Muslim rebels under the Moro National Liberation Front (MNLF) of
Nur Misuari “invaded” Zamboanga
city Sept.8 at dawn taking over several barangays (villages), held hundreds of residents hostages and
engaged government soldiers in
running gun battles that has so far
resulted in 52 deaths and hundreds
more wounded.
This new flare up in Muslim insurgence has derailed on-going peace
talks to end the decades long conflict in Mindanao with an agreed
formation of a so-called Bangsa Moro entity designed to grant autonomy and a form of self-government
under Philippine sovereignty.
As a result of this new violence, all
flights in and out of Zamboanga city
remain suspended, business at a
standstill, classes suspended and
curfew enforced from 8:00pm to
5:00am to protect residents being
caught in the hostilities.
Already there are some 82,000 displaced residents of the city while at
least four barangays remained under control by the MNLF using hundreds of them as human shields.
Government troopers, backed by
armoured personnel carriers and
helicopter gunships tried to flush
out the MNLF rebels said to be under a certain Commander Malik, a
close aide of Misuari, but were met
by sniper fires and mortar barrages.

to Malaysia in a half-century on a
four-nation Asia tour next month,
the White House said Friday.
Obama will attend summits in Indonesia and Brunei and also visit longtime US ally the Philippines during

The petitioners’ complaint
was simple. Under the 1987
Constitution, local governments were given a fair and
equitable share in the revenues derived from natural
resources found in their area. Under the Local Government Code, this share was
defined as 40 percent of all
gross government receipts
from these resources. Palawan civil society then argued that a provisional sharing agreement entered into
by Mrs. Arroyo and the then
-local leadership of the
province providing that Palawan shall be entitled to 20
percent net of all government revenues was uncon-
stitutional.
This was on at least four
grounds: First, the interim
sharing agreement amended
the legal provision on how
much
the
entitlement
should be: from 40 percent
of gross to 20 percent net;
Second, it amended the local
government code in the
manner by which it was to
be shared by the barangay,
municipality and province
where the resources are
found. Under the law, the
province shall have 20 percent of such revenues, while
the municipality and the
barangay are to have the
lion’s share of the revenues:
35 percent and 45 percent,
respectively. The sharing
agreement called for projects to be identified by the
two representatives of the
province, its governor, and
the mayor of Palawan.
Third, the Code provides the
manner by which the money
was to be spent: 80 percent
of all sums should be applied to lower the cost of
electricity in the province,
while the remaining 20 percent should go to local government projects and for

PNOY’S TEST OF
POLITICAL WILL
As President Pnoy enters the last stage of his 3rd year of his
“Matuwid na Daan” governance (the right path), the challenges and burdens seem to become insurmountable or
heavier.
As we go to press, charges of plunder are poised against
some lawmakers (among them perhaps a former senate
president) and other personalities in connection with the
P10 Billion Pork barrel Fund “scam-dal” (scam and scandal).
The premise of these charges is based on the amount that
was allegedly pocketed which surpassed the threshold of
P50 Million for a crime to be considered as plunder.
So far, it was only disgraced president Erap Estrada who
was convicted of this crime but was pardoned by then president Gloria Macapagal Arroyo.
Arroyo herself may be facing the same music soon as she is
presently detained in a hospital.
There are fears the Pork barrel scandal could trigger another EDSA uprising. Many agree, people are sick and tired of
widespread corruption in the bureaucracy.
Aside from the pork barrel mess, Pnoy’s hand is also full
with the present Zamboanga crisis as the MNLF Moro National Liberation Front continue to put Zamboanga city under siege after it attacked that Mindanao hub last Sept.8,
holding hundreds of residents hostages in some 4 barangays (villages).
The “ invasion” resulted to at least 52 deaths so far and displaced some 80,000 city dwellers.
Not only a serious security matter, the resurgent MNLF
shows a weak link to the ongoing peace process to the decades-old Muslim Mindanao problem that has claimed almost half a million lives since the 1970s and stunted Mindanao’s development.
A peace agreement and a proposed Bangsa Moro entity to
give autonomy to Muslims were supposed to be forged in
the next few weeks but with the MNLF’s attack on Zamboanga city, it could again derail a lasting peace in that region.
At the heart of the problem, if we were to believe Nur Misuari, head of the MNLF, was the seeming failure on the government’s part to include the MNLF in the peace talks and
the alleged junking of the 1996 peace agreement inked by
the government with the MNLF.
Amid all these, there are still the territorial disputes with
China and the impending deployment of US forces in Philippine soil which many believed is a ploy to bring back the US
bases.
The president’s cup indeed runneth over. People are waiting for results.
Will the pork scandal, the Mindanao problem and other big
issues, suffer the same fate as the Ampatuan massacre of
2009 which up to this day is moving at a snail’s pace.
Will Pnoy muster enough political will to show that his
“matuwid na Daan” is truly the real thing ?

WHO’S BEHIND THE MNLF
ZAMBOANGA CITY SIEGE?
Talks are ripe nowadays in
the Manila grapevine and
news circles about personalities behind the Sept.8 Moro
national Liberation Front
(MNLF) sneak attack in
Zamboanga city.
The suspicion is some “consulsultants” instigated the
renewed fighting in Mindanao to divert attention to
the ongoing Pork barrel
scam investigation.

let the government be kept

Estrada, Juan Ponce Enrile
were formally charged
(Sept.16) with the crime of
plunder, bribery and graft
and corruption practices,
which carry the penalty of
reclusion perpetua or life
imprisonment and or death.
According to the charge
sheet filed with the Ombudsman, the three lawmakers combined or through
conspiracy with Napoles,
had defrauded or amassed
money from the pork barrel
a total amount of more than
P500 million.

The filing of charges against
the three senators assumes
added political color since
all of these senators belong
to the opposition with Revil-
la and Jinggoy Estrada both
nursing presidential and
vice presidential plans respectively. Enrile on the other hand is a respected and
influential political master
whose expertise could be
tapped in a presidential
campaign.
Too, Enrile is one of country’s brightest legal minds, a
seasoned trial lawyer before
he joined politics.

Speculations are swirling on
the coincidence of the Zamboanga city attack to wit:
-The Philippines during the
time of President Cory Aquino was enjoying good investors confidence when she
restored democracy after
the 1986 EDSA revolution.
But six months later, her
government was rocked by
a series of coup d’etats that
scared away investments.
What do you call that? Destabilization. And who were
behind all these?
-Today, the Philippines is
the current emerging leader
of ASEAN countries in terms
of economic growth surpassing erstwhile leader Indonesia and also topping giant
China in terms of quarterly
growth. It’s a plus factor for
Pnoy and his political party
and it could translate into
votes.
With Revilla, Estrada and
Enrile charged with plunder, their political stock
would certainly take a big
plunge and their chances of
winning in the 2016 elections seem already doomed.
Now who are the people
behind the Zamboanga city
siege? Was Misuari acting
alone?

Now comes vice president
Jojo Binay announcing a
ceasefire in Zamboanga city
he claimed to have brokered
with Misuari but was quickly rebuffed by minions of
President Pnoy on grounds
that it was unauthorized.
Binay was accused of using
the Zamboanga situation to
get political mileage and
grandstanding. Binay has
recently announced he is
running for the presidency
in 2016.
Defense secretary Voltaire
Gazmin said there was no
ceasefire at all.

FILIPINOCANADIAN SENIORS: A
study titled, “Life is really
hard here: The living conditions and needs of Filipino
elderlies in the greater Toronto area”, authored by
Roland Santos Coloma,
Frank Villanueva and Luther
Pino in collaboration with
the Filipino Center of Toronto headed by Linda Javier is
quite an interesting but revealing piece.
It shows the predicament of
our Filipino-Canadians seniors with respect to living
conditions, income and their
health.
But the more telling finding
was that 70 percent of them
are living or considered as
poor despite all of the benefits afforded them in their
adopted homeland.
It’s timely as we pause to
ponder and re-examine the

ment revenues earned from Malampaya are in the nature of a special
fund which can be disbursed at the
pleasure of the President.
It was this argument that later led
COA to conclude that at least P2.3
billion of the Malampaya funds were
misused by local government officials of Palawan including its fugitive
ex-governor Joel Reyes and the defeated Baham Mitra. Unfortunately,
it was this interpretation that also
led to the disbursement of the first
tranche of P900 million Malampaya
release that COA now says were
plundered by Napoles and her cohorts. Ironically, the first tranche
released to Napoles was authorized
only two days after our oral argument in the Supreme Court on November 24, 2009. Worse, it is this
interpretation that led to the release
of a further P26.3 billion of Malampaya funds which early reports now
say may have been released and
malversed by Arroyo shortly before
the 2010 elections.
It comes hence as no surprise that
much of the scandal unearthed by
the Napoles revelations involve the
Malampaya funds. To begin with, the
popular clamor that there “shall be
no taxation without representation”
was based on the idea that the people’s representatives should authorize all public spending and shall exercise oversight on the manner the
sums are spent. Because the Malampaya funds were spent without congressional authorization, and hence
without oversight, it was spent for
any and all purpose that the President desired, And when you have a
kleptomaniac for a president, that
meant spending the money all for
naught.
I cannot help but also blame the
Court for this fiasco. The Malampaya
petition has been pending in our
courts since 2004. It reached the Supreme Court in 2009 after passing
through the hierarchy of courts, Until today, it has not been resolved.
Had the court acted on the petition
seasonably, we may have prevented
Napoles from squandering P900 million worth of public funds that could
have gone to livelihood and lowering
the cost of electricity in Palawan. We
may even have prevented the further plunder of P26.3 billion worth
of Malampaya revenues and applied
the same not just for national defense, but also for education and
heath purposes. As the saying goes,
“justice delayed is justice denied.”
I rest my case.

Are you sponsoring relatives to Canada? Of course, you love them and
want them to have a better
chance. But here’s what you have to
contend. Due to a recent Supreme
Court ruling, Canadians or permanent residents who are sponsoring
their family members from abroad
to come to Canada could find themselves owing thousands of dollars
should their sponsored relatives
turn to social assistance during the
sponsorship period.
In a 9-0 ruling last June 10 the top
court partly allowed the appeal of
the Attorneys General of Canada and
Ontario against the Ontario Court of
Appeals 2009 ruling in Mavi vs Canada (Atty. General). The decision
calls for sponsors to repay immigrants debts.
The top court's ruling relates to a
case launched by eight Canadians or
permanent residents who sponsored family members to come to
Canada. Pritpal Singh Mavi and four
other respondents found themselves owing thousands of dollars to
the Ontario government because
“their relatives turned to social assistance during the sponsorship period when sponsors were contractually bound to pay for all their relatives’ essential needs,” reports the
Lawyers Weekly June 24, 2011 issue.
Represented by counsel, “the respondent sponsors argued that they
were unable to foresee or control
their relatives’ receipt of social assistance and that they could not afford to repay the government for
the money it spent on their relatives,” the report adds.

The top court's decision also held
that there is no obligation on the
government decision-maker to give
reasons. “This is purely administrative process. The existence of the
debt is, in the context of this particular program, reason enough to proceed.”

immigration sponsors in the Mavi
case said “ the court’s decision not
to impose a duty on the Crown to
give reasons is a blow to sponsors.”
The report adds that “under section
145 of the Immigration and Refugee
Protection Act (IRPA) there is no
discretion given to the (federal immigration) minister, or to provincial
governments to forgive, or write off,

represented two of the Mavi respondents, said he expects more
litigation, the report added.

These visitations of our Lady and her Son continue up

are held, the rosary is recited non-stop and in between
prayers, the community
shares in the prepared

In 1956, Pope Pius XII bestowed the canonical crown

911: THE NEED
TO KNOW GOD
Los Angeles, CA— The memories of September 11, 2001 or
“911” are deeply etched in minds and emotional thresholds
of each and everyone of us who have witnessed it, seen it on
TV or on social media devices. Twelve years after, we found
ourselves in a noon mass at the Our Lady of Angels Cathedral in LA. From the onset, the presiding priest reminds us
of the significance of the day and how it impacted our lives.
His homily was a very touching one as he brings us to his
recollection of 12 years ago.
The Cathedral was still being built and was under construction at that time. Upon hearing the tragic news, he felt the
need to gather the workers and watch the news unfold on a
small black and white TV. He also felt the need for prayers
and urgently decided to draw the construction workers
around him for some serious prayers. The priest recalled
the facial expressions of the workers were that of shock and
disbelief. In its truest sense, there was a need for the “911”
God.
The days following the dreadful day saw quite an upsurge
in church attendance. After witnessing the Sept 11 tragedy,
THERE WAS A URGENT NEED TO KNOW GOD.
Why is it that some people only remember God when lost,
in pain, in trouble or when their emotions are at the lowest?
Why do we only know Him only when we need Him? Why?

mother. Forced to work as a
"kasambahay" in order to pay for
his high school education. Ridiculed
for being gay. And ended up working as a salon floor sweeper.
Life didn't deal MJ Aparice, owner of
Heaven's Salon, the best hand but he
made the most out of it.
On ABS-CBN's "My Puhunan," host
Karen Davila found out how Aparice
managed to turn his life around,
making millions despite the early
setbacks.
"Naniniwala ako sa kasabihan na

Aparice.

And that persistence led to 7 other

regular customers and a P50,000
per day net income. Aparice also has
5 cars to boast of.
But for Aparice, saving money and
improving his business is top priority, holding off plans to build his
dream house in order to open their
latest branch in Makati --a 285 sq.
meter salon and spa.

kaming mga client na dapat makuha.
Yung mga office workers, students
na wala nang panahong magpaganda kasi ang salon hanggang 9 o'clock
lang. So doon ako nag-decide na
kahit bago lang kami, magbukas kami hanggang 12, minsan hanggang
ala una na nang madaling araw,"
Aparice said.
Heaven's salon also has a daily
lunch and dinner buffet for his customers while they wait.
"Parang giving back the blessings na
din, ginawa kong free na lang yung
food," Aparice said.
Aparice still couldn't believe that all
that hardwork, sweeping floors before the first customer came in till
after the last one left, paid off.
"Ang sarap pala. Yung parang nararamdaman ko na, 'ito ba yung
pinagpaguran ko?' Lumagay sa isip
ko, kailangan magamit ko pa to para
"Nung nagasawa ako, wala talaga
akong alam. Pero sabi nga nila, lahat
tayo may talento at doon ko lang nadiscover na mayroon pala akong
talent," admitted Besana.
But being unconventional can lead
to doubts and Besana, more often
than not, gets dubious stares from
people regarding her skills.
"Sa may project 6, hindi sila ano sa
iyo dahil hindi ka nila kakilala. Sabi
ko 'ate, gupit po kayo!' tapos sabi
niya, 'hindi naman kita kilala,
marunong ka ba talaga? Swerte na
ang makalimang customer kada araw," Besana said.
So Davila took Besana to meet Aparice, in order to help further hone
her skills, with the hope that it
would erase some of the skepticism
surrounding her.
"Pag nagnenegosyo ka talaga, dapat
alam mo yung negosyong tinayo mo.
Kailangan alam mo lahat, unang-una
yung technique nang paggugupit,"
Aparice told Besana.
"Dapat mayroon ka ring fixed na
price, hindi mataas pero hindi rin
ganoon kababa," Aparice added.
Besana watched Aparice as she
demonstrated techniques and styles
on cutting hair. She also taught
Besana how to properly apply dye
on one's hair so that Besana can offer her customers more than just a
haircut.
"Kailangan laging may bago, bagong
matutunan bawat araw," said Aparice.
Aparice also gave Besana various
salon equipment to further establish
herself as a walking salon.

to win the Miss Supranational 2013, the first-ever to
be won by a Filipina. She
emerged the winner of the
pageant held last September
6 in Minsk, Belarus. And to
add more Filipino pride,
Miss Canada’s Suzette Herch
nandez, also a Filipina, was
among the top 20.
Much more than beauty,
winners are also judged on
their personality.

child. She would spend her
days after school playing in
the rice fields with her
friends, watching the fireflies come out at dusk and

Barcelona. I just wanted to
visit my mother whom I had
not seen for 15 years,” said
Rodel “RJ” Juacalla.
He began his story as soon as
he was seated. We met after
a short notice at the McDonald’s in the La Rambla area
on the last day of my vacation in Barcelona.
RJ’s mother left the Philippines to look for greener
pastures when he was just 3
years old. So he grew up

2006, he left the country for
Marbella, Spain to visit his
mother and relatives who
were based there.

time as one of the few contestants who will perform a

countries at the culminating
event of Miss World in Indonesia.
It is characterized by a female dancer, traditionally of
royal blood, carrying fans,
while accompanied by a female "servant" with an umbrella. The dance is also
known for the rhythmic
clapping of bamboo poles,
which the "princess" navigates as if to escape a natural catastrophe.
The 23-year-old actress
shared the news on Friday
in a post on the official Facebook page of Miss World
Philippines, which she has
used to chronicle her participation in the preliminary
activities of the international pageant.
For her Singkil performance,
Young was trained by choreographer Carlos Buendia, Jr.

World, the Dance of the
World segment had chosen

"We rehearsed for Dances of

RJ is also involved in other
activities relevant to the
pursuit of his profession. He
is the only Filipino member
of the European Event Videographers
Association
(EEVA),
an
association
which exists, among others,
to assist its members in
achieving their professional,
artistic and fraternal goals.
It has around 500 members
from all over Europe.
Documentaries
In 2011, RJ was part of a
team of first and second
generation Filipino migrants
that made a creative documentary about a young man
and a young woman and
their journey from the Philippines to Spain. The documentary, which was directed by Kay S. Abano, was
one of 3 documentaries
which were presented at the
Centro de Cultura Contemporanea de Barcelona. The
other two documentaries
were from Pakistan and the
Dominican Republic.
RJ hails from Lucban, Quezon province. He is the
youngest of two brothers
and one sister who are all
based in Barcelona. He took
up Computer Science from
the Sacred Heart College in
Lucena City. He worked in
the sales/marketing department of San Miguel Corp for

RJ did not have formal training in videography. But in
college, he was inspired by
Jayson Magbanua, his professor in Basic Film Making.

world of storytelling and
videography.
“Sabi ko sa sarili ko, gusto
kong maging siya,” RJ said. (I
told myself I wanted to be
like him.)
I have seen some of his wedding videos which are uploaded on YouTube. I am
impressed by his creativity
and versatility as a videographer. He represents a new
breed of videographers who
go beyond the run-of-the
mill wedding video coverages. His works which are nonlinear and show his great
storytelling ability. These
are art film quality videos
comparable with seasoned
videographers like Jayson
Magbanua.
“I dream of making a music
video and short films one
day,” RJ said.
With his accomplishment in
the industry in just 3 years,
his talent and determination, the realization of this
dream is not farfetched.

Dance Troupe
This show is lovingly dedicated to Teresit Abesamis de JuanCusipag, who joined the group in 1976. Over the last 37 years, she
has considered Fiesta Filipina as her second family. Her loyalty and
commitment to the group have been proven over the years as a
dancer, travel chaperone on Fiesta’s international trips, technical
director, Board Member and the Chairperson of Miss Manila (since
1991). As Chair for Miss Manila, she has been successfully raising
money to help pay for the mortgage of the Fiesta Filipina Centre
for the Arts. Since Fiesta Filipina is a non-profit organization, that
adds to some relief and for which we are truly grateful. Through
her years with Fiesta, she has been able to share her passion for the
group with her own family. Her two sons Anthony and Edward
have been dancers, just as her younger sister Liberty.
As the Editor and Publisher for Balita Newspaper (with her late
husband Ruben Cusipag), the well known newspaper in the Filipino
Community in the GTA, it is amazing that she still has time for
Fiesta.
