Welcome
The creation and expansion of Jubileumsparken provides a
unique opportunity to investigate, develop and devise new,
alternative methods and approaches whereby public spaces
– both physical and relational – are developed in order to
function in a performative process.
Construction of Jubileumsparken got under way in the
winter of 2013–2014 with the removal of fencing, casting
of a roller derby track and installation of electricity and
water supply. This was seven years before the park was due
to be opened as part of Gothenburg’s 400th anniversary
celebrations. A model of incremental urbanism which
functions as a recreational area and demo project from day
one. A model whereby Jubileumsparken is underpinned by
the future vision of Frihamnen as a place in which to live
as well as its purpose for the residents of Gothenburg here
and now. A dynamic project primarily based on making the
most of the existing site, both as a part of the city as well as
an approach and attitude for the park.
To continue to develop this model, our aim is that the
next two phases of the park will be created in a close
working relationship together with you, as the appointed
consult teams and the appointed ’park committee’
representing the citizens of Gothenburg. The first 0.5 ha
should be completed by 2018 and a larger estimated 2.5 ha
implemented by 2021.
We look forward to a continuing exciting process and a
good partnership going forward!

Jubileumsparken until 2021.

Green space structure
A new city park
the character of a central meeting place for the entire city, the
waterside location and the cultural heritage relating to Gothenburg’s shipbuilding and maritime history.
Gothenburg has a strong park identity. Several large parks were
created during the 1800s, when the fortifications were demolished around Gothenburg. For example, the entire corridor on
the outer side of the moat was turned into parkland (Kungsparken and Trädgårdsföreningen) according to those days urban
planning ideas that promoted promenades and recreation in
the city. Other city parks, such as Slottsskogen, Billdals Park
and Överåsparken, were also created around this period and
inspired by the English landscape parks style.
A new urban meeting place
As a result of associations and culture/civic initiatives such as
Röda Sten, Actionparken and others, have a number of urban
meeting places evolved in Gothenburg in later years.
Jubileumsparken should also be seen as part of this movement
and a way of realising the vision for the RiverCity of activating
and making space available along the river.
Jubileumsparken is going to be a new city park for Gothenburg. It is important that the city parks are different from each
other, so that the city can offer many different experiences.
Jubileumsparken is already unique in its central location by the
water and it is important to develop this uniqueness and give
the city a park that does not exist in Gothenburg today. Some
of the qualities that are important for this particular park are
The appropriate conditions should be provided to create a park
for a citizens, organizations and enterprises, ensuring a continuous interactive process going forward.

Whilst Jubileumsparken ultimately is going to be a city park
for the whole city, it should also serve as a district park and
neighbourhood park for those who live and work in its vicinity

within Frihamnen. This means that there is a need for play
areas and activity areas for people of different ages and with
different needs, especially children, adolescents and elderly.
The park should be useful, accessible, safe and welcoming. It
should offer places for activity and rest, places for many and
a few, specific uses which include, and both cosy spaces and
dramatic weather exposed ones.
The park should contribute to a green experience of the district
and it is important that it is just green. Vegetation in various
forms is important as a contrast to the other predominantly
hard public spaces in Frihamnen and is good for both people
and animals. This especially applies to the later phases of the
park on Kvillepiren, but vegetation must also be an important
aspect for these initial phases although the focus should be
about understanding the urban and the blue character of the
park with a focus on creating a meeting place for the city.
Natural assets
Frihamnen currently has limited natural assets and consist
largely of hard surfaces. It is primarily on Kvillepiren that vegetation has been able to spread. Reeds and self-seeded birches,
alders and willows grow, for example, on the slopes down
towards the water.
The entire water area is included in the area for resting and
wintering birds in Gothenburg. The majority of species that
have been recorded are passers-by, or resting, and therefore
should not be adversely affected by the expansion of the Jubileumsparken.
The aim is that Jubileumsparken will contain a rich flora and
fauna and a range of ecosystem services. The primary focus is
on climate and water regulation and air and water purification
for the initial phases until 2021.

Ground conditions
Geotechnical conditions and the existing
quays
Frihamnen lies to large parts on reclaimed land in the river. The
piers are in a bad condition and require substantial renovation
in order to enable the planned development. The site for the
initial phases has a ground level which varies between lying
under the sea level and approximately +2,5m.
The quays along the eastern edge of Kvillepiren and the inner
edge of Norra Frihamnsbassängen are constructed of a slope
made of stone blocks (section A). The eastern edge of Frihamnspiren is constructed with wooden and concrete piles and a
concrete deck (section B).
The new development requires substantial stability measures.
All new buildings and roads will require piling. Substantial
ground modelling or built constructions in the park will also

require local and general loading compensation in order for
the ground levels not to subside. For example, the Frihamnspiren’s quayside needs to be rebuilt, pressure banks constructed
in the water and light fill used to increase ground levels where
necessary to accord with the climate adaptation strategy (see
page 12).
The proposals should examine how the existing character of
the quays can be retained despite renovation and suggest how
the necessary stability measures can be designed into spatial
opportunities for the park (see page 30). The starting point is
that Kvillepiren and the inner edge of Norra Frihamnsbassängen are natural slopes and Frihamnspiren is designed as hard
quayside which can be terraced down towards the water’s edge
in a manner of ways.

Soil condition
The soil layers within Frihamnen are generally superficial filling
material of crushed aggregate (stone / gravel / sand) with varying elements of demolition debris (mostly brick). Under these
masses is a thick layer of dredged material (clay) and natural
deposited mud. The thickness of the filling material usually
amounts to about 3m. The ground surface is usually made of
asphalt.
The ground in Frihamnen is affected by pollution to various
degrees and ground works will require the handling of polluted spoil. Choice of future ground level can affect the need for
environmental excavation (excavation over and above technical
excavation), which will result in an additional cost. This should
therefore be taken into account in the proposals.

Climate adaptation and surface water management
Strategically placed high and low corridors will protect Frihamnen against high water levels in the river and manage rainfall

on the surface. The strategy is to keep the high corridors ‘dry’ by
allowing low corridors to flood when necessary.
Torrential rain and surface water
management
The low lying corridors can be designed more urban or park-like, depending on the character and function of the area. A
large part of the time, the blue-green corridors will be dry and
appear as green spaces that can be used for recreation.
High waterlevels
The raised corridors in the area will lie on a minimum level of
+ 2,8m to ensure accessibility to and from Frihamnen during

A sunken square can, for example, act as a water reservoir along
an active commercial street, while the wider blue-green corridors can serve educational environments adjacent to nursery
schools and schools.
The blue-green corridors generally need to be 1 to 3 meters
wide and about 0.3m deep to take care of sufficient rainfall and
achieve the desired cleaning effect. Where the blue-green corridors begin the need for capacity is smaller and the section can
be narrower and shallower. Downstream and adjacent to Jubileumsparken the corridors instead need to widen and deepen.

The surface water strategy suggests that the corridors turns into
open canals in direct contact with a harbour basin in order to
accommodate larger volumes of water. Alternative solutions
that avoid costly quay structures and creates a more integrated
park sollution at a human scale should be studied as part of this
task.
Detailed volume requirements will be available to teams at
the end of April, but as a starting point the sections extending
through Jubileumsparken are currently drawn as 2-3m wide
and 2m deep.

Cultural heritage and planned development
Cultural heritage
Frihamnen was inaugurated in 1922. Solid warehouses from
different eras remain on site and give the place a clear seaport
character. The buildings, mooring piers, dolphins and railway
tracks convey the heritage both in detail and at a distance. It is
of significant historical interest to preserve the quays specific
shape.Four existing buildings (warehouse 107, 113, D and E)
will be retained in phase 1 of the detailed development plan to
create identity, enable early establishment and to tell the story
of Frihamnen. All other buildings will be demolished.
The ambition is that Frihamnen will grow, live and develop
hand in hand with its cultural heritage and the cultural environment should be seen as an asset in the design of Jubileumsparken. It is historically important to take note of sight
lines, and the few green elements in the area.

Buildings to be retained solid grey, buildings to be transformed

The waterfront location, the port and all its activities have
influenced Gothenburg greatly. This should in some way be
addressed in the proposals, which must explain how the cultural
environment and existing values are accentuated.
Planned development
Jubileumsparken will primarily be framed by new mixed use
developments with focus on housing. Coordinated planning of
the park and the adjacent buildings will be necessary.
3000 homes in the phase 1 of Frihamnen will mean a need for
schools and preschools for 1500 children aged 1 to 18 years.
Two school areas are planned immediately adjacent to these initial phases of Jubileumsparken, one in the west on Kvillepiren
at Lindholmsallén and at the entrance to Jubileumsparken and
one in the middle to north along the blue-green corridor.
Commercial premises will primarily be located along the main
commercial the recreational. For example can association driven

but it is also likely that Jubileumsparken will be framed by
restaurants and cafés on the ground floor of the adjacent buildings. The goal is to preserve an invisible boundary between the
commercial and the park.
It has also been identified a need, and potential, to create
indoor spaces directly related to and as part of the park. At specific events has the ground floor of warehouse no 113 opened
up as a prototype with the designation Park 113. This concept
should be studied further as part of the task (see page 24).
New smaller buildings in the park environment, such as
pavilions and shelters, can advantageously represent a contemporary architecture, but should also take into consideration
the surrounding park space to generate new values. The need
for visiting toilets for the park can be collocated with other
facilities in the park.

’Place building’
The starting point should be that completed prototypes can form part and evolve in
Jubileumsparken until 2018 and if possible
until 2021. Thereafter they should either
be replaced or transformed into permanent
functions in the park (see page 18).
Bathing Culture with the Public Sauna and
the Public Pool should be considered permanent functions and designs. The remaining
parts, like the Playa and the land portions
need to be developed or replaced. Berget can
be altered for a permanent excursion playground and the water parts can be developed
in tune with climate adaptation and water
management.

moved within the park and combined with
other activities as part of a ’multi park’. Cultivation Culture consists of mobile structures that can be moved within the park and

The task
The task is split in two parts. All three teams are asked to study
the following broad issues:
• Phasing and ideas about Jubileumsparken as a whole (process).
• Content and program. Approach to the objectives of the jubilee
dimension (open dialogue, international impact, sustainability in
action and step by step process).
• Operation and implementation economy.
The teams are also tasked with focusing on one or two of the
following zoomed in issues:
• The park’s interface with the development.
• Zones for shared use of sports, nursery schools and schools.
• The park’s interface with the water and functions in the water.
• Connections to nearby neighbourhoods such as Kville,
Backaplan and Ringön, focusing on the link to Kville.
The standpoints that are mentioned in the text have been
investigated or decided upon in workshops, open calls,
prototypes and public consultation and therefore represent
program requirements. Together they define the strategy for the
development of Jubileumsparken in an evolving process from
vision, to plan, to implementation - step by step.

Phasing
A broad phasing strategy for Jubileumsparken already exists
and is described below. The task for all three teams is to develop
this strategy to make sure it fits with their proposal without
abandoning the work that has already been made.
Present day
Jubileumsparken has during the years 2013-2016 developed
by making the area available and in prototypes test the most
basic elements of a meeting place. The project to ‘place build’
Jubileumsparken has been divided into 5 prototype projects
Urban Basics (basic infrastructure for the area), Cultivation
Culture (urban farming), Bathing Culture (a collage of bathing
possibilities for various users), Playground the future (water art
dedicated for children) and Yes, we say yes! (support projects
for citizens and organizations).
It is same area that constitutes the park today that will be developed further for these initial phases in 2018 and 2021.

Phase 2018
By 2018 temporary housing will be completed on Kvillepiren
and the green part of Jubileumsparken will be tested with a
temporary park on the tip of the prier. This part of the park will
for example include public spaces, jetties, a common room and
a nature playground.
The inner urban area of the park will boarder extensive
construction sites, but existing prototypes are almost intact in
2018. Urban farming will gradually be moving towards Kvillepiren.
The bus stop Frihamnsporten is still the primary connection to
Jubileumsparken but the connection to Kville is also strengthened. Jubileumsparken has expanded westwards to create a
socioduct link. The park’s interface with the water is enhanced.
Work on continued Open calls, to distribute and create place
along with the construction of the park’s organization, continues and is driving the development.

Suggested issues to study:
Phase 2021
By 2021, have the renovation of the quays and the majority of
the buildings surrounding this phase of the park been completed.
The park’s urban blue part is completed and the protected spaces relating to the park in for example the existing buildings as
‘Park 113’ and warehouses D and E have been built.
The park operates together with the open and temporary
green part of Jubileumsparken and with a potential new bridge
across the basin. Jubileumsparken’s institution of associations,
organizations and DIY functions are in place and are formally
inaugurated 7 years after its surreptitious opening.

After 2021 the park continues to evolve in tandem with the
development and expand out onto Kvillepiren and the park’s
more open, wild nature character area.

Content and program
The program and the content in Jublieumsparken in 2021 can
in general be developed from the site-specific conditions, and
from the ongoing set of prototypes.
The water space and the western quayside can be described as
the blue zone. Here the park meets the basin, with a slope that
makes the water accessible.
Large zones
The internal part of the park can be described as the urban
zone. This part of the park will be shared with schools and
nursery schools and cement the park as a green meeting place
for everyone.
Jubileumsparken until 2021 is a centrally located public space
in and around the harbour basin.
In the southeast, the park borders the existing warehouse 113
with a wide quayside that faces the harbour basin with a hard
quay. This area can be described as an open zone that in its
design should relate both to the building and the quay.
Medium spaces
The main pedestrian and cycle route ‘the spine’, which extends
between the three piers and forms an important unifying space
in Frihamnen runs through Jubileumsparken beside the new
development edge. This route runs partially through the boundary zone that should ensure the park is an integrated part of
Frihamnen.
The open zone is a sunny location that has the potential to include a meeting space (r) that can be used for gatherings and
smaller events and a zone for shared use with local schools (§).
The zone could step down towards the water’s edge with wide
open bridge structures to maximise the late evening sun during
summertime.

Within the four large zones there will be a number of spaces of
differing character.

Suggested issues to study:
The urban zone would benefit from including a play spaces that
can be used both by local schools and visitors (§). The proposals
should, for example, investigate what a new type of excursion
playground (r) might include and how it can relate to a space
for urban recreational sports and green character to maximise
the appeal.
The blue zone already contains successful activities relating to
bathing and sailing. The proposals should therefore focus on investigate how these activities can be strengthened even further
by creating a variety of spaces in, on and beside the water.
The boundary zone will includes a number of spaces that relate
to the uses within the adajcent buildings, sush as the gateway
buildings (?) and the existing buildings (lightbulb).

Maintenance and implementation economy
Gothenburg is to be made into a denser city with more inhabitants per square metre. As more people live in the city wear
and tear will be greater and more upkeep and maintenance
is required. Well-maintained public spaces are important for
the attractiveness of a city and are in that way important for
the city’s economy. Methods and funding models for upkeep
and maintenance therefore needs to evolve in order to meet
the city’s new needs. Ability to manage parks, nature areas and
other places in an economically sustainable way is an important
factor to maintain a high social and ecological quality. In the
planning and design of a new park, it is therefore important to
consider the implementation and future management aspects of
the space in order for it to be effectively maintained.
The City’s own management initiatives can advantageously be
complemented by land being made available and given over
to various citizen initiatives, in cases where it is possible. One
example is urban farming in parks. Such initiatives must create
value for both the actual park and provide added value for all
visitors.
New processes and developing models of what a new park
could mean will require a review of existing governance models
and Jubileumsparken’s current organisation and management
needs to be developed. The handover phase is fragile and the
process (where ’place building’ and succession in the park has
been identified as carriers of Frihamnen) must be nurtured.
The proposals should take this into account both in the suggested process, design and the detailed choice of materials and
construction methods.
Jubileumsparken at the heart of Frihamnen has the potential to
generate social, ecological, cultural and economical value to the
whole district through the appropriate measures (illustration by

In 2016, strategic place-building will put extra attention on
the development of the social and relational architecture of
Jubileumsparken. This involves working with the park’s relational links to surrounding districts and the city as a whole and
facilitating joint utilisation and ownership of the site, as well as
starting up a park committee and developing the operation and
administration of the area.
Yes, we say yes, one of the five projects developed during the
first years, is formalised into an economical structure via an
idea-based public partnership (IOP). The prototypes for programmes and activities are practically complete, the prototype
of hosting Jubileumsparken as an institution is now set to be
developed further into a permanent organisation. This and the
continuation of an insistent, proactive approach towards groups
who do not typically utilise urban spaces must be one of the
park’s most important driving forces. This must be viewed up
on as a priority in the process, the building and continued organization of running and maintaining Jubileumsparken towards
2018 and 2021.

The park’s interface with the development
There is a great potential in exploring a varied interface
between the planned/existing buildings and the park. This
includes both to the overall outline of the initial phases of the
park, the parks’ concept and design, and the programming of
the interface.
The proposals can, and should, alter the illustrated boundary
between the park and the proposed adjacent development plots,
but the suggested changes must not affect the overall density
of the area. This window of opportunity only exists in the first
stage of the task until the summer of 2016, when the detailed
local plan will be finalised and fixed.

With the prototype ’Park 113’ the park and the building has
grown into one and the park has been given a weather protected room. This is a potential program also for the permanent
park. Similar possibilities have been identified within warehouses D and E, and the future schools, which should be explored
further.
The proposals should also study how the park best relates to the
gateway buildings adjacent to entrances to the park.

Zones for shared use by sports, nursery schools and schools
Planned schools and nursery schools in Frihamnen should
follow the recommendations in the City of Gothenburg’s
framework program for nursery schools and schools. To achieve
the recommended area of free space per child, whilst ensuring
quality open spaces in an, as high, dense and mixed neighbourhood as Frihamnen, is a challenge.
To ensure that all children have a good access to adequate free
space, the minimum free space will be accommodated within
the development plots ‘S’ in the schoolyard or ‘R1’ in Jubileumsparken (see detailed local plan). R1 zones will be shared
by residents, pupils, workers and visitors in the area over time.
Schools and preschools will use the zones during daytime on
weekdays, while residents and visitors have access during evenings and weekends. R1 zones will be designed with adjacent
nursery schools/schools as the primary user group but design
wise they should form a natural part of the park.

In order to achieve the recommended area of free space per
child, compensation zones will also be accommodated in the
public realm ‘Park’. These zones will be shared with residents
and visitors during all hours. Compensation zones should
therefore not be designed with nursery schools/school as the
primary user group but must still offer experience-rich, safe
environments for children.
It is only the smallest children’s play areas that need to be
bounded / fenced off in the park for safety reasons. Other areas
do not need to include playgrounds in the traditional sense, but
they are preferably playable areas, shaped landscapes, sculptures
etcetera, which stimulates movement.
The blue-green corridors may be included in the zones for shared use, which places demands on safety and usefulness during
certain times of the year which needs to be considered in the
proposals.

The park’s interface with the water and functions in the water
The basin is indicated in the detailed local plan as part of
Jubileumsparken and should be seen as a strong identity and
component for the design and scheduling of the park. The
prototype floating bath has triggered an expectation to expand
with additional bathing in Frihamnen. One alternative is more
or larger baths like the prototype, but a long-term option might
be that a warning system and treatment will make it possible to
swim in the river in the future. Proposals should investigate and
consider both of these options.
Proposals should also investigate more functions alongside the
water space.
Since the park must be useable throughout the year, the proposals should demonstrate how the climate adaptation strategy
is taken care of in the design. If, and if so which areas can be
floodable, should be described and illustrated. What this means
for the usability of the park should also be considered.
Existing quays are in varying condition and must be partially renovated (see Geotechnical conditions) and the existing
waterline might not be the extent of the park in the future. Proposals should investigate more opportunities for recreation in
and on the water, either on floating constructions or if cost-reasonable with some land reclamation. A larger beach, or another
type of soft edge, is one proposal that can be investigated, but
also jetties and terraces of different character and content may
be appropriate.

Connections to nearby neighbourhoods
The task involves studying the possibility of developing strong
links to Jubileumsparken from nearby neighbourhoods of Lindholmen, Kville, Backaplan and Ringön, focusing on a link to
Kville over Lundbyleden and Hamnbanan in the extension of
Kvillegatan.
The connection with Kvillegatan should be seen as a primary
entrance to Jubileumsparken from the west, linking the existing
community around Kvilletorget with the spine route through
Frihamnen and Jubileumsparken, both as physical linkage and a
relational - a socioduct.
In the current situation, the bridge is a simple footbridge, but
the proposals must be based on that the connection in the future can be used by people with bicycle, pram or in a wheelchair.
Other linkages of importance for these inital phases is the trail
along Kvillebäcken northwards, the harbour promenade along
the quays, the connection to Backaplan under Hamnbanan and
Lundbyleden and the blue-green corridors toward Ringön. Proposals should also study these connections design and content
with a focus to ease orientation and add character.
The connection should be studied on the basis that a new
permanent bridge will be built. The connection might be
established in increments or as a temporary solution to build
up knowledge and increase legibility despite several uncertain
parameters including possible future decking over of hamnbanan, possible future tramway to Lindholmen and a lengthy
development process.
