It’s one year since we launched the first edition of our
quarterly news and information publication for city residents
– Our Christchurch. There is so much that goes on here at the
Christchurch City Council and we want to find the best way
to tell our residents all about the projects and services the
Council provides.
Inside this season’s edition, you’ll
find all the usual Council information
as well as a feedback form where
you can tell us what you think. This
publication is put together for you,
the people of Christchurch, and we
want to make sure we’re including
the information that you need, so
please take the time to fill out the
form and let us know.
Key to achieving our goals is the
feedback we get from our residents,
and this issue of Our Christchurch
also highlights two of the major
consultation projects going on right
now, the Draft Belfast Area Plan and
the Draft Public Open Space Strategy.

Spring is a great time to be in
Christchurch as the city gears up for
warmer weather and all the events
and festivals that happen at this time
of year. The highlight in November
is New Zealand Cup and Show
Week, and the fashion, racing and
entertainment planned for 2009 is set
to be a winning combination. You’ll
find out more about what’s going on
throughout the following pages and I
encourage you to get out and sample
some of the top events this season.
This year, Garden City SummerTimes features
keys events such as the World Buskers Festival,
ASB Classical Sparks, Anthony Harper Lawyers
Summer Theatre, Tip Top Kite Day and the second
Ellerslie International Flower Show.
This edition of Our Christchurch
also offers an update on two of the
city’s major projects: planning for
Christchurch’s role in Rugby World
Cup 2011 and the progress toward the
next Ellerslie International Flower
Show in the Garden City. It is great to
have these two major events to look
forward to and we are working hard
here at the Council to ensure they are
enjoyed by everyone in the city.

Ellerslie set to wow a second time
Patrols make city safer
The designer for the international
feature garden at next year’s Ellerslie
International Flower Show will be
announced during November.
Christchurch’s Safe City Officers have
assisted during almost 8000 incidents
in the Central City since patrols started
a year ago.
Show Managing Director Dave Mee says the
designer is a multiple gold-winning Chelsea
Flower Show designer and the garden is
guaranteed to be a real show-stopper and visitor
favourite at next year’s event.
Council introduced Safe City Officers last
October as one of a number of measures to help
reduce alcohol-related crime and violence in the
Central City and improve public perceptions of
safety. Their role is to assist when there is a real
potential for incidents to escalate into serious
conflicts.
Preparations are well underway for New Zealand’s
premier five-day garden party from 10 to 14 March.

winners from this year’s show, Texture Plants and
Outerspace Landscapes, will be back with another
crowd-pleasing garden, as will Christchurch

Galore Marquee, Country Living Marquee,
Floral Art Marquee and Starlight Marquee – and
brimming with loads of fresh and exciting ideas.
Up to 12 Safe City Officers walk the streets of the
Central City in teams each Thursday, Friday and
Saturday night, helping the public with directions
and information, seeking out vulnerable people
before they become victims, intervening in
disagreements, providing first aid, escorting
people who feel vulnerable and recording and
reporting faults and issues.
Mrs McDonald says the Safe City Officers also
work closely with the Police to help keep the
Central City safe.
“The Safe City Officers have assisted the
Police in identifying and apprehending
offenders on numerous occasions.”

queues, improved signage, more food and
beverage outlets and a greater number of
relaxation areas, the 2010 show is shaping up

Each month, Safe City Officers:
· remove an average of 300 bottles from the street
· advise up to 250 people that they are in breach of the Central City Alcohol Ban
· help around 115 members of the public with requests for advice, directions or help
· intervene in up to 25 street arguments, assaults or fights
· escort 15 people to places where they feel safe
· provide first aid for an average of three to four people.
It’s the season to cycle!
There are a range of great rides and events happening in
and around Christchurch from October to April during the
Season of Cycling. It’s the perfect time to jump on a bike
and explore the city.

The website is a great place to start to explore rides near your homes, map
your routes and to find easy and active ways to entertain the kids over the

Make a splash this summer
Just as a new summer is nearly here, so is the
Summer of Swimming. A great new website
launched by the Christchurch City Council,
www.summerofswimming.co.nz is a
comprehensive guide to all things swimming
this summer.
This new site provides a list of upcoming
swimming and water-based activities that
are open to the public, ranging from national
swim meets and triathlons to local “Beach
Blasts” and summer pool parties. Serious
swimmers will find information on training
programmes and training days for particular
events while new parents can check on the
dates of the next learn to swim programme.

Christchurch is counting down the days until kick-off
in the Argentina vs England match that will mark the
beginning of Rugby World Cup in the city.

McDonald says by intervening early, the Safe
City Officers are able to move people on and
help prevent more serious incidents of violence
happening.
“They are also identifying intoxicated individuals
and assisting them to make their way home before
they potentially become victims of violence.”
That game will be played on Saturday 10 September 2011 in Stadium
Christchurch – the name given to AMI Stadium for the duration of the
Rugby World Cup tournament. The previous day, New Zealand will
play Tonga in Auckland in the opening match of the tournament.
Christchurch now has a countdown clock – counting down the weeks,
days, hours and minutes until the tournament begins. The clock will
be based in Cathedral Square until the tournament begins, but is also
making guest appearances at major events around the region over the
next two years.
“It’s now time for everyone in Christchurch and throughout
Canterbury to think about how they might meet the challenge of
Rugby World Cup 2011,” says Mayor Bob Parker.
“That could be focusing on the business opportunities that 30,000
visitors to the city will bring, or it could be making plans to get
involved by taking on a volunteer role.
“Whatever you choose, there is less than two years to prepare for this
wonderful, once in a lifetime opportunity.”

involvement, including links to the official RWC website, is available

Brought to Light: A New
View of the Collection
This November, the upstairs spaces of Christchurch Art Gallery will
reopen after a four month closure to reveal a brand new collection
exhibition in completely refreshed and reshaped galleries.
Brought to Light: A New View of the
Collection has been created in response
to challenges of the gallery’s varying
roles – preserving the past, registering
the present and offering suggestions for
the future.
“This is a very exciting time for
Christchurch Art Gallery,” says Jenny
Harper, the Gallery’s Director.
“The original configuration of the
collection galleries was intended to last
five years and, although some works
on display were changed, it became
apparent that the time had come to
refresh the spaces themselves.
“As with any museum, a considerable
proportion of the 6,000 works of art in
the Gallery’s collection rests in storage.
So we are delighted that the refreshed
display area will be more versatile,
enabling more rotation between what
is on the racks in storage and what is
available in the bright open spaces of
the gallery floor.”
Brought to Light will offer visitors
a chance to view works that have
been seen less often, as well as some
old favourites. Refreshed views will
characterise the exhibition, with long
vistas combined with more intimate
spaces.

Panel seeks quality urban design
An Urban Design Panel set up by the Christchurch City Council is seeking high
quality urban design through free independent design reviews.
The panel of 12 experts in architecture, landscape
design, urban design, planning and property
development is available to developers and
architects, as well as to Council designers, to
provide independent advice on urban design
aspects of new developments.
“We have also seen amendments to applications
as a result of the panel’s comments which have
led to a better design outcome for all concerned.
Examples of this include extra pedestrian
canopies, amended rooflines and facades, and
improved site layouts and access.
Since it began 12 months ago, the panel has met
19 times and looked at 26 projects including the
South City Mall redevelopment, a new office tower
at 92-102 Armagh Street, Ronald McDonald House
and additions to Parklands Hospital.
“Having the panel review applications can
mean that issues which might have caused
delays with consents further down the track
can be avoided or amended.”
The panel does not have decision-making powers.
Its role is to provide expert advice to the Council
and developers, to provide an easier consent
process through early identification of design
issues and to add value to developments through
high quality design.

Programme Manager Liveable City, says staff had
received a number of positive comments from
applicants regarding both the panel hearings and
the recommendations.
Ms Ingles said the panel was a product of the
Council’s commitment to providing high quality
urban design as part of the 35-year plan for greater
Christchurch, the Greater Christchurch Urban
Development Strategy.
The panel’s recommendations are sent to
the applicant and given to the Council as
well. Revisions and design improvements
are encouraged and discussed prior to the
resource consent application being lodged. The
recommendations are included in the Council
planning report which is considered by the
decision-makers for each consent.

To benefit the city both now and in the future we
want to make the very best use of Christchurch’s
open spaces.
The 30-year Draft Public Open Space Strategy
aims to provide, develop and maintain a publicly
accessible network of open spaces in Christchurch
and Banks Peninsula. This will enhance and
protect the health, recreation and liveability of
residents and visitors in Christchurch.
Based on your feedback, the Council will decide
how best to manage and develop our parks,
streets and waterways in the future. The draft
strategy will be released for public comment on 16
November. You can pick up a copy from Council
service centres or online at www.ccc.govt.nz.
City parks go smokefree
Kids copy what they see, so the
Christchurch City Council is launching a
smokefree policy to encourage people to
stop smoking in public places.
By focusing on public outdoor areas, the
Council is sending a message that our
children need positive smokefree role
models and that their health should be
protected from the effects of smoking.
Christchurch City Council spokesperson
Alan Bywater said smokefree outdoor
public places, including parks, reserves,
playgrounds and sports parks, have a
big role to play in making smokefree
environments the norm.
“We all need to take responsibility for the
health of our children. This policy is for a
smokefree future generation as our children
are the next generation of non-smokers,”
said Mr Bywater.
“It’s not about punishing smokers or
telling smokers they can’t smoke. The
policy is about discouraging smoking in
public outdoor areas where people gather,
particularly children and young people.”
Some questions to consider:
What do you think about creating new recreation
routes (paths, tracks, walking and cycling routes)
within Christchurch and on Banks Peninsula?
Do you think we need more parks as our population
increases, and which areas need them?
Compliance with the policy will be
voluntary and will not be enforced by
Council staff. Instead, the policy aims to
encourage smokers via signage and word
of mouth to be responsible and not smoke
in areas where children and young people
gather.
As urban intensification increases in the city, how
will we protect our Garden City image?
The Council will roll out smokefree signage
over the coming year, with the priority
being signage at children’s playgrounds.

The Draft Belfast Area Plan
is a result of several years of
Christchurch City Council
investigation and previous
rounds of public consultation.
The current consultation opened
on 27 October and will run until
4 December. Copies of the draft
plan and submission forms are
available from service centres,
the Tuam Street Civic Offices and
online. Feedback can be supplied
in written form or through the
Council’s Have Your Say website.

City walker retires
from Council
Under Greater Christchurch’s 35year plan, the Greater Christchurch
Urban Development Strategy,
Belfast is identified as one of the
areas that can support future
urban growth and development.
The Draft Plan promotes new
centres, high quality business
environments and employment
opportunities, with new
neighbourhoods being developed.
The uniqueness of the Belfast area
will be celebrated through restored
habitats and its tangata whenua
values.
The Draft Plan also fosters the
incorporation of key landscape
features and European heritage
into urban development and
public open space. The objective
is that neighbourhoods will be
supported by a range of services
and facilities and people will have
genuine transport choices.
Public hearings are planned for
February 2010 with the final plan
expected to be presented to the
Council in March 2010. To see

After leading more than 63,000 Christchurch walkers around
the city, Graeme Stanley is finally hanging up his Active
Christchurch walking shoes.
Graeme recently announced his
retirement from the Active Christchurch
Walks, which he has been taking for
the Council’s Recreation and Sports
Unit since October 1998. The aim was
to encourage people to be more active
for general health and well being,
but Graeme added an extra heritage
dimension to the walks.
He has taken around 2000 walks, for
more than 63,100 walkers – with up
to 100 participants at a time. Graeme
says that “Every walk, while first and
foremost a fitness activity, is also an
historical tour”. He spent extensive time
researching Christchurch history and
weaving our heritage into his walks.
Graeme was awarded the inaugural
Heritage Week Ambassador award in
2004, as an event organiser who has made
valuable contributions to Heritage Week. On behalf of the Recreation and Sports
Unit and all the walking participants,
we would like to thank Graeme for his
wonderful work over the past 11 years
and wish him all the best with his new
ventures.
