ECS provides a unique vehicle for Episcopal parishes in the diocese to reach out to provide meaningful change in the lives of economically deprived and vulnerable children, the elderly, families, and communities. In June 2002, The Rev. Robert H. Betts announced his intention to retire as Executive Director of ECS effective June 2003. In March 2003, following a competitive process conducted by a Board appointed Search Committee, The ECS Board of Trustees named The Rev. John E. Midwood as the new Executive Director. Throughout the year, several events honored The Rev. Robert H. Betts acknowledging his twelve years of leadership and service to ECS. During this tenure, the agency experience tremendous growth. Its operating budget grew from $4.5 million in 1991, to $9.1 million, increasing the reach of programs to serve more than twice the number of clients. The fiscal year 2002-2003 followed the pattern of expansion. In the first year of operation, the ECS Beacon Center, a community school-based program, served 596 children and adults. St. Barnabas Mission of ECS sought and received licensing for its childcare services to enhance and expand preschool and childcare programs at the shelter. ECS also increased the level of health services offered. Additional nursing staff was hired to provide physical assessments for foster children, shelter residents, and homebound elderly. In the areas of financial accountability, stakeholder feedback, and quality assurance, ECS continues to show strength. Following an exhaustive review of all ECS programs, procedures, and policies, the agency received a glowing report from the Council on Accreditation of Services for Families and Children. The report indicates that ECS meets or exceeds the highest national standards of care and service delivery. The new fiscal year promises to continue to bring new growth. In June 2003, the Board of Trustees approved a merger with Urban Bridges of St. Gabriel’s. ECS is a strong dynamic organization. The quality of services reflects the commitment of a skilled staff, dedicated volunteers, board, and committee members, loyal donors, strong partnerships with parishes, and the goodwill of many. Together, they have helped ECS to raise the human spirit since 1870. The Rev. John E. Midwood Executive Director John L. This ECS client family enjoys a day of outdoor fun at St. Thomas’ Church in Whitemarsh. The annual Harvest Fest sponsored by the parish is an example of how parish partners play a role in enhancing ECS services. The human service arm of the Episcopal Diocese of Pennsylvania, ECS has continuously served the Greater Philadelphia community, raising the human spirit since 1870. With a committed, caring, and professional staff, ECS delivers services of the highest quality to people of all faiths. The agency's programs aid vulnerable children, families, the homeless, HIV infected teens, the elderly and homebound, those recovering from addiction and people in nursing homes, prisons, and hospitals. As a faith-based mission-driven agency, Episcopal Community Services is a vigilant steward of its resources. ECS is careful to ensure that 80 cents or more of every dollar goes directly to service. All programs seek to improve the quality of life for the underserved, the vulnerable and those most in need. ECS Foster & Kinship Care • ECS provided safe nurturing care to 153 foster/kinship children • Celebrated 5 adoptions ECS Foster and Kinship Care is the largest program offered through Children and Family Services and places medically fragile children and those with behavioral needs in safe caring foster and kinship homes. In total, ECS Foster and Kinship Care placed and cared for 153 children, 81 birth families and siblings and celebrated 5 adoptions. In addition, ECS foster and kinship staff provided support, respite, training, and supervision to foster and kinship parents. In March 2003, ECS staff in compliance with Philadelphia’s Department of Human Services, began performance based contracting, an outcomes focused model to improve permanency outcome for children in placement. ECS SCOH • Each month, ECS SCOH serves an average of 60 families in crisis • More than 55% of families served are stabilized within 6 to 9 months ECS Services to Children in Their Own Homes, SCOH, intervenes to insure the safety and well being of children in families facing one or more severe barriers to family stability. Cases are usually highly complex and include mental health issues, poverty, drug and alcohol addiction, truancy, domestic violence and child abuse and neglect. In total, ECS SCOH staff provided intensive counseling, crisis intervention and case management to 336 at-risk children in 145 disadvantaged and vulnerable families. 55% of these critical clients were able to be stabilized within six to nine months. The STAR Program • STAR served 8 AIDS symptomatic teens in successful pilot • Provided 36 Life Skills Workshops The STAR Program, Serving Teens At Risk serves AIDS symptomatic, non-medication compliant adolescents. STAR provides one-on-one counseling, coaching and mentoring for teens, age 14 to 17. HIV-infected from birth these teens suffer from chronic and acute health problems and are frequently hospitalized. The STAR program assists with defining a future that makes it worthwhile to adhere to complex medication regiments. This intensive program ran as a pilot and served 8 AIDS symptomatic teens last year. 3 Eight teens from St. Barnabas Mission of ECS were able to participate in a special horse camp during the summer. The mission, an emergency homeless shelter for women and children, provides educational opportunities to encourage youth and build self-esteem. Programs and Direct Services ECS Family & Teen Workshops • Delivered 72 Saturday Workshops on Life-Skills • Delivered 38 Well Baby Workshops to mothers at St. Barnabas Available to ECS clients in all areas of service, family and teen workshops help develop family life-skills through a series of projects and programs. Offered on Saturdays, the workshops encourage attendance by working parents. Projects are designed to incorporate all family members, model positive interaction, and give participants an opportunity to accomplish something and have fun together as a family. In 2002-2003 ECS also adopted a book group at St. Barnabas Mission of ECS encouraging mothers to read together and discuss related topics. The ECS Beacon Center • The center served 596 children and adults of all faiths • Over 30 languages are spoken in the area served by the ECS Beacon The ECS Beacon Center at Central Middle School East was inaugurated in June 2002. The program, a safe school-based community center, operates during non-school hours and provides a variety of educational and enrichment programs for children, teens, and adults. The center offers English as a Second Language and GED classes, Computer training, recreational activities and a wide range of workshops covering topics such as etiquette, arts and crafts, music and dance, and job readiness. Last year, the center’s variety of programs served 596 children and adults. Community Partnerships & Advocacy • ECS after-school programs served 149 children and teens • 95% of parents surveyed were satisfied with programs ECS community-based programs, offered in partnership with churches and other organizations, provided after-school programs to 149 children and their families at six sites including three parish partnerships at the Church of the Advocate in North Philadelphia, and St. Andrew and St. Monica in West Philadelphia, and the Church of the Trinity in Coatesville. ECS Summer Camp programs provided services for 200 children and their families. ECS Advocacy worked to improve the quality of life for ECS clients. Through education, and the coordination of public policy efforts ECS Advocacy looks at ways to affect the root causes of poverty in the region. In addition to meals and shelter, St. Barnabas provides support services to help families on the road to independent living. The facility at 60th and W. Girard Avenue in West Philadelphia houses up to 112 residents at any one time. During the past fiscal year, St. Barnabas of ECS was able to provide shelter services to 119 families. ECS enhanced educational programs expanding the after-school program and summer camps, and developing health care services to residents and staff. 5 The ECS “God’s Blessing” Program operates after-school and summer camp activities at Church of the Holy Trinity in Coatesville. This site is one of seven ECS community-based programs where parents can count on their children having a safe place to learn and grow. Programs and Direct Services ECS Project SAFE • ECS Project SAFE served 76 families • Project SAFE secured housing for 38 families Project SAFE is unique to Episcopal Community Services. ECS developed the program in 1995 to help stabilize formerly homeless and addicted women. With a goal of permanence and stability, ECS staff work one-on-one to encourage and support each mother through sustained recovery from drug and alcohol addiction while seeking placement for the family in permanent housing. ECS staff facilitated 54 peer support groups for clients. Last year, 67% of the women were able to sustain sobriety with the help of Project SAFE. ECS Home Care • ECS served 323 homebound elderly • Provided 32,987 hours of home heath care ECS Home Care provides reliable in-home homemaker services, personal care, casemanagement, frozen meals, and respite care to frail elderly and homebound persons. Over the last fiscal year, ECS Home Care took in 96 new cases and served a total of 323 homebound clients. ECS made 386 nursing visits helping to make physical assessments of clients needs to aid in their continued comfort, care and independence. During this time, ECS made 290 referrals and delivered 13,543 frozen meals to clients. Volunteer Services • ECS volunteers provided over 5,800 hours of service • ECS volunteers prepared over 13,000 frozen meals Volunteer Services oversees the work of more than 300 ECS non-chaplaincy volunteers throughout the year. Volunteers, individuals, groups, parishes and organizations, provide valuable service as Board and committee members, mentors and tutors, cooking frozen meals for delivery to homebound persons, and sponsoring recreational activities. Last year alone, ECS volunteers from five-counties provided 5,800 hours of service on projects and events. Church Ministries • ECS provided 80 hours of training in pastoral care • ECS Chaplains serve a five-county area This department brings together ECS Chaplaincy and Criminal Justice Ministries. Church Ministries efforts strengthen the relationship between ECS, the diocese, its congregations, and community groups. During the last fiscal year, clergy and lay volunteers chaplains in the chaplaincy network provided pastoral and spiritual care through their own congregations and 114 institutions. ECS volunteer chaplains provided pastoral care, worship and Bible study in prisons, hospitals, and nursing / retirement homes throughout Philadelphia, Delaware, Montgomery, Chester and Bucks Counties. The group has grown to over 700. Last year, the Young Friends sponsored a playground landscaping volunteer project at ECS’ homeless shelter in West Philadelphia and held several social events. The Young Friends of ECS continues to expand its efforts as it seeks to strengthen the philanthropic future of ECS. 7 A young participant at the ECS Beacon Center gets homework help and academic tutoring. The center in Feltonville, offers a wide range of activities and educational programs for children and adults.
