Walter Kent To Chair COSBE
Veteran Chamber volunteer Walter Kent (Walter Kent Funeral Home) has been
recruited to chair the Chamber’s newly established Council Of Small Business
Enterprises (COSBE). Mr. Kent is a former member of the Chamber Board of
Directors and has helped with task forces on various projects.
As Chair, Mr. Kent is working with Chamber Chair Bill Benedict, who championed
creation of COSBE. Both leaders are collaborating with Chamber staff to identify
leaders of COSBE’s three priority areas of programming. The three areas are Legislation,
Education and Connections. The three priority area chairs will be announced in next
month’s edition of Today’s Chamber.
Reaction to COSBE has been enthusiastic. “Members have already confirmed our hopes that COSBE would hit a
positive nerve in the marketplace,” said Mr. Benedict. “Walt and I are eager to assemble the leadership team and get
COSBE programming underway.”

Chamber, County, District Look to Save Teacher Jobs
An informal task force of Chamber members is optimistic about the prospects for positive results from some pragmatic discussions with the Elmira City School District. The Chamber and business community in general share concerns which have compelled area school districts to tap reserves, cut programs and teaching positions and to put tax increases on the May 17th ballot.
“Education is crucial to our lifestyle and our economy,” observed Chamber Chair Bill Benedict (Magee Point Associates).
“While we cannot second guess the hard budget choices which districts have made this spring, we are encouraged about some
efficiencies of operation which Elmira Schools are exploring.”
Mr. Benedict noted the Chamber and the County Executive’s office are confident the district will pursue those efficiencies
which hopefully may save a number of teaching positions before September arrives.
“There are no guarantees, of course,” explained Mr. Benedict, “but we think the district’s administration and board and staff
may just make something solid happen.”
Beyond the current crisis, the Chamber is considering a longer term effort to assist school districts in the county, as they seek
new opportunities to meet budgets while continuing to improve education.

I am a graduate of the Leadership Chemung class of 2002-03. At the time, I had worked
at Corning Community College for thirteen years, but my family and I had just moved to
Chemung County. Additionally, I had just been promoted to the Office of Workforce
Development. I thought the Leadership Chemung program would be a great way for me
to: gain some additional leadership skills, become more familiar with my new home,
Chemung County, and to network with other emerging leaders. I was RIGHT!
Leadership Chemung gave me very valuable insights to the local region while gaining
leadership skills. Additionally, the contacts that I met through the program have been
invaluable and I continue to work with many of these colleagues 10 years later.
Since I completed the program, I have been promoted to Director of Continuing
Education at Corning Community College. I recently completed an additional year-long
leadership program for academic chairpersons, called the Chair Academy sponsored by
Maricopa Community College. Last year, I added non-credit training for additional
counties to my duties. I am very involved with several Leadership programs which assist
leaders with skill building and professional development.

and Schuyler County Child Care Coordinating Council. I am also a board member and membership chairperson for a
state-wide organization: the Continuing Education Association of New York (CEANY). I also coordinate Corning Community College’s involvement as a water stop for the Time to Sperr Race, a fundraiser to honor Trooper Andrew Sperr
and support the park built in his memory. My family and I continue to live in Chemung County and to be involved in
our community in a variety of ways. The skills that I gained through Leadership Chemung have been invaluable to me in

Play Ball with Sweeney Enterprises Client
Kieffer Honored
Spring is in the air, which can only mean the sights and sounds of youth baseball are not far
behind. For those players looking to improve their baseball skills, Sweeney Enterprises client,
Matt Burch Championship Baseball, this summer offers personal one-on-one pitching lessons.
J. Arthur “Archie” Kieffer was honored
at a recent Chemung County Legislature meeting, receiving a proclamation
from County Executive Tom Santulli
declaring March 27, 2011 “J. Arthur
Kieffer Day in Chemung County”, the
occasion of his 90th birthday.
The one-hour lessons with Matt Burch, the 1998 first round draft pick for the Kansas City
Royals who played professional baseball for seven seasons, are from July 6 through September
1. Burch focuses on the proper mechanics and techniques of pitching, while tailoring his oneon-one instructional plan based upon the youth’s abilities and skills. He looks to make each
lesson become both a fun and educational learning experience for the athlete.
The former three-sport standout from Thomas A. Edison High School is a member of the
Virginia Commonwealth University Baseball Hall of Fame. He holds several school records
for the three years (1996-98) he pitched for the Rams. Burch also received Second Team AllAmerica honors from Baseball America, Baseball Weekly, and the American Baseball Coaches
Association. He gained All-Star First Team honors from the Eastern College Athletic Conference (ECAC) as well as co-Colonial Athletic Association Player of the Year Award in 1998,
sharing the award with teammate and current Detroit Tigers third baseman Brandon Inge.
Burch managed the Elmira Pioneers for three seasons. His 2007 squad captured the New
York Collegiate Baseball League Championship.

Paul Davis Emergency Services Provides Spring Storm Safety Tips
Spring is almost here and with it comes the threat for severe weather. Thunderstorms,
heavy rain, flooding, lightning, hail and tornadoes are all too common during this time
of year, and can cause significant damage to homes in minutes. Paul Davis Emergency
Services of the Southern Tier, a leading provider of fire and water damage clean up and
restoration services, offers consumers some safety measures to protect their family and
property.
According to Thomas Clayton, Paul Davis office owner, every homeowner should have a
disaster plan and a basic emergency kit for their family should a severe storm strike.
A family disaster plan should include where to assemble in the house when the storm
hits (i.e., sturdy interior room or basement) and the nearest designated storm shelter if
you have time to evacuate.
The Basic Emergency Kit should include: water, food, battery-powered or hand-crank
commercial radio and a NOAA Weather Radio, cell phone with charger, flashlight, first
aid kit, copies of insurance policies, identification and bank account records in a waterproof container, sleeping bag or warm blanket for each person, and a fire extinguisher.
When faced with the possibility of severe weather, home and business owners should:
•Secure major appliances to the wall studs or foundation using “L” brackets.
•Inspect the roof and repair any loose shingles to prevent leakage from water and winds, and
remove debris.
•Repair siding, awnings, gutters, downspouts and brackets if loose or damaged.
•Clear yard of loose articles and debris. Keep yard tools, patio furniture, grills, garbage cans and
toys stored when not in use.
•Trim trees and shrubs to prevent branches from breaking off during high winds.
According to Clayton, if damage to your home or business is significant, contact a properly
licensed professional or company in the property loss restoration and emergency mitigation service industry. Look for certifications from The Institute of Inspection, Cleaning and Restoration
Certification (IICRC).
Collegiate Baseball League All Star Game To Be Played in Elmira
The Elmira Pioneers are proud to announce that the inaugural Perfect Game
Collegiate Baseball League All Star Game will be played on Monday, July 18 at
Dunn Field in Elmira. “We are delighted that the PGCBL Board of Directors selected Elmira to host the league’s first All Star game. It will be a lot of work, but
the team can’t wait to put on a fun filled extravaganza.” said GM Jeff Kunion.
The All Star game program includes a pregame picnic in the new Texas Roadhouse Picnic Pavilion, with former Major League All Star Tommy John as the
featured speaker and a homerun hitting contest. After the game the Pioneers will
launch a Fireworks Show, presented by the City of Elmira.
Season ticket holders will have this game added to their package. All Star game
tickets and single game regular season tickets are now on sale at the Pioneers exclusive retail ticket outlet Jubilee Foods at 2898 Westinghouse Road, Horseheads.

Foundation has funded the purchase of
a $45,000 mobile x-ray imaging system
dedicated for use in the hospital’s Neonatal Intensive Care and Pediatrics units.
“Freddie the Fire Engine” is shaped and
decorated like a fire engine, which helps
create a less intimidating atmosphere and
puts children - and parents - at ease during potentially difficult procedures. The
NICU at Arnot Ogden Medical Center
cares for more than 360 premature or
critically ill infants annually.
Arnot Health, St. Joseph’s Hospital
and Ira Davenport Memorial Hospital
provide diagnostic, ambulatory, secondary and tertiary acute care, as well as
rehabilitative and wellness services to
the Southern Tier of New York and the
Northern Tier of Pennsylvania. The
three-hospital regional healthcare system,
an independent, not-for-profit organization, has a total of 809 licensed beds,
including 493 acute care, 231 long term
care, 40 physical medicine rehabilitation,
25 psychiatric, and 20 substance abuse
rehabilitation. The system currently has
more than 300 physicians from 50+ specialties. Arnot Ogden Medical Center is
an independent, not-for-profit, 256-bed
tertiary medical facility located in Elmira.

HUNT’s Savona Water System
Project Earns ACEC Award
Chemung County’s Medicaid
Medical Home, which is called the
Priority Community Healthcare
Center, opened its doors in March of
2010. County Executive Tom Santulli
reported on the success of the Center in
its first year. The Center currently serves
approximately 3,000 patients with a goal
to serve as the primary care office for up
to 4,000 Chemung County
Medicaid recipients. “If we applied
these principals to the target population
of 4,000 patients, Chemung County
could potentially realize $2 million in
annual savings,” added Santulli. “We
believe we could achieve savings in
excess of $4 million or 20% if New York
State allows us to fully implement our
‘Chemung Valley Accountable Care
Plan’ which was submitted to the
Governor’s Medicaid Redesign Team.”
The project that brought water to the
residents of the Village of Savona has
earned a Platinum award as an entry in
the ACEC New York 2011 Engineering
Excellence Awards. Those involved with
the project gathered in Corning to present
the award and celebrate the achievement.

CVB Tours Mark Twain Country
More than 20 members of the Chemung Chamber’s Convention & Visitors
Bureau (CVB) took part in a “familiarization tour” in April to gain first-hand
knowledge of local tourism attractions. The group frequently coordinates
such tours for travel writers and group tour professionals, but this time the
tables were turned when CVB members were the tour participants.
Laurie Desmarais (Near Westside Neighborhood) and Reyman Clark
(The Starlite Room) worked with Chamber staff to plan a four-hour tour
that showcased several attractions. According to Clark, “The goal for the day
was to step back and experience Chemung County as a tourist might, and to
appreciate what our community has to offer from a fresh perspective.” Desmarais added, “Although we work closely as a group to
promote Mark Twain Country as a destination, the inside knowledge we gained on the tour certainly left us better prepared to
recommend other stops to visitors.”
Attractions featured on the tour included: Express Café & Bakery, Friends of the Chemung River Watershed, Harris Hill Amusement
Park, National Soaring Museum, Harris Hill Soaring, Tanglewood Nature Center & Museum and Antique Revival. The group plans to
feature additional tourism businesses on subsequent tours. A special thanks to Chemung County Transit and First Transit for providing the
use of a coach and driver for the event.

When the Association of Public Historians of New York State recently held their annual
convention in Elmira, they were shown plenty of Twain Country hospitality! Huck Finn
& Becky Thatcher from the Chamber’s Tom, Huck & Becky Ambassador Program were
among those who ensured a memorable stay for the 130 historians who participated in
the three-day event at Holiday Inn Riverview.

Arnot Art Museum opened the spring
2011 exhibition ArtNow on April 15.
ArtNow presents three artists--Joseph
Girandola, Robert Bauer and Osamu
James Nakagawa--in solo exhibitions
within the framework of a larger program,
with each artist’s work displayed in a
different gallery. Girandola’s “Gravity”
features four grand-scale sculptural wall
pieces celebrating architectural wonders
of history; Bauer’s “Portraits” consists of
exquisite small paintings and drawings;
and Nakagawa’s “Banta” consists of
large-scale photographs depicting the
Okinawan cliffs of Japan. The exhibition
will be on display through September 25,

Business Council Shows Support for
Property Tax Cap
The Business Council of New York State, Inc., joined with
members of the Senate and business organizations from
across the state urging the Assembly to act on a meaningful
property tax cap bill.
“Following an historic budget that put New York on the road
to economic recovery, the next step in the fiscal reform
agenda is to adopt the property tax cap already passed by
the Senate,” said Heather Briccetti, Acting President and CEO
of The Business Council of New York State, Inc. “The
Assembly must take action on this vital reform in this session.
Enactment of the property tax cap will send a strong signal to
business that New York is ready to grow and create private
sector jobs.”
In January, the Senate passed property tax cap legislation
which would limit tax levy growth for school districts and local
governments to two percent or 120 percent of the annual
increase in the consumer price index, whichever is less.
This sector also provides high paying jobs. Nationally, the
average pay for a biopharmaceutical employee in the US for
2009 was $102,341. In New York State, the corresponding
wage in this sector was $72,486.
The report also looks at the slow growth of this sector in
New York compared to other industrial states as well as
China and India. It provides a road map for what New York
needs to do, to realize the fruits of this opportunity. It
shows that this is a key moment in time when the New
York’s leaders must make growth of this sector a priority
because we are in a global competition for these jobs.

Labor Commissioner Addresses
Wage Mandates
Along with the property tax cap, the Senate also adopted a
mandate relief provision forcing the state to fund any new
requirements imposed on local governments or school
districts.
New York State Labor Commissioner Cathleen Gardner was
the keynote speaker at The Business Council’s HR and
Legislative Conference. During her remarks she spoke at
length about the wage theft law and how businesses across
the state would be affected, seeking to reassure employers
that the new wage mandates and penalties will not create
an unnecessary burden.
Biopharmaceutical Sector a Growth
Engine for New York’s Economy
The new rule, which went into effect on April 9, increases
civil and criminal penalties on private employers who violate
wage and overtime laws The rules also dictate how, and
how often, private-sector employers must provide pay
details to all employees.
Biopharmaceutical research and manufacturing holds great
promise for economic growth in New York. If properly developed and supported, this sector could be the engine driving
an economic resurgence in New York. That is the finding of a
new study by the Public Policy Institute, the research arm of
The Business Council of New York State, entitled, “New York
Must Step Up Its Game: The Global Struggle for Biopharmaceutical Jobs”. This report looks at high paying jobs emanating from biopharmaceutical clusters and the high multiplier
potential that these jobs have on the economy.
The report in effect lays down a challenge to public and
private sector leaders, labor as well as business, academic
health centers focused on research, as well as educators, to
take the steps needed to expand New York’s reach in this
sector.
It establishes biopharmaceutical research and the attending
job potential locked inside those clusters, as one of New
York’s best long-term growth strategies.
“To see just how important expanding this sector can be for
New York, for every life-science research position New York
creates or retains an estimated 3.458 jobs will arise,” said
Heather Briccetti, Acting President and CEO of The Business
Council. “In addition, each manufacturing job in New York
translates into 9.359 jobs. Therefore, the inherent multiplier
effect of biopharmaceutical jobs where melded into manufacturing hubs creates an engine for economic development.”

Heather Jung Joins Government
Affairs Staff
Heather Jung has joined The Business Council of New York
State, Inc. as manager of government affairs. In that role,
she will expand The Business Council’s advocacy efforts by
spearheading the creation of a travel and tourism
committee.
That committee will work to formulate a legislative and
policy agenda to improve and expand the industry across
New York State. Jung will also work to increase member
involvement with the homeland security council and the
contract procurement committee.
“We are very pleased to have Heather join our staff,” said
Heather Briccetti, Acting President and CEO of The Business
Council. “She brings experience and energy that will add to
our government affairs team and support our advocacy on
behalf of our members.”
