The following is a summary of the most recent
decisions made on the members behalf. We must
remember that we are all volunteers.
Given I have only just started as CE of DOGS
Victoria I thought it would be more appropriate on this
occasion to introduce myself.

My background has predominantly been in the health
sector for over 14 years, where I have held senior
roles, interspersed with developing and managing my
own businesses on a couple of occasions. I lived on
the Mornington Peninsula for 25 years prior to my
‘tree change’ five years ago. I am relocating back to
the Mornington Peninsula from the Loddon Mallee
Region.

Recently there have been
several issues in regard

to non-payment of entry fees. According to our
Regulations (3.4.4), entry fees must be paid prior to
any prize being awarded. Show secretaries have a
huge job and should not have to cope with unpaid
fees, usually due to dishonoured cheques. Several
members have received letters advising them that
their membership is suspended pending payment
of the outstanding debt. Non-payment of any fee
owed to DOGS Victoria incurs a similar penalty.
A Puppy Farming Working Party has been formed
with the aim of deciding best practice procedures
for breeders from both within and outside our
organisation.
There have been some changes to the definitions
of main, limited, associate or any other ANKC or
VCA approved register, and various other
regulations. Current regulations will be posted on
the DOGS Victoria website and for those without
access to computers, the office will provide a hard
copy on request.
The position of chief executive became vacant, and
after an exhaustive search the position has been
offered to Ms Susan Glasgow who has accepted.

My more recent role was in community health which is
a very complex and diverse sector and I was based in
Kyneton and Woodend.
My previous roles have always been in organisations
that were not-for-profit and membership based and
consisted of dedicated staff and volunteers, so I am
very familiar with the structure of the organisation. I
believe my skills and experience in senior
management positions and small business will
transfer very well.
All the people that I have met this week have been
very welcoming and they are dedicated and
passionate in what they do. Thank you to those of you,
who have telephoned, dropped in or emailed to say
hello. DOGS Victoria has a terrific reputation and I
am really excited about being a part of it and learning
more about the organisation and the sector. I will be
attending as many events and committee meetings as
I can in coming months so that I can meet and get to
know DOGS Victoria members.

NEUTER CHAMPION TITLE
Members wishing to enter their dogs in the new
neuter classes to obtain points toward the newly
introduced neuter champion title must apply to
have their dog(s) recorded as a neuter on the main
register of the ANKC database. (Refer to ANKC
regulations Part 5, Section 3.5)
VCA Regulation 4.4.4
Except as provided for in these regulations any member
selling, supplying or disposing of a dog to another
person must supply to that person the signed
registration certificate duly completed with the name
and address of the person and the transfer date, within
twenty eight (28) days of disposal unless management
committee otherwise directs. A member shall not
include any contractual provisions contrary to this
regulation.
3.5 Only dogs or bitches registered with an ANKC
Member Body as a “neuter” on the main register
shall be eligible to compete in either Class 15,16,17
or 18. (Amended 10/01).
You are required to return the original main
certificate of registration to the office along with a
photocopy of the desexing certificate.
You will be issued with a new certificate reflecting
the updated status of your dog.
The administration fee for this service will be $15.
Please note: Any neuter champion title points
accrued prior to the date your dog was
recorded as a neuter on the main register of the
ANKC database may not be counted towards
granting the neuter champion title.

ANKC SURVEY RESULTS
GERMAN SHEPHERD DOG
Recently the ANKC conducted a survey to ascertain the
opinion of registered German Shepherd Dog owners in relation
to litter registration limitations of the breed. The response
received has indicated overwhelming support for the following:
Litter registration limitations be amended as follows and apply
for litters born from 1 June 2011:1.1 Both parents of every litter must be screened for hip
dysplasia through an official Hip Dysplasia Control
Scheme. Where the parents have been born after 1.1.10,
they must record a score of no more than 12 on either
hip, or in the case of imported animals, a grading that is
deemed to be acceptable for breeding in their country of
origin.
1.2 Both parents of every litter must be screened for elbow
dysplasia through an official Elbow Dysplasia Control
Scheme. Where the parents have been born after the
1.1.10, they must record a grading of Normal, Grade One
or Grade Two on both elbows, and be free from the
condition of UAP (Ununited Anconeal Process.)
Breeders of litters whelped on or after 1 June 2011, will be
required to comply as a prerequisite to registration of any litter
on the ANKC main register. Dogs must be positively identified
by microchip, or tattoo prior to being x-rayed. Litters which do
not meet the above requirements will be placed on the limited
register and will be flagged not to be upgraded.

TOP OBEDIENCE DOG OF THE YEAR 2011
(Note: changes to eligibility requirements and exercises)
Selection for the award will be made on the following:
1. Competitors will nominate 10 qualifying scores gained between 1 June 2010 and 31 May 2011
2. Scores will be submitted to a person nominated by OTEC who will select the top 10 finalists plus two
reserves based on the highest average scores. Closing date for submissions will be 30 June 2011. Photocopies of original score cards must be submitted, plus a completed entry form
3. Scores from any combination of novice, open, utility and utility dog excellent may be included, subject to the following restrictions:
(a) No more than three novice scores may be included
(b) No more than three scores awarded by any one judge may be included
(c) Maximum of four scores from interstate
4. Competitors must reside in Victoria, be a financial member of DOGS Victoria and the dog must be registered with an ANKC member body
Judging of this award will take place at the DOGS Victoria
State Obedience Championships 2011 where finalists will
compete in a special class which will include the following
exercises:
UD SEEK BACK; HEEL FREE; OPEN DROP ON
RECALL; UDX GROUP EXAMINATION;
OPEN THREE MINUTE SIT STAY
(The heel free exercise will consist of a pattern featuring
any aspect of heeling in the ANKC Obedience Rule Book
which must include a figure of eight and must conclude
with the change of position part of the utility signal
exercise. Handlers may use voice or signal commands
during the exercise, but not both together).
Order of judging shall be decided by ballot within 14 days
of close of submissions. Qualifiers will be notified of result
of ballot.
Two judges nominated by OTEC will officiate at the final,
assisted by a steward who will give the commands.
The judges will mark the exercise independently. The
winner will be the dog with the highest aggregate score.
In the event of a tied score:
Step 1 – A count back will be decided by the sum of the
scores of both judges for the seek back and heel free
exercises.
Step 2 – In the event if a tie still resulting, a run-off shall
be conducted between the tied competitors, where each
dog will be required to complete the heel free exercise
individually.
Please Note: If a run-off is required, it shall be completed
immediately after the judging of the special class.

20.5 code of practice for affiliates
VCA approval to conduct a fixture is on the understanding
that the affiliate will endeavour to conduct and manage
the fixture ensuring that the activities are an enjoyable
experience for all members and that the fixture represents
a public showcase of VCA activities.
In particular:
20.5.1 The affiliate is to ensure that ANKC judges
contracts are completed fully and reflect all of the affiliate’s
requirements, especially in relation to embargoes.
20.5.2 The show secretary is to ensure that contracted
conformation judges are notified of the number of
exhibits entered for each breed. Such notification is to
be communicated in writing so as to reach the judges at
least seven days before the date of the show.
20.5.3. The affiliate committee is to ensure that non
Australian judges are briefed on the VCA and ANKC
procedures for judging.
20.5.4. Affiliate committee personnel involved in
facilitating judges shall not handle dogs under those
judges nor participate at the competition area in such a
way as to compromise the perception of fairness.
20.5.5 The show secretary is to ensure that entry fees
are banked promptly to ensure that invalid cheques /
payments are identified.
20.5.6 The show manager is to ensure that all stewards
are competent in the duties required of them, and arrange
appropriate support where necessary.
20.5.7. The affiliate is to ensure adequate provision
for and maintenance of parking, toilets, foodstuffs [if
applicable], first aid, competition and exhibitor areas.
20.5.8 The affiliate is to ensure that safe and unimpeded
access is provided around and to the rings.
20.5.9 The affiliate committee is to appoint a VCA
representative as required by VCA regulations and
provide the administrative and logistic support required
by VCA procedures - fixture incidents / complaints.
20.5.10 Aggressive dog incidents are to be dealt with in
accordance with VCA regulation 3.5.6.
20.5.11 The affiliate committee is to ensure that persons
attending the fixture comply with acceptable standards
of behaviour, and therefore the committee is to be fully
conversant with the VCA procedures - fixture incidents /
complaints.
NOTE: “facilitating” referred to in 20.5.4 does not
include normal secretarial communication relating to
contractual and travel arrangements.

7.5 procedures at exhibitions
7.5.1 No member of a judge’s family or
household, including a person who resides at the
same address, or a judge’s partner, shall exhibit or
handle any dog at any fixture at which the judge
officiates as a judge. This regulation does not apply
to a trainee judge judging a sweepstakes class
where the class is judged before breed classes.
7.5.2 At an exhibition a ring steward will not
exhibit or handle any exhibit under a judge for whom
they have stewarded at that exhibition.
7.5.3 No person shall enter any exhibit or
handle in any show or other exhibition under any
judge who has, or has had, a proprietary interest
in a dog or dogs whether solely or in partnership
with such person, within a period of twelve months
prior to such show or exhibition.
7.5.4 No person shall exhibit or handle under
a judge, if that judge has handled any dog owned
or part owned, leased or part leased by such
person within a period of 12 months prior to such
event or exhibition. This regulation applies to
approved and sanctioned events, with the
exception of members competitions and dog

SHOW REGULATIONS
All affiliates advertising schedules are affiliated
with DOGS Victoria and their shows are held
under the Rules and Regulations of DOGS
Victoria. A copy may be inspected at the office of
the secretary of the fixture on the day of the show.
The following Rules/Regulations apply to all
schedules.
No person over the age of 18 years who is a
resident of Victoria can exhibit, handle, officiate in
the judging ring, or register an animal with DOGS
Victoria unless he or she is a financial member
of DOGS Victoria.
EXHIBITORS PLEASE NOTE: The committee of
the club holding the fixture reserves the right to
substitute judges if the entry is excessive.
Judging for all shows will be in alphabetical order
unless otherwise stated in the schedule.
DEFINITION OF CLASSES: (Age of exhibits is
now not published in each schedule).
See Prize Schedule for classes offered. It does
not follow that, because a class is defined here,
there necessarily is one offered for any particular
breed. Please read the schedule carefully and
complete the entry form in block letters.

1 - Baby Puppy Dog; 2 - Minor Puppy

5 - Intermediate Dog; 6 - Novice Dog; 7 - Graduate

parade/open show or championship show

or over which have not won a challenge
certificate.

which are not champions, or have gained
sufficient points to qualify as a champion.
NOTE - The qualifications for the NOVICE,
GRADUATE and LIMIT classes, shall only
include wins up to and including the day
before the date of the entry close.
9.
STATE BRED, for dogs six months of age
or over, whelped in the state or territory in
which it is exhibited.
10. AUSTRALIAN BRED, for dogs six months
of age or over, whelped in Australia. (A
state and/or territory may reserve the right
to exclude all, or any, of the recognised
Australian breeds.)
11. OPEN, for all dogs six months of age or
over, and of a breed or variety recognised
by the ANKC.
12. VETERAN, classes may be offered for
veterans at fixtures as follows:

Regulation 7.2.10 Veteran class as per

be a parade of veterans or a veteran class
whereby the winner may compete for the
challenge. Where the veteran class winner
is to compete for the challenge only entire
dogs or bitches are eligible for the class.
14. LOCAL CLASSES AT CHAMPIONSHIP
SHOWS - are classes for exhibits of at least
six months of age owned by exhibitors
residing within a specified radius of the
exhibition. The body holding the exhibition
shall have the power to specify any radius
up to 50 km. If the radius is not specified in
the schedule it shall be taken to be 50 km.
Local classes may not be offered within 160
km radius of the GPO Melbourne. Wins
in local classes shall count against the
eligibility of a dog only for restricted local
classes.
15. PUPPY NEUTER, for neuter dogs aged six
and under twelve months.
16. JUNIOR NEUTER, For neuter dogs aged
nine and under eighteen months.
17. INTERMEDIATE NEUTER, For neuter dogs
aged eighteen and under thirty-six months.
18. OPEN NEUTER, for neuter dogs aged six
months or over.
ANKC clause 3.2 “Classes 15, 16, 17 &
18 shall be ineligible to compete against
entire exhibits for challenge or best of breed
awards.”
To compete in neuter classes a dog must
be registered as a neuter on the main
register.
21. CHAMPION CLASS, for exhibits which have
qualified as champions. This class is for
both dogs and bitches for each breed at
open shows. The winners of these classes
are not eligible to compete for best dog,
best bitch, or best of breed therefore they
cannot compete for any group award other
than best champion in group or any in show
award other than best champion in show.
The above class shall be judged as the first
class of each breed at open shows. Where
class 21 or 21A are not offered champions
shall compete in ordinary classes.
22.20NEUTERED CLASS, For neutered pure
breed dogs of breeds recognised by the
ANKC. This class cannot compete for
Best Dog or Challenge Certificate. Under
current ANKC Regulations these exhibits
are restricted to Sweepstakes Class, that
is Class 22.20.
Baby puppies are not eligible to compete
outside of baby puppy class except only for
baby puppy special prizes.
Challenge Certificates
When a specialist breed club or semi-specialist
(variety breed) club is conducting its annual
championship show, challenge certificates
shall not be offered for that breed at any other
championship show, conducted on that day in
Victoria. Excepting always that where permission
has been granted for a breed club or variety
breed club championship show to be conducted
in conjunction with, and on the same grounds
as, the championship show of its group club,
this Regulation shall not apply. However, at that
restricted championship show:
the scheduled classes for the breed to which
the restriction refers may be conducted, the
“restricted” winners of these classes may
compete for special prizes such as “best of class
in group” and “best of class in show”.
the “restricted” winner may not compete for “best
of breed”, “best in group” or best in show” or any
other competition which is available to challenge
winners only.
National Shows
Where a national show is held, no
challenge certificates shall be awarded for
the breed/s involved in the national show,
within a radius of 1000 km from the show
on that day/s.
At Conformation Events
Catalogues should be ordered with entries.
Exhibit Numbers: A stamped addressed
envelope must be included with entries and in
the case of multiple exhibitors, one envelope for
each exhibitor.
Admission to Fixture: Free unless otherwise
stated in schedule.
First Entry/Subsequent Entry: Two different
DOGS Victoria membership numbers means
two first entries.
Correctness of details on the
entry forms
Every person who enters a dog in any fixture
conducted under these Regulations shall be
responsible for the correctness of details on the
entry form.
The dog entered is to be owned or
leased by the person who is named as
the exhibitor on the entry form and registered as
such with the State Controlling Body in which the
exhibitor resides.
The dog entered must hold a current vaccination
certificate issued by a veterinarian.
Exhibitors and dogs participating at an exhibition
do so at their own risk.

PART 20 CODES
20.1
CODE OF PRACTICE
Each member, upon being elected or re elected to membership of
the Victorian Canine Association Inc shall be bound by the Victorian
Canine Association Inc Code of Practice.
Ethics
20.1.1
A member shall not knowingly or recklessly misrepresent
the ANKC or the Victorian Canine Association Inc.
20.1.2 A member shall not engage in any behaviour that is
contrary to the standards accepted by the community.
20.1.3 A member shall display good sportsmanship and
conduct at all times so as to reflect credit upon
themselves, the ANKC and the Victorian Canine
Association Inc.
20.1.4 Members shall constantly strive to improve their
knowledge of their chosen breed or breeds, and their
knowledge of the requirements for the care, welfare
and betterment of dogs.
20.1.5 Members shall ensure that all dogs under their control
are properly controlled, housed, fed, watered, exercised
and receive veterinary care as required.
20.1.6 A member who leaves a dog owned by them in the care
of another person shall remain ultimately responsible
for that dog.
20.1.7 A member shall take all appropriate lawful measures to
assist a dog in distress.
20.1.8 A member shall positively enhance the reputation of
dog breeders and owners by ensuring that dogs owned
by the member are not a danger or nuisance to the
community.
20.1.9 A member shall not participate in nor support any activity
that involves cruelty or damage to animals, excluding
legal hunting activities.
20.1.10. A member shall not dispose of dogs owned or bred by
the member to a pound or animal refuge.
Breeding
20.1.11 A member shall breed primarily for the purpose of
improving the quality and / or working ability of the
breed in accordance with the breed standard, and not
specifically for the pet or commercial market.
20.1.12 A member shall not breed with a bitch unless the
bitch has reached adequate maturity for that breed as
determined by the Victorian Canine Association Inc.
20.1.13 A member shall not breed a bitch causing it to whelp
more than twice in 18 months without the prior approval
of the Victorian Canine Association Inc.
20.1.14 A member shall not breed a bitch causing it to whelp
more than six times without prior veterinary certification
of fitness for further breeding, and without prior approval
of the Victorian Canine Association Inc.
20.1.15 A member shall not permit any of that member’s pure
bred dogs to be mated to a dog of a different breed, to
a cross bred dog, to an unregistered dog of the same
breed, or to a dog not on the Main Register without the
prior approval of the Victorian Canine Association Inc.
20.1.16 A member shall take responsible action to reduce the
incidence of hereditary diseases in accordance with the
ANKC code of practice for hereditary diseases.
20.1.17 A member shall not, within Australia, sell or otherwise
transfer from that member’s care any puppy under
eight weeks of age without the approval of the Victorian
Canine Association Inc.
20.1.18 A member shall not export a puppy under the age of
11 weeks, or such greater age permitted under the
livestock import requirements of the country to which
the puppy is being exported.
20.1.19 A member shall not knowingly sell a dog to any person
residing in an overseas country known to be involved
in the utilisation of dogs for the meat trade without first
satisfying the Victorian Canine Association Inc that the
purchaser is a member of an ANKC recognised canine
controlling body in the overseas country. The member
and purchaser must further acknowledge in writing to
the Victorian Canine Association Inc that the intention
of the sale is for the improvement of the quality of that
breed in the overseas country, and not for any other
purpose.
20.1.20 A member shall ensure that persons acquiring dogs
from that member understand the requirements for the
care, welfare and responsible ownership of the dog,
and that they have the time and facilities, e.g. adequate
fences, sufficient room and proper shelter, to fulfil their
responsibilities.
20.1.21 A breeder shall be expected to maintain reasonable
contact with the purchasers of dogs from that
breeder and to offer continued advice and reasonable
assistance.
20.1.22 A member shall register all puppies bred by that
member that are living at the date of registration. Such
registration must include all puppies from the litter on
the one litter registration application form and must be
applied for within 18 months of the date of whelping.
20.1.23 A member shall provide to all recipients of dogs sold or
otherwise disposed of by that member, written details
of:
20.1.23.1The breed characteristics;
20.1.23.2Vaccination record and / or requirements;
20.1.23.3Responsible dog ownership information;
20.1.23.4All documentation required by the Victorian
Canine Association Inc
20.1.24 A member shall not incorrectly describe nor knowingly
misrepresent the characteristics of a breed.
20.1.25 A member shall ensure that all dogs sold or disposed or
by that member are in the best possible state of health.
Where a dog with a health issue or disability is disposed
of the member must obtain from the recipient written and
signed acknowledgement of the condition of the dog.
20.1.26 A member shall not:
20.1.26.1Sell or dispose of a dog to a commercial pet
wholesaler or retail pet shop unless they are accredited
by the Victorian Canine Association Inc and the Pet
Industry Association of Australia Limited (PIAA).
20.1.26.2Allow a dog owned by that member to be
given as a prize or donation or to be auctioned.
General
20.1.27 A member who provides or makes available a dog for
use in a film, advertisement, promotion, or any media
or public display must ensure that:
20.1.27.1The dog is portrayed in a manner consistent
with its breed characteristics and temperament as
described in the standard for that breed; and
20.1.27.2The dog is presented in a manner that is unlikely to create a negative reaction to dogs generally
or that breed in particular and that if there is any
likelihood of a negative impression, this is at the same
time corrected through the development of a story line
that presents the dog or breed in a balanced manner.
20.1.28 A member shall not indulge in false or misleading
advertising relating to the conformation, characteristics
or performance of that member’s dog.
20.1.29 A member shall not misrepresent nor malign the
conformation, characteristics or performance of another
member’s dog.

The attention of breeders and intending puppy
purchasers is drawn to the following VCA Regulations:
V.C.A. REGULATIONS
4.4.4
Except as provided for in these Regulations any member selling or supplying a dog to
a purchaser must supply to the purchaser the
signed registration certificate duly completed with
the name and address of the purchaser and the
transfer date, within fourteen (14) days of disposal unless Management Committee otherwise
directs.
4.4.5
Any member who sells a registered dog
without transfer of registration to the purchaser
must obtain the agreement of the purchaser in
writing that the dog will either not be transferred
into the name of the purchaser or deregistered
with the VCA.
4.4.6
A member shall not sell any dog which
is not registered, nor use in connection with the
sale or disposal of a dog, VCA, registration forms
and/or documents in such a manner as to cause
the purchaser to believe the dog being sold is
registered
with
the
VCA.

National Judge’s Code of Practice for
Field & Retrieving Trials
1. A judge shall act with professional decorum at all times.
1. A judge shall act with professional decorum at all times.
2. A judge shall give every exhibit and exhibitor fair and equal
opportunity in each and every class.
3. A judge shall act in a polite manner whilst carrying out each
judging assignment.
4. A judge shall present himself/herself in attire that is acceptable,
appropriate and comfortable for each judging assignment.
5. A judge is required to be punctual in availability to fulfil their
judging assignment.
6. If in the judging procedures an exhibit displays an obvious
physical impediment or is unable to be handled or can be
regarded as savage or vicious the exhibit should be excused
from the ring.
7. A judge shall not enter or exhibit any dog at any show or other
exhibition at which he/she is appointed to judge.
8. Should an exhibitor offer information to the judge that may
be regarded as designed to influence the judge, the judge shall
excuse the exhibitor and their exhibit from the ring and/or record
the incident in the judges’ book.
9. Should a judge be approached to favour or disfavour a
particular exhibit the matter is to be reported to the administrator
of the state or territory member body.
10. Should a judge be approached with an inducement and/or
bribe to advantage or disadvantage an exhibit the judge is to
report the matter in writing to the administrator of the state or
territory member body.
11. A judge shall not solicit a judging appointment.
12. A judge shall not solicit or seek entry of any particular dog
or dogs.
13. A judge shall not allow entries for a show at which that person
is judging to be received at the judge’s address.
14. A judge shall complete all the requirements of the judging
contract speedily and straight forwardly. Any verbal acceptance
of an assignment by a judge shall be subject to the receipt of
the contract within fourteen (14) days.
15. At the time of completing a contract the judge shall inform
the inviting body of any disability or limitation that could restrict
carrying out in full the reasonable handling of all exhibits to be
judged.
16. A judge shall avoid duplicating assignments in the same
breed within a minimum of three months of each other and within
a minimum of a 200 kilometre radius of championship shows,
open shows and parades. 10/97
17. A judge shall honour each contract and is not free to accept
an alternative contract that will affect his or her availability to
fulfil the original contract except with the written dispensation
of the contracting club. 5/98
18. Accommodation provided to the judge to fulfil an assignment
is for the judge only except where prior mutual agreement has
been reached with the sponsoring body for variation.
19. A judge shall be responsible for the cost of all personal
telephone calls, alcoholic beverages and any personal
laundering except where mutual agreement has been reached
with the sponsoring body at the time the contract is accepted.
20. A judge who withdraws from any contracted appointment
for any reason shall not be permitted to judge at any other
canine event wherever held on any date that would prevent
him/her from attending the originally contracted event, unless
dispensation has been granted in accordance with Clause 17.

she is appointed to judge.
8. A judge shall not judge any member of their immediate
family (whether they reside in the same household or not)
in any stake at which the judge is officiating.
9. A judge shall not solicit a judging appointment.
10. A judge shall not solicit or seek the entry of any particular
dog or dogs at a trial at which the judge is officiating.
11. A judge shall not allow entries for a trial, at which that
person is judging, to be received at the judge’s address and/
or be processed at the judge’s address.
12. Judges shall promptly complete all requirements of the
judging contract. Any verbal acceptance of an appointment
by a judge shall be subject to the receipt of the contract
within fourteen (14) days.

YEAR ENDED 31ST DECEMBER 2010
In the opinion of the Committee of Management of the Victorian Canine Association Incorporated
trading as DOGS Victoria, the accompanying financial report for the year ended 31st December
2010 and comprising Statement of Assets and Liabilities, Statement of Income and Expenditure,
Statement of Cash Flows including notes thereto –
1.
Presents a true and fair view of the financial position of the Association as at 31st
December 2010 and its performance and cash flows for the year ended on that date
in accordance with Australian Accounting Standards (including Australian Accounting Interpretations) of the Australian Accounting Standards Board;
2.
As at the date of this Statement, there are reasonable grounds to believe that the Association will be able to pay its debts as and when they fall due.
The Association’s accounts have been prepared in accordance with those accounting policies
set out in Note 1 of the financial report.

Independent Auditor’s Report to the Members
Year Ended 31st December 2010
We have audited the accompanying financial report of the Victorian Canine Association Inc trading as DOGS Victoria
for the financial year ended 31st December 2010 such report comprising Statement of Assets and Liabilities,
Statement of Income and Expenditure, Statement of Cash Flows, Summary of Significant Accounting Policies and
Explanatory Notes thereto and Statement by Management Committee.
Committee’s Responsibility
The committee is responsible for the preparation and presentation of the financial report in accordance with
Australian Accounting Standards and the Associations Incorporation Act 1981. This responsibility includes establishing and maintaining internal controls relevant to the preparation and fair presentation of the financial report, that it is
free from material misstatement whether due to fraud or error, selecting and applying appropriate accounting policies,
and making accounting estimates that are reasonable in the circumstances.
Auditor’s Responsibility
Our responsibility is to express an opinion on the financial report based upon the results of our audit which we
conducted in accordance with Australian Auditing Standards. These Standards require us to comply with relevant
ethical pronouncements relating to audit engagements and plan and perform the audit to obtain reasonable assurance
as to whether the financial report is free from material misstatement.
Our audit involved performing procedures to obtain audit evidence about the amount and disclosures in the financial
report which depended upon our judgment including our assessment of the risks of material misstatement in the
financial report, whether due to fraud or error.
In making those assessments, we considered the effectiveness of internal controls relevant to the preparation and
presentation of the financial report in order to design audit procedures that are appropriate in the circumstances but
not specifically for the purpose of expressing an opinion on the effectiveness of such internal controls.
Our audit also included an evaluation of the appropriateness of accounting policies used and the reasonableness of
accounting estimates adopted and used by the Association in preparing the financial report, as well as evaluating the
overall presentation of the financial report.
We believe that the audit evidence we obtained during the course of our audit in respect of the financial year ended
31st December 2010 is sufficient and appropriate to provide a basis for our audit opinion. In conducting our audit we
have complied with the independence requirements of Australian professional ethical pronouncements.
Auditor’s Opinion
In our opinion, the financial report of the Victorian Canine Association Incorporated trading as DOGS Victoria is
properly drawn up so as to (a)
give a true and fair view of the Association’s financial position as at 31st December 2010 and its financial performance and cash flows for the year ended on that date; and
(b)
comply with Australian Accounting Standards (including Australian Accounting Interpretations) and the
reporting requirements of the Associations Incorporation Act 1981.

Finance Report
DOGS Victoria achieved what was essentially a break-even result for the year ended 31 December 2010
with a surplus of $7,079 recorded as against a surplus of $33,437 for the 12 months the previous year.
The result would have been closer to the budget surplus of $36,631 had it not been for some unexpected
costs such as legal fees, land tax, litigation by members and an array of repairs and maintenance
including that to the septic system, pavilion roof and floodlighting.
Some costs were of a capital nature and were accounted for as an equipment purchase or ground
improvement rather than an expense including new public address system, irrigation plant, fridges and a
hot water service.
Other costs were of expense nature - some essentials such as the replacement of emergency exit light
fittings and upgrading of computer software.
If it was not for the fund raising activities of subcommittees and the participation of members in the
shows, trials and other events which were held during the year there is no doubt that an operating loss
would have been incurred, and for the first time in a long time.
In this regard, it was disappointing that the hard work and effort of our subcommittees and their
members, and the funds they raised, was largely negated by legal costs as a result of one or two
members electing to litigate against their own not-for-profit organisation.
Australia is fast becoming a more litigious society, and this organisation is not immune. We have too
many members who “shoot first and ask questions later”. Seeking legal redress should be a last option not the immediate reaction to a situation. The only winners are the lawyers - as our legal fees in excess
of $66,000 for 2010 stand witness. This organisation has excellent procedures in place for reviewing
decisions and dealing with complaints and grievances, this should always be the first port of call. The
organisation cannot continue to haemorrhage members’ funds at this rate.
Finally, an increase in some of the Association’s own fees and charges above the inflation rate may be
required for next year in order to keep up with the increasing cost of repairs, maintenance and
replacement equipment required at our two world-class exhibition facilities.
This pricing strategy has been endorsed by our auditor and will enable the Association to be well
positioned for the future so as to ensure that the high standard and quality of training and exhibition
facilities to which members are accustomed will be maintained for years to come.
Nevertheless, the opportunity for other revenue sources with the view towards keeping fees and charges
for all members to an absolute minimum will continue to be pursued by the management committee as
and when they arise.

Meeting of the Victorian Canine Association Inc, will be
held on Wednesday 25 May 2011, at the Bulla Exhibition
Centre, Uniting Lane, Bulla commencing at 7.30 pm.

1. To confirm the minutes of the 19th Annual General Meeting of the Victorian Canine Association Inc, held on 7 April 2010. Minutes of that meeting were published in the July 2010 Gazette.
2. To receive the audited Income and Expenditure Account of the VCA for the last preceding financial year ended 31 December 2010 and the Balance Sheet as at that date.
3. To receive the Income and Expenditure Budget and Cash Flow Budget for the current year ending 31 December 2011.
4. To receive the Expenditure Budget and Cash Flow Budget for the period 1 January to 30 April 2012.
5. To receive from the president and the chairperson of other nominated committees their respective reports upon the activities of the VCA during the 2010 financial year.

“At all annual general meetings of the VCA, no business shall be considered or discussed other than that of which notice has been given on the notice convening the meeting or any business which, in the opinion of the chairperson, shall arise out of such business”.
Special Resolution means a resolution passed by a
majority of not less than seventy-five percent of the
number of members of the VCA who, being entitled
to do so, attend and vote personally on the
resolution at an Annual General Meeting of the VCA
or a Special General Meeting of the VCA convened
for the purpose of such resolution and notice of
which meeting, specifying the terms of the resolution
and the intention to propose and move the resolution
as a Special Resolution, was given to all members of
the VCA at least twenty-one days prior to the date of
holding such meeting.

2.20 Discipline, suspension and expulsion of members
The Management Committee shall make regulations and formulate procedures for dealing
with breaches of the Rules, Regulations, Codes
and policies of the VCA. Such regulations and
procedures shall provide for the investigation of
complaints and breaches, the hearing of charges, the imposition of penalties, and the
hearing of appeals, ensuring that natural justice is accorded to the parties. The Management Committee shall appoint an Investigation Committee, a Disciplinary Committee and an
Appeals Committee. No member of any of these
committees shall be a member of the Management Committee, and no member shall serve on more than one committee at the one time.
2.20.1Where a complaint alleging misconduct or a report
indicating misconduct is received the Chief Executive shall refer the complaint to the Investigations Committee and refer the report to
the Management Committee.
2.20.2If, as a result of an investigation, the Investigation Committee believes that, prima facie, an accused has a case to answer for a breach of the Rules,
Regulations or Codes the Investigations Committee shall charge the person and require the person to appear before a Disciplinary
Hearing.
2.20.3Except as required by the disciplinary process all
matters relating to a disciplinary case shall be kept confidential.
2.20.4A member of the Investigation, Disciplinary or Appeals Committee shall not participate in any
matter before any of those committees in which the member has a conflict of interest.
2.20.5With the exception of the automatic suspension of membership of a member as provided for in
Rule 2.11 no member of the VCA shall be disqualified, suspended or expelled from membership of the VCA without first being charged with a breach of the Rules, Regulations or Codes and being given the opportunity to defend themselves.
Rationale:
Rule 2.20 in its current form causes inordinate delays in
processing complaints from members. The main reason
for the delays is the requirement for any complaint to be
first considered by the Chairpersons of the Investigation
Committee and the Mediation Panel, to decide whether
the complaint should be investigated or mediated. This
process has to be followed even though the complaint is

clearly about a breach of the Rules. This leads to delays
and frustration by the member making the complaint.
The process has to be separated so that it follows one
way or the other – in other words it is a complaint to be
investigated or a dispute to be mediated.
The Department of Justice has indicated that in their view
the two matters should be separate rules.
Also Rule 2.20.8 which states that neither party is
allowed to have legal representation should be deleted
because the Justice Department has stated that the Act
is to be amended so that in disciplinary matters a
member will be allowed legal representation. The Act has
already been amended to allow legal representation in
matters of mediation and dispute.
The amendment improves Rule 2.20 by simplifying the
disciplinary provisions of the Rule so that they are easier
to administer and more readily understood, and by taking
the mediation provisions out to stand as a separate Rule
as recommended by the Justice Department.

2.23
Disputes and mediation
The grievance procedure set out in this rule applies to disputes under these Rules between a
member and another member; or a member and the VCA.
2.23.1The parties to the dispute must meet and discuss the matter in dispute, and, if possible, resolve the dispute within 14 days after the dispute comes to the attention of all of the parties.
2.23.2If the parties are unable to resolve the dispute at
the meeting, or if a party fails to attend that meeting, then the parties must, within 10 days where possible, hold a meeting in the presence of a mediator.
2.23.3The mediator must be a person chosen by agreement between the parties; or in the absence of agreement;
* in the case of a dispute between a member and another member, a person appointed by
*
the Management Committee of the VCA; or
in the case of a dispute between a member and the VCA, a person who is a mediator
appointed or employed by the Dispute Settlement Centre of Victoria (Department of Justice).
2.23.4A member of the VCA can be a mediator.
2.23.5The mediator cannot be a person who is a party to the dispute.
2.23.6The parties to the dispute must, in good faith, attempt to settle the dispute by mediation.
2.23.7The mediator, in conducting the mediation, must
* give the parties to the mediation process every opportunity to be heard; and
* allow due consideration by all parties of any written statement submitted by any party; and
* ensure that natural justice is accorded to the parties to the dispute throughout the mediation process.
2.23.8The mediator shall facilitate the process but must not determine the dispute.
2.23.9If the mediation process does not result in the dispute being resolved, the parties may seek to
resolve the dispute in accordance with the Act or otherwise at law.
Rationale:
The new Rule for Disputes and Mediation closely follows
the mediation clause from Schedule 4 [Model Rules] of
the Associations Incorporation Regulations 2009.

The right to receive upon request, electronic copy
(includes direct email, and/or download from the VCA
website) or hardcopy of agenda and minutes to any

with items of a disciplinary nature, such as investigations,
mediation, discipline and appeal, unless the member is
a party to the proceedings. The member may request full
and complete copy, or part thereof in the request. The
VCA will not charge a fee to the member for electronic
copy, but may charge a reasonable fee to cover
photocopy of materials.
Rationale:
This is a member organisaiton. Members are entitled to
know the affairs of the organisaiton, and it is reasonable
they have access to and copies of the requested
documentiation. Transparency in conduct of the
organisation leads to formation of trust by the members
membership in the elected member representatives.

Rationale:
It is reasonable to reduce the specified number of
members requiring a Special General Meeting, in light of
the fact that only seven members of Management need
call for a meeting. Ordinary, Dual and Life members
should not be disadvantaged in their right to call for a
Special General Meeting.

any other committee constituted under these Rules or employee of the VCA shall be liable for
the acts of themself or of any other member of the Management Committee, committee or employee of the VCA or for any loss, damage or expense however arising as the result of any act, on their part or for any other loss or damage whatsoever which shall happen in the performance of their duties or in relation thereto unless the same shall happen through their own dishonesty, neglect, willful act, non adherence with the associations rules or default.

This is a member organisation. Members are entitled to

upon request. It may be viewed as conduct oppressive in
nature, if a member request to view, and copy requested
documents is denied.

Rationale:
The reason for being of the management committee is to
manage the business of DOGS Victoria. This has to be
achieved by the members of the management committee
by rational cooperation between themselves and in
liaison with the instruction to the Chief Executive Officer.
A smaller and, thereby, more focussed group would still
be representative of the membership but would have
fewer contentious opinions which might facilitate quicker
and better outcomes.
This smaller number could provide easier conferencing
outside of the months management committee meetings
and permit all members to be kept abreast of the
business of management.
Additionally, a smaller number of worthwhile candidates,
putting themselves forward for election, might improve
their possibility of success by reducing the field and
making elections a closer and more meaningful contest.
Resolution means an ordinary resolution passed by a
simple majority of the number of members personally
present at a meeting of members and eligible to vote
and voting on the resolution.
