Every child deserves a healthy, nurturing childhood and the opportunity to grow to become a caring, productive adult. Unfortunately, the toxic stress of child abuse and neglect can damage a developing child's brain in ways that create poor outcomes that last a lifetime Once again during this month the Chemung County Department of Social Services Children and Family Services Division will be partnering with Glove House to "plant" a Pinwheel Garden on the corner of Clemens Center Parkway and Water Street in Elmira, NY to bring awareness to Child Abuse Prevention Month. Research shows that when parents possess six protective factors, the risk for neglect and abuse diminish and optimal outcomes for children, youth, and families are promoted. The six protective factors are: Nurturing and attachment . Knowledge of parenting and of child and youth development . Parental resilience . Social connections . Concrete supports for parents . Social and emotional developmental well-being For more information about child abuse prevention programs and activities during the month of April, and throughout the year, contact Children and Family Services, 607-737-5402. West Elmira fatality leads to tainted drug concerns Authorities are concerned about the potential health risks throughout Chemung County posed by dangerous and possibly tainted drugs following a fatal drug overdose Tuesday night in West Elmira. A Cleveland Avenue resident was found dead of a suspected overdose. An investigation by West Elmira police turned up a large quantity of miscellaneous, unpackaged pills, along with a pill crusher with residue and several rolled bills, indicative of drug ingestion through snorting, according to a news release from the Chemung County District Attorney's Office. The investigation prompted concern of a more widespread hazard throughout the county, according to a statement from District Attorney Weeden Wetmore. Police have fielded multiple complaints regarding drug activity at the Cleveland Avenue location, and information was developed indicating that pills and marijuana had been supplied there, in some instances, to high-school-age juveniles. A sampling of the pills removed from the residence were field tested Wednesday and found to be laced with fentanyl — a powerful synthetic opiate analgesic used to treat or manage severe pain. Side effects of fentanyl include euphoria, drowsiness and, in excess, respiratory depression and arrest. Police also recovered pills identified as Xanax and Oxycodone. Authorities are "gravely concerned" regarding the extreme health hazard posed by the distribution of these pills and any other substances, including marijuana, at the Cleveland Avenue location, the news release said. Information developed during the investigation suggests that location was likely not the only distribution point for these pills, and therefore, they are not necessarily limited to the West Elmira area. It can't be readily determined by a user whether the pills are tainted with another substance such as fentanyl until it's too late, the news release added. Authorities are urging residents to avoid at all costs any medications not issued directly to the user in a marked prescription dispenser. http://www.stargazette.com/story/news/local/2016/03/30/west-elmira-fatality-leads-tainted-drug-concerns/82441872/
