Colorado’s Inaugural Asphalt Hall Of Fame Inductees The CAPA Board of Directors introduced the inaugural members of the Colorado Asphalt Hall of Fame at the 17th Annual “Best in Colorado” Awards Dinner & Program. “Tonight we recognize the founding members of CAPA,” said Jimmy Marvel,“a small group of people who were instrumental in getting CAPA up and running in 1983.There was no blueprint and no owner’s manual on how to launch an association. If it wasn’t for their dedication and commitment to the industry, we wouldn’t be here tonight.” Below is the inaugural class of individuals with the name of the company they represented at the time of their involvement in CAPA. Bob Bisgard – Asphalt Paving Company Bob was the first President of CAPA in 1984-85. He is also a Past President of CCA. Bob hired on with Asphalt Paving Co. in 1967 after working a while for CDOT as a surveyer. He was able to convince owner Bill Keller he could adjust stormwater inlets. He is still working with the company, now known as APC Construction Co., having progressed toVice President, but is planning to retire at the end of the year. He was accompanied by his wife, Sue, at the induction ceremony. Marvin “Mike” Mikkelson – Western Paving Construction Co. President of CAPA 1986, Mike started in the business when he was 17 in Nebraska as a laborer on a chip seal crew. He joined Western Paving in 1966 and was with them when they became Western Mobile many years later. He progressed through the ranks from the field and superintendent positions to Vice President. His wife, Wilma, daughter Dawn, son Dan and other family members were in attendance at the proceedings. Curt Marvel, Brannan Sand & Gravel Co. President of CAPA in 1988, Curt started with Brannan Sand and Gravel in 1971 after graduating college. While working in the field at Brannan, he was eventually asked to come into the office and work as an estimator and project manager. Over the years, he has been very involved with both CAPA and NAPA, serving on the Board of Directors for 11 years as well as chairman of various task force groups and committees. He is currently President of the Brannan family of companies. Curt’s wife Cindy and his four sons Jimmy, Chris, Jordan and Corey joined him for the dinner. www.co-asphalt.com 3 Herman Altergott – Best Way Paving Inc. President of CAPA in 1989, Herman spent 21 years with Best Way Paving of Greeley until the company was acquired by CAMAS. He, too, progressed through the years from estimator to Vice President. Herman served for 15 years on the CAPA Board of Directors and was instrumental in membership expansion of CAPA. He was in attendance with wife Kathy. Ira Paulin – Carder Inc. President of CAPA in 1990, Ira was a partner in the company for over 25 years. Ira says when he bought the company “we didn’t know anything about anything.” First, the company leased City of Lamar’s asphalt plant, then purchased it, improved it and bought another one to do work throughout eastern Colorado.At one point, they owned 30 – 40 gravel pits throughout southeastern Colorado. According to Ira,“We just tried to have fun and make money.” In CAPA folklore, it is stated that Ira would call the Governor during CAPA Boad meetings to address a concern of the group.Wife Marcia and daughter Dana joined Ira for the ceremony. Bill Lauer – Sterling Companies President of CAPA 1991-1992 and a past President of CCA, Bill spent 10 years with CDOT, mostly as a Resident Engineer, prior to joining Sterling Companies. Bill was with Sterling Companies many years before spending 12 years with Bituminous Roadways, which was acquired first by CAMAS and later by Aggregate Industries. The last 14 years of his professional career have been with McAtee Construction Co. Bill was instrumental in establishing the asphalt assessment program that CAPA continues today. Bill Paukovich, Brannan Sand & Gravel Co. Bill is an engineer and Air Force veteran having served in World War II and Korea flying B-25s and jets. He started with Brannan in 1950, where he says they made 20,000 tons and lost $20,000 dollars a year. “Specs were different back then,” he says regarding the early days of road building. He was the Colorado representative to NAPA for several years and helped develop CAPA’s Asphalt Industry Advancement Fund that still exists today. Retired in 1988, Bill was in attendance with wife Betty Jo. Swede Kamm – Faris Machinery Co. Swede is the one and only equipment supplier of the group, working for Faris Machinery for 50 years, primarily responsible for asphalt paving equipment, including the Blaw-Knox paver line and Raygo rollers. He completed the last seven years of his career with Power Equipment Co. and the Cedarapids equipment line. Swede estimates that at one point he had probably sold one out of every two pavers in Colorado. Three other individuals are also part of the inaugural Colorado Asphalt Hall of Fame induction class: Dennis McCarron – Flatiron Paving Co. Dennis moved from Colorado many years ago and CAPA has not been able to track him down. Skip Bettis – Sieg rist Construction Co. President of CAPA in 1987, Skip passed away last September. John Boring – Consultant Also deceased, John held the first paid position at CAPA. C o n g ra tu l at i o n s 2 0 1 1 H a l l O f F a me I n d u c t ee s 4 www.co-asphalt.com HMA Quality In Asphalt Production Awards In 2002, CDOT began to monitor the quality of plant produced hot mix asphalt from each supplier to its construction program.The agency’s goal with this effort is to identify and acknowledge those HMA suppliers who most consistently meet CDOT specification requirements.There are two categories for the award: those who annually produced for CDOT between 20,000 and 100,000 tons of HMA and those who annually produced for CDOT more than 100,000 tons. In 2010, 11 producers provided approximately 1.2 million tons of HMA and each was evaluated for the two awards. CDOT evaluates project test results and ranks all suppliers. Results are reviewed for tests of percent asphalt binder, percent air voids, voids in the mineral aggregate, stability and Lottman. Suppliers with the highest percentage of passing test results receive CDOT’s highest rating. CDOT Chief Engineer Pam Hutton made the presentations to the award winners. 17th Annual “Best In Colorado” Asphalt Pavement Awards The Colorado Asphalt Pavement “Best in Colorado” Quality Awards are presented annually to recognize the quality efforts of asphalt producers, contractors and agencies/owners in the State of Colorado. For the 17 th Annual Awards Program, 41 projects were nominated for awards and 16 of them were rec- ognized as “Best in Colorado” in a variety of categories. Nominations are judged on overall quality and smoothness. The awards dinner was held in conjunction with the 38 th Annual Rocky Mountain Asphalt Conference and Equipment Show at the Crowne Plaza – DIA on February 23, 2011. The rating team gave this project a near perfect rating for the pavement – as well as a near perfect rating for the restaurant’s lunch. Contractor: Aggregate Industries – WCR Inc. Category: Airport 2010 BEST IN COLORADO Category: Residental Subdivision Project: Douglas County Overlay Program This Douglas County overlay program consisted of milling and overlaying a number of streets in several residential neighborhoods.There were also several areas that required full depth paver patching. Over 20,000 tons of Grading S and SX hot mix were placed and incorporated RAP at a rate of 15%.The Award Judges gave this project a perfect 10 in each of the rating criteria. Contractor: Aggregate Industries – WCR Inc. Owner: Douglas County Kurt Todeschi and Ernie Chastain, Aggregate Industries WCR; Karl Lucero, Douglas County; and Jerry Meier and Tony Fernandez, Aggregate Industries; and Pete George and Keith Burke, Douglas County. Project: Sterling Municipal Airport Runway 15/33 The existing concrete runway was rubblized and overlayed with 6” of 3/8” Hot Mix Asphalt. In conjunction with the construction of this project, an open house was conducted to demonstrate the rubblization feature of airport pavements to local agencies, area economic development officials and representatives of FAA.The runway and parallel taxiway were also extended approximately 500 feet.The project included 14,000 CY of embankment along with 15,000 feet of perimeter underdrain.The project received very favorable feedback from the Award Judges and very favorable media attention for a number of reasons, including the sustainable approach to using the existing materials through rubblization technology. Throughout the design process, City of Loveland put forward a significant public information outreach, teaming with Vizion Infrastructure Consulting to assist with coordination of the construction, allowing theCity to have more personnel to focus on educating the public.The City also chose an incentive/disincentive type of bid for the project, requiring the contractor to construct the north half of the job within 79 calendar days and the south half within 60 calendar days. The end result was Coulson Excavating having completed the project 33 days ahead of schedule. City staff and the citizens would like to see this project be the model for future roadway projects. Yale Reconstruction The Awards team also presented this project with the unique perfect rating.This busy arterial street in southwest Denver, located between Federal Blvd. and Tennyson St., was reconstructed and paved with Grading S and SX asphalt mixes incorporating 20% RAP.The top 1½” lift was paved with ½” SMA using a material transfer device and echelon paving. Needless to say, you can’t find the longitudinal joints on the pavement surface. Contractor: Lafarge West Inc. Program This complex project included several overlay designs that were found throughout City of Centennial.These varied from a thin mill and overlay to several locations that consisted of a 7” mill and overlay. RAP was utilized on many of the streets at a rate of 20% and in some locations, 5% RAS or recycled asphalt shingles was used. This project also was recognized with an Environmental Sustainability Commendation. Contractor: Premier Paving Inc. Owner: City of Centennial Tony Huerta, SEH Inc.; Mike Connor, City of Centennial; Jack McKernan, Scott Young and Sam Kingsfield, Premier Paving Inc. 2010 BEST IN COLORADO Category: Special Use Pavement The work on this project consisted of placement of a 4” porous asphalt pavement parking lot on the AFB, the largest porous asphalt parking lot to date in Colorado. Because of a lack of lateral drainage topography, a porous pavement was placed on a vehicle storage area that serves troops while they are serving overseas.The Awards Team stated that the pavement passed the flood test with flying colors. TWO WINNERS Category: Special Use Pavement 16704 E. 32nd Ave. Project: Buckley AFB Porous Asphalt Project: Bakerville – Loveland Bike Trail The Bakerville to Loveland Bikeway project consisted of a 10’ wide HMA path with 2’ wide ABC shoulders along the existing unpaved five-mile trail. In addition to 20% RAP used in the HMA, a unique application for subgrade stabilization using geogrid fabric and drainable angular rock was used to remain environmentally friendly.The Awards Team gave this project a perfect 10 in all judging criteria. RAP was used in part of the mix at a rate of 15%. Contractor: Aggregate Industries – WCR Inc. With a very high project rating, the Awards Team commented on the tight longitudinal joints in the driving lane and excellent overall appearance. Contractor: Grand River Construction Inc. DUAL WINNER Project: SH 14, Muddy Pass This 17-mile long project is located between Steamboat Springs and Walden. Full Depth Reclamation was used to trim and mill the existing roadbed,“keying” the new pavement one foot into the adjacent roadway.The calculated irregularity quantity was used to level ¾” out to the centerline to provide a consistent, high quality surface for the top lift. Approximately 56,000 tons of Hot Mix was placed on this project., which the Award Team gave a near perfect rating. Contractor: Lafarge West Inc. Project: I-25 Rubbilization Located in Larimer County, this was not a conventional reconstruct and overlay.The awarded project included fulldepth rubblization of the existing concrete pavement, followed by resurfacing with HMA and SMA.The contractor added the innovation of milling the rubblized concrete in the traveled lanes to an approximate depth of 1½ inches before placing the bottom mat of 3” of HMA.This milling served to level the rubblized surface and provide a firm, smooth and drainable surface for the HMA paving. RAP was included in the HMA material at a rate of 20%. Contractor: Coulson Excavating Co. 2010 BEST IN COLORADO Category: Rural Highway Resurfacing Project: I-70, Glenwood East & West Over 15,000 tons of HMA, including an SMA surface, were placed on this interstate highway. Having received a near perfect rating by the Awards Team, this project was especially cited for the excellent overall appearance. Contractor: Elam Construction Co. TWO WINNERS Category: Smoothest Pavement, Resurfacing Project: I-70 Overlay, Steele – Dahlia If you traveled I-70 in the past year, you were able to observe night work being done to improve the guardrail along the median. In conjunction with the safety work, 2” of the old pavement were milled followed by placement of a 2½” lift of Smooth/Quiet SMA.The job can be found on I-70 between Steele and Dahlia streets. The millings from this project were used in the 20% RAP mix for this project, which was a joint effort with CDOT to assure quality of the new HMA.The majority of this job was a 2” mill & overlay and included a 4” pavement section placed with 2 lifts. Night paving was needed on this job where RAP was used at a rate of 20%.Total tonnage was over 80,000 tons. Best paving practices used included use of a cold cal, steady and constant paver speed, maintaining a constant asphalt head on the screed, as well as the use of sonic sensing grade controls. As a follow-up to the Roofs to Roads program, Brannan was able to work cooperatively with Boulder County to promote one of the County’s Sustainability incentives. RAS & RAP IN THE HMA MIX 2 0 1 0 E N V I R O N M E N TA L S U S TA I N A B I L I T Y C O M M E N D AT I O N S WMA & RAP IN THE HMA MIX Project: County Road 17 Resurfacing In a cooperative effort between Larimer County and Lafarge, it was agreed that the 4,000+ tons of asphalt provided an excellent opportunity to conduct a test section on County Road 17.This project also received support from many levels in the industry, from various municipalities and private contractors.The project consisted of over 2,000 tons of Warm Mix Asphalt, 1,600 tons of WMA consisting of 20% RAP, and WMA with no RAP. Lafarge used a total of 638 tons of recycled asphalt to complete this project. Larimer County will be able to see the durability and performance of the four test sections for years to come.This project was also used in a training video by CAPA. Contractor: Lafarge West Inc. Project: Green Park New construction of an outlying parking lot at Denver International Airport is located along Tower Road just north of Peña Blvd. Construction consisted of 12” of cement treated subgrade using 5.5% cement, a 5” section of HMA in the drive lanes and a 4” section of HMA in the parking lot areas.There were 2 different mixes placed on the bottom lift, one with 50% RAP and one with 30% RAP along with 5% RAS.The top lift consisted of an SX mix with 30% RAP. The biggest challenge on this job was to maintain consistent asphalt contents while using high amounts of RAP and RAS.With these high amounts of reclaimed material, it will be interesting to evaluate performance over the long term.
