The Chairman’s Column
H
i Everybody. I hope you all
enjoyed the festive season and
that 2010 will prove to be a healthy one
for you. It only seems like yesterday
that we were celebrating the start of the
Millennium and already we are a
decade on.
In 2009 I reported that, despite the
financial climate, we were getting a
good pension increase. Well this year
we will not be getting an increase in our
police pension although some of you
will no doubt be getting an increase in
your state pension. At least we cannot
get a reduction bearing in mind the
calculation figure was in the minus.
Last year was the 90th anniversary
of Narpo and, to mark it, a reception
was held at the House of Lords in
December. Max Woosey, a member of
your committee, and I represented the
Branch. We have to be grateful to those
500 or so pensioners who started it.
However, times move on and after 90
years perhaps it is time for a good look
at its current structure, its aims and the
way forward. Your Branch has put this
forward as the theme for the 2010
National Conference in September. I
will update you in due course. Do you
have any views about the future of
Narpo? If you do please let Dave
Anderton or me know. Such feedback
is very helpful in our discussions.
Following some difficulty with his
eyes, Malcolm Schroeder has decided
to resign as Branch treasurer at the
end of 2009.
Malcolm has been
treasurer for many years and has done
an excellent job in keeping the
accounts. We are indebted to Malcolm
for all his hard work and we are pleased
that he is staying on as a committee
member.
Frank Kite will be taking
over from him.
We are anxious to recruit committee
members from newly retired members.
It is vital that our committee contains
members from across the age spectrum
to ensure we are able to respond to all
our pensioners’ needs. If you would
like to discuss the implications then

Our Annual General Meeting
this year will be held at 7.30 p.m. on
Thursday 29th April at the Fairfield
Police Club provided that it is still
available. Please put this date in your
diary and if possible come along. The
more the merrier. If you have not
been before I am sure you will find it
a very enjoyable evening.
As always I finish my thoughts
with the reminder that Narpo is here
to support all our members, from our
new to our more mature pensioners,
the needs of which may be very
different. The Merseyside Branch
will always challenge our current
endeavours to ensure we are meeting
all these needs.
Be careful during the reminder of
the winter and let us hope, as we
approach spring, that the lengthening
days will also provide us with some
more hospitable weather.

December 2009 to mark the 90th
Anniversary of Narpo.
Baroness Harris of Richmond
sponsored the event and the guests
included Baroness Hayman, Speaker of
the House of Lords, Baron Geoffrey
Dear, former H.M.I., David Hanson
M.P., Police Minister, and Sir Paul
Stephenson, Commissioner of the
Metropolitan Police.
In his address, Eric Evans, President
of Narpo, thanked Baroness Harris for
her hospitality and summarised the key
issues presently of concern to Narpo.

Harrogate Treatment Centre
I
Thomas Abernethy
retired through injury in 1994 and
was unaware that I could attend the
Police Treatment Centres let alone take
my wife as well until I read about it in
the Merseyside Narpo Bulletin. By
downloading an application form,
having it signed by my doctor and then
forwarding it to the Police Federation, I
spent a week at Harrogate. Expert
physiotherapy was received in four
sessions, which together with the use of
the well equipped exercise suite and
swimming pool enabled an
improvement to my condition which I
greatly appreciate.

am writing to express our sincere
thanks for the help and support
given to us by NARPO during our
recent bereavement. My husband
planned his own funeral and requested
the NARPO Flag be draped over his
coffin. It was a huge comfort to the
whole family that we were able to
implement his wishes. I would also
like to thank those representatives
who attended the funeral service and
the committee members that offered
their time and support for some time
after. Many thanks.

Motor Insurance Problem

W
ith reference to the letter from
Myrddin Jones-Parry,
the
motorways covered by Merseyside
were the M62, M57, M58 and that part
of the M6 northbound within the
Merseyside Police area. However the
part in question of the M6 is (according
to the Standard Motorway Manual
1989) usually patrolled by Greater
Manchester Police but was (in my day)
also covered by ourselves going from
the M62/M6 junction to the M6/M58
junction. Thus making a square block,
viz. M58 to M57 to M62 to M6. This
would account for the presence of a
Merseyside Police vehicle being on the
M6. The motorways nowadays being
covered by patrols from Maghull. I
hope this helps.

Police Pension and
NARPO Subscriptions
he Retail Prices Index (RPI) for
the month of September 2009 was
minus 1.4%. The RPI is the index that
affects our Police Pensions from April
2010 and is used to set the levels of
subscription to NARPO for the coming
year, starting in January 2010.
Police Pensions will not be reflected
by the negative figure - in other words
there will be no rise and no decrease in
your Police Pension next year.
Similarly, there will be no increase
in your NARPO subscription.
I
am a volunteer with the Liverpool
& District branch of the MS
Society as the Volunteer Coordinator.
I am writing to you to enquire if any
of your members would be able to
help us with voluntary driving the
branch mini bus? We have two
afternoons every week on a Monday
and Tuesday when members are taken
from their homes to a meeting
(Occupational Therapy) in Allerton.
We are looking to recruit drivers
who can give a few hours each week
to be on the driving rota to share the
burden. This is a voluntary role but all
out of pocket expenses can be
claimed in fulfilling this role.
If you feel able to help in principle
I could send you information which
will help you to assess the role in
more detail. If you supply a postal

Volunteer Cadets Scheme
I
work for Merseyside Police in
Knowsley BCU and I am the
Extended Police Family Co-ordinator.
Part of my role is to run the BCU Police
Volunteer Cadets Scheme. What I am
looking for is to see if you have any
members that would be willing to
become volunteers and use their
expertise and help with running the
Scheme.
The Cadet Scheme is a two year
programme for 15-16 year olds in
which they commit to becoming
volunteer uniformed members of
Merseyside Police. They take part in a
structured programme in which they
have regular classroom sessions on
police related matters. They will also be
expected to assist in the community
with local policing events.
It would be a great help to the
Scheme if we could use your members’
skills particularly with the planning and
the delivery of the Scheme. If you can
circulate this to your members that
would be much appreciated.

Merseyside Police
State Pension and Benefits
T
he basic state pension is to
increase from April 2010 by
2.5%. For a single pensioner, the
weekly pension will rise from £95.25 to
£97.65, while a pensioner couple will
see a rise to £156.16 from the current
£152.30.
State and public sector pensions are
both calculated with reference to
September inflation figures and the rise
comes despite the Retail Prices Index
(RPI) being negative last month.
The Office for National Statistics
(ONS) revealed that the RPI in
September was (minus) -1.4%.
Other state benefits are linked in a
similar method to another measure of
inflation (the Rossi index) which is the
RPI excluding housing costs. This is
also negative so housing benefit,
council tax benefit, incapacity benefit,
job seekers’ allowance (JSA) and
income support will all remain at the
same rate from next April.

'D' DIVISION
n Friday 9 October 2009, thirty
eight ex members of Liverpool
City Police ‘D’ Division at Rose Hill
gathered for their 9th annual reunion.
Sadly, like all the old City divisions,
numbers attending reunions are
dropping year by year due to age and
infirmity.
The ‘D’ Division reunion is very
popular and year after year members
travel great distances to join their ex
colleagues. Normally Eric (14‘D’) and
Alida (29‘WP’) Roberts travel up from
South Wales but were on holiday in
Crete this year and no doubt raised a
glass or two to us during the afternoon.
They were kind enough to send up a
contribution towards the raffle which
was gratefully received. A couple of
years ago Jack Kynaston (84‘D’)
travelled up from Dorset. This year ex
Constable 242‘D’ travelled up from
Devon; he is now better known as Sir
John Evans, former Chief Constable of
Devon and Cornwall. He and his wife,
Lady Beryl, really enjoyed the couple
of hours spent in our company.
I have pencilled in Friday 8 October
2010 for our next reunion but as the
future of the Fairfield Police Club is in
some doubt, it is in the booking diaries
of both Fairfield and Riversdale Police
Clubs.
If there are any ex members of the
Division, or the Liverpool City
Policewomen’s Section, who have not
yet made contact and wish to be
included in the postal circulation, please
contact me at the address below.
Those on my mailing list will be

LIVERPOOL CITY POLICE CADET (1956) REUNION
T
he thirtieth ‘1956’ Cadet Reunion Dinner was held on Friday 16 October
2009 at the Liverpool Marina Restaurant, Coburg Wharf, Liverpool.

Annual Cenotaph Parade and Service
A
t the invitation of the Royal British Legion a contingent of Narpo members
attended the Remembrance Day Parade and Service at the Cenotaph,
Whitehall, on 8 November 2009. Colin and Ruth Rowan represented the
Merseyside Branch.
If you wish to represent the Branch
at the Remembrance Day Parade on 14
November 2010 contact the Branch
Secretary, David Anderton, as soon as
possible. You should be aware of the
physical demands of standing in
Whitehall for at least one hour and then
marching for a distance of at least one
and a half miles, possibly in inclement
weather.
As well as being a great event, this
is an opportunity to highlight Narpo in
the national media and the B.B.C.
contacts Narpo prior to the parade for
any relevant information about the
participants.
Following the Parade, a meal is
provided for each member and a guest
in the Peelers Restaurant at New
Scotland Yard.
