Dear Erasmus Students,
Friends and experiences last for a lifetime. The European exchange programme ERAMUS is
one of the greatest culture- and character-building programmes that you may ever have in
your whole life.
Celebrating its 25th anniversary in 2012, ERASMUS is the most popular and successful
student exchange programme in the world. Each year, more than 230,000 students study in
another European country thanks to the Erasmus programme. It also offers the opportunity
for student internships in enterprises and administrations, for university staff to teach and be
trained, and for the funding of co-operation projects between institutions of higher education
across Europe.
The University of Applied Sciences Kehl participates actively in the ERASMUS programme.
Our university is dedicated to preparing students for careers in public service. This means
training students for positions at the management level in public administration (in state
agencies and departments, in municipalities, in counties or in other public institutions,
corporations and foundations, etc.). Graduates of Kehl University mostly take on
management positions after having finished the program. For this reason Kehl University is
often called the “backbone” of public administration.
Public service plays an important role in European and international development. That is
why we at the University of Applied Sciences Kehl believe that students must be prepared
during their training to deal with increasing internationalisation and globalisation. We actively
encourage our students to gain experience abroad and are very happy to welcome to Kehl
students from other European universities and from all over the world.
This handbook has been designed to facilitate orientation for incoming and outgoing
students, particularly with regard to Kehl’s international relations, courses for ERASMUS
students (especially in English), student facilities and other aspects of your stay in Kehl.

About the University of Applied Sciences Kehl
The University of Applied Sciences Kehl is one of the most renowned institutions for public
management in Germany. It was founded in 1971 and enlarged in the 1980s.
Kehl, as Strasbourg’s neighbouring city, offers wide
opportunities to become well acquainted with the
European institutions in Strasbourg (Council of
Europe,
European
Parliament,
European
Ombudsman and European Court of Human Rights)
during the course of study programmes.
Due to the proximity to Strasbourg, Luxembourg
and
Brussels,
high-ranking
speakers
from
international organisations and from foreign universities come frequently to Kehl as guest
lecturers and discuss all important European issues.
Our University has close ties to other universities in Europe and all over the world. Together
we organize many joint seminars, study trips, internships and exchange programmes.
In the joint seminars the emphasis is laid on European integration and how administrations
are growing closer together. Among the topics are regional development and benchmarking
in day-to-day administrative practice. Thus, one can become well acquainted with Europe
right on site.

Kehl/Strasbourg - A vibrant European metropolis
World Heritage and easy-going nature - discover the fascinating twin
cities of Kehl and Strasbourg
Kehl on the right side of the Rhine and Strasbourg on the river’s left bank are situated in
different countries (Germany and France) but belong to the same metropolitan district. The
“Euro-District” is the first transnational urban area in Europe with a population of nearly one
million inhabitants. The European District on the Rhine in the very heart of Europe is the
home of the European Parliament, the Council of Europe, the European Court of Human
Rights and other European institutions.
The twin cities Kehl and Strasbourg are closely linked by public transportation. Inside the
metropolitan agglomeration there are no more physical or cultural barriers between the two
countries. But both cities have preserved their own character, which gives them an
outstanding specific German and French mixture.
In Kehl/ Strasbourg you find very old medieval buildings and modern architecture, pulsating
city life and quiet lanes, wonderful parks and various waterways, European organisations
and the world-famous cathedral: Kehl/ Strasbourg makes up a European puzzle full of
surprises.
You'll soon find out that the transnational twin city of Kehl/ Strasbourg is great for studying
and also an awesome place to live in.
City of Kehl
Water is life – and Kehl has been very successful in meshing city life with natural living. Short
distances connect unspoiled natural settings with the inner city of Kehl.
In the city centre you find cosy shops and inviting street cafes and after long hours of classes
you may relax in the marvelous “Rose Garden” or the “Old Rhine Park”. Getting the most out
of your leisure time is no problem in Kehl.
The dense forests and green meadows along the Rhine are ideal for long leisurely walks,
strenuous hikes or even for bicycling. The 120-km long bike path opens up spectacular
views. A paradise for nature lovers – the area has countless lakes for water sports. Sport
fans find everything they need: indoor and outdoor swimming pools, tennis courts, riding and
sailing as well as flying facilities and an inline-skating circuit. Kehl is also an ideal starting
point for exploring the mysterious mountains of the Black Forest and the Vosges as well as
the wine routes which follow the foothills along the German and on the French side of the
Upper Rhine valley.
Along both banks of the Rhine a huge park, the “Two Riverbanks Garden”, spreads over
more than 50 hectares. The German and French side of the park are connected by the
“Passerelle des deux Rives,” an elegant bridge for pedestrians and cyclists designed by the
Parisian architect Marc Mimram.

The promenade on both sides of the Rhine has become a focal point for contemporary art,
featuring numerous examples of today’s modern art and sculpture. In summer outdoor
theatre performances, music festivals and other events attract thousands of visitors to the
parks along the river.
The City Civic Centre is the centre of cultural life in Kehl. The curtain opens up to many
events all year long such as concerts, opera, musicals or cabaret. Art exhibitions and the
latest feature films complete the city’s cultural programme.
Kehl is well located in the middle of Europe. There is quick access to the European high
speed train network, and several international airports such as Frankfurt, Zurich, Strasbourg
and Stuttgart are near at hand. In Kehl you can find more than 100 different nationalities from
around the globe living in the city.
City of Strasbourg
Strasbourg with its international flair enriches the region. The city is steeped in history and
offers fantastic possibilities for pleasure and entertainment. Strasbourg is the capital of
Alsace, which is a region of great beauty and could hardly be bettered as a place to live.
The city enjoys a marvelous location and is an exciting mix of different cultures. Germany,
Switzerland and Luxembourg are all within easy reach, while Paris, Lyon, Geneva, Zurich,
Turin, Milan, Munich, Prague, Stuttgart, Frankfurt, Brussels and Amsterdam are all within a
600-km radius.
City with a rich heritage
Strasbourg is certainly one of the most beautiful cities of Europe with its magnificent
cathedral, its picturesque Petite France district, its river and canals, along with a number of
strikingly-designed modern buildings, especially in the district around the European
Parliament.
The whole of the central part of the city has been declared part of UNESCO's World Heritage
list. Strasbourg is second only to Paris with regard to the quality and range of its cultural
scene, with exhibitions, concerts, festivals, theatres, contemporary music, live music venues
and cabarets all year round.
Walks in and around Strasbourg
Strasbourg has some beautiful parks, such as the Orangerie, the botanic gardens, Pourtalès
and the Jardin des Deux Rives, where you can go for a stroll and also, especially in the
summer, often enjoy open-air concerts and other events. The city also offers a vast
choice of other attractions, including excellent museums and art galleries, and over 400 km
of bicycle trails.

Strasbourg, University City
Strasbourg is a dynamic city with over 50,000 students: it is the main university town in the
east of France, and some 20% of its students come from outside France. Renowned for the
quality of its universities and schools, Strasbourg also offers a great night life, university
restaurants, and terraces in the summer for a good beer or glass of wine.

Structure of the academic year
At Kehl University, the academic year is divided into two terms: the winter semester and
summer semester.
The winter term begins officially on 15th September 2014 and ends on 22nd February 2015.
The summer term begins on 2nd March 2015 and ends on 14th September 2015. However,
for the winter term the lecture period only runs from 15th September 2014 until 30th
January 2 0 1 5 and from 2nd March 2015 until 2nd July 2015. The remaining time, the socalled “no lesson period”, is intended for exams and homework.

The examination period depends on the subject; final examinations take place during the last
weeks of the classes. The time between semesters is to be used for writing exams and
research papers, and preparing presentations.
Please note: The examinations usually take place after the semester has ended. The exam
dates can be found in the display case in the main lobby at Kehl University.

The tasks of the International Office can be divided into several areas:

establishment of international contacts

cooperation with international organisations, universities and administrations

assistance to Erasmus students and foreign master degree candidates

assistance to foreign guest lecturer and visitors

organisation of internships abroad

organisation of study trips abroad and binational seminars
International contacts
For some years now we have maintained close contacts with foreign universities and
administrations. Have a look on the overview.
Study trips abroad and binational seminars
Study trips to China, South Africa, the USA and Turkey take place on a regular basis.
These trips are carried out by the International Office in cooperation with the University’s
partner organisations located there.
In addition, binational seminars take place every year, in particular with students from
Russia, Poland, France, Bulgaria and Romania. Students from Kehl University travel
regularly to the partner universities abroad, and in turn, they gladly host the foreign
seminar participants at our university in Kehl.
Internships abroad
At Kehl University students of the BA "Public Management" have the opportunity to do a 3month internship abroad. In the MA "European Public Management" a 6-month internship

abroad is even an integral part of the programme, whilst for the MA "Cluster Management" it
is optional to absolve a 5-month internship abroad.
The programme of study at Kehl University is enhanced by this time spent abroad, along with
the newly acquired foreign language knowledge and expanded cross-cultural competence.
An internship abroad is a definite plus on a CV and can be of great importance for your
professional career. Specialised language knowledge and experience gained abroad play an
important role when applying for a job.
Erasmus Students Welcome Service
In Kehl we have students tutors for incoming ERASMUS students.
These so-called "buddies" welcome new students and show them things of interest in and
around the university. So you can easily come into contact with your new environment. The
buddies show the newcomers where they can find everything (departments and staff, student
facilities such as the cafeteria/library/computer room/student dorms, etc.). Furthermore, they
help new students to register at the city hall, to open a bank account, to get to Kehl and
Strasbourg, and they can give advice on where to buy the cheapest food, etc.
W e a dv ise you t o contact the ERASMUS buddy programme through the International
Office at Kehl University ([email protected]) prior to your arrival in Kehl. This way local
students can help you with any questions whilst you are still at home and can get the
necessary information to pick you up from the airport/train station.
Language Centre
Kehl University offers specialised language courses in English, French and Spanish. For
English and Spanish, previous knowledge of the respective language is required. For French,
a beginner's course will be offered if there are enough interested students. For
international students language courses in German are offered on request. Language
courses that form an integral part of your BA or MA programme, can be attended free of
charge. For all other courses you may be required to pay a small fee.

International study programmes at the University of
Applied Sciences Kehl
European and international studies to boost your career
Kehl University offers different types of studies for foreign students:

The in-depth studies in European Public Management and international relations
offer a full semester for ERASMUS students. This programme takes place in the 6th
semester of the bachelor’s programme in Public Management and treats all subjects
linked to European integration, EU policies, cross-border relations and intercultural
management. It specifically addresses incoming students from other universities for
an ERASMUS exchange. It is suitable for all students in disciplines linked to public
management (law, economics, political sciences, social sciences, etc.). Grant-aided
study trips to other European countries are regularly part of the programme. The
programme is run entirely in English (details see p. 11).

The master’s programme "European Master of Public Administration" (EPAM) is a
complete 4-semester cooperative master’s course of study. A joint degree is granted
by Kehl University and the University of Applied Sciences Ludwigsburg. One
semester takes place in Ludwigsburg, one semester in Kehl, one semester is spent
doing an internship abroad and one semester is reserved for writing the thesis.
Several modules take place in a joint programme with the University of Strasbourg.
Grant-aided study trips to Brussels, Luxembourg and other European countries
are part of the programme. The programme is run partly in English and partly in
German (details see p. 13).

The master’s programme in "Cluster Management" is a 4-semester programme. It
prepares students for networking and management positions which link public and
private organisations. The focus of the programme lies on international cluster
management, European and national cluster policy, communication studies,
marketing, project management, law, international relations and cross-border
cooperations.It is organised together with the University of Strasbourg and a joint
degree is awarded. The programme is run partly in English and partly in German
and French (details see p. 13).

The bachelor’s and master’s course of studies in “Public Management”. These

In-depth study course "European Public Management and International
Relations"
The last semester of the bachelor programme "Public Management" is the in-depth study
course “European Public Management and International Relations”. This programme offers
a great opportunity for Erasmus students as all modules are held in English.
Modules are:

European Union (European unification, European institutions and EU law)

Economic Integration of Europe and Financial Affairs of the EU

EU Public Policies (Environmental and transport policies, social affairs, culture and
youth policies, EU labour market…)

Transnational and Cross-Border Cooperation

European Regional Policies and the EU as a Global Player

Management and Gender (European Public Management, Financial Management,
Gender Mainstreaming)
During the in-depth study course ERASMUS students have the opportunity to join different
study trips to partner universities and organisations. Usually these study trips are partly
financed through grants. The remaining costs have to be borne by the students themselves.

Master Programme "European Public Administration (MPA)"
The programme is a complete 4-semester
cooperative master’s course of study. A joint
degree is granted by Kehl University and the
University of Applied Sciences Ludwigsburg.
For over 10 years now this programme of study
provides the students with the latest knowledge
and skills to make them fit for Europe upon
graduation. They find exciting positions in
international, regional and local administrations
dealing with European Affairs.
The considerable amount of practicable knowledge in European Matters is highly esteemed
by employers. The communicative, legal, economic and organisational skills gained in the
programme also enable the graduates to work competently in NGOs or in the private sector
for the advancement of European Integration.
The educational objectives are as follows:

Knowledge of European Law and its application
Understanding of the European process of integration and the challenges it poses for
national governments as well as public administrations
Critical examination of the concrete demands of European integration at
the national, regional and local levels of administration
Ability to acquire funds from, implement and evaluate European aid programmes
Acquisition of key qualifications needed to communicate and conduct negotiations in
cross-cultural settings and with European institutions
Ability to cooperate in transnational settings, especially by acquiring knowledge of the
political and administrative systems in other Member States

Master thesis
Several modules in the second semester take place in a joint programme with the University
of Strasbourg. Grant-aided study trips to Hungary, Brussels, Luxembourg are a fixed part
of the programme. Further excursions to Armenia, Turkey, and Great Britain have also
taken place. The programme is run partly in English and partly in German and – for excellent
speakers some modules can be attended in French.

Master Programme "Management of Custers"
The programme is a complete 4-semester cooperative
master’s course of study and a joint degree is granted
by Kehl University and Strasbourg University.
A unique programme of study
Business networks, competence centres and regional
networks have rapidly developed over the past years
and have attained increasing importance at the European level. This development has given
rise to new occupational profiles, for example, that of the cluster manager. The cross-border
programme of study “Management of Clusters and Regional Networks” offered by the
Universities in Kehl and Strasbourg places a strong emphasis on practical training and
provides a unique opportunity to date in Europe to specialize oneself in the requirements of
this area.
Competences and occupational profile
This programme of study qualifies highly-skill trilingual staff members of clusters and regional
networks for tasks at the cross-border, European or international level. Possible fields of
responsibility can be found:

Electronic Work Space and Internet Access
Computer use and Internet access on campus will be available to students after registration
at the university. The initial password will be sent to students by e-mail. Students may also
access the university network via WLAN with their own laptops.
Students can access the Intranet page by choosing “Current Students” and then
“Intranet” (see picture below).

Cafeteria and Snack bar
The cafeteria (Mensa) is located right next to the university. Every day from Monday to
Friday there are at least two hot dishes to choose from (one of which is vegetarian). During
semester breaks the cafeteria is closed.
Cashless payment is made with the Campus Card, which can be „refilled“ at the machines on
campus at any time.

You can have breakfast or take care of those „hunger pangs“ between meals in the snack
bar. The snack bar is closed during semester breaks.

Application deadlines
For students coming in the winter semester: 15 May of each year
For students coming in the summer semester: 15 November of each year
Please note: It is possible to apply before/after these deadlines if you have been
accepted at you home university as an Erasmus student.
Registration deadlines
The registration deadlines for Erasmus students are at the beginning of September for the
winter semester and at the beginning of March for the summer semester.
Students will receive all the important information about registration along with their letter of
acceptance.
Students will need the following documents for the process of registration:

Letter of acceptance

Passport or personal identity card

Health insurance coverage

Application form for registration

Passport photo for the Campus Card

Transcript of records (Download)
At the end of his/her studies in Kehl, the Erasmus student receives a
transcript of records for his/her academic performance. This T.O.R.
contains the following information:

The Campus Card
After the registration process you will receive your Campus Card, which serves students as:

a student identity card

a library card for the University Library

a debit card for the cafeteria/snack bar (to purchase food, coffee, lunch…)
The Campus Card can be topped up for use as a debit card in the cafeteria or it can be
„refilled“ at the machines on campus (one machine is next to cafeteria and one is in main
hall).

Formalities in Germany for ERASMUS Students
After moving into your room in Kehl, you must register as a resident at the Resident
Registration Office of the City of Kehl (see “registration”). Please do not forget to take along
your passport or identification card.
If you live in Kehl, you must register at the Kehl Resident Registration Office (Citizen Centre).

If you do not live in Kehl but in another place in Germany, you must register at the resident
registration office responsible for that municipality. You will also receive information on
resident registration along with your letter of acceptance from the University of Applied
Sciences Kehl.
When you register as a resident, you will receive written confirmation. Please do not lose this
document. Everyone who lives in Germany must go to the Resident Registration Office of
their municipality and register their new address within a week after moving.
Please note: Before departing Kehl at the end of your stay, you will need to go to the Kehl
Resident Registration Office in order to give official notice of departure.
Insurance Coverage
The German healthcare system with its dense network of highly qualified doctors is
considered one of the best in the world. As a student in Germany, you benefit from optimum
medical care and affordable insurance coverage. Remember that you cannot register at a
German university without health insurance.
If you wish to study in Germany, you always need health insurance. All statutory health
insurance funds in the country are obliged to insure students up to the age of 30. If you turn
30 in Germany, you can continue to be insured through a statutory health insurance fund by
paying a higher premium. If you are already older than 29 when you start studying, you can
only take out private health insurance. Before your departure find out whether your health
insurance from your home country is also recognized in Germany, for example, if a social
security agreement exists between your country and Germany. This applies, among others,
to members of the European Union as well as Iceland, Liechtenstein, Norway, Switzerland

and Macedonia. An updated list of countries to which this applies is available on the website
of the German Liaison Office for Health Insurance Abroad.
Note that foreign insurance companies do not always pay for all the costs of medical
treatment in Germany. In such cases, you will be obliged to pay for additional expenses
yourself.
Find out from your health insurance company whether it is also recognised in Germany. If it
is, you will require confirmation that you are exempt from statutory health insurance when
you register at your German university. Such confirmation can be obtained from any of the
many German health insurance funds.
If the insurance coverage you have in your home country is not recognised in Germany, you
must take out a health insurance policy in this country. Most students in Germany are
insured with a statutory health insurance fund. In some cases, however, it is also possible to
take out private insurance. Insurance premium rates for students with statutory insurance
funds are currently around 80 euros a month.

Opening a bank account
Opening a bank account as soon as possible after your arrival will make organising monthly
payments such as rent much easier for you. Most banks offer current accounts free of charge
for students.
The most common bank for students is the Sparkasse Hanauerland. Opening a bank
account as a student at the Sparkasse is free of charge and simple. For opening a bank
account you will need your personal identification card, student card and a letter confirming
that you are a student at the University of Applied Sciences Kehl.

account – that is also free of charge

There are several possibilities for finding accommodation in Kehl:
The Office of Student Services runs dormitories. Since the rooms are attractive and
inexpensive, they are very popular. Therefore, you should apply for one as early as possible.
Please note that there is a waiting list and it often takes some time to get a room.

euros per month. Rent for rooms on the private market cost the same and there you may

These student dormitories are located at Kinzigallee 3 and 3a in Kehl. Each room is in a fourroom apartment with a shared kitchen and bathroom. A single room (depending on size)

How to get to Kehl
By car
Motorway A5 (Karlsruhe-Basel)

Motorway exit Appenweier, then on to route B28 and follow the sign to Kehl-Strasbourg.


At the first set of traffic lights, turn left (Aral service station) off route B28 and onto
the street called Großherzog-Friedrich-Straße.


At the next set of traffic lights, turn left off Großherzog-Friedrich-Straße and onto
the street called Kinzigallee.

Take the next left turn, which leads you to the campus of the University of
Applied Sciences Kehl.

By train
Kehl/ Strasbourg is very well served by the European high-speed train network. It is located
at the junction of two major high-speed lines from North to South (Berlin/ Hamburg to Milan/
Marseille) and West to East (London/Paris to Vienna/ Bratislava/ Budapest)



High-speed trains ICE/ TGV from everywhere in Europe to Offenburg or Strasbourg
From Strasbourg main station or Offenburg main station there is a regular S-Bahn
(local train system) connection to Kehl.
By long distance bus
Kehl/ Strasbourg is located at the juncture of several long-distance European bus lines: from
Poland/ the Czech Republic to France and Spain and from the Netherlands to Switzerland.
For some lines you have to change in Karlsruhe or Freiburg, which are also important
connecting points for international long-distance bus companies.
On the Internet you will find a lot of very cheap tickets (from 18 euros and up) for a trip to
Kehl by bus.
By plan
There are several major airports very close to Kehl/ Strasbourg: Strasbourg International
Airport, Karlsruhe/ Baden-Baden and Basel/ Mulhouse.
The intercontinental airports of Frankfort, Zurich and Stuttgart are also nearby.
From all these airports local ground transportation (train, bus and light-metro) brings you
easily to Kehl.
For” budget flights”: Check the low-cost airlines to Strasbourg, Karlsruhe/Baden-Baden
and Basel/Mulhouse (Air Berlin, Easy Jet, Pegasus, Ryan Air, Sun Express, Volotea,
Vueling, Wizz etc).
