As the Congressional Members for Texas District 15 and 34, we could not be more excited about our
new University of Texas Rio Grande Valley (UTRGV), which has been created through a merger of
The University of Texas-Pan American in Edinburg and The University of Texas at Brownsville. With
enrollment of approximately 30,000 students, UTRGV will offer new opportunities to students and the
communities of the South Texas region.
Throughout the last 14 years, The University of Texas-Pan American has impacted the lives of more
than half a million people through its Hispanic Engineering, Science and Technology Initiative
(HESTEC). Since its inception in 2002, this nationally recognized program has evolved into one of
the most innovative and successful events of this type for raising awareness of STEM education
and career opportunities for Hispanic students. Each year, tens of thousands of students, educators,
parents and members of the community flock to the campus for this weeklong event.
Through a public-private partnership designed to bring together leaders in corporate America, federal
government and education, such as yourself, HESTEC is unmatched in its capacity to serve the
educational needs of the K-12 community in the region, while strengthening the pipeline of students
ready to enter the workforce and fulfill the labor needs of corporate and federal employers. Poised to
become a hub for innovation and emerging research technologies, we are convinced that the creation
of UTRGV will only further catalyze the impact that this nationally recognized program can have in
preparing students to enter new and high-skilled jobs that require a strong STEM college education.

UTRGV Founding President
We stand at the threshold of one of the most significant transformations the Rio Grande Valley has
ever experienced. The University of Texas Rio Grande Valley (UTRGV) will open its doors in Fall 2015,
utilizing the assets, resources and talents of our two legacy institutions: The University of Texas at
Brownsville and The University of Texas-Pan American.
A signature program of UTRGV is HESTEC – Hispanic Engineering, Science and Technology Week.
Congressman Rubén Hinojosa, recognizing the increasing needs of a diverse workforce educated in
science and technology, founded HESTEC in 2002 and over the past 14 years, HESTEC has established
itself nationally as an unprecedented program for promoting science, technology, engineering and
mathematics (STEM) education to a diverse base of students and educators throughout Texas and
the rest of the nation.
With the support of leaders in corporate America, government and education, HESTEC has brought to
students and educators exciting presentations by world-renowned speakers, interactive educational
exhibits, dynamic robotics competitions and much more.
Now, through our partnership with SpaceX, UTRGV is launching its Center of Excellence, STARGATE,
which holds the promise of having major impact on the emerging space industry. STARGATE will
provide a pipeline of researchers, innovators and leaders that will help UTRGV reach global status.

South Texas, Texas, and the country’s scientific and economic stability will face
continued challenges without an increase in the number of students entering STEM,
medical and information technology fields. From worker shortages, to the loss of highpaying jobs, to the loss of critical research and manufacturing resources, the lack of
STEM graduates will have a significant impact on the country. To address this issue,

As the first major public university in Texas to be established in the 21st century,

Vocational
The economy of the United States is directly linked to the existence of institutions of higher
education and vocational and technical schools and their ability to foster the intellect, natural
gifts and ingenuity of today’s generation. In order to develop the most capable and skilled
young minds ready to enter STEM-related professions and trades, it is key to help students
succeed academically in their pursuit of their choice of postsecondary education to fit their
calling, from certification programs available at trade schools to degrees attained through a
college education.
HESTEC engages students in learning about the different options available to them after
high school graduation, highlighting how a strong STEM educational foundation is integral
in all types of professions and trades. According to the U.S. Census Bureau, about 15.9% of
the population (age 25+, 2009-2013) residing in Hidalgo County, which is home to UTRGV’s
Edinburg campus, has a Bachelor’s degree or higher, while 15.4% of the population (age 25+,
2009-2013) residing in Cameron County, which is home to UTRGV’s Brownsville campus,
has a Bachelor’s degree or higher. To close the educational gap and promote accessibility
to opportunities for all, UTRGV seeks to create a postsecondary education pursuing culture
that recruits the region’s and nation’s brightest to not only its campuses but to its partnering
vocational and technical schools.
In doing so, UTRGV seeks to prepare the next generation of STEM leaders whose knowledge,
skill sets and abilities can contribute to the advancement of the global market of the 21st century.
