EXECUTIVE SUMMARY
This Phase I Environmental Site Assessment (ESA) was performed in accordance with
Terracon Proposal No. 2413E009 dated March 11, 2013, and was conducted consistent with
the procedures included in ASTM E 1527-05, Standard Practice for Environmental Site
Assessments: Phase I Environmental Site Assessment Process. The ESA was conducted under
the supervision or responsible charge of Clay Muirhead, P.E., Environmental Professional.
Carrie Harns performed the site reconnaissance on April 30, 2013.
Findings
A cursory summary of findings is provided below. It should be recognized that details were not
included or fully developed in this section, and the report must be read in its entirety for a
comprehensive understanding of the items contained herein.
Site Description and Use
The site includes one building (Dinneen Building) currently used as offices and for storage. The
building includes a basement of approximately 24,000 square feet, a first floor of approximately
30,000 square feet, and a roof top parking deck of approximately 15,000 square feet on the
west portion of the building. The site also includes two parking lots. The west parking lot is used
for paid monthly parking and the east parking lot is rented to Sidles for their parking needs. The
northwest portion of the first floor of the building includes four office suites that are occupied by
Home Instead Senior Care (Suite A), a real estate office (Suite B), Domonkos Law Office (Suite
C), and Wyoming Senior Citizens Inc. (Suite D).
Historical Information
Based on a review of the historical information, the site was developed prior to 1883. Previous
uses of the site included blacksmithing; painting; laundry and dry cleaning; creamery; filling
station; vulcanizing; and auto sales, service, repair, and painting. The east portion of the
existing building on site was thought to have been constructed between 1915 and 1920 and was
used for automobile sales, service, repair, and painting. The west portion of the existing building
on-site was constructed in approximately 1961 and was used for automobile sales, service,
repair and painting. The site was purchased by Dinneen in 1989 and the building was renovated
by Dinneen in 1991. Dinneen used the site for automobile sales, service, repair and painting.
The adjoining properties to the north, east, south and west were developed prior to 1883.
Previous uses of the adjoining properties to the north included painting; machine repair; steam
laundry; a filling station; and auto sales, service, and repair. Previous uses of the adjoining
properties to the east included Chinese laundry; photography; tire sales and service; a filling
station; automobile service and repair; and machine repair. Previous uses of the adjoining
properties to the south included Chinese laundry; painting; blacksmithing; auto repair and
machine repair. Previous uses of the adjoining properties to the west included Chinese laundry;

blacksmithing; auto sales, service and repair; machine repair; and dry cleaning. The above
referenced uses of the site and adjoining properties constitute a REC to the site.
Records Review
Selected federal and state environmental regulatory databases as well as responses from state
and local regulatory agencies were reviewed. Several facilities were identified in the regulatory
databases. Based on distance, environmental setting and/or facility characteristics, the
northeast corner of the site, the northwest adjoining property and three topographically upgradient facilities constitute RECs to the site.
Site Reconnaissance
Based on site reconnaissance, RECs were identified associated with the current site operations
including a former underground hydraulic hoist, oil/water separators, and unidentified floor cuts
and penetrations.
Adjoining Properties
Indications of RECs were not visually observed with the current use of the adjoining properties.
Additional Services
Per the agreed scope of services specified in the proposal, the following additional services
were conducted: Asbestos Survey. Please refer to the IHI Environmental Asbestos-Containing
Material Field Survey Report (IHI Project No. AM137527) for the findings of these assessments.
Conclusions
We have performed a Phase I ESA consistent with the procedures included in ASTM Practice
E 1527-05 at 410 W 17th, 416 W 17th, 405 W 18th, 1704 Pioneer, and the associated parking
lots, Cheyenne, Laramie County, Wyoming, the site. Recognized environmental conditions were
identified in connection with the site and include the following:

Past uses of the site and adjoining properties;

Interviews identifying the northwest adjoining property as a contaminated site;

Regulatory database listings that include the site and three topographically upgradient facilities; and

Observations of a former underground hydraulic hoist, oil/water separators and
unidentified floor cuts and penetrations in the building.

Recommendations
Based on the scope of services, limitations, and findings of this assessment, Terracon
recommends a limited site investigation to obtain additional information regarding the potential
impact to the site from the RECs identified herein.

INTRODUCTION

Site Description
Site Name
Site Location/Address
410 W 17th, 416 W 17th, 405 W 18th, and 1704 Pioneer,
Cheyenne, Laramie County, Wyoming
Land Area
Approximately 1.31 acres
Site Improvements
The north portion of the site includes a building with an
approximately 30,000 square foot first floor, an approximately
24,000 square foot basement and approximately 15,000 square
feet of parking area on the roof of the west portion of the building.
The remainder of the site is two paved parking lots on the south
end of the site. The building was renovated in 1991. The storm
drain system in the alley running through the middle of the site was
improved in 1991. The overhead electrical lines were also buried in
the alley in 1991.
The site location is depicted on Exhibit 1 of Appendix A, which was reproduced from a portion of
the USGS 7.5-minute series topographic map. A Site Diagram of the site and adjoining
properties is included as Exhibit 2 of Appendix A. Site Building Diagrams are included as
Exhibits 3 and 4 of Appendix A. Acronyms and terms used in this report are described in
Appendix B.
1.2
Scope of Services
This Phase I ESA was performed in accordance with Terracon Proposal No. 2413E009 dated
March 11, 2013, and was conducted consistent with the procedures included in ASTM E 152705, Standard Practice for Environmental Site Assessments: Phase I Environmental Site
Assessment Process. The purpose of this ESA was to assist the client in developing information
to identify Recognized Environmental Conditions (RECs) in connection with the site as reflected
by the scope of this report. This purpose was undertaken through user-provided information, a
regulatory database review, historical and physical records review, interviews, including local
government inquiries, as applicable, user-provided information, and a visual noninvasive

reconnaissance of the site and adjoining properties. Limitations, ASTM deviations, and
significant data gaps (if identified) are noted in the applicable sections of the report.
As requested by the client, the following additional services were performed:


Asbestos Survey
Standard of Care
This ESA was performed in accordance with generally accepted practices of this profession,
undertaken in similar studies at the same time and in the same geographical area. We have
endeavored to meet this standard of care, but may be limited by conditions encountered during
performance, a client-driven scope of work, or inability to review information not received by the
report date. Where appropriate, these limitations are discussed in the text of the report, and an
evaluation of their significance with respect to our findings has been conducted.
Phase I ESAs, such as the one performed at this site, are of limited scope, are noninvasive, and
cannot eliminate the potential that hazardous, toxic, or petroleum substances are present or
have been released at the site beyond what is identified by the limited scope of this ESA. In
conducting the limited scope of services described herein, certain sources of information and
public records were not reviewed. It should be recognized that environmental concerns may be
documented in public records that were not reviewed. No ESA can wholly eliminate uncertainty
regarding the potential for RECs in connection with a property. Performance of this practice is
intended to reduce, but not eliminate, uncertainty regarding the potential for RECs. No
warranties, express or implied, are intended or made. The limitations herein must be considered
when the user of this report formulates opinions as to risks associated with the site or otherwise
uses the report for any other purpose. These risks may be further evaluated – but not eliminated
– through additional research or assessment. We will, upon request, advise you of additional
research or assessment options that may be available and associated costs.

Additional Scope Limitations, ASTM Deviations and Significant Data Gaps
Based upon the agreed-on scope of services, this ESA did not include subsurface or other
invasive assessments, business environmental risk evaluations, or other services not
particularly identified and discussed herein, including an evaluation of vapor encroachment
conditions. Credentials of the company (Statement of Qualifications) have not been included in
this report but are available upon request. Pertinent documents are referred to in the text of this
report, and a separate reference section has not been included. Reasonable attempts were
made to obtain information within the scope and time constraints set forth by the client;
however, in some instances, information requested is not, or was not, received by the issuance
date of the report. Information obtained for this ESA was received from several sources that we
believe to be reliable; nonetheless, the authenticity or reliability of these sources cannot and is
not warranted hereunder. This ESA was further limited by the following:

Historic information was not reasonably ascertainable back to the date the site
was developed, which is believed to be prior to 1883. Uses of the site were
described as far back as 1883.
Office B-1 was locked and inaccessible during the site reconnaissance.
An evaluation of the significance of these limitations and missing information with respect to our
findings has been conducted, and where appropriate, significant data gaps are identified and
discussed in the text of the report. However, it should be recognized that an evaluation of
significant data gaps is based on the information available at the time of report issuance, and an
evaluation of information received after the report issuance date may result in an alteration of
our conclusions, recommendations, or opinions. We have no obligation to provide information
obtained or discovered by us after the issuance date of the report, or to perform any additional
services, regardless of whether the information would affect any conclusions, recommendations,
or opinions in the report. This disclaimer specifically applies to any information that has not been
provided by the client.
This report represents our service to you as of the report date and constitutes our final
document; its text may not be altered after final issuance. Findings in this report are based upon
the site‟s current utilization, information derived from the most recent reconnaissance and from
other activities described herein; such information is subject to change. Certain indicators of the
presence of hazardous substances or petroleum products may have been latent, inaccessible,
unobservable, or not present during the most recent reconnaissance and may subsequently
become observable (such as after site renovation or development). Further, these services are
not to be construed as legal interpretation or advice.

Reliance
This ESA report is prepared for the exclusive use and reliance of City of Cheyenne. Use or
reliance by any other party is prohibited without the written authorization of City of Cheyenne
and Terracon Consultants, Inc. (Terracon).
Reliance on the ESA by the client and all authorized parties will be subject to the terms,
conditions and limitations stated in the proposal, ESA report, and Terracon‟s Agreement for
Services. The limitation of liability defined in the Agreement for Services is the aggregate limit of
Terracon‟s liability to the client and all relying parties.
Continued viability of this report is subject to ASTM E 1527-05 Sections 4.6 and 4.8. If the ESA
will be used by a different user (third party) than the user for whom the ESA was originally
prepared, the third party must also satisfy the user‟s responsibilities in Section 6 of ASTM
E 1527-05.

Terracon reviewed the following historical sources for indications of RECs. A summary of the

Historical Topographic Maps
Readily available historical USGS topographic maps were not reviewed to evaluate land
development in connection with the site because the site is located in a densely developed part
of the city.

Selected historical aerial photographs provided by Historic Information Gatherers (HIG) were
reviewed at approximately 10 to 15 year intervals, if readily available, to obtain information
concerning the history of development on and near the site. Evaluation of these aerials may be

The Cheyenne, WY city directories used in this study were made available through Laramie
County Library (selected years reviewed: 1902 through 2010) and were reviewed at
approximate ten-year intervals, if readily available. Since these references are copyright
protected, reproductions are not provided in this report. Street listings for the site were not
available prior to 1902. The current street addresses for the site were identified as 410 W 17th
St, 416 W 17th St, 405 W 18th St, and 1704 Pioneer Ave. For the simplicity of the following table,
the “site” listings will include all listings for the block from W 17th north to W 18th and from
Thomes Ave east to Pioneer Ave (Eddy St); however if the address is an adjoining property, it

Interview with Mr. John Dinneen
Terracon conducted both phone and personal interviews with Mr. John Dinneen, General
Manager of W.E. Dinneen, Inc and Dinco Development LLC, to inquire about historical uses and
known environmental conditions associated with the site. Mr. Dinneen said that he had owned
the property since 1989 and had renovated it in 1991. Mecham Pontiac Buick had owned the
property from approximately 1984 to 1989, and Taylor Pontiac Buick had owned it since
approximately the early 1920s to 1984. Mr. Dinneen stated that he believed the east portion of
the building had been built between approximately 1915 and 1920 and the west portion of the
building had been built in approximately 1961 or 1962. The original use of the basement and
roof of the west portion was for parking. Mr. Dinneen stated the site building had been used as a
car dealership since the early 1920s, but he did not know what it had been used for prior to that.
The first floor of the east portion of the building had once contained a belowground hydraulic
hoist prior to the Dinneen‟s ownership of the building. Several aboveground electric hoists had
been used during the time the Dinneens owned the building. An alignment machine had also
been used during the Dinneen years. Additionally, there had been two waste oil heaters used
for a short amount of time on the first floor of the east portion of the building. The capacity of the
heater tanks was approximately 300 gallons each, and the tanks were used to store waste oil
after the heaters were no longer used. Tri-State Oil Recycling was used to dispose of the waste
oil. Mr. Dinneen was not aware of any USTs on site. Mr. Dinneen stated that there had been a
used oil AST when they bought the building in 1989, but it was hauled off. The basement of the
building had been used for heavy duty mechanical work, car body repair, and painting during
the Taylor and Mecham years. The Dinneens used the basement for detailing and undercoating
only. The Dinneens renovated the building in 1991. Renovations included converting the first
floor of the east portion from a showroom to auto work and maintenance and parts department;
filling in a majority of the floor drains in the west portion of the basement; improving the storm
water system running through the basement floor of the west portion of the building, including
the sump (with pump); replacing the groundwater sumps (with pumps) in the basement of the
east portion of the building; re-plumbing a floor drain to the sanitary sewer sump (with pump) in
the east portion of the basement; improving the south ramp entrance to prevent storm water
from entering the building; burying the electrical lines in the alley; and improving the storm water
drain system in the alley. The basement had flooded prior to the Dinneens purchasing the
property. It was thought to be due to groundwater, so two groundwater pumps were installed in
the east portion of the basement. The Dinneens improved the storm water drain system running
through the west portion of the basement, including the sump (with pump) along the south wall
in the southwest corner of the west portion of the basement, after purchasing the property. Mr.
Dinneen stated that the basement did not flood during the time that they have owned the
building and that the groundwater sump pumps have never run. Solvent washers had been
used in the building, and Safety Kleen was used for disposal and exchange of the used solvent.
Antifreeze was stored in the building in 55-gallon drums, and antifreeze had been washed into
the floor drains during floor cleanings. Dinneen hauled the sump solids to the landfill. The
sumps were tested at a lab approximately every three years for contamination, and the test
results never indicated contamination.

The east portion of the west parking lot had been owned by Royal Glass prior to the Dinneens
purchasing the property from them in 1985. There were two buildings at the south end of the
property and an open lot in the north end. The Dinneens tore down the buildings in
approximately 1988 or 1989 and resurfaced the lot in 1991. Mr. Dinneen said that the
underground electrical connections in the parking lot for the street lights were put in in 1991 as
well. Mr. Dinneen stated that the Henry & Boltoff building occupied the east parking lot prior to
1985 when the Dinneens bought the property. The Dinneens tore down the building and filled
the basement with clean fill dirt. The lot has been rented to Sidles for parking since 1988 and
the lot was surfaced in 1991. Mr. Dinneen said that he was not aware of any dumping, including
that of oils or solvents, on the site. He said that the site has been paved for as long as he can
remember, so he thought the opportunity for dumping would have been very limited.
WE Dinneen Incorporated was not aware of any pending, threatened or past environmental
litigation, proceedings or notices of possible violations of environmental laws or liability or
potential environmental concerns in connection with the site.
When asked about the adjoining properties, Mr. Dinneen stated that there had been a gasoline
UST in the street north of the site and a dispenser pump on the sidewalk that Taylor used to fill
their cars at the dealership. He said that the only connection the pump and dispenser had to the
site was electrical. Mr. Dinneen said that Mecham had the tank removed in 1984 by Hartsook.
Mr. Dinneen indicated that there had been several car dealerships, offices and a variety of
businesses in the adjoining properties over the years. Mr. Dinneen stated that the northwest
adjoining property used to be a dry cleaner, Cheyenne Steam Laundry, and the site was part of
the Voluntary Remediation Program. The dry cleaning building was torn down in 1993 or 1994
after which the current bank was built. He also indicated that the east corner of the north
adjoining property may have been a gas station at one time.
Interview with Ms. Jennifer Escobedo
Terracon conducted a personal interview with Ms. Jennifer Escobedo, WSHIIP Program
Manager for Wyoming Senior Citizens Inc., to inquire about current use of the property and
known environmental conditions. Wyoming Senior Citizens Inc. is the current occupant of 413 W
18th St (Suite D of the Dinneen Building). Ms. Escobedo has been associated with the site for
nine months, but stated that Wyoming Senior Citizens Inc. had been the occupant since 1993.
The current use of the space is as an office providing services for seniors in the state. Ms.
Escobedo was not aware of environmental concerns associated with the site.
Interview with Ms. Sara Flanary and Vanessa Young
Terracon conducted a personal interview with Ms. Sarah Flanary, Quality Assurance
Coordinator for Home Instead Senior Care, and Ms. Vanessa Young, Staffing Coordinator for
Home Instead Senior Care, to inquire about current use of the property and known
environmental conditions. Home Instead Senior Care is the current occupant of 1723 Thomes
Ave, Suite A (Suite A of the Dinneen Building). Ms. Flanary has been associated with the site for
1.5 years and Ms. Young has been associated with the site for 2.5 years. Home Instead Senior

Care has been the occupant of Suite A since 2007. The current use of the space is as an office
for managing in-home care for seniors. Ms. Flanary nor Ms. Young were aware of
environmental concerns associated with the site.
Interview with Mr. Kyle Hoffdahl
Terracon conducted a personal interview with Mr. Kyle Hoffdahl of Domonkos Law Office to
inquire about current use of the property and known environmental conditions. Domonkos Law
Office is the current occupant of 419 W 18th St (Suite C of the Dinneen Building). Mr. Hoffdahl
has been associated with the site since December 2010, and Domonkos Law Office has been
the occupant of Suite C since December 2010. The current use of the space is as an office for
providing law services. Mr. Hoffdahl was not aware of environmental concerns associated with
the site.
The occupant of Suite B was unable to be contacted for an interview.

Prior Report Review
Previous environmental reports for the site were not provided by the client to Terracon for
review.
3.10
Historical Use Information Summary
Based on a review of the historical information, the site was developed prior to 1883. Previous
uses of the site included blacksmithing; painting; laundry and dry cleaning; creamery; filling
station; vulcanizing; and auto sales, service, repair, and painting. The east portion of the
existing building on site was thought to have been constructed between 1915 and 1920 and was
used for automobile sales, service, repair, and painting. The west portion of the existing building
on-site was constructed in approximately 1961 and was used for automobile sales, service,
repair and painting. The site was purchased by Dinneen in 1989 and the building was renovated
by Dinneen in 1991. Dinneen used the site for automobile sales, service, repair and painting.
The adjoining properties to the north, east, south and west were developed prior to 1883.
Previous uses of the adjoining properties to the north included painting; machine repair; steam
laundry; a filling station; and auto sales, service, and repair. Previous uses of the adjoining
properties to the east included Chinese laundry; photography; tire sales and service; a filling
station; automobile service and repair; and machine repair. Previous uses of the adjoining
properties to the south included Chinese laundry; painting; blacksmithing; auto repair and
machine repair. Previous uses of the adjoining properties to the west included Chinese laundry;
blacksmithing; auto sales, service and repair; machine repair; and dry cleaning. The above
referenced uses of the site and adjoining properties constitute a REC to the site.

company. The purpose of the records review was to identify RECs in connection with the site.
Information in this section is subject to the accuracy of the data provided by the information
services company and the date at which the information is updated, and the scope herein did

contamination is provided by the Wyoming Department of
Environmental Quality‟s Storage Tank Program (STP).
According to Wyoming Statues 35-11-1414 through 35-111428, the state is responsible for remediation of releases
from regulated underground storage tanks and certain
aboveground storage tanks. The STP rules and regulations
apply to all regulated storage tanks in Wyoming. Storage
tank owners/operators are entitled to the state corrective
action program if they register their tank(s), pay applicable
fees, and complete a minimum site assessment (if
applicable). State management of remediation is optional for
owners; however, almost no tank system owners have
elected to complete cleanup at their expense.

residence; and those that are not heating oil tanks. The
STP regulates aboveground storage tanks (ASTs) only if
they contain gasoline or diesel, and they are used by a fuel

Mecham Pontiac Buick Jeep, 1720 Pioneer Ave
The facility was located on the northeast corner of the site. Mecham Pontiac Buick Jeep was
listed in the Storage Tank and Leaking Storage Tank databases. Mr. Adrian Ducharme, WDEQSHWD Storage Tank Program District 1 Supervisor, was contacted about the site. Mr.
Ducharme stated that the facility is a resolved contaminated site in respect to gasoline tanks
with contamination concentrations below WDEQ clean-up levels. Two 1,000-gallon gasoline
USTs were removed on February 14, 1989, and there was reportedly no evidence of a
confirmed release of contaminants. One 560-gallon UST was to be filled with an inert material
and left in the ground. Based upon the current regulatory status of the site, this facility is a
historic REC.
Sam Menkin, 408 West 18th
This facility is located in the north adjoining property and is listed in the Storage Tank Program.
Mr. Adrian Ducharme, WDEQ-SHWD Storage Tank Program District 1 Supervisor, was

contacted about the facility and he stated that two 1,000-gallon gasoline USTs were last used in
1989 and both tanks were removed from the ground. He also said that there was no
confirmation of a release from the gasoline USTs at the facility. Since USTs were used at the
facility, this facility is a historic REC.
2500 Block of Thomes Ave, Cheyenne
This facility is located within 0.5 miles of the site and is listed in the Voluntary Remediation
Program and Brownfield Sites database. Ms. Cindi Martinez of the WDEQ-SHWD Voluntary
Remediation Program was contacted about the facility. Ms. Martinez indicated that the facility is
the Cheyenne PCE Plume. The facility is located topographically up-gradient and within the
regulatory search radius and thus constitutes a REC.
Glacier Park Property-Cheyenne, West of B.N. RR Yard 1201 W 27th St
This facility is located within 1 mile of the site and is listed in the Resource Conservation &
Recovery Act-Corrective Action Facilities database. The facility is listed as “Not a Generator” in
the database report. Ms. Cindi Martinez of the WDEQ-SHWD Voluntary Remediation Program
was contacted about the facility. Ms. Martinez did not have information readily available about
the facility. This facility is located topographically up-gradient of the site and within the
regulatory search radius and thus and indicates a REC.
Mr. John Dinneen had mentioned during his interview that the northwest adjoining property was
a contaminated site that was part of the Voluntary Remediation Program (VRP); however, this
site did not appear in the database search. Ms. Cindi Martinez of the WDEQ-SHWD Voluntary
Remediation Program was contacted about this facility. Ms. Martinez stated that work was not
conducted under the VRP (and would not show in a database search) because the property
changed ownership as a result of foreclosure so the acquiring bank was not held responsible for
the contamination. Additional information about the site was not reasonably ascertainable at the
time of this report and thus the site constitutes a REC at this time.
The remaining facilities listed in the database report do not appear to represent RECs to the site
at this time based upon regulatory status, apparent topographic gradient, and/or relative
distance from the site.
Unmapped facilities are those that do not contain sufficient address or location information to
evaluate the facility listing locations relative to the site. The report listed two facilities in the
unmapped section. Determining the location of unmapped facilities is beyond the scope of this
assessment; however, none of these facilities were identified as the site or adjacent properties.
These facilities are listed in the database report in Appendix D.

4.2
Local Agency Inquiries
4.2.1 Fire Department
The City of Cheyenne Fire & Rescue Department was contacted by phone regarding
environmental records or information indicating environmental concerns for the site. Mr. Mark
Norford, Division Chief of Prevention and Fire Marshall, stated that the fire department records
for the site for the last five years did not indicate calls pertaining to hazardous substances.
Additionally, Mr. Norford said that he does not recall calls to the site pertaining to hazardous
substances in the last 8 years.
4.2.2 Local/Regional Pollution Control Agency
The Wyoming Department of Environmental Quality-Solid & Hazardous Waste Division (WDEQSHWD was contacted by phone regarding environmental records for the site. The information
obtained from this agency about the site is summarized in Section 4.1.
4.3
Records Review Summary
Selected federal and state environmental regulatory databases as well as responses from state
and local regulatory agencies were reviewed. Several facilities were identified in the regulatory
databases. Based on distance, environmental setting and/or facility characteristics, the
northeast corner of the site, the northwest adjoining property and three topographically upgradient facilities constitute RECs to the site.

SITE RECONNAISSANCE

Information contained in this section is based on a visual reconnaissance conducted while
walking through the site and the accessible interior areas of structures, if any, located on the
site. Exhibit 2 in Appendix A is a Site Diagram of the site. Photo documentation of the site at the

Overview of Current Site Occupants and Operations
The site includes one building (Dinneen Building) currently used as offices and for storage. The
building includes a basement of approximately 24,000 square feet, a first floor of approximately
30,000 square feet, and a roof top parking deck of approximately 15,000 square feet on the
west portion of the building. The site also includes two parking lots. The west parking lot is used
for paid monthly parking and the east parking lot is rented to Sidles for their parking needs. The
northwest portion of the first floor of the building includes four office suites that are occupied by
Home Instead Senior Care (Suite A), a real estate office (Suite B), Domonkos Law Office (Suite
C), and Wyoming Senior Citizens Inc. (Suite D).

Air compressors
One air compressor was observed in the southeast room of the east portion of the basement.
The air compressor was located on the concrete floor. Minor staining was observed beneath the
air compressor at the time of the site reconnaissance; however, the staining appeared limited to
the concrete floor.
Hydraulic lifts
Floor penetrations for one hydraulic lift unit were observed during the site reconnaissance. The
lift was located on the west side of the first floor of the east portion of the building. The
penetrations were concrete fills surrounded by metal. The unit appeared to have subsurface
components. According to Mr. Dinneen, the unit had subsurface components, but has not been
in the building since at least 1989. No evidence of hydraulic fluid releases was observed from
the lift at the time of the site visit. Information about the status of the subgrade hydraulic oil
tanks was not readily accessible and thus constitutes a REC.
Other processes or equipment
Floor markings for six aboveground electric hoists were evident during the site reconnaissance.
The hoists were located throughout the first floor of the east portion of the building. Floor
markings for an alignment machine were located on the north end of the first floor of the east
portion of the building. A car exhaust system was observed running along the floor drains on the

first floor of the east portion of the building. Floor markings for a paint booth were located in the
southwest end of the basement of the west portion of the building. A steam cleaning machine
was located in the southwest corner of the basement of the west portion of the building. Several
unidentified floor cuts and floor penetrations were evident throughout the building. Evidence of
releases from these processes or equipment was not observed at the time of the site visit.
However, the soil beneath the unidentified floor cuts could not be observed and constitutes a
REC to the site.
Aboveground Chemical or Waste Storage
Drums, barrels, and/or containers  5 gallons
Three empty 55-gallon plastic drums were observed in the southwest corner of the west portion
of the basement of the building at the site. Surficial staining was not observed on the drums or
on the concrete in the vicinity of the drums.
Underground Chemical or Waste Storage, Drainage or Collection Systems
Sumps, cisterns, catch basins and/or dry wells
Evidence of sumps with pumps was observed throughout the basement during the site
reconnaissance. Two groundwater sumps and one sanitary sewer sump were located in the
basement of the east portion of the building. One storm water sump and one sanitary sewer
sump were located in the southwest corner of the west portion of the basement. Based on
information from Mr. Dinneen that these sumps historically contained only water, the sumps do
not constitute a REC to the site.
Oil/water separators
Two oil/water separators were observed during the site reconnaissance; one was located on the
first floor of the east portion of the building and the other was located in the basement of the
west portion of the building. According to Mr. John Dinneen, the oil/water separators were
installed prior to 1989, and were used primarily for collecting floor washings with oil residue. The
oil/water separators receive water from the floor drains and discharge to the sanitary sewer
system. The condition of the oil/water separators, the use of the oil/water separators prior to
1989, and the current amount of product in the tank are unknown. The maintenance record of
the oil/water separators was not available. The oil/water separators constitute a REC to the site.
Interior floor drains
Interior floor drains were observed at the following site locations: southwest side of the
basement of the west portion of the building, first floor ramp exiting to the south, and north and
south sides of the east portion of the first floor. The floor drains on the north side of the east
portion of the first floor each contain a mini sump. According to Mr. John Dinneen, some of the
floor drains discharge to the oil/water separators and then the sanitary sewer, and some of the
floor drains discharge directly to the sanitary sewer. Evidence of staining or other releases to
the floor drains was not observed during the site reconnaissance.

5.4
Site Reconnaissance Summary
Based on site reconnaissance, RECs were identified associated with the current site operations
including a former underground hydraulic hoist, oil/water separators, and unidentified floor cuts
and penetrations.

Description
Asbestos Containing Material. Asbestos is a naturally occurring mineral, three varieties of which (chrysotile, amosite, crocidolite) have been
commonly used as fireproofing or binding agents in construction materials. Exposure to asbestos, as well as ACM, has been documented to
cause lung diseases including asbestosis (scarring of the lung), lung cancer and mesothelioma (a cancer of the lung lining).
Regulatory agencies have generally defined ACM as a material containing greater that one (1) percent asbestos, however some states (e.g.
California) define ACM as materials having 0.1% asbestos. In order to define a homogenous material as non-ACM, a minimum number of
samples must be collected from the material dependent upon its type and quantity. Homogenous materials defined as non-ACM must either
have 1) no asbestos identified in all of its samples or 2) an identified asbestos concentration below the appropriate regulatory threshold.
Asbestos concentrations are generally determined using polarized light microscopy or transmission electron microscopy. Point counting is an
analytical method to statistically quantify the percentage of asbestos in a sample. The asbestos component of ACM may either be friable or
non-friable. Friable materials, when dry, can be crumbled, pulverized, or reduced to powder by hand pressure and have a higher potential for
a fiber release than non-friable ACM. Non-friable ACM are materials that are firmly bound in a matrix by plastic, cement, etc. and, if handled
carefully, will not become friable.
Federal and state regulations require that either all suspect building materials be presumed ACM or that an asbestos survey be performed
prior to renovation, dismantling, demolition, or other activities that may disturb potential ACM. Notifications are required prior to demolition
and/or renovation activities that may impact the condition of ACM in a building. ACM removal may be required if the ACM is likely to be
disturbed or damaged during the demolition or renovation. Abatement of friable or potentially friable ACM must be performed by a licensed
abatement contractor in accordance with state rules and NESHAP. Additionally, OSHA regulations for work classification, worker training and
worker protection will apply.
Asbestos Hazard Emergency Response Act
Above Ground Storage Tanks. ASTs are generally described as storage tanks less than 10% of which are below ground (i.e., buried). Tanks
located in a basement, but not buried, are also considered ASTs. Whether, and the extent to which, an AST is regulated, is determined on a
case-by-case basis and depends upon tank size, its contents and the jurisdiction of its location.
Below Ground Surface
Benzene, Toluene, Ethylbenzene, and Xylenes. BTEX are VOC components found in gasoline and commonly used as analytical indicators of
a petroleum hydrocarbon release.
Comprehensive Environmental Response, Compensation and Liability Act (a.k.a. Superfund). CERCLA is the federal act that regulates
abandoned or uncontrolled hazardous waste sites. Under this Act, joint and several liability may be imposed on potentially responsible
parties for cleanup-related costs.
Comprehensive Environmental Response, Compensation and Liability Information System. An EPA compilation of sites having suspected or
actual releases of hazardous substances to the environment. CERCLIS also contains information on site inspections, preliminary

U.S. Environmental Protection Agency
Emergency Response Notification System. An EPA-maintained federal database which stores information on notifications of oil discharges
and hazardous substance releases in quantities greater than the applicable reportable quantity under CERCLA. ERNS is a cooperative datasharing effort between EPA, DOT, and the National Response Center.
Environmental Site Assessment

As defined under CERCLA, this is (A) any substance designated pursuant to section 1321(b)(2)(A) of Title 33, (B) any element, compound,
mixture, solution, or substance designated pursuant to section 9602 of this title; (C) any hazardous waste having characteristics identified
under or listed pursuant to section 3001 of the Solid Waste Disposal Act (with some exclusions); (D) any toxic pollutant listed under section
1317(a) of Title 33; (E) any hazardous air pollutant listed under section 112 of the Clean Air Act; and (F) any imminently hazardous chemical
substance or mixture with respect to which the EPA Administrator has taken action under section 2606 of Title 15. This term does not
include petroleum, including crude oil or any fraction thereof which is not otherwise listed as a hazardous substance under subparagraphs
(A) through (F) above, and the term include natural gas, or synthetic gas usable for fuel (or mixtures of natural gas and such synthetic gas).
This is defined as having characteristics identified or listed under section 3001 of the Solid Waste Disposal Act (with some exceptions).
RCRA, as amended by the Solid Waste Disposal Act of 1980, defines this term as a “solid waste, or combination of solid wastes, which
because of its quantity, concentration, or physical, chemical, or infectious characteristics may (A) cause, or significantly contribute to an
increase in mortality or an increase in serious irreversible, or incapacitating reversible illness; or (B) pose a substantial present or potential
hazard to human health or the environment when improperly treated, stored, transported, or disposed of, or otherwise managed.”
Innocent Landowner/Operator Program
Large quantity generators.
Leaking Underground Storage Tank. This is a federal term set forth under RCRA for leaking USTs. Some states also utilize this term.
Maximum Contaminant Level. This Safe Drinking Water concept (and also used by many states as a ground water cleanup criteria) refers
to the limit on drinking water contamination that determines whether a supplier can deliver water from a specific source without treatment.
Material Safety Data Sheets. Written/printed forms prepared by chemical manufacturers, importers and employers which identify the
physical and chemical traits of hazardous chemicals under OSHA‟s Hazard Communication Standard.
National Emissions Standard for Hazardous Air Pollutants (Federal Clean Air Act). This part of the Clean Air Act regulates emissions of
hazardous air pollutants.
Facilities where there is “No Further Remedial Action Planned,” as more particularly described under the Records Review section of this
report.
Notice of Violation. A notice of violation or similar citation issued to an entity, company or individual by a state or federal regulatory body
indicating a violation of applicable rule or regulations has been identified.
National Pollutant Discharge Elimination System (Clean Water Act). The federal permit system for discharges of polluted water.
National Priorities List, as more particularly described under the Records Review section of this report.
Occupational Safety and Health Administration or Occupational Safety and Health Act
Presumed Asbestos-Containing Material. A material that is suspected of containing or presumed to contain asbestos but which has not
been analyzed to confirm the presence or absence of asbestos.

Polychlorinated Biphenyl. A halogenated organic compound commonly in the form of a viscous liquid or resin, a flowing yellow oil, or a
waxy solid. This compound was historically used as dielectric fluid in electrical equipment (such as electrical transformers and capacitors,
electrical ballasts, hydraulic and heat transfer fluids), and for numerous heat and fire sensitive applications. PCB was preferred due to its
durability, stability (even at high temperatures), good chemical resistance, low volatility, flammability, and conductivity. PCBs, however, do
not break down in the environment and are classified by the EPA as a suspected carcinogen. 1978 regulations, under the Toxic
Substances Control Act, prohibit manufacturing of PCB-containing equipment; however, some of this equipment may still be in use today.
Pico Curies per Liter of Air. Unit of measurement for Radon and similar radioactive materials.
Polarized Light Microscopy (see ACM section of the report, if included in the scope of services)
Petroleum Storage Tank. An AST or UST that contains a petroleum product.
A radioactive gas resulting from radioactive decay of naturally-occurring radioactive materials in rocks and soils containing uranium, granite,
shale, phosphate, and pitchblende. Radon concentrations are measured in Pico Curies per Liter of Air. Exposure to elevated levels of
radon creates a risk of lung cancer; this risk generally increases as the level of radon and the duration of exposure increases. Outdoors,
radon is diluted to such low concentrations that it usually does not present a health concern. However, radon can accumulate in building
basements or similar enclosed spaces to levels that can pose a risk to human health. Indoor radon concentrations depend primarily upon
the building's construction, design and the concentration of radon in the underlying soil and ground water. The EPA recommended annual
average indoor “action level” concentration for residential structures is 4.0 pCi/l.
Resource Conservation and Recovery Act. Federal act regulating solid and hazardous wastes from point of generation to time of disposal
(„cradle to grave”). 42 U.S.C. 6901 et seq.
The RCRA generators list is part of the RCRIS database maintained by EPA and lists facilities that generate hazardous waste as part of
their normal business operations, as more particularly defined under Section 4.1 of this report.
The USEPA maintains a database of RCRA facilities associated with treatment, storage, and disposal (TSD) of hazardous materials which
are undergoing “corrective action”. A “corrective action” order is issued when there is a release of hazardous waste or constituents into the
environment from a RCRA facility.
The RCRA Non-CORRACTS/TSD Database is a compilation by the USEPA of facilities which report storage, transportation, treatment, or
disposal of hazardous waste. Unlike the RCRA CORRACTS/TSD database, the RCRA Non-CORRACTS/TSD database does not include
RCRA facilities where corrective action is required.
RAATS. RCRA Administrative Actions Taken. RAATS information is now contained in the RCRIS database and includes records of
administrative enforcement actions against facilities for noncompliance.
Resource Conservation and Recovery Information System, as defined in the Records Review section of this report.
Recognized Environmental Conditions” are defined by ASTM E1527-05 as “the presence or likely presence of any hazardous substances or
petroleum products on a property under conditions that indicate an existing release, a past release, or a material threat of release of any
hazardous substances or petroleum products into structures on the property or into the ground, ground water, or surface water of the
property. The term includes hazardous substances or petroleum products even under conditions of compliance with laws. The term is not
intended to include de minimis conditions that generally do not present a threat to human health or the environment and that generally
would not be the subject of an enforcement action if brought to the attention of appropriate governmental agencies.”

Spill Prevention, Control and Countermeasures. SPCC plans are required under federal law (Clean Water Act and Oil Pollution Act) for any
facility storing petroleum in tanks and/or containers of 55-gallons or more that when taken in aggregate exceed 1,320 gallons. SPCC plans
are also required for facilities with underground petroleum storage tanks with capacities of over 42,000 gallons. Many states have similar
spill prevention programs, which may have additional requirements.
State Priority List. State list of confirmed sites having contamination in which the state is actively involved in clean up activities or is actively
pursuing potentially responsible parties for clean up. Sometimes referred to as a State “CERCLIS” List.

Toxic Release Inventory. Routine EPA report on releases of toxic chemicals to the environment based upon information submitted by
entities subject to reporting under the Emergency Planning and Community Right to Know Act.

Underground Storage Tank. Most federal and state regulations, as well as ASTM E1527-05, define this as any tank, incl., underground
piping connected to the tank, that is or has been used to contain hazardous substances or petroleum products and the volume of which is
10% or more beneath the surface of the ground (i.e., buried).

Volatile Organic Compound
Areas that are typically saturated with surface or ground water that creates an environment supportive of wetland vegetation (i.e., swamps,
marshes, bogs). The Corps of Engineers Wetlands Delineation Manual (Technical Report Y-87-1) defines wetlands as areas inundated or
saturated by surface or ground water at a frequency and duration sufficient to support, and that under normal circumstances do support, a
prevalence of vegetation typically adapted for life in saturated soil conditions. For an area to be considered a jurisdictional wetland, it must
meet the following criteria: more than 50 percent of the dominant plant species must be categorized as Obligate, Facultative Wetland, or
Facultative on lists of plant species that occur in wetlands; the soil must be hydric; and, wetland hydrology must be present.
The federal Clean Water Act which regulates “waters of the US,” also regulates wetlands, a program jointly administered by the USACE and
the EPA. Waters of the U.S. are defined as: (1) waters used in interstate or foreign commerce, including all waters subject to the ebb and
flow of tides; (2) all interstate waters including interstate wetlands; (3) all other waters such as intrastate lakes, rivers, streams (including
intermittent streams), mudflats, sandflats, wetlands, sloughs, prairie potholes, wet meadows, playa lakes, or natural ponds, etc., which the
use, degradation, or destruction could affect interstate/ foreign commerce; (4) all impoundments of waters otherwise defined as waters of
the U. S., (5) tributaries of waters identified in 1 through 4 above; (6) the territorial seas; and (7) wetlands adjacent to waters identified in 1
through 6 above. Only the USACE has the authority to make a final wetlands jurisdictional determination.

The United States Environmental Protection Agency (EPA) modified the Aerometric Information
Retrieval System (AIRS) to a database that exclusively tracks the compliance of stationary sources
of air pollution with EPA regulations: the Air Facility Subsystem (AFS). Since this change in 2001,
the management of the AIRS/AFS database was assigned to EPA's Office of Enforcement and
Compliance Assurance.
Brownfields Management System
BF
Brownfields are real property, the expansion, redevelopment, or reuse of which may be
complicated by the presence or potential presence of a hazardous substance, pollutant, or
contaminant. Cleaning up and reinvesting in these properties takes development pressures off of
undeveloped, open land, and both improves and protects the environment. The United States
Environmental Protection Agency maintains this database to track activities in the various brown
field grant programs including grantee assessment, site cleanup and site redevelopment.

Biennial Reporting System
The United States Environmental Protection Agency (EPA), in cooperation with the States,
biennially collects information regarding the generation, management, and final disposition of
hazardous wastes regulated under the Resource Conservation and Recovery Act of 1976 (RCRA),
as amended. The Biennial Report captures detailed data on the generation of hazardous waste
from large quantity generators and data on waste management practices from treatment, storage
and disposal facilities. Currently, the EPA states that data collected between 1991 and 1997 was
originally a part of the defunct Biennial Reporting System and is now incorporated into the
RCRAInfo data system.

Clandestine Drug Laboratory Locations
The U.S. Department of Justice ("the Department") provides this information as a public service. It
contains addresses of some locations where law enforcement agencies reported they found
chemicals or other items that indicated the presence of either clandestine drug laboratories or
dumpsites. In most cases, the source of the entries is not the Department, and the Department
has not verified the entry and does not guarantee its accuracy. Members of the public must verify
the accuracy of all entries by, for example, contacting local law enforcement and local health
departments. The Department does not establish, implement, enforce, or certify compliance with
clean-up or remediation standards for contaminated sites; the public should contact a state or local
health department or environmental protection agency for that information.

CERCLIS is the repository for site and non-site specific Superfund information in support of the

States Environmental Protection Agency database contains an extract of sites that have been
investigated or are in the process of being investigated for potential environmental risk.

Delisted National Priorities List
This database includes sites from the United States Environmental Protection Agency’s Final
National Priorties List (NPL) where remedies have proven to be satisfactory or sites where the
original analyses were inaccurate, and the site is no longer appropriate for inclusion on the NPL,
and final publication in the Federal Register has occurred.

The United States Environmental Protection Agency Docket data lists Civil Case Defendants, filing

Integrated Compliance Information System National Pollutant Discharge Elimination
System
In 2006, the Integrated Compliance Information System (ICIS) - National Pollutant Discharge
Elimination System (NPDES) became the NPDES national system of record for select states, tribes
and territories. ICIS-NPDES is an information management system maintained by the United
States Environmental Protection Agency's Office of Compliance to track permit compliance and
enforcement status of facilities regulated by the NPDES under the Clean Water Act. ICIS-NPDES
is designed to support the NPDES program at the state, regional, and national levels.

database which is used by United States Environmental Protection Agency to track surface water
permits issued under the Clean Water Act. This database includes permitted facilities located in

National Priorities List
This database includes United States Environmental Protection Agency (EPA) National Priorities
List sites that fall under the EPA's Superfund program, established to fund the cleanup of the most
serious uncontrolled or abandoned hazardous waste sites identified for possible long-term remedial
action.
Open Dump Inventory
ODI
The open dump inventory was published by the United States Environmental Protection Agency.
An “open dump” is defined as a facility or site where solid waste is disposed of which is not a
sanitary landfill which meets the criteria promulgated under section 4004 of the Solid Waste
Disposal Act (42 U.S.C. 6944) and which is not a facility for disposal of hazardous waste. This
inventory has not been updated since June 1985.

PCB Activity Database System
The PCB Activity Database System (PADS) is used by the United States Environmental Protection
Agency to monitor the activities of polychlorinated biphenyls (PCB) handlers.
PCSR08
Permit Compliance System
The Permit Compliance System is used in tracking enforcement status and permit compliance of
facilities controlled by the National Pollutant Discharge Elimination System (NPDES) under the
Clean Water Act and is maintained by the United States Environmental Protection Agency's Office
of Compliance. PCS is designed to support the NPDES program at the state, regional, and
national levels. This database includes permitted facilities located in EPA Region 8. This region
includes the following states: Colorado, Montana, North Dakota, South Dakota, Utah, and
Wyoming.

Proposed National Priorities List
This database contains sites proposed to be included on the National Priorities List (NPL) in the
Federal Register. The United States Environmental Protection Agency investigates these sites to
determine if they may present long-term threats to public health or the environment.

Record of Decision System
These decision documents maintained by the United States Environmental Protection Agency
describe the chosen remedy for NPL (Superfund) site remediation. They also include site history,
site description, site characteristics, community participation, enforcement activities, past and
present activities, contaminated media, the contaminants present, and scope and role of response
action.
SFLIENS
CERCLIS Liens
A Federal CERCLA ("Superfund") lien can exist by operation of law at any site or property at which
United States Environmental Protection Agency has spent Superfund monies. These monies are
spent to investigate and address releases and threatened releases of contamination. CERCLIS
provides information as to the identity of these sites and properties. This database contains those
CERCLIS sites where the Lien on Property action is complete.
SSTS
Section Seven Tracking System
The United States Environmental Protection Agency tracks information on pesticide establishments
through the Section Seven Tracking System (SSTS). SSTS records the registration of new

establishments and records pesticide production at each establishment. The Federal Insecticide,
Fungicide and Rodenticide Act (FIFRA) requires that production of pesticides or devices be
conducted in a registered pesticide-producing or device-producing establishment. ("Production"
includes formulation, packaging, repackaging, and relabeling.)
Toxics Release Inventory
TRI
The Toxics Release Inventory, provided by the United States Environmental Protection Agency,
includes data on toxic chemical releases and waste management activities from certain industries
as well as federal facilities. This inventory contains information about the types and amounts of
toxic chemicals that are released each year to the air, water, and land as well as information on the
quantities of toxic chemicals sent to other facilities for further waste management.
TSCA
Toxic Substance Control Act Inventory
The Toxic Substances Control Act (TSCA) was enacted in 1976 to ensure that chemicals
manufactured, imported, processed, or distributed in commerce, or used or disposed of in the
United States do not pose any unreasonable risks to human health or the environment. TSCA
section 8(b) provides the United States Environmental Protection Agency authority to "compile,
keep current, and publish a list of each chemical substance that is manufactured or processed in
the United States." This TSCA Chemical Substance Inventory contains non-confidential
information on the production amount of toxic chemicals from each manufacturer and importer site.

ENVIRONMENTAL RECORDS DEFINITIONS - STATE (WY)
Sites with Institutional Controls in Place
IC
As defined by the Wyoming Department of Environmental Quality (DEQ), institutional controls are
legal or administrative measures that limit human exposure to contaminants. Examples include use
control areas, easements, zoning restrictions, and deed notices. They are intended to bolster the
integrity of remedies and minimize the potential exposure to contamination by limiting land or
resource use. This list of sites with institutional controls in place is provided by the DEQ’s
Voluntary Remediation Program.
LST
Leaking Storage Tanks
This listing of active storage tank facilities with contamination is provided by the Wyoming
Department of Environmental Quality’s Storage Tank Program (STP). According to Wyoming
Statues 35-11-1414 through 35-11-1428, the state is responsible for remediation of releases from
regulated underground storage tanks and certain aboveground storage tanks. The STP rules and
regulations apply to all regulated storage tanks in Wyoming. Storage tank owners/operators are
entitled to the state corrective action program if they register their tank(s), pay applicable fees, and
complete a minimum site assessment (if applicable). State management of remediation is optional
for owners; however, almost no tank system owners have elected to complete cleanup at their
expense.
ORPHANS
Orphan Sites
The Orphan Site listing is provided by the Wyoming Department of Environmental Quality (DEQ).
Under the Environmental Quality Act “Orphan Sites” are defined as: Sites where the DEQ
determines that there is no viable party that is responsible for causing or contributing to the
contamination present at the site; Sites where DEQ has issued a no further action letter, and where
there is a subsequent discovery of contamination which was present at the site when the no further
action letter was issued; Spill sites, where DEQ determines that the person responsible for the spill
cannot be identified or where DEQ must take prompt action to prevent hazards to human health or
the environment at a site where a responsible party fails to act promptly.
Storage Tanks
ST
This listing contains active and inactive storage tank facilities regulated by the Wyoming
Department of Environmental Quality’s Storage Tank Program (STP). The STP regulates
underground storage tanks (USTs) that contain petroleum or hazardous substances; USTs that are
larger than 110 gallons or 1,100 gallons on a farm, ranch, or residence; and those that are not
heating oil tanks. The STP regulates aboveground storage tanks (ASTs) only if they contain
gasoline or diesel, and they are used by a fuel dealer to directly fuel vehicles. The STP does not

Permitted Solid Waste Facilities
This listing of permitted solid waste facilities is provided by the Solid and Hazardous Waste Division
(SHWD) of the Wyoming Department of Environmental Quality. The SHWD’s Solid Waste and
Permitting Corrective Action Program is responsible for permitting the location, design,
construction, operation, monitoring, closure and post-closure care and remediation of solid waste
management facilities. The solid waste facilities that are regulated by this program include local
community landfills (both operating and closed), municipal waste baling stations and transfer
facilities, industrial waste landfills, industrial waste treatment facilities and units, and used oil
storage facilities.
VRPBF
Voluntary Remediation Program and Brownfield Sites
Wyoming’s Voluntary Remediation Program (VRP) was created by the Wyoming Legislature in
2000 to create new opportunities, procedures, standards and incentives for voluntary remediation
of contaminated properties. In order to encourage more people to participate in the VRP, the
Wyoming Department of Environmental Quality (DEQ) obtained a grant from the U.S.
Environmental Protection Agency to provide technical assistance (Brownfields Assistance) at
brownfield properties that are eligible to participate in Wyoming’s VRP. This DEQ listing contains
both VRP and Brownfield properties.

Project included soil testing and analysis of on site soils, and modeling to compare and evaluate an AEFC
with a WDEQ prescriptive final cover system.
• Landfill Cap Design, Cheyenne Sanitary Landfill – Cheyenne, Wyoming
Project Manager for landfill cap design, surface water run-off design, and construction quality control for the
South Trench Cells at the Cheyenne Sanitary Landfill. The cap design utilized a high density polyethylene
(HDPE) liner system.
• Environmental Compliance Engineering, Cheyenne Sanitary Landfill – Cheyenne, Wyoming
Project Manager for comprehensive, multi-year landfill engineering project at the Cheyenne Landfill that
included a permit renewal application, creek channel realignment permit with U.S. Army Corps of Engineers
and WDEQ, preliminary landfill expansion / new landfill development evaluation citizen landfill advisory
committee, multi-aquifer hydrogeologic investigation, vertical expansion design, and Tier 1 NMOC emission
rate assessment.

• Environmental Monitoring and Reporting, Casper Regional Landfill and Casper Balefill – Casper, WY
Project Manager for multi-year environmental monitoring and reporting projects for Casper Regional Landfill
and Casper Balefill. Projects include updating the facility environmental monitoring plans, quality control
(QC) review of groundwater sampling data and laboratory results, groundwater data reduction and
statistical analysis, landfill gas emission rate calculations and air quality reporting, aerial photography and
mapping, volumetric calculations, and quarterly and annual groundwater quality and air emissions reports.
• Post Closure Monitoring, Base Landfills - F.E. Warren Air Force Base, Wyoming
Project Manager for post closure monitoring project at three landfill sites at F.E. Warren Air Force Base in
Cheyenne, Wyoming for the Air Force Center for Environmental Excellence (AFCEE). The project included
groundwater, surface water, and methane sampling. Micropurge and diffusion sampling technology used for
groundwater sampling.
PROJECT EXPERIENCE – Solid Waste Transfer Stations and Recycling Facilities
• Transfer Station Permit Application and Household Hazardous Waste Facility Design – City of
Cheyenne Transfer Station
Project Manager for Wyoming Department of Environmental Quality solid waste permit application for the
Felix Pino Transfer Station in Cheyenne, WY. The project included the design and permitting of a
permanent household hazardous waste (HHW) facility at the transfer station.
• Transfer Station Permit Application, City of Casper Solid Waste Transfer Facility – Casper, Wyoming
Project Manager for Wyoming Department of Environmental Quality solid waste permit renewal application
for the City of Casper Solid Waste Transfer Facility in Casper, WY. The facility is the largest municipal solid
waste (MSW) baling facility in WY and includes a sophisticated scale house, multi-level baling facility,
compost facility, household hazardous waste (HHW) facility, and recycling center.
• Solid Waste Baler Evaluation and Replacement, Casper Balefill – Casper, Wyoming
Project Manager on multi-year baler evaluation and replacement project for the Casper Balefill Transfer
Station. Project includes research of solid waste baling and bale bag/wrapping equipment, tours of select
solid waste baling facilities throughout the United States, equipment cost estimates, building modifications,
bid specifications, bidding services, and construction quality assurance (CQA) services.
• E-Waste Recycling Facility Permit Application, Tatooine Electronic Systems - Cheyenne, WY
Project Manager for first electronic waste (e-waste) recycling facility permit from Wyoming Department of
Environmental Quality (WDEQ). Project included negotiations with WDEQ to develop standards for e-waste
recycling facilities, preparation of a permit application for approval by the WDEQ, and public meetings.
