Dear Participants,
It is our great pleasure you have joined us for the 12th Summit Economic Forum (SEF), here in Bucharest. As proud representatives of the 2009 Romanian
Presidency of the Central European Initiative we offer you our warmest welcome!
In times as tumultuous as the ones we have all experienced recently, we are very glad you accepted our invitation to a forward-looking debate entitled The
Way Ahead: Towards a Better Future.
Indeed, this past year has brought about unforeseen changes everywhere in the world. After strenuous efforts to join the international community and become
functional market economies, the countries of Central and Eastern Europe faced yet another set of economic challenges. However, the 18 members of the CEI
share a diverse and unique wealth of knowledge. The past experiences of our countries give us a competitive advantage in finding pertinent and sustainable
solutions to current problems. Not least, by overcoming what once seemed as insurmountable obstacles, we have gained the confidence that no future crisis is
unmanageable.
Romania and its fellow CEI Member States have learned the importance of sustainable growth and solid foundations. Thus, you will notice that the Forum has
not placed the actions needed to tackle the global financial situation at its core. We cannot afford to lose focus from topics as paramount as energy supply
and efficiency, financing the real economy, trade, and SMEs. That is what we believe to be The Way Ahead: Towards a Better Future.
As we type these words, only a few days before the SEF, we are most proud to see that, as our counterparts in previous years, we have the pleasure of hosting, for the occasion, government officials, representatives of the business and finance community, industry leaders, international financial institutions, and
others.
To all we wish a heartfelt welcome and hope the day will bring you new and prosperous opportunities!

Roundtable of the CEI Ministers of Economic Sectors
The Ministers of Economic Sectors of the 18 CEI Member States hold their
annual Roundtable at the Summit Economic Forum. The Roundtable is hosted by the Minister of Economy and by the Minister of SMEs, Trade and
Business Environment of Romania. It is also attended by special guests
who include representatives of International Financial Institutions and
International Organisations.
The Transition Report offers an in-depth analysis of economic progress in
the EBRD’s 29 countries of operation from Central Europe to Central Asia.
This year’s report focuses on the challenges posed by the global financial
crisis. The effects are followed in the nominal indicators of the countries,
as well as placed in the perspective of each country’s economic strategies
pursued since the collapse of communism.
After changes as drastic as those experienced globally in the past year, it
is easy to focus on negative developments and to undermine efforts for
future growth. However, this is also the perfect time to re-evaluate our
strategies and to find more sustainable solutions to our problems. That is
why this year’s Roundtable focuses on solutions and is entitled The Way
Ahead: Towards a Better Future.
The report addresses the question of how the crisis unfolded and how
recent developments are challenging our understanding of the transition
process. The report also analyses remaining “transition gaps” in the
region, drawing on a wealth of previously unpublished information.
The Roundtable of the CEI Ministers of Economic Sectors provides the
framework for CEI Member States to express their interests and promote
multilateral investment projects, share best practices and identify topics
for future collaboration. Finally, the Roundtable offers the opportunity to
high-level officials to monitor the progress of economic development and
to analyse measures to further strengthen stability.

Competitiveness driven partnerships help the business environment achieve broader economic and social goals in spite of the ongoing tumult of globalisation.
European and Euro-Atlantic cohesion, in need of strengthening, rely on regional cooperation and interdependence. Intensifying trade flows, in a transparent
framework in the CEI region, can have a momentous effect in sustaining and soundly connecting pan-European economies. This session will focus on previous

The Role of the World Bank Group in Supporting Economic Recovery in the CEI Region
Venue: Hall 1
The session will focus on the role of the World Bank Group in sustaining the economic recovery of the CEI countries facing diverse challenges related with the
global economic crisis. Starting from an overview of recent economic developments in the region, the debate will illustrate the main instruments and analytical work that the World Bank Group has been using in supporting the recovery, focusing the need to address concerns on structural reforms and human development and social protection reforms. To illustrate implications of the economic downturn on infrastructure, the railway sector in the region will be discussed.
Finally, the session will highlight activities of the International Finance Corporation in supporting the financial and private sector.

The debate over energy security has intensified in the past twenty years as the efficient use of natural resources and the diversification of the energy supply
routes and of the energy sources became more and more vital. Creating competition among providers and among suppliers remains the pre-existing condition for efficiently serving the consumers’ needs. The CEI region has been the ground zero for the debate over energy security. This panel discussion aims to

Fostering the Business Climate - Financing the Real Economy: Past, Present and Future

The global financial crisis had a major impact on the CEI economies. At first the crisis affected the operations of the banking and financial institutions in the
region, but at a later stage it affected as well the real economy. At the peak of the crisis all CEI countries experienced sharp contraction of industrial production and a reduction of export and FDI inflows. Only recently have signs of stabilization emerged. Unemployment, already structurally high in the region, has
started to increase again. Growth and job creation is becoming a pressing social priority. This session will look at responses to the crisis from governments
and international financial institutions. It will focus on critical issue of access to finance, on recent business climate evolution as well as on structural issues
such as competitiveness, innovation and local development.

Tackling the Global Financial Situation

The 12th Economic Forum of the Central European Initiative will look beyond the global financial crisis period and focus on new challenges and policy actions
that are needed to ensure that the CEI region can re-establish the conditions for sustainable and durable growth and resume the European convergence
process. This session will focus on key issues and challenges in the macroeconomic policy area, with special regard to monetary policy and financial sector
regulation, drawing on the combined talent of well known public and private sector leaders. Panel participants will discuss global financial conditions and then
examine specific issues in the European context and the CEI region, particularly in the macroeconomic and financial sector stability areas.

Focus on Energy Efficiency and Climate Change

This session aims to review the specific challenges that the CEI region faces in the process of transition to a low carbon economy. While the implications of
climate change are becoming clearer, it is uncertain what will be the role of the region in driving an appropriate mitigation/adaptation agenda, for example
in the area of sustainable energy technologies or management of resources. The speakers will provide some insights in various relevant spaces ranging from
the role of renewables, to the issues the industrial sectors face in improving competitiveness in an increasingly constrained environment (e.g., more stringent
regulations), and from the mounting challenges associated to scarcity of primary resources (e.g., water), to the role the financial sector can play in delivering
dedicated solutions to support innovation and transformation.

A truly healthy economy relies heavily on a strong layer of SMEs – companies that are entirely powerless in individual terms, but extremely strong collectively. This panel session aims to highlight the importance of promoting and encouraging entrepreneurship in order to develop a favourable business environment.
Representing the most prominent stakeholders, the speakers in this session will look at potential advantages the promotion of SMEs can still have in the CEI

ICE OFFICE in BUCHAREST
The Italian Institute for Foreign Trade (ICE - Istituto Nazionale Commercio
Estero) is the Italian government agency aimed at the promotion of trade,
business opportunities and industrial co-operation between Italian and foreign companies. Its activity focuses on the internationalisation of Italian
firms and their consolidation in foreign markets, with particular emphasis
on small and medium-sized enterprises. ICE is mainly financed by public
funds granted by the Ministry of Economic Development.
The ICE office in Bucharest provides information and concrete assistance to
Italian companies wishing to start or expand their business in Romania,
along with Romanian companies interested in setting up business contacts
with Italian partners.
ICE foreign offices constitute a point of information gathering for markets
and business opportunities all over the world, through constant monitoring
of markets, trade and investment planning.
Since its beginning, in 1969, the ICE Office in Bucharest has been promoting the operation of hundreds of Italian companies representing the whole
range of productive sectors: consumer goods, capital goods, agriculture
and agro-industry, up to high technology. In particular, ICE’s activities
include operative support (lists of agents/importers/distributors for trade
contacts, research and selection of counterparts) and specific market
research expertise, tenders and business information, assistance for starting up joint ventures and companies, information about technical, trade
and juridical matters.
The office keeps a database of local companies from different sectors,
which can be consulted by Italian companies to support their activities.
The Italian Institute for Foreign Trade can provide information and assistance to all foreign enterprises that wish to develop business with Italian
counterparts. To this extent, ICE provides Italy’s economic outlook (an
overview of the fundamentals of the Italian economy) and all relevant
information on Italian foreign trade and national trade policies. In addition, it is able to offer support and advice about Italian laws and regulations to attract foreign investments.

As a business development tool, the Italian Institute for Foreign Trade has
created a database which collects offers and requests coming from foreign
companies that showed interest in developing business with Italian partners. The database can be accessed by sector and market enabling Italian
companies to consider the various proposals. Foreign companies can also
find details of trade fairs and exhibitions held in Italy throughout the year.

CEI Research Fellowship Programme (CERES)
Western Balkan Countries Inco-Net support in the field of ICT
(WINS-ICT)
CERES - The CEI Research Fellowship Programme was promoted by the CEI with
the aim to support mobility of researchers across its area. The joint proposal
was prepared by the CEI along with five top-level research centres based in
Trieste: the International Centre for Theoretical Physics - ICTP; the
International Centre for Genetic Engineering and Biotechnology - ICGEB;
Cluster in Biomedicine - CBM; the International School for Advanced Studies SISSA; Synchrotron - ELETTRA. CERES partner institutions cover a large spectrum of highly relevant fields of scientific research such as physics, mathematics, genetics, biotechnology, neurosciences, nano-sciences, and bioinformatics. Granted by the EU through its Seventh Framework Programme for Research
and Technological Development – Marie Curie Actions, CERES officially started in April 2009 and will last until the end of 2012. A total of 30 fellowships
will be distributed among experienced researchers (i.e. post-docs) from CEI
countries, upon selection by an ad hoc committee.
WINS-ICT is an initiative funded by the EC 7th Framework Programme for
Research and Technological Development under the ICT theme of the
Cooperation Programme. As a support action, WINS-ICT intends to
strengthen Science and Technology cooperation between the EU and the
Western Balkan Countries (WBC) by deepening the bi-regional strategic
relations in the ICT field and promoting the participation of WB ICT
researchers in FP 7. The main output of the project will be an improved policy dialogue in the field of ICT, reflecting the needs of the WBC and their
priorities in future ICT Work Programmes, thus providing the ground for
enhanced participation from the target region. The project turns from
January 2009 to December 2010.

Central European Initiative “InConcerto”
The SEETAC project is funded under the South East Europe Programme and
aims at solving the cross-border bottlenecks and the lack of harmonization
among the participating countries. It tackles both administrative problems,
such as missing institutional and legal transnational frameworks at border
crossings, and operational ones, such as lack of common safety, security
and environmental standards, or harmonisation of transport modes. The
overall project objective is the establishment and implementation of an
effective and coordinated South Eastern Transport Axis (SETA) framework,
promoting and fostering the institutional cooperation between Pan
European Corridors structures and Member States in order to reach the EU
objectives of (i) transparency & information reliability; (ii) harmonised and
efficient institutional framework and; (iii) rapid implementation of the
transport priority projects. The CEI-ES is the Lead Partner of this Project
that started in April 2009 and will last until March 2012.
Through the project Central European Initiative “InConcerto”, financed by
the EU Programme CULTURE 2007 – 2013, the CEI intends to strengthen the activities of its already existing CEI Youth Orchestra. The CEI Youth
Orchestra, officially adopted by the CEI in 2004, is composed of young
musicians, aged between 11 and 18 years, from all CEI countries. Selected
by Mr Igor Coretti–Kuret, artistic director of the CEI Youth Orchestra, young
musicians are invited to perform an annual programme of concerts
grouped in three tours (Summer, Autumn and Winter). By joining an
International Symphonic Orchestra, young musicians are given the opportunity to live an outstanding experience both from the musical and personal point of view; at the same time, they can witness the powerful message
of classical music as a common language overcoming barriers and differences.

Sustainable Urban Goods logistics Achieved by Regional
and local policies (SUGAR)
SUGAR focuses on the problem of inefficient and ineffective management
of urban freight distribution, a critical component of the overall urban
transport system and a primary source of vehicle pollutant emissions.
SUGAR is co-financed by the European Regional Development Fund and
made possible by the INTERREG IVC Programme. The Emilia Romagna
Region is the Lead Partner and the Institute for Transport and Logistics (ITL)
is the technical coordinator of this project that promotes the exchange, discussion and transfer of policy experience, knowledge and good practices in
the field of urban freight management, with regards to policy and planning
levers, between advanced and less experienced city sites. SUGAR bases its
approach on the study of EU good practices for the development of tools
to support policy making, including: training sessions, workshops and joint
planning events, in which the administrations will directly benefit from the
knowledge gained through their participation. These instruments are
meant to be used in addressing national, regional and municipal policy
developments. Project activities envisage exchange of best practices, training the trainer sessions, and roundtable discussion of good practices.
Additionlly, a noteworthy feature is that the enlarged transfer programme
will give the opportunity to administrations outside the project consortium
to benefit from the Project’s activities. During the lifetime of the project, a
SUGAR award will be conferred to a good practice site outside the SUGAR
partnership. The project turns from November 2008 until February 2012.

in the above mentioned areas. Graduate in Law, Ambassador Ago started his diplomatic career at the Ministry of Foreign Affairs of Italy (General Directorate for
Political Affairs) and served in the embassies of Prague, Nairobi, Washington and
Vienna. In 1986 Ambassador Ago became Head of the Office for Neighbouring and
Balkan States at the General Directorate for Political Affairs at the Ministry of Foreign
Affairs of Italy during the conflict in the Former Yugoslavia. In 1995 Ambassador
Ago was nominated Italian Ambassador to Budapest, with secondary assignment to
Chisinau from 1996. In 1999 he was appointed Head of the Permanent Mission of
Italy to the Council of Europe in Strasbourg. Prior to the CEI-ES he served as
Diplomatic Counsellor to CASD – Ministry of Defence from 2004 to 2006.
Ambassador Ago was one of the founders of the Central European Initiative, starting
with the “Quadrangolare” in 1989 and until his appointment in Budapest in 1995.

institutional liasons. Lucian Sova graduated in 1985 the University of Brasov, Faculty of
Mechanical Engineering, Road Motor Vehicles Department. He has a Ph.D. degree in electrical engineering from the University of Oradea. He had an outstanding career in both
private and public transport field, holding leading positions, including general director
in the Ministry of Transport, Public Works and Housing. In this position he was responsible with the adoption of the comunitary acquis in the national road transport legislation.
During his posting as secretary of state he was appointed by the Romanian authorities to
co-ordinate the CEI events under the responsibility of the Ministry of Economy of
Romania, respectively the Roundtable of the Ministers of Economic Sectors and the
Summit Economic Forum, and is currently holding the title of SEF National Coordinator.

Adriean Videanu is the Minister of Economy of Romania. Mr Videanu held the mandate of General Mayor of Bucharest between 2005 and 2008. On the period 20042005 he was vice prime minister in charge of economic affairs. Mr Adriean Videanu
is also an important politician, Member of the Parliament, the prime vicepresident
of the Democrat-Liberal Party, holding a vast experience on the political stage since
1990. Before joining the public sector, Adriean Videanu was the president of the

Ms Maria Parcalabescu holds the position of Secretary of State with the Ministry of
SMEs, Trade and Business Environment since January 2009. Prior to this official

position, she successfully developed her entire professional career in the private sector. In 1982 she began as a trainee engineer at “Vranco” Garments Factory in
Foscani, and from 1983 to 1984 she was Head of Department of the company. In
January 1985 she was employed by the National Institute of Research and Design
for the Light Industry (IPIU), in Bucharest as a design engineer. In 1988 she was promoted to Head of Unit for design of garments plants. In 1989 she was promoted,
by contest, to Senior Design Engineer. From 1991 to 1993 Ms Parcalabescu was
hired by the representative of the Austrian Landau company in Romania as Head of
Sales for garments equipment. In 1993 she founded Gematex Center Prodcom
Impex, a company which deals with trade in equipment for the garments industry,
knitwear, furs, leather garments and than, in 1995, Gematex Trading SRL Company,
both based in Bucharest. In 1997 she set-up Maremod S.A, a Romanian-German
joint-venture, in Bucharest, with 80% Romanian capital and 20% German capital.
Ms Parcalabescu was CEO of Gematex companies and Chairman of the Board of
Maremod until 2009, when she took over the current official position. Since
September 2009 she has been charged with full authority to coordinate the Ministry
of SME’s, Trade and Business Environment.

Theodore Ahlers, a U.S. national, joined the Bank in 1985 as an Economist in the

Prof. Sorin Dimitriu, PhD, is President of the Bucharest CCI. He ensures the management of the Chamber activity and represents the Chamber in its domestic and international relations. Mr Dimitriu is also Vice President of the National Chamber. Mr
Dimitriu’s expertise spans in such areas as macroeconomy, metallurgy, privatisation
of public companies, banking management, and economics, with major international and national institutions such as the World Bank, IMF, EBRD, Recovery Group
USA, Romanian Banking Institute, etc. In all his positions – minister of privatisation,
Chairman of the Board of the State Ownership Fund, counsellor to the President of
Romania, Secretary of State with the Ministry of Industry – Mr Dimitriu gained experience in economic research and development, the legal life of companies, economic reform and privatisation. Mr Sorin Dimitriu is a professor with the Politehnica
University of Bucharest, Chairman and member of the Board of several research
institutes, and President of the Balkan Union of Metallurgists (BUM). Furthermore,
Mr Dimitriu has important responsibilities in his position as Chairman of the Board
of the National Institute for Aerospace Research (INCAS), one of the most important
research institutes in Romania. Mr Dimitriu has been a professor, visiting professor
or lecturer with several outstanding educational institutions such as the National
Defence College, the Military Technical Academy, and universities in Turkey,
Bulgaria, Poland and Italy (UNESCO). He is also director of several professional publications and author of 15 books, about 150 scientific articles and essays published
in Romania, USA, Great Britain, Japan, Israel, Germany, France, Italy, Turkey,

Biography
Enzo Quattrociocche is the EBRD’s Secretary General. He is a member of the
Executive Committee and works with the President, the Board of Governors and the
Board of Directors. As well as assuming responsibility for the EBRD Annual Meeting,
the Secretary General promotes the mission of the Bank to other international institutions while engaging in vital policy dialogue with the countries of operations. Enzo
Quattrociocche worked for 12 years as Director for Italy on the Bank’s Board of
Directors before resigning from the Board in August 2008 and taking up his role as
Secretary General in February 2009. During his period as Director, Mr
Quattrociocche served as Chairman of two important Board committees which deal
with Bank policies and operations. Beyond his years as a Board Director at the Bank,
he has held management positions at the Italian Ministry of Economy and Finance –
as Division Chief for IFIs and as Director General – and has worked as an official in

Claudia Pendred was appointed Director for Romania at the European Bank for
Reconstruction and Development (EBRD) in December 2007. Since then she has
been responsible for the EBRD's business in Romania; where the EBRD has significantly increased the amount invested in the country (both equity and debt) in
response to the economic crisis. Before her appointment to the EBRD, Ms Pendred
was Director of Corporate Finance at the investment bank N M Rothschild & Sons
where she was responsible for the energy sector in Central and Eastern Europe.
Previously she worked for J Henry Schroder Wagg & Co (Schroders) and the World
Bank in Washington DC. She holds a BA from Oxford University, an MA from Harvard

Marie Kovarova is the CEO and President of the Directorate of Generali Asigurari,
handling the managerial, financial and administrative responsibilities of the two
positions. Since March 2009, she has also been the Coordinator of Generali PPF
Holding’s operations in Romania (Generali Asigurari, Ardaf, RAI and Generali
Pension Funds). Before occupying this position, she has worked for Generali PPF
Holding Group as Chief Operating Officer of Ceska Pojistovna (2005-2008), handling the operations of the leading company on the Czech insurance market. During
her activity, a special highlight was placed on handling damages, where she had
extended responsibilities for all ECE region, including Romania.Czech born, Marie
Kovarova has an impressive academic background. She has graduated from the
Faculty of Mathematics and Physics of Charles University Prague and she holds a
Ph.D. in Mathematics from the same University, with a thesis on British and German
models of permanent health insurance. Naturally, the first step in Marie Kovarova’s
career was teaching, as an assisting Professor at the Technical University in Liberec.
In the next two years, the mathematical background found its reflection in the position of actuary, which she held with the company Ceska Pojistovna. Between 1999

Mr Ioan Folescu is General Manager of SC Electrica SA, one of the leading players
in Romania in the distribution and supply of electricity and energy services. Ioan
Folescu graduated in 1979 from the Faculty of Electrical Engineering Polytechnic
Institute of Iasi. He also graduated the MBA organised by Romania and FORMENERG
WIFI, and Master "European public" at the University of Targoviste. Mr Folescu has a
rich professional experience in the management of activities of companies within
the electricity industry, having 30 years of activity in the power system. He coordinated for a significant period, the distribution of electricity, electrical installation
and construction, as well as assembly operations in the power distribution branch of
Targoviste and brought an important contribution to the private sector energy development. At Electrica SA, Mr Ioan Folescu has proposed to invest in: the development

Alexander Auboeck joined the EBRD in August 1992 as Senior Project Manager
after working at Girozentrale in Vienna and London where he was responsible for
project and asset based finance. He is currently the Corporate Director for the
Procurement Department and the Consultancy and Corporate Procurement
Department. In this position Mr Auboeck has the following responsibilities:
Responsibility for the Procurement Department and the Consultancy and Corporate

Bogdan Alexandru Dragoi is Secretary of State within the Ministry of Public Finance,
Romania. Mr Dragoi also held this position between September 2006 – November
2007. As Secretary of State, Mr Dragoi coordinates the Treasury and Debt
Department, State Aid Department, Structural Funds Authority, ex ISPA Authority,
Gambling Department and Public Private Partnership Unit. Between November 2007

Christian Kramer heads KfW’s office for Management Affairs / Federal and
European Affairs. This includes responsibility for the bank’s liaison offices in
Brussels and Berlin. Among his current tasks are the management of all strategic questions with respect to KfW’s general approach to the European market.
He started in KfW’s legal department in 1999 and moved to KfW IPEX Bank
(International Project and Export Finance) which covers all international commercial activities in the bank. Christian Kramer spent several years in asset
based aircraft finance including restructuring and remarketing activities in the

Agustin Auria is Head of JASPERS within the European Investment Bank (EIB). He
joined the EIB in 1994 as an engineer specialising in the fields of manufacturing
industry and research. After a secondment to the Organisation for Economic Cooperation and Development (OECD) in 1998, he continued his career in the areas of

Leopoldo Rubinacci
Mihai Berinde holds a Ph.D in economics and is a specialised professor in
international economic relations, he is a Pro-Dean of the Faculty of Economics
within the University of Oradea. He is also a Director in charge with
Corporate Affairs and Compliance within SC Petrom SA, the largest company
in Romania. He has long experience in international economic relations, contributed directly in adopting a commercial policy that is coupled on internationally negotiated and agreed mechanisms. In his capacity as Secretary of
State in charge with International Economic Relations, during 1993-2000,
he was a negotiator on behalf of Romania for the country’s Accession to the
European Union. Thence, he negotiated, among others, the Agreement for
Romania's Association to the European Union, the Agreement on Trade and
Economic Cooperation, and the chapter on foreign economic relations in the
context of accession. During 2001-2004, in his position as Secretary of
State within the Ministry of Economy he negotiated another three Accession
Chapters, i.e. free circulation of goods, industrial policy, and energy. In this
context he contributed in defining market mechanisms based energy policies.
Starting in 2004 and until 2007 he was President of the Competition
Council, negotiating the competition chapter and ensuring the required institutional architecture for such a body to be operational in Romania. By securing implementation of the competition rules he contributed to the introduction of the market based mechanisms in the Romanian economy. He participated in a number of multilateral trade negotiations under the aegis of the
World Trade Organization, providing during 1995-1996 the representation
of Romania in this organization. Moreover, he promoted a number of activities meant to ensure development of the cooperation with the Organization
for Economic Cooperation and Development in the areas of trade and industry. Trade and regional cooperation constituted the subject of negotiations
held from a European and bilateral perspective. Hence, he negotiated a number of regional integration agreements with EU, EFTA countries, CEFTA countries, Lithuania, Latvia, Estonia, Israel, Turkey, Republic of Moldova and South
East Europe countries. He participated in defining the multilateral international legal frame aiming to encourage regional integration agreements. He
ensured active participation in a number of international events intended for
regional cooperation development which were organized at the level of EU,
EFTA, and CEFTA.

Biography
Ioan Balan is the General Manager of the National Company Maritime Ports
Administration SA Constantza (NC MPA SA). He is also the President of the NC MPA
SA Council of Administration. Mr Balan was appointed as General Manager by the
Romanian Minister of Transport and Infrastructure in January 2009. He started the
activity in the Constantza Port Administration since 2001, as Head of Port
Operations, Safety and Security Department, and after that he was named Director
of Port Operations, Safety and Security, for the period of 2005-2007. Mr Balan’s
experience in the port is going far in the past, as just after graduating the Superior
Naval Academy “Mircea cel Batran” in 1971, he started his activity as maritime
officer. In 1982 he became commander of ships, and until the present all his work

forums; he has many publications and experience in journalism. Mr. Apostolov
has a PhD from the Graduate Institute of International Studies in Geneva, he has
carried out a post-doctoral project in international security in the Balkans and
the Middle East, and has been visiting scholar at Columbia University. He has
publications in the areas of (1) international trade and (2) cultural and religious
issues in international security.

As Senior Adviser, Daniel Ivarsson is working with technical cooperation coordination covering the whole range of business oriented trade development services provided by the International Trade Centre (ITC) of UNCTAD/WTO, particularly in
Eastern Europe and Central Asia. Of Swedish origin, he received his Bachelor of
Business Administration, Bachelor of Arts and Master of Political Science degrees
after studies at the universities of Upsala and Gothenburg in Sweden. After a posting at the Swedish Embassy in Moscow in the late 1970s, he continued his studies
at INSEAD in Fontainebleau, France, where he obtained his MBA in 1980. He then
spent some ten years as a consultant in international business development, working for trade promotion agencies and for leading suppliers of high-tech plant and
equipment, before helping start up the European Union PHARE and TACIS programmes, from 1991 in the position of Implementation Manager in the co-ordination unit in Moscow. In 1993 he joined the European Bank for Reconstruction and
Development (EBRD), where he first served as deputy to the Head of Procurement
and was later promoted to Head, Consultant Contracts Unit. After leaving the Bank
in early 1997, Daniel Ivarsson worked for several more years providing support and
advice to development banks, international organisations, large utilities, other public agencies and private firms in the fields of financing and management of public
infrastructure, technical co-operation management, public procurement, and promotion, monitoring and evaluation of trade and investment, including development aid.
He served at the Swiss State Secretariat for Economic Affairs, where he managed the
Swiss financial assistance programmes for several transition countries, before being
engaged as Managing Director of the International Federation of Consulting
Engineers (FIDIC) in 2001. He joined ITC late 2004.

Biography
French, married, three children. Doctorate in Economics. Born in 1948, Francois
Fourmont joined the RENAULT group in 1975. Until 1981 he was head of HR in the
stamping-welding department at Ile Seguin plant. In 1981 he joined the HR department of the Maubeuge Construction Automobile plant, a RENAULT group subsidiary,
first as Deputy General Manager, and from 1982 as General Manager. In 1988, he
became Head of manufacturing at the Sandouville plant. In 1993 he went to the Le
Mans plant as Deputy General Manager, becoming General Manager in 1996. In
1999, Francois Fourmont was appointed Chief Executive Officer of Auto Chassis
International (ACI) and Chairman and Chief Executive Officer of the Societe Nouvelle
de Transmission (SNT) company. In July 2003 he was appointed Chief Operating
Officer of AUTOMOBILE DACIA. Since March 2008 he is also General Manager of
RENAULT GROUP in ROMANIA.

Mario Apostolov currently works at the UN Economic Commission for Europe as
Regional Adviser, assisting economies in transition in their transition to a mar-

Country Offices in Africa in their engagement with the full range of Bank constituents, including media, civil society and donor partners. During 20002004 he represented the World Bank and led the offices in the Dominican
Republic, during a period marked by several policy reversals and uncertainties
following a devastating financial crisis, and Haiti, a turbulent time culminating
in the ousting of President Aristide. As Task Team Leader of human development projects, he specialized in the support to the delivery of education services at a decentralized level and on fostering schooling opportunities in rural
areas of Latin America and the Caribbean region. Before joining the World Bank
Mr Mantovanelli worked as an economic research consultant with several USbased firms. He holds a Masters Degree in International Economics from Johns
Hopkins University and one in Political Science and International Relations from
Bologna University. He is married and has two children.
Biography
Theodore Ahlers, a U.S. national, joined the Bank in 1985 as an Economist in the
West African Country Programs Department. Since then, he has held several positions in the Middle East and North Africa, Africa, and Europe and Central Asia
Regions. From 1997-2000, Mr. Ahlers served as Country Director for Benin, Niger
and Togo. In June 2000 he was appointed Operations Director in the Office of the
Vice President in Africa Region. From October 2002 until July 2007, he served as
Director of the Maghreb Department (Algeria, Libya, Malta, Morocco and Tunisia) in
the Middle East and North Africa (MNA) Region. Mr. Ahlers was appointed Director
of Strategy and Operations for the ECA Region on August 1, 2007.Mr. Ahlers
attended Tufts University, Fletcher School, and holds a Ph.D in development economics. His pre-Bank experience includes research and policy advisor positions in
Madagascar, Cameroon and Haiti.

Truman Packard is a Lead Economist in the Human Development Department of
the World Bank for Europe and Central Asia, and Co-Deputy Director of the
World Development Report 2009 "Reshaping Economic Geography. Trained as
a labour economist, Truman has held several positions in operational departments of the World Bank since 1997. His work focuses primarily on the impact
of social insurance - pensions, unemployment insurance, disability benefits, and
health insurance - on household labour supply decisions, saving behaviour and
risk management. Truman has been a part of World Bank teams providing lending and analytical assistance to governments seeking to improve the coverage
and efficiency of education, health and social protection systems, in Latin
America and the Caribbean, East Asia, and most recently in the Balkans, Central
Europe and the Baltic countries. He currently leads a team helping the
Government of Latvia to put in place an emergency social safety net strategy to
meet the demands of households made vulnerable by the current economic crisis. Truman holds a Ph.D. in Economics from the University of Oxford in the
United Kingdom.
Kaspar Richter, World Bank economist based in Warsaw, coordinates the World
Bank’s economic report on the EU10 countries, published three times a year.
Over the last decade, he has worked on macroeconomics, public finance, regional development and poverty in central Europe, Russia, Tajikistan, Pakistan,
Thailand, Laos, East Timor and Benin. He has published papers in the American
Political Science Review, European Economic Review, Journal of Public
Economics, Journal of the European Economic Association, and World
Development. He holds a Ph.D in economics and a Master’s in econometrics and
mathematical economics from the London School of Economics, and diploma in
both economics and political science from the Freie Universitat Berlin.

Biography
Vasile Nicolae Olievschi, Senior Railway Specialist joined the World Bank in January
2006. He is currently involved in a variety of railway projects in five of the six
regions of the World Bank, being in charge with developing solutions for setting up
the legal and institutional framework for regulation and operation of railways on
commercial basis, concession of railway operation or reform of state-owned railway
companies, and modernisation of the railway infrastructure or rolling stock. He was
involved in investment projects, adjustment operations or railway sector evaluations
in Bulgaria, Serbia, Macedonia, Croatia, Slovakia, Poland, Egypt, Kenya, Saudi
Arabia, India, and Bangladesh. In 2007 he successfully finalised the negotiations
and the signature of a political agreement between the Governments from the
South-East European countries and the European Commission for the realisation of
a Regional Transport Area, which will allow the progressive development of a common railway transportation market for Western Balkan railways. Previously he held
senior management positions in the Romanian Ministry of Transport being responsible of the modernisation and the development of the new business oriented structure of the Romanian Railway. He worked actively until 2006 in the International
Union of Railways, as member of the Steering Committee of the Infrastructure
Commission (1995 – 1998) and president of the Information Technology
Committee (1998-2006).

Biography
Hido Biscevic took office as the first Secretary General of the Regional Cooperation Council
on 1 January 2008, following the appointment by the South East European Cooperation
Process (SEECP) Foreign Ministers in Zagreb on 10 May 2007. A Croatian diplomat, Mr
Biscevic previously served as the State Secretary for Political Affairs of the Ministry of
Foreign Affairs and European Integration of Croatia (2003-2007), Ambassador to the
Russian Federation (1997-2002), Assistant Minister for Foreign Affairs (1995-1997),
Ambassador to the Republic of Turkey, accredited to the Republic of Kazakhstan and the
Republic of Uzbekistan (1993-1995), Ambassador and Adviser to the Foreign Minister
(1992), and Head of Department for Asian and Arab Countries (1992). Before joining the
diplomatic service, Mr Biscevic was the Editor-in-Chief of the Vjesnik daily (1990-1992)
and Foreign Affairs Editor at the same newspaper (1985-1989). As the SEECP
Coordinator during the Croatian Chairmanship-in-Office in 2006/2007, Mr Biscevic
actively participated in bilateral and multilateral forums in South Eastern Europe and
intensively co-operated with the Stability Pact for South Eastern Europe. He took an active
part in international conferences on the Bosnia and Herzegovina Peace Accord in
1994/95. Mr Biscevic served as foreign affairs correspondent, columnist, journalist and
diplomat with assignments and wide experience in European affairs, South Eastern Europe
issues and relations, Euro-Asian relations, international security and Euro-Atlantic cooperation. As a journalist, observer, envoy and diplomat, he participated in numerous
international conferences and events. Mr Biscevic is author or co-author of several books,
including, EU for YOU - Functioning of the EU (Croatian Edition 2006, with Wolfgang
Böhm and Otmar Lahodynsky), Strategy of Chaos, on the start of dissolution of the former
Yugoslavia (1988), In the Name of Allah, on the Iranian Islamic revolution (1982), Blood
On the Water, on the Iraq-Iran war (1988), Time of Decision - A Palestinian Issue (1989),
as well as of numerous articles and political essays on international security and co-operation. Secretary General Biscevic graduated in International Politics and Journalism at the
Faculty of Political Science in Zagreb, Croatia. Apart from his mother tongue, he is fluent
in English and Russian. Mr Biscevic was born on 18 September 1951, in Sarajevo, Bosnia

coordinating the energy sector – electricity, oil and gas. Tudor Serban graduated in 1973 the Politechnic Institute Iasi, Faculty of Electrotechnic, Energy
Department. He has an impressive proffessional background in the energy sector, holding leading positions, including general director, within the IRE
Constanta Company on the period 1973-1999 and within the Energy

Biography
Mr Pavlovschi is currently director of the design & research division of Transgaz,
Romania’s national gas transmission company. He is also occupying the position of

Procurist within the “Nabucco Gas Pipeline International”. Mr Pavlovschi graduated
the University of Transilvania, Brasov – Faculty for Machinery Engineering - in
1991, and obtained a Masters degree in the exploitation and capitalization of natural gas in 1999. In may 2009 he got a Ph.D issued by the University “Lucian
Blaga” in Sibiu for material engineering. Mr Pavlovschi has a very rich experience in
the gas transmission business, his entire activity being linked to it. He started as
engineer within an important gas compressor station and occupied in time several
positions among which head of pipeline diagnosis and cathodic protection department, deputy director for gas pipelines’ exploitation, chief engineer for design &
research in the field of natural gas, director of the Nabucco Project Management
Unit, director of International Cooperation and PR and deputy director general of
Transgaz. Based on the experience acquired during his activity, Mr Pavlovschi was a
prolific writer of scientific, research works in the field of turboexpanders, rehabilitation of Romania’s national gas transmission system, pipeline diagnosis and corrosion protection and the strategic importance of the Nabucco project.
Budulan also has expertise in the energy market field, after working at the
Romanian Regulatory Authority for the Energy Market (ANRE) and in the administrative field. He was the prefect of Hunedoara County during 1996-1998.

Michael Green is a Senior Banker in the Natural Resources team of the European
Bank for Reconstruction and Development (EBRD). Michael commenced his career
with NatWest Markets, where he worked for eight years including a period from
1995 to 1998 as the Deputy Head of the bank's Moscow office. In 2001 he joined
Mizuho Corporate Bank, where he was responsible for the bank's leading role in the
Baku-Tbilisi-Ceyhan and Sakhalin II project financings and its relationships with the

a number of financings in both oil & gas and mining sectors. These have included

Claudio Zito is holding the position of CEO & Country Manager of Enel Romania. He
runs all the operations and implements the strategic goals and objectives of the company in Romania. Mr Zito graduated cum laudae the Faculty of Business Administration
within the University of Naples, Italy and the Master in Petroleum Sciences within
Oxford University, UK. Before joining the Enel Group Mr Zito was Director of ICT and of

Mr Adrian Baicusi was appointed Director General of the Romanian Power Grid
Company Traselectrica on January 21, 2009, after having formerly been general
manager for Siemens Romania between 2003-2008 and general manager of
German company Depenbrock Bau from 2008 to 2009. He had previously joined
OMV Romania as financial director and executive director (1999-2003). Between
1995 – 1997 Mr Baicusi coordinated the department for methodology and synthesis of the Agency for Restructuring by the Government of Romania, and was
involved in over 50 projects for assessment and feasibility studies in various industrial sectors. Mr Baicusi is a 1988 graduate from the Academy of Economic Studies
and got the MBA from Harvard Business School in 1993. Mr Adrian Baicusi is the

PhD. Eng. Pompiliu Budulan is the Director General of Nuclearelectrica SA. He is in
charge of coordinating the production and development activities of Cernavoda
Nuclear Power Plant and Pitesti Nuclear Fuel Plant. At the same time, Mr Budulan
is member of the Board of EnergoNuclear, a company which is responsible for the
construction of Cernavoda NPP Units 3 and 4. His academic experience consists of
the Faculty of Equipment and Installations, Faculty of Economics, and a Ph.D degree
in Power Engineering. Mr Budulan gained his professional experience as Secretary of
State for the Ministry of Industry and Resources in 2001, following which he held

Lars Kolte is the Chairman of the Governing Board of the Council of Europe
Development Bank. In parallel he is Chief Negotiator for Denmark in a major
European Science Project as well as Financial Advisor and University Professor of
International Finance. He is an economist by training and has worked in Central
Banking, Government, European Commission, and Private Banking. He has been
heading a number of institutions and Boards, including the World Association of

Born 26/03/1960. Starting with July 2008 she has been holding the position of
Vice-President for GDF SUEZ, being in-charge with the regional development of the
Group. She graduated Academy of Economic Studies of Bucharest; she has a Masters
in Economy from the Paris University Dauphine, France. At the beginning of her
career she worked for the Romanian Administration – Ministry of Finance, holding
positions as General Manger and Joint Minister charged with the Romanian authorities’ relations with the international financial institutions and the negotiations for
European Union application. As a high ranking diplomat, she was a member of the
Administrative Council of several international financial institutions, such as The
Black Sea Trade and Development Bank and the Council of Europe Development
Bank. She was assigned by the Romanian Government to be part of various commissions for privatisation and administrative councils of big companies. In 2001,
Valentina Siclovan was named Vice-President of the Black Sea Trade and
Development Bank and the Council of Europe Development Bank, having as main
responsibility to identify opportunities of projects development and financing in six
countries within the Balkan and Black Sea region (Romania, Bulgaria, Albania,
Turkey, Greece, Azerbaijan), having as main partners for dialogue governmental
authorities, as well as private entrepreneurs. The targeted sectors were: infrastructure, energy, telecommunication, the PME. During her mandate the bank portfolio
has been increased from 12 million dollar to 600 million dollar, while a very important profit was obtained only few years after the bank’s creation, a fact that was particularly appreciated by the banking agencies.

Development Division and Head of the OECD Investment Compact for South East
Europe. In both developing and transition economies, Mr Nolan worked for nine
years with the United Nations on issues of industrial development, investment
attraction and related policy development. With the OECD he has specialised on the
analysis of policy on entrepreneurship and SME development, being the author of a
widely sold OECD book “Entrepreneurship and Local Economic Development:
Programme and Policy Recommendations”. He is the co-author of two books on business incubation as well as an edited volume dealing with methodological issues in
the evaluation of public policy. He is currently managing a major study entitled the
Investment Reform Index 2009. This publication, which covers ten economies in
South East Europe, examines policy reforms and institutional settings in eight
dimensions of public policy that have a critical impact on the climate for direct
investment. The study is due to be launched in early 2010.
Development (EBRD)'s Financial Institutions Group in London. He is involved in
the financing of the SME sector in Romania and many other EBRD countries of
operation. He is also the Mortgage Co-ordinator for the mortgage transactions
of the EBRD. Mr Tanase is also very much involved in the Bank's projects in some
CEE countries, with particular focus on Romania, Serbia and the Republic of
Moldova. His own experience in the SME sector is derived from the many SME
credit lines successfully implemented in Romania, Republic of Moldova and
Serbia. Mr Tanase was also in charge of various technical assistance programs
for EBRD’s partners in the region. In addition, he was also involved in the preparation of draft legislation in such countries as the Republic of Moldova and
Mongolia. Alex Tanase holds a PhD in banking. His professional experience
spans over 35 years in foreign trade, finance, macro-economic policies and ultimately in banking over the last 17 years. Before his current assignment with
EBRD, Mr Tanase’s previous jobs were with the International Monetary Fund in
Washington DC (1990-1992), Banca Comerciala Romana (currently part of
Erste Group) and Ministry of Finance in Romania.

Carmen Raluca Ipate is Policy Officer in the Directorate General Enterprise and
Industry, European Commission, in charge of coordinating the activities on enterprise and industrial policy with candidate and potential candidate countries in the
Western Balkans. Among her current tasks are the coordination of the process on
the European Charter for Small Enterprises and the pre-accession activities. Before
taking up the current position with the European Commission, Mrs Raluca Ipate
worked as an Assistant Lecturer in the Academy of Economic Studies in Bucharest,
Faculty of International Business and Economics since 2003. She was also involved
in different projects on business environment with the Group of Applied Economics
and the Romanian Centre for Economic Policies.
Biography
Sanjin Arifagic is the Senior Expert on Economic and Social Development at the
Regional Cooperation Council where he heads the Economic and Social
Development Unit. Mr Arifagic provides strategic leadership to the organisation’s involvement in this area of expertise in the region of Southeast Europe.
In his current capacity, Mr. Arifagic oversees RCC’s activities that focus on private sector development, investment promotion, public private partnerships,
free trade, ICT, social dialogue, employment policy and public health. Before
joining the RCC, Mr Arifagic was a managing director of a boutique investment
bank operating in the SEE region. He has also worked as a business development officer and project manager at the International Finance Corporation/The
World Bank Group and as a consultant for IBM Management Consulting Services
and PricewaterhouseCoopers. He has worked extensively with both public and
private sector clients in the area of privatisation, restructuring, corporate governance and mergers and acquisitions. Mr Arifagic studied Economics and
Development at the University of Sarajevo and University of London and holds
an MBA from the IEDC Bled School of Management.

Gary Bond is Director, Monitoring and Impact Assessment, Chief Economist Office at
the EBRD. Till June 2008 he was Director of Official Co-financing Unit at the EBRD.
From 1996 to 2000 he was Manager of Technical Assistance and Trust Funds at the
International Finance Corporation in Washington DC. Previously he worked in IFC
investment activities in the Asia region and has worked as a consultant to the World
Bank. He holds a PhD in macroeconomics from the Australian National University.

Mark Allen is the former Director for Policy Development and Review Department at the
International Monetary Fund (2003-2008). He is currently Senior Resident
Representative and since June 2009 heads the IMF’s Regional Office for Central and
Eastern Europe. He joined the IMF staff in 1974, after studying at Cambridge, Yale, and
the “Karl Marx” Higher Economics Institute, Sofia. Assignments included representing
the IMF in Geneva (1978-9), participating in the Fund's China team (1980-83), Division
Chief for Nigeria and several other West African countries (1985-88), heading the work
on international capital markets (1988-90), Senior Resident Representative in Poland
(1990-1993), Senior Advisor working in particular on the Fund's response to capital
market crises and engagement with private and official creditors (1993-6), and Senior
Resident Representative in Hungary (1996-1998). As Deputy Director and then Director
of the Policy Development and Review Department, he supervised a broad range of policy work, including the sovereign debt restructuring mechanism, debt sustainability, and
the revision of the Fund's surveillance mandate. He represented the Fund at the G-7 and

Cristian Popa (b. 1964) is Deputy Governor of the National Bank of Romania
(NBR). In this capacity, he coordinates monetary and exchange rate policy,
research, publications, econometric modeling and forecasting, EU affairs and
international relations. His responsibilities include heading the NBR task force
responsible for inflation targeting, as well as coordinating NBR participation in the
sovereign ratings agency and investment bank dialogue, and actively participating in negotiations and day-to-day work with the EU, IMF, World Bank, EBRD and
other IFIs. Dr Popa is vice-president of the NBR Monetary Policy and Supervision
Committees and a member of its Board of Administration. Dr. Popa additionally
serves as alternate World Bank governor for Romania and as member of the ECB
International Relations Committee and of the Economic and Financial Committee,
as well as accompanying person/alternate member of the ECB General Council. He
also sits on the editorial boards of the Romanian Journal of European Affairs and

worked for the International Monetary Fund between 1986 and mid-2008, with

Valerio Calzolaio was born in Recanati in 1956. He obtained a University degree in
Political Sciences in 1979. He was elected to the Italian Parliament on 1992,
1994, 1996 and 2001. He was deputy-minister in the Environmental Ministry during the three center-left governments from 1996 to 2001. He was President of
UNCCD COP 1 in Rome (1997), President of UNCCD Annex IV (1998-2000),
Member of UNCCD Panel of Eminent Personalities (2001-2003). He participates as
Head of Delegation to UNCCD COP from COP 1 to COP 4 and to the UNCCD’s
Parliamentarians Forum during COP 6. He participated COP 8 collaborating to the
IYDD report. Besides his commitments as politician, he carried out law research
activities at the Universities of Paris (1982) and Exeter (1984). He was lecturer on

Milena Messori is the Head of European Investment Bank (EIB) Bucharest Office. She
joined the EIB in 2003 as Credit Officer and later became Investment Officer on private equity deals in the Middle East and Northern Africa countries. Before joining

Fani Kallianou is currently working as an analyst in the Energy Efficiency and
Climate Change team of the European Bank for Reconstruction and Development
(EBRD), responsible for the statistical analysis of the EBRD Sustainable Energy
Initiative (SEI) activities and results. Additionally Fani is in charge of the team's
cooperation on donor activities and leads the Energy Efficiency Audits Programme
for the Corporate sector. She is also responsible for the development and enhancement of the internal and external visibility of the SEI activities. Fani has worked at
the EBRD since 2004. She firstly started as a stagiaire of DG Economic and Financial
Affairs for the European Commission and reported directly to the EC Executive
Director of the EBRD in HQ. From March 2005 to November 2007, Fani worked as
a Senior Project Officer for the EBRD TurnAround Management (TAM) & Business
Advisory Services (BAS) Programme which is focussed on private sector development in the EBRD region. Previous to the EBRD, Fani worked at Citigroup as a
Specialist for Supporting the European Cash Management department. Fani
Kallianou holds a Bachelor in Economics and a Master of International Business
Economics from City University, London, United Kingdom. Apart from English, Fani

Jacquelin Ligot is an independent consultant specialising in all financing issues
related to sustainable energy and climate mitigation. Jacquelin Ligot has spent the
most of his twenty-year career in finance and project financing. Between 1994 and
2008, he was a banker at the European Bank for Reconstruction and Development
(EBRD) in London, an international financial institution which helps build market
economies in 29 central and eastern European and Former Soviet Union and Turkey.
From 1995 till 2000 he worked on municipal infrastructure transactions. Between
2000 and 2008 he was head of EBRD's Energy Efficiency and Climate Change
Team, which has responsibility for all sustainable energy activities and investments
of EBRD, including carbon credit transactions. Prior to EBRD he was a senior official in the finance department of the City of Paris. Besides his consulting activities,
Jacquelin Ligot is collaborating with IDEAcarbon/The Carbon rating Agency, which
assesses the risks of carbon credit transactions, and he is a Supervisory Board member of Global Carbon BV, a firm specialising in developing Joint Implementation
projects. Mr. Ligot is a graduate of Paris-based Institut d'Etudes Politiques (SciencesPo), and Ecole Nationale d'Administration (ENA), and holds an MBA from London

Mr Mihai David was appointed General Manager of Hidroelectrica on July, 15,
2009. Among his main responsibilities are ensuring the company’s management
mandate-based, representing the company in relation to third parties and applying
strategies and development policies. Furthermore, he ensures the technical, financial and legal control of the activities within the company. Mr Mihai David is part of
Romania’s new generation of managers, constantly seeking to improve his abilities
and synchronize with the latest management strategies. His training includes specialising in Airline Company Management and in International Marketing in Canada
and is currently enrolled in a Ph.D. program with the thesis “Regional Development
Management". Mr Mihai David’s work experience ranges from President of The
National Agency for Regional Development in 2000-2001, State Councillor during

Eugenio Ferro is the Energy and Climate Change Business Unit Manager for MWH
European Operations. In his role he is responsible for developing and delivering sustainable energy services to industrial clients, International Finance Institutions and
Municipalities. Eugenio graduated in 1994 in Environmental Engineering at the
University of Genoa, and spent the first part of his career in the industrial sector, working as Environmental Engineer and then as Corporate Energy Manager for
STMicroelectronic, a Multinational Company, worldwide leader in the semiconductor sector. In 2002, Eugenio joined MWH, where he worked as Project Manager in Italy and the
UK, with responsibilities for energy and climate change projects. He gained a vast international experience working over Europe, USA, Far-East and Africa in different industrial sector, and has matured a robust experience in developing energy projects, greenhouse gas reduction programmes, carbon roadmaps and other projects under the Kyoto
protocol Mechanisms. Eugenio has extensive knowledge of EBRD projects in the area of
energy efficiency, power generation, renewable energy and is the Project manager for
the “Energy Audits and Energy Management Training Programme” framework agreement, funded by the Central European Initiative. His remarkable contribution to environmental improvements in industrial sector was recognised by an EPA award for

Biography
Hubert Cottogni has been working in the European Investment Fund since 2006,
when he joined as Deputy Head of JEREMIE. In October 2008, he became Head of
the Regional Business Development Unit. As of September 2009, the EIF’s Regional
Business Development Unit handles the implementation of nine regional and
national JEREMIE mandates, with a cumulative funding in excess of 1 billion EUR.
Prior to EIF, he worked from 1995 to 1999 as Director of Telecom Austria AG and
as Senior Banker in the European Investment Bank in Luxemburg and Rome, and
from 1987 to 1995 in Creditanstalt AG in London. He gathered extensive experience on the project finance in the telecommunications and energy sectors, longterm financing to the private industrial sector as well as on Global loan financing.

JEREMIE Initiative in Central Europe
Ms Cristu has been Executive Director at S.C. Crifal Invest for 14 years (19942008). She is Counsellor in the General Council of Bucharest City from 2009. She
acts as Secretary of State for the Ministry of SMEs, Trade and Business Environment
(since October, 2009). Ms Cristu has underwent studies at the Technical University
of Constructions Bucharest in the period 1981-1987. Her post-university Studies
are in Seismic Engineering, 1989. Ms Cristu also holds a Master Diploma in Modern
Governance and European Integration, SNSPA Bucharest, 2008.

Biography
Georg Buchtela is Head of the Patent and Licensing Department of AWS, Austria
Wirtschaftsservice. He is responsible for all patent related operations of AWS. His
department is involved in more than 100 priority filings each year. AWS holds
patents in Europe, both Americas as well as in Far and Mid East. AWS runs special
programmes in respect to market innovation, to defend against counterfeits and for
patent litigation. These programmes include financial, operational, and awareness
measures. The clients of the programmes are nearly all Austrian Universities, PROs,
other parts of the public sector and business organisations including SME. The
patent related activities of AWS are financed by various Austrian ministries, specially the Ministry of Labour, by PROs, by European funded Projects and fees of
clients. Due to its University related activities aws is Austrian leading transfer office
of academia inventions. Additionally the Patent and Licensing Department of AWS
developed in the most important hub for commercialising patent of research patents
in general during the recent years. Georg Buchtela is directly involved in patent policy and co-ordination of intellectual property exploitation programmes which
includes several nationwide but also international activities. (A list of international
projects can be provided). After a career in research Georg worked in consultancy
and power producing companies. Since ten years he has been active in Technology
Transfer. His main focus is the intersection of new ideas and their technical and
organisational realisation.

Biography
Vesa Vanhanen is deputy head of the unit “Financing Innovation and SMEs” at the
Directorate-General for Enterprise and Industry, European Commission. His areas of
expertise include policy development and coordination on venture capital, banking
and financial markets. Previously he has worked for the Directorate-General for
Education and Culture of the European Commission, and for the Market Operations
Department of the Bank of Finland in Helsinki. He has also provided technical assistance for the International Monetary Fund in several developing countries. Dr
Vanhanen holds a Doctorate of Philosophy from the University of Kent, an MBA from
the University of Pennsylvania (Wharton) and a Master of Social Sciences from the
University of Helsinki.

Michael Guth has a degree in political economics and business management. In 1991
he joined ZENIT where he started as a consultant. In his current position as legal representative (Handlungsbevollmächtigter) in the field of regional innovation policies
his areas of specialisation are innovation strategies, business diversification as well as
the management of RTDI projects. Furthermore, Michael conducted and supervised
numerous evaluation studies for structural funds. In the field of policy consultancy he
is also specialised in local development and innovation issues. From 2001 – 2004
he managed the implementation of the regional programme with innovative actions
in Nordrhein-Westfalen (RPIA), a programme which was co-financed in the framework
of the ERDF innovative actions regulations. Michael was also member of a European
Commission's high level expert group on regional foresight activities launched by DG
RESEARCH. Michael has also gained huge experience in Eastern Europe. In Romania
he has been working during the last seven years in several regions on the development of regional structures fostering technology transfer and innovation. At national
level he is currently contributing as an expert to the elaboration of a cluster policy
strategy in Romania. He was also involved in a technology foresight project in
Moldova and in a technical assistance project in the Ukraine. Recently he was a speaker to a TAIEX workshop in Skopje, Macedonia, where he presented option for ajn efficient innovation policy in transition environments. Amongst his publications are several works about structural funds and innovation issues. A recent book (Guth, Michael
et al., 2007, Erfolgsdeterminanten für eine sozialintegrative regionale
Innovationspolitik, English title: Success factors for an inclusive regional innovation
policy) analyses different options for cluster policies for regions.

Biography
Lucian Sova, the National Coordinator of the Summit Economic Forum, is Senior Adviser
to the Minister of Economy. Until early October Lucian Sova was Secretary of State within the Ministry of Economy of Romania, coordinating the foreign relations and the inter
institutional liasons. Lucian Sova graduated in 1985 the University of Brasov, Faculty of
Mechanical Engineering, Road Motor Vehicles Department. He has a Ph.D. degree in electrical engineering from the University of Oradea. He had an outstanding career in both
private and public transport field, holding leading positions, including general director
in the Ministry of Transport, Public Works and Housing. In this position he was responsible with the adoption of the comunitary acquis in the national road transport legislation.
During his posting as secretary of state he was appointed by the Romanian authorities to
co-ordinate the CEI events under the responsibility of the Ministry of Economy of
Romania, respectively the Roundtable of the Ministers of Economic Sectors and the
Summit Economic Forum, and is currently holding the title of SEF National Coordinator.

Biography
Gerhard Pfanzelter, born in 1943 in Innsbruck (Austria), is a prominent Austrian diplomat. In January 2009, he has taken up his duties as Alternate Secretary General of the
CEI Executive Secretariat after having served, from 1999 to 2008, as Permanent
Representative of Austria to the United Nations. On September 7, 1999, he presented
his credentials to the United Nations Secretary-General. In 2000 he served as VicePresident of the Economic and Social Council of the United Nations, and in 2002 he
became Vice-President of the 57th United Nations General Assembly. During the first
half of 2006 he chaired the European Union in New York during Austria's Presidency of
the Council of the European Union. Dr. Gerhard Pfanzelter has recently successfully led
Austria's campaign for a non-permanent seat in the Security Council for the period
2009-2010. Previously, from 1983 to 1989, Gerhard Pfanzelter had served as
Austria's Ambassador to Senegal, Gambia, Cape Verde, Guinea-Bissau, Mali, Guinea and
Mauritania. He then was appointed Ambassador to Syria for a four-year term, ending in
1993, when he became Head of the Department for International Organizations in the
Federal Ministry of Foreign Affairs.Ambassador Pfanzelter started his diplomatic career
in Rome. He has a law degree obtained at the University of Innsbruck and an M.A. in
International Relations from the School of Advanced International Studies in Washington
D.C.

Biography
Graduated both as engineer and economist, Mr Cosnita is responsible for the technology promotion project as a consultant for the GTZ, he organised and facilitated
various seminars and workshops in the field of technology transfer and innovation
and organised the concept and implementation of the Software Business Incubator
of the Technical University in Timisoara. Since the summer 2003 Mr Cosnita has
been involved in the GTZ wood related activities in the region Brasov-Covasna and
is currently supporting the building up of a wood cluster in the region in the frame
of a FP7 project, “Pro Wood”. He is also involved as an expert in the cluster mapping process currently performed by the Romanian Ministry for Economy. In addition
to that Daniel was member of the Commission’s expert group TRANSVISION on
regional foresight for neighbouring regions sharing a common border.

Biography
Adriean Videanu is the Minister of Economy of Romania. Mr Videanu held the mandate of General Mayor of Bucharest between 2005 and 2008. On the period 20042005 he was viceprim-minister in charge of the economic affairs. Mr Adriean
Videanu is also an important politician, Member of the Parliament, the primvicepresident of the Democrat-Liberal Party, holding a vast experience on the political stage since 1990. Before joining the public sector, Adriean Videanu was the
president of the TitanMar Company. In 1987 Adriean Videanu graduated the
Politechnic Institute of Bucharest, Faculty of Transport.
Richard is the Director of Official Co-financing Unit at EBRD responsible for the
Bank’s technical assistance and grant investment cooperation programmes with
international donors. He joined EBRD in 2003 as Adviser to the Board Director for
the European Commission. In 2006, Richard moved to the Energy Efficiency &
Climate Change Team in Banking. He transferred to the role of Senior Manager &
Policy Advisor, Official Co-Financing Unit in May of last year and was promoted to
Director, Official Co-Financing in October 2009. Prior to joining the EBRD, Richard
worked at HM Treasury as a Policy analyst before being seconded to the Cabinet of
Chris Patten, European Commissioner for External Relations. Richard holds an MPhil
in Russian and East European Studies from Oxford University.

CN Transelectrica SA
Transelectrica is the Romanian Transmission and System Operator (TSO)
with a key strategic role in the Romanian electricity market. It manages and
operates the electricity power system
and transmission grid, providing transmission services for electricity transactions among Central and South –
Eastern countries, as a member of
ENTSO-E (European Network of Transmission System Operators for Electricity). Transelectrica ensures the stable and reliable operation of the
Romanian Power System (RPS) and is responsible for electricity transmission services, power system and wholesale electricity market operations,
and electricity transmission grid and market infrastructure development. It
guarantees a regulated third party access to the Romanian electricity
transmission network under transparent, non-discriminatory and fair conditions to all market participants, while also serving as the physical main

Transmission and System Operator of the Romanian Power System;
Electricity Balancing Market Operator; Commercial Operator of the electricity market, through its legal subsidiary OPCOM; Metering Operator of

SN Nuclearelectrica SA
Societatea Nationala Nuclearelectrica (SNN) SA was set up
in July 1998. Nuclearelectrica's main mission is the production of electricity and thermal power using nuclear fission, as well as the manufacturing of nuclear fuel, ensuring
high safety, efficiency and
respect towards the environment and the population. The
management of Nuclearelectrica has its headquarters located in Bucharest where it coordinates the
activity of its two branches: a) Cernavoda NPP, which is responsible for the
operation of the Cernavoda NPP’s Units 1 and 2 and b) The Nuclear Fuel
Plant (FCN) in Pitesti, which is the qualified manufacturer of CANDU 6 type
nuclear fuel bundles. The CANDU type reactor (Canadian Deuterium
Uranium) which uses heavy water of nuclear purity as moderator and natural uranium as fuel was chosen to equip Units 1 and 2 of the Cernavoda
NPP due to its excellent economic and nuclear safety features. Unit 1 is the
first nuclear reactor commissioned in Romania, which began its commercial operation on December 1996, followed by Unit 2 on October 2,
2007. At present, the two units ensure about 18% of Romania’s total electricity demand. Nuclearelectrica’s values are: Safety - nuclear safety is the
major priority; Respect for the environment - a clean environment for
future generations; Efficiency - remarkable results with minimum costs;
Trust - nuclear power can ensure the present and future energy demands of
mankind; Transparency - achieving a permanent, transparent and open

SNGN Romgaz SA
Complexul Energetic Turceni
Romgaz is a joint stock company of
national interest; the state, through the
Ministry of Economy, is the majority
shareholder. Romgaz carries out geological rounds of research for the discovery
of new gas reservoirs, produces methane
gas by means of exploiting the reservoirs
from the company’s portfolio, stores gas
in UGSs and provides services for gas
fields in order to optimize their performance. Romgaz is the sole state owned
company which fulfilled all economical
growth conditions and which was placed among the biggest companies in
Romania. In accordance with the development strategy of the company,
investments will be mainly made for geological research. Moreover, the
company’s prospects aim at upgrading the natural gas underground storage capacity both by means of its own resources and through partnerships
with major international companies.
The profile of Complexul Energetic
Turceni is the production of power
energy based on lignite. Included
entities: Turceni Power Plant with an
available power of about 1980 MW
(6 units x 330 MW ); Jilt Sud and
Jilt Nord Quarries with a production
capacity of about 6,000,000 to/
year; Tehomir Underground Mine
with a production capacity of about
400,000 to/year. With a medium monthly output of 550 GWh, Complexul
Energetic Turceni - the reference point in the energy industry - covers over
12% of the energy consumption in the system, offering for sale the
biggest quantity of energy among all the producers of the coal branches.
Complexul Energetic Rovinari
Power plant SC Complexul
Energetic Rovinari SA is located 25 km S-W from Targu Jiu
and next to the town Rovinari
very close to the coal pits
Rovinari, Tismana and Pinoasa. According to the way it is
physically positioned, the
power plant is directly fueled, which is unique in Romania. This enables the
plant to transform directly into energy the huge amounts of coal from the
pits, which are included in the company ensuring minimum transportation
of the coal by conveyer belts. This significantly reduces the costs for coal
transport. Revealingly, the power plant Rovinari is the sole Romanian
power plant without railroad costs. Mining perimeters from the Rovinari
Coal Field are located in the southeast side of Tg-Jiu Town, Gorj County on
the right side of the Jiu River. The main objectives of the SC Complexul
Energetic Rovinari SA are: desulphurization plants for all units to be able
to respect the EU environmental laws; raising the performance of the electrical precipitator at a value less then 50 mg dust/Nm3 flue gas; the building of a new unit of 400-500 MW on the location of unit 1 and 2, which
will be demolished; the strengthening of the company’s position on the
energy market by ensuring it with long term energy delivery contracts;
continuous efficiency increase of all units by rehabilitation and the modernisation of equipments; continuing rehabilitation and modernisation for
mining equipments as well as optimisation of dispatches for lignite
exploitation process to reduce all costs; up-grade of mining technologies to
attend the designed output capacities in order to provide all power plant
coal requirement in the future; extension of Quality Assurance
Management to mining activity; the implementation of management system for environment protection, safety and healthy of work.
SNTGN Transgaz SA
Transgaz SA aims at
the achievement of
the national strategy
on: transmission, international transit,
natural gas dispatching, and researchdesign in the field of natural gas transmission by performing, under the
Romanian legislation, commercial deeds proper to its object of activity
agreed in its Bylaws. For the support of the main object of activity Transgaz
SA may complementary perform other related activities, in compliance
with the legislation in effect and with its own Bylaws, except for the purchasing and trading of natural gas from domestic production or import.
Transgaz SA is the technical operator of the national gas transmission system and it is responsible for its operation under quality, safety, efficiency
and environmental conditions.

SC Complexul Energetic Craiova SA has
been founded on 01 april 2004 on the
basis of Government Decision No. 103/
2004 regarding some measures for lignite-based electrical and thermal energy
production reorganization, by merging of
two thermal power plants Isalnita T PP and
Craiova II CHPP and integration of lignite
open pits exploitation Prigoria part of former National Lignite Company Oltenia. Total installed electrical power of
the company is 930 MW. Thus, CEN Craiova obtained over 40 years of
experience in operation of lignite fired power plants. The inbuilt capacity
represents 7% of the total inbuilt capacity of Romania and 25% of the
domestic lignite fired capacities. Over 60% of the electricity generated by
the power plants is already sold on the open market to large industrial
players such as PETROM, SNLO ARPECHIM. A significant portion (37%) of
the electricity generation is sold on the regulated electricity market.

The Central European Initiative (CEI) comprises 18 Member States. Membership extends over a territory of 2.4
million square kilometres with a population of nearly 260 million. From the very beginning, the main aim of the
Initiative has been to help transition countries in Central and Eastern Europe in their journey towards further
integration with EU structures. Although the CEI is not a major donor organisation, it has several funds which are used
to promote projects in a number of sectors. The accession of five CEI Member States to the EU in May 2004, and
of Bulgaria and Romania in January 2007, has shifted the CEI focus towards those Member States remaining
outside the EU. By developing and implementing various projects and programmes, the CEI assists its Member States in a concrete
and demand-driven manner.
