MODI TALKS TOUGH ON KASHMIR UNREST Unity & love are basic mantras to address troubles: PM New Delhi, Aug 28 (PTI): Prime Minister Narendra Modi today said Ekta (unity) and Mamata (love) are the basic mantras for addressing the Kashmir problem even as he slammed those pushing children to create unrest, saying they will have to give answers to those innocent kids some day. He emphasised that if any life is lost in Kashmir, whether of any youth or any securityman, that loss is ours, of our own country. Speaking on the unrest in the valley in his monthly radio programme ‘Mann Ki Baat’, Modi said, ‘From the interactions I had with all parties on Kashmir, one thing emerged from those, which can be put in simple words as Ekta and Mamata. These two things were the basic mantra.’ He said all the political parties had spoken in one voice on Kashmir, sending out a ‘message to the world as well as separatist forces’ besides conveying ‘our sentiments to the people of Kashmir’. He equated it to the passage of 12 coaches of express train derail in Kerala Kochi, Aug 28 (PTI): Twelve coaches of Thiruvananthapuram-Mangalore express derailed in the wee hours today near Karukutty station, around 45 kms from here, Southern Railway said. No casualties were reported in the incident. The incident took place around 2.30 am when the 16347 express train derailed between Aluva and Karukutty stations in Ernakulam district after leaving from Thiruvanathapuram at 8.40 pm yesterday, a Southern Railway spokesman said. Following the incident, buses and local trains were arranged to ferry the stranded passengers to Kochi and Thrissur. Traffic on both the lines of the route is affected due to the derailment and six to 10 hours are expected to complete the repair works of the damaged tracks on Ernakulam-Thrissur route, he said. CISF gears up to thwart terror strikes at airports Hyderabad, Aug 28 (PTI): The Central Industrial Task Force has deployed quick reaction teams (QRTs) at airports, trained its personnel and strengthened its capability to counter terror strikes. We are gearing up to counter any attack in the manner of Istanbul or Brussels (terror attacks). Our people are already trained. We have deployed QRTs behind bullet-resistant (bullet-proof) ‘morchas’, so that if terror elements fire they will not be able to get us, a senior CISF official said. After the Istanbul and Brussels incidents, the CISF has formulated strategies to thwart such attacks at Indian airports guarded by it. With the recent attacks in Brussels and Istanbul, attacks from the cityside have become more prominent. So, we are devising ways and means to counter such attacks, the official said. We have started checking at the ‘nakas’ now. ‘This country is very big, full of diversities. To keep it united, it is the responsibility of all of us, as individual citizens, as a society and as a government, to strengthen the unity’ landmark GST Bill by Parliament for which all the parties came together. ‘It is the view of all of us, the view of 125 crore people from a pradhan of a village to the Prime Minister, that if any life is lost in Kashmir, whether of any youth or any securityman, that loss is ours, our own country,’ Modi said. At the same time, he slammed those people who push small children to try to create unrest in Kashmir’, saying ‘some day, they will have to give answers to these innocent children’. The Prime Minister’s remarks came a day after Jammu and Kashmir Chief MInister Mehbooba Mufti met him and presented a three-pronged action plan’ that includes dialogue with all stakeholders. This country is very big, full of diversities. To keep it united, it is the responsibility of all of us, as individual citizens, as a society and as a government, to strengthen the unity as much as we can, highlight it as much as we can. Only then can the nation achieve its bright future. I have confidence in the power of 125 crore people of the country,’ Modi said. During the 35-minute programme, the Prime Minister also referred to the recent Olympic Games and hailed the girl power as he referred to medal winners -- shuttler P V Sindhu and wrestler Sakshi. He also hailed gymnast Dipa Karmakar, who missed a medal by a narrow margin. He said Indian participants in other events like hockey, shooting and boxing also performed well. ‘But my countrymen, we need to do a lot more. But if we continue doing what we have been doing, then perhaps we will again be disappointed,’ he said while mentioning about thousands of messages to him from people who wanted him to speak on the subject of sports in view of poor performance in Rio Olympics as they were badly disappointed. In this context, he referred to his recent announcement to form a Task Force under which the government will go deep into the subject, study the best practices in the world and prepare a roadmap for the next three Olympic Games in 2020, 2024 and 2028. ‘We have to formulate a longterm programme,’ he said. The Prime Minister asked state governments also to form such committees to see what could be done to improve performances in sports. He said states can also send their suggestions to the Centre in this regard. He said associations linked to sports should also do brain-storming in an unbiased manner. Modi invited even individual citizens, with interest in sports, to write to him or the government. Govt may advance Parliament session SUNDAY MORNING BLUES Keen to get GST laws approved A tanker belonging to a private oil company turned turtle after slamming into the median at Sardar Patel Road, Adyar, in the wee hours of today, resulting in traffic snarls for a while. There were no casualties, said police sources. Photo: C SANTHOSH New Delhi, Aug 28 (PTI): Eager to meet the 1 April target to roll out the landmark Goods and Services Tax (GST), the government may advance Winter Session of Parliament by a fortnight to get supporting legislations passed, leaving sufficient time for implementation of the new indirect tax regime. Winter Session of Parliament is normally convened in the third or fourth week of November but this year the government is looking at starting the month-long session immediately after the end of festive season. An early Winter Session would help get the Central GST (CGST) and Integrated GST (IGST) legislations, that will pave way for the Goods and Services Tax (GST), to be approved within November or latest by early December, government officials said. The two are supporting legislations to the Constitutional Amendment Bill approved in the Monsoon Session of Parliament. Requiring ratification by half of the 31 states for it to become a law, the Constitution Amendment Bill has already been ratified by 8 state assemblies including Assam, Bihar, Chhattisgarh, Jharkhand, Himachal Pradesh, Gujarat, Delhi and Madhya Pradesh. Maharashtra and Haryana are likely to follow suit soon and the requisite numbers may be in place by September, an official said. ‘With required number of states ratifying the Bill, there is a thinking that the Winter Session should be advanced to around 9 or 10 November, after the festivities, including Chhath Puja,’ he said. One more jewel in ISRO’s crown Flight test of scramjet engine technology successful NT Bureau Chennai, Aug 28: The first experimental mission of ISRO’s Scramjet Engine towards the realisation of an Air Breathing Propulsion System was successfully conducted today from Satish Dhawan Space Centre SHAR, Sriharikota, about 100 km from here. After a smooth countdown of 12 hours, the solid rocket booster carrying the Scramjet Engines, with a lift mass off 3,277 kg, lifted off at 0600 hrs. With this India became the fourth country to demonstrate the flight testing of Scramjet Engine. ‘The successful technology demonstration of air-breathing Scramjet engines in flight by ISRO today was a modest yet important milestone in Prez congratulates President Pranab Mukherjee today congratulated the ISRO scientists for successfully test flighting the scramjet engine technology. ‘Hearty congratulations ISRO on successful test of futuristic scramjet rocket engine, India is proud of you’, the President tweeted. its endeavour to design and develop advanced air breathing engines including engines for ISRO’s future space transportation system’, ISRO sources said. The important flight events, like the burn out of booster rocket stage, ignition of second stage solid rocket, functioning of Scramjet engines for five seconds followed by burn out of the second stage took place exactly as planned. After a flight duration of about 300 seconds, the vehicle touched down in the Bay of Bengal, approximately 320 km from Sriharikota. The vehicle was successfully tracked during its flight from the ground stations at Sriharikota. With this flight, critical technologies such as ignition of air breathing engines at supersonic speed, holding the flame at supersonic speed, air intake mechanism and fuel injection systems have been successfully demonstrated. The Scramjet engine designed by ISRO uses Hydrogen as fuel and the Oxygen from the atmospheric air as the oxidiser. ‘Today’s test was the maiden short duration experimental test of ISRO’s Scramjet engine with a hypersonic flight at 6 Mach’. ISRO sources said. ISRO’s Advanced Technology Vehicle (ATV), which is an advanced sounding rocket, was the solid rocket booster used for today’s test of Scramjet engines at supersonic conditions. ATV carrying Scramjet engines weighed 3277 kg at lift-off. ATV was a two-stage spin stabilised launcher with identical solid motors (based on Rohini RH560 sounding rocket) as the first as well as the second stage (booster and sustainer). The twin Scramjet engines were mounted on the back of the second stage. Once the second stage reached the desired conditions for engine Start-up, necessary actions were initiated to ignite the Scramjet engines and they functioned for about five seconds. It may be recalled that, the Indian Space agency had on 23 May, successfully flight tested India’s first winged body aerospace vehicle operating in hypersonic flight regime. He continues to create waves on his radio show ’Sutta Kadhai’, that is aired to make his listeners smile, so they go to sleep with simple thoughts on his light-hearted banter and thought-provoking tales. But in real life, Senthil is far from reel. You don’t meet the on-screen vivacious guy, falling into trouble, telling lies or trying to impress his lady love. He isn’t filling y o u up with ‘stolen stories’ either. ‘I am shy and reserved. I get misunderstood for my reel life personality. When it comes to professional acting or being on air, it’s different. I work on my radio show when I am left alone,’ says Senthil Kumar. T The entrance of renovated Moulivakkam cemetery (Right) Moulivakkam Panchayat president S.Sadhasivam at the cemetery. People used it as a place to defecate and urinate.’ ‘When there was a meeting held by the Collector of Kancheepuram, I approached him with the problem. He decided to act upon it and the project was taken up at a cost of Rs 27 lakh,’ said Sadhasivam. He added that compound walls were constructed and nearly 200 loads of R PORU garbage was removed from the land. ‘We have a seating area now and saplings have been planted. It is more like a park now,’ added Sadhasivam. It was in a deplorable state making it impossible for anybody to bury their loved ones in peace,’ said Kishore S, a resident of Moulivakkam. -NT Bureau Being one of the first radio jockeys to make it big on small screen and later foray into films, Senthil says aspiring RJs must acquire skills to talk to listeners from the heart. ‘One must be expressive and be able to describe even the smallest of things. Through words you are painting a picture in the listeners mind.’ For this, Senthil says he observes a lot and weaves stories from everything around him. His ra- dio programme, Sutta Kadhai is aired on Radio Mirchi from 9 to 11 pm where he i r e h c Vela shares stories both real and fictitious with an aim to inspire. ‘This programme is for the listener to relax his/her mind after a stressful day. I do not want anyone to go to bed with a sad and heavy heart,’ he says. But at the back of his mind he must be stressed trying to steal a story a day! He is a resident of Velacheri. In a letter to Modi, she said the expert appraisal committee for River Valley and Hydroelectric projects of the Ministry of Environment, Forest and Climate Change, at its recent meeting had recommended a study on the proposal of Kerala ‘without obtaining the necessary comments’ from the Tamilnadu government’. ‘I write seeking your urgent intervention to withdraw the recommendations made by the Committee for grant of Standard Terms of Reference for conducting an Environmental Impact Assessment study on the proposal of Kerala government to build a dam across river Siruvani,’ she said. Stating that the river Siruvani is a ‘sub-tributary’ of the Cauvery, also an inter-state river, she recalled that in June 2012 she had written to the then Prime Minister Manmohan Singh to advise Kerala not to proceed with building the dam of 4.5 TMC ft across Siruvani for the Attappady Valley Irrigation Project as it would be in violation of Cauvery Water Disputes Tribunal’s Final Order. Objecting to the nod for the Rlys to start final work between MMC & BBJ Trains to be diverted from 6 Sept to 7 Oct to felicitate the project Chennai Division, Divisional Railway Manager, Anupam Sharma addressing mediapersons about the final phase of work between Moore Market Complex and Basin Bridge Junction in Chennai on Saturday. NT Bureau Chennai, Aug 28: The work for the provision of 5th and 6th line between Moore Market Complex (MMC) and Basin Bridge Junction (BBJ) has been sanctioned by the Railways at the cost of Rs 30.53 crore and the work is expected to be completed this financial year, said Chennai Division, Divisional Railway Manager, Anupam Sharma. Addressing mediapersons here on Saturday, he said the scope for this critical project includes remodeling of BBC and MMC yard, construction of two lines and two additional platforms at MMC. Indian Railways com- menced the final phase of the 5th and 6th line between MMC and BBJ, which will provide separate corridor for EMU trains towards Arakkonam direction to ensure un-interrupted movement of the sub-urban trains thereby reducing commuting time for the passengers besides enhancing the sectional capacity. ‘We are planning to increase the mobility for Mail/ Express and passenger trains terminating and originating at Chennai Central since a number of crossovers will be removed and higher speeds will be attained,’ Anupam said. It is to be noted that the MMC handles about HC direction to district admin Remove seal on SVS college of Homeopathy and Naturopathy Chennai, Aug 28 (PTI): The Madras High Court has directed the Villupuram district administration to remove within a week the lock and seal on a College of Homeopathy and Naturopathy, more than seven months after three of its girl students were found dead in a nearby well. Justice M Sathyanarayanan granted the relief to the management, on the basis of a letter from Villupuram district Collector favouring removal of the lock and seal now that the law and order situation had improved and students accommodated in alternative colleges. Three students were found dead inside a well about a km from the SVS college of Homeopathy and Naturopathy on 25 January. The students had purportedly left behind a signed note levelling serious allegations of extortion and torture against the management. College chairman Vasuki Subramanian and her son were arrested in connection with the incident, and the institution sealed following protests. Advocate S Duraisamy, counsel for the college, argued that further closure of the college premises was not necessary. On his part, the district Collector submitted a report to the court, saying ‘The college was sealed in public interest and to contain the tense situation that prevailed then. The intention of the district administration to seal the college was bona fide and was done in good faith.’ ‘The demands of the agitators, including alternative arrangements for students who lost their education in view of closure of college, have been complied with and the case is being dealt by CB-CID. Law and order situation is under control, and, therefore, the seals may be removed,’ the report said. 2 lakh passengers per day through 260 suburban EMU trains. This station also deals EMU from Arakkonam Junction and Gummidipundi Junction. But the movement of trains between MMC and BBJ is constrained as the tracks are shared with the express trains coming from the north. This situation is not only increasing the commuting time for passengers but also is posing a severe constraint in introduction of new trains and services. ‘To facilitate engineering works for the 5th and 6th line, many express trains originating from Southern Railway and other zonal railways running via Central station will be diverted via Perambur, Vysarpadi and Korukkupet stations with a stop at Perambur between 6 September and 7 October,’ Anupam said. The work will include changes in track layout, installation of new signalling arrangements and erection/ alignment of overhead traction equipment. The work was in progress without any disruption to train services for the past six months. The final phase of the work requires five hour traffic block between 11pm and 4 am and at MMC between 17 September and 19 September for a total 52 hours. ‘The final phase of execution will take place for 46 days between 23 August and 7 October. Passengers are requested to cooperate with the Railways for fast execution of the work,’ Anupam added. It was Mehbooba’s second meeting with Modi this month to resolve the Kashmir violence which has claimed 71 lives. After the meeting, Mehbooba spoke to reporters and blamed Pakistan for provoking youth in the Valley. She said, ‘If Pakistan has sympathy for Kashmiri youth, they shouldn’t provoke them to attack security camps or police stations. With the situation in Kashmir taking a turn for the worse in the last few days, Pakistan, instead of helping us, is trying to worsen the situation.’ She also advised Islamabad to take a leaf out if its former President Pervez Musharraf’s policy who had opined that the UN resolution on Kashmir had no space in the present world. CBI opposes bail plea of Marans The CBI strongly opposed anticipatory bail pleas of former Union Minister Dayanidhi Maran and his elder brother Kalanithi Maran in the Aircel-Maxis case. On Friday, the Delhi High Court appeared disinclined to interfere in the case involving former Marans, saying the matter was sub-judice in a competent court. A bench of Chief Justice G Rohini and Justice Sangita Dhingra Sehgal expressed this view while reserving its order on a PIL for directions to CBI to move the trial court for ‘attachment and forfeiture of shares and all the assets of Aircel Ltd’, as held by Maxis and its subsidiaries. During the brief hearing, advocate Amit Khemka, appearing for the petitioner society, said if the High Court was not going to interfere then he be given liberty to approach the trial court which be directed to hear him. The bench, however, said it will not say so and asked him to take appropriate remedies under the law. STATE Jaya hits out at MK, Stalin Turning the tables on DMK MLAs, who have been alleging that they were suspended only to prevent them from taking part in the discussions on demands for grants for police department, Chief Minister J Jayalalithaa on Monday said the opposition MLAs who have not been suspended, including its president M Karunanidhi, could have taken part in the debate on Monday if their concerns were genuine. Replying to the debate on demand for grants for the Home department, a portfolio that she holds, Jayalalithaa recalled how she had taken part in the discussion all alone when her party’s MLAs were suspended in 2006. ‘Does the DMK president have that kind of guts? Does the opposition leader (MK Stalin) have the guts? Karunanidhi should have taken part in the discussion,’ she said. Those who came, including a couple of former ministers, soon staged a walk-out, Jaya noted, adding that they could have taken part if their concerns were genuine. type of sugar found in some women’s breast milk may protect babies from a potentially life threatening bacterium, a new study has found. These bacteria, called Group B streptococcus, are a common cause of meningitis in newborns and the leading cause of infection in the first three months of life globally. The bug is carried naturally in the vagina and bowels by up to one in three women and can be transferred to the baby during childbirth or in breast milk. The new research at Imperial College London on 183 women in The Gambia found that naturally-occurring sugars in a woman’s breast milk may have protective effects against Group B streptococcus. Each woman’s breast milk contains a mixture of many different types of sugar, called human milk oligosaccharides, researchers said. These are not digested in the baby’s tummy and act as food for the ‘friendly bacteria’ in a baby’s intestine. The type of sugars a woman produces in her breast milk are partly dictated by her genetic make-up. A type of genetic system in particular, called the Lewis antigen system, plays an important role in determining breast milk sugars. The team tested all the mothers’ breast milk for the sugars that are known to be controlled by these Lewis genes. They also tested women and their babies for Group B streptococcus at birth, six days later, and then between 60 and 89 days after birth. They found women who produced breast milk sugars linked to the Lewis gene were less likely to have the bacteria in their gut, and their babies were also less likely to get the bacteria from their mothers at birth. In addition, among the babies who had the bacteria in their guts at birth, the infants whose mothers produced a specific sugar in their breast milk, called lacto-n- A type of genetic system in particular, called the Lewis antigen system, plays an important role in determining breast milk sugars difucohexaose I, were more likely to have cleared the bacteria from their body by 60-89 days after birth. This suggests this breast milk sugar, which is linked to the Lewis gene, may have a protective effect. The researchers then went on to show in the laboratory that breast milk containing this particular sugar - lacto-n-difucohexaose I - was better at killing the Group B streptococcus bacteria compared to breast milk without this specific sugar. The research was published in the journal Clinical and Translational Immunology. N ASA is planning to send a submarine to Saturn’s moon Titan in a bid to explore the depths of its largest ocean and search for signs of life. Researchers proposed that the submarine would carry instruments to measure the chemical composition of the ocean, the currents and tides and the structure of the ocean floor. The mast at the top would allow the submarine to communicate with Earth when it resurfaces. Since it would not be able to communicate when underwater, its search for life is planned to be fully autonomous. There are really two big reasons why we want to go to Titan, Jason Hartwig, a NASA cryogenics engineer, said at the NASA Innovative Advanced Concepts Symposium in the US. First, is to determine if hydrocarbon based life is possible on Titan, Hartwig was quoted as saying by ‘Inverse.com’. Also, as the only moon in our solar system with clouds and an atmosphere, Titan is very similar to Earth - apart from the extreme cold and oceans of liquid m e t h ane. The hidden in the methane sea may hold clues to how life evolved, and possibly even extraterrestrial microbes. The mission is still in its conceptual stages. Meanwhile, NASA’s Juno spacecraft has flown closer to Jupiter than any other space probe and sent back data and images of the giant of the solar system. Juno made its closest approach over Jupiter on Saturday at a NASA’s Juno spacecraft has flown closer to Jupiter than any other space probe and sent back data and images of the giant of the solar system distance of 4,200 km above the planet’s swirling clouds, a NASA news release said. Early indications are that everything worked as planned, said Rick Nybakken, Juno project manager at NASA’s Jet Propulsion Laboratory in Pasadena, California. The flyby brought the spacecraft closer to the planet than at any other time during its prime mission. It will take days for the data collected during the flyby to be received and even more time for scientists to comprehend it, said Scott Bolton, head of NASA’s Juno team. Bolton said Juno was sending intriguing early data returns. A handful of images are expected to be released the next couple of weeks. Enterprise CHENNAI SUNDAY 28 AUGUST 2016 5 CIL strike: Govt open to talks, says Goyal Unions present a set of demands including measures for containing price rise thru’ PDS New Delhi, Aug 28 (PTI): Ahead of the CIL workers’ proposed nation-wide stir on 2 September, Power Minister Piyush Goyal said healthy conversations are the way forward and the government is always open to discussions. The trade unions are slated to go on a nation-wide stir on 2 September to press for their various demands. ‘We believe as a government that healthy conversations and discussions are the way forward,’ Goyal said in a interview to PTI. Asserting that it is in the interest of everybody to talk, the Minister said ‘we are always open to discussing issues’. The Minister added that strikes will not offer any benefit to the employees, workmen or the nation. The strike comes at a time when Luxury car makers rush to bring in petrol variants New Delhi, Aug 28 (PTI): As demand for diesel variants of luxury cars and SUVs dips in the wake of pollution concerns, companies like Mercedes-Benz and Audi are rushing to bring in their petrol offerings to India. While Mercedes-Benz will make available petrol variants for all its models sold in India by next month so as to align with the demand shift, Audi is likely to complete such an exercise by the first quarter of next year. Tata Motors-owned JLR has also started working on a similar strategy. ‘We are working on future investment plans but they needed to be reworked and the most immediate action was adopting the petrol strategy,’ Audi India Head Joe King told PTI. He said reworking of the strategy was due to the shift in customer demand towards petrol from diesel vehicles in the wake of Supreme Court ban on diesel cars and SUVs with engine of 2,000 cc and above in Delhi-NCR and NGT order on similar lines. the country is eyeing an ambitious target of 1.5 billion tonnes of coal production by 2020. Of this, CIL, which accounts for over 80 per cent of the domestic output, is looking at one billion tonnes. Recently, Coal India (CIL) told the bourses: ‘We have received a communication for notice... for strike on 2 September.’ It added that efforts are being made for conciliation. PwC’s Kameswara Rao said that ‘given the lean demand and high coal stocks at plants and mines, the strike will have limited direct impact’. He further said the dynamics are changing with low global coal prices and the rising share of renewable energy, and coal companies and its stakeholders should be prepared for competitive and commercial pressure. One of the trade unions Piyush Goyal had earlier said the 12-point charter of demands jointly formulated by all central trade unions was already submitted to the government. The demands include urgent measures for containing price rise through universalisation of public distribution system, banning speculative trade in the commodity market and doing away with disinvestment in central or state public sector undertakings, among others. With the state-owned behemoth having around 42 million tonnes (mt) of coal at its pithead and power plants in possession of comfortable fossil fuel stock, the proposed oneday strike on September 2 is likely to have a limited direct impact, a CIL official had earlier said.In September last year, a majority of about 4 lakh coal workers across the country had gone on strike, which hit production in a big way. Nearly 5 lakh bank union workers and officers are set to join the strike called by unions on 2 September to protest against what they call ‘anti-people policies of the Modi government and labour reforms’. Finance Ministery’s plea to public sector banks New Delhi, Aug 28 (PTI): Keen to close wage negotiations in public sector banks by 1 November, 2017, the Finance Ministry has asked the lenders to present status report on salary hike talks with their employee unions. The chief executives of PSBs have been asked to intimate the Ministry about ‘the present status/action taken by them so as to conclude the negotiations/next wage settlement by the effective date i.e 1 November , 2017 positively’. In January, the PSBs were asked to initiate the process of negotiations with the employees and conclude it prior to the effective date of 1 November, 2017. The communication to PSBs regarding wages comes in the backdrop of banks union threatening to join the strike called by trade unions on 2 September to protest against what they call antipeople policies of the government. The wage revision of public sector bank employees has been due since November 2012. In the last wage negotiation between PSU banks employee unions and bank management, Indian Banks’ Association (IBA) had settled at 15 per cent hike. There are 27 public sector banks in the country with a combined employee strength of about eight lakh. There are about 50,000 branches of these banks across the country. Recently, RBI Governor Raghuram Rajan had said all public sector banks tend to over-pay at the bottom but underpay their top executives, even as he rued, albeit jokingly, himself being ‘under-paid’. CBDT keen to bring down tax litigations To write to 2.59 lakh taxpayers to avail one-time dispute resolution scheme New Delhi, Aug 28 (PTI): Keen to bring down the number of tax litigations, the I-T Department will soon write to over 2.59 lakh taxpayers asking them to avail the one-time dispute resolution scheme to settle their cases. And to cut down on communication time, the Central Board of Direct Taxes (CBDT) will use email to communicate with the appellants. ‘We have estimated that each Commissioner of I-T (Appeal) would have about 300-400 litigations pending before them. We will send these assessees emails informing about the benefits of the dispute resolution scheme,’ an official told PTI. The Direct Tax Dispute Resolution Scheme, introduced from 1 June, seeks to address the issue of pending litigation before Commissioner of I-T (Appeal). The scheme is open till 31December. As per I-T department data, there were 73,402 appeals with tax effect above Rs 10 lakh and 1,85,858 appeals with tax effect below Rs 10 lakh which are pending before CIT (Appeal) as on 29 February. Thus, 2,59,260 appellants are eligible for the benefit of this scheme. ‘The publicity drive will not be as massive as the IDS. Since we know who our target assessees are, we will send them pamphlets and also emails. Also we will paste some pamphlets outside the CIT (Appeals) office,’ the official added. Armed with a Rs 100-crore budget for advertisement of Income Disclosure Scheme (IDS) and Disputes Resolution Scheme, the tax department will now launch a publicity drive for entities which are locked in a litigation. Besides, the CBDT will soon come out with over two dozen FAQs based on the queries it has received from various stakeholders, including chartered accountants and industry chambers. As per the scheme, a taxpayer who has an appeal pending before the CIT (Appeals) can settle his/ her case by paying the disputed tax and interest up to the date of assessment. No penalty in respect of cases with disputed tax up to Rs 10 lakh will be levied. For cases exceeding Rs 10 lakh, 25 per cent of penalty would be levied and any pending appeal against a penalty order can also be settled by paying 25 per cent of the minimum of the imposable penalty. ‘Litigation is a scourge for a tax-friendly regime and creates an environment of distrust in addition to increasing the compliance cost of the taxpayers and administrative cost for the government,’ Finance Minister Arun Jaitley had said in his Budget speech. RBI unions write to MPs against PDMA ‘Separation of public debt management from RBI is hardly relevant in our context’ Mumbai, Aug 28 (PTI): Ahead of Urjit Patel taking over as the new Governor, Reserve Bank employee unions have appealed to Parliament members and state finance ministers to prevent the proposed Public Debt Management Agency (PDMA), saying that moving the function will cost the government dearly. ‘Holding of government securities by the central bank in a developing economy is always advantageous. The argument for separation of public debt management from the RBI is hardly relevant in our context,’ says the letter written last week. The letter, written by the All-India Reserve Bank Employees Association, All-India Reserve Bank Workers Federation, AllIndia Reserve Bank Officers Association and the Reserve Bank of India Officers Association, has been addressed to MPs across party lines as well as to the States’ Finance Ministers. Finance Minister Arun Jaitely in the 2016 Budget proposed to divest the public debt management functions from the RBI by setting up a separate body under the Finance Ministry as an autonomous agency ‘to bring both the country’s external borrowings and domestic debt under one roof’. But following opposition from the RBI, he dropped the proposal from the 2016 Finance Bill. The Minister, however, said the government, in consultation with RBI, will prepare a road map to pursue a separate debt management agency later, in line with the global practices. The PDMA will act as an investment banker to the government and will raise capital through bonds. At present, the RBI is handling the government’s borrowing programme and setting up of PDMA requires amendments to the RBI Act. Currently, RBI fully handles issuance (frontoffice) and infrastructure (back-office) of G-secs. The middle office, which is currently with the finance ministry, handles formulation of a long-term debt management strategy, annual debt issuance and periodic calendars of borrowing, forecasting cash and borrowing requirements. It also lays down a comprehensive risk management framework. The letter says when foreign investors want to invest large-scale in the country, they have to purchase huge amount of rupee bonds to buy domestic assets. Consequently, the rupee appreciates and makes exports costly, and to offset this the RBI has to intervene and suck out excess foreign currencies from the market. This maintains the exchange value of the rupee but increases its supply in the domestic market, triggering inflation, argues the letter. ‘The RBI sells government securities which it holds in its reserves and abates excess rupee supply from the market. This exercise warrants RBI having huge stock of government securities,’ it says. Under such arrangement, the RBI at a time can manage public debt, maintain the exchange rate, the unions write. ‘In today’s world of financial insecurity the much chased financial stability can only come from a well co-ordinated monetary policy exercise, exchange rate control and public debt management which precisely the RBI is doing most efficiently and for which it is recognised the world over,’ argues the letter. Sports 6 SUNDAY 28 AUGUST 2016 AFRIDI OUT OF T20 AGAINST ENGLAND Karachi, Aug 28 (PTI): Former Pakistan captain Shahid Afridi has been virtually ruled out of the lone T20 International against England, to be played next month in Manchester. Sources in the Pakistan Cricket Board (PCB) said that the national selectors were not considering allrounder Afridi for the match on 7 September as he was carrying a knee injury. ‘He has undergone a MRI scan and has been advised to undergo a rehabilitation program at the national cricket academy for the next few weeks,’ the source said. The source also said that Afridi, who stepped down as the national T20 captain after the World T20 Cup in April, would first be required to play a couple of matches in the final leg of the national T20 championship next month before being considered for national selection. ‘Afridi is keen to play T20 Internationals for Pakistan as he has now focussed on just this one format after his retirement from ODIs last year. But he has to prove his fitness and form to the selectors first,’ the source said. Afridi had to step down as captain in April after Pakistan performed poorly in the Asia Cup and World T20 in Bangladesh and India. He also confirmed that batsmen Umar Akmal and Ahmed Shehzad would also not be considered for the T20 in England. ‘Even though the two have apologised to the Chairman of the board but the selectors are yet not ready to accept them back in the national team,’ the source added. He said that both the youngsters would be considered for the forthcoming three-match T20 series against the West Indies in the UAE from 23 September. ‘Afridi, Shehzad and Umar will come under consideration for the West Indies series but the selectors still want more assurance that Shehzad and Umar will be on their best behaviour when they return to the team,’ the source stated. The selectors are however planning to pick uncapped allrounder Ammad Butt for the T20 match in England. HAFEEZ TOLD TO UNDERGO TEST ON BOWLING ACTION Karachi, Aug 28 (PTI): Pakistan’s experienced cricketer Mohammad Hafeez has been told to undergo a bowling assessment test conducted by the ICC before the series against the West Indies in the UAE from next month.Hafeez, who has been struggling for batting form on the tour of England, has failed to take the ICC assessment test although his 12-month ban on bowling in international cricket ended in early July.‘A senior PCB official has conveyed to Hafeez that he has to take the bowling test as his utility to the team is necessary as an allrounder in all three formats of the game,’ a source said. ‘Hafeez has been told not to delay the bowling assessment anymore as the long-term interests of Pakistan cricket have to be taken into consideration first and he should take the test before the T20 series against the West Indies before 23 September,’ the source stated. The PCB had hired a bowling coach, Carl Crowe, in the United Kingdom to help Hafeez correct/modify his bowling action before taking the assessment test in England but the senior player has so far been averse to taking the plunge, insisting he is not yet ready for it. CHENNAI INJURY WORRIES FOR DJOKOVIC, SERENA Serena acknowledged she'd prefer to have played more coming into the Open - she's had just three singles matches since Wimbledon - and needs to practice more Top-seeds to open campaign US Open against tricky rivals All eyes on del Potro, Kerber New York, Aug 28: Serena Williams is 'starting to feel a little better.' Novak Djokovic is 'getting there.' The US Open's top seeds in both singles brackets are coming off injuries, and neither has played since an early loss at the Olympics. Friday was the first time either had discussed the health problems that stymied them in Rio de Janeiro and forced them to withdraw from the hardcourt warmup at Cincinnati. For Serena, it's a sore right shoulder that she revealed started bothering her almost immediately after her Wimbledon victory. She said she practiced for just two days before the Olympics and has spent little time on court since as she undergoes physical therapy. For Djokovic, it's a sore left wrist that he revealed he hurt in Rio a few days before his first-round Olympic loss to Juan Martin del Potro, a player who knows plenty about how that injury hinders a righty's twohanded backhand. 'I'm just hoping that Monday when the tournament starts I'll be able to get as close to the maximum of executing my backhand shot as possible,' said Djokovic, who sounded a bit more optimistic than Williams on Friday. Serena acknowledged she'd prefer to have played more coming into the Open - she's had just three singles matches since Wimbledon - and needs to practice more. 'I'm just now starting to feel a little better,' she said. 'Hopefully just Paes-Begemann duo falters in finale PAES Winston-Salem (USA), Aug 28 (PTI): Indian tennis ace Leander Paes and his German partner Andre Begemann squandered as many as five match points in the second set to eventually lose the summit clash against Guillermo Garcia-Lopez and Henri Kontinen in a three-setter at the ATP Winston-Salem Open here. Spaniard Garcia-Lopez and Kon- tinen of Finland overcame seemingly insurmountable odds to deny one of the ATP World Tour’s all-time greats and take the Winston-Salem Open doubles title 4-6, 7-6(6), 10-8. After winning the first set 6-4, Paes and Begemann were 6-1 ahead in the second-set tie-break, giving themselves five match points, including three on their serve, and they looked like easily pocketing the title. But Garcia-Lopez and Kontinen reeled off seven points on the trot to take the second set and even the match. In the Match Tie-break, the firsttime pairing of Garcia-Lopez and Kontinen held onto their nerves to claim their first ATP World Tour team doubles title last night. The 43-year-old Paes was trying to win his 56th overall ATP World Tour title and make it 20 years in a row with at least one tour-level doubles crown. He was playing his first final of the season on ATP Tour. SERENA DJOKOVIC every day I will keep going higher.' It wasn't a physical problem that burdened Djokovic during his thirdround Wimbledon loss to 41stranked Sam Querrey, he acknowledged. Asked that day if he was 100 per cent healthy, the 12-time major champ replied: 'Not really. But it's not the place and time to talk about it.' On Friday, Djokovic conceded 'it was some other things that I was going through privately.' He wouldn't elaborate other than to say that now 'everything is fine.' Speaking of left wrist injuries, Rafael Nadal said his keeps getting better but still isn't 100 per cent. Because the 14-time Grand Slam champ is a lefty, his issue is the forehand. Both Djokovic Nadal keen to build on Olympics form New York, Aug 28: Rafa Nadal was exhausted yet exhilarated following his emotional return to action at this month’s Rio Olympics after an injury-absence and is looking forward to gearing back up for the US Open starting on Monday. ‘If you’re not excited about the US Open, you’re not a tennis player,’ Nadal told reporters. Injuries are affecting several top players heading into the last grand slam of the year in a season made even more hectic with the Olympics squeezed into the schedule. Men’s top seed Novak Djokovic, like Nadal, is also dealing with a wrist injury and women’s number one Serena Williams is coping with a sore right shoulder. Lefthander Nadal, sidelined after being unable to play his third-round match at the French Open because NADAL of an injured left wrist, decided to test himself in Rio. ‘I was two months and a half outside of the competition, and not only outside of the competition, outside the practice courts. I couldn’t practice,’ the Spanish fourth seed said at Flushing Meadows on Friday. Nadal, 30, said he was determined to give it a try in Rio and ended up feeling good enough to compete in singles, doubles and mixed doubles. RESCUES REAL New Haven, Aug 28 (PTI): Indian tennis ace Sania Mirza received a confidence booster ahead of the US Open Grand Slam tournament beginning tomorrow with a doubles title victory at the Connecticut Open with Monica Niculescu of Romania here. Sania and Niculescu capped off their newly rekindled doubles partnership with their first title together with a straight set victory over the duo of Kateryna Bondarenko of Ukraine and Chuang Chia-Jung of Taiwan in the final. The Indo-Romanian pair won 7-5, 6-4 in the summit clash that lasted one hour and 30 minutes. After pocketing a tough first set 7-5, Sania and Niculescu won a tightly contested second set 6-4 en route to lifting the trophy. The last time Sania and Niculescu partnered up was way back in 2010, where they joined forces to reach the quarterfinals at the Western and Southern Open. They played that one tournament together before calling time on the partnership. Sania recently parted ways with Swiss Martina Hingis after a hugely successful partnership. Madrid, Aug 28 (AFP): Real Madrid shrugged off the absence of the injured Cristiano Ronaldo to extend their perfect start to the season with a 2-1 win over Celta Vigo thanks to Toni Kroos’s late winner. The European champions now lead their opponents in May’s Champions League final by four points after just two games as Atletico Madrid were held 0-0 at newly promoted Leganes. Alvaro Morata looked to have Real on their way to another three points when he eventually broke Celta’s resistence by smashing home on the hour mark. Fabian Orellana curled home a spectacular equaliser 24 minutes from time, but Kroos’s sublime low strike in off the inside of the post secured all three points for the hosts 10 minutes from time.‘We played so-so today,’ said Madrid boss Zinedine Zidane. ‘I am left with the fact the players believed until the end and we achieved what we wanted.’ Ronaldo was still sidelined by the knee ligament injury that forced him off during Portugal’s Euro 2016 final victory over France. ‘The motivation, the passion, sharing moments with the team helped a lot,’ said Nadal, who reached the Rio singles semi-finals and won gold in doubles with his friend Marc Lopez. ‘Winning a gold medal is always something unique, and I think I enjoyed it as much as I can during the whole event,’ he said. ‘I finished the tournament completely exhausted ... no more energy inside of my body.’ Nadal carried on straight from Rio to Cincinnati where he won his opening match before losing to teenager Borna Coric of Croatia. ‘I am better, I am a little bit better,’ said Nadal. ‘It’s true that the wrist bothers me a little bit less every day. I need to understand again to hit my normal forehand. During the wrist injury, always you try to find movements to avoid the pain. SINDHU, SAKSHI, DIPA RECEIVE BMW CARS KROOS WINNER Another title for Sania and Serena face a former Grand Slam semifinalist in the first round. Serena opens her bid for a recordbreaking 23rd major title against Ekaterina Makarova, who's coming off an Olympic doubles gold medal. The Russian made two straight major semis - at the 2014 US Open, losing to Serena 6-1, 6-3, and the 2015 Australian Open. With her ranking slipping to 36th, she just missed a seed at Flushing Meadows. Doing an interview shortly after the draw was set, Djokovic joked he wasn't 'mentally ready' to see his bracket quite yet and wanted to wait until 'I'm alone. SAKSHI Dhoni admits he missed out but looks at positives West Indies players celebrate after Dwayne Bravo helped pull off a narrow win against India. Fort Lauderdale (US), Aug 28 (PTI): Indian captain Mahendra Singh Dhoni admitted that the execution of his last ball dismissal which led to his side’s one-run loss against the West Indies was wrong but sought to dwell on the positives from the nerve-wrecking Twenty20 International match here Saturday. ‘It was an amazing game. We couldn’t have expected more from the batting unit. The last ball, the thinking was right but the execution was wrong. Everything is judged by execution,’ Dhoni said after the match. Chasing 246 for a win, India Indian skipper praises Rahul’s outstanding knock ended their run chase at 244 for 4 with Dhoni’s last ball dismissal, leaving Lokesh Rahul at 110 not out -- his maiden T20I hundred. India needed two runs from the final ball to win the match but Dhoni failed to get those runs as he was caught by Marlon Samuels, slicing a slower delivery off Dwayne Bravo to the heartbreak of the large number of Indian supporters at the stands.India thus failed to notch up the highest ever successful run chase in T20 In- ternationals as they fell short by just one run in a nerve-wrecking last ball finish to lose the first of the two T20 match against the West Indies.‘We did most things right. Whenever there was a partnership, we kept the asking rate at just 12. I felt Rahul was outstanding throughout. The others too were superb because it’s not always easy to chase down 250. A win would have been perfect, but there were so many things we did right today,’ Dhoni, who scored 43 off 25 balls, added. New Delhi, Aug 28 (PTI): Issues related to quality of management education, exploring avenues for financing and improving global perception of Indian institutions are likely to come up for discussion when HRD Minister Prakash Javadekar meets directors of IIMs next month. The meeting comes at a time when the HRD Ministry is working on formulating a New Education Policy (NEP), officials said. ‘The HRD Minister will be meeting Directors of various IIMs soon and it is expected that a range of issues from quality of education to building best infrastructure will be discussed,’ a senior official told PTI. Officials said Javadekar will also meet heads of other higher educational institutions which are financed by the Union government in the coming days. ‘It has been planned that in the coming days the Minister would Panel slams changes in pension calculation ‘It has substantially decreased the amount for those who retired after 1 Sept 2014’ New Delhi, Aug 28 (PTI): A Parliamentary panel has rapped the government for abruptly amending the formula for calculating pension, which resulted in ‘substantial’ decrease in the amount of benefits received by employees who retire after 1 September, 2014, saying it amounts to ‘breach of contract’. The Committee on Subordinate Legislation has said in its 12th report that the amendment is ‘adversarial and arbitrary in nature’ as the persons who retire up to one day before 1 September, 2014 will get higher pension on account of calculation based on 12 month average salary, while those who retire after that will get substantially lower pension calculated on 60 months’ average salary. At the time of joining the pension scheme both categories of em- ployees were entitled to receiving pension based on the same formula, the report tabled in the monsoon session said. The Committee has now ‘strongly’ recommended restoration of the earlier formula in case of ‘at least all such employees who became members of Employees Pension Scheme prior to the 22 August, 2014 notification effective from 1 September, 2014’. ‘The criteria of 60 months for calculation of pension, could be made applicable to only those employees who had joined Employees Pension Scheme after the notification after suitable modifications as the committee find little justification for such a drastic change in the criteria,’ the panel said. The report said the government had contended that the amendment was made on the basis of recommenda- tion in the actuarial valuation reports of the Employees Pension Scheme with a view to curtailing deficit in the Employees’ Pension Scheme Fund. ‘Having considered the background and the aims and objects of the Employees Provident Fund and Miscellaneous Provisions Act, 1952, the Committee are of the considered view that the extant amendment made by the government towards calculation of the pension is totally against the principles of natural justice and contrary to the spirit of the original Pension Scheme’. ‘It is definitely prejudicial to the interests of those employees who are attaining the age of superannuation after 1 September, 2014. The amendment is adversarial and arbitrary in nature,’ the committee observed. Javadekar will also meet heads of other higher educational institutions which are financed by the Union government in the coming days Prakash Javadekar be interacting with various Vice Chancellors of Central Universities, NITs, Indian Institutes of Science Education and Research (IISERs) etc,’ the official added. A press note said the Confederation of Real Estate Developer’s Associations of India (CREDAI) conducted the programme at Isha Homes (India) Private Limited and Olympia Tech Park Private Limited sites through its training partner Rustomjee Academy for Global Skill (RAGC). A total of 54 persons were trained at two sites and 72 per cent of the workers who appeared for the assessment passed. This is a part of a pan-India initiative undertaken by CREDAI to skill the construction workers. The association is organising the training keeping in mind the shortage of skilled manpower in the industry on the one hand and high levels of unemployment in the country on the other. With a mix of ‘on-site and classroom training’, the programme is designed to develop technical and soft skills that enhance productivity and quality. The trainings have helped the construction workers to gain a fair degree of self-confidence, said the release. Suresh Krishn, president, CREDAI Chennai said, ‘CREDAI aims to build a foundation of skills that enhances quality output in the construction sector.’ IGI airport: FM seeks CBI probe Gold seized worth over Rs 25 cr goes missing New Delhi, Aug 28 (PTI): Gold worth at least Rs 25 crore seized from smugglers has mysteriously disappeared from customs vaults at Indira Gandhi International Airport here, prompting the authorities to order a CBI probe. A huge haul of over 80 kg gold, both in form of bullion and jewellery, has gone missing in the last over four years from the customs warehouse. In all the cases, it was replaced with non-precious yellow-coloured metal, official sources said. The seized gold was valued at Rs 25 crore as per current market rates, they said. The cases of disappearance of gold had earlier been reported to Delhi Police. As the pilferage continued, the Finance Ministry decided to recommend a CBI probe following approval of Finance Minister Arun Jaitley, official sources said. The CBI has been asked to register a Preliminary Enquiry (PE) into the matter and find out as to how the gold was replaced with the non-precious metal inside the heavily guarded vault, they said. The cases of missing gold related to period between 2012 and June this year. The vigilance wing of the Finance Ministry is also looking into the suspected role of customs officials, they said. Earlier, replying to an RTI query filed by PTI, the Delhi customs had said over 23 kg of gold worth more than Rs six crore had gone missing from its warehouse. In June last year, the customs officials had lodged an FIR in connection with disappearance of 11 kg of gold worth Rs 2.92 crore from its vault. JNU rape case: Varsity suspends accused scholar Action comes after students and teachers stage protests Former Indian cricketer Sachin Tendulkar with Indian Olympic stars PV Sindhu, Sakshi Malik, Dipa Karmakar and coach P Gopichand in Hyderabad today after handing over BMW cars for their outstanding achievement. The idea to reward the athletes with the luxury cars for their success at the Rio Olympics was conceptualised by Hyderabad District Badminton Association president V Chamundeshwarnath. New Delhi, Aug 28 (PTI): JNU has suspended a PhD scholar, who has been accused of rape by a fellow student, and declared the campus out of bounds for him pending an enquiry, a decision which comes following protests from students and teachers. A 28-year-old research student has alleged that a fellow student, Anmol Ratan, raped her after offering her a spiked drink in his hostel room in the university on 20 August. Ratan, an activist of the left-affiliated All India Students’ Association (AISA), has also been expelled from the student outfit and police have booked him. While he evaded arrest at first, Ratan subsequently surrendered on 24 August and was sent to 14 days in judicial custody. ‘Considering the seriousness of the case and in confirmity with zero tolerance against sex- ‘Djokovic will be the one to beat’ Novak Djokovic C SHYAM SUNDAR Chennai, Aug 28: It is time for the US Open, the last Major of the year and unlike last year there is no focus on any player going for the elusive ‘calendar Slam’ when Serena Williams was on the cusp on achieving the rare feat. That she crashed to Roberta Vinci in the semifinals and let slip the chance is another story. She is back at Flushing Meadows again, this time with the chance of going past Steffi Graf’s haul of 22 Grand Slam titles. She has not been in the best of form, having lost early in the Rio Olympics. Though Serena did admit that she was not ‘as well prepared’ as she would have liked, the world number one would be the player to beat in New York. Australian Open champion Angelique Kerber missed out on dethroning Serena as the top-ranked player at Cincinnati but would be the one to watch out for. On the men’s side, the top-seed Novak Djokovic hasn’t had the best of time and preparation heading into the US Open and the shock loss at Rio to Juan Martin del Potro hasn’t helped his cause either. He too is facing fitness issues but come the Majors he is a force to reckon with. It would be risky to write him off. His biggest challenge could come from world No.2 Andy Murray, who has been on a roll recently, winning a second Wimbledon and defending his Olympic title. He is the in-form player and can termed the pre-tourney favourite. The absence of Roger Federer would leave his fans disappointed, while Rafael Nadal is finding his way back slowly and could do some damage at the tournament. Big Argentine Juan Martin del Potro, who shocked Djokovic at Rio, would be the dark-horse and if he finds his range could be the man the favourites would dread facing. In the opinion of noted mental conditioning coach Badri Narayanan, ‘it comes down to who is less tired - (Andy) Murray or (Novak) Djokovic. And Kei Nishikori and Stan Wawrinka are dark horses. He said Nishikori is due for a Major breakthrough and tipped him to do well. About Indian player Saketh Myneni qualifying for the main draw, Badri said, ‘It is a fantastic achievement to qualify. He has been playing well in the Challengers and has shown consistency both in singles snd doubles. Hope he makes a good run.’ Meanwhile, former Indian star Nirupama Sanjeev said, ‘I like Juan Martin del Potro’s chances in the men’s section.’ However, the USbased Nirupama said she would still to pick Serena for the women’s crown. A 28-year-old research student has alleged that a fellow student, Anmol Ratan, raped her after offering her a spiked drink in his hostel room in the university on 20 August ual assault on women, Anmol Ratan is suspended from the university with immediate effect during pendency of the case,’ the suspension order read. ‘The entire JNU campus shall remain out of bounds for Ratan during his suspension. Anyone found giving shelter to Ratan in any hostel residence in the campus shall invite disciplinary action against him or her,’ it added. The action came after the students and teachers staged protests demanding action against Ratan to ensure safety of women on the campus and send out a strong message of intolerance towards such incidents. University administration, has also asked the Gender Sensitization Committee Against Sexual Harassment (GSCASH), to investigate the matter. GSCASH is the university’s panel to deal with complaints of such nature. The rape case has become a centre of political agenda setting at JNU campus where student union polls are scheduled to be held in the next fortnight. Student wings of various political parties are trying to encash the issue ahead of the keenly contested polls. Supergiants in need of quick turnaround NT Bureau Dindigul, Aug 28: After a defeat at the hands of the ‘home’ team - Dindigul Dragons, K B Arun Karthik’s Madurai Supergiants will be hoping for a quick turnaround in fortunes when they take on VB Thiruvallur Veerans at the NPR College ground on Monday. A rain-affected game saw the Supergiants falter in a run chase and go down by 14 runs. The onus is on Arun Karthik & Co to bounce back from yesterday’s defeat with the captain required to lead from the front. All-rounder G Vignesh with a lot of experience behind him and S Thiyagarajan have to improve on their performances to bolster the Madurai team’s challenge. Thiruvallur Veerans on the other hand, started with a bang and a win as skipper Baba Aparajith slammed a century. He will look to continue the good run and provide solidity to the batting. Captains are usually loathe to change winning combinations and it is expected that the Veerans would stick to the same XI while the Madurai side may mull tinkering with the squad. At a presser ahead of the tournament, players had said that it would be difficult if any team loses two games straight at the beginning and Supergiants would be eager not to lose consecutive matches and put themselves under pressure. , CHENNAI 8 SUNDAY 28 AUGUST 2016 newstodaynet.com (Meendum Oru Kadhal Kadhai) ‘Low-budget, but rich return’ Madhuraj is a happy man in Kollywood today. He had purchased the dubbing rights of Ramgopal Verma’s Telugu flick Ice Cream and released it as Chocobar in Tamil. The movie was made at a cost of less than Rs three lakh and was shot in just five days. Says Madhuran, ‘We released the film last Friday and the same day we managed to make some profits. The investment was less but returns high’. He says that it was his attempt he wanted show to aspiring filmmakers that a standard film can be made at a low cost. He says, ‘Initially, RGV refused to part with Tamil dubbing rights as he felt that Tamil audiences would not understand his movies. I was stubborn and got the rights’. Directed by Mithran Jawahar, the movie stars newcomer Walter Philips and Isha Talwar in lead roles. Manoj K Jayan, Nasser and Thalaivasal Vijay are also in the cast. Music is by G V Prakash and the flick is produced by Block Ticket Films. The story apparently inspired heavily by Mani Ratnam’s Bombay explores the caste conflict and the need to empower women. Mithran Jawahar has stuck to the original but for some minor changes towards the climax. The romance and family emotions are handled well by him. Vinod (Walter Philips), a happy go-lucky youngster falls in love with Aisha (Isha Talwar). And he lands in jail for a reason. He confesses to the sub- inspector (Manoj K Jayan) of his love. The latter promises to help him. Since caste conflict is an issue in the area, his friends fear of Vinod’s love for Aisha. A flashback reveals how he was attracted towards Aisha and how romance blossomed between the two. The rest is all but how Vinod succeeds in holding the hands of Aisha. Walter Philips and Isha Talwar suit the role well, while Nasser does his part well. Thalaivasal Vijay and Singamuthu have a meaty role to play. And the scene-stealer is Manoj K Jayan with a good show. Vishnu Sharma’s camera adds colour to the story. He captures the natural landscapes well. All said, Meendum Oru Kadhal Kadhai lacks the pace one would associate with such themes. Songs tend to break the flow. Had Mithran Jawahar concentrated on this, the film would have been more engrossing. —M BHARAT KUMAR Tomorrow’s match Madurai Super Giants vs VB Thiruvallur Veerans at Dindigul, 6.30 p.m V newstodaydaily ntchennai Licensed to post without prepayment under WPP. No. TN / PMG / (CCR) / WPP-470 / 15-17 Loud & laborious eteran comedian Goundamani is back after a while to play messiah of the masses. With his witty dialogues and punchlines, he takes the centrestage to speak against superstitions and social evils. Directed by debutant Ganapathy Balamurugan, Enakku Veru Engum Kilaigal Kidayadhu is more a satire. The dialogues hold the key. But as the movie progresses, it gets more cliched and Goundamani tries desperately to hold things together. Krishna (Goundamani) is a selfcontented, happy man. He ekes out an livelhood by renting out caravans for heroes and heroines in film shootings. And he is also liked by youngsters for he is a staunch supporter of love marriages. He goes to any extreme to get lover-couples united. One fine day, Prabanandhan (Soundararaja), an activist in Madurai knocks at Krishna’s door. He is in love with Divya (Riythvika), who also hails from Madurai. Her father is an influential leader of a castebased political outfit in the town. Prabhandhan wants Krishna to give them refuge ad get them united. The rest is all but how Krishna takes on the goons and ensure happiness in the lives of Prabhandhan and Divya. A major portion of the first half revolves around Soundararaja, who manages it well. Riythvika, who played a key role in Kabali, has nothing much to do here. Goundamani’s screen presence is the highlight. His one-liners and quick wits are laudable. Ganapathy Balamurugan has relied too much on Goundamani’s persona. Today my family is happy that I achieved what I dreamt of,’ he added. Ask him about his desire, Raghu says, ‘I am great fan of Gautham Menon. I watched his Vinnai Thaandi Varuvaya several times. Hope I end up being part of his movie soon’. -NT Bureau Loss of key wickets hurt us: Karthik Dindigul Dragons’ Jagadeesan says staying aggressive helped Dindigul: Madurai Super Giants captain K B Arun Karthik was disappointed that the team could not pull off a win in the opening game against Dindigul Dragons in the ongoing TNPL. He said that loss of wickets in clusters led to the team’s downfall. Speaking to mediapersons after the 14-run defeat in Dindigul on Saturday, Karthik said skipper the loss of key wickets was the reason for the reverse. Asked if he thought the team could hunt down the 146-run target, he said, ‘Yes. It sure was gettable. We started off well and lost key wickets later for which we paid the price.’ The Supergiants were in with an outside chance to win after S Thiyagarajan took the game till the final over and the skipper agreed and said, ‘Yes. We had a good chance thanks to the fact that it is a small ground. Any total can be chased on this ground. The batsman has to be set and take risks as and when required. Baba Aparajith’s century against Karaikudi Kaalai is a good example.’ The Madurai skipper, who recently played in the Duleep Trophy game for India Reds, also spoke about the importance of a sheet anchor and said, ‘a sheet anchor will definitely help in such high-pressure games. Once you get your eye in, any total is gettable. Bowlers are under pressure in this ground and once you set yourself then you have a fair chance of winning.’ Meanwhile, Dindigul’s N Jagadeesan, who scored a quickfire halfcentury said, ‘when I played the first couple of deliveries, I was just thinking of analysing the wicket. I knew that the ball was coming well on to the bat, so I thought if I am going to go for a shot, let’s go for it and that helped me in the end.’ Further, he said the wicket was a proper paata (flat) wicket and it remained the same during the second innings as well. ‘After rain, we lost a bit of momentum due to the big break in between. We were also trying to hurry up in the end of innings and lost many wickets.’ On his part, Dindigul captain Subramania Siva said, ‘To be honest, Madurai had a fantastic batting combination and is a good unit. We had a few strategies for their batting and fortunately it clicked. We expected S Thiyagarajan to open and thought that M Raja would slog in the death overs. A lot of things clicked for us and we were particular about who will bowl to whom.’ To a question as to whether he was disappointed with leggie M Ashwin, Siva said, ‘We wanted to use M Ashwin in the power-play. But then it was not easy for him to grip the ball thanks to niggle in his wrist. He came all the way from Delhi to play in this match and is leaving again on Sunday. Overall it has been a fantastic effort from him.’ He also thanked the crowd support and said ‘the crowd’s energy will definitely help us in the long run.’ K B Arun Karthik Published by K.
