The Foundation is a public charity, 501(c)(3) nonprofit, with more than $224 million in charitable

A
s we enter our fifth decade here at the Toledo Community Foundation, a duty that is
very much on our minds is the duty to be effective. We’re looking beyond our traditional
funding of projects and programs to increasing the impact of that funding through development
of a thriving, interconnected nonprofit infrastructure in the region that is equal to the tasks ahead.
The Foundation has identified two areas of particular need in our region — education success
and economic opportunities — that will receive special focus going forward. Two endowed funds
have been created to meet those needs: the Community Education Fund and Community Economic Opportunities Fund, and we encourage all of our donors to consider how they could support these resources through their charitable giving.

Our feature stories on the next few pages highlight both the need for and benefits of education
in individual lives. Capable, well-educated people with advanced training and diverse skill sets
are key to growth in the 21st century economy. It is also these people who can best provide for
the needs of others, as our stories on pages 6 and 7 demonstrate.
Perhaps our most urgent need is to prepare the very young for educational success. The story
that follows on pages 4 and 5 shows what the Toledo Lucas County Public Library is doing to help
parents instill in their preschool-aged children the basic skills that enable them to learn to read.
This feature showcases not only what the community can accomplish when stakeholders come
together, but also the Foundation’s important leadership role in assembling them.
For a number of years now, our Center for Nonprofit Resources (described on page 13) has assisted individual area nonprofits in developing their leadership and improving their operational
capacities. We honor the achievements of outstanding public service organizations through the
Nonprofit Innovation and Excellence Awards. We have enjoined a growing national philanthropy
movement, GivingTuesday, to expand the resources available to our grantee organizations. And
through our involvement with Aspire, we hope to connect nonprofit organizations that have similar
goals to more effectively address the challenges and opportunities that face our community.
As we look ahead, we are mindful of the many people thus far who have helped to make this
important community resource possible. It is with sincere appreciation that we acknowledge the
contributions of the individuals and organizations listed in the following pages. Their support,
and that of others like them since 1973, has made it possible for Toledo Community Foundation
to have a genuine impact on the well-being of those who live and work in northwest Ohio. We
recognize the tremendous responsibility that comes with this role, and look ahead to envisioning

Toledo-Lucas County Public Library:
working to help every child be
Ready to Read
W
hen the Toledo-Lucas County Public
Library (TLCPL) set out to reassess its
programs and staffing after state budget cuts in 2009, three significant facts led to the
adoption of an early literacy program called Ready
to Read:
nAfter the third grade, a child’s ability to
learn is dependent on his or her reading
skills.
nIf a child starts kindergarten without the
basic skills required to learn to read, it
is virtually certain that he or she will not
succeed in school thereafter.
nIn the Toledo area, more than one third
of children tested each year score below
minimum kindergarten literacy readiness standards.
“When you look at a group of third-graders’ reading scores and compare them to the
same group’s kindergarten readiness scores from three years earlier, the breakdowns
are virtually identical,” explained TLCPL’s Youth Services Coordinator, Nancy Eames.
“That carries all the way through to graduation rates — and it has serious implications
for our community.”
Assessing Needs, Creating Solutions
“Budget cuts at the state level in 2009 forced us to reconsider how we were utilizing our
community outreach resources,” said TLCPL’s Development Coordinator Kathryn Fell.
“Early literacy had been an ongoing focus for the library, but we wanted to do more. The
Toledo Community Foundation helped us start that process through a capacity grant,
which funded a new strategic plan for the Library Legacy Foundation. The Ready to
Read program was an outcome of that planning.”
“The Ready to Read program is distinctive because the focus is on developing skills in
parents and child-care providers — not on the children themselves,” said Nancy, who
suggested the program to the strategic planning team. “Studies show that children
need six basic skills to be ready to learn to read, which are developed largely through
five types of interaction with a child’s primary caregivers (see sidebar at right). Ready
to Read provides parents with resources to support these interactions, which in turn
build foundational skills for reading.”
Two full-time librarians, Lauren Boeke and Cristin Brown, bring the TLCPL Ready to Read
program to the community via a van filled with resources for parents and in-home childcare providers, including children’s books, how-to manuals — even GED prep courses.

The Ready to Read kit features
toys and books that adult caregivers can use to engage children in the five practices
that develop early literacy skills in young children.
A Community Funds grant from Toledo Community Foundation ensures that low-income
parents who enroll in the program receive a Ready to Read kit, which includes books
and other educational materials for children. The kit is key to the program because it is
designed by library staff to equip parents to work with their children, engaging both in
the five behaviors on which early literacy is built. “Parents are thrilled with the kit — and
librarians can mentor parents in behaviors that lead to early literacy by demonstrating
the kit’s components,” Nancy commented.
Critical to the success of Ready to Read are the librarians themselves. “The relationships our librarians build with parents and caregivers is one of the most important
aspects of the program,” said Nancy. “And our librarians’ outreach to in-home childcare providers is bringing essential skills to a group largely without access to this kind
of training and development.”
Sustained growth through strategic funding
To develop and sustain the Ready to Read program, TLCPL’s Library Legacy Foundation
developed a two-prong capital campaign, called “Planting a Seed to Read”. The campaign plans to allot $1 million to programming, and another $1 million to fund a Ready
to Read endowment.
One of the major Seed to Read donors was ProMedica, which committed $150,000 to
the campaign through its Community Revitalization Fund with Toledo Community Foundation. ProMedica’s director of community relations, advocacy and grants, Stephanie Cihon,
cited the Foundation’s vetting of the program and the community outreach component of
Ready to Read as factors in ProMedica’s support. “We need a strong, literate workforce for
a strong community,” said Stephanie. “Knowing the library was taking this program directly
into neighborhoods where it was most needed was very important to us.”
With the initial goal of reaching 500 families achieved before even a full year had been
completed, the next goal is to reach 1000 families annually. However, the Ready to
Read team will not achieve its ultimate goal until EVERY child in Toledo is ready to read
by kindergarten.
“We want to assure this program is here for the long run,” said Kathryn. “By creating
an endowment for Ready to Read, we provide our donors a measure of assurance that
the program will be sustained. We’ve enjoyed strong support from a broad range of
community partners. Having the Toledo Community Foundation with us at the outset
gave credibility to our vision, and encourages others to come forth with support.”

A life that’s still
Making
waves
“I
n an era when a woman’s place was very different
from what it is today, she was a pioneer.”
So observed Bill Longbrake, whose aunt, Eleanor S.
Longbrake, broke new ground in many quiet ways
throughout her 97 years.
Born in 1913, Eleanor had a keen interest in nature
and science from a very early age. She was an exceptional student, and earned scientific degrees from
the College of Wooster and The Ohio State University
at a time when fewer than ten percent of Americans
graduated from college.
Eleanor began teaching science at Toledo’s Scott High
School in 1939. But just three years later, after the U.S.
entered World War II, she joined the war effort by enlisting in the WAVES. As a naval officer, Eleanor became
one of the 6000 weather forecasters trained for the
war effort — only 150 of whom were women.
When Eleanor returned to the classroom, she became
Scott’s first College Advisor, helping hundreds of Scott
students pursue higher education years before area
schools had guidance counselors. In 1960, Eleanor
left Scott to supervise science programs throughout
the Toledo Public Schools for the next 17 years. She
remained active in retirement, teaching Sunday school
and volunteering.
With her Toledo Community Foundation legacy fund,
Eleanor’s dedication to area youth and their education
continues. In the years since her passing in 2010, the
Eleanor Longbrake Fund has supported summer science and college readiness programs, her two great
passions as a teacher more than 60 years ago.

“Aunt Eleanor was very generous, and had a deep
sense of duty,” said Bill of his aunt’s philanthropy, “as
well as a love for science and education. She’d take
me on ‘field trips’ to explore nature when I was a kid,
and helped pay for my college education. Even when
she wasn’t in the classroom, she was always teaching.”

Planning ahead for
lifelong
giving
A
lifestyle of giving began early for Darcy Wagner, Ph.D. “Giving was a way of life for our family. When we were little,
the three of us kids would fight over who got to put the
envelope in the church basket,” she said, “so it goes way back.”
Darcy’s father, who was the principal of St. John’s Jesuit High School,
also had creative ways of instilling in his children the value of sharing
and service to others. “Dad began a tradition called the Christmas
Envelope. Each of us kids got an envelope with money in it, and we
had to give it away. We could give it to whomever we wanted — but
we had to give Dad the envelope back with the record of where the
money went. When the envelopes were read at Christmas, it was a
very cool moment.”
When it came time to choose a college, Darcy knew she wanted to be
at a school that furthered those Jesuit values, so she chose Gonzaga
University. “It was also a culture where all the people around me were
giving in some way, and it was really important to me to be a part of
that culture,” she said.
Darcy’s commitment to funding a lifestyle of giving began early, too.
At age 25, Darcy became one of the youngest people in the 40-year
history of the Foundation to establish a Donor Advised Fund. Now a
postdoctoral researcher in Munich, Germany, Darcy is serving others
through her career in lung transplantation research — and one of
the very first grants she made from her fund was to supply her high
school alma mater, Notre Dame Academy, with scientific equipment.
“I grew up in Toledo, and I want Toledo to succeed — even if I’m somewhere else in the world, I want to see my community grow.”
Describing her purpose for establishing a charitable fund at the outset of her career, Darcy said, “I knew giving was something I wanted
to do with my whole life — not just the end of my life. I might not be
able to give as much right away, but over the course of my lifetime, I’ll
be able to give so much more than I would have without it. And when
I pass away, my family or descendants can continue what I started.”

There are a number of ways to get
started, and we invite you to explore

during your lifetime or through your estate plan. All grants distributed from
your fund — today and in the future — are awarded to charities, as determined
by you, in the name of your fund.
Your gift to the Foundation may be made in many forms. Corporations and
businesses are limited to gifts of cash, securities, closely-held stock, limited
partnership interests and real estate. You and your family have even more
options to consider.

A cash gift is tax deductible as provided under current law.
Donations of appreciated publicly-traded securities are accepted. This type
of gift avoids capital gains tax and allows the maximum tax deduction for the
full market value of the gift. The Foundation also accepts closely-held stock
and limited partnership interests.
A bequest in your will is a simple way to leave a lasting legacy.
A life insurance policy can be changed to designate the Foundation as the
owner and/or beneficiary of a policy.
Retirement fund accounts are often your largest asset. You can give all or
part of these assets to the Foundation, both during your lifetime and/or at
your death.
Real estate (land, primary residences, vacation homes or farm land) can be
donated to the Foundation and deducted at full fair market value, up to 30
percent of your adjusted gross income. The Foundation sells the real estate
and the net proceeds capitalize a new fund or are added to an existing fund.
Similarly, tangible personal property can be donated to the Foundation,
which is also then sold.
A charitable remainder trust allows you (or other named beneficiaries) to
receive lifetime income. Upon your death, the remaining principal creates a
fund at the Foundation. You receive an immediate charitable deduction for a
portion of the gift and avoid capital gains tax.
A charitable lead trust creates income for the Foundation for a specified period, after which the remaining principal is distributed to named beneficiaries.
Gift and estate taxes are reduced with this type of gift.
Transfer of a private foundation affords you many advantages, including
lower overhead, staff to assist with your charitable goals and a higher tax
deduction for any future gift, to name only a few.

A Community Fund is the broadest option and leaves the decisions about your gift to the
Foundation. You trust the Foundation’s extensive experience and knowledge of the community to identify the most pressing needs and effective programs. A Community Fund
provides maximum assurance a fund will remain timely and relevant. Grants from these
funds are given to qualified organizations to support the well-being and vitality of our region
and its residents.

There are many flexible ways to support your
interests — the choice is yours. How involved
do you want to be in your grant making? Do you want to give to a specific organization or a specific area of interest? Launch a scholarship to honor or memorialize a loved
one? Restrict your giving to northwest Ohio
and/or fund internationally? Create or continue
your business giving program? Whatever your
giving goals, there is a fund option for you.
The Foundation offers a number of fund options
for you, your family, businesses and nonprofit
organizations. A fund at the Foundation operates like a private foundation, but without the
administrative and legal burdens associated
with private foundations. The funds are flexible
and you decide how much or how little you
want to be involved in making grants.
Designated Fund
support effective organizations
You support one or more specific charitable organization or institution in perpetuity. A Designated Fund may help a single theatre, a food bank or a school during your life and after your
death. If a beneficiary organization ceases to exist, loses its tax exempt status or changes its
mission, the Foundation redirects support to a similar organization to honor your original intent.
Donor Advised Fund
engage with your giving
You take a more active role in your grant making (whether local, national or international). A
Donor Advised Fund provides maximum flexibility for your grant making, allowing designated
advisors (named by you) to make recommendations regarding grants from your fund.
The Foundation facilitates compliance with financial, legal and tax requirements, as well
as helps develop grant making strategies, articulates funding guidelines and conducts due
diligence, relieving you of the administrative responsibilities associated with charitable giving. If you wish, the Foundation helps you identify additional organizations that you might
consider supporting.
You have several options.
n Single advised fund — Allows only you to make grant recommendations.
n Family advised fund — Provides a simple and popular way for your family to engage in
organized philanthropy.
n Corporate advised fund — Offers flexible options for your business and/or employees’
charitable giving programs. Your company or business can outsource all, or any part, of
its charitable giving program to the Foundation for management.
You can endow your fund, requiring that the principal of the fund remains untouched and only
a percentage of the annual earnings on the fund are available for grant making; or you can
create a growth fund (non-endowed) allowing the flexibility to distribute both fund principal
and annual earnings, although not below the minimum required fund balance of $10,000.

Field of Interest Fund
connect personal values to grant making
You direct funding to specific causes (the environment, youth programs or the arts, for instance) or geographical areas (a town, county
or region) that you feel strongly about, yet it does not restrict grants
to any one particular organization. Field of Interest Funds support
issues or areas that are important to you in perpetuity.
Organization Endowment Fund
sustain nonprofit organizations
The Foundation’s years of experience with the nonprofit community enables us to assist other charitable organizations in managing
their assets. By establishing an endowment fund at the Foundation,
nonprofit organizations are relieved of the administrative burdens
and costs associated with holding their own endowment fund, while
receiving a steady stream of income for operations, programming or
other organizational needs.
Scholarship Fund
invest in education
You establish an educational scholarship for a specific interest.
Scholarships can support any level of education, and may be directed toward students who are graduates of a particular grade or
high school, students planning to attend a particular secondary or
post-secondary school, students in a particular field or students from
a certain geographical area.
Supporting Organization
partner with the Foundation for access to community
information
A Supporting Organization is a separate and distinct legal and
grant making entity that is in direct affiliation with the Foundation.
It maintains its own board of trustees which has decision-making
authority relevant to grant recipients and other matters. A Supporting
Organization’s alliance with the Foundation reduces administrative,
investment and regulatory burdens. Family involvement, individual
attention, flexibility, professional staffing and access to community
information are among the key reasons that families and businesses
create supporting organizations at Toledo Community Foundation.

for the establishment of The Center for Nonprofit Resources.

The Center has developed an ever-changing list of training programs
designed to inform and assist local nonprofits. Programs are offered
in every area of nonprofit capacity building including board governance, finance, fundraising, human resources, leadership, marketing,
organizational development and technology.
The Center also offers two professional certificate programs. The
Certificate in Nonprofit Management provides the fundamentals
an individual needs to build their skills in nonprofit management,
and through a partnership with Lourdes University some hours are eligible for transfer into their Masters of Leadership program.† The Certificate of Executive Leadership is designed to support emerging nonprofit leaders, specifically minority CEOs/Executive Directors, and staff
interested in growing into these positions. A combination of high-quality
professional development workshops and mentorships provide training
and an ongoing support system for personal and professional success.

Leave a legacy
Toledo Community Foundation offers giving options that
enable you to leave a legacy for future generations and
benefit your personal and financial goals at the same
time. You can arrange to establish a charitable fund in
the future or add to a fund set up in your lifetime. You
may enjoy significant benefits such as increased income,
estate and capital gains tax savings, administrative efficiencies and the opportunity to engage family members
in philanthropy.

As a result, two endowed Field of Interest funds were
created in 2014 to address these leading issues: the Community Education Fund and Community Economic Opportunities Fund.

The BCSN Chris Klosterman Scholarship Fund was created by
Buckeye CableSystem in honor of Chris Klosterman, the 2014
BCSN Teacher of the Year, to provide one-time post-secondary educational scholarships for deserving graduates of Clay High
School who demonstrate an interest in international studies.
For the seventh year, Buckeye CableSystem has created a BCSN Teacher of the Month/Year Award fund to recognize grade nine through 12 classroom teachers in the Buckeye CableSystem Toledo service area.
Mr. and Mrs. William F. Beck created the Bill Beck Family Scholarship Fund of the Ottawa County Community Foundation to provide post-secondary educational scholarships for graduates
of Port Clinton High School, Port Clinton, OH and Ross High School,
Fremont, OH.
The Steve G. Benko Family created the Steve G. Benko Family
Memorial Fund of the Ottawa County Community Foundation, a
scholarship fund, to provide post-secondary educational scholarships for graduates of Port Clinton High School who participate in
industrial arts.
