Welcome to the September edi0on of the Chapter Monthly Newsle@er. Navy Gold Coast 2011 was a big success again this year with more than 1400 a@endees and 225 exhibits. Captain John S. “Trey’ Mitchell, USN
Commanding Officer,

Captain Mitchell was born in Coronado,
CA and raised in San Juan Capistrano,
CA.
He attended Stanford University
and graduated in 1984 with bachelor’s
degrees in both Industrial Engineering
and International Relations.
He was
commissioned as an Ensign in the
Capt John S. “Trey” Mitchell
Navy through the ROTC Program.
Captain Mitchell’s first sea tour was
aboard USS OBRIEN (DD 975) where he served as Auxiliaries
Officer and Navigator from March 1985 to December 1987. From
September 1988 to March 1990, he served as Engineer Officer in
USS REUBEN JAMES (FFG 57). From May 1990 to January
1992, he was assigned as Engineer Officer in USS VALLEY

During this time, VALLEY FORGE performed duties as Air Warfare
Commander for the USS RANGER (CV 61) Battle Group while participating in Operation Desert
Storm.
Captain Mitchell relieved as Executive Officer on USS SAN JACINTO (CG 56) in Norfolk, VA in
August 1997. During the deployment to the Arabian Gulf, SAN JACINTO performed duties as the
Air Warfare Commander for the USS JOHN C. STENNIS (CVN 74) Battle Group.
After his XO tour, Captain Mitchell served in the Navy’s Office of Legislative Affairs from
November 1998 to June 2002 as the Congressional Liaison Officer for Surface Warfare,
Amphibious Warfare, Sealift, and Navy Missile Defense programs.
Captain Mitchell relieved as Commanding Officer of USS ANTIETAM (CG 54) in October 2006.
ANTIETAM deployed to the Western Pacific and Arabian Gulf from January to August 2007 as
part of the JOHN C. STENNIS (CVN 74) Strike Group and performed duties as the Air Warfare
Commander. During Captain Mitchell’s command, ANTIETAM received the Commander Carrier
Strike Group Three Battle Efficiency Award, the first such award for ANTIETAM in seven years.
Captain Mitchell departed ANTIETAM in October 2008 and reported to Tactical Training Group
Pacific as the Executive Officer. On May 14, 2009 Captain Mitchell assumed Command of
Tactical Training Group, Pacific.

Program Manager’s Course
Available in San Diego Starting January 2012
The Program Manager’s Course, PMT 401, is designed for Level III Program Management (PM)
career field members who have demonstrated the potential to become major program or project
managers and potential Level III acquisition professionals in other career fields, such as
contracting, logistics, and financial management. Participants must be O-5/GS-14 or above or an
equivalent industry position with extensive experience in acquisition, including 4 years in or directly
supporting a program organization. PMT 401 is intended to improve acquisition outcomes by
strengthening analytical, critical thinking and decision-making skills required by leaders of large,
complex programs.
The 10-week, in-house course utilizes a student-led learning model with hands-on learning
whereby participants, knowledgeable and experienced in defense acquisition, learn from each
other with the guidance of an experienced practitioner.

• Capitol Hill Workshop

Small Defense Contractors Vie For
Shrinking Budget Pie

More than 1,000 defense industry contractors from around the country are attending
the Navy’s Gold Coast Conference
in San Diego this week.

said the buzz this year is about

Lasswell said even as the defense budget shrinks, small businesses have an advantage
because they can adapt fast to changing needs. He estimates about 75 small businesses
in San Diego have prime contracts directly with the DOD , and many more have
subcontracts with big defense contractors, like General Atomics and Northrup
Grumman.
The Department of Defense spent more than $10 billion on defense contracts in San
Diego in 2009, the latest information available.
Representatives from the Navy’s Facilities Engineering Command, or NAVFAC, said
they anticipate cuts of 10 percent or more next year, which will affect the number of
construction contracts available. The Navy and Marine Corps in San Diego have seen
an unprecedented building boom in the past three years, which has poured billions into
the local economy.
