Newby Island Resource Recovery Park employs many odor
mitigation measures including:
•• Landfill gas collection and control system that destroys landfill
gas through combustion in a flare or gas-to-energy plant
•• An active disposal area as small as possible (about two acres)
•• Daily soil and other cover material on the landfill disposal area
•• Water trucks
•• Odor eliminating additives
•• A meteorological station
•• Proper maintenance of compost windrows which is effective
in reducing the creation as well as transport of offensive odors.
•• Implementation of an Odor Impact Minimization Plan for
the composting operation and participation in the City of
Milpitas Odor Action Plan
•• The compost facility is at least one mile away from the City

Extensive studies show that the
predominant sources of odors
in Milpitas come from the
South Bay and various creeks
which are a large source of
decomposing organic material.
Odor Information
Potential sources of odors in the Milpitas area include:
•• Landfill & composting operation located on Zanker Road
•• Anaerobic organics digestion facility located on Zanker Road
•• Milpitas sewage pump station (located just east of the San
Jose Waste Water Treatment Plant)
•• San Jose Waste Water Treatment Plant operates
approximately 650 acres of open-air sludge drying beds
Because Newby Island is so visible, many attribute local odors to
something they can see, however experts have demonstrated
that Newby Island is not a source of nuisance odors.
Newby Island is under the jurisdiction of several agencies that
have regulatory authority over odor emissions from the landfill
(LEA, Cal Recycle, the Bay Area Air Quality Management
District (BAAQMD)).
The landfill has an excellent compliance record and has not
received any notices of violation by any of these agencies.
Diversion Practices
Our History with the City of Milpitas
•• Organics: Republic’s state-of-the-art organics recycling
program delivers the most environmentally responsible,
efficient and cost-effective organics recycling services to
our Milpitas customers.
•• As the City’s exclusive collection provider since 1986,
Republic has worked to significantly increase recycling
diversion rates
•• Recycling: The Recyclery at Newby Island is the most
advanced recycling facility in the world with the ability
to process more material per hour, recover very high
percentages of recyclables and divert as much material
as possible from the landfill.
•• Renewable Energy: Republic manages an onsite
gas-to-energy facility that provides clean fuel to operate
the San Jose/Santa Clara Water Pollution Control Plant.
It also generates enough clean energy to power over
3,000 homes by capturing landfill gas and converting it
into green energy.
•• Construction & Demolition (C&D) Recycling: Republic
operates a C&D material processing facility able to divert
approximately 90% of C&D material from the landfill.
•• CNG Fueling Station & Trucks: Republic’s Compressed
Natural Gas (CNG) onsite fueling station fuels a fleet of 75
trucks – many of which service the City of Milpitas. This
innovative approach reduces greenhouse gas emissions
by 65% and noise pollution by 80%.
•• Foam drop-off and recycling center.
•• Milpitas residents currently pay the lowest rate for
services in Santa Clara County
•• 99% customer service satisfaction with business customers*
