SECTION I - SPECIAL NOTICES
This section contains information of special concern to the Mariner.
2011 HURRICANE SEASON - CLOSURES OF INNER HARBOR NAVIGATION CANAL (IHNC)
Mariners are advised that the Hurricane Season extends from June 1, 2011 to November 30, 2011.
The Inner Harbor Navigation Canal (IHNC) Floodwall Project, a major component of the Hurricane and Storm Damage Risk Reduction System,
became operational on June 1, 2011.
Mariners are advised that the primary purpose of the floodwall project is to prevent storm surge from entering the IHNC. The gates
incorporated into the floodwall will be closed in advance of a 3-foot storm surge reaching the IHNC site. This closure will block all navigation
passage on the GIWW and Bayou Bienvenue Waterways at this location, and once closed, could impact the ability of navigation interests to
reach harbor behind the gates.
Mariners are advised to be aware that this is a United States Coast Guard (USCG) Regulated Navigation Area (RNA) and should be fully aware
of the requirements of this RNA.
The US Army Corps of Engineers (USACE) will provide as much advanced notice as possible of an intended closure. Whenever a tropical system
is in or approaching the Gulf of Mexico, navigation interests are advised to closely monitor USCG Broadcasts, USACE Navigation Bulletins, and
Gulf Intracoastal Canal Association (GICA) communication avenues, as well as local television and radio broadcasts.
Advisories will provide an approximate time and date that the closure is expected to be made and will change as necessary as the tropical
system approaches. USACE's Emergency Operations Center (EOC) will continually keep the USCG and Navigation Industry informed of activities
at the IHNC.
This structure may be closed on short notice well in advance of the actual storm. Mariners are advised to take appropriate and timely actions to
assure their safety.
The gates will be reopened as soon as conditions permit after a storm.

GIWW - WEST CLOSURE COMPLEX (WCC) - 2011 HURRICANE SEASON
Mariners are advised that the Hurricane Season extends from June 1, 2011 through November 30, 2011.
The Gulf Intracoastal Waterway (GIWW) West Closure Complex (WCC), a major component of the West Bank and Vicinity Hurricane Storm

Damage Risk Reduction System, became operational on June 1, 2011.
Mariners are advised that the primary purpose of the WCC is to prevent storm surge from entering the Harvey and Algiers Canals. The Sector
Gates will be closed in advance of a 4-foot storm surge reaching the WCC site. In almost all cases, the gates will be closed when the water
surface elevation at the structure is between elevation +2.0' and +3.8'. This closure will block all navigation passage on the GIWW at this
location, and once closed, could impact the ability of navigation interests to reach harbor behind the gate.
Mariners are advised to be aware that this is a United States Coast Guard
(USCG) Regulated Navigation Area (RNA) and should be fully aware of the requirements of this RNA.

HURRICANE SEASON SPECIAL NOTICE
The hurricane season extends from June 1, 2011 through November 30, 2011. Tropical storms and hurricanes often develop with little warning.
Extensive damage to small craft often results in loss of life. All mariners, particularly operators of small fishing vessels, are reminded that
advanced planning which might prevent loss of vessel and crew should include:
(a)
Instruction of crew and passengers in location of emergency equipment and emergency procedures.
(b)
Presailing check of vessel, machinery, and equipment for seaworthiness.
(c)
Installation of strong ground tackle.
(d)
Review of storm center evacuation procedures.
(e)
Knowledge of nearest hurricane shelter or port.
(f)
Constant radio watch on VHF-FM Channel 16 and frequent monitoring of VHF-FM weather channels for National Weather Service
Broadcasts.
Due to tropical storms and hurricanes, mariners should be aware that aids to navigation along the coasts of Florida, Alabama, Mississippi,
Louisiana and Texas, and on structures in the Gulf of Mexico might have been damaged or destroyed. Lighted and unlighted buoys may have
been moved from charted position, damaged, sunk, extinguished, or otherwise made inoperative. Mariners should not rely completely upon the
position or operation of an aid to navigation, but should also employ such other methods of determining position as may be available. Wrecks
and submerged obstructions may have been moved from charted locations and pipelines may become uncovered or moved, due to the force of
storm surges. Storm surge and winds may create shoals in affected waters. The U.S. Aids to Navigation system marking wrecks and
obstructions is intended for use with nautical charts. The exact meaning of a particular aid to navigation may not be clear to the mariner unless
the appropriate nautical chart is consulted. Virtually all U.S. lateral marks are located in Iala Region B and follow the traditional 3R rule of red,
right, returning. In U.S. waters, returning from seaward and proceeding toward the head of navigation is generally considered as moving
westerly along the Gulf Coast. Mariners should exercise caution and report aid to navigation discrepancies and hazards to navigation to the
nearest Coast Guard unit.
During the hurricane season, drawbridges along the coast may deviate from normal operating procedures. Some bridges may be unable to open
because of high winds. Others may be authorized extended closed periods to facilitate evacuation of land traffic. Mariners should anticipate
bridge closures by listening to the National Weather Service and Coast Guard Broadcasts on hurricane conditions. Because of the uncertainty of
hurricane movements and bridge closures, mariners are urged to seek passage through drawbridges well in advance of the arrival of gale force
winds.
Locks and Navigation Structures are operated to pass navigation until such time, that water levels and wind conditions warrant operations
unsafe. The structures are then closed in accordance with hurricane preparation procedures. Mariners will be given as much notice as possible
when structures are to be closed. However, these structures may be closed on short notice well in advance of the actual storm. Mariners are
advised to seek safe harbor as soon as possible.

SPECIAL NOTICE-HURRICANE SEASON
Mariners are advised that the hurricane season extends from June 1, 2011 to November 30, 2011.
Locks and navigation structures operated by the U.S. Army Corps of Engineers will attempt to pass navigation until such time that water levels
and wind conditions render operations unsafe.
The structures are then closed in accordance with hurricane procedures. Be advised that this includes the Harvey Canal Floodgate, located in
the Harvey Canal immediately south of the Lapalco Bridge which is now operational.
Mariners using structures such as Bayou Bienvenue, Bayou Dupre, Empire, Leon Theriot (Golden Meadow), and Larose floodgates, and the
Empire and Ostrica locks should consult local levee districts or the Louisiana Department of Transportation and Development. Phone numbers for
local and state structures and agencies and Corps of Engineers structures can be found on the following website:

FL - ST ANDREW BAY - GRAND LAGOON - Bridge Construction - UPDATE
Construction continues on the replacement bridge on County Road 3031 (Thomas Drive) across Grand Lagoon at waterway Mile 2.0, from the
mouth at St. Andrew Bay at Panama City, Bay County, Florida. The fixed span temporary detour bridge has been constructed upsteam or west of
the existing bridge. The temporary bridge provides a horizontal clearance of 28.6 feet between piers and a vertical clearance of 11.2 feet above
MHW, elevation 0.69 feet above MSL, NAVD 88. Fixed red lights have been established on the temporary bridge piers and on the footers of the
new bridge piers. Temporary sheet pile bulkheads have been constructed on both sides of the waterway. Fixed red lights have been established
on the outer 4 ends of the bulkheads.
UPDATE: Temporary red and green navigation lights have been reported established on the west side of the temporary bridge navigation span
and on the east side of the new bridge navigation span with the green lights over the center of the channel, each showing 360 degrees.
Mariners are urged to exercise caution when operating in the construction area.

AL - MOBILE RIVER - Bridge Construction - UPDATE
Construction continues on the bridge replacement project at the CSX Railroad Swing Span Bridge, also known as the 14-Mile Bridge, across the
Mobile River at Mile 13.3. Concrete pouring operations are being conducted daily at the west channel side of the main pier and at the east edge of
the auxiliary channel. Numerous crane and material barges are working on both sides of the channel outside the fender system.
Concurrent with the work at Mile 13.3, the 400-long by 55-foot wide truss span for the bridge is being constructed just downstream of the
Interstate 65 Bridge at Mile 21.0, approximately 7.7 miles upstream of the CSX Railroad Bridge on the left descending bank side of the river. The
truss span will be constructed on a 40-foot by 360-foot lift span assembly platform, reported to be located in approximate position 30-54-48.9N
087-57-42.4W. Just downstream of the lift span assembly platform, a group of 4 mooring dolphins have been reported established, parallel to the
bank, in approximate position 30-54-47.1N 087-57-38.8W. Across the river on the right descending bank, a temporary access dock has been
constructed in position 30-54-45.7N 087-57-49.6W. The truss span and the mooring piles will be lighted with fixed red lights on the channelward
extremities.
Mariners should be alert for equipment working within the river near the I-65 Bridge, as well as the 14-Mile Bridge, and should exercise caution
when transiting these areas. For passing instructions, mariners may contact the M/V CAP’N JUD on VHF-FM Channels 13 or 16. For up-to-date

Mississippi Sound. The moorings will be located in the vicinity of Horn Island, approximate position 30-16-00N 088-46-00W and the vicinity of
Henderson Point, approximate position 30-18-00N 089-18-00W. The moorings will be weighted to hold to the bottom and they have dimensions of
6 feet by 4 feet, with a height above the seafloor of approximately 20-inches. The moorings will pose a potential hazard to fishing and trawl nets.
A small float will extend from 1-2 feet above the mooring and a 1-foot by 1-foot graphite plate will be buried next to it. Mariners are urged to stay
clear of the area and the moorings.

LA - VIOLET CANAL - BAYOU BIENVENUE AND BAYOU DUPREE FLOOD CONTROL STRUCTURES - Floodgate Construction Temporary Bridge - UPDATE
Construction has been completed on the new temporary removable span bridge across Bayou Bienvenue. The bridge is being used in conjunction
with the on-going project to raise the levees and the flood gates at Bayou Bienvenue and Bayou Dupree. The bridge provides a vertical clearance
of 14 feet above mean high water. The horizontal clearance between the existing fenders remains unchanged.

Additionally, Bayou Dupre will remain closed to all marine traffic until approximately October 29, 2011. The Bayou Dupre control structure will be

Construction continues on the project to replace the existing dual fixed span bridges on Interstate 10 across Lake Pontchartrain between New
Orleans, Orleans Parish and Slidell, St. Tammany Parish, Louisiana. Demolition on the old bridges is underway.
UPDATE: The girders and spans over the navigation channel have been removed. The navigation lights have been relocated to the new bridge
channel spans. The old bridge piers remain adjacent to the navigation channel behind the fender system. Work is ongoing to remove the old
piers. The barges have moved into the navigation channel to remove the old fender system causing temporary horizontal clearance restrictions. A
complete channel blockage may be necessary during this process. Details regarding this operation and possible channel blockages will be published
as information becomes available.

This work is associated with the West Closure Complex and will take place at the Estelle Outfall Canal, just north of the confluence with the Algiers
Canal. Pile driving barges and cranes will cause a partial blockage of the Harvey Canal at this location.

LA - MISSISSIPPI RIVER - Hale Boggs Bridge Work - Reduced Vertical Clearance - UPDATE
Work on the Hale Boggs I-310 fixed bridge across the Mississippi River, Mile 121.7 at Luling, continues. Replacement of the bridge’s cable stays is
being performed from a fixed traveler platform hanging beneath the bridge. The platform reduces the bridge’s vertical clearance over a portion of
the main navigation channel. Phase 2 of the project began in March when the traveler platform was moved downstream to Pier 3 on the LDB of
the Destrehan side of the bridge. Phase 3 of the project, will take place on the upstream side of Pier 3 on the Destrehan side of the bridge. Phase
3 should continue at that location through January, 2012. The entire project consists of 4 phases and should be completed by Summer 2012.

The COTP New Orleans has implemented a Safety Zone on the Lower Mississippi River extending the entire width of the river from approximate
Mile 230.0, AHOP to Mile 232.0, AHOP. The LMR will be open to one-way traffic from 7:30 a.m., through September 2, 2011. This operation will
continue 24-hours a day. All vessel traffic shall maintain the slowest safe speed when transiting the Safety Zone to minimize wake. Vessels shall
transit as close to the RDB as safely as possible. Vessels may request permission to transit through the area from VTS LMR New Orleans on VHFFM Channels 12 or 67. Failure to comply with the Safety Zone will subject persons to a civil penalty of up to $32,500.00. Willful violation of this
order may be punishable by a fine of not more than $50,000.00 or imprisonment for not more then 5-years, or both.

day, 7-days a week. Frequent crossings of the navigation channel are made day and night by a crew boat and tugs with material barges.
The new structure now completely spans the river and navigation lights have been established on the low steel of the bridge. Currently a 10-foot
long traveler platform is suspended below the bridge, reducing the available navigational clearance under the platform by approximately 8 feet.
Until further notice, the traveler will be working at various locations beneath the bridge, including the over the navigation channel. Flashing red
lights are reported to have been established on the bottom 4 corners of the traveler platform.
The new structure provides a vertical clearance of 65 feet above the 100-year design high water elevation of 56.1 feet, National Gulf Vertical
Datum. It provides a horizontal clearance of 1,280 feet between piers within the navigation channel, normal to the axis of the channel.
The M/V AUDUBON is on scene and monitoring VHF-FM Channels 13 or 74. Mariners are urged to contact the M/V AUDUBON in advance of arrival

Reference Navigation Bulletin No. 11-02, dated January 11, 2011, concerning temporary and intermittent closures to navigation at the GIWW
West Closure Complex (WCC), located at Mile 6.8, WHL.
This updated bulletin is extended through June 2012, with changes stated below.
The 225-foot navigation gate of the GIWW WWC at Mile 6.9, WHL, is opened for navigation passage. Marine traffic is directed to pass through
the structure. Mariners should be advised of the continuing construction on the WCC. Construction barges, boats, and other equipment are
working close to the navigation channel.
Mariners must contact the M/V CAPTAIN JOHN or the M/V PROSPECTOR, WCC Traffic Control Center, on VHF Channels 13 or 16, to arrange safe

LA - BAYOU TECHE - LA671 Swing Bridge, Mile 46.5 - Maintenance Operations
The Commander, Eighth Coast Guard District has been notified of maintenance on the Swing bridge for LA 671 over Bayou Teche, Mile 46.5, at
Jeanerette, Iberia Parish, Louisiana. This maintenance is required to upgrade the operation and safety of the bridge. Due to the limited use of
the waterway, no regulation deviation will be needed at this time. During the day mariners can expect up to a 3-hour delay.
The maintenance work will be underway until October 31, 2011. Work will be performed from 7:00 a.m. until 5:00 p.m., Monday through Friday.
August 15 &16, 2011, will have the greatest delays due to divers in the water.

Continuing until further notice, a U.S. Government Contractor will work during daylight hours, Monday through Saturday, from 7:00 a.m. until 5:00
p.m., on the construction of the northwest guidewall. Bayou Sorrel Lock will operate from 5:00 p.m. until 7:00 a.m., Monday through Friday, and
will be open to marine traffic 24-hours a day on the weekends. However, some Saturday closures may occur throughout this construction period.
While the channel is open, mariners are urged to proceed with caution and to transit at their slowest safe speed to minimize wake. For up-to-date

The St. Mary Parish Levee District has commenced installation of the temporary Bayou Chene Backwater Closure Project in approximate position
29-37-19N 091-05-23W. The project includes installation of emergency flood protection structures and shall be marked with private aids to
navigation to ensure safe navigation. The flood protection structures will impede general navigation by forming a man made wall across the entire
width of Bayou Chene for flood protection. Mariners are urged to exercise extreme caution when navigating in or near this location.

LA - BAYOU PATOUT - Bridge Construction - Channel Blockage - UPDATE
Construction continues on the replacement fixed span bridge on SR 83 across Bayou Patout, Mile 0.4, near Weeks Island, Iberia Parish, Louisiana.
A 60-foot by 80-foot crane barge is working in the waterway at Patout Bayou during daylight hours. The barge will work in the navigation
channel, such that the swing span cannot be opened to navigation. However, with a 1-hour notice, the barge will be moved out of the channel
and the swing span opened to pass navigation. Mariners can call the bridge tender at (337) 262-6100, to request an opening. At night the barge
will be secured outside the navigation channel and lighted according with the Navigation Rules.
Mariners are urged to be alert to the ongoing construction and exercise due caution when operating in the area.

LA - SCHOONER BAYOU CONTROL STRUCTURE - Closure - UPDATE
Continuing until further notice, restricted vessel traffic (every 2-hours on the even hours) will be implemented at the Schooner Bayou Control
Structure due to continued high salinity levels in the Mermentau Basin. Only light commercial traffic and recreational vessels will be allowed
through the structure from 6:00 a.m. until 8:00 p.m., until the water raises in the basin or the salinity drops. However, if the salinity reaches 100
gpg at 3 locations, then a full closure will be implemented. All tows, light tugs, and cargo carrying vessels will be diverted to Leland Bowman Lock.

LA - GIWW - NEW ORLEANS TO PORT ARTHUR - Temporary Deviation for Electrical Component Upgrades and Repair Work
The Commander, Eighth Coast Guard District has issued a temporary deviation from the regulation in 33 CFR 117.451(e), governing the operation
of the SR 27 (Ellender Ferry) across the GIWW, Mile 243.8, WHL, near Hackberry, Calcasieu Parish, Louisiana. This deviation allows the Louisiana
Department of Transportation and Development to maintain the vertical lift bridge in the closed-to-navigation position from 8:00 a.m. until 5:00
p.m., Monday through Friday, until September 2, 2011. The purpose of the closure is to allow for electrical component upgrades and repair work
on the bridge. Vessels that can pass under the bridge in the closed-to-navigation position can do so anytime. The bridge will not be able to open
for emergencies. Mariners are urged to transit the area with extreme caution. At all other times, the bridge will open on signal with a 4-hour
advance notice.

A request has been approved by the Commander Eighth Coast Guard District for State of Texas, Department of Transportation (TXDOT) on behalf
of the GALVESTON CO. NAVIGATIONAL DISTRICT NO. 1, to restrict the channel at various time during the course of construction of a new fender
system for the bridge over the GIWW, Mile 356.1, WHL, on the Pelican Island (Herbert E. Schmidt) Causeway crossing the Galveston Channel, mile
4.5, in Galveston, Galveston County, Texas. These restrictions will be broadcast through the notice to mariners system and also available from
the Vessel Traffic Service or Sector Houston/ Galveston. This construction will have many phases and be updated by Broadcast and through the
LNM.
The Bridge will be closed to marine traffic from September 12, 2011, for approximately two (2) months.
All other restrictions will begin on June 23, 2011 and will continue on an as needed basis until further notice.

Work continues on the project replace the bascule span of the existing Galveston Causeway Railroad Bridge across the GIWW, Mile 357.2, WHL,
at Galveston, Texas. Equipment and barges are working on both sides of the navigation channel and will obstruct the channel at times during
daylight hours. Barges will be moored outside the channel at night and lighted according to the Navigation Rules. Barges may be moored to
mooring piles that will be driven in the following approximate positions in the near future: 29-17-48.5N 094-53-14.1W; 29-17-47.8N 094-5314.8W; 29-17-44.9N 094-53-06.5W and in 29-17-44.1N 094-53-06.8W. The pilings will be lighted with fixed white lights at night.
Mariners are urged to exercise caution and avoid passing close aboard any construction equipment that will be operating in the construction area.

Continuing until further notice, the area of work is in the vicinity of Bayland Marina in Baytown, Texas and the Goose Creek Channel. The
Cutterhead Dredge PATTI (DSC 12 inch swinging ladder) in conjunction with booster pump Dredge NAUTILUS will commence dredging activities
through the month of September 2011, with dredged material placement into Alexander Island. The temporary dredge pipeline will be submerged
where necessary in Tabbs Bay, such that navigation into Black Duck Bay is not impeded. All other pipeline will follow the shoreline adjacent to the
ExxonMobil facility, cross under the Fred Hartman Bridge and cross under the HSC near Channel, Light 107 (LLNR-25220) and Light 108 (LLNR25225). Both dredges will be monitoring VHF-FM Channels 13 or 16. The pipeline removal may be as late as October 2011.

MTI PLATFORM LOCATION SCHEDULE for AUGUST 29, 2011 THROUGH SEPTEMBER 04, 2011. REF: Attached Sheets 1‐1 There are no vertical restrictions scheduled for the 500+ feet main navigation channel during the week. The vertical clearance will be maintained at 149 feet minus the Carrolton gage throughout the week. Directly below the stored platforms the vertical clearance is 130 feet minus the Carrolton gage. MTI Construction Hours: 7:00 AM to 5:30 PM Both platforms at Pier II (LC1’‐LS0’) August 29th thru September 4th 2011 August 30th 2011 7:00 AM to 7:00 PM 12‐Hour Main Navigation Channel Blockage Non Construction Hours: 5:30 PM to 7:00 AM Both platforms at Pier II (LC1’‐LS0’) August 29th thru September 4th 2011 Project Navigation Information – Main Navigation Channel: 1. MTI has placed two movable platforms beneath the main span of the Huey P. Long Bridge on rails that have been installed on the bridge. The rails reduce the air draft to 149 feet minus the Carrollton gauge. 2. The platforms stored at Piers 1 and 2 hang below the rails by 8 feet 2 inches and reduce the vertical clearance to 141 feet minus the Carrolton gauge. Due to the possibility that workers may be working on the platforms the allowable vertical clearance has been reduced to 130 feet minus the Carrolton gage directly below the platforms. 3. When navigation restrictions are in effect all vessels with an air draft in excess of 120 feet and intending to transit the Huey P. Long Bridge are required to notify the Vessel Traffic Service (VTS) at least two hours in advance of arrival. 4. VTS will provide MTI a minimum of two hours notice for all vessels in excess of 120 feet intending to transit the Huey P. Long Bridge 5. Air draft is defined as the maximum vertical height of a vessel reported in feet when it will reach the Huey P. Long Bridge site at MM 106, AHP. 6. On days when the location of MTI’s platforms reduce the horizontal clearance in the channel to less than 500 feet all vessels with a vertical draft in excess of 130 feet intending to transit the Huey P. long Bridge are required to get permission from VTS prior to getting underway from docks or anchorages. VTS will notify MTI a minimum of two hours in advance of the vessels arrival and MTI will increase the horizontal clearance of the channel to a minimum of 500 feet by moving the movable platforms either toward Pier 1 or toward Pier 2, depending on the location of the platforms. 7. Throughout the construction period while workers are present all mariners are requested to pass with extreme caution at their slowest safe speed. 8. Mariners operating in the area of the bridge may contact M/V BILL ODONLEY or M/V RAY PENSRUM on VHF‐FM CH 67 or 82 for more information. Huey P.
