First the good news. Because of the very small CPI increase during 2015, the Council at its last meeting,
decided to leave fees at the 2015 level. Affiliate clubs have been offered a 10% discount on their
affiliation/insurance fee provided they hand all their AGM details to the TCA Inc office prior to 30
November 2015.
In this Gazette you will also find the voting papers for the Councillor election. There are five nominations
for four vacancies. To cast a valid vote, you must place a X against the name of a maximum of four
candidates. The four candidates with the most Xs will be elected.
Because of the fact that Council has introduced an electronic process for determining urgent matters, it
has decided to introduce a system of six weekly meetings on a trial basis. Please look in the Gazette for
the scheduled dates. Remember members are entitled to attend Council meetings (except for a small
portion of the meeting which is closed to deal with disciplinary, legal and staff matters), so if you are
looking for a night of high entertainment consider attending one of our meetings. We might do our own
Gogglebox.
I am also pleased to advise that Council has appointed a Working Party under the Chairmanship of Kevin
Morgan to investigate the possibility of the TCA entering into an agreement with Agfest to use their
grounds for our northern shows. The negotiations are progressing well and hopefully we will have good
news in the first half of 2016.
In the South, the Southern Venue Working Party has also been trying to progress their endeavours. It
would appear that in the short to medium term, the Showgrounds seems the best bet. If for some reason,
we had to leave the Showground, Pontville is certainly a good fall back. This group however is still seeking
an area which we could control even though it may be a multi purpose facility. Several new properties
were identified at our last meeting.
The ANKC conference for 2015 is now over and the one matter that I was particularly disappointed with
was the decision that advertising and media would be left to the individual jurisdictions. While I agree
that this is appropriate when we are dealing with State issues, I am gravely concerned with the generic
advertising by animal rights group whose sole aim is seemingly to make it impossible for people to have
pets. Dogs Tasmania will have to review this decision to see if we can channel some of our own funds
into generic advertising extolling the virtues of registered pedigree dogs.
In conclusion I would like to thank all of my fellow Councillors for making my job as Chair as comfortable
as it was and to thank Kerry, Judy and Debbie for their efforts in the office and the assistance they have
provided the Council.
May I wish you all the season’s greetings and great success in your participation in canine activities in
2016.

CANDIDATES
RULES FOR ELECTION OF COUNCILLORS
1. Those members eligible to vote at an election for councillors shall have been a financial
member of the Tasmanian Canine Association Inc. for a period of not less than three (3) months
of the financial year preceeding that in which the election is to be held i.e. have paid
membership not later than 30 September in each year, and is a current financial member as at
31 December 2015.
2. A member under the age of eighteen (18) years is not eligible to vote at an election for
councillors.
3. Only those members resident in the state of Tasmania shall be eligible to vote at an election for
councillors.
4. An eligible financial member of the TCA Inc may cast a vote for up to but not more than
four candidates. The four candidates who receive the highest number of votes shall be
elected to the vacant positions for a three year term February 2016 to February 2019.
In the event of a tied vote for the last position, the names of those candidates who received
the identical number of votes in the tie shall be subject to a simple draw, and the winner
of the draw shall be duly declared elected as a Councillor.
5. A ballot paper shall be sent to eligible members and shall be completed and in the hands of the
Returning Officer, not later than 4 pm THURSDAY 31 DECEMBER 2015 at the address
thereon. Any ballot papers received by the Returning Officer, subsequent to that date and time,
shall be retained unopened by the Returning Officer.
6. A ballot paper received from a member, whose status of membership does not comply with (1)
above, shall be retained unopened by the Returning Officer.

SUE AXTON
After much thought and consideration I have decided to seek re-election
for a second term as a councillor of the Tasmanian Canine Association
Inc.
During my term as a councillor I have seen our association grow in many
ways. I have been supportive of the current TCA administration and
believe that our decisions are based on a sound business plan and is
reflected by our current solid financial position.
I support the developing plan into the acquisition of property suitable for
canine pursuits however I also well understand the need to invest wisely.
Whilst serving on council over the past three years I have been actively
involved with the Regulations Committee, Minutes Secretary of the RAFT
(Retrieving and Field Trial) committee and a delegate of the ANKC
National RAFT Committee.
Each year, I am proud to officially represent the TCA in the running of the coveted Tassie Cup
and State Retrieving Trial Championship. Although these events are held in November my role
as part of the organising committee is a year long responsibility.
I am also the current Secretary of The Classic Dog Show Club and Treasurer of the TGTA Inc
of which I am also a Life Member.
I own and breed Labradors and continue to be actively involved in both Conformation Shows
and Retrieving Trials.
As you might expect, due to my ongoing involvement with small clubs, I well understand the
pressures and difficulties they face and bring a balanced view to the TCA council on all matters
raised in that forum.
At this time I am asking for your support in re-electing me to TCA council. I can assure you of
my commitment to act in the best interests of the TCA Inc and its members.

MICHAEL EVANS
For those that do not know me I have been on council for the
previous nine years and over the past 48 years I have been involved
in many disciplines. In particular confirmation showing with my first
breed Weimaraners then English Springers, a PBGV and now with
Golden Retrievers and Standard Longhair Dachshunds. I have also
competed in Obedience, Gundog Retrieving Trials and Tracking.
I am currently Vice Chairman on the TCA Council, member of the
Financial Committee, President of the Tasmanian Gundog Club and
committee member of Western Tiers Kennel Club, Tasmanian Ladies Kennel Club and RNAPS
Dog committee. Whilst on council I have been one to advocate that the TCA make an effort
to obtain their own ground within their financial restraints.
I am on the Northern Grounds Working Party which is currently pursuing a suitable ground to
develop into an area where multiple disciplines can function and be developed into a ground
members can be proud of. I have always acted in a professional manner and consider myself
a very approachable person who is willing to take members concerns to council.
I own and run a small accounting practice and have had many years of commercial experience
within an interstate multi-national company. It is with this knowledge and experience that I
believe I have still much to offer the TCA and its members and as such offer myself for
re-election.

KEITH GORDON IRWIN
I have almost completed my first term as a Councillor of the Tasmanian
Canine Association (trading as Dogs Tasmania) and I would like to thank
all those members who voted for me three years ago. In my written
resume which appeared in the December 2012 – January 2013 Gazette
I said in part:
“Over the last three years I have been a keen worker (volunteer) in our
hobby and can often be found (on regular basis) stewarding, card writing,
working in the canteen or on the BBQ for clubs in both the north and
south of Tasmania.
I enjoy working and giving to our hobby and I would ask that members
consider voting for me this year. Your vote will give me the ability to work
for you and for the betterment of Dogs Tasmania.
I have always called “a spade a spade”, and I will always vote on every issue, as my conscience
dictates “without fear or favour” and I will work tirelessly to ensure a fair deal for ALL
members and clubs.
A vote for me is a vote for more accountability, communication and leadership from our
Council. I strongly believe that members and clubs should have more say in the direction,
planning and management of our organisation and I will work towards this objective.”
Three years have passed since I wrote the four paragraphs above, however I still regard these
statements to be my personal and unshakeable commitment to all my fellow members and
clubs. Calling “a spade a spade”, asking the difficult questions, particularly about the direction
and governance of our organisation (when some think I should not), standing up for a fair deal
for everyone and ensuring a level playing field. Often supported by a majority of councillors
but at other times a lone voice, which will not be silenced or ignored. I will always stand up
for what I believe to be right and fair to all.
So that I can continue to represent you, as I have done over the past three years with honesty,
integrity and the determination to ensure open, transparent and accountable management of
our organisation. I ask you to give me your number 1 vote for the current election.

to manage.
I undertake to work diligently to try to bring better ethics to social media activity across the
dog world.
The area that I am also advocating for is standardising the general rules and regulations as well as
ethics across all states and territories of Australia, this seems absolutely absurd to have many
different rules and regulations across a common enterprise in dog exhibitions.
I have also started working on trying to gain additional benefits for TCA (D/T) members through vets
in regions.
Many thanks to those who voted for me last time, I am asking for your support and that of other
members to be able to represent you again for another term.

SUSAN SHRIGLEY
I wish to offer my services to the membership of the TCA. I have
extensive experience in club management and I have been a past
member of the Governing Council of the TCA.
I am very aware of the need to promote our association to the general
public and to encourage new memberships. The need to promote
greater sportsmanship within our members is a priotiry and I am
committed to promoting more active involvement of our members.
I have participated in the training of conformation judges, stewards and
club officials. I also provide private training for those inexperienced
exhibitors that would like to show their own dogs.
Councillors must rise above personal feelings and have the ability to
apply good sound judgement whenever needed without fear or favour.
I believe I can do this and I ask you to support my nomination.

KEVIN MORGAN
Dogs Tasmania needs a new approach to providing services and value
to the clubs and members while maintaining their positive budget
annually.
To achieve this, the dog world state wide needs to have security over
facilities and I undertake to bring opportunities for this to our members
and council.
I have been working with current members to find a new facility for the
North of the State and we are in negotiations currently for such a venue.
Dogs Tasmania recently formed a Northern venue working group of
which I am the Chairman.
It is from having at least one secure facility that delivers a site for as many of our exhibition
types as possible, with ease of access for clubs that will bring the future of Dogs Tasmania to
a more viable position.
Dogs Tasmania councillors have worked hard at returning value to the clubs under difficult
trading conditions throughout my term in office.
My first term as a councillor has seen many changes evolve through this time and I am pleased
to say I believe I have had a strong input into many of these at the council table.
Communication from council to clubs' members has been one area I have been consistently

FROM THE OFFICE
Another year almost gone, on behalf of Judy, Debbie and myself I wish the members of the TCA
Inc a safe and happy Christmas and a successful 2016.
Exhibitors at Sunday fixtures at the Hobart Showground are reminded that parking is not permitted
in the area in front of the indoor rings at the Kennel Pavilion nor in any area that may impede the
operations of the Royal Agricultural Society of Tasmania. Parking is permitted in the stable area and,
if everyone parks thoughtfully, a lot of vehicles can be parked in that area.
The ANKC Ltd will be introducing Neuter in Group and Neuter in Show awards in 2016. Full
details will be advised once they are finalised.
PERFORMANCE DISCIPLINES JUDGES TRAINING
Any member wishing to enrol in Judges Training Schemes for Agility, Dances with Dogs,
Endurance, Herding, Obedience, ‘Rally O’, RAFT, Field Trials, Tracking, Track and Search or
Earthdog should lodge an expression of interest with this office prior to 31 December 2015.
The newly adopted recommended Penalty Guidelines is listed on the Association’s website www.
tasdogs.org.
REGULATION CHANGES
58.1.1 The pedigree/registration document must be supplied to the purchaser within twenty eight
(28) days from the date of sale or from the issue date shown on the pedigree/registration
document issued by the TCA Inc, whichever date occurs first.
155 The number of Championship Shows, Open Shows and Parades allocated to Clubs/
Associations shall be determined by the TCA Inc. Council each year. After 1 January 2018
Group and Specialist Breed Clubs will not be permitted to conduct All Breeds Championship
Shows.
effective 1 January 2016
Members are advised that it is illegal to leave a dog unattended in a vehicle with the windows
down. The RSPCA advises it only takes approximately six minutes for a dog to feel the effect of
heat stress if they are in a vehicle with the windows wound-up.

SUMMARY OF THE
ANKC LTD ANNUAL GENERAL MEETING & BOARD MEETING
HELD IN VICTORIA ON 17 & 18 OCTOBER, 2015
At the recent Annual General Meeting of the Australian National Kennel Council Limited held in
Melbourne:
1. Election of ANKC Ltd Executive
• Mr Hugh Gent OAM was re-elected unopposed as President for a three year term from
17 October 2015;
• Mr Brian Parker was elected as Vice President for a one year term from 17 October 2015;
and
• Mr David Sales was re-elected unopposed as Treasurer for a one year term from 17
October 2015.
At the October 2015 ANKC Ltd Board meeting, Directors resolved/considered the following:
1. ANKC Ltd Officially Registered Canine Health Information Database (ORCHID)
It was resolved for the new health database to be known as the ANKC Ltd Officially Registered
Canine Health Information Database (ORCHID).
2. National Breed Councils
It was resolved that the National Breed Council affiliation fee be increased by 20% and that
20% discount be offered to those National Breed Councils that pay their account and submit
their financial statements by 30 April each year.
It was resolved that confirmation or notification of any alteration of delegates to attend
National Breed Council conferences must be received by the ANKC Ltd Administrator on the
relevant National Breed Council letterhead.
3. Estrela Mountain Dog
It was resolved that the eligibility for exhibition of the Estrela Mountain Dog be effective from
1 January 2016.
4. Breed Standard Sketches
It was resolved that ANKC Ltd will not proceed with sourcing sketches for the breed standards
on the ANKC Ltd website.
5. Tenterfield Terrier Breed Standard
It was resolved that the request from the National Tenterfield Terrier Council (Australia) to
amend the breed standard of the Tenterfield Terrier to read as follows be endorsed:
Colour:
Predominantly white coat with black, tan, blue or liver markings of any shade. Tri colouring is
common (i.e., white with black or white with blue or white with liver markings and tan cheeks
and/or tan above eyes and/or tan breeches). Brindle markings acceptable but not preferred.
Full colour coats are not acceptable. Skin should always be pigmented.
6. Breed Standards – Amendment
It was resolved that in reference to colour, a note be included on any breed standard stating
that ‘highly undesirable’ is to be interpreted as not acceptable for inclusion on the Main
Register.
7. Proof of Residency
It was resolved ANKC Ltd recommends all Member Bodies are to insert in their regulations that
photographic identification and proof of residency must be provided with all applications for
membership and with any change in member details.
8. Display of Membership Number on any Advertisement for Puppies
It was resolved that an ANKC Ltd Member Body Membership Number is to be displayed on
any advertisement for puppies whatever the media.
9. Neuter Championship Points System
It was resolved that the award of neuter in group carry the same allocation of points towards
neuter titles as this award does for entire animals.

10. Neuter Grand Champion Title
It was resolved that a Grand Champion title be created for Neutered dogs who have achieved
1000 points.
11. * National Judges’ Code of Practice and Conduct –- Amendment
It was resolved that the National Judges’ Code of Practice and Conduct, Clause 16 be
amended to read as follows:
16. A Judge must not duplicate assignments in the same breeds and or group within a
minimum of three months of each other and within a minimum of 200 kilometres at
Championship Shows.
11. * National Code of Ethics of Responsible Dog Ownership – Amendment
It was resolved that the National Code of Ethics of Responsible Dog Ownership, Clauses 18
and 26 be amended as follows:
18. A member exporting a puppy must comply with all current requirements of the Australian
Department of Agriculture.
26. A member shall not:
1. Sell or dispose of a dog to a commercial pet wholesaler or retail pet shop.
2. Allow a dog owned by that member to be given as a prize or donation or to be
auctioned.
12. * Retrieving Trial Rules – Amendments
It was resolved that Rule 8 be amended by the inclusion of dot point (z) to read as follows:
“(z) A bona fide exhibit is an exhibit where the dog is presented to the judge for competition
and cannot be withdrawn except in accordance with Rule 70.”
It was resolved that Rule 42 be amended to read:
42. (a) In each year there shall be held not more than one (1) Championship Retrieving
Trial Stake by each state or territory, except when a state or territory is holding a
national Championship it may, in addition, hold a State or Territory Championship.
(b) Any state or territory conducting a championship event outside its home state or
territory borders shall seek consent from the state or territory Member Body in which
it proposes to hold the event at least 12 months prior to the proposed event.
Permission should not be unreasonably withheld but the event may not clash with
any retrieving trials scheduled by that state or territory.
13. National Drafting Rules – NEW
It was resolved to adopt the new National Drafting Rules to take effect from 1 January 2016.
The rules will be available from the ANKC Ltd website.

CODE OF BEHAVIOUR AND ETHICS
PART 1 – BEHAVIOUR
1.
A member of the Tasmanian Canine Association (TCA Inc.) at all times –
a. shall conduct themselves politely and with integrity at any TCA Inc. approved event;
and
b. shall conduct themselves in a sportsmanlike manner at such events and in any related
activities or communications; and
c. shall respect the reputations of other members, all judges aond officials, at TCA Inc.
approved events and in dealings in wider forums, including chat lists, on the internet
and in other communications; and
d. shall not engage in any behaviour that is contrary to the standards accepted by the
community
e. shall display good sportsmanship and conduct at all times so as to reflect credit upon
themselves, the Australian National Kennel Club (ANKC Ltd) and the TCA Inc.
PART 2 – COMPLIANCE WITH CODE OF ETHICS
2(1). Each person, upon signing an application for membership or renewal of membership of the
TCA Inc., and being duly elected to general membership of the TCA Inc., in addition to
agreeing to be bound by the Constitution, and Regulations of the TCA Inc., shall also agree
to be bound by the TCA Inc.’s Code of Behaviour and Ethics.
2(2). Any failure to comply with this Code of Behaviour and Ethics will lead to disciplinary action
which may result in loss or suspension of membership or other penalty.
PART 3 – CODE OF ETHICS BREEDING AND UNDERTAKING
3.
A member shall not knowingly or recklessly misrepresent the ANKC Ltd or the TCA Inc.,
trading as Dogs Tasmania.
4.
A member shall constantly strive to improve their knowledge of their chosen breed or
breeds, and their knowledge of the requirements for the care, welfare and betterment of
dogs.
5(1). A member shall ensure that all dogs under their control are properly controlled, housed,
fed, watered, exercised at all times and receive veterinary care as required in accordance
with any Government Regulations.
5(2). All dogs shall be able to stand up to full height and be able to turn around with ease in any
crate in which it is confined.
5(3). A Member shall ensure that dogs under their control are not left in any situation that may
cause injury or death to the dog.
6.
A member who leaves his or her dog in the care of another person remains ultimately
responsible for that dog.
7.
A member shall take all appropriate lawful measures to assist a dog in distress.
8.
A member shall positively enhance the reputation of dog breeders and owners by ensuring
that dogs owned by the member are not a danger or nuisance to the community.
9.
A member shall not participate in, nor support, any activity that involves cruelty or damage
to animals, other than a legal hunting activity.
10.
A member shall not dispose of any dog owned or bred by the member to a pound or animal
refuge.
11.
A member shall breed primarily for the purpose of improving the quality, health, welfare,
soundness or working ability of the breed in accordance with the breed standard, and not
specifically for the pet or commercial market.
12.
A member shall not mate a bitch before it is 12 months of age unless the bitch is of a breed
that has Litter Registration Limitations regarding age as set out in Part 6 of the ANKC
Regulations.
13.
Except in extenuating circumstances, a member shall not cause or allow a bitch to whelp
more than twice in 18 months without the prior approval of the TCA Inc.
14. Except in extenuating circumstances, a member shall not cause or allow a bitch to whelp
more than 6 times without –
(a) prior veterinary certification of fitness for further breeding; and
(b) prior approval of TCA Inc.
15.
A member shall not, without the prior approval of TCA Inc., permit any of that member’s
pure bred dogs to be mated to –
(a) a dog of a different breed; or
(b) a cross bred dog; or
(c) an unregistered dog of the same breed; or
(d) a dog that is not on the Main Register.
16.
A member shall take all reasonable action to reduce the incidence of hereditary diseases in
accordance with the ANKC Ltd Code of Practice for Hereditary Diseases.
17.
A member shall not sell or otherwise transfer from his or her care any puppy under eight
[8] weeks of age.
18.
A member shall not export a puppy under eleven [11] weeks of age, or any greater age as
may be specified under the livestock import requirements of the country to which the
puppy is being exported.
19(1). A member shall not knowingly sell a dog to any person residing in an overseas country
known to be involved in the use of dogs for the meat trade without first satisfying the TCA
Inc. that the purchaser is a member of an ANKC Ltd recognised canine controlling body in
the overseas country.
19(2). The member and purchaser shall further acknowledge in writing to the TCA Inc. that the
intention of the sale is for the improvement of the quality of that breed in the overseas
country, and not for any other purpose.
20.
A member shall ensure that any person acquiring a dog from that member understands the
requirements for the care, welfare and responsible ownership of the dog, and that the
person acquiring the dog has the time and facilities (e.g. adequate fences, sufficient room
and proper shelter) to fulfil their responsibilities.
21.
A breeder shall maintain reasonable contact with the purchasers of dogs from that breeder
and to offer continued advice and reasonable assistance.
22(1). A member shall register all puppies bred (excluding those breeds listed in ANKC Ltd
Regulation Part 6, Section 6.2 whose specific colours precludes them from being registered
on any Register) by that member that are living at the date of registration. 22(2) Such
registration shall include all puppies from the litter on the one litter registration application
form and shall be applied for within eighteen [18] months of the date of whelping.
23. A member shall provide to all recipients of dogs sold or otherwise disposed of by that
member, written details of –
(a) the breed characteristics; and
(b) vaccination record or requirements; and
(c) responsible dog ownership information; and
(d) all documentation required by Dogs Tasmania.
24. A member shall not incorrectly describe nor knowingly misrepresent the characteristics of
a breed.
25(1). A member shall ensure that all dogs sold or disposed or by that member are in the best
possible state of health.
25(2). Where a dog with a health issue or disability is disposed of the member shall obtain from
the recipient written and signed acknowledgement of the condition of the dog.
26. A member shall not –
(a) sell or dispose of a dog to a commercial pet wholesaler or retail pet shop unless they
are accredited by the Pet Industry Association of Australia Limited (PIAA); or
(b)allow a dog owned by that member to be given as a prize or donation or to be
auctioned.
27.
A member shall not conduct nor permit mother / son, father / daughter or brother / sister
matings.
NOTE: The TCA Inc will not register the progeny of father/daughter, mother/son, brother/sister

matings on the Main Register except where ANKC Ltd Regulations Part 6 Register and
Registrations Section 8, Breeding applies.
A member who provides or makes available a dog for use in a film, advertisement,
promotion, or any media or public display shall ensure that (a) the dog is portrayed in a manner consistent with its breed characteristics and
temperament as described in the Standard for that breed; and
(b) the dog is presented in a manner that is unlikely to create a negative impression of
dogs generally or that breed in particular and that if there is any likelihood of a
negative impression, this is at the same time corrected through the development of
a story line that presents the dog or breed in a balanced manner.
A member shall not indulge in false or misleading advertising relating to the
conformation, characteristics or performance of that member’s dog.
A member shall not misrepresent nor malign the conformation, characteristics or
performance of another member’s dog.

BUSINESS ARISING FROM THE MINUTES:
5.1 Southern and Northern Venues
5.1.1 Southern Venue
S Eastley advised that he had attended a meeting regarding the future of the Pontville Detention
Centre and that the preferred option was to sell it as one parcel of land.
RESOLVED: ‘A meeting of the Southern Venue Working Party be organised.’
5.1.2 Northern Venue
K Morgan advised the meeting that he had met with Rural Youth – Agfest Group to discuss the
possibility of the Association leasing two of the Craft Pavilions and the Sheep Dog Trialling area on
a 20 to 25 year agreement plus options, that the sheds were 30 x 21 metres and were powered
and watered, that the site would not be available for six weeks over the Agfest period and two other
possible dates during the year, that dates would be fixed two years in advance, that rubbish would
be removed free of charge, that camping was possible and that there would be no charge for the
first period of the lease (either 20 or 25 years) in return for the floor of the sheds being concreted
out with ramp access at a cost of around $35000.00 per shed.
‘A Northern Venues Working Party be established consisting of K Morgan, S Axton, M Evans, Ms J
Jenkins and Mr J Connell to further the discussions with Rural Youth.’
S Eastley/M Evans – CARRIED
M Evans advised the meeting that the Westbury Agricultural Society would be forwarding
correspondence to all user clubs in relation to the Kennel Area at Westbury.
FINANCE:
Financial Reports
Financial Reports for the period ending 31 August 2015 indicating a loss of $4991.30 for the month
compared to a loss of $960.07 for August 2014, a Year to Date profit of $38906.78 compared to
$46182.78 for August 2015 and a Bank Register for the period 1 to 31 August 2015 detailing
deposits totalling $20000.48 and withdrawals of $18932.63.
The EO advised that the figures were down due to advertising for the month not being invoiced.
Outstanding Accounts
The EO raised the issue of outstanding accounts for 60 + days.
RESOLVED: ‘Correspondence be forwarded to the outstanding accounts advising of Council’s
decision to suspend memberships/affiliations should the account not be settled within 14 days.’
Affiliation Fees
The EO advised the meeting that he had discussed the club affiliation fees with the Treasurer, B
Enright, with the view of offering clubs a 10% discount on the 2015 fees.
D Sales suggested the 10% should be offered as a settlement discount for payments received by 30
November 2015.
The EO advised the meeting that he would take this suggestion to the Finance Committee.
CORRESPONDENCE:
ANKC Ltd
A proposed German Shepherd Dog survey to lower the score of the Hip Dysplasia Control Scheme
following a request from the German Shepherd Dog Council of Australia.
A copy had been forwarded to Mrs C Eastley who had advised that she supported the conduct of
the survey.
COMMITTEE REPORTS:
A report from the Conformation Judges Training Committee was tabled.

Executive Officer's Report
The EO’s Report advised that:
• Processing was at a seven working day turnaround.
• There were 156 puppies registered in the period 13 August to 9 September 2015 compared to
149 for the same period last year, 1479 year to date compared to 1493 last year.
• There was 1051 members including Life Members as at 12 August 2015 compared to 1011 at
the same time last year.
Internet Advertising
G Blyth suggested there should be a regulation in place to address advertising on the internet with
an intent to deceive.
RESOLVED: ‘The matter be referred to the Regulations Committee for consideration.’
ANKC Ltd Database
S Eastley queried the access by the membership to the ANKC Ltd database.
The EO advised that staff training was being discussed between the Member Bodies and once this
training had occurred e-commerce would be introduced to TCA Inc members.
The meeting closed a 9.30 pm.
TASMANIAN CONTEST OF CHAMPIONS
REGULATIONS
1. This competition is organised by the Combined Breeds Dog Club of Tasmania Inc.
2. Any dog/bitch must have attained the title of Australian Champion by 31 December each year
that is confirmed by the TCA Inc office prior to 15 January in the following year.
3. Each year the number of judges to be appointed shall be determined by the committee of the
Combined Breeds Dog Club of Tasmania Inc.
4. The judges will be selected by the committee of the Combined Breeds Dog Club of Tasmania
Inc and will be utilised the next day to officiate at an All Breeds Championship Show. The
winner of the Contest of Champions will be excluded from exhibiting at this fixture.
5. For dogs/bitches to compete at the Contest of Champions all qualifying points must be obtained
at Tasmanian shows.
6. Dogs/bitches must gain their wins in Tasmania but do not have to be owned outright by a
resident of Tasmania. Dogs/bitches, at the time of qualifying, wholly owned by a person/s not
resident in Tasmania are ineligible.
7. There will be 32 invitations issued to the top qualifying dogs on the following basis:
• The top 4 dogs/bitches in each Group will be invited to compete.
• The other 4 invitations will be determined by a wild card draw.
Scoring for these positions will be as follows:
Best in Group – 5 points and for every multiple of 25 exhibits over 50 another point is allocated.
Runner Up Best in Group – half the number of points allocated to the Best in Group.
• If any dog/bitch invited cancels, withdraws or does not accept the invitation an invitation
will be issued to the next highest scoring exhibit.
8. Invitations will be forwarded to exhibitors as soon as possible but no later than 15 January in
each year.
9. Judging will be by means of a knock out competition, 16 heats with the winner of each heat
going through to the next round until 2 only remain. There will be one final winner. The order
of judging will be determined by a public draw at the event prior to the commencement of
judging.
10.The TCA Inc Council will appoint an independent adjudicator for the event.
11.In the event of any contingency arising which is not covered by these Regulations the club’s
committee, in conjunction with the TCA Inc appointed adjudicator, has the power to make
such rulings as they determine are in the best interests of the club and the continuing prestige
of the event.

AGILITY & JUMPING TRIAL
PUPPY OF THE YEAR RULES
Hosted by The Tasmanian Kennel Club Inc
1. These rules, once approved, may not be changed unless with the written permission of Council
and such permission shall be sought in adequate time to allow the revised rules to be published
in the Tasmanian Canine Association’s Gazette for the information of members.
2. The competition will be scheduled during the months of February and March in each year.
3. Invitations will be issued not later than twenty-one (21) days prior to the date of the competition.
4.The Puppy of the Year Competition will be open to all dogs which have been entered in classes
2 (dogs) and 2a (bitches) and 3 (dogs) and 3a (bitches) which have been awarded a minor
puppy or a puppy in group at an all breeds championship show or awarded a minor puppy or
a puppy in group at a specialist group club championship show, conducted on or between 1st
January and 31st December in any one year.
5. Dogs, which qualify, must be owned by a resident of Tasmania at the time of qualification and
such owner/s or lessee/s must be a current member of the Tasmanian Canine Association Inc.
6. A puppy, which has been awarded Puppy of the Year, will be ineligible to compete in any
future Puppy of the Year competitions.
7. The responsibility of recording eligibility of dogs for competition shall rest with the affiliate
conducting such an event. Such eligibility will be confirmed, on request, from the records of
the Tasmanian Canine Association Inc.

The schedule for our Open Show is printed in this Gazette and the judging panel are all members
of the Judges' Training Scheme. Your support with entries would be appreciated.
As announced at our last Show, this year's Charity of Choice will be to aid victims of domestic
violence and the Hobart Women's Shelter will be the recipient of this fundraising activity.
At our Open Show we will be repeating from last year the very successful Bring and Buy Stall. This
stall will run from 9.00 am to 11.00 am.
How it works: Exhibitors are welcome to bring items that they have crafted or are surplus to needs.
The club will run the stall and retain 10% of the marked price. (You may donate the full price if you
wish.) Of course, you may also find an item that you need so don't forget to bring some extra dollars
with you!!
Attach a tag to your item and mark your underlined exhibit number (or name) in the top left corner.
Then underneath, in larger print, record your price (multiples of whole dollars). If donating the full
price then put Don. as an identifying mark in top left corner.
List your item(s) on a sheet of paper and hand in to the stall upon your arrival.
Any item unsold at the end of the day should be collected, otherwise it will be donated to a local
charity.

Eastern Shore Dog Club Inc conducted an am/pm Obedience Trial in September and Eddie
Howden, the Victorian judge presiding at the Trial, very kindly offered to conduct a trialling
workshop next year for all competition handlers in Tasmania who may be interested.
The combined Obedience/Rally Obedience Trial held in November also offered, for the first time
in Tasmania, a “mock Obedience trial” which attracted seven club members who were keen to
work their dogs in a competition environment.
The club will endeavour to offer a “mock Obedience trial” annually.
It is up to all Performance Clubs to seek out their club members who may be interested in trialling
but aren’t sure of the process and ensure these newcomers enjoy the experience so they keep
coming back. They are the future of Obedience trialling.
