P.L. 1975, this public body, the Hopatcong Board of Education hereby

Education population and their Community Based Instruction Trips.
The donation was presented to Special Education Teacher Julie

a. Approval of the request of Jacqueline Tillson for an unpaid Leave of
Absence from her position as Guidance Counselor, at an annual salary of
$60,535, for the period of February 18, 2015 to February 16, 2016, or
sooner, for personal reasons.
b. Approval of the request of Pat Pietrzak, for a Sick Leave of Absence from
her position of Speech Therapist, for the period of February 4, 2015 to
March 6, 2015 or sooner.
c. Acceptance of the resignation of Lynn LoPorto from her position as a
Paraprofessional, at an annual salary of $10,003 at Hudson Maxim
Elementary effective February 13, 2015 for personal reasons.
d. Approval of the recommendation for tenure of Norman Sutton, effective
February 2, 2015, Elementary Teacher, by Brian Byrne and the
Superintendent. Norman Sutton was hired on February 1, 2012.
e. Approval of the following teachers as After School Teacher for the
District-Wide Achievement Program, at rate of $35.00 per hour, for a
total of three (3) hours per week, for the period of February 3, 2015 to May
7, 2015.

Approval for permission to create a “Community Service Club” at
Hopatcong High School for the purpose of overseeing and supporting
the new community service graduation requirement for High School
students. The High School administration is requesting that two
stipend positions be created subject to negotiations and placement on
the supplemental contracts guide.
Travel
Approve the attached travel related expenses report as attendance at
these functions and the work related travel expenses are work related and
within the scope of the work responsibilities of the attendee, as promoting
the delivery of instruction or furthering efficient operation of the school
district; and fiscally prudent. The reimbursements listed in these requests
are in compliance with State travel reimbursement guidelines and with
guidelines established by the federal Office of Management and Budget.

School Board Recognition & Certificates of Appreciation
WHEREAS,
The New Jersey School Boards Association has declared January 2015 to be School Board
Recognition Month, a time that all residents might acknowledge the contributions made by
our local school board members; and
WHEREAS,
The Hopatcong Board of Education is one of more than 581 local school boards in New
Jersey that sets policies and oversees operations for public school districts; and
WHERAS,
The Hopatcong Board of Education embraces the goal of high-quality education for all New
Jersey public school students; and
WHEREAS,
New Jersey’s local school boards help determine community goals for the education of
approximately 1.4 million children in pre-kindergarten through 12th grade; and
WHEREAS,
New Jersey’s 4,800 local school board members, who receive no remuneration for their
services, act as advocates for public school students as they work with administrators,
teachers and parents for the betterment of public education; and
WHEREAS,
School boards strive to provide the resources necessary to meet the needs of all students,
including those with special needs; and
WHEREAS,
Boards of education provide accountability to the public; they communicate the needs of
the school district to the public; and they convey to school administrators the public’s
expectations for the schools; and
WHEREAS,
New Jersey can take pride in its schools, which rank among the nation’s best in indicators
such as high school graduation rates, class size, college entrance exam participation, and
AP offerings and test scores. Now, therefore, be it
RESOLVED,
That the Hopatcong Board of Education, does hereby recognize the services of local school
board members throughout New Jersey as we join communities statewide in observing
January 2015 as SCHOOL BOARD RECOGNITION MONTH; and be it further
RESOLVED,
That the Hopatcong Board of Education urges all New Jersey citizens to work with their
local boards of education and public school staffs toward the improvement of our children’s
education.
Mrs. Randina distributed Certificates of Appreciation to those board members who served
on the Board during the past year.

Approval of the minutes of the Regular Meeting of December 15, 2014 and
Special Meeting of December 22, 2014, as reported by the Board Secretary and
reviewed by the Board President and members of the Board.
On a motion by Mr. Lundin seconded by Mrs. Krowl and a unanimous roll call vote, the
following were approved:

reported by the Board Secretary and reviewed by the Board President and members of
the Board.
8. Superintendent’s Report and HIB Report
Mrs. Randina announced the outstanding educators of Hopatcong School District and with Ms.
Perrotti, awarded certificates to the recognized staff members. Mrs. Randina invited Dr.
Edgerton to report each school’s activities. Mrs. Randina then discussed PARCC and read a
letter regarding PARCC that will be sent to all parents and guardians. Lastly, Mrs. Randina
discussed the monthly bullying report.
On a motion by Mrs. Krowl, seconded by Mr. Farruggia and a unanimous roll call vote, the
Board accepted the Superintendent’s Report, District/Schools’ Updates and approved the
second reading and approval of the HIB Report for December 2014 and first reading of the HIB
Report for January 2015.
9. Note: The presentation by Mrs. Valle Campo scheduled for this evening is postponed
until next month’s meeting.

2. Demonstrates knowledge of Common Core State Standards (CCSS) in
Mathematics, the Partnership for Assessment of Readiness for College and
Careers (PARCC), assessments, data analysis, current research in math, including
scientifically based math research, curriculum trends, curriculum design and
instructional strategies relative to emergent mathematics.
3. Demonstrates effective communication, organization, planning, record keeping
and human relations skills.
4. Possesses a minimum of five years of public school teaching experience and at
least three years of experience teaching Math.
5. Demonstrates ability to perform as a teacher trainer, mentor and facilitator.
6. Demonstrates understanding of theories of learning as they apply to the
improvement of teaching mathematics at each grade level.
7. Demonstrates leadership qualities and personal characteristics necessary to work
effectively with teachers and administrators.
8. Possesses the ability to communicate clearly and concisely, both orally and in
writing.
9. Successfully completing the required criminal history check and has proof of US
citizenship or legal resident alien status.
Performance Responsibilities:
1. Provide teachers with instructional support through classroom visitations,
conferencing, model lessons, common planning, department meetings and followup meetings.
2. Organize and analyze data from formative and summative assessments.
3. Work collaboratively with teachers, administrators and parents to ensure
individual student success.
4. Attend professional development opportunities.
5. Provide professional development in coordination with the program supervisor.
6. Perform additional tasks as deemed necessary by the Superintendent of Schools
and/or Curriculum Director/Supervisor.
Terms of Employment: Stipend according to the current schedule established by the
Board. No rights of tenure shall accrue by virtue of this appointment, and must apply on

0155 BOARD COMMITTEES
The Board of Education authorizes the creation of committees of Board members charged
to conduct studies, make recommendations to the Board, and act in an advisory capacity.
Committees are not authorized to take action on behalf of the Board.
The President shall appoint Board members to serve a one-year term on the following
Board standing committees: Finance, Facilities, and Transportation; Community Relations;
Negotiations; Policy and Legislation; Curriculum, Technology and Special Education; Personnel.
An ad hoc committee may be created and charged at any time by the President or a
majority of the Board members present and voting. The President shall appoint members to any
committee so created and charged; members shall serve until the committee is discharged.
Committees shall consist of Board members, one of whom shall be the President or Vice
President, who shall serve as ex officio member on all Board committees. A Board Committee
meeting may only be conducted with less than a quorum of the Board that shall include the Board
President or Vice President. A member may request or refuse appointment to a committee; a
member's refusal to serve on any one committee shall not prejudice his or her appointment to
another committee.
A chairperson shall be appointed by the President.
Committee meetings may be called at any time by the committee chairperson or when a
meeting is requested by members of the committee. Committee meetings shall not be open to the
public, except that a majority of the committee or the chairperson may open the meeting to the
public or invite persons whose knowledge or expertise may be useful to the committee. The
committee shall be comprised of, or the committee meeting shall be open to, fewer than a majority
of the full Board.
