Notes
The summer air was upon us at
The Greens of LeRoy today as we
gathered for our weekly meeting.
Jake Whiting joined us, as well as
Pam Weaver from the National
Center for Missing & Exploited
Children was also in attendance.
Martha Bailey reported that we
made over $900 in our annual
Rent-A-Rotarian event. Martha
also informed us that there are
collection boxes for REAL that
are out in the community. Please
drop off any used books for
our event later this month. Bob
Bennett is chairing the annual
Installation Dinner scheduled for
June 29th. Rotarians and their
guests are invited to attend this
event at The Caledonia Village
Inn. Bob will have a sign up
started next week. Thirsty Third
Thursday will be on June 16th,
and Sam Vagg is in charge this
month. She will have finalized
details next week. All Rotarians,
friends, and anyone interested in
learning about Rotary are invited
to attend.
Tony Gugino presented a check
for $1,000 from the Rotary Club
of Le Roy to Sam Vagg on behalf
of The REA Milne Memorial
Scholarship Fund. The scholarship is named in honor of Dr.
Robert E.A. Milne. Dr. Milne
was a Canadian born doctor who
served in World War I for Canada. He then moved to America,
and set up a successful medical
practice in Le Roy. Following
the attack on Pearl Harbor, forty
four year old Dr. Milne left his
medical practice to enlist in the
American military. He subsequently saw combat duty during
World War II. Two weeks prior to
his military discharge, Dr. Milne
contracted meningitis, which ultimately lead to his death a short
time later. The Rotary Club of Le
Roy then established a fund to
pay for the college education for
Dr. Milne’s young sons. The fund
continued to grow, and the Rotary
Club of Le Roy has continued to
fund the educations of Le Roy
students ever since.
Martha Bailey, Bob Bennett,
Chris Biviano, Nanette Chiulli,
Lauren Humphrey, Carol Wolfe,
and Phil Weise were all called on
for missed meetings, and all had
valid makeups.
Phil Weise was fined for some
busy pets. Tracy Ford was tagged
for a picture of her during United
Way Day of Caring. Larry Boylan
paid up for a successful family
yard sale. Randy celebrated his
6 year Rotary Anniversary by
paying up. Tom Cox was fined for
his celebration of his 50th Class
Reunion this past weekend. Mary
Young and Sam Vagg paid up for
“twinning” today.
Pam Weaver from the National
Center for Missing and Exploited
Children was our program today.
The National Center for Missing
& Exploited Children® opened
in 1984 to serve as the nation’s
clearinghouse on issues related
to missing and sexually exploited
PULLY'S
children. Today NCMEC is authorized by Congress to perform
22 programs and services to assist
law enforcement, families and the
professionals who serve them.
Unfortunately, there is no reliable
way to determine how many total
children are actually missing in
the U.S., as many children are
never reported missing.
When a child is reported missing to law enforcement, Federal
law requires that child be entered
into the FBI’s National Crime
Information Center, also known
as NCIC. According to the FBI,
in 2015 there were 460,699 NCIC
entries for missing children. Similarly, in 2014, the total number
of missing children entries into
NCIC was 466,949. This number
represents reports of missing
children. That means if a child
runs away multiple times in a
year, each instance would be
entered into NCIC separately and
counted in the yearly total. Likewise, if an entry is withdrawn and
amended or updated, that would
also be reflected in the total.
In 2015 NCMEC assisted law
enforcement with more than
13,700 cases of missing children.
Case type: 86 percent endangered
runaways, 10 percent family abductions, 2 percent lost, injured
or otherwise missing children, 1
percent non-family abductions, 1
percent critically missing young
adults, ages 18 to 20. Of the
more than 11,800 endangered
runaways reported to NCMEC

in 2015, one in five were likely
victims of child sex trafficking.
Of those, 74 percent were in the
care of social services when they
went missing.
AMBER Alerts have successfully recovered 816 children,
including 28 recoveries credited
to the wireless emergency alert
program. NCMEC’s forensic
artists have age-progressed more
than 6,000 images of long-term
missing children and created
more than 480 facial reconstructions for unidentified deceased
children. NCMEC has assisted
law enforcement with more than
717 cases of unidentified children’s remains and has assisted
in 65 identifications.
Team Adam, which provides
rapid, on-site assistance to law
enforcement in cases of critically
missing children, has deployed
more than 960 times. There are
tips, education materials, & videos for everyone on how to keep
our children safe at no cost on

Rotary Club Fly-In Breakfast
The Batavia Rotary Club has
announced that its 2016 Fly-In
Breakfast will be held Sunday,
June 19 (Father’s Day) at the
Genesee County Airport, 4701
Saile Drive, Batavia, from 7:00
a.m. to 12:00 noon. Rotarians
will cook breakfast for more than
1,500 guests, as well as dozens of
pilots who will fly their aircraft to
the Batavia airport that morning.
Tickets are $8 for adults; $5 for
children ages 4 to 12; and free for
children under the age of 4.
Residents throughout Western
New York are invited to enjoy
breakfast, meet the pilots, and
view their aircraft. The Fly-In
Breakfast menu will feature
sausage, eggs, pancakes, and
beverages. Over the years, the
volunteer Rotarian-cooks have
become known for their “anyway-you-want-them” omelets,
which will once again be avail-
able. Tickets for the event may
be obtained from any member
of the Batavia Rotary Club or at
the door.
Saile Drive is located just north
of the City of Batavia and the Batavia exit of the New York State
Thruway, off Route 98.
All proceeds from the event
benefit the Batavia Rotary Club’s
programs for youth and community programs. Last year,
the Club donated more than
$100,000 to charitable causes.
Fly-In Breakfast Co-Chairs
Edmund Leising said that the
airport’s expanded facilities may
attract more guests this year.
“We’ll have a record number of
volunteers hosting and cooking
the morning of the 19th,” he said.
“Guests will have the chance
to talk with pilots, view their
aircraft, and see all the changes
made at the county airport.”

Tompkins Bank of Castile
Offers 7 Tips To Avoid Online Fraud
Every year, millions of consumers fall victim to cybercrime.
According to the FBI’s Internet
Crime Complaint Center, in 2014,
consumers lost more than $800
million from scams initiated
through the web. In recognition
of Internet Safety Month in June,
Tompkins Bank of Castile is
highlighting seven tips to help
consumers protect themselves
from online fraud.
“The Internet has become one
of the most popular tools used to
commit fraud by criminals who
are becoming more and more sophisticated,” said John McKenna,
President and CEO. “As a result,
it’s extremely important for consumers to secure their wireless
networks and filter the amount of
personal information they choose
to divulge online.”
Tompkins Bank of Castile
recommends the following tips
to keep you safe online:
• Keep your computers and
mobile devices up to date. Having the latest security software,
web browser, and operating system are the best defenses against
viruses, malware, and other
online threats. Turn on automatic
updates so you receive the newest
fixes as they become available.
• Set strong passwords. A
strong password is at least eight
characters in length and includes
a mix of upper and lowercase
letters, numbers, and special
characters.
• Watch out for phishing
scams. Phishing scams use
fraudulent emails and websites
to trick users into disclosing
private account or login information. Do not click on links or
open any attachments or pop-up
screens from sources you are not
familiar with.
• Forward phishing emails to
the Federal Trade Commission
(FTC) at [email protected] – and
to the company, bank, or organization impersonated in the email.
• Keep personal information
personal. Hackers can use social
media profiles to figure out your
passwords and answer those security questions in the password
reset tools. Lock down your privacy settings and avoid posting
things like birthdays, addresses,
mother’s maiden name, etc. Be
wary of requests to connect from
people you do not know.
• Secure your internet connection. Always protect your
home wireless network with a
password. When connecting to
public Wi-Fi networks, be cautious about what information you
are sending over it.
• Shop safely. Before shopping
online, make sure the website
uses secure technology. When
you are at the checkout screen,
verify that the web address begins with https. Also, check to see
if a tiny locked padlock symbol
appears on the page.
• Read the site’s privacy policies. Though long and complex,
privacy policies tell you how the
site protects the personal information it collects. If you don’t see or
understand a site’s privacy policy,
consider doing business elsewhere.

Arrest
Made On
Previously
Deported
Alien
U.S. Border Patrol agents assigned to the Rochester Border
Patrol Station arrested a previously deported alien with a
criminal record on June 6.
LeRoy Police Depa r tment
turned over Juan Rivas-Silva,
age 42, to Border Patrol after
stopping his vehicle for a traffic
violation. The LeRoy Police
department had requested Border Patrol assistance during the
traffic stop.
An agent from the Rochester
Border Patrol Station interviewed
Rivas-Silva, a citizen of Mexico.
Rivas-Silva was in possession of
an expired driver’s license and a
Mexican passport. Rivas-Silva
was determined by Border Patrol
to be illegally present in the U.S,
placed under arrest, and transported to the Rochester Border
Patrol Station for processing.
Rivas-Silva told agents that
he entered the U.S. illegally in
1998 in California. While in the
U.S., Rivas-Silva has committed
felony crimes including burglary,
assault and battery, domestic
violence, and driving under the
influence. Rivas-Silva is held
without bond pending his removal from the U.S.
Rochester Station Patrol Agent
In Charge Michael Werthman
said, “The arrest of this individual highlights the cooperation between law enforcement agencies
in bringing criminals to justice.
I commend our agents and the
LeRoy Police Department for
their hard work and commitment
to service.”

Charles Olmsted - LeRoy Native Featured in Documentary
by Lynne Belluscio
Pete Gallivan from WGRZ
in Buffalo called and wanted to
know if I could scan some photographs of the Olmsted airplane
that at one time was in storage
in the LeRoy Academic Institute
building that stood where the
parking lot is now next to the
Jell-O Gallery.
He was producing a piece on
“Hidden History in Western New
York” and was going to focus on
aviation. The show aired on May
27 and can be Googled if you want
to see it. Pete knew the story of
Charles Morgan Olmsted, who I
have written about several times,
and wanted to feature him in the
story. Charles Olmsted was born
in LeRoy in 1881. He was one of
six boys born to John B. and Clara
Olmsted. His brother was John Allen Olmsted, who owned Allen’s
Footease. In fact, it was his brother
who owned the LeRoy Academic
Institute building, that became the
home to the Olmsted plane.
Charles grew up in Buffalo and
at an early age, became interested
in aviation. In 1895, when he was
fourteen, he designed and built
a glider. He attended Harvard
University in 1894 and 1895. He
attended Gottingen University
and Wilhelm Institute in Germany
from 1902 to 1906 and obtained
his Ph.D. in astrophysics from
Kaiser University.
For several years he worked
at the Lick Observatory in California, but returned to Buffalo
to work on his radical propeller
design. In 1908, he began experiments with minimum-induced
loss propellers. In 1909, he tested
full-size propellers in a wind tunnel. His propellers were used by
Glenn Curtiss on his early flying
boats, Edith and American. The
Olmsted propeller increased efficiency by 20% over the standard
designs and set records in climb
rates, speed and weight carried
aloft by the Curtiss planes. Glenn
Curtiss announced that the Olmsted propellers were “the finest and
most efficient I have ever seen.”
In 1910, Charles Olmsted joined
the Buffalo Pitts Company to develop a mass-produced airplane.
The Buffalo-Pitts Company was
founded in the 1800s and manufactured farm equipment and was
also known for its steamrollers.
Buffalo Pitts had a very advanced
manufacturing facility in Buffalo
