TIKA today is active in more than 100 countries where needed, from Africa to Latin America, in a context where Turkish official development assistance exceeded 3.3 billion USD in 2013 in contrast to 73 million USD in 2002. TIKA operates through 40 offices worldwide, 11 of which are in Africa. Sharing such common values as democratic governance, boasting young and promising population, having strong potential and independence, African countries and Turkey are the rising stars of the world today. TIKA assists peoples in need through projects and supports development projects of countries in many spheres including education, health, social infrastructure and services, and production sectors. In the framework of developing relations on the principles of “equal partnership and mutual benefit”, Turkey aspires to mold her experience in the same melting pot with the potentials of African countries. To that end, Turkey mobilizes, with utmost frankness and courage, all her means everywhere needed. TIKA’s priority objectives are to reform systems, modernize institutions, update and upgrade educational materials in line with advancing technologies, enhance vocational skills and knowledge of teachers, and improve the teaching-learning processes. As an overarching goal, access for all to basic education constitutes the backbone of education policies and strategies. 4 EDUCATION RÖPORTAJ YOUTH BELOW 24 MAKE UP 60% OF AFRICAN POPULATION Young population is both the most significant asset and a challenge for developing countries. 61 million children are unable to attend school in Africa; and 10 million children drop out of primary school every year in Sub-Saharan Africa. Furthermore, one out of every three persons beyond age 15 is illiterate, two thirds of whom are women. One of TIKA’s major objectives in education sector projects is to promote sustainable social, economic and political development. Such projects touching upon human lives contributes significantly to the change process in the countries of implementation. Projects involve construction, renovation and furnishing of schools to ensure sustainability of formal education. INVESTMENT IN HUMANNSANA “Investment in human” is accomplished through vocational skills training to create, promote and protect employment and improve income levels. In this context, vocational skills training is delivered to the unemployed and employed alike to enhance vocational qualifications of the workforce. One of TIKA’s major objectives in education sector projects is to promote sustainable social, economic and political development. TIKA implemented approximately 200 projects involving school construction/repair, school equipping/furnishing and vocational training in Africa in the last 3 years. 5 EDUCATION Senegal Assistance to Dakar Islamic Institute Najah Training Center, Kenya Kenya Renovation of and TIKA implemented Equipment Assistance to approximately Najah Training Center 200 projects involving school construction/repair, school equipping/ furnishing and vocational training in Africa in the last 3 years. TIKA provided technical equipment in 2013 to Najah Training Center which was renovated in 2012 by TIKA. Further, 4 more classrooms were built and 4 dormitories renovated by TIKA for the Center. Serving approximately 150 persons a year, Najah Training Center trains students from Kenya, Tanzania, Comoros Islands and Zanzibar on carpentry, auto repair, tailoring, plumbing, electric works and computing Having started its educational activities of high school level in the academic year 2011-2012, Dakar Islamic Institute serves 170 boarder and non-boarder students in the faculties for girls and boys. To ensure smooth functioning of the Institute, TIKA provided books, education materials, repaired the school building and dormitories and re-constructed the faculty building for girls in such short time as 5 months. The Institute boasts modern classrooms, computer laboratories, library, conference hall, meeting hall, administrative sections, mess hall, laundry, masjid, a large yard and garden where students have education in comfort. Dakar Islamic Institute 6 EDUCATION RÖPORTAJ Sudan-Turkish Training Center for Vocational and Technical Trainers TIKA equipped the Training Center for Vocational and Technical Trainers built by the Governorship of Khartoum State on an area of 5,000m2 to help eliminate the deficit in vocational and technical trainers. The Center has 9 workshops for machinery technologies (CNC programming), furniture and decoration, air-conditioning and cooling, electrics, electronics, mechatronics, computer programming, tourism and hospitality as well as a library, tourism practice hotel and tourism practice restaurant. Employing 35 full-time trainers and administrators and operational since 2013, the Center has to date trained approximately 1,000 trainers. The Center sets a model for Sudan by its spheres of activity and internal operation. The key strategies of TIKA’s projects and programs involve education of qualified human resources, construction and operation of hospitals/clinics, provision of equipment assistance, health screening, and provision of vaccines and medicine. TIKA also cooperates with other Turkish public entities and Turkish NGOs to promote the health sector in developing countries. TIKA’s health projects contributed significantly to the Millennium Development Goals. 10 HEALTH OVER 300,000 PEOPLE HEALTH-SCREENED IN SUBSAHARAN AFRICA Human health is essential to the development of human societies and robust economic growth. However, only in 2012 in the world; 290,000 women died during pregnancy or giving birth; and 6.5 million children under 5 died due to the lack of adequate health services. Problems of malnutrition and lack of access to health services trigger life-threatening contagious diseases such as pneumonia, diarrhea and malaria. CHILD MORTALITY RATES IMPROVED IN RECENT YEARS. Health screening actions, vaccination campaigns and various medical operations implemented in cooperation with NGOs helped many people have healthy lives. In addition, logistical and financial assistance was provided to international conferences and symposia on health. Medical equipment and medicine were provided to Liberia, Sierra Leone, Gambia, Guinea , Benin and Senegal to combat the Ebola epidemic. SUPPORT TO COMBATING EBOLANA TIKA responded rapidly and effectively to calls from Liberia, Sierra Leone, Gambia, Guinea, Benin and Senegal on the Ebola epidemic in West Africa, and provided medical equipment, supplies and medicine. In 2011-2013, TIKA built or renovated 49 hospitals and health centers, equipped and furnished 50 of the same, provided training for 2,133 medical staff, supplied 125 pieces of major medical equipment, launched 20 campaigns of health screening, and donated 51 ambulances. TIKA’s activities contributed significantly to the Millennium Development Goals. 11 HEALTH Mogadishu Turkish Hospital, Somalia Somalia Equipping and Somalia- Furnishing of Mogadishu Mogadishu Turkish Turkish Hospital Hospital is featured as the most advanced hospital in East Africa By capacity and technology. In Somalia where 180 out of 1,000 new-borns die, TIKA provided medical equipment and furnishing to the Turkish Hospital which was built in Mogadishu by the Turkish Housing Development Administration (TOKI). By capacity and technology, it is the most advanced hospital in East Africa. The hospital has clinics, inpatient service, emergency service, imagery and central laboratory units, intensive care units, delivery and surgery units, and other service units such as the kitchen, laundry, sterilization, morgue and technical centers. Mogadishu Turkish Hospital, Somalia 12 HEALTH Nyala Sudan-Turkish Training and Research Hospital Nyala Sudan-Turkish Training and Research Hospital Inaugurated in February 2014 to serve the people of Sudan, Nyala Sudan-Turkish Training and Research Hospital is located on a land of 50,000m2, boasting 150 regular beds, intensive care units, birth rooms, and various laboratories. The project intends to address growing healthcare needs in Sudan. It is the most advanced and best equipped hospital in Darfur region. The hospital can admit approximately 500 patients daily, thereby serving not only the people of Darfur, but also arrivals from other countries. Through constructing this hospital that has served 50,000 people to date, TIKA has made significant contribution to closing an important gap in health services of the region. Nyala SudanTurkish Training and Research Hospital is the most advanced and best equipped hospital in Darfur region. Nyala Sudan-Turkish Training and Research Hospital 13 HEALTH Pikine Mother-Child Center, Senegal Niger Assistance to Combating Fistula TIKA in cooperation with Doctors Worldwide launched the Project “Violets of Hope” in Niger where fistula is a widespread condition adversely affecting the social life of many women. The project aims, inter alia, to establish a Fistula Research and Rehabilitation Hospital. As another component of the project, sewing machines were donated to the workshop offering sewing courses to women who recovered from the illness to adapt to social life. 14 Senegal Establishment of Pikine Mother-Child Center TIKA built and equipped Pikine Mother-Child Center on a land of 12,200m2 serving a region of 350,000 people. About 20km away from Dakar, it is also the first ever vaccine center in Pikine-Guédiawaye region. HEALTH TIKA also provides vehicles and equipment to strengthen the health infrastructure in African countries. TIKA donated 34 fullyequipped ambulances to African countries in the last five years. Today, 800 people in the world lack access to clean water and 2.5 billion face risks of diseases due to lack of hygiene. Every year, 800,000 children under 5 die of diarrhea, with 88% of cases caused by inadequate water resources and poor hygiene. 531 WATER WELLS DRILLED IN AFRICA BY TIKA Access to clean water and sanitation constitute a significant challenge to developing countries and an absolute need for sustainable development. Defined as human right by the United Nations in 2010, access to clean water and sanitation are preconditions to improving public health. TIKA’s priority objectives include the protection of water resources, access to clean water and sanitation. Water and wastewater training to water administrators from Malawi 19 WATER AND SANITATION Somalia Access to Clean Drinking Water Project Severe drought affecting Somalia coupled with the lack of infrastructure makes access to clean drinking water difficult. TIKA drilled 19 wells in 2012 in and around Mogadishu, and then 5 water wells in Burao town of Somaliland to supply potable and nonpotable water to 45,000 people. Sudan Access to Clean Drinking Water Project Ghana Water and Sanitation Training Program Senegal Access to Clean 259 wells have Drinking Water Project been drilled for the last five years in Niger. 10 water wells were drilled in 2013 in rural parts on the east and south of Senegal to support the efforts of the Government of Senegal for access to clean water and sanitation.. Niger Water Wells Project, 7th Stage Wells drilled serve approximately 300,000 Sudanese people. 20 In cooperation with TIKA, State Hydraulic Works (DSI) and Gökkubbe (Sky) International Charity Society, the 7th Stage of water wells were carried out, constructing 53 water wells. The total number of wells in the country reached 259 by the recent effort. Wells drilled supply potable and non-potable water to 740,000 people in and around Niamey and Maradi. Under the West African Access to Clean Drinking Water Project, 28 water wells were drilled serving approximately 300,000 Sudanese people. Prior to the project, children had to cover long distance to fetch water, thus staying away from school. With the water problem solved, children are now back to school, and regions with clean water have lower rates of water-related diseases. Sudan Equipment assistance to Geophysics Laboratory of African Technology City TIKA established and provided state-of-theart equipment to the Geophysics Laboratory of African Technology City. Engaging in studies to access clean water in Sudan, the center boasts for major departments namely Geophysical Research Department; excavation, water quality and networks and station design. As political representation, participation, accountability, effective civil society, rule of law, decentralized administration etc. principles are considered democratic values in a developing country, a country will adapt to the developments in the world easily to the extent she has embraced such principles in social life and political sphere. Turkey in this sense attaches great importance to activities of developing human resources. 22 ADMINISTRATIVE AND CIVIL INFRASTRUCTURE Ethiopia Establishment of a training center at Ministry of Foreign Affairs TIKA supported the establishment of a training center consisting of 2 large training halls, 1 language laboratory and 1 conference hall within the Ethiopian Ministry of Foreign Affairs to train foreign service professionals. TIKA provided the equipment, materials and furnishing for the training center. The Foreign Young Diplomats Training Programme has since 2005 trained over 800 diplomats. Under the programs to strengthen administrative and civil infrastructure in the period of 2003-2013, more than 27,000 persons were trained in various vocational training programs, and more than 8,000 experts were seconded for on-site training. THOUSANDS ARE PROVIDED TRAINING TO DEVELOP INFRASTRUCTURE Training programs are delivered to develop human resources almost in all fields including tax practices, developing judicial systems, strengthening national police, training young diplomats, training statistical experts, training for Justice Academy specialists. The Foreign Young Diplomats Training Programme has since 2005 trained over 800 diplomats. Under the “International Police Training Cooperation Programme,” 333 courses were organized the end of 2013 providing training to 3,927 police officers from 18 countries. Assistance to Mozambique Commodity Exchange Mozambique Assistance to Establishment of Mozambique Commodity Exchange TIKA provided 4 off-road vehicles, and training in Turkey to managers and technical personnel of the “Commodity Exchange” that Mozambique Ministry of Industry and Trade established to ensure order, efficiency, transparency and integration in agricultural commodity markets, and improve farmers’ access to markets. Training for the personnel of Mozambique Ministry of Industry and Trade 23 ADMINISTRATIVE AND CIVIL INFRASTRUCTURE Donation of vehicles to Tunisian Ministry of Interior Tunisia Supply of equipment and vehicles to Ministry of Interior TIKA has since 2012 engaged in development and technical cooperation to reconstruct Tunisia. To date, 292 vehicles and 42,480 items of security equipment were delivered to the Ministry of Interior as well as 92 municipal service vehicles and 50 work machines to improve municipal services. Donation of office equipment and computers 25 PRODUCTION & ECONOMIC INFRASTRUCTURE 26 PRODUCTION AND ECONOMIC INFRASTRUCTURE T IKA engages in projects to support such sectors as industry, tourism, agriculture, fisheries, forestry, transport, banking, finance and communications to strengthen the production and economic infrastructure. Economic growth is necessary for longterm sustainable development, whereas production sectors must be developed for economic growth. The World Bank estimated that Africa would grow by 5.2% in 2014. Although the economic growth in Africa has significantly accelerated, the global economic crisis tends to slow down global growth. Against this background TIKA aspires to enable African countries to efficiently achieve their maximum potential through cooperation projects implemented and/or supported in Africa. Textile workshop and continuous training center, Tunisia Tunisia Establishment of a textile workshop and continuous training center The textile workshop established in Tunisia is intended as a continuous training and vocational skills training center to develop production sectors, increase employment and promote particularly women entrepreneurship. Under the project, unemployed and unskilled young women have been provided vocational skills training. TIKA creates employment for young people and women through vocational skills projects. TIKA provided technical equipment to the workshop intended to make significant contribution to reducing unemployment and increase the number of small and medium scale production workshops in developing parts of the country. 27 PRODUCTION AND ECONOMIC INFRASTRUCTURE South Sudan Installation of modern CVOR and DME systems for Juba Airport Navigational auxiliary systems CVOR and DME were renewed in Juba Airport to open it to international flights including those of Turkish Airlines and establish regular scheduled flights. Following the installation of the solar system in the airport and commissioning of the navigational systems, an increase is expected in international flights which will contribute significantly to the development of the country. Mogadishu Airport Senegal Technical Training TİKA’s efforts to Senegal Radio and contributed to the Television inauguration of Mogadishu Airport to international flights. Under TIKA and Senegal Radio and Television (RTS) cooperation, 10 technical personnel were given training on camera, lights, editing and graphics at TRT General Directorate. Somalia Rehabilitation of Mogadishu Airport The works of equipping the airport with electronic systems and eliminating security weakness under the Rehabilitation of Mogadishu Airport Project by the Rehabilitation of Mogadishu Airport were completed under TIKA coordination. 28 PRODUCTION AND ECONOMIC INFRASTRUCTURE Chad Entrepreneurship Project TIKA and Ostim Ahi Evran Association of Promoting Vocational Training, Entrepreneurship and Social Development (OMEG) provided entrepreneurship to businessmen from Chad in early 2013. 15 participants were trained particularly on agriculture, animal husbandry, auto repair and butchery. Following the training, businessmen from Chad established their own cooperation and were provided various agricultural equipment to support capacity building. Somalia Construction of Mogadishu Friendship Road The major urban road was completed in 2014 as an asphalt surfaced, dual-way, 26km long, 20-30m in width main artery of Mogadishu connecting the Presidential Palace, airport and Red Crescent camp. The road construction included the installation of 736 lighting posts and social facilities such as mess halls, dormitories, administrative building, laboratory, storage etc. With traffic lights installed along the road; the traffic became smoother, and opportunities were created to boost the economy. Pottery workshop and vocational training center Sudan Training in Turkey for experts of African Technology City Training on infrastructure, urban planning, school design and guest house design was delivered to 13 engineers from African Technology City under the Ministry of Science and Technology of Sudan to contribute to improve urban planning, infrastructure, service and information sectors. In addition, 5 engineers received training on hospital design and planning, and recycling of medical waste. The 26km road completed in 2014 in Somalia contributed also to economic growth. It supports agriculture projects that will ensure more efficient and economic production, strengthen rural dynamics and increase employment through modern agricultural techniques and technologies. 32 AGRICULTURE Sudan Assistance to development of Darfur region by production of improved seeds TIKA delivered 18 tons of improved seeds to 20,000 low income farmers in 12 towns in cooperation with governorships in North, West and South states of Darfur region in 2010. From these seeds were produced 125 tons of white millet, 30 tons of okra, 250 tons of water melon, 23 tons of broad beans, 56 tons of tomatoes, 45 tons of melon, 38 tons of onion, 27 tons of chickpeas for a total of 589 tons of crops. Training programs on agriculture, forestry and fishery trained more than 2,000 experts in the last seven years. Provision of seeds to farmers in Darfur Somalia Agriculture School HIGHER QUANTITY AND HIGHER QUALITY PRODUCTION Due to drought and climate change as well as population growth, it is projected that the world food demand will grow by 70% by 2050. 1 BILLION PEOPLE INCLUDING 200 MILLION CHILDREN ACCROSS THE WORLD WILL GO TO BED HUNGRY TONIGHT, most of whom are farmers engaged in agriculture to survive and subsist their families. On the other hand, about 75% of the poor in developing countries live in rural areas. Nutrition, a function sine qua non for sustainability of life is based on agriculture. Further, agriculture plays an important role in improving economic prosperity as well as driving industrialization in a country. TURKEY SHARES HER EXPERIENCE IN AGRICULTURE The seed distribution and training project in Darfur region of Sudan in 2010-2011 won for TIKA the “Best Practice Award” in the UNDP Global South-South Cooperation Expo held on 5-9 December 2011 at FAO Headquarters, Rome. The seed assistance project in Darfur won for TIKA the “Best Practice Award” in the UNDP Global South-South Cooperation Expo. TIKA transfers our country’s experience in agriculture to underdeveloped or developing countries through organizing training and experience sharing programs, and providing agricultural equipment. Training programs on forestry and fisheries in addition to agriculture trained more than 2,000 experts in the last seven years. 33 AGRICULTURE Center for Genetic Resources and Sperm Production, El-Managil, Sudan Center in Sudan is the first genetic resources center in Africa. 34 Senegal Assistance to developing poultry husbandry project, Medina Fall Sudan Establishment of Center for Genetic Resources and Sperm Production at ElManagil Under the project implemented in cooperation with Medina Fall Tazadou Choubane Association at Thies, Senegal, chicken for poultry and eggs, vaccines and modern equipment were provided for the establishment of a poultry plant to provide revenue and food to low income families at Medina Fall town. lThe Center for Genetic Resources and Sperm Production was established by TIKA as Africa’s first artificial insemination center at El-Managil, Sudan. The center was established to rehabilitate domestic breeds in for higher yield, teach sperm production techniques, train artificial insemination staff, teach animal feeding techniques, and wok on processing and marketing products. Breeding bulls will be sent from Turkey to introduce culture varieties in addition to domestic breeds. The center is expected to be the supply center for good breed animals. AGRICULTURE Cameroon Promotion Apiculture Practical training on modern apiculture methods was delivered in northern regions of Ngaoundere and Babungo, 800km and 450km respectively from the capital Yaounde. Benin Assistance to cotton farming Practical training on modern apiculture methods was delivered in northern regions of Ngaoundere and Babungo regions of Cameroon. Under the cotton growing project in Benin, modern equipment and materials were supplied for delivery to cotton growers in cooperation with Bohicon and Parakou Agricultural Research Institute. TIKA also furnished the Entomology Laboratory of Bohicon Cotton Research Institute. In addition, Turkish technical knowledge experience as a leading country in cotton yield were shared with cotton growers from Benin through training programs. Turkey-Niger Friendship Forest being implemented in cooperation of TIKA and the Ministry of Forestry and Water Affairs was completed in 2012 on Niger National Independence and Forestation Day. Under the project, 2 hectares of the 10-hectare forest was planned as Urban Forest and Picnic Grounds, and the remainder as forest. The area planned as urban forest has a solar-power-operated water well, 10-ton capacity water reservoir, 1 football pitch, and bower, fountain and seats. The landscaping was done in 2014 to renovate and improve Turkey-Niger Friendship Forest including 6,000 trees. Ethiopia Restoration and TIKA’s restoration landscaping for Ottoman projects preserve Consulate Building at Harar common cultural heritage as well as promote host countries’ culture tourism. 38 TIKA will restore and preserve the consulate building also known as Muhammad Ali Kiosk which was built in Harar in 1912 by the Ottoman State, and is today on the verge of collapse due to disrepair will be repaired and restored to the original, and preserved as cultural heritage in the context of tourism promotion. Senegal Renovation and furnishing of Grand Mosque, Dakar The mosque in Senegal’s capital Dakar, as one of the most important Islamic centers in Africa, is also used as a center for Islamic research and education. Built in 1964, the mosque’s mess hall and conference hall were renovated by TIKA, and a language laboratory established, thereby contributing to capacity building in the Islamic education center. OTHER PROJECTS Ethiopia Restoration and landscaping for Shrine of AlNajashi TIKA undertakes the restoration of the mosque and shrine of Al-Najashi, the Habeshi king who had protected the Muslims who migrated from Mecca to Habeshistan, and the tombs of 15 companions will be restored to the original, with the area landscaped and social structures built. Significant for Islamic history as well as for Turkish and Ethiopian history, the project will help promote culture tourism in Ethiopia. Shrine of Al-Najashi Algeria Restoration of historical Ketchaoua Mosque Ketchaoua Mosque was built in 1520 during the Ottoman era. Later, during the French era, Saint Philippe cathedral was built on the site. Following the Algerian independence in 1962, the mosque was re-opened, then closed to visiting and worship due to building static problems. As a common heritage to Algeria and Turkey, TIKA undertakes the restoration of the mosque to open for worship and visit. Somalia Restoration of historical works at Zayla Restoration works are underway at Zayla, Somaliland for the government building, shrines, archive building, double-altar mosque made barracks, ports and other Ottoman era woks and the roads to the region. Ottoman era works at Sawakin Island 40 Sudan Restoration of Ottoman era works at Sawakin Island The restoration works were completed for the Ottoman era Hanafiya Mosque, Shafiya Mosque and Customs House in Sawakin Island, Port Sudan city of the state of Red Sea. OTHER PROJECTS The Islamic scholar Abu Bakr Effendi, assigned by the Ottoman Government to resolve the differences of muslims in South Africa rests in a grave in Cape Town for which TIKA commenced works to restore. It implements cooperation projects of renovation, preservation, cataloging, digitization and education with agencies, universities and institutes for manuscripts and archives in African countries.
