1 PRESENTATION / WELCOME
1/1 A word from the FFSA President
Ladies and gentlemen,
I am really delighted to welcome you all again to the Ile de Beauté for the second year
running.
On our return to what I could call our ‘native land’ last year, many of you took the start
of the 2015 Tour de Corse. More than 130 crews, and a total of almost 200 in all - the
highest number of entries of the season in the 2015 World Rally Championship:
obvious proof, if such was needed, of the amazing appeal of the Tour de Corse.
The heavy involvement of the local authorities alongside us has helped us to maintain
the Tour de Corse as a major sporting event at both national and international level.
The Federation has taken advantage of the experience acquired in 2015 to put on an even bigger spectacle
with more intensity and suspense for you and spectators alike. Our aim is to make things more difficult by
increasing the length and renewing numerous special stages so the event now covers the whole Corsican
territory.
Our mission and our driving aim are to use this great event to promote and open up motor sport to the largest
possible number of people in our country.
Thus, in addition to being the 10th round of the FIA World Rally Championship, the Tour de Corse will allow
the maximum number of rally drivers, mostly amateurs, to share the same playing field as the champions
they worship as heroes.
Rallying is one of the few activities amongst all sports, in which such a thing is possible. Thus, we’re very
pleased that we’ve managed to keep the principle of a combined classification in which amateur competitors
appear on the same footing as those in the WRC.
I hope that the maximum number of our licence-holders, starting with Corsican drivers, will take advantage
of this thanks to the preferential entry fees and the excellent welcome we’ve laid on for them.
From 28th September onwards Corsica will host a real motorsport festival. The Tour de Corse – 10.000
Virages reserved for GTs, Supercars and legendary cars will again take place using the same route as the
WRC, and this year an event for women has been created, the Tour de Corse Ladies.
These two events combine pleasure, conviviality and the discovery of Corsican roads and the island’s
heritage, and are organised in parallel to the world championship with its top-class, popular field.
Thus all the right conditions are in place to make the 2016 Tour de Corse an exceptional human and sporting
adventure from 28th September to 2nd October.

1/2 The challenge
The FFSA has come up with an itinerary that’s undergone a 70 per cent revamp compared to 2015: in
other words 161 km of new special stages for the drivers and crews entered for the World Rally
Championship. Endurance will be the key word in this rally and we hope it will appeal to the greatest possible
number of people.
The Federation’s team has created three completely new special stages.
This year the FFSA has again decided to organise a Tour de Corse in the real meaning of the term, as it
covers the whole Corsican territory and the two island departments, the Haute-Corse and the Corse-du-Sud,
with stopovers in the main towns on the Ile de Beauté.
THURSDAY, 29 SEPTEMBER: SHAKEDOWN SORBO OCAGNANO (5,40 km)
This section, which expresses the diversity of the island’s terrain in a nutshell, is laid out in the Casinca
region. The drivers will set off from the Querciolo village on a challenging wide, twisty road section lined with
great viewing zones for the public. The change in surface and the way the road narrows on the approach to
Sorbo Ocagnano makes the second part of the shakedown trickier. The cars will head downhill to an even
narrower descent in the woods that’s often damp on their way to the finish in Castellare di Casinca.
In the afternoon the crews will set off for Ajaccio where numerous promotions will add to the action in the
heart of the imperial city with the not-to-be-missed highlight, the night-time start ceremony.
FRIDAY, 30 SEPTEMBER: LEG 1
SS 1-3: ACQUA DORIA – ALBITRECCIA (49,72 km)
The start of this 100 per cent new stage will be given in the Acqua Doria village not far from Capo di Muro
and its legendary Genovese tower. Straight away the drivers will have to cope with a road alternating rapid
and twisty sections as far as the Tassinca hairpin. The climb up to the village will provide some very
spectacular passages.
The crews will then tackle a quick uphill flowing section to the crossing of the Col de Gradello and they will
reach the Pietrosella hairpin by way of a bumpy road with a patchy surface. A very narrow road with a
degraded surface will take them uphill to the famous Col de Bellevalle hairpin.
There will be a change of pace on the climb up to the Bisinao village on a wide section with a series of quick
corners. Their next challenge is a narrow, twisty road with several surface changes as far as the Albitreccia
hairpin.
The crews who will be champing at the bit to do battle in the first leg, will finish with a section that’s even
trickier and more treacherous that includes the crossing of the village of Albitreccia.
SS 2/4: PLAGE DU LIAMONE – SAROLLA CARCOPINO (29,12 Km)
The Plage de Liamone will be the major attraction at the start of the first stage that is identical to the one
used in 2015. Straight away the drivers will have to tackle a very quick uphill section on the way to
Casaligione with its very tight hairpin that’s not always easy to get round.
Then, comes a change of pace and profile with a wide, twisty road leading to Pont de Furcina and a string
of corners with an uphill climb along a narrow winding bumpy ascent up to the Calcatoggio hairpin.
The crews will cross the villages of Sant’ Andrea d’Orcino and Cannelle along a road that poses another
technical challenge to reach the Sari d’Orcino hairpin.
The next section is much wider and goes uphill to Col de Sarzoggio followed by a pretty tricky run down to
Sarrola-Carcopino, the end of the second stage.

SATURDAY, 1 OCTOBER: LEG 2
SS 5-7: LA PORTA – VALLE DI ROSTINO (53,72 km)
One myth follows another with this stage that was such an important part of the glorious era of the Tour de
Corse. This stage has two new sections: from the start to kilometre 29,21 and then from kilometre 49,73 to
the finish. The stage begins in Pont de Rimitorio with a very technical uphill section to the La Porta church,
a legendary monument of the Tour de Corse and a symbol of Castagniccia: it leads to a narrow, twisty, road
uneven in places, which runs through the Giocatojo village, to cross the Col Saint Antoine, one of the high
points of the rally (687m above sea level).
The crews will then head downhill along new and patchy surfaces with quick, winding sections that will take
them to Ortiporio, Penta Acquatella and then to Barchetta and its spectacular hairpin. They will join
Campile after a radical change of surface and a wide uphill section like a hill climb.
A much twistier road along the mountainside will bring them to Bisinchi and Castello di Rostino followed
by the final section comprising a succession of downhill hairpins before they reach the finish not far from
Valle di Rostino.
SS 6/8: NOVELLA – PIETRALBA (30,80 Km)
The drivers start from near the Pietra Monetta Auberge on a narrow, twisty road in the middle of the maquis
(scrubland); they then have to cope with several difficult corners to reach the Novella village perched high in
the mountains.
The spectators will have a unique view on Balagne and the whole of the first part of this stage as the cars
pass through the Gare de Novella and Col de la Croix.
After that the cars have to follow a much narrower and bumpier road with an uneven surface to reach the old
main road where they will tackle a series of quick sections. Then the crews have to cope with a much
narrower, bumpy piece of road leading to the finish in Pietralba.
SUNDAY, 2 OCTOBER: LEG 3
SS 9: ANTISANTI – POGGIO DI NAZZA (53,78 Km)
There are two new sections in this stage: from the start to kilometre 18.,9 and then from kilometre 35,83 to
the finish.
The start will be given near the Purizzone hamlet after which the drivers will tackle the longest stage in the
rally starting with a twisty uphill section that is very tricky in parts as far as Antisanti.
The crews will reach the village of Vezzani (the highest point of the rally at 815m above sea level) on a road
on the mountainside alternating banked corners and very technical portions: they will also skirt Rospigliani.
A fast downhill run will take them to Pietroso as they head for Maison Pieraggi.
Then comes a change of direction as they follow the very narrow, bumpy Col de Cardo road to the bottom
of the Défilé de l’Inzecca; they then immediately turn off towards Lugo di Nazza on very narrow, winding
sections that all the crews had to brave in the 1980s. The final section after Poggio di Nazza will demand
intense concentration because of the frequent changes of road profile until the finish.
SS 10: PORTO-VECCHIO – PALOMBAGGIA (10,42 Km) – POWER STAGE
This stage starts in Precojo and the cars head for Bocca di L’Oru in lovely, twisty undulating sections along
the coast above the beaches of Folaca, Tamaricciu and Palombaggia. They then leave the first costal
section at Porra followed by a final series of hairpins before the finish of the Power Stage.
The crews that have survived all the traps on the 390 km of special stages in the 2016 Tour of Corsica will
celebrate the finish of the rally in the heart of the Porto-Vecchio Marina.

Package collection:
Sunday 25 September, at the end of the Administrative Checks, the crews (except Manufacturers and WRC
Teams) will have the choice to collect all of their package or to collect only the specific material and
documents for reconnaissance (reconnaissance car stickers + reconnaissance time card + speed control
system). A receipt must be signed. In the case of collect of reconnaissance package only, the name of the
person allowed to come and collect the remaining documents must be specified.
The remaining package will be available at the Rally Office from its opening the Monday 26, September upon
presentation of an identity document.

5 SERVICE PARK AND TYRE FITTING ZONES
5/1 Service park
During the Tour de Corse, the Service Park will be located at the Bastia airport.
GPS: 42°32.640’ N / 009°28.885’ E
Surface: combined asphalt and gravel
Space will be allocated to Manufacturers and WRC Teams according to the recommendation of the FIA.
Other crews and teams entered for the Tour de Corse will be provided with a surface area of approximately
10m x 10m (legal competitor) or 8m x 10m (private competitor).
The definitive layout map will be available at the Rally Office from Monday, 26 September.

5/4 Service Park rules and environmental requirements
5/4/1 Environmental requirements
The emptying of waste water, the washing of cars and the driving of stakes into the ground are not permitted
in the Service Park. Any infringement will be reported to the Stewards who may apply penalties.
The Tour de Corse impact on the environment is one of the organiser’s main priorities.
In order to help us to evaluate this impact we kindly ask you to fill the relevant form (Appendix 6/10) and to
return it to the Rally Office no later than Friday, 30 September at 22:00.
5/4/2 Rules
Only vehicles carrying a ‘Service’ or ‘Auxiliary’ plate may enter the Service Park. Such vehicles may not be
driven in the lanes used by competing cars during a period extending from 15 minutes before the due checkin time of the first competitor at “TC SP in” to the last competitor’s check-in time at “TC SP out”.
Vehicles carrying a “Service” plate may only be parked in its allocated area in the Service Park. Such vehicles
are not allowed to access in the “Auxiliary” car park.
Vehicles carrying an “Auxiliary” plate or “Route Notes Cars” plate may only be parked in the parking P6
designated for this purpose.
Reconnaissance’s cars will be permitted to use the parking P6 until Wednesday, 28 September; after that
they will not be permitted to use this parking except carrying “Auxiliary”, “Route Note Car” or “Meteo” plate.
Any vehicles or trailers found parked outside the zones in which they are permitted or which fail to respect
the published timetable will be towed away immediately.
Dismantling:
For safety reasons, dismantling competitors’ service structures in the Service Park is not permitted before
09:30 on Sunday, 2 October, after the public has cleared the service park.
Any team which breaks this rule will be fined 500 €.
In case of retirement during the rally, the team concerned must firstly obtain a dismantling authorization from
the Service Park Manager.

6 TWO-WAY RADIOS
6/1 Application procedure
The use on French territory of radio transmission equipment is subject to prior approval of temporary use of
frequencies by the Autorité de Régulation des Communications et des Postes (see application form in
appendix 6/5 on website).
Because of the rally’s geographic proximity with Italy, applications must reach the below authority before
Friday, 26 August 2016. Requests made after the deadline are likely to be refused.

7 FUEL / TYRES

8 IMPORTS OF VEHICLES AND SPARE PARTS
Vehicles from the European Union do not need a specific document for customs clearance.
Only non-EU competitors will need to show an ATA (obtainable from the Board of Trade of the country of
origin) to customs authorities at their point of entry into the European Union.
9 HELICOPTERS
9/1 Registration procedure
In accordance with FIA safety regulations and with the requirements of the civil aviation authorities, all
helicopters participating in the rally must be duly registered with the Organizer.
The registration Form (Appendix 6/2 on website) must be forwarded before Friday, 19 August 2016.
The fee due to the Organizer is €2 500 which amounts to €3 000 with VAT (20%). A 10% fee will be charged
for cancellations.
Pilots of registered helicopters will receive a ‘Helicopter Guide’ containing the rules, a traffic manual, maps
of the special stages, authorized dropping zones with their GPS points and overflight areas.
A mandatory helicopter pilots’ briefing will be held at 18:00 on Thursday, 29 September at Ajaccio airport.

12 RECONNAISSANCE
Registration and materials
Reconnaissance will take place on Monday 26, Tuesday, 27, and Wednesday, 28 September, in accordance
with the schedule specified in the Appendix 1/3.
All crews taking part in reconnaissance must complete the registration form (Appendix 6/3 on the website)
and return it to the permanent Rally Office, following the procedure specified on the form.
They must register at Administrative Checks (Bastia airport - Rally Office) on Sunday, 25 September, from
14:00 to 21:30 (by arrangement for Manufacturer & WRC Teams, or by appointment for other crews) in order
to obtain the necessary materials. (1)
Each crew will be given ‘Reconnaissance’ stickers, as well as a specific reconnaissance control card.
The stickers are to be affixed on the windscreen, rear side window and rear windows of the reconnaissance
car.

On completion of reconnaissance, this reconnaissance control card must be returned to the Rally Office no
later than 21:00, Wednesday, 28 September.

choice to collect all of their package or to collect only the specific material and documents for reconnaissance

Participation in reconnaissance only
Any driver wishing to take part in reconnaissance only will have to pay an entry fee of €1,000. He must
complete the “recce only” registration form (Appendix 6/3c on the website) and return it to the permanent
Rally Office, following the procedure specified on the form.
13 SCRUTINEERING, SEALING AND MARKING

14 SHAKEDOWN
A shakedown session will be organised for all drivers registered to the Tour de Corse on Thursday, 29
September, with the following schedule:

Mandatory shakedown for P1 drivers
Optional shakedown for P1, P2, P3 & RGT drivers
Optional shakedown for non-priority drivers
Shakedown will take place at Sorbo Ocagnano on D406 and D6. Special Stage safety arrangements will
apply.
Distance from SP to shakedown start: about 11 km
Length of the shakedown: 5,40 km.
Distance from shakedown finish to SP: about 14 km.
Distance from shakedown finish to shakedown start: about 5 km.
Any person on board the car during shakedown who is not entered for the rally must have signed a disclaimer
provided by the organiser.
A competitor whose car breaks down during the shakedown shall nevertheless be required to attend the
ceremonial start as outlined in FIA-WRC Art 29.5 & 43.
15 START PROCEDURES
The ceremonial start will take place on Thursday, 29 September at Ajaccio Place Miot starting from 19:30.
An unloading area - mandatory - is planned at the entrance of Ajaccio; the refueling zone RZ 0 is located at
the same place. See the itinerary in the Friday competitor’s Road-Book, and in this Rally Guide 2 in Appendix
4/4 (map) and in Appendix 3/4-A (road-book).
The rally cars will then have to be drove to the waiting area Place d'Austerlitz (Casone) (Friday competitors
Road Book page 43) where they have to wait from the marshalls the start signal for the podium area.
The departure on the podium will be given from 19:30. The ceremonial start will be given in the reverse
numerical order except for P3, P2 & P1 drivers for whom the order will be given in the reverse order of their
respective Championships classification. Time cards will not be issued.
Crew members must wear their approved overalls at the ceremonial start.
Any crew arriving late at the Ceremonial Start Park will incur a cash penalty of €250.
After the ceremonial start, cars must be entered directly into the Parc Fermé (Place Miot).
The competitive element of the rally will start Friday, 30 September from TC 0.

16 FINISH PROCEDURES
The rally ends at TC 10A (early check-in allowed).
After check-in at TC 10A each crew must remain in the holding area for a minimum of 15 minutes, and be
available for media interviews.
All classified crews will pass over the podium (La Marina – Porto-Vecchio) as in FIA-WRC App IV order,
starting from 14:30.
17 PR ACTIVITIES
During each of the RP activities below the crew members must wear their approved overalls.
All time are provisional; any change will be given later through a communication.
17/1 Shakedown: Meet the Crews’ session
The three fastest drivers in shakedown session for FIA priority drivers P1/P2 are required to attend a “Meet
the Crews” Session for media and spectators to take place at 11:45 on Thursday, 29 September in the Service
Park at Michelin podium.
17/2 Ceremonial Start: Autograph session
An autograph session will be organized Place Miot at Ajaccio at the Ceremonial Start the Thursday, 29 September
from 18:00 to 18:45 (for regional drivers) and from 18:45 to 19:30 (for priority drivers) on invitation.
The list of requested drivers and co-drivers will be published in a communication no later than Thursday, 29
September at 09:30.
17/3 Ceremonial Start: Photo shoot session
A photo shoot session will be organized just before the autograph session Place Miot at Ajaccio the Thursday, 29
September at 18:30 for priority drivers on invitation.

17/4 Flexi-services : Meet the Crews’ session
The first three crews classified Friday evening and Saturday evening are required to attend a “Meet the

17/5 End of legs : Autograph sessions
Autograph sessions will be organized Place St Nicolas at Bastia at the end of Friday leg and Saturday leg.
Each crew is requested to spend at least 15 minutes at these sessions after to have entered his car in Parc Fermé.

18/2 Media Accreditation for Photographers, Radio and Internet (text and pictures)
18/2/1 Principles
1. A maximum of three representatives (journalists and / or photographers) per publication may be accredited
for the Tour de Corse 2016.
A maximum of one pass will be issued to websites (photo tabards are not issued for websites).
2. Agencies must meet the same criteria as publications. The central offices or premises of the main
international agencies will be accredited by the FIA.
3. To be accredited, a media representative must have a distribution that meets the criteria of quality and
quantity of the FIA.
4. The advertising, public relations, marketing agencies, etc.., shall in no case be accredited as media, and
organisers will not issue accreditation for representatives (press officers or otherwise) of sponsors, suppliers,
manufacturers, drivers, etc...
5. A media representative holding a permanent pass issued by the FIA and wanting to apply for additional
accreditation for journalists and/or photographers must make additional applications directly to the FIA.
18/2/2 Procedures
1. Foreign media must submit their request to the FIA before Wednesday, 7 September 2016.

3. Press photographers under contract with agencies or publications must provide documentation justifying
the publication of a minimum of 15 pictures of the previous edition.
Commercial photographers who do not meet these criteria must submit their accreditation request by mail to:
[email protected] , specifying the nature of their business.
4. The request must include:






the accreditation form fully filled;
an application for accreditation on official letterhead paper of the media or agency and signed by the
editor or publisher;
a copy of the publication and information on the diffusion (distribution, readership, frequency ...) just for first-time applicants;
copies of published articles covering the FIA World Rally Championship 2016 and possibly also those
dealing with the Tour de Corse;
a photocopy of the press card of the representative who will cover the Tour de Corse 2016;
information on the coverage provided for the Tour de Corse 2016, with details on release dates or
broadcast.
The FFSA will submit the results of the application by mail to the media.
If the application is accepted, the representative and the head of the media or the agency must sign the FIA
confirmation letter provided.
5. The representative must attend the welcome Media Accreditation Center at Tour de Corse with the
confirmation letter signed.
6. Documents submitted late and/or incomplete will not be considered.
