INTRODUCTION
VOLARE (VOLUNTEERING ACTIONS FOR THE RESINSERTION INTO EDUCATION) PROJECT is a
Grundtvig learning partnership initiated by Gijón City Council (Spain) in cooperation with six other partners
providing Second Chance Schools:

During 2011 (European Year of Volunteering), the EU showed the citizens the potential of volunteering
actions: not only as a solidarity activity, but also as a learning process, as a way to strengthen the skills and
as an opportunity to broaden one´s contacts, as many times being part of volunteering projects can help an
individual to find a job, as well as further assisting in one´s personal and social development. This project
intended to make the best use of the mentioned potential. It is focused on the Second Chance School´s
students (or similar organizations) and their potential to engage in volunteering.
The VOLARE project will be developed in two phases: the first one, “Discover your city and its resources“,
will help the students become more knowledgeable about and aware of the existing NGOs in each city. The
young people will: learn the about management and organization of these NGOs, visit the different
resources and understand the different kinds of volunteering and the basic skills required to be volunteer.

The second phase of the project “Improve your city: Participate!” will aid the students in learning about
their own capacities. Pilot volunteering activities in the different schools and a campaign to raise the
awareness about the participation of the young people in volunteering activities will be organized.
As a deliverable of the first phase of the project, it was designed a publication “Discover your city and its
resources” where are listed 5 NGOs from each project partner with a summary of their key facts and
information. The added value of this publication is not only to have an interesting overview about the
volunteering arena in the project partners areas, but also we involved the project participants in the
concept of the publication. Each partner visited 5 NGOs with their students and they were responsible of
asking the relevant information to the NGOs representatives and also for collecting the information. The
questionnaire used was develop by the project participants and the final version was a mixture of the
contribution of each partner.

Situation of volunteering in Gijón
The city of Gijón has been one of the
leaders within the Asturias social
movement for many years. The reason is
its predominantly industrial character
associated with the labour movement.
Due to this feature, the population is
socially aware that “unity is strength”
and there are numerous initiatives
related to volunteerism that seeks to
satisfy the needs of our society. Within
this social movement there is a very
important group: the youth. Therefore,
we have two agencies that are in charge
of the organisation of the youth
movement associations in Gijón
(Asturias):

Within the CMX there are different
initiatives on volunteering for people

association. Among the offered
resources there are:
1. Want to become a volunteer for an
established partnership. Among them:
-Creating an association. At the time a
group decides to create an association
they can find support and advice within
the CMX website: how to create an
association, notification changes, books
belonging to an association and finally, a
forum to ask any other questions (not
collected in the previous sections).
-Proyecto Participa (Join Project). Its
main goal is to inform the young people
of the city about the world of
volunteering with talks in different high
schools and they also organise
workshops and several activities.
-Municipal Council of the Principality
of Asturias (CMPA at regional level)
The “Conseyu of the Principality of the
Mocedá d’Asturias” is an autonomous
body of Asturias which was created on
March 31, 1986.
Its main purpose is to act as a
spokesperson for the young people of
Asturias in order for them to be heard by
the regional administration and the
public in all matters related to them and
the youth associations.
-Youth Council of Gijón (CMX at Local
level). It is the Youth Associations
Federation that from November 16,
1995 acts as a meeting point not only for
the youth association network of the
city, but also for non-formal youth
groups and associations that, regardless
of the age of its members, are part of
associations of Gijón / Xixón. There are
currently 26 youth associations which
make up the Council.
-Servicio de Voluntariado Europeo
(European voluntary service). It offers
young people to have an experience
abroad in an association with a subject
that interests them. All they have to do
is look for an association and apply for
the project to CMX. This activity is
unpaid, non-profit, and is done full time
for the benefit of a specific community.
-Bolsa de Voluntariado (List of
Volunteering). Within the section
"Voluntary Exchange" on the website,
those who have an interest may contact
any associations that work in a field of
interest.
-Association training courses. It is
important to know the regulations in the
development of any initiative of
voluntary work and for this, training is
critical. All courses are for free.
-Resource Centre. Any association must
have an available place to establish their
headquarters and for this, the CMX
offers its facilities.

Most voluntary organisations work
through financial resources coming from
grants and for this, it is important to be
aware of all of them and of the
procedures to follow in order to ask for
such resources.

The dossier OJI (Guide to Volunteering
in Gijón / Xixón) helps find existing
volunteering movements in the city. It is
a document that has been recently
created (2013) with the main aim to
bring closer the youth volunteering to
the population in Gijón in a brief and
intuitive format. It begins with an
introduction
to
the
world
of
volunteering; in general and continues
with a reflection on what are the rights
and duties of a volunteer. It is essential
that the volunteer is linked to an activity
that is interesting to him/her and which
not only offers them knowledge but
allows them to learn from the activity
itself. Therefore, within the dossier there
are diverse associations (cultural, sports,
educational...).

In the City of Aachen and also in the City Region of Aachen
there is a broad variety of volunteering work done in many
different public fields as sports, social work, leisure time
activities – which are only some examples. The volunteering
work is organised in associations without any employed staff
or by organisations where the staff is coordinating the
volunteering work.
Much social work is done by the help services of the (catholic)
church, but there
also many nonreligious
associations
which do
volunteering work
in Aachen. About
50.000 citizens of
Aachen are doing
sports in
associations.
The city council of
Aachen offers

citizens who are
interested in

Every year at the Aachen day of volunteering all organisations which work

Situation of volunteering in Genova

The most important organisation in Genova linked to
volunteering world is CELIVO, formally formed in 2003
Celivo- Centre for Volunteering Services in Genova
(www.celivo.it) is a Volunteering association, formed and
promoted by volunteering associations active in the city
area.
Celivo is aimed (in accordance to law on
volunteering, n° 266/91) to promote, support and train
people involved in volunteering activities. These centres
for volunteering are currently operating in almost all
Italian Regions; in Liguria there are 4, one for each
province (Genova, Imperia, Savona and La Spezia). Celivo
provides its services in the form of assistance to voluntary
organisations enrolled and not enrolled in Regional
Registries

Situation of volunteering in Sopot
Caritas Archidiecezji Gdańskiej is a church organisation
church which brings help to every single person in need
regardless of worldview, religion, gender, age, or health
status. Within its means, it runs centres for children and
youth, medical and social help centers, elderly centers,
therapy centers for people with disabilities and a hospice.
It is supported by volunteers, church members, and
school caritas groups. It fulfills all of these functions by
providing stable help.
Caritas is the largest non-profit organisation in our region
and has a high level of social recognition due to the
Reliability of Their work. Caritas returned its activities in
1990. The organisation currently employs 350 people and
our work supports 5 500 volunteers.
Those volunteers gathered in small groups and are for
children and young people in school and Caritas Circle for
adults Parish Caritas Teams.
Caritas Circle School (SKC) is a youth organisation
operating in a particular school, under the supervision of
the management and inclusive to volunteer in activities
charity- care and education run by Caritas.
Parish Caritas Teams are made up of people who engage
in their parishes to help the sick, poor and needy. Their
knowledge of their local environment allows them to
provide help where it is most needed.
In addition to these activities we also realise joint
projects. The "Together we have more" was to build
relationships and creating opportunities for a more
impressive cooperation between youth and seniors for
the elderly (60+ people) in their local communities. The
project was based on the existing network of youth
focused at the School of Caritas Wheels and adults and
the elderly gathered in the Parish Caritas Teams.
Based on the previous work and experience gained so far
different age groups have been created into teams to
work better together for the benefit of senior citizens in
the community. As part of our project we have given our
new expansion teams the opportunity to develop,
acquire new tools to work more efficiently and broaden
their spectrum of activity for seniors in the community. It
is very important for us was that we showed that the
effect of intergenerational activities is not only necessary
but also possible.
Also includes logs support our work by volunteers from
abroad. Through EVS - European Voluntary Service for
almost 10 years, we hosted over 60 young people from
across Europe. Through participation in the EVS you can
gain new skills and abilities influencing your personal and
professional development.
Your work may relate to youth, ecology, sports, culture
or heritage, and you can work with children, care for the
elderly or disabled.

Situation of volunteering in Riga
According to research about Society integration in Riga 2014
only 7 % of all Rigans have been regularly involved in
volunteering in the last 3 years. More responsive people are to
big events, taking place few times per year, like Big Clean Up
event, in which 29% of inhabitants are involved in the last 3
years.
The most popular voluntary work activities are related to
environmental protection and clean-up (59% of all
volunteering activities), culture and art events (26% of all
volunteering activities) and sports activities (23% of all
volunteering activities). The motivation to do volunteering is as
followis: it’s important to help others (58%), possibility to
meet new interesting people as well as to be engaged in
decision making and be socially active. In the age group
between 16-19 years old, the most crucial motivation is to get
experience and to meet new people. All age group
representatives highlight the importance to spend their time
in a meaningful way.
RIGA City council annually organises projects competition for
institutions under the Riga City Council to finance the
implementation of volunteering programs in the work of
institutions.
Aims of the projects are to promote long-lasting volunteering
programs in institutions, enriching services of municipality and
at the same time to promote active civic participation and
social inclusion through volunteering.
Example of project “Sirds siltumu atdodu cilvēkiem” (I give
my heart to you) of volunteering program - Project was
implemented in cooperation Riga Daugavgrivas Secondary
School and Long-term Social Care Centre «Stella maris».
Activities: workshops, festivals, cultural events for seniors with
participation and support from students. In the project around
110 participants were involved.
RIGA City Council recognises the importance of

Doncaster College is a large provider of further education
in South Yorkshire. It is also one of the largest providers

difficulties enjoy Burton Street’s services and activities every
week. Over 20 small businesses and voluntary organisations have
workspaces or offices on site. Over 2000 people use Burton
Street’s facilities every week, to dance, to play music, sports, learn
a new skill or just socialise.
