From the Mayor
W
elcome to Milton-Freewater! We are a cozy little city located
at the base of the Blue Mountains. I would like to invite
you to stop in and visit, play, taste, explore... or better yet,
to stay awhile and enjoy the many amenities you will find in our
city and surrounding area. If you are looking for that small-town
atmosphere, then you’ve come to the right place. This Visitor’s
Guide was designed to promote our area as a great place to visit
and the perfect place to live. Stop by the Chamber of Commerce
office for free information to guide you on your visit to the many
special places in and near our friendly town.

Introduction
L
ocated in northeastern Oregon
(just 10 miles south of Walla Walla,
Washington), Milton-Freewater is a
community surrounded by orchards,
wheat fields and vineyards set against the
beautiful Blue Mountains (yes, they really
are blue!)
Long before the two towns of Milton and
Freewater merged in 1950, settlers flocked
to this area to take advantage of the fertile
soil. Now situated within the acclaimed
Walla Walla Valley Wine Appellation, the
area is still well known for its agricultural
bounty. Lots of sun in the summer and mild
winters contribute to an almost perfect
climate. Our growing season is May
through October. According to the most
recent figures, our population is 7050.
With the Blue Mountains and three rivers
(Columbia, Snake and Walla Walla) close
by, year round recreational opportunities
include: hunting, hiking, fishing, camping,
biking, skiing and snowmobiling.

isit local tasting rooms to sample the wines produced from the grapes grown within the
acclaimed Walla Walla Valley Appellation and the newly established “The Rocks District of
Milton-Freewater” AVA.
The Rocks District includes vineyards of nineteen wine producers and winery facilities for
three of them. Every tasting room throughout the region has its own personality reflective of
the wines crafted by their expert winemakers.
Milton-Freewater is also home to one of the largest cideries in Oregon. Hard ciders, while huge
with flavor, contain less alcohol than wine and are less filling than beer. Only apples grown in
the renowned Walla Walla Valley are used.
A farmhouse nano craft brewery is also
located here. Small, artisanal, handcrafted
ales are brewed one barrel at a time. All
batches are hand bottled, then go through a
process known as “bottle conditioning” which
allows carbonation to occur naturally through
secondary fermentation. Only the finest
ingredients are used, including hops that are
grown on their 10 acre farm.

Harris Park

Located 14 miles southeast of Milton-Freewter,
Harris Park sits along the South Fork of the Walla
Walla River. There is a day use area which is free
to the public, 26 campsites, limited cabin rentals,
public restrooms, a large covered shelter, Widner
Cove, a sand volleyball court and a storage shed for
campfire wood.

The largest of the city’s three parks is spotted with stately
trees to provide plenty of shade for picnickers. It also has
walking trails, three shelters, a Little League field, the Legion
baseball field, tennis and racquetball courts. The bandshell
hosts summer concerts and live entertainment during the
Muddy Frogwater Country Classic Festival.
This 18-hole executive two level golf course
provides a panoramic view of the beautiful
Walla Walla Valley. The Executive course
is enjoyable to the novice as well as the
experienced golfer with holes being par 3 or
par 4.

Experience 7,000 yards of lush green perfection
nestled in the foothills of the Blue Mountains.
Modeled after the traditional Scottish-style links
with deep bunkers and tall fescue grass, this
course offers a challenge for all abilities.

Located at the north end of Old Town Freewater
and is the home of the Milton-Freewater
Skatepark. It also has a children’s play area,
public restroom, a large enclosed area for tennis
and picnic tables.
Located 3/4 mile up the Walla Walla River and is home to
“The Trail of the Pioneers.” These are the families who came
to this area early and stayed to build it step by step. The
trail consists of 156 steps, each with the name of an old
pioneer family and date sandblasted in concrete.

Additional Recreation
The nearby Blue Mountains and rivers makes this area the
perfect place for outdoor fun... camping, hunting, hiking, fishing
biking, skiing and snowmobiling.

Harris Park is owned and operated by Umatilla County. It is located on the South Fork of the
Walla Walla River, approximately 14 miles Southeast of Milton-Freewater, Oregon. Harris Park
is used for overnight camping, day picnicking and hiking/nature enthusiasts alike. While you
are here enjoying your stay, you will find that wildlife abounds. Nature surrounds you with its
brilliance in every direction. Relaxation comes easy with soothing sounds that the native birds
are singing throughout the day, exhilaration from catching a brook Trout in the Walla Walla
River. Brisk and fresh mountain air during a morning hike. Enjoy tranquility the way it was
meant to be enjoyed. The park is open each year from April to November, as weather permits.

Arts & Culture
Heritage Station Museum
Operated by the Umatilla County Historical Society, the museum is
housed within Pendleton’s 1909 train depot. Galleries are lined with
interesting exhibits within the museum, while outside guests can hop
on a Union Pacific Railroad caboose, visit the 1879 Byrd Schoolhouse
and stroll through the 1879 Fix Cabin and Homestead.

Walla Walla Symphony
Having first performed in December 1907, the Walla Walla Symphony is the oldest
continuously operating symphony west of the Mississippi. Performances are
in Cordiner Hall on the Whitman College campus in Walla Walla. Composed of
musicians from Walla Walla and around the region, the orchestra is recognized
for its adventurous programming, school programs, and tradition of performing
original compositions. From October through June, the Walla Walla Symphony
plays or sponsors concerts in a schedule that includes a mix of classical concerts,
special concerts and Guest Artist Soirees.
The Tamástslikt Cultural Institute
Located west of Pendleton at the Wildhorse Resort & Casino, the
Institute offers guests a chance to learn more about the history and
culture of those who have called this region home for more than
10,000 years. The institute pays tribute to the Cayuse, Umatilla and
Walla Walla Tribes through exceptional exhibitions, unique artwork
and fantastic year-round events.
Listed on the National Register of Historic Places, the
Museum is a wonderful display of the area’s rich history.

Clay in Motion, Inc is a family operated business in Milton

Outdoor enthusiasts will find RV parking,
cabins & campsites available at Harris Park
and Trails West RV Park. Two RV waste
disposal stations are available for public
use, one located along County Road and
the other in Orchard Park.
Nine Trees Inn Bed & Breakfast is available for
those seeking more private accommodations
within a beautiful, park like setting. It was
constructed in 1913 and still exudes the essence
of that time.
Motels within Milton-Freewater include Morgan

group of volunteers who make
countless contributions to the
school district. Additionally, the
community recently passed a
five-year Local Option Levy to
raise additional funds for programs and maintenance in the schools.
Our high and middle schools participate in a wide variety of sports. Over the
last several years we have achieved a great deal of success in soccer, softball,
wrestling, and track and field. Our Fine Arts programs in instrumental and vocal
music; and drama continually win awards and place in many state competitions.
Our Vocational Agriculture program provides work related programs for many
of our students.
We are involved in the middle of a major changeover involving how and what
we teach children. We are excited about what we have accomplished in the first
stages of the reform. We will achieve greatness over the next few years because
of the support of community; parent and volunteer involvement; fantastic
teachers and staff; and terrific children.

The City of Milton-Freewater is a full-service city
whose governing body is a six member City Council
and Mayor. Three council members are elected by their
respective wards and three are elected at large. The
mayor is elected by a city wide popular vote.
The City provides all city utilities, including electric
service. City Light and Power is the oldest municipal
electric utility operating in the State of Oregon and also
offers one of the lowest power rates in the northwest.
The Milton-Freewater Fire Department consists of
volunteers and operates from two fire stations that
house a total of five pieces of fire fighting apparatus.
It is dedicated to the safety of those living in and
visiting our community, and to the protection of the
environment from all disasters, natural and man-made,
through education, prevention, and fire suppression.
The MF Rural Fire Department works closely with the
city and responds to all calls, inside and outside the
city; structural and grass. They also provide emergency
EMT and ambulance service for the area.
The Police Department provides 24 hour police services
and support fire and emergency response needs for the
community. Our programs include criminal and traffic
patrol, communications, narcotics investigator and City
Code enforcement.

Umatilla County is overseen by three commissioners
who are elected by the residents. They serve 4-year
overlapping terms. The board supervises all county
