Elected Officials are always caught between providing more services and charging less for taxes. There are basic services that we must provide before we can
do those special projects or additional services. Running our household is no
different. We need to pay the mortgage, and utilities, put food on the table,
make car payments, provide for our children, etc. before we allot monies for
holidays or that extra something.
The municipal portion of our average tax bill is some $500. per year while
the school tax portion costs another $875. Council has no option but to collect
the school tax and remit this to the Province of Manitoba. We do not make
any money on the collection of these taxes and more often than not it costs
us money. Every year there are outstanding taxes owing to the municipality.
In 2008 these arrears were $550,000.00. The municipality was still obliged
to pay $352,000.00, which was the school tax portion, to the Province of
Manitoba. Not only did we not collect $550,000.00, but we also had to remit
$352,000.00, which left us short by $902,000.00. We had to borrow money to
pay the school portion to the Province which is not fair.
Based on our average $500. per year, and yes the lakefront cottagers certainly pay much more, but that is a matter that we as elected municipal officials
must discuss with the Province very shortly.
Let me break down what your average tax bill pays for:
• General Government ( Office staff, building and elected Official expenses)
$143.
• Police, Fire and Emergency Services $58.
• Transportation ( Public works staff, drainage, road maintenance, parks) $217.
• Environmental health (Maintain landfills & Economic Development) $56.
• Welfare $7.00
• Planning $8.00
• Recreation $11.00
We also set aside moneys for future Capital expenses, for example, creating
a new lagoon for septic waste costs in excess of $1.2 million dollars and a new
fire truck approximately $300,000.00.
There are always ways we can improve our visible or basic services such
as drainage, grass cutting, road maintenance, dust control, snow plowing or
by-law enforcement, and all of these basic services are costly. We are preparing longer range plans with respect to drainage and road maintenance
so that we will be able to tell you when these projects will be undertaken.

Reinventing the Victoria Beach
Sports Club
I
use the word “reinvent” to describe our plans because we feel the need to evolve
from being a Sports Club to become a Center for the entire community to use and
enjoy. Our plans are to offer a place of gathering not only for Sports & Recreation, but
also for Conversation and a sense of Community. Our goal is to unite the seasonal residents and the permanent residents by sharing a common ground and common interests.
The Victoria Beach Sports Club was built by volunteers who were not afraid of hard
work. They recognized a need for recreation and community and so, as they did in those
days, they rolled up their sleeves and built “The Club”. They started with just the curling
rink and eventually made it what it is today. In the early 70’s they decided to literally
roll the Legion Hall down the hill to join it with the other building and then it became
the Alex Anderson Memorial Sports Club and Legion Hall.
The Club has been host to fifty years worth of great times, bonspiels, hockey games,
socials, wedding and even funerals. Besides the Sports Club members, it is also home to
the Merry Makers Club, a ladies group that raises money in various ways and donates it
charities as well as local organizations. Our latest addition is the Victoria Beach Drama
Club, which is a program that has a group of all ages, working together to put on an
annual dinner theatre.
Our plans for our new facility are to have “something for everyone”.
• Conversation: Rather than a “canteen” there will be a “coffee shop” concept where
you can enjoy time engaging in conversation and relax.
• Sports: We will have a curling rink, skating rink, toboggan hill & fitness room. We
are planning interpretive trails for summer hiking or cross country skiing in the winter. Of course there will still be the baseball diamond & skate park as well.
• Education: Library/Interpretive center. Ability to set up mentoring and tutoring
programs.
• Community: Rental properties giving local businesses the opportunity to be accessible to the residents. A hall available for socials, weddings and other special events.
Having this new Community Center will better the lives of the permanent and seasonal residents. It will offer a better standard of living and sense of community and
community spirit. It would be a place for Seasonal and Residential people alike to share
in sport, in education (such as the library/interpretive center) and to build relationships
between each other in a facility that they built together.
It was Robert Jonsson (R.J) who began this quest many years ago. He put a “building fund” label on a pickle jar and sat it on the bar. Every tip that jar has taken in, has
gone into an account, waiting to realize the dream of building a new club.
The area already has a strong, active senior community. We need to work on keeping
our younger citizens as well to maintain a strong support system and balance in our
Community. The fire department is a good example of why this balance is so important.
Our community needs this center. Our children need it, we as parents and grandparents need it. In order to achieve that, we need to have a Community behind the
Community Center.

SOME FUN ON THE WATER
V
ictoria Beach hosts one of Manitoba’s largest catamaran sailing fleets, many
other dinghies and a small number of keelboats. Located on the east side of
Lake Winnipeg, in the municipality of Victoria Beach, the Victoria Beach Yacht
Club offers both recreation and racing fun. The clubhouse features a central class
room, and a kitchen with cooking facilities, a fridge and barbecue. There are individual lockers and a boat storage compound, plus dinghy and catamaran launching off the beach. Races are held every Saturday and Sunday throughout July and
August with deck barbecues held after every race day.
The Sailing Club is hosting 3 Windsurfing Clinics this summer. If you wish to
learn board sailing, how about joining the fun on the beach. The dates are July
17/18, July 27-29 and August 7/8. For registration and information call the
Manitoba Sailing Association at 925-5650.
The Victoria Beach Yacht Club also proudly offers 1 week sailing lessons for 7
year olds and up starting at the beginning of July through to mid August. All
instructors are fully certified by the Canadian Yachting Association and instruct
a CYA developed course. Children are taught in Optimist sailboats, small boats
that are perfect for learning sailing basics. Teens and adults learn in two person
Laser II boats, all provided by the Victoria Beach Yacht Club. Lessons are held in
the bay just east of the Community Center. Lessons are offered in the morning
or afternoon to fit in with your family schedule. For sailing school information

Grand Marais Recreation Centre
T
he Grand Marais Recreation Centre, located at 90 Matilda Avenue, turn right
on Donald Street, just past the Village Store as you enter Grand Marais, is
the eastern beaches and area largest recreation facility.
The outdoor grounds contain 2 slo-pitch diamonds, gracious room for soccer,
football, cricket, a hockey rink, part of the Trans-Canada Trail for hiking enthusiasts and ample parking. The indoor facility consists of a event hall with a capacity
of 250 persons and is available for socials, weddings, banquets and other events
(to book the hall, see Hall Director, below). On top of that the inside hall has a
canteen & kitchen, 3 sheet curling rink, upstairs games room and bar facilities.

CANADA DAY - On Thursday, July 1st the Grand Marais Recreation Association,
the Grand Marais Seniors Club along with the Grand Beach and Area Development Corporation will be holding their annual Canada Day Celebrations. Kicking
events off in the morning will be a pancake breakfast starting at 9AM, then a
craft, flee market and bake sale (to rent a table, see Events Director, below),
which will run from 10AM til 1PM. Up next is the annual Cribbage Tournament,
with registration starting at 1PM and games beginning at 2PM wrapping up at
around 5PM. This event is open to all two-player teams with an entry fee at
$10.00 per person. Finally, located at our outdoor stage area, festivities will
commence at around 6:00 PM with entertainment, complete with birthday cake,
followed by our spectacular annual fireworks display at dusk. All the while the
canteen will be open from 9:30AM til 9:30PM.
The Grand Marais Curling Centre is a three sheet facility with main and upstairs
viewing areas. It offers a variety of leagues and bonspiels for those who like
the “Roaring Game”, whether it is participating or watching. The 2010-11
season is hoping to start either October 25th or November 1st with our Monday
Mixed League, our Men’s leagues will start around those dates. This season we
are hoping to get a Ladies’ league up and running, again. If you are interested
in playing in any of our leagues, contact Chris at 754-3058
Listed below are the BONSPIEL DATES for the 2010-11 season:
FALL SUPPER - Our annual spectacular Fall Supper, this year will take place on
Saturday, October 2nd , with two sittings, the first at 4PM and the second at
6PM. Tickets for either sitting will be $15.00 each adult and $10.00 each child
(under 12) and will become available at most stores and restaurants in the area
sometime in middle to late August. Also, taking place that day will be the annual
Fall Cribbage Tournament, with registration starting at Noon, games beginning at
1PM and is open to two-player teams with a $10. per person entry fee.

Wellness Coalition Inc.
(the “Coalition”)/East Beaches Regional Complex Board Inc.
(the “Complex Board”)
The Journey and the Destination
“It’s not the destination but the journey that’s important.....” or so they say. In
reality, for the Coalition, as for most organizations, both the journey and the destination matter.
The Coalition began its journey in 2002 to create an accessible, comprehensive,
multipurpose Wellness Centre. Last year at this time, the Coalition was raising money
and working towards the goal of building a Wellness Centre in the Traverse Bay area.
However, as 2009 progressed it became apparent that the quickest and most effective way to fulfill the Coalition’s dream, and provide the community with what it
wants and needs, would be to join with other organizations in the East Beaches area
with similar goals. As a result, a number of organizations joined together with the
common goal of creating a recreation and wellness complex, to be located at Grand
Marais on land provided by the R.M. of St. Clements.
The Complex Board
Each of the founding organizations has a seat on the Complex Board, which was
created to oversee this project. Community members fill other seats on the Complex
Board. The R.M. of St. Clements has retained an architect to develop preliminary
plans, with input from all of the participating organizations. The Complex Board will
be responsible for raising funds through a Capital Campaign and generally overseeing
the physical development and construction of the complex.
Watch for communications from the Complex Board to see how you can become
involved.
The Coalition in 2010
The Coalition will be involved with the development of the complex through our
representation on the Complex Board. We will make sure that a health and wellness
component is included in the complex. Over the next year, the Coalition will turn its
focus to health and wellness programming.
Your membership in and support of the Coalition continues to be important to
ensure that the Coalition’s voice in respect of health and wellness issues remains
strong. Memberships are only $10 per year – membership forms and updates on the
Coalition’s activities can be found at the Coalition’s website at www.ebwellnesscentre.com.
Please join us for the Coalition’s Annual General Meeting “Just for the Health of
It” on Saturday, May 29, 2010 at 11:00 a.m. at Walter Whyte School. The Coalition
will have a brief meeting to provide an update on our activities and deal with some
business matters. We have invited Dennis Wasylyniuk, Chair of the Complex Board,
to give an update on the progress of the complex. Guest speaker Sue McKenzie will
follow. Sue is a retired nurse who will speak to us about the need for proper nutrition and active living, after which we will enjoy some (relatively healthy) food and
beverages. No tofu though – we promise!

July 15th of 2010 will see us ride again for the 4th time from Victoria Beach
to The Forks in Winnipeg to raise money for the Childrens Wish Foundation. We
will be fund raising from many locations and businesses and if you are interested in riding with us please

he East Beaches Animal Shelter (EBAS) has been operating since 2007. We
are a shelterless shelter relying solely, at this time on foster homes to place
animals that come under our care.
EBAS would like to thank everyone who has supported us these past few years.
Your generosity has allowed us to continue our foster care and adoptions, the
TNR program, the lost and found network and animal rescues EBAS continues

Victoria Beach Snow Drifters
T
he Victoria Beach Snowdrifters snowmobile club has been In existence since
snowmobiling became a winter activity. The club’s base area is from Belair and
north to Victoria Beach, east towards Pine Falls and the club’s objectives are to
enhance the enjoyment of snowmobiling in the area through fellowship, family outings and special
events. The Snowdrifters
are under the umbrella of
Snoman, who coordinates
all snowmobile trail
activities throughout the
province.
This past February, the
Snow Drifters hosted a
Poker Derby that toured
its snowmobilers through
the local area including
Belair Forest, Elk Island,
Pine Falls, and Grand Beach.Hillside Power Products hosted the first trail checkpoint and the Birchwood Motor Hotel was kind enough to host the final check
point and put on a fabulous buffet at the end of the day.
March brought Children’s Carnival scheduled at Elk Island but because of our
early melt it was held at the VB Sports Field. Some of the events for the children
include three legged races, fish toss, egg and spoon races, boot toss and an
obstacle course. Everyone enjoyed hotdogs and hamburgers cooked on the barbecue and soft drinks to keep refreshed on a beautiful day. The children (and the
parents) enjoyed a beautiful warm sunny winter day?

your local fire department or at any Manitoba
Conservation District Office. We are encouraging
you to burn in a safe manner to ensure a fire will
not escape onto surrounding private or crown land.
Manitoba Conservation reserves the right to cancel burning permits during periods of extreme fire hazard.
