In this issue of The Globe, we’re taking a look at four featured projects where relationships make all of the difference. Each is unique. But all four of them are taking us, and our clients, forward. The Globe spring/summer 2014 3 Site of Chevron / Apache Kitmat LNG Project COMMUNITY Partnership HAISLA & kitimat LNG Kitimat, british columbia. In British Columbia’s North Coast region, a long-standing partnership between Ledcor and the Haisla First Nation is assisting co-venturers Chevron and Apache in becoming frontrunners in delivering liquefied 4 The Globe spring/summer 2014 natural gas (LNG) to Asia-Pacific markets. The Kitimat LNG facility will be built on the traditional territory of the Haisla, leased under a unique benefit agreement with the community. As a part of that agreement, the Ledcor-Haisla Limited Partnership (LHLP) is providing extensive construction services, including site-capture work and a major upgrade to 13 kilometers (eight miles) of access road. But LHLP is not just a standard joint venture. Ledcor’s relationship with the Haisla reaches back to 2010, pre-dating the arrival of the Kitimat LNG project or any specific opportunities in the region. Ledcor reached out, and found that the Haisla themselves were also looking for partners in a number of different sectors. PARTNERSHIP MEETS MANY NEEDS By June 2011, the limited partnership had become a reality, with an initial focus on providing civil construction services on Haisla traditional territory. Ledcor’s diversity was one of the factors that made the decision to create LHLP an easy one. That diversity would allow the Haisla to have just one partner, minimizing relationship management between many different partners. “The joint venture partnership with Ledcor has brought incredible diversity and opportunity to the Haisla Nation. We have seen great commitment at all levels of Ledcor’s organization. It is partnerships like this that the Haisla use as a benchmark for others seeking business relationships with the Nation,” said Matthew Clayton, Haisla Economic Development. From Ledcor’s perspective, the Haisla offered an unequalled knowledge of the local territory, including an awareness of the environmental sensitivities there, as well as advanced knowledge of business opportunities in the region. SUPPORTING THE COMMUNITY One unique aspect of the partnership is its ongoing focus on job-skills training, mentorship, and other forms of capacity building within the local community. The focus on training and capacity building is creating long-term benefits for everyone involved. Ledcor benefits by having access to a local trainable workforce. For the Haisla, local employment means dollars that stay in the community, and the employment created today will set the stage for the future generations. Work at the Kitimat LNG site is ongoing, and the access road is now complete thanks to a peak workforce of 350. Meanwhile, the LHLP has expanded into other sectors beyond civil construction, including pipelines and industrial construction, as well as air transportation services in cooperation with Ledcor’s Summit Air. The Globe spring/summer 2014 5 LIFETIME CLIENT SHELL CANADa SAND CELL 2 FORT MCMURRAY, ALBERTA. At Shell Canada’s Jackpine oil sands operation in northern Alberta, Ledcor is nearing completion on a massive earthworks project dubbed Sand Cell 2. Started in February 2012, the project is designed to dramatically increase the mine’s capacity to store waste water from bitumen extraction. The original tailings pond — Sand Cell 1 — has been reaching capacity, and to guarantee the continuity of operations, Shell needed to expand the pond. Ledcor’s scope has included the construction of starter dykes, berms, roads, and culvert crossings, as well as other major earthworks such as the excavation of a nine km (5.5 mi) perimeter ditch around the new tailings pond. The starter dykes will serve as foundation for Shell’s mining team, who will ultimately build out the final full-scale dykes in the course of normal mine operations. The scale of the project can’t be ignored. To date, Ledcor has moved over 7.5 million m3 (265 million ft 3) of material for the project, not including reclamation material. Working in close coordination with Ledcor, Shell teams were also heavily involved with the earthworks and moved even larger volumes of material in several stages. Latest stage in relationship Ledcor’s relationship with Shell in northern Alberta goes back many years. 6 The Globe spring/summer 2014 In terms of recent history, the two companies have been working together steadily on earthworks projects since 2010, including the Sharkbite and Canterra roadbypass projects. Originally, Sand Cell 2 was scheduled for completion in September 2014. Over the winter, Shell decided that they needed to accelerate the project to allow them to start pouring tailings as early as spring. A large part of this has been the two companies’ shared commitments to safety and quality. Safety is one of Ledcor’s core values, and it is the first thing that Shell looks for when hiring subcontractors. Ledcor worked closely with Shell to accomplish this, changing priorities to complete some areas sooner. The team successfully finished the interior of the structure and officially handed over the area well ahead of schedule on April 1, 2014. STRATEGIC PARTNERSHIP AVRO RJ85 LOGISTICS PROGRAM YELLOWKNIFE, NORTHWEST TERRITORIES. In close cooperation with Det’on Cho Logistics and First Air, Ledcor’s Summit Air has launched a new program to meet the transportation needs of Diavik Diamond Mine in Canada’s North. The Avro RJ85 program will ultimately mean more transportation flexibility and passenger capacity for industries operating throughout the region. Capable of operations on gravel runways, the Avro RJ85 is able to move 90 passengers to and from remote locations, so its introduction to Summit’s fleet will mean a significant expansion of our service offering. As a part of the Ledcor Group of Companies, Summit specializes in tailor-made aviation solutions for government and corporate clients, and has earned a reputation for northern expertise in safety and reliability. Their fleet of helicopters and fixed-wing aircraft is based in Alberta, British Columbia, Yukon, and the Northwest Territories. Critical to the new program is Summit’s close relationship with Det’on Cho Logistics. The Yellowknife-based company will manage all of the support services — from security to freight handling — for personnel travelling to the Diavik Diamond Mine from Edmonton, Alberta. Relationship has deep roots As a part of the aboriginal-owned Det’on Cho Corporation, Det’on Cho Logistics provides a range of cargo and passenger support services to the northern resource development industry. Their depth of expertise and knowledge in the region has made them an obvious partner for Summit. The two companies have worked together for quite some time, but it’s only in the last two years that we have formalized our strategic partnership. The strength of this relationship can be attributed many possible things, from safety to customer service. But all of these ultimately come down to the trust we have in one another, which we are always careful to support with frank dialogue and open sharing of information. In the end, it’s our northern clients who will benefit the most from that trust. The new program will prove to be a boon to the region as a whole, which now has a one-stop-shop for northern aviation and logistics, backed by companies that are experts in their core businesses. The Globe spring/summer 2014 7 Joint venture Ledcor and Balfour Beatty building Acute Care CentER VANCOUVER, BRITISH COLUMBIA. Working alongside our partner Balfour Beatty, Ledcor has finalized an agreement to build and operate a new Vancouver-area acute care center dedicated to the health of women and children. When the facility opens in 2017, the Teck Acute Care Centre will house facilities for both the BC Children’s Hospital and the BC Women’s Hospital + Health Centre. 8 The Globe spring/summer 2014 The Affinity Partnerships consortium, led by Balfour Beatty and Ledcor, was selected for the $350 million redevelopment project in early 2014 after a nine-month competition. The public-private partnership (P3) agreement with the Province of British Columbia and the Provincial Health Services Authority was finalized in April. Our scope includes the design, construction, financing, and long- term facilities management of the hospital. Beginnings of a new relationship The relationship with Balfour Beatty started in 2010. That’s when the international infrastructure group took notice of the project in Vancouver, and knew that it was a perfect fit with their portfolio. After diligent research, Balfour Beatty approached Ledcor to partner on the project. Immediately we saw cultural similarities, especially their focus on safety. It was shortly thereafter that Affinity Partnerships was formed. Competing against six consortiums on an RFQ was a challenge, but Balfour Beatty’s international P3 expertise combined with Ledcor’s depth of respect and experience in BC made for a winning combinationone that will benefit the province for many years in the future. It is for this reason that we anticipate a long term relationship between Ledcor and Balfour Beatty. Public-Private Partnerships are expected to be the preferred procurement model for many projects in BC and across Canada in the future. This project is an excellent stepping stone for the relationship with Balfour Beatty to continue into future projects. State-of-the-art healthcare The new eight-story Teck Acute Care Centre will be designed to LEED® Gold standard. Its 59,400 m2 (640,000 ft 2) of space will house a whole range of pediatric and maternity units. It includes medical/surgical inpatient units, an emergency department, medical imaging and procedural suites, a hematology/oncology department, and a pediatric intensive care unit for BC Children’s Hospital. There will also be a high-risk labor and delivery suite and a new neonatal intensive care unit for BC Women’s Hospital + Health Centre. BC Children’s Hospital provides care for the most seriously ill or injured children and youth from across the province, and is a leading teaching and research facility. BC Women’s Hospital + Health Centre is the only facility in BC devoted primarily to the health of women, newborns, and families, and is one of Canada’s largest and busiest maternity hospitals. Construction is scheduled to begin in fall 2014. The Globe spring/summer 2014 9 Oil & GAS v Mountain Pipeline Project TransCanada Corporation FORT MCMURRAY, ALBERTA. In 2013, TransCanada engaged Ledcor as the exclusive pipeline construction provider for its 450 km (279.6 mi) Grand Rapids Pipeline Project, forming the 11 Phase Alliance Agreement. In March of 2014, we wrapped up construction on the 69 km (42.8 mi) Stony Mountain Pipeline, the first phase of the project. Constructing the pipeline during the winter on muskeg terrain made for some of the toughest conditions we have ever worked in. To maximize efficiency, our 10 The Globe spring/summer 2014 subsidiary Summit Air flew our workforce in and out. Adapting to change throughout the project made it possible to finish on schedule with an excellent safety record. After 25 years of partnership, TransCanada is a Ledcor Lifetime Client. The strength of our partnership lies in a true alignment of core company values. Our mutual trust, combined with common goals, enables us to successfully partner on long-term projects such as this one. Oil & GAS PE1 Expansion Project NOVA Chemicals JOFFRE, ALBERTA. Since ground-breaking in June of 2013, Ledcor has been constructing the Polyethylene 1 (PE1) Expansion Project for our client, NOVA Chemicals. With the addition of a third reactor, the expansion will increase polyethylene capacity at the Joffre, Alberta complex by approximately 40 percent upon completion in 2016. This is a modest derivation expansion, largely integrated into the facility’s existing footprint. Onsite construction currently involves piling, earthworks, concrete foundations, and structural steel. Offsite fabrication of pipes and pipe rack modules is also taking place at our fabrication facility in Nisku, Alberta. The modules are transported from our Nisku facility via the Alberta heavy load corridor. Upon reaching the entrance to the site, they travel through the site’s operating rail yard to gain access to the project site. Since the Joffre facility is fully operational during construction, coordination with NOVA Chemicals has been fundamental to optimizing our work while minimizing plant interference and community disruption. Following a protocol for permitted work and educating our workforce about the hazards associated with an operating plant has ensured construction progresses safely and productively. The Globe spring/summer 2014 11 BUILDING WESTIN MAUI HOTEL RENOVATION STARWOOD HOTELS & RESORTS MAUI, HAWAII. The Beach Tower of Westin’s 759-room resort on famed Ka’anapali Beach remained open and fully operational while we completed a floor-by-floor renovation of all guest rooms. We completely refreshed all interior spaces under carefully monitored conditions. To maintain the quality of experience that guests expect from the Westin Maui 12 The Globe spring/summer 2014 resort, work took place within strict schedules and our workers used specially-built exterior lifts to directly access each floor. Completed in early 2014, work progressed smoothly and guests enjoyed the newly-enhanced guestrooms as the project was completed in 17 different phases, all completed on time. BUILDING Nevada State College Nevada State College las vegas, nevada. Ledcor has been contracted to construct two new academic buildings for Nevada State College (NSC) as part of a project to triple the size of the campus. As the Construction Manager at Risk, we are working closely with NSC and project architect PGAL. Groundbreaking for the project occurred on January 16, 2014, and more than 100 people, including students, NSC President Bart Patterson, and Governor Brian Sandoval, were in attendance. True partnership is paramount to the success of this project. From the start, we’ve worked with NSC toward a common goal: to build a campus that gives the student population (nearly 40 percent of which are first-generation college students) the best learning environment possible. Days Inn and Suites Optimus Hotels YORKTON, SASKATCHEWAN. In 2011, Optimus Hotels contracted Ledcor to build the 4088 m2 (44,000 ft 2) Days Inn and Suites in Yorkton, Saskatchewan. After only 12 months of construction, the hotel opened in March of 2013 and was recently named the New Property of the Year for 2013 by Days Inn Canada. Completed on schedule and under budget, the 74-room, three-floor hotel includes two conference rooms, a lobby and breakfast area, and fitness and pool facilities. We worked closely with Optimus Hotels to develop cost saving solutions that did not compromise on quality. We’ve since partnered on additional projects. “Customers and trades consistently mentioned the value they put on relationships with the Ledcor team,” says Steve Whelan, President of Optimus Hotels. “Those relationships were evident during the project, which was owned at every level with each stakeholder treated as a partner, fully accountable to ensure the project’s success.” The Globe spring/summer 2014 13 BUILDING VANCOUVER INternational AIRPORT EXPANSION Vancouver international airport AUTHORITY RICHMOND, BRITISH COLUMBIA. When we started working with Vancouver Airport Authority (YVR) in 1995, we had no idea the parkade project would develop into a 20-year partnership spanning over 200 projects. As one of YVR’s preferred construction companies, we look forward to our continued success working with YVR as it implements its long-term expansion plan. “Ledcor has been a valued partner in the development of YVR over the years,” said Don Ehrenholz, YVR’s 14 The Globe spring/summer 2014 Vice President of Engineering. “The collaboration of our respective expertise combined with Ledcor’s working knowledge of our business has resulted in a high-quality terminal building that has won YVR international recognition from our customers and industry partners alike.” Today, we are working on our largest project to date with YVR: the $146-million A-B Connector project. This project involves demolishing one of BUILDING Fort McMurray international Airport Fort McMurray international Airport the oldest remaining parts of the original 1968-era domestic terminal and building a new four-level expanded facility. FORT McMURRAY, ALBERTA. Ledcor has been constructing the new terminal at the Fort McMurray International Airport since receiving the contract in 2011. Opening June 9, 2014, the 15,000 m3 (529,725 ft 3), three-level Air Terminal Building will be five times larger than the current building and will handle up to 1.5 million passengers. The 27,500 m2 (2,960,100 ft 2) A-B Connector facility relocates and upgrades four gates, adds one new gate and an expanded concourse. The new expansion also provides added retail outlets and restaurants, a smooth transition space for arriving and departing domestic passengers and direct connections to and from the International Terminal. We’ve integrated new wood technology called Cross Laminated Timber (panels made largely from reclaimed pine) into the roof structure and 73 percent of construction waste has been recycled or diverted from landfill. To reflect the region’s uniqueness, architectural elements, including metal panels, stone and glass, have been incorporated into the design. As with any long-term client, this partnership is built on trust. We are committed to the best interests of the airport and strive to deliver projects ahead of schedule and below budget. We work together toward a common goal: building a worldclass facility that will instill pride in everyone. The Globe spring/summer 2014 15 BUILDING CANARY DISTRICT HOME OF THE 2015 CIBC PAN AM/PARAPAN AM ATHLETES’ VILLAGE Toronto, ontario. The 2015 Pan Am/Parapan Am Games in Toronto is just one year away and Ledcor has been working diligently with our partner EllisDon to complete construction on the Canary District development. This facility, designed by an Integrated Design team to achieve LEED® Gold certification, will be the home of the Athletes’ Village for the Games. We are well on track to meet the turnover date of January 2015. Following the Games, we will convert WILD ROSE BREWERY WILD ROSE BREWERY LTD. CALGARY, ALBERTA. The Wild Rose Brewery project is a perfect example of Ledcor’s collaborative abilities. When we were asked to manage construction of the new brewery in Calgary, Alberta, the lease on the existing facility was set to expire within the year. The project was still in the design phase, so we knew we were dealing with a tight schedule. Efficiency, planning, and communication were all fundamental to the success of this project, which, according to Bill McKenzie, Wild Rose Brewery President CEO, “wouldn’t have been built on schedule or budget without the Ledcor team.” 16 The Globe spring/summer 2014 the five block development into an integrated community with affordable housing, student residences, and a YMCA. The EllisDon Ledcor PAAV Inc. joint venture speaks to the versatility of Ledcor’s collaborative approach. Through this partnership we’ve combined a wealth of experience to ensure the Canary District is built according to the highest standards. BUILDING Guildford Town Centre Expansion Ivanhoe Cambridge SURREY, BRITISH COLUMBIA. Since May of 2010, Ledcor has been working with our construction partner and longtime client, Ivanhoe Cambridge, on a complete redevelopment of the Guildford Town Centre. This two-phase project is one of the largest shopping center redevelopments in Canada. The project is currently in the final stages of Phase Two, a 37,626 m2 (405,000 ft2) expansion adding 75 stores and a food court to the existing center. Phase one involved construction of a Walmart Supercentre with rooftop parking and a two-level parkade. The Globe spring/summer 2014 17 mining Young Davidson Mine AURICO GOLD INC. MATACHEWAN, ONTARIO. What started as a barren rocky landscape of Canadian Shield has been transformed into an impressive open pit mine. The success of the operation is contributed to hard work and collaboration with the client, AuRico Gold. The Ledcor team began operations in October of 2012 at the Young Davidson Gold Mine, and since that time, over 615,000 man hours have passed with a TRIF of 0.97, including several successful gold flag audits. This achievement not only impressed the client, but also demonstrates the successful development of a site safety culture in an environment that has a wide variety of hazards. 18 The Globe spring/summer 2014 When Ledcor started work for AuRico Gold, the mine was still in the development stage. Since that time, AuRico Gold has reached commercial production and invested significant capital in the mine, all of which would not have been possible without Ledcor’s production from the open pit portion of the mine. To date, over 24 million tonnes have been hauled from the open pit. After processing at the mill on site, this resulted in 223,149 troy ounces of gold. properties Ledcor and Qualico Developments Ledcor properties NORTH AMERICA. Ledcor has partnered with Qualico for nearly two decades involving 10 different property development projects. These projects include apartments, office buildings, and shopping centers. Together, we are currently developing 1,300 apartment units and 69,677 m2 (750,000 ft 2) of suburban office space in Texas and California. The success of this long standing relationship is built on shared values. Similar to Ledcor, Qualico is a privately owned company started over 60 years ago in the Canadian prairies. Both companies follow a corporate philosophy that emphasizes safety, sustainability, integrity, and a strong work ethic. Typically, the Ledcor-Qualico partnerships are based on 50/50 ownership, shared responsibilities and decision making, and equally shared risk and reward. This ensures that both parties are fully aligned over the course of each project. Our involvement with Qualico is our longest standing partnering relationship. The mutual respect and trust shared by the companies allow us to efficiently make decisions and invest in projects together. We look forward to continued success with Qualico as our partner. The Globe spring/summer 2014 19 communications Bowen Island Submarine CABLE Lay Shaw Communications BOWEN ISLAND, BRITISH COLUMBIA. Ledcor has provided our client Shaw Communications with fiber optic installation services across various projects. Over time, our relationship has evolved from contractor to trusted partner, and we are now their preferred company for submarine cable installation. Last year, Shaw reached out to us seeking a costeffective solution to establishing connectivity with the Gulf and Bowen Islands. After detailed site and marine surveys, we recommended submarine cable landing sites. In the Gulf Islands, installation of two 20 The Globe spring/summer 2014 cable systems will connect Mayne, Galiano, and North Pender Islands. A third system will run between Bowen Island and West Vancouver on BC’s mainland. While the project is still in permitting and development stages, we anticipate work will start in mid-2014. By delivering honest, quality work while emphasizing safety, we’ve established a level of trust in our relationship with Shaw. Confidence in the partnership has facilitated mutually beneficial collaboration and contributes to project success. infrastructure Alberta Highway Maintenance Alberta transportation Grand Prairie, Alberta. Ledcor has provided highway and bridge maintenance services to the Province of Alberta since 1996 and our working relationship has evolved into a longstanding and trusted partnership. In March, we were the proud recipients of the 2014 Minister’s Award for Innovation in Operation from the province. While the work we perform is diverse and varies by season, our priority is to maintain safe road conditions on the highways of Grande Prairie, Hinton, Edson, and Whitecourt. In the summer we perform surface repairs, and in winter the focus is on winter service delivery. Though our original contract was set to expire in July, we recently received a two-year extension after proposing innovative solutions, adding value to our work. KITIMAT LNG ROAD UPGRADE Chevron / Apache KITIMAT, BRITISH COLUMBIA. Ledcor is currently upgrading the 13 km (8 mi) access road for Kitimat LNG’s new plant. This work consists of upgrading the existing road grade as well as the construction of foundations for new sections. In addition to building 150 culverts crossing the road, approximately 500,000 m3 (17,657,333 ft 3) of material was removed from the site. Ledcor has a well- established, customer-supplier partnership with Mainland Sand and Gravel, our go-to supplier of construction aggregate in Vancouver. Recently, the partnership extended into another arm of Ledcor when Mainland contracted us as its exclusive, long-term provider for marine transportation services. The contract is not set to start until 2016, but Ledcor recently had the opportunity to do a trial run with Mainland by undertaking the marine aggregate transportation from Mainland’s quarry to Ledcor’s Tsawwassen Mills Project. 22 The Globe spring/summer 2014 This collaboration has been beneficial for all parties — Ledcor received the aggregate they needed ahead of schedule, while Mainland and Ledcor had the opportunity to gain valuable experience working together and preparing for the official start of their contract. This is a perfect example of leveraging a partnership to optimize future success. transportation CC Helicopters Acquisition Ledcor aviation KAMLOOPS, BRITISH COLUMBIA. In March of 2014, Ledcor’s subsidiary, Summit Helicopters, acquired Kamloops-based CC Helicopters to expand its capabilities and capacity and add to its operations. CC has provided a wide variety of services in Central British Columbia and across Canada for over 30 years. Services offered include medevac, oil and gas exploration and support, forestry survey and protection, environmental and wildlife survey, and power line support. occurs, and transporting patients to medical facilities once they are stabilized.
