pushing children to create unrest, saying they will have to
give answers to those 'innocent' kids some day.
Speaking on the unrest in the valley in his monthly radio
programme 'Mann Ki Baat', Modi said, 'From the interactions I had with all parties on Kashmir, one thing emerged
from those, which can be put in simple words as 'Ekta'
and 'Mamata'. These two things were the basic mantra.'
He said all the political parties had spoken in one voice
on Kashmir, sending out a 'message to the world as well
as separatist forces' besides conveying 'our sentiments
to the people of Kashmir.'
He equated it to the passage of landmark GST Bill by
Parliament for which all the parties came together.
The Prime Minister's remarks came a day after Jammu
and Kashmir Chief Minister Mehbooba Mufti met him
and presented a 'three-pronged action plan' that includes
dialogue with all stakeholders.
Meanwhile, the Indian Space Research Organisation
today successfully test-fired its Scramjet Rocket Engine,
which will use oxygen from the atmosphere thereby
reducing launch cost, from the spaceport of Sriharikota.
President Pranb Mukherjee congratulated ISRO for the
successful test.

Prime Minister Narendra Modi today
said Ekta (unity) and Mamata (love)
are the basic mantras for addressing the Kashmir problem even as he
slammed those pushing children to
create unrest, saying they will have
to give answers to those innocent
kids some day.
He emphasised that if any life is lost
in Kashmir, whether of any youth or
any securityman, that loss is ours,
of our own country.

express train
derail in Kerala
Kochi, Aug 28 (PTI):
Twelve coaches of Thiruvananthapuram-Mangalore express derailed in the wee hours today near
Karukutty station, around 45 kms
from here, Southern Railway said.
No casualties were reported in the
incident.
The incident took place around 2.30
am when the 16347 express train derailed between Aluva and Karukutty
stations in Ernakulam district after
leaving from Thiruvanathapuram
at 8.40 pm yesterday, a Southern
Railway spokesman said.
Following the incident, buses and
local trains were arranged to ferry
the stranded passengers to Kochi
and Thrissur. Traffic on both the
lines of the route is affected due to
the derailment and six to 10 hours
are expected to complete the repair
works of the damaged tracks on
Ernakulam-Thrissur route, he said.
CISF gears up
to thwart terror
strikes at airports
Hyderabad, Aug 28 (PTI):
The Central Industrial Task Force
has deployed quick reaction teams
(QRTs) at airports, trained its personnel and strengthened its capability to counter terror strikes.
We are gearing up to counter any
attack in the manner of Istanbul or
Brussels (terror attacks). Our people
are already trained. We have deployed QRTs behind bullet-resistant
(bullet-proof) ‘morchas’, so that if terror elements fire they will not be able
to get us, a senior CISF official said.
After the Istanbul and Brussels
incidents, the CISF has formulated
strategies to thwart such attacks at
Indian airports guarded by it.
With the recent attacks in Brussels
and Istanbul, attacks from the cityside have become more prominent.
So, we are devising ways and means
to counter such attacks, the official
said. We have started checking at
the ‘nakas’ now.
‘This country is very big, full of
diversities. To keep it united, it is
the responsibility of all of us, as
individual citizens, as a society and as
a government, to strengthen the unity’

for which all the parties came together.
‘It is the view of all of us, the view of
125 crore people from a pradhan of
a village to the Prime Minister, that
if any life is lost in Kashmir, whether
of any youth or any securityman,
that loss is ours, our own country,’
Modi said.
At the same time, he slammed
those people who push small children to try to create unrest in Kashmir’, saying ‘some day, they will have
to give answers to these innocent
children’.
The Prime Minister’s remarks came

During the 35-minute programme,
the Prime Minister also referred
to the recent Olympic Games and
hailed the girl power as he referred
to medal winners -- shuttler P V
Sindhu and wrestler Sakshi. He also
hailed gymnast Dipa Karmakar, who
missed a medal by a narrow margin.
He said Indian participants in other
events like hockey, shooting and
boxing also performed well. ‘But
my countrymen, we need to do a lot
more. But if we continue doing what
we have been doing, then perhaps
we will again be disappointed,’ he
said while mentioning about thousands of messages to him from
people who wanted him to speak on
the subject of sports in view of poor
performance in Rio Olympics as they
were badly disappointed.
In this context, he referred to his
recent announcement to form a Task
Force under which the government
will go deep into the subject, study
the best practices in the world and
prepare a roadmap for the next three
Olympic Games in 2020, 2024 and
2028. ‘We have to formulate a longterm programme,’ he said.
The Prime Minister asked state
governments also to form such committees to see what could be done to
improve performances in sports. He
said states can also send their suggestions to the Centre in this regard.
He said associations linked to sports
should also do brain-storming in an
unbiased manner.
Modi invited even individual citizens, with interest in sports, to write
to him or the government.

New Delhi, Aug 28 (PTI):
Eager to meet the 1 April target to
roll out the landmark Goods and
Services Tax (GST), the government
may advance Winter Session of
Parliament by a fortnight to get supporting legislations passed, leaving
sufficient time for implementation of
the new indirect tax regime.
Winter Session of Parliament is normally convened in the third or fourth
week of November but this year the
government is looking at starting
the month-long session immediately
after the end of festive season.
An early Winter Session would help
get the Central GST (CGST) and
Integrated GST (IGST) legislations,
that will pave way for the Goods and
Services Tax (GST), to be approved
within November or latest by early
December, government officials said.
The two are supporting legislations
to the Constitutional Amendment Bill
approved in the Monsoon Session of
Parliament. Requiring ratification by
half of the 31 states for it to become a
law, the Constitution Amendment Bill
has already been ratified by 8 state
assemblies including Assam, Bihar,
Chhattisgarh, Jharkhand, Himachal
Pradesh, Gujarat, Delhi and Madhya
Pradesh. Maharashtra and Haryana
are likely to follow suit soon and the
requisite numbers may be in place by
September, an official said.
‘With required number of states
ratifying the Bill, there is a thinking
that the Winter Session should be advanced to around 9 or 10 November,
after the festivities, including Chhath
Puja,’ he said.
One more jewel in ISRO’s crown
Flight test of scramjet engine technology successful

The first experimental mission of
ISRO’s Scramjet Engine towards
the realisation of an Air Breathing
Propulsion System was successfully conducted today from Satish
Dhawan Space Centre SHAR, Sriharikota, about 100 km from here.
After a smooth countdown of 12
hours, the solid rocket booster carrying the Scramjet Engines, with a
lift mass off 3,277 kg, lifted off at
0600 hrs.
With this India became the fourth
country to demonstrate the flight
testing of Scramjet Engine.

The important flight events, like the
burn out of booster rocket stage,
ignition of second stage solid rocket,
functioning of Scramjet engines for
five seconds followed by burn out of
the second stage took place exactly
as planned.
After a flight duration of about 300
seconds, the vehicle touched down
in the Bay of Bengal, approximately
320 km from Sriharikota.
The vehicle was successfully
tracked during its flight from the
ground stations at Sriharikota.
With this flight, critical technologies
such as ignition of air breathing engines at supersonic speed, holding
the flame at supersonic speed, air
intake mechanism and fuel injection
systems have been successfully
demonstrated.
The Scramjet engine designed by
ISRO uses Hydrogen as fuel and the
Oxygen from the atmospheric air as
the oxidiser.
‘Today’s test was the maiden
short duration experimental test
of ISRO’s Scramjet engine with a
hypersonic flight at 6 Mach’. ISRO
sources said.
ISRO’s Advanced Technology Vehicle (ATV), which is an advanced
sounding rocket, was the solid
rocket booster used for today’s test
of Scramjet engines at supersonic
conditions.
ATV carrying Scramjet engines
weighed 3277 kg at lift-off. ATV was
a two-stage spin stabilised launcher
with identical solid motors (based on
Rohini RH560 sounding rocket) as
the first as well as the second stage
(booster and sustainer).
The twin Scramjet engines were
mounted on the back of the second stage. Once the second stage
reached the desired conditions for
engine Start-up, necessary actions
were initiated to ignite the Scramjet
engines and they functioned for
about five seconds.
It may be recalled that, the Indian
Space agency had on 23 May,
successfully flight tested India’s first
winged body aerospace vehicle operating in hypersonic flight regime.

tele-serial Madurai.
He continues to create waves
on his radio show ’Sutta Kadhai’, that is aired to make his
listeners smile, so they go to
sleep with simple thoughts on
his light-hearted banter and
thought-provoking tales.
But in real life, Senthil is far
from reel. You don’t meet
the on-screen vivacious guy, falling into
trouble, telling lies or
trying to impress his
lady love. He isn’t filling y o u
up with ‘stolen stories’ either.
‘I am shy and reserved. I get
misunderstood for my reel life
personality. When it comes to
professional acting or being
on air, it’s different. I work on
my radio show when I am left
alone,’ says Senthil Kumar.

he president of the Moulivakkam
Panchayat, S Sadhasivam, has
been honoured with the MGNREGS
Excellence Award 2016 by the Minister of State and Rural Development,
Government of India, Sudarshan
Bhagat. The award is given to village Panchayat presidents for their
dedicated and excellent service in
MGNREGS Health and Sanitation.
‘The award was mainly given for
renovating the cemetery in Moulivakkam.’
According to Sadhasivam, ‘The
cemetery was filled with filth which
was dumped on it for
over a couple of decades.
People used it as a place
to defecate and urinate.’
‘When there was a meeting
held by the Collector of Kancheepuram, I approached him with the
problem. He decided to act upon it
and the project was taken up at a
cost of Rs 27 lakh,’ said Sadhasivam.
He added that compound
walls were constructed
and nearly 200 loads of

garbage was removed
from the land. ‘We have a seating
area now and saplings have been
planted. It is more like a park now,’
added Sadhasivam.

Residents of the area are happy
that the cemetery has been cleared
of garbage. ‘Earlier, residents from
the neighbouring areas such as
Madha Nagar dumped waste in
the cemetery. It was in a deplorable state making it impossible for
anybody to bury their loved ones in
peace,’ said Kishore S, a resident of
Moulivakkam.

Pranab Mukherjee would be the
third Indian President to review the
ceremonial passing-out parade at
the Officer’s Training Academy
here, next month.
‘President Pranab Mukherjee
will participate in the passing out
parade of the OTA, where 272
gentlemen and lady cadets will
become officers in the Army,’ an
official release said.
‘On 10 September, Pranab
Mukherjee, the Supreme Commander of the armed forces, will
be the third President to visit the
OTA after late R Venkataraman
and former President Pratibha
Patil,’ it said.
The Officers Training School
established in January 1963 was
redesignated as Officers Training
Academy after its completion of 25
years in January 1988. Till date,
24,704 General cadets and 2,276
lady cadets have been commissioned from OTA, Chennai, it said.

Chief Minister J Jayalalithaa on
Saturday sought Prime Minister
Narendra Modi’s urgent intervention
for withdrawing a central committee’s recommendation for an environmental impact assessment study
on a proposal of Kerala government
to build a dam across river Siruvani
at Attappady.
In a letter to Modi, she said the
expert appraisal committee for River
Valley and Hydroelectric projects of
the Ministry of Environment, Forest
and Climate Change, at its recent
meeting had recommended a study
on the proposal of Kerala ‘without
obtaining the necessary comments’
from the Tamilnadu government’.
‘I write seeking your urgent intervention to withdraw the recommendations made by the Committee for
grant of Standard Terms of Reference for conducting an Environmental Impact Assessment study on the
proposal of Kerala government to
build a dam across river Siruvani,’
she said. Stating that the river
Siruvani is a ‘sub-tributary’ of the
Cauvery, also an inter-state river,
she recalled that in June 2012 she
had written to the then Prime Minister
Manmohan Singh to advise Kerala
not to proceed with building the dam
of 4.5 TMC ft across Siruvani for the
Attappady Valley Irrigation Project as
it would be in violation of Cauvery

The work for the provision of 5th
and 6th line between Moore Market
Complex (MMC) and Basin Bridge
Junction (BBJ) has been sanctioned
by the Railways at the cost of Rs
30.53 crore and the work is expected
to be completed this financial year,
said Chennai Division, Divisional
Railway Manager, Anupam Sharma.
Addressing mediapersons here on
Saturday, he said the scope for this
critical project includes remodeling
of BBC and MMC yard, construction
of two lines and two additional platforms at MMC. Indian Railways com-
menced the final phase of the 5th
and 6th line between MMC and BBJ,
which will provide separate corridor
for EMU trains towards Arakkonam
direction to ensure un-interrupted
movement of the sub-urban trains
thereby reducing commuting time for
the passengers besides enhancing
the sectional capacity.
‘We are planning to increase the
mobility for Mail/ Express and passenger trains terminating and originating at Chennai Central since
a number of crossovers will be
removed and higher speeds will be
attained,’ Anupam said. It is to be

Justice M Sathyanarayanan granted
the relief to the management, on
the basis of a letter from Villupuram
district Collector favouring removal
of the lock and seal now that the law
and order situation had improved and
students accommodated in alternative colleges.
Three students were found dead
inside a well about a km from the
SVS college of Homeopathy and
Naturopathy on 25 January. The
students had purportedly left behind
a signed note levelling serious allegations of extortion and torture against
the management. College chairman
Vasuki Subramanian and her son
were arrested in connection with the
incident, and the institution sealed
following protests.
Advocate S Duraisamy, counsel
for the college, argued that further
closure of the college premises was
not necessary. On his part, the district
Collector submitted a report to the
court, saying ‘The college was sealed
in public interest and to contain the
tense situation that prevailed then.
The intention of the district administration to seal the college was bona fide
and was done in good faith.’
‘The demands of the agitators,
including alternative arrangements
for students who lost their education
in view of closure of college, have
been complied with and the case
is being dealt by CB-CID. Law and
order situation is under control, and,
therefore, the seals may be removed,’
the report said.

total 52 hours. ‘The final phase of
execution will take place for 46 days
between 23 August and 7 October.
Passengers are requested to cooperate with the Railways for fast execution of the work,’ Anupam added.

Karur farmers oppose
setting up of CETPs

Farmers here have threatened to
give up their occupation and leave
the district if the district administration
allowed dyeing units to set up common effluent treatment plants (CETP)
in and around Karur, which had an
adverse impact on the environment.
‘We have no other option but to
move out of the district if the administration does not accept out demands,’
Karur District Farmers’ Association
President, M Ramalingam had mentioned in the memorandum submitted to the Karur District Collector on
Friday.
He further said the association had
been fighting for the strict implementation of zero-effluent discharge system by the dyeing units, since 2003.
But, it had not been adhered to by the
dyeing units, he added.
Even those which claim zeroeffluent discharge seemed to be
discharging effluents, the farmers
alleged. Three months back in
Karuppampalayam area, government
authorities tested the well water and
found that it contained 8000 units of
total dissolved salts (TDS), which
affected the soil and ground water,
they said.
‘If this continues our livelihood will
be paralysed,’ they rued.

the city yesterday to discuss the latest trends in brachytherapy at the 6th
annual confernce of Indian Brachytheraphy Society here yesterday.
The meet was organised by Dr V
Srinivasan oncologist from Dr Ka-
makshi Memorial Hospital in collaboration with AROI (TN&PY) chapter.
Brachytherapy is a highly conformal
radiotherapy procedure to treat localised malignant diseases (cancer)
and has undergone lot of changes
in clinical application with innovative
procedures and newer radioactive
isotopes. Doctors said with the
increased usage of brachytherapy,
organ preservation is taking a bigger
shape in treatment of cancer. The
technological developments have
placed brachytherapy in a stronger
position in terms of source design,
dosimetry, treatment planning and
safety.
One of its major objectives of the
Society is to promote academic activities in brachytherapy by arranging
scientific meetings, seminars, workshops and conferences.
The preconference workshop was
conducted at the Adyar Cancer Institute and inaugurated by Dr V Shanta,
chairperson of the Institute. The
highlight of the workshop was the live
demonstration of two brachytherapy
procedures.
The workshop was mainly for post
graduate students as well as the
younger radiation oncologists.
The conference provided an interactive platform for all the delegates
across the country to exchange their
ideas and knowledge in the field of

A press statement approved by all 15 members
deplored the fact that the North’s ballistic missile activities are contributing to its development of nuclear

CBI opposes bail
plea of Marans
The CBI strongly opposed anticipatory bail pleas of former
Union Minister Dayanidhi Maran and his elder brother
Kalanithi Maran in the Aircel-Maxis case.
On Friday, the Delhi High Court appeared disinclined to
interfere in the case involving former Marans, saying the
matter was sub-judice in a competent court.
A bench of Chief Justice G Rohini and Justice Sangita
Dhingra Sehgal expressed this view while reserving its
order on a PIL for directions to CBI to move the trial court
for ‘attachment and forfeiture of shares and all the assets
of Aircel Ltd’, as held by Maxis and its subsidiaries.
During the brief hearing, advocate Amit Khemka, appearing for the petitioner society, said if the High Court was
not going to interfere then he be given liberty to approach
the trial court which be directed to hear him.
The bench, however, said it will not say so and asked him
to take appropriate remedies under the law.

Turning the tables on DMK MLAs, who have

on demands for grants for police department,
Chief Minister J Jayalalithaa on Monday said the
opposition MLAs who have not been suspended,
including its president M Karunanidhi, could
have taken part in the debate on Monday if their
concerns were genuine.
Replying to the debate on demand for grants for
the Home department, a portfolio that she holds,
Jayalalithaa recalled how she had taken part in
the discussion all alone when her party’s MLAs
were suspended in 2006. ‘Does the DMK president have that kind of guts? Does the opposition
leader (MK Stalin) have the guts? Karunanidhi
should have taken part in the discussion,’ she
said. Those who came, including a couple of
former ministers, soon staged a walk-out, Jaya
noted, adding that they could have taken part if
their concerns were genuine.

threatening bacterium, a new study
has found.
These bacteria, called Group B
streptococcus, are a common cause
of meningitis in newborns and the
leading cause of infection in the first
three months of life globally.
The bug is carried naturally in the
vagina and bowels by up to one in
three women and can be transferred
to the baby during childbirth or in
breast milk.
The new research at Imperial College London on 183 women in The
Gambia found that naturally-occurring sugars in a woman’s breast milk
may have protective effects against
Group B streptococcus.
Each woman’s breast milk contains
a mixture of many different types of
sugar, called human milk oligosaccharides, researchers said.
These are not digested in the
baby’s tummy and act as food for
the ‘friendly bacteria’ in a baby’s
intestine.
The type of sugars a woman produces in her breast milk are partly
dictated by her genetic make-up.
A type of genetic system in particular, called the Lewis antigen system,
plays an important role in determining breast milk sugars.
The team tested all the mothers’
breast milk for the sugars that are
known to be controlled by these
Lewis genes.
They also tested women and their
babies for Group B streptococcus
at birth, six days later, and then
between 60 and 89 days after birth.
They found women who produced
breast milk sugars linked to the
Lewis gene were less likely to have
the bacteria in their gut, and their
babies were also less likely to get
the bacteria from their mothers at
birth.
In addition, among the babies
who had the bacteria in their guts
at birth, the infants whose mothers produced a specific sugar in
their breast milk, called lacto-n-

police said.

(IJK) is an ally of NDA at the Centre, has been
booked under IPC sections including 420
(cheating), the official said.

involving payment of money running into several
crores for getting admissions to medical courses
in SRM institutions.
Parents had alleged they were duped after being promised medical seats in colleges run by

rush to bring in
petrol variants
New Delhi, Aug 28 (PTI):
As demand for diesel variants of
luxury cars and SUVs dips in the wake
of pollution concerns, companies like
Mercedes-Benz and Audi are rushing
to bring in their petrol offerings to India.
While Mercedes-Benz will make available petrol variants for all its models
sold in India by next month so as to
align with the demand shift, Audi is
likely to complete such an exercise
by the first quarter of next year. Tata
Motors-owned JLR has also started
working on a similar strategy. ‘We are
working on future investment plans but
they needed to be reworked and the
most immediate action was adopting
the petrol strategy,’ Audi India Head
Joe King told PTI. He said reworking
of the strategy was due to the shift
in customer demand towards petrol
from diesel vehicles in the wake of
Supreme Court ban on diesel cars
and SUVs with engine of 2,000 cc and
above in Delhi-NCR and NGT order
on similar lines.

workers and officers are set to join
the strike called by unions on 2 September to protest against what they
call ‘anti-people policies of the Modi

asked the lenders to present status
report on salary hike talks with their
employee unions. The chief executives of PSBs have been asked to intimate the Ministry about ‘the present
status/action taken by them so as to
conclude the negotiations/next wage
settlement by the effective date i.e 1
November , 2017 positively’.

The wage revision of public sector
bank employees has been due since
November 2012. In the last wage
negotiation between PSU banks
employee unions and bank management, Indian Banks’ Association
(IBA) had settled at 15 per cent hike.
There are 27 public sector banks in
the country with a combined employee strength of about eight lakh. There
are about 50,000 branches of these
banks across the country. Recently,
RBI Governor Raghuram Rajan had
said all public sector banks tend to
over-pay at the bottom but underpay their top executives, even as he
rued, albeit jokingly, himself being
‘under-paid’.
CBDT keen to bring
down tax litigations
To write to 2.59 lakh taxpayers to avail
one-time dispute resolution scheme
New Delhi, Aug 28 (PTI):
Keen to bring down the number of tax
litigations, the I-T Department will soon
write to over 2.59 lakh taxpayers asking them to avail the one-time dispute
resolution scheme to settle their cases.
And to cut down on communication
time, the Central Board of Direct Taxes
(CBDT) will use email to communicate
with the appellants. ‘We have estimated
that each Commissioner of I-T (Appeal)
would have about 300-400 litigations
pending before them. We will send
these assessees emails informing about
the benefits of the dispute resolution
scheme,’ an official told PTI.
The Direct Tax Dispute Resolution
Scheme, introduced from 1 June, seeks
to address the issue of pending litigation
before Commissioner of I-T (Appeal).
The scheme is open till 31December.
As per I-T department data, there were
73,402 appeals with tax effect above
Rs 10 lakh and 1,85,858 appeals with
tax effect below Rs 10 lakh which are
pending before CIT (Appeal) as on 29
February. Thus, 2,59,260 appellants are
eligible for the benefit of this scheme.
‘The publicity drive will not be as massive as the IDS. Since we know who our
target assessees are, we will send them
pamphlets and also emails. Also we will
paste some pamphlets outside the CIT
(Appeals) office,’ the official added.
Armed with a Rs 100-crore budget for
advertisement of Income Disclosure
Scheme (IDS) and Disputes Resolution Scheme, the tax department will
now launch a publicity drive for entities
which are locked in a litigation. Besides,
the CBDT will soon come out with over
two dozen FAQs based on the queries
it has received from various stakeholders, including chartered accountants and
industry chambers. As per the scheme,
a taxpayer who has an appeal pending
before the CIT (Appeals) can settle his/
her case by paying the disputed tax and
interest up to the date of assessment.
No penalty in respect of cases with disputed tax up to Rs 10 lakh will be levied.
For cases exceeding Rs 10 lakh, 25
per cent of penalty would be levied and
any pending appeal against a penalty
order can also be settled by paying 25
per cent of the minimum of the imposable penalty. ‘Litigation is a scourge for
a tax-friendly regime and creates an
environment of distrust in addition to
increasing the compliance cost of the
taxpayers and administrative cost for
the government,’ Finance Minister Arun
Jaitley had said in his Budget speech.

RBI unions write to MPs against PDMA

‘Holding of government
securities by the central
bank in a developing economy is always advantageous. The argument for
separation of public debt
management from the RBI
is hardly relevant in our
context,’ says the letter
written last week.

been addressed to MPs
across party lines as well

Finance Minister Arun
Jaitely in the 2016 Budget proposed to divest the
public debt management
functions from the RBI by
setting up a separate body
under the Finance Ministry
as an autonomous agency
‘to bring both the country’s
external borrowings and
domestic debt under one
roof’.
But following opposition
from the RBI, he dropped
the proposal from the 2016
Finance Bill. The Minister,
however, said the government, in consultation with
RBI, will prepare a road
map to pursue a separate
debt management agency
later, in line with the global
practices.
The PDMA will act as an
investment banker to the
government and will raise
capital through bonds. At
present, the RBI is handling
the government’s borrowing programme and setting up of PDMA requires
amendments to the RBI
Act. Currently, RBI fully
handles issuance (frontoffice) and infrastructure
(back-office) of G-secs. The
middle office,
which is currently with the
finance ministry, handles
formulation of a long-term
debt management strategy,
annual debt issuance and
periodic calendars of borrowing, forecasting cash
and borrowing requirements. It also lays down a
comprehensive risk management framework.
The letter says when
foreign investors want to
invest large-scale in the
country, they have to purchase huge amount of rupee bonds to buy domestic assets. Consequently,
the rupee appreciates and
makes exports costly, and
to offset this the RBI has to
intervene and suck
out excess foreign currencies from the market. This
maintains the exchange
value of the rupee but increases its supply in the
domestic market, triggering
inflation, argues the letter.
‘The RBI sells government
securities which it holds
in its reserves and abates
excess rupee supply from
the market. This exercise
warrants RBI having huge
stock of government securities,’ it says.
Under such arrangement,
the RBI at a time can manage public debt, maintain
the exchange rate, the
unions write. ‘In today’s
world of financial insecurity
the much chased financial
stability can only come from
a well
co-ordinated monetary
policy exercise, exchange
rate control and public debt
management which precisely the RBI is doing most
efficiently and for which it is
recognised the world over,’

AFRIDI OUT OF T20

Karachi, Aug 28 (PTI):
Former Pakistan captain Shahid
Afridi has been virtually ruled out of
the lone T20 International against
England, to be played next month in
Manchester.
Sources in the Pakistan Cricket
Board (PCB) said that the national
selectors were not considering allrounder Afridi for the match on 7
September as he was carrying a knee
injury.
‘He has undergone a MRI scan
and has been advised to undergo
a rehabilitation program at the national cricket academy for the next few
weeks,’ the source said.
The source also said that Afridi, who
stepped down as the national T20
captain after the World T20 Cup in
April, would first be required to play
a couple of matches in the final leg of
the national T20 championship next
month before being considered for
national selection.
‘Afridi is keen to play T20 Internationals for Pakistan as he has now
focussed on just this one format after
his retirement from ODIs last year. But
he has to prove his fitness and form
to the selectors first,’ the source said.
Afridi had to step down as captain in
April after Pakistan performed poorly
in the Asia Cup and World T20 in
Bangladesh and India.
He also confirmed that batsmen
Umar Akmal and Ahmed Shehzad
would also not be considered for the
T20 in England.
‘Even though the two have apologised to the Chairman of the board
but the selectors are yet not ready
to accept them back in the national
team,’ the source added.
He said that both the youngsters
would be considered for the forthcoming three-match T20 series against
the West Indies in the UAE from 23
September.
‘Afridi, Shehzad and Umar will come
under consideration for the West Indies series but the selectors still want
more assurance that Shehzad and
Umar will be on their best behaviour
when they return to the team,’ the

The selectors are however planning
to pick uncapped allrounder Ammad

to undergo a bowling assessment
test conducted by the ICC before the

to take the ICC assessment test although his 12-month ban on bowling
in international cricket ended in early
July.‘A senior PCB official has conveyed to Hafeez that he has to take
the bowling test as his utility to the
team is necessary as an allrounder
in all three formats of the game,’ a

‘Hafeez has been told not to delay
the bowling assessment anymore as
the long-term interests of Pakistan
cricket have to be taken into consideration first and he should take the
test before the T20 series against the

duo of Kateryna Bondarenko of Ukraine and Chuang Chia-Jung of

Issues related to quality of management education, exploring avenues
for financing and improving global
perception of Indian institutions are
likely to come up for discussion when
HRD Minister Prakash Javadekar
meets directors of IIMs next month.
The meeting comes at a time when
the HRD Ministry is working on
formulating a New Education Policy
(NEP), officials said.
‘The HRD Minister will be meeting
Directors of various IIMs soon and
it is expected that a range of issues
from quality of education to building
best infrastructure will be discussed,’
a senior official told PTI.
Officials said Javadekar will also
meet heads of other higher educational institutions which are financed

Panel slams changes
in pension calculation
‘It has substantially decreased the amount
for those who retired after 1 Sept 2014’
New Delhi, Aug 28 (PTI):
A Parliamentary panel has rapped
the government for abruptly amending the formula for calculating pension, which resulted in ‘substantial’
decrease in the amount of benefits
received by employees who retire
after 1 September, 2014, saying it
amounts to ‘breach of contract’.
The Committee on Subordinate
Legislation has said in its 12th report
that the amendment is ‘adversarial
and arbitrary in nature’ as the persons who retire up to one day before
1 September, 2014 will get higher
pension on account of calculation
based on 12 month average salary,
while those who retire after that will
get substantially lower pension calculated on 60 months’ average salary.
At the time of joining the pension
scheme both categories of em-
ployees were entitled to receiving
pension based on the same formula,
the report tabled in the monsoon
session said. The Committee has
now ‘strongly’ recommended restoration of the earlier formula in case
of ‘at least all such employees who
became members of Employees
Pension Scheme prior to the 22
August, 2014 notification effective
from 1 September, 2014’. ‘The criteria of 60 months for calculation of
pension, could be made applicable
to only those employees who had
joined Employees Pension Scheme
after the notification after suitable
modifications as the committee find
little justification for such a drastic
change in the criteria,’ the panel said.
The report said the government had
contended that the amendment was
made on the basis of recommenda-
tion in the actuarial valuation reports
of the Employees Pension Scheme
with a view to curtailing deficit in the
Employees’ Pension Scheme Fund.
‘Having considered the background
and the aims and objects of the
Employees Provident Fund and
Miscellaneous Provisions Act, 1952,
the Committee are of the considered
view that the extant amendment
made by the government towards
calculation of the pension is totally
against the principles of natural justice and contrary to the spirit of the
original Pension Scheme’.
‘It is definitely prejudicial to the
interests of those employees who
are attaining the age of superannuation after 1 September, 2014.
The amendment is adversarial and
arbitrary in nature,’ the committee
observed.

Rail Cards
to replace
season tickets
New Delhi, Aug 28 (PTI):
Suburban train passengers may
soon get a Rail Card in place of
monthly season tickets which they
can also use for some retail therapy.
The public sector transporter is in
talks with 31 banks to firm up the cobranding proposal, a senior Railway
Ministry official said.
An estimated 1.1 crore passengers
use local trains daily across the
country.
According to the plan, there will be
three types of Rail Cards - gold, silver
and platinum. While the silver card
will be for monthly pass holders, gold
cards will be issued to passengers
opting for six-month duration pass.
Platinum card is meant for year-long
pass holders.
The Rail Card will be launched in
Mumbai as a pilot project before the
facility is extended to other places.

initiative for
workers

The convocation for the first batch
of training programme of skilling for
construction workers was held here
recently. A press note said the Confederation of Real Estate Developer’s
Associations of India (CREDAI)
conducted the programme at Isha
Homes (India) Private Limited and Olympia Tech Park Private Limited sites
through its training partner Rustomjee
Academy for Global Skill (RAGC).
A total of 54 persons were trained at
two sites and 72 per cent of the workers who appeared for the assessment
passed. This is a part of a pan-India
initiative undertaken by CREDAI to
skill the construction workers. The
association is organising the training
keeping in mind the shortage of skilled
manpower in the industry on the one
hand and high levels of unemployment
in the country on the other. With a mix
of ‘on-site and classroom training’, the
programme is designed to develop
technical and soft skills that enhance
productivity and quality. The trainings
have helped the construction workers
to gain a fair degree of self-confidence,
said the release. Suresh Krishn, president, CREDAI Chennai said, ‘CREDAI
aims to build a foundation of skills that
enhances quality output in the construction sector.’

seeks CBI probe
Gold seized worth over Rs 25 cr goes missing
New Delhi, Aug 28 (PTI):
Gold worth at least Rs 25 crore
seized from smugglers has mysteriously disappeared from customs
vaults at Indira Gandhi International
Airport here, prompting the authorities to order a CBI probe.
A huge haul of over 80 kg gold, both
in form of bullion and jewellery, has
gone missing in the last over four
years from the customs warehouse.
In all the cases, it was replaced with
non-precious yellow-coloured metal,
official sources said.
The seized gold was valued at Rs
25 crore as per current market rates,
they said.
The cases of disappearance of gold
had earlier been reported to Delhi
Police. As the pilferage continued,
the Finance Ministry decided to
recommend a CBI probe following
approval of Finance Minister Arun
Jaitley, official sources said.
The CBI has been asked to register
a Preliminary Enquiry (PE) into the
matter and find out as to how the gold
was replaced with the non-precious
metal inside the heavily guarded
vault, they said. The cases of missing
gold related to period between 2012
and June this year.
The vigilance wing of the Finance
Ministry is also looking into the suspected role of customs officials, they
said. Earlier, replying to an RTI query
filed by PTI, the Delhi customs had
said over 23 kg of gold worth more
than Rs six crore had gone missing
from its warehouse. In June last year,
the customs officials had lodged an
FIR in connection with disappearance of 11 kg of gold worth Rs 2.92
crore from its vault.

who has been accused of rape by a
fellow student, and declared the campus out of bounds for him pending
an enquiry, a decision which comes
following protests from students and
teachers.
A 28-year-old research student has
alleged that a fellow student, Anmol
Ratan, raped her after offering her a
spiked drink in his hostel room in the
university on 20 August.
Ratan, an activist of the left-affiliated
All India Students’ Association (AISA),
has also been expelled from the student outfit and police have booked
him. While he evaded arrest at first,
Ratan subsequently surrendered on
24 August and was sent to 14 days

there is no focus on any player going

chance is another story. She is back
at Flushing Meadows again, this time
with the chance of going past Steffi

shot in just five days.
Says Madhuran, ‘We released
the film last Friday and the same
day we managed to make some
profits.
The investment was less but
returns high’.
He says that it was his attempt
he wanted show to aspiring filmmakers that a standard film can
be made at a low cost.
He says, ‘Initially, RGV refused
to part with Tamil dubbing rights
as he felt that Tamil audiences
would not understand his movies.
I was stubborn and got the rights’.
The movie stars Navdeep and
Tejaswi Madivada in the lead
roles.

Hindu boy falling in love with a Muslim girl and is set at the TamilnaduKerala border.

the movie stars newcomer Walter
Philips and Isha Talwar in lead
roles. Manoj K Jayan, Nasser and
Thalaivasal Vijay are also in the
cast. Music is by G V Prakash and
the flick is produced by
Block Ticket Films.
The story apparently
inspired heavily by Mani
Ratnam’s Bombay explores the caste conflict and the
need to empower women. Mithran
Jawahar has stuck to the original
but for some minor changes towards the climax. The romance
and family emotions are handled
well by him.
Vinod (Walter Philips), a happy
go-lucky youngster falls in love with
Aisha (Isha Talwar). And he lands
in jail for a reason. He confesses to
the sub- inspector (Manoj K Jayan)
of his love. The latter promises to
help him. Since caste conflict is an
issue in the area, his friends fear of
Vinod’s love for Aisha.
A flashback reveals how he was
attracted towards Aisha and how
romance blossomed between the
two. The rest is all but how Vinod
succeeds in holding the hands of
Aisha.
Walter Philips and Isha Talwar suit
the role well, while Nasser does
his part well. Thalaivasal
Vijay and Singamuthu
have a meaty role to play.
And the scene-stealer
is Manoj K Jayan with a
good show.
Vishnu Sharma’s camera adds
colour to the story. He captures the
natural landscapes well.
All said, Meendum Oru Kadhal
Kadhai lacks the pace one would
associate with such themes. Songs
tend to break the flow. Had Mithran
Jawahar concentrated on this,
the film would have been more
engrossing.

Kilaigal Kidayadhu is more a satire.
The dialogues hold the key. But as
the movie progresses, it gets more
cliched and Goundamani tries
desperately to hold things together.
Krishna (Goundamani) is a selfcontented, happy man. He ekes
out an livelhood by renting out
caravans for heroes and heroines
in film shootings.
And he is also liked by youngsters
for he is a staunch supporter of
love marriages. He goes to any extreme to get lover-couples united.
One fine day, Prabanandhan
(Soundararaja), an activist in Madurai knocks at Krishna’s door. He
is in love with Divya (Riythvika), who
also hails from Madurai. Her father
is an influential leader of a castebased political outfit in the town.
Prabhandhan wants Krishna to give
them refuge ad get them united.
The rest is all but how Krishna
takes on the goons and ensure
happiness in the lives of Prabhandhan and Divya.
A major portion of the first half
revolves around Soundararaja,
who manages it well. Riythvika,
who played a key role in Kabali,
has nothing much to do
here. Goundamani’s
screen presence is
the highlight. His
one-liners and
quick wits are
laudable.
Ganapathy
Balamurugan
has relied
too much on
Goundamani’s persona.
But the movie
gets preachy
towards the
end. Sadly
the emotional
elements go
for a toss.

need for people to change their narrow outlook towards the society. It
also deals with the sensitive issue
of child abuse. Abhinaya, who is
best known for her role in Nadodigal
essays the mother of a seven-yearold girl in the movie. Child artiste
Sathanya, who made an impressive
debut with the horror movie Baby,
has been roped in to play the central
character. Actor Kishore plays a cop.
The director adds, ‘The story is set
in Bengaluru and revolves around a
Tamil family settled there. The film’s
message is about the importance of
humanity, and it will create a huge
impact among family audiences.’
‘Abhinaya’s character is very challenging and she has done it effortlessly. I have brought on board some
world class musicians including Tina
Guo of Game of Thrones-fame and
Serbian instrumentalist Vladiswar

Ready, steady, go for Raghu
He was an IT professional in Japan and the love for cinema brought
him to K’town. Amidst opposition from his family, young Raghu gave
up his lucrative job and took the huge risk of trying his luck in acting.
Call it his destiny, today he has managed to hog the limelight playing
a meaty role in Vijay Sethupathy-starrer Dharmadurai.
Speaking to News Today, Raghu says, ‘I should call myself lucky,.
After seeing my performance in a few films in small roles, it was director
Seenu Ramasamy who gave me the biggest opportunity to be part of
Dharmadurai. I played Vijay Sethupathi’s brother’.
‘It was great fun acting in the movie and Seenu Ramasamy patiently
taught me a lot that helped me give my best efforts,’ he said and added,
‘To share the screen with Vijay Sethupathi was a learning experience.
Though he is a star today, he was down-to-earth on the sets and
encouraged me to excel on screen. he gave me space to improvise. I
actually learnt a lot watching him in close quarters’.
‘Today I am identified by all. They call my name whenever they see me
in malls and theatres. Today my family is happy that I achieved what
I dreamt of,’ he added.
Ask him about his desire, Raghu says, ‘I am great fan of Gautham
Menon. I watched his Vinnai Thaandi Varuvaya several times. Hope I
end up being part of his movie soon’.

the team could not pull off a win in
the opening game against Dindigul
Dragons in the ongoing TNPL.
He said that loss of wickets in
clusters led to the team’s downfall.
Speaking to mediapersons after the
14-run defeat in Dindigul on Saturday, Karthik said skipper the loss of
key wickets was the reason for the
reverse.
Asked if he thought the team could
hunt down the 146-run target, he
said, ‘Yes. It sure was gettable. We
started off well and lost key wickets
later for which we paid the price.’
The Supergiants were in with an
outside chance to win after S Thiyagarajan took the game till the final
over and the skipper agreed and
said, ‘Yes. We had a good chance
thanks to the fact that it is a small
ground. Any total can be chased
on this ground. The batsman has to
be set and take risks as and when
required. Baba Aparajith’s century
against Karaikudi Kaalai is a good
example.’
The Madurai skipper, who recently
played in the Duleep Trophy game for
India Reds, also spoke about the importance of a sheet anchor and said,
‘a sheet anchor will definitely help
in such high-pressure games. Once
you get your eye in, any total is gettable. Bowlers are under pressure
in this ground and once you set
yourself then you have a fair chance
of winning.’
Meanwhile, Dindigul’s N Jagadeesan, who scored a quickfire halfcentury said, ‘when I played the first
couple of deliveries, I was just thinking of analysing the wicket. I knew
that the ball was coming well on to
the bat, so I thought if I am going to
go for a shot, let’s go for it and that
helped me in the end.’
Further, he said the wicket was a
proper paata (flat) wicket and it remained the same during the second
innings as well. ‘After rain, we lost a
bit of momentum due to the big break
in between. We were also trying to
hurry up in the end of innings and lost
many wickets.’
On his part, Dindigul captain Subramania Siva said, ‘To be honest,
Madurai had a fantastic batting combination and is a good unit. We had
a few strategies for their batting and
fortunately it clicked. We expected S
Thiyagarajan to open and thought that
M Raja would slog in the death overs.
A lot of things clicked for us and we
were particular about who will bowl
to whom.’
To a question as to whether he was
disappointed with leggie M Ashwin,
Siva said, ‘We wanted to use M Ashwin in the power-play. But then it was
not easy for him to grip the ball thanks
to niggle in his wrist. He came all the
way from Delhi to play in this match
and is leaving again on Sunday.
Overall it has been a fantastic effort
from him.’ He also thanked the crowd
support and said ‘the crowd’s energy
will definitely help us in the long run.’
