Karlie Wright,
agricultural technician for the Conservation District. “What they really want to do is educate everyone about
the impact of livestock on the land and help people manage those impacts properly.”
Offering free workshops is just one way that the Conservation District can provide resources and assistance to
anyone with questions or who needs help writing or developing manure management plans. District staff can
also meet one-on-one with individuals and evaluate plans.
Financial and other support for this workshop has been provided by the Pennsylvania Association of
Conservation Districts, Inc., through a grant from the state DEP under Section 319 of the Clean Water Act,
administered by the U.S. Environmental Protection Agency. Continuing education credits are available for
attending the workshops.

Lifeguard course scheduled for May
The Greene County Department of Recreation is planning a lifeguard training course to begin next month ahead of the
summer swimming season. Classes will start at 5 p.m. Monday, May 18, at Alpha Aquatic Center, 200 E. Roy Furman
Highway, Waynesburg, and will continue for the next one to two weeks.
Interested candidates must be at least 16 years of age and be able to attend and pass courses in professional
lifeguarding, first-aid and CPR/AED training. Course participants are required to bring a modest bathing suit (onepiece for women, and trunks or jammers for men), goggles and towels to all sessions. The pre-registration deadline is
Friday, May 8.
The three county pools – Alpha Aquatic Center, Carmichaels Pool in Carmichaels and Mon View Pool in Greensboro –
are scheduled to be open Memorial Day through Labor Day weekends, although pool hours are subject to change due
to staff availability or inclement weather. The pools also usually close during the week when local students return to
school.
Lifeguards hired for this summer will need to attend additional mandatory training sessions. A water safety instructor
course will be offered during the first part of the swimming season for certification in teaching swim lessons.

parking tag/permit on display in your vehicle!
Recently, there have been issues with
unauthorized parking in the county lots. The
Borough has been alerted and are stepping up
the monitoring of the lots.
Each of the restricted "Employee Only" parking
lots have color-coded rear-view mirror parking
permits, and permits are issued to ALL elected
officials and county employees. The parking
permits are required to be on the vehicle’s rearview mirror when using the county lots.
Employees may not park in a reserved elected
official parking spot within the restricted
parking sites without the authorization of the
designated official.
Parking permits are issued and recorded by the
Human Resources office; should you need a
new permit for some reason, please see Cara in
Human Resources for a new permit.

Hunting Hills Hawkeyes to host fundraiser
The Hunting Hills Hawkeyes, Greene County’s Scholastic Clay Target Program team, will host its annual benefit
shoot Sunday, May 17, at Hunting Hills in Dilliner, Pa. The shoot is sponsored by the Greene County Commissioners
and Greene County Department of Recreation, and is being organized by the Hawkeyes’ coaches. The
registration deadline for participants is Monday, May 4.
Participants may register as individuals or in teams of five. The cost for a team of five is $400, and the individual
cost is $80 per person. The registration fee covers 100 clay targets, a catered dinner and awards. Shells and a golf
cart are not included. Golf cart rental is $40. Mulligans are $5 each, with a limit of three per shooter.
Registration begins at 8 a.m., with warm-up shooting at 8:30 a.m. and the main event starting at 10 a.m. Dinner
and awards will follow the main event. Award categories include youth, ladies and individual. Ticket drawings for a
50/50 raffle, guns and other prizes will also be held after dinner.
Sign sponsorships for the benefit shoot are available at $100 a sign. Signs will be placed at a shooting station. The
deadline for sign sponsors is also Monday, May 4.

extinguisher for the kitchen. Deposits
totaling $2,080 were made with the

weekend inmates. Fayette County owes
$16,700 for March 2015 inmate
housing.

May 2-3- Greene County Relay For Life: Until there is a cure...this relay has no finish line! This 24-hour event involving

School "Raider Field of Pride." Proceeds will benefit the American Cancer Society's patient services, advocacy, prevention and
early detection programs and research. The opening ceremony, survivor lap, and reception will begin at 10:00 am on
Saturday, May 2, with a closing ceremony on Sunday morning at 8:00 am, May 3. To date the people of Greene County have
raised more than $1.7 million for the fight against cancer, in the 15 years the event has been held in the county. The 2015

May 31- Flashlight Drags: Held at the Greene County Airport on Roy Furman Highway in Waynesburg, PA. The costs are
$30 to race and $6 to watch. Gates open at 11:30 AM/racing starts at 2:00 PM. FMI, call 724-852-5323. Five scheduled dates for
drags include: May 31, June 28, July 26, August 30 (Waynesburg PID Day), and September 12, 2015. Dates are subject to
