years. While the heartache of losing Charlie remains ever
constant to all who knew and loved him, the seed of benefit
grew immediately, and it is both amazing and humbling at all

The Charles E. Kubly
Foundation seeks to better

by depression by increasing
awareness of the disease
and its devastating effects,
eliminating the stigma
associated with it, supporting
suicide prevention programs
and promoting improved
access to quality mentalhealth resources within
communities.
Our total donations (including all our events) were up 23% from
last year, with an increase of $57,690.24. While we thought
our donations outside of our events were fabulous last year
($71,960.69), this year we were up by a staggering 85%,

totaling $133,425.10. We are overwhelmed by the incredible
support and faith of our donors, and I cannot express enough how much we value
and strive to have each and every dollar make a difference so we will continue to
be worthy of that trust.
We also have some other big changes. After being at the helm of the foundation
since its inception 11 years ago, Sally Kubly will be leaving to pursue a new
profession as a career coach. Sally brought her expertise as a social worker and
knowledge of nonprofit management to the foundation. She helped organize 11
Beyond the Blues events and a bike event, oversaw the grant-review process for
more than 187 projects we funded (and many more that we didn’t). We would not
be where we are today without her quiet leadership and guidance! Sally wanted me
to share with you that she was honored to serve in this role and was awed by the
generosity of our donors. She will stay involved and will serve as a resource to our
new director.
We are very excited to welcome Christina Wilson Berger as our new executive
director. Christina brings a legal background and much more. She worked for
Baker Tilly Virchow Krause for nine years and, more recently, as development
director for the After Breast Cancer Diagnosis (ABCD) organization. We are looking
forward to working with Christina and know she will bring new ideas and energy.

Charlie Kubly’s name has been in the paper recently. Through the years, my
parents, Billie and Mike Kubly, have made several personal donations to improve
the lives of those affected by mental illness. They have most recently donated to
Marquette University for the Charles E. Kubly Research Center as well as to the
Medical College for the Charles E. Kubly Access Project. My parents’ personal
donations, while continuing to support the mission of the foundation, are done
independent of the foundation. The Charles E. Kubly Foundation is a public 501(c)(3)
charity and conducts a thorough process with several of our medical advisers to decide
on mission statement worthy projects. My parents also continue to be major
supporters of the foundation, and I personally could not be more proud of their
passion and commitment to this cause!
Be sure to mark you calendars and start to spread the word as planning is well
underway for the 12th annual Beyond the Blues. This year, we will be at Turner
Hall on Sept. 19, 2015. We hope to see you and your friends there!

Beyond the Blues 2014 Exceeds Expectations
Another great year! Thank you donors for another successful Beyond
the Blues. This year’s event was held at Discovery World, Pier Wisconsin
in the tent and featured a picnic theme. Guests enjoyed Bartolotta’s
catering and music by Dan Dance (always a favorite!) and DJ Tarik Moody
from 88.9Radio Milwaukee. For fun, we hosted a scavenger hunt, which
included a stop at a “Wishing Tree.” Patti Aversa was our winner! Perhaps
best of all, we enjoyed some of the mildest weather ever in our 11 years
hosting this event.
We would like to extend our gratitude to our Sponsors and Blues Backers. This year we raised a
record amount of sponsorship for the event, totaling $120,000. With ticket sales and donations, the
event brought in a record $170,000, which will be used to support important mental health projects
in the coming year! Please see a list of our recently funded projects on page 4.

The Charles E. Kubly Foundation proudly supported the following projects this winter:
The N.E.W. Mental Health Connection, a nonprofit organization in the Fox Valley focused
on connecting community stakeholders and resources to improve mental health, will host a
training on suicide prevention with nationally known speaker Dr. Shawn Shea. Dr. Shea will
train more than 50 primary care physicians and 150 counselors, psychologists, social workers,
case managers and substance abuse counselors. He uses a CASE (Chronological Assessment of
Suicide Events) model in his training.
Family Service of Racine will host Mental Health First Aid training for 25 community members,
primarily clergy and nonprofit staff. Mental Health First Aid is an evidence-based, in-person
training program that teaches individuals how to recognize and respond to the warning signs of
mental illness and substance abuse disorders and how to link people to appropriate treatment.
Grand Avenue Club provides support to young adults in college with persistent mental illness.
With grant support, they will continue their Young Adult Supported Education Program (YASE),
partnering with MATC to provide support groups called SWAP (Students With a Purpose), host an
educational expo, and help students to secure employment.
Whitefish Bay High School/REDgen/Northshore Health Department will train three individuals
in Milwaukee’s North Shore (a Whitefish Bay School District Representative, a mental health
professional and an individual from a faith-based organization) in QPR, a suicide prevention
model. QPR stands for a trainer model: Question, Persuade and Refer. Gatekeeper training will
then be provided to more than 100 individuals in the North Shore.
The Healing Center, an Aurora Well Community Program, will train staff of the Healing Center
and the Sexual Assault Treatment Center in QPRT (a QPR model for clinicians). The center,
located in Walker’s Point, is the only treatment center of its kind in Milwaukee, providing
support, advocacy and education to survivors of sexual abuse with a focus on serving lowincome, uninsured and under-served people who lack access to resources.
Active Minds on Campus at Marquette will host a Mental Health Awareness Week in spring 2015.
A grant from the foundation will cover the costs of speaker Jordan Burnham. Active Minds is a
student-led group that raises awareness of mental health on college campuses. Marquette is
proud to have one of the more successful chapters in the United States.
Sisters4Cure is a grass-roots organization that helps African-American women with breast
cancer to improve the changes of recovery through healthy living practices. There is a significant
correlation between a breast cancer diagnosis and depression. With increased exercise, healthy
eating habits and mental health care, if needed, women stand a better chance of recovery. Funds
will be used for support group consultants and printed materials on depression.
Mount Mary University is currently studying the impact of trauma on school performance.
With grant support, they will complete phase two of their Trauma Sensitive School Project at
Northwest Catholic School. This is a prevention project aimed at reducing students’ depression
and anxiety resulting from the effects of childhood trauma. Psychologists trained in lower brain
interventions will provide instruction on calming techniques.
Prevent Suicide Greater Milwaukee received a grant to support their Second Annual Suicide
Prevention Conference called “Coming Together: Action, Hope, Recovery.” The conference was
held on November 14. Funds were used for speaker honorariums, printed materials, and to
provide scholarships for attendees who could not otherwise afford to attend.
This past fall, Milwaukee’s Department of Veterans Affairs and the American Legion Auxiliary
hosted a National Veterans Creative Arts Festival. The event was held at the Milwaukee Theatre
and more than 130 veteran artists exhibited their award-winning work. A grant was provided to
sponsor NVCAF workshops for veteran guests. It is known that the arts are an important part of
recovery, health and wellness.
A grant was provided to the Public Policy Forum to support a Behavioral Health Outpatient
Capacity Analysis, which will assess the current capacity of clinical outpatient services in
Milwaukee County for low-income adults and children, as well as identify gaps in access
and strategies to improve access to care. The analysis is being managed by the Public Policy
Forum, and conducted by the Human Services Research Institute and the Technical Assistance
Collaborative, two nationally recognized consulting firms with extensive experience addressing
mental health policy and planning across the country. 4

Setting Goals: Zero Suicide in Wisconsin

There has been a lot of buzz in the media and in the medical
community about “Zero Suicide.” In many cases, it has been
either ignored or laughed at. “There is no such thing as zero
suicides. We can’t stop them all.” Or, “Why set a goal that is
unattainable?”
But, let’s look at it another way: If we don’t have a goal of ZERO, what number should it be? Should
we say that dropping the number of suicides in Wisconsin from more than 750 per year to 650 is
acceptable? Or 500? How about 300? Of course, dropping the number is a good thing — but what about
those families and loved ones of those who still die by suicide? Do they see that?
Zero Suicide is a commitment to suicide prevention in the healthcare and behavioral healthcare systems.
Zero Suicide is based on a systematic approach to quality improvement; it does not rely on the heroic
efforts of individual clinicians but rather the conscientious and consistent use of specific tools and
strategies throughout organizations. Just as health systems have been able to initiate systematic
practices and policies that alleviate medical errors and falls, the Zero Suicide model can and has
reduced the number of suicides.
One example of the initiative’s success is the Henry Ford Health System in Michigan. There, a team
involved with patient care and quality improvement was able to develop its Perfect Depression Care
Model, making suicide prevention its primary goal. By use of promising and evidence-based practices,
HFHS was able to reduce the suicide rate among plan members by 80 percent.
Intrigued by the results of the Perfect Depression Care Model, Mental Health America of Wisconsin
put together two separate teams to spend a few days at HFHS for a Perfect Depression Care Academy
training. Each team consisted of two to three people from organizations around the state with the plan
that they would return to their facilities and begin initiating these practices in their own systems. The
organizations were varied; from small private behavioral health clinics, to a large multi-county public
system provider, to full-service health systems.
One example of current success is North Central Health Care of Wausau, Wis. Toni Simonson, one of
the first academy attendees, has been working diligently with the behavioral health team at her facility.
Since initiating the programming, they have seen a decrease in suicide attempts and two completed
suicides for those under their care — down from nine just two years ago.
MHA-Wisconsin thoroughly believes that the Perfect Depression Care Model is a strong, proven way
to help Wisconsin in its goal of Zero Suicide and will support efforts in the state. In April 2015, a Zero
Suicide Wisconsin Academy will be held at the Prevent Suicide Wisconsin Annual Conference in Stevens
Point. This academy is supported by grant funding from the Wisconsin Department of Health Services
and the federal Substance Abuse and Mental Health Services Administration. An application process for
teams will be made available soon. Watch for upcoming promotions.
Billie Kubly Honored for Volunteer Work
The Charles E. Kubly Foundation is proud to announce that The Association
of Fundraising Professionals Southeastern Wisconsin Chapter awarded
Billie Kubly with the Evan P. Helfaer Donor Award in recognition of her
active role in philanthropic efforts throughout the region. The award presentation was held at the 36th annual awards luncheon on November 11
at the Pfister Hotel. Billie is Charlie’s mother and honorary board member
of The Charles E. Kubly Foundation.

New Director Joins Foundation
Christina is a Marquette University Law School and Babson College alumna. Most
recently, she was the development director at ABCD: After Breast Cancer Diagnosis.
She brings extraordinary relationship management and strategic planning skills to
The Charles E. Kubly Foundation. Christina has both regional and national client
service experience, as well as expertise garnered through extensive community
nonprofit board service. She serves on the United Way Women’s Leadership Council
and the board of Life Navigators, and is a trustee at the Milwaukee Montessori
School. She has a passion for nonprofits and realizing an impact in the community.
In her spare time, Christina loves traveling and sailing with her husband and three
girls. She is also an avid runner, voracious reader and aspiring chef.

Cause for the Claus Was a Huge Success!
On December 6, our board member Lori Kilian hosted a Christmas-themed fundraiser called Cause for the
Claus at the Pavilion in Cedarburg. The event included an auction, a raffle, a DJ, and a chili buffet, and, perhaps
most fun, guests wore Santa outfits, elf costumes, and other festive clothes. Special auction and raffle items
included a Cedarburg merchants basket, beer for a year from Miller-Coors, a gorgeous $2,000 diamond necklace
donated by Armbruster Jewelers in Cedarburg, and much more. The event raised more than $14,000 for The
Charles E. Kubly Foundation. Thank you, Lori and all the supporting guests!
