Carroll Hospital Center has always been committed to growing with its community. But to us, growth means a lot
more than just getting bigger. It means providing new services, enhancing our technology, expanding our reach in
the community, building new facilities and attracting the best possible medical team in our region. It’s all part of
our mission to offer an uncompromising commitment to the highest quality health care experience for people in
all stages of life.
Our mission continues to inspire us to do great things—things we’re proud to present in our 2008 Annual Report.
You’ll read about the many ways we are continuing our history of growth and about the many generous people and
organizations that support these important efforts.
Milestones for this year included a celebration of the 50th anniversary of the “heart” of our hospital—the Carroll
Hospital Center Auxiliary. We also introduced a new emergency angioplasty program that has helped save the lives
of patients experiencing heart attacks. In addition, we are continuing to grow our campus and develop environmentallyfriendly green initiatives to help preserve our beautiful community—and the planet.
It is perhaps most meaningful that, in 2008, more patients than ever before placed their trust in us to provide them
with quality medical care. Their confidence confirms our commitment to expanding the scope and quality of our
programs and services. This year, and always, it has been a pleasure and privilege to grow with you.

Winning the Race Against Time
Ninety minutes—it’s a critical time frame for heart attack
victims that can sometimes mean the difference between life
and death. After an attack, restoring blood flow to the heart is
a race against the clock. Receiving prompt treatment helps to
minimize damage and offers the best chance for survival.
In some cases, however, beating the clock can be challenging—often involving a helicopter ride and increased risk for
the patient. Now, thanks to a partnership with the
University of Maryland Heart Center, Carroll Hospital
Center is putting time on our side by providing a life-saving
procedure—emergency angioplasty—on site through its
emergency department (ED). The program is available 24
hours a day, seven days a week.
After coming to the ED, heart attack patients are taken to
a state-of-the-art cardiac catheterization suite, where emergency angioplasty is performed by board-certified interventional cardiologists. The goal is to open the arteries within
90 minutes from the first signs of an attack.
“It’s a service that will save lives and help prevent longterm complications, such as heart failure,” explains David
Zimrin, M.D., medical director of the cardiac catheterization lab at the University of Maryland Heart Center and
one of the interventional cardiologists now performing the
procedure at Carroll Hospital Center. “Carroll County was
ideal for this type of program. It is far enough away from
a surgical center to create a major hindrance for receiving
prompt care, yet close enough to create a very successful
partnership.”

Approximately 23 percent of patient cases admitted through
the hospital’s emergency department are cardiac-related,
so the program has the potential to make a tremendous
impact. In fact, since emergency angioplasty began being
offered in October, the clinical team has achieved a very good
success rate in getting arteries open within 90 minutes.
“The partnership with the University of Maryland has
been amazing,” says Leslie Simmons, R.N., B.S.N., M.A.,
chief operating officer. “The experience of their team is
tremendous—this is all they do each and every day. This
brings instant credibility to our program, as well as universitylevel knowledge, expertise and proficiency right here to
Carroll County.”

Gifts from—and for—the Heart
Again this year, community members and area businesses
have reached out to help us grow. One example of this
generosity is a recent $50,000 gift from BB&T, one of the
county’s major banks and a long-time partner of Carroll
Hospital Center. The gift will go toward the Carroll Hospital
Center Foundation’s goal to raise $1,750,000 in support
of the emergency angioplasty program and the future
expansion of the cardiovascular center. Funds raised will be
used for a new cardiac lab, round-the-clock medical coverage, specialized training for health care professionals and
state-of-the art equipment.
“This contribution has professional and personal significance for me,” says Michael Oster, BB&T Maryland State
President. “I not only oversee BB&T’s state operations, I also
serve on Carroll Hospital Center’s Board of Directors and
live in Carroll County. It’s important for us to support this
effort because I want to help ensure that the people in our
community—including the many BB&T clients and employees
in the area—receive the best possible care.”
Additional events and organizations also are supporting
the expansion of cardiology services. Dr. Zimrin, the University of Maryland Heart Center and other businesses and
individuals have contributed to the program. The Auxiliary
also made a commitment to donate $350,000 toward the
effort to build healthier hearts. Proceeds from both the 18th
Annual Carroll Golf Classic and the hospital’s Big Band
Merry Christmas Concert, totaling $250,000 and $20,000
respectively, benefited this worthy cause.

Building a Partnership
It takes a team to build a hospital—and over the years,
Carroll Hospital Center could ask for no better team
player than Bovis Lend Lease. The company and its
workers have literally grown with us—from their first
project (the vertical expansion of the third and fourth
floor west wing) to their work during our $80 million
expansion (constructing the emergency department,
south bed tower, Operating Room addition and outpatient center). Now, the team is constructing a new
parking garage on the hospital grounds.
“The individuals Bovis has assigned here truly work as
a team,” says Maurice Spielman, director of facilities
management for Carroll Hospital Center. “If you saw
what they do and how they do it, you would think they
were employed here. These guys care and are very conscientious. They know we have high expectations—and
they always meet them.”
According to John Anania, Bovis project executive, the team is
successful because they share common values with the hospital
and its facilities department. “We understand that the needs of
patients and staff are paramount,” he explains. “For every project
we’ve done, we’ve tried to focus on building the project on paper
first to make sure everything is coordinated with the day-to-day
operations of the hospital. We want to understand their business
and let them do their job.”
The team also has a strong connection to the area. Superintendent
Ron Albin, a Westminster resident, worked for the contractor who
built an addition to the hospital in 1978. And he’s been back on
campus with Bovis since their first hospital project in 1990.
Several trade workers on the Bovis team also live in Carroll County.

we’re really doing good for the community,” explains John Stall,

you’re a part of it, it gives you a great sense of pride.”
In addition to all they’ve done to help the hospital grow, the
Bovis team thinks it’s important to give back. “They not
only have people working on our campus every single day,
they also are donors and long-time supporters. In fact, they
have contributed more than $85,000 to the hospital,” says
Ellen Finnerty Myers, vice president of development for
Carroll Hospital Center. “Bovis has been a tremendous
partner for nearly 20 years.”
Still Growing Strong
Construction crews are a constant presence around the
Carroll Hospital Center campus—and they are positive
signs that the hospital continues to grow to bring the
highest quality health care to its community. Two major
projects currently underway include a 75,000-squarefoot, three-story medical office building on Stoner Avenue,
recently named the Charles O. Fisher, Sr. Building after
one of the founding fathers of Carroll County General
Hospital, and a five-level parking garage located near the
hospital’s main entrance.
The professionally managed office building, set for completion next winter, will feature modern medical office
suites for a range of physician specialties, convenient
access to hospital services and outpatient areas, an onsite
pharmacy and laboratory, and covered, two-level parking
garage. The new campus parking garage, a concrete structure with brick exterior, will provide 716 parking spaces
for patients, visitors and employees.

Sowing the Seeds of a Dream
“Building a new hospital is like building a new house—we
started with a dream,” said Darthean Fox, the first employee
of Carroll Hospital Center (then, Carroll County General
Hospital) and the first recording secretary of the hospital Auxiliary. “You need money and a plan and that is where we started
with our many volunteers.”
She shared these words, along with other fond memories, at a
commemorative dinner to mark the 50th anniversary of the
Carroll Hospital Center Auxiliary. She was joined by several
other special speakers, including John Sernulka, hospital
president and CEO, and Charles O. Fisher, Sr., one of the
hospital’s founding fathers and current member of the board
of directors.
Fox reminisced about working with the Auxiliary’s first
president, Gladys Wimert, and their grassroots efforts to
bring their dream to fruition. She said the Auxiliary’s first
attempt at fundraising in 1958 aimed to ask each household
in the area to contribute a $60 pledge over three years, with
a total goal of $100,000. When the campaign was over, the
Auxiliary had raised $300,000—a strong predictor of the
future successes they would achieve over the course of their
distinguished history.
“We have gone from the days of a single surgeon
to over 400 physicians practicing in our 218-bed
hospital, with 10 newly renovated operating rooms.”
“Our collective efforts have created a hospital that now is a state-of-the-art
regional medical center,” said Sernulka at the ceremony. “We have gone from

many, our hospital has flourished to meet the health care needs of today.”
Over those 50 years, the Auxiliary has contributed more than $3 million to
the hospital. On top of that, its annual volunteer service now totals approximately 50,000 hours—saving the hospital almost a $1 million each year in
staffing and benefits.
The Auxiliary today has 448 members and continues its long tradition of support through special events like its signature Silvery Moon Ball, spring fashion
show, basket raffle and various vendor sales. In addition, the Auxiliary opened
a new hospital gift shop, the Candy Striper, in 2003, and The White Rabbit
thrift shop in 2005—both of which make significant contributions to annual
fundraising efforts.
“Each auxiliary member should be congratulated on the imagination, creativity, compassion and sheer hard work that they have devoted,” said Charles O.
Fisher, Jr., chairman of the board of directors, at the anniversary event.

Imaging Goes Digital
Prompt, accurate diagnosis is the best medicine for treating diseases and injuries
early—when there is the greatest chance for recovery. Now, Carroll Hospital Center
and its imaging partner, Advanced Radiology, are making that process even more
efficient for patients and medical staff.
Two imaging centers jointly operated by the hospital and Advanced Radiology—one
in the Richard N. Dixon Ambulatory Care Center on the hospital’s Westminster
campus and the other in the South Carroll Medical Center in Eldersburg—recently
converted to filmless, all-digital technology. The switch includes new mammography
and general X-ray equipment, multi-slice CT scanners and high-field MRI units.
“There are significant benefits
for both patients and physicians.”
When caring for patients in the hospital, physicians utilize a sophisticated, electronic
picture archiving and communication system (PACS) that allows them to access
digital images as soon as tests are completed and interpreted by a radiologist. These
images are available to multiple caregivers simultaneously, on computers throughout
patient care areas and even from computers in the physician’s office or home—a
process that speeds diagnoses, care and recovery.
Further advancing our diagnostic capabilities this year was the addition of a 64-slice
CT scanner that performs a number of procedures for early detection of cardiovascular disease. By providing detailed electronic images of the heart and surrounding
coronary arteries, the tests can detect potentially life threatening heart conditions in
its early stages, often before a patient experiences any symptoms.
“There are significant benefits for both patients and physicians,” says Sandy D’Arrigo,
director of imaging at Carroll Hospital Center, who believes so strongly in the
importance of new technological advances that she contributes to the hospital’s
fundraising campaign each year. “I’ve made a career in health care and feel it’s only
right to give back to an organization that has given so much to me. It also helps
improve our ability to offer the community the latest medical care, such as these new
technologies.”

Hope Is on the Horizon
Each October, hundreds of women in Carroll County gather for
the hospital’s annual Hope & Healing Luncheon, a celebration
of strength, love and community. Chaired by Laura Adkins of
Westminster, this year’s event raised nearly $25,000 to benefit
The Breast Center at The Women’s Place. Funds were raised by
silent auction, raffle and sponsorships, with Alliance Hematology
Oncology and Weis Markets as major (Pink Ribbon) sponsors.
The luncheon also marked the one-year anniversary of WISH
(Women’s Initiative Supporting Health). WISH was created to
give women in the community a way to channel their time,
expertise and financial support toward initiatives that promote women’s health at Carroll Hospital Center.
“We all want to be better moms, wives, daughters and sisters—but we often take care of everybody else before we
take care of ourselves,” says Janet Shearer, Chair of the WISH
committee and a founding member. “The four key themes
that help us support each other—and all women in our
community—are philanthropy, volunteering, networking
and mentoring.”
At the Hope & Healing luncheon, the WISH membership—
now more than 170 strong—proudly presented its first major
contribution to the hospital, a $20,000 check to go toward
the hospital’s Sexual Assault Forensic Examiner (S.A.F.E.)
Program for victims of sexual assault. Says Shearer, “There
was overwhelming support for this program and we were so
pleased to share our resources to help women and children
in need.”

A Trusted Guide by Your Side
Easing the Pain
Working with men and women with all types and stages of
cancer, these specialists can help patients coordinate specific
services and provide tools and resources based on each patient’s
needs. They also can help patients schedule appointments
and make informed decisions about care and the course of
treatment. All cancer navigation services—from diagnosis
and treatment, through support and recovery—are offered
free of charge.
Because of the increased demand for this therapy in Carroll
County, staff at The Women’s Place recently created a self-pay
lymphedema program. Two specially trained therapists provide a course of treatment that includes two to three weeks
of lymphedema massage therapy and wrapping of the
affected extremities, as well as follow-up visits and education
to help patients and their families maintain care on their own.
While a cancer diagnosis can be heart-wrenching for physicians to give, it’s even more difficult for patients to hear.
Once the news sinks in, patients can feel overwhelmed with
questions and choices. To assist cancer patients on this challenging journey, cancer navigation specialists are available at
Carroll Hospital Center.
Eileen Overfelt, R.N., B.S.N., a cancer navigation specialist
and manager of The Women’s Place at Carroll Hospital Center,
says: “Having one person or place to go to for guidance fosters greater peace of mind, decreases anxiety and lets patients
know they’re not alone.”
Lymphedema, a serious condition that can be triggered by
surgery, cancer treatment or other unknown causes, affects
millions of Americans each year. It causes uncomfortable
swelling in the extremities and makes it difficult to move
or perform daily activities. While there is no cure, intensive treatment and education can help patients find greater
comfort.
And now, thanks to a $10,000 grant from the Maryland
affiliate of Susan G. Komen, Race for the Cure, the hospital
can provide financial assistance for breast cancer patients
who cannot afford the total cost for therapy.
“We can’t take away the cancer diagnosis,
but helping people feel supported during
this process can make all the difference
for their treatment and recovery.”

Going Above and Beyond
Jon Roenick has truly made a name for himself as a valu-
able Associate and member of the Information Systems
team at Carroll Hospital Center. So much so that he was
named Associate of the Year for 2008.
As a systems administrator for the past five years, he works
behind the scenes to provide technical support in a variety
of ways—from assisting with the hospital’s intranet site to
implementing back-up data systems.
“Jon has a wonderful ability to come up with solutions,”
says Kevin Kelbly, chief financial officer and senior vice
president of corporate and fiscal affairs.
This past year, Jon’s outstanding work was recognized
when he was chosen as October Associate of the Month and
received a WOW service award for helping the hospital’s
Emergency Department team create a successful computerbased documentation system at half the cost anticipated.
Moving Up the Ranks
Carroll Hospital Center is paving the way for future growth
with the recent promotions of four directors to assistant
vice presidents and changes to the reporting structure within the nursing division. “These individuals have shown exemplary performance and commitment to the hospital,”
explains John Sernulka, president and CEO.
Cris Coleman, assistant vice president of finance, will con-
tinue to oversee the financial aspects of the organization,
such as accounting, financial reporting, budget and capital
planning, rates and reimbursements, and asset and liability
management.
Kim Moreau, assistant vice president of information systems,
will set the strategic direction for information technology
initiatives, while overseeing the information systems, telecommunications and biomedical departments.

Stephanie Reid, assistant vice president of nursing, will assume addi-
tional responsibility for the entire nursing division, with oversight of
inpatient units, infection control, behavioral health services, pediatrics,
surgical services and emergency services.
Laura Resh, assistant vice president of business development, will
continue to seek growth opportunities for the hospital, including
the expansion of hospital services, development of satellite offices,
strategic planning for current and future business endeavors, and
facilitation of managed care contracts and relations.
Robert White, assistant vice president of support services, will
oversee environmental services, food services and transporters, in
addition to his previous duties, which included responsibility for
campus security, supply chain management, and sterile processing
and distribution.
Honoring an Exceptional Physician
Care, integrity and commitment. These are words colleagues,
co-workers and patients use to describe urologist Keith O’Reilly,
M.D., Carroll Hospital Center’s Physician of the Year for 2008. A
three-time recipient of the WOW service award and affiliated
with the hospital for only a short time–since 2006–Dr. O’Reilly
has made an immediate impact on our hospital community.
Board certified by the American Board of Urology and a fellow
with the American College of Surgeons, Dr. O’Reilly is a member
of the urology practice Advanced Urology Associates, where he
specializes in laparoscopic surgery, urologic oncology, urinary incontinence and infertility. He also is a member of Carroll Hospital Center’s
Cancer Committee and Pharmacy and Therapeutic Committee.

The Green Team Makes Its Mark
With concerns about global warming and other environmental issues on the rise, the staff at Carroll Hospital Center
is doing its part to promote a greener environment for patients,
families, physicians, volunteers, associates and visitors.
Leading the way is the hospital’s “Green Team,” a multidisciplinary group of 15 associates from across the hospital that
meets regularly to drive the organization’s efforts in recycling,
reducing and reusing.
Already the Green Team has instituted programs to reduce
water use; recycle paper, plastic and cans; shred and recycle
confidential documents; reduce paper use; reprocess
medical devices; sell refillable coffee mugs; reduce energy
consumption; encourage carpooling and much more. The
team also sends regular communications to associates that
offer environment-friendly tips and keep them posted on
new initiatives.
“I volunteered to Chair the Green Team because I felt there
were a lot of opportunities in the surgical areas to recycle,”
says Kate Painter, R.N., B.S., C.A.P.A., director of surgical
services. “The ideas that have flowed from associates have
put us on a road that will certainly contribute to making our
hospital a more environmentally friendly place.”
A large part of the hospital’s green initiative focuses on sustainable foods—a way of raising food that is healthy for
consumers and animals, does not harm the environment,
and supports and enhances rural communities. To show its
commitment to this concept, the hospital was one of the first
hospitals in the state to sign a Healthy Food in Health Care
Pledge as part of a nationwide initiative. The pledge ensures
that participants will take steps to improve the health of
what they’re serving in terms of food choices, promoting
recycling, and using as much organic, antibiotic-free and
hormone-free foods as possible.

At Carroll Hospital Center, a great deal of produce now is
being purchased from local farms. In addition, about 50
percent of the raw beef used is bought from a local butcher.
“The initiative has been extremely well received by our own
staff as well as patients,” says Marcea Cotter, director of food,
environmental and transport services. “We have always tried
to offer healthy choices, but now we are embracing the concept and taking it to the next level.”

Good Health is Just a Phone Call Away
Preventive care and prompt treatment are two of the best
ways to grow healthier communities. Health Access, Carroll
Hospital Center’s physician and service referral line, assists on
both fronts—helping community members make appointments with appropriate specialists, schedule screenings, register
for classes and much more. One call to 410-871-7000 puts
people in touch with hundreds of health care resources.
In fiscal year 2008 alone, Health Access staff members fielded
well over 10,000 calls. Of those, more than 4,500 people
called to register for classes and screenings, while close to
750 needed a physician referral.
“People have become familiar
with our service and they know
they can count on us.”
“We are the community’s best connection to the hospital,”
says Deanie Styons, the coordinator for Health Access since
1997. “Every single call is different. Some people need to
get a phone number, many are looking for a doctor or specialist and others want information about the educational
and preventive resources we offer—from diabetes management consultations and babysitting classes, to support
groups and skin cancer screenings. Whatever the need, we
always try to help.”
Over the years, Styons has seen the demand for Health
Access blossom with the addition of new clinical programs
and complementary health services such as acupuncture
and reflexology. Other things always seem to remain the
same, like the excitement of new moms who call in to register for childbirth classes.
“I love my job and find the work very fulfilling,” she says.
“People have become familiar with our service and they
know they can count on us.”

Community Benefit Report
for a
healthy start
The Best Care for Moms & Babies
All babies deserve the best possible start in life. But for some
women, receiving proper prenatal care can be a challenge.
That’s why Carroll Hospital Center, in conjunction with
the Carroll County Health Department and Partnership
for a Healthier Carroll County, created the Best Beginnings
Program in August 2007.
The program provides high-quality prenatal, labor and
delivery, and in-hospital newborn care at an affordable cost
to expecting moms who may not otherwise receive it. The
health department also works with these women to put
them in touch with the other resources they need to raise a
happy, healthy baby.
Many eligible participants are students and migrant workers
who have come to America from another country without
eligibility for health insurance. Most cannot afford proper
care and, in many cases, come from countries where prenatal care is not routine.
“Through this program, we are now
able to provide much-needed care to
this underserved population.”
“Through our needs assessment, we identified access to care
as one of our primary areas of focus,” says Tricia Supik,
executive director and CEO for the Partnership for a
Healthier Carroll County. “Through this program, we are
now able to provide much-needed care to this underserved
population. Our goal is to have prenatal care begin within
the first trimester so risks are being managed and the women
are practicing lifestyle behaviors that promote good health.”
Thanks to Best Beginnings, these women and their babies
now receive the same outstanding level of care that any
expecting mother would receive at Carroll Hospital Center.
“We are so proud of and thankful for the participating
financial assistance staff, physician referral staff and obstetricians who have been so generous with their time, talent
and resources,” Supik says. “This great program would not
be possible without them.”

Providing a S.A.F.E. Haven
Sexual assault is one of the fastest-growing crimes in the
United States, with an incident occurring every two minutes.
Most of the victims are women, and approximately 100,000
are children.
To help those who have experienced this physically and psychologically damaging crime, Carroll Hospital Center offers
the Sexual Assault Forensic Examiner (S.A.F.E.) Program.
Victims are brought to the hospital’s emergency room, where
they are evaluated and treated by a forensic nurse examiner
specially trained to collect evidence, provide medical care
and offer emotional support.
To support the program, Carroll Hospital Center recently
received a $30,000 pledge from Emergency Medicine
Associates (EMA), the professional group that provides
physician staffing in the hospital’s emergency department.
Funds will go toward training forensic nurse examiners,
as well as other community service initiatives, such as
domestic violence awareness and education.
“S.A.F.E. provides a great service to the community, and
EMA is proud to support its operation,” Dr. Hsu explains.
“We have a very strong program in place, and we want to
keep it that way.”
Since the program’s inception in 1999, S.A.F.E. has served
more than 250 patients. The service is available 24 hours a
day, seven days a week, with nine nurses on call on a rotating
schedule to provide prompt assistance. These nurse examiners
ensure that all evidence is objectively collected, documented
and represented in court.

provider for their outstanding care? How about properly memorializing someone who has made a significant impact
