CEO’s Message
I feel confident while sharing that Descon remains on course to
become a world – class engineering organization. Over the last three
decades, we have maintained a leading position in a competitive
regional market. This has been made possible by our entrepreneurial
spirit, living up to commitments and unstained support of
stakeholders.
Our emergence as an EPC contractor is aligned with a vision of
progressing up the value chain to a sustainable extent. This process of
development shall remain under focus during the coming years. For us,
what matters most is customer satisfaction which we have to balance
against our growth pattern. At the heart of all operations, remain our
team members who have the spirit to push boundaries and fostering a
culture of accepting challenge.
In the coming years we will continue to reinforce our successful track
record. New Contracts shall translate into improved efficiencies by
re-mapping our internal processes using tools like SAP. The challenges
in the markets continue but we look at them as opportunities to make
ourselves better.
Our achievements have been hard-earned and what we have learnt has
immense value in terms of organizational growth. It is a matter of
pride that the Descon badge differentiates us from the ordinary. I pay
tribute to our teams at every level for being part of the Descon family.

Line Management Key to
Successful SAFETY CULTURE
In order to develop and maintain a safe working environment, the concept of safety must be developed as a culture and ingrained in the
minds of both the line management and the workers. Having said that it should be remembered that safety does not evolve from the
bottom up but progresses from the top down.
One of the basic tenets of sustaining a culture of
safety in the work place argues that the main
responsibility and success will rest squarely on the
shoulders of the line management team.
As a first step, attention should be given to
developing a realistic work plans that focuses on
professional excellence as well as logical timelines for
tasks to be completed so that unsafe practices and
shortcuts are not encouraged. While the
management must insist on putting in place a safety
policy and accept no compromises, supervisors must
ensure ongoing indoctrination of every worker to
follow safety practices religiously at every stage of
the work. Unless the rules of work safety are
persistently practiced with dedication and applied
intelligently, safety in the work place can not be
achieved.
Regular class room lessons and drills for workers in
shops, floors, production, maintenance and assembly
lines and an uncompromising attitude on the part of
individuals with responsibility for front-line management
(supervisors, superintendents, leaders, etc.), are the only
way to ensure that safety practices become second
nature with those that need to follow them. Then only
can the exposure to hazardous situations and/or
conditions be systematically reduced and ultimately
eliminated.
There are several characteristics of a successful Safety
Culture.These include the following elements:
n
The management and the employees must consider
Safety Culture 12 I 13
safety as a personal value
and not as a duty.
n
All managers/supervisors and
employees must assume
responsibility for their own
safety and the safety of their
coworkers.

promote the safety of
coworkers.

The creation of a safe work environment is directly
proportional to the quantum and intensity of the
workforce involvement in the effort. This can be
achieved through use of safety committees, designated
safety representatives, and periodic Safety open forum
meetings. The more voice that the workforce has in

may devolve further down to the first line supervisor
level which in reality, impacts Safety practices the most.
n
Manage Change
Change of culture is extremely difficult and is generally
resisted. The first step towards initiating change
involves bringing the line management on board, both
in words and in deeds. The message from the top when
presented in a forthright and convincing manner will
directly and immediately affect actions of the
subordinates, provided this is reinforced by the
personal example of members of senior management.
Safety will be taken seriously by the lower rung of
supervision and the workforce through consistent
efforts and reinforcement over a period of time.
n
Diffuse Safety
Diffusion refers to assigning Safety duties at every level
of the organization so that Safety is planned/managed
within all realms of responsibilities. For example, the
senior management team may approve the general
Safety plan for the company. They may also have agreed
tasks to perform such as reviewing Safety performance
during regular board meetings. Members of senior
management may individually undertake occasional
Safety site visits listed as part of their annual Safety task
plan. Down the line, each level may decide about the
tasks it would be involved in like for instance an
operational manager may choose to conduct Safety
meetings with divisional managers. Similarly activities
n
Implement for the LongTerm
That means setting annual safety targets for all levels of
the organization as well as 5 year goals for the company
at large. Safety targets must be rolled into the
corporate planning process so that these are also
decided in the same course of discussion as the
financial and production targets. Annual Safety plans
should be developed by outlining the expected goals as
well as targets for every level of the organization. This
way, the importance attached to Safety targets at par
with the production and financial targets sends a
message that Safety is held by the management in the
highest regard.

Descon - The Way Forward
T
he secret of building a culture
of excellence in any
organization lies in focusing on
people and their enlightenment. In a
fast changing world we can no
longer confine ourselves into
mythical boxes. It's time for us to
break out to see our infinite
potential. And in order to realize
this potential we need to
dramatically change how we think.
Descon has always strongly
believed that this change is possible
only by enhancing knowledge and
learning from personal examples
of people who have achieved laurels
in life.
Quite often, we come across such
people whose dynamism, charisma
and enterprising approach to work
enables them to leave an indelible
mark on society. They often
epitomize brilliance and wisdom for
Descon News Spring 2010
many who admire and idolize them!
Descon was honored by the
presence of four such persons at
the open forum,“Descon - The Way
Forward”, held on August 6, 2009,
at LUMS. Passion, courage ,
innovation and leadership were the
catchwords for the month of
August. The event was aimed at
allowing the guests to share simple
secrets of their personal and
professional life with the audience.
Our eminent guests were Imran
Khan, a renowned cricketer and
politician; Dr. Khalid Zaheer, an
eminent scholar; Dr.Yasmin Rashid,
an avid philanthropist and social
worker; and Andleeb Abbas, a wellknown trainer and consultant.
The speakers candidly shared their
experiences with the audience and
it was a thrill to witness the energy
and compassion they portrayed.
They dwelt upon how the traits of
Passion, Courage, Innovation, and
Leadership impacted their lives;
what motivated them to succeed,
how they faced the odds in life and
how they influenced the society at
large by excelling in their own
spheres of activity.
The event was a raging success
because it symbolized factors that
are the underpinning of a changing
culture across the company. It
opened minds and served as the
source of motivation for everyone.
Cascading CM'sVision
In continuation to 'Descon – The Way Forward', the Chairman addressed the Executive body of
the company in August, enlightening them about his views on how he had applied the four traits of
Passion, Innovation, Courage and Leadership in his life, how the company had grown and what his
vision was about the company going global. He said he believed that an organization should be
built to last. He wanted his team to “become clock builders not time tellers”. Here are some
excerpts from his speech:
n
We must move from the comfort zone of the past to the discomfort zone. Great institutions
become great by staying in the discomfort zone.
n
Empower all executives to courageously go forward and have the patience to accept their
mistakes.
n
Take risks to bring new technologies and better skills to develop our own.
n
Bring in value added products and build the overall knowledge of the chemicals industries in

Ice-cream Extravaganza
With summer at its peak, it was
time for some fun that could bring a
welcome relief from the hot, humid
weather we'd seen for far too long.
The art of enjoying life is a
conscious choice that steers us into
doing things that bring little
pleasures.
In a colorful, vibrant setting, an icecream party was held after office
hours. It was no surprise that
almost everybody showed up – the
name ice cream is extremely
tempting and this temptation
proved too hard to resist!
Along with ample supply of a variety
of flavors, there was couple of
games to play too:
Lemon Race and Ice-cream eating
competition. Everybody
participated actively. Harris Bilal
and Faisal Murad Khan were the
winners in these two respective
games.

Poster Competition
Building on the ice cream fever
and as part of the ice cream party,
a Poster Competition was also
held. This team building exercise
was a resounding success.
Everyone at the party had a
fantastic time. Similar parties were
held at DCH and DOL plants with
lots of fun and games. July proved
to be the month of Ice-cream fever
all over the company.
Organized by HRCommunications, the theme of
the competition was
"EXPLORING NEW
HORIZONS". In an amazing
response by the participants, one
saw creativity at its best. The
posters were displayed at the
venue of the ice-cream party. A
jury selected the best two out of
the lot.The poster by Muhammad
Naeem Zakhmi was adjudged the
best and by Mehwash Faruqi as
the second best. The participants

were delighted at the showing of
their works and were unanimous
that it was not winning that
mattered, it was the pleasure
they got by being a part of such an
interesting event.
The theme was very challenging
indeed. New horizons cannot be
explored without a fundamental
change in the thought process
and without innovation, creativity,
or incentive for improvement.
Although we all live under the
same sky, yet we find our
horizons to be different. We
succeed by coalescing such a
mélange onto one stage.

Team Building Event
December 5, 2009 was the day
when the company's activities were

was marked by a team-building

focused on improving

find a string of great achievements
that became possible because of
successful change management.
This only goes to show that we as
the Descon team aspire to be the

Poised to Fly!
The market conditions are getting tougher by the day and only strong companies with innovative marketing
strategies and aggressive sales teams can earn a place for themselves in the market. Through concerted
efforts, Descon Oxychem was able to keep itself afloat. In the month of October, the sales figure of Oxychem
stood at 2540 tons – an all time high. Great achievement, but the company has a herculean task ahead of it.
The challenge can only be met with more zeal, drive, energy, passion and commitment to achieve bigger
targets set for it. More emphasis will have to be placed on collective effort. Stay focused Descon Oxychem!

Supply Chain
Gaining Momentum
A few months back, the Supply Chain underwent major restructuring to
maintain synergy across functions. A Quality Control department was
established at DCH that will provide technical assistance 24x7 and also
generate on-line QC reports. 5S has been implemented in DCH Unit 01
Pilot Plant and is in process in textile application laboratory.
Interactive training sessions were held at plant DCH for team building of
the employees of DCH and NRL. Different activities were organized by
Admin & HR to make it all the more interesting and informative.
September marked the dispatch of the first consignment in IBCs from
Descon Oxychem Ltd.The challenge was to procure appropriate second
hand IBCs from a limited market to ensure technical and mechanical
compatibility with our product and to arrange dispatch with limited
resources. In October, SC not only sent more export consignments in
IBCs, but their logistics team also arranged for a fleet of tankers to supply
in bulk to the local market. This, although a big challenge posing many
hurdles, was managed effectively and we now have the capacity to supply
Hydrogen Peroxide in bulk anywhere in the country. The shift of
customers to bulk supplies is a remarkable achievement of both the
Marketing and Supply Chain teams as these supplies result in high cost
saving leading to higher profitability.
There has been a noteworthy improvement in blow molding. An effective
management control system was developed and implemented for quality
assurance and wastage reduction. Other areas of focus have been the
overcoming of sealing issues due to uneven neck rim, re-evaluating regrind and flashing percentage, setting proper controls for equal weight
distribution and quality assurance through documented tests. This
improved not only the quality of jerry cans but also the manufacturing
efficiency.
When ERP was implemented, due to proximity the Karachi warehouse
lacked focus. To overcome this, audits by experienced and ERP trained
warehouse team members from Lahore were arranged and proper
implementation of inventory and dispatch management modules was
ensured. Now, monitoring and control is being done through regular
audits. The supply chain team in Karachi has been restructured also.
Logistics and warehousing departments have been synergized to enable
better coordination and monitoring.

Community Service Activity by
PDIL
PDIL is a caring and responsible business
organization, committed to helping the
less fortunate and to supporting
renowned institutions that provide
shelter and education to the needy. PDIL
employees took the initiative of
sponsoring and proactively promoting
community support and development
projects by contributing their personal
time and funds. To manage and monitor
such programs a Community Service
Committee comprising PDIL employees
was created.
The month of Ramadan promotes the
concept of piety, generosity and charity;
In line with this spirit the PDIL family
contributed generously for providing
Iftar to patients and their attendants at
the General Hospital on Ferozepur Road.
Their effort included preparation of food
packets and their distribution. On the
occasion of Eid, gifts were purchased
from donations made by PDIL employees
and were distributed amongst the
resident children of the SOS Village.
By making these humble contributions,
PDIL reaffirms its
commitment to
playing its role in improving and touching
the lives of some of the disadvantaged
people.
