Daniel L. Shields, Jr.

United States Army War College
Daniel Shields, a career member of the Senior Foreign Service with the rank of Minister
Counselor, began his assignment at the U.S. Army War College in January 2015. He
served as the U.S. Ambassador to Brunei Darussalam from 2011 to 2014.
He was the Director of the Office of Mainland Southeast Asia at the State Department
from 2010-11. From 2007-2010, and served as the Deputy Chief of Mission at the
Embassy in Singapore. His other overseas assignments included Political Minister
Counselor, Embassy Beijing (2004-2007); Political Section Deputy, Embassy Tokyo
(2002-2004); Principal Officer, Consulate Nagoya (1996-1999); Political Officer,
Embassy Beijing (1991-1993) and Embassy Tokyo (1987-1989); and Consular Officer,
Embassy Manila (1985-1987). In Washington, he served as Economic Deputy in the
Office of China and Mongolia (2001-2002); Special Assistant to the Under Secretary for
Political Affairs (1999-2000); and Cambodia Desk Officer (1993-1995).
He received a B.S. degree from Georgetown University's School of Foreign Service in
1984 and an M.S. from the National War College in 2001.
Mr. David Field is National Account Manager, Public Sector at DHL Express
USA. He started at DHL Express USA in 2004 in Sacramento, CA and began
working on the Public Sector team in 2007 with a specific influence in the pacific
command area of responsibility and has been influential in the servicing of all
public sector customers globally. In his years at DHL Express USA David has
traveled in support of the US military and exercises to Korea, Japan, Australia,
Germany, France, Switzerland, Canada, Mexico and more. The DHL Express USA

Colonel David A. Gigliotti
Colonel Dave Gigliotti is currently serving as the Chief of the Counter-ISIL
and Levant Branch and the Country Program Director for Qatar at the
Defense Security Cooperation Agency in Washington, DC. He is an
Armor/Cavalry officer, Northeast Asia Foreign Area Officer (FAO), and
Army Strategist. Dave has served in a number of operational command
and staff assignments as an Armor/Cavalry officer, to include assignments
at the Joint Readiness Training Center at Fort Polk, and in Haiti as part of
OPERATION UPHOLD DEMOCRACY. He has also held senior staff
positions in the Pentagon, to include the Army Staff, Joint Staff, and Office
of the Secretary of Defense, working Asia-Pacific Regional issues, C/WMD
and Missile Defense, Global Defense Posture and strategy/plans. He has
also served in the United Nations Command/Combined Forces Command, and United States
Forces Korea (UNC/CFC/USFK). He deployed to Iraq during OPERATION IRAQI FREEDOM
and NEW DAWN and was lead planner in support of the transition to the Office of Security
Cooperation-Iraq. COL Gigliotti was commissioned from Valley Forge Military Academy and
College, and holds a Bachelor of Science degree in Business Administration-Finance from
Villanova University, a Master’s of Arts degree in Asian Studies from the University of Hawaii,
and a Master’s of Science degree in National Security Strategy from the National War College
at Fort McNair, Washington DC. He is a native of Flemington, New Jersey and currently lives in
Alexandria, Virginia.
Stephen T. Jones

Steve Jones has been employed with Rockwell Collins since 1996. Steve has held
many roles within Rockwell Collins as Program Manager for the Precision
Lightweight GPS Receiver (PLGR) and Capture Lead for the Defense Advanced
GPS Receiver (DAGR). He has managed the development and production of
numerous communication products like vehicular and dismount radios for the
ground market. As Director of Business Development, Steve works closely with
all of our Communication and Navigation customers and advises the Rockwell
Collins General Manager for the Communication and Navigation business. Steve
supports all RC portfolios for Communication and Navigation products and all
global offices to develop market strategies and product introduction plans for
radio and GPS products.

COL Kevin C. Colyer
Colonel Colyer is a native of Sheridan, Wyoming. He enlisted as a combat engineer serving 3 years
before being accepted at the University of Massachusetts Amherst. In 1988 he was commissioned in
Military Intelligence. COL Colyer was selected for Special Forces training through SFAS in 1995 and
completed the Special Forces Officer Qualification Course and Russian language training in 1997.
COL Colyer’s Military Intelligence assignments included assistant Brigade S-2 for 3 BDE 101st Airborne
Division and Battalion S-2 for 3-187 Infantry Regiment, 101st Airborne Division during Operation
DESERT STORM; platoon leader and executive officer in a signals intelligence company, 311th MI
Battalion Fort Campbell, KY. From 1994 to 1996 COL Colyer next served as the joint special
operations targeting cell chief, Special Operations Command Korea (SOCKOR) Yongsan, Seoul, ROK.
COL Colyer’s Special Forces assignments include 1st Special Forces Group (Airborne) at Fort Lewis,
WA where he served as commander of a Special Forces Operational Detachment – Alpha from Apr
1997 to Jun 1999 and as a war planner for the group from Jun 1999 to Jun 2000. COL Colyer returned
to 1st Special Forces Group (1SFG) in Jul 2001 where he served as a Special Forces company
commander until May 2003. COL Colyer deployed his company on multiple tours in support of
Operation Enduring Freedom. From May 2003 until May 2004, COL Colyer served as the S-3 for
1SFG. COL Colyer next served on The Joint Staff in the J-3 Deputy Directorate for Special Operations
as the PACOM desk officer and then as the Deputy Chief of Current Operations until May 2007. COL
Colyer returned to Korea and commanded the Eighth US Army Special Troops Battalion and then
served as the Executive Officer for the CG Eighth Army. Next COL Colyer attended a Senior Service
School Fellowship hosted by the University of North Carolina Chapel Hill and Duke University. From
JUN 2011 to JUN 2013, COL Colyer commanded the 188th IN Brigade at Ft Stewart, GA. He is
currently assigned as the Chief of Staff for Special Operations Command Korea, Seoul, ROK.
COL Colyer is a graduate of the Command and General Staff College at Fort Leavenworth, Kansas in
2001, where he received a Master of Military Arts and Sciences degree in Strategic Studies; and the
Senior Service School Fellowship at the University of North Carolina Chapel Hill.
He has earned the Special Forces Tab, Expert Infantry Badge, Master Parachutist Badge, Air Assault
badge, Legion of Merit, Bronze Star Medal and the Defense Meritorious Service Medal, among other
medals.
COL Colyer is married to Katherine (formerly Bailey) Colyer and together they have two sons Colton
and Lochlann.

BRIEF SUMMARY:
Ricky Freeman is a 10 year veteran of the Raytheon family. He currently serves as the Vice
President, U.S. Business Development for Raytheon ELCAN Optical Technologies, a division of
Raytheon Missile Systems, headquartered in Tucson, Arizona.
In that role, Ricky leads Raytheon ELCAN's U.S. strategic business development in the areas of
airborne, naval & ground systems, cinematography, medical systems and man-portable sighting
systems
Prior to his current assignment with Raytheon, Ricky served as a Senior Program Manager for
DRS Technologies. In that role, he led the team responsible for the development and
manufacture of Naval electronic systems and subsystems for United States, Japanese and
Norwegian naval forces.
Ricky is a veteran US Marine Corps officer where he served as a career naval aviator.
KEVIN M. FAHEY

Mr. Fahey was selected for the Senior Executive Service in
February 2000. Effective 1 June 2014, Mr. Fahey
assumed his current duties as the Executive Director,
System of Systems Engineering and Integration
Directorate, Office of the Assistant Secretary of the Army (Acquisition, Logistics, and
Technology).
Mr. Fahey previously served as the Program Executive Officer for Combat Support and
Combat Service Support, Program Executive Officer Ground Combat Systems at
Warren, MI, as well as the Deputy Program Executive Officer Ammunition, Senior
Technical Executive for Close Combat Armament Systems, Armament Research,
Development and Engineering Center, at Picatinny Arsenal, NJ. Mr. Fahey also served
as the Deputy Project Manager, Crusader and the Chief of the Systems Engineering
and International Division for the Crusader Program, the Future Armored Resupply
Vehicle (FARV) Program Development Project Officer and Chief of Systems
Engineering, the U.S. delegate to the international 155mm Joint Ballistic Working Group
and the M119 Development Project Officer.
Mr. Fahey, a native of Massachusetts, entered civil service in 1981 following graduation
from the University of Massachusetts with a Bachelor of Science Degree in Industrial
Engineering/Operations Research. Upon graduation from college, Mr. Fahey attended
the Quality and Reliability intern program at the DARCOM Intern Training Center, Red
River Army Depot, Texarkana, Texas.
Mr. Fahey has been the recipient of multiple awards and honors; Exceptional Civilian
Service Award (2nd award), Meritorious Civilian Service Award, Superior Civilian Service
Award and has been inducted into the Honorable Order of Saint Barbara, Ancient Order
of Saint Christopher, Honorable Order of Samuel Sharpe, Distinguished Order of Saint
Martin, Bronze Order of the Fleury Medal. He currently resides in Alexandria, Virginia
with his wife.

James “Jamey” Moran, U.S. Army Brigadier General (Retired), is Vice President, Army
Systems, Defense, Space and Security, for Boeing Government Operations. He joined the
company in 2010, following successful positions with Northrop Grumman and Elbit, and a
distinguished career with the U.S. Army.
Moran brings to Boeing proven capabilities in strategic planning, program management,
technology development and systems integration. He has extensive systems experience having
served as a Space Systems Engineer and as a Project Manager for three different programs: an
Air Defense System, a Command and Control System, and the Army’s Tank Systems. As the
Tank Systems Project Manager, he was responsible for the largest program in the Army and
successfully completed the development, production and fielding of the first division of the
M1A2SEP Abrams Tank. Subsequently as a Program Executive Officer, he was responsible for
nine Project Offices covering 376 Army products to include the creation of the Rapid Fielding
Initiative which lead to the equipping of over 700,000 Soldiers deploying to Iraq and Afghanistan.
During his Army career, he managed foreign military sales in Saudi Arabia, Kuwait and the
Egyptian Tank co-production program. Moran also worked for the German firm IABG under the USGerman Scientist and Engineer Exchange program. While serving as the Commandant of the
Defense Acquisition University, he managed the five campuses responsible for training and
educating the Department of Defense Acquisition workforce.
Moran was awarded Master of Science degrees from both the Industrial College of the
Armed Forces and the Aeronautics and Astronautics Department of The Air Force Institute of
Technology at Wright-Patterson Air Force Base. He was awarded a Bachelor of Science degree in
Engineering from the U.S. Military Academy, West Point. He serves on the Photonis Board and
was a consultant for the Army Science Board. He is a frequent speaker and author on defense
topics.

William Lamb is the Director for International Programs in the Integrated
Air and Missile Defense (IAMD) Division within Northrop Grumman’s
Information Systems. IAMD provides integrated air, space and missile
defense solutions to the Missile Defense Agency and the U.S. Army for the
national security of the United States and its allies.
As the Director for International Programs, Mr. Lamb has responsibility for
strategic planning, program management, and sales growth for IAMD in the
international arena for Command, Control, Communications, Computers, and
Intelligence (C4I) systems. Mr. Lamb is responsible for the Citadel
Enterprise Battle Command System (EBCS); a net-centric, IAMD C4I system for Direct
Commercial Sale to international partners. Citadel is a Modular Open Systems Approach (MOSA)–
based, C4I system which leverages Northrop Grumman’s development experience on the U.S.
Army’s IAMD Battle Command System (IBCS) program.
Prior to joining Northrop Grumman, Mr. Lamb served a 29 year career in the United States Army
retiring at the rank of Colonel. He initially served as a combat arms officer in the Air Defense
Artillery and later in multiple duty assignments in Army research, development, and acquisition.
His early career included service as a platoon leader and battery commander in short range Air
Defense units in the Federal Republic of Germany and Fort Lewis, Washington.
After completing a graduate degree program, Mr. Lamb entered the U.S. Army Acquisition Corps
and served 20 years in critical acquisiton assignments encompassing the development, testing,
production and fielding of U.S. Army Air and Missile Defense systems. His acquisition experience
includes service as a Logisitics and Fielding officer for the AVENGER program, Director for
Operational Testing for air and missile defense systems, Product Manager for the Ground-Based
Mid-Course Defense In-Flight Interceptor Communications System (IFICS), Program Manager,
Ballistic Missile Defense System World-wide Deployment Program Office, and Project Manager for
the Terminal High Altitutde Area Defense (THAAD) program.
Bill holds a Bachelor of Science degree from North Carolina State University and a Masters in
Business Administration from the University of Alabama. His military education includes a U.S.
Army War College Fellowship at the University of Texas, Austin, and graduation from the
Command and General Staff College, Fort Leavenworth, Kansas.
