2015 Highlights
Lifetime Achievement Awards
The Loveland-Symmes Fire Department honored two long-time firefighters with
lifetime achievement awards. Capt. Richard “Dick” Rose and Deputy Chief Billy
Goldfeder have nearly a century of combined experience as emergency response
professionals. Captain Rose started as a junior firefighter in Loveland in 1948.
His father, six siblings, three sons and many of his grandchildren have all worked
for the fire services. “It is just a family thing. I don’t have many years in this,”
Rose said, with a comedic nod to his family’s long history as firefighters. “I only
have 65 since I started.” Deputy Chief Goldfeder
started as a volunteer EMT while he was still in
high school. Chief Goldfeder has worked as a
firefighter in multiple different states throughout
his career and has been with the L.S.F.D. since
Capt. Richard (Rosie) Rose 2000. He is originally from Long Island and was
a responder to ground zero shortly after Sept. 11, 2001. Goldfeder has
worked to minimize firefighter injuries, travels around the country to
teach other departments about safety and has written a book about
ways to prevent injuries. He is currently on the board of directors for the
September 11 Families Foundation.

Fire Training Tower Design
The Loveland-Symmes Fire Department has secured
approval of the plans for a state of the art fire training tower
to be constructed on the lot behind 227 E. Loveland Ave.
behind the old Loveland V.F.W. Building. The 4-story fire
training tower will be equipped with a 2-story residential
unit and a 1-story annex. It’s features include 12 single
windows, 1 double window, 5 single doors, 1 double door and
a temperature monitoring system. The tower has an interior
4-story stairwell, a ladder from the 4th floor to a roof hatch, a
parapet roof system and 4 rappelling anchors. The industrial
section includes a 4′-0″ attic space, a gabled roof structure
with perimeter welded guardrails and 2 chop-outs and a 2nd
floor live fire burn room. The annex houses a second live fire
burn room. Construction of the new fire training tower will
begin in the spring of 2016 and is expected to be completed
and operational by July. The training tower is a joint project of the Northeast Fire Collaborative.
Other local area departments will pay to utilize the training tower, generating income to help with the
maintenance and operating cost of the facility.
L.S.F.D. Awarded AFG Grant
The Loveland-Symmes Fire Department was awarded a 750K Assistance to Firefighters Grant (AFG)
for the purpose of replacing all the departments Self Contained Breathing Apparatus (S.C.B.A.s) with
new units that meet all of the most current NFPA standards.
On February 1, 2013 the Loveland-Symmes Fire Department began a new physical fitness program
with FireFITT, a local company that is owned and operated by two Miami Township firefighters. The
fitness program is designed to have two personal trainers come to the fire houses with a prepared
fitness plan for the firefighters to complete on duty. The fitness program has focuses on aerobic
endurance and maintaining physical strength. Each session starts with a warm up and stretching
period followed by an intense workout. The workouts are a cross fit type workout that incorporates
total body movements that are required for firefighting. Functional strength and endurance makes
pulling hoses into burning buildings, saving a loved one or lifting a patient off of the floor when they
are hurt is the focus of this program. Proper lifting techniques and form are closely monitored by
the fitness instructors during all movements. Firefighters complete a physical fitness assessment
administered by FireFITT twice a year. The test includes height, weight, body fat percentage, body
mass index score, Volume of Oxygen consumption (VO2) max test, and push up test, sit up test, bench
press and squat.
The department as a whole has made positive improvements in physical fitness from the time the
program started in 2013 till the end of 2015. The firefighters had an overall reduction in body weight
of 2.9%, with a 4.8% reduction in Body Fat, and a 3.3% reduction in their Body Mass Index. Collectively
the firefighters increased their endurance by 16.1% and overall strength by 13.25%. The firefighters
completed 189 hours of fitness training in 2015 at a cost of 40$/ man hour.
