The needs assessment survey was followed by a
fruitful ten day workshop from 6th - 10th June
2014. The workshop had representatives from
artisans & craftsman from Vaishali district.
Workshop was held Akhityarpur Doghara,
Bhartipur, Baligao, at discussions related to
various issues, concerns and opportunities
identified during the need assessment survey were
addressed during the workshop.
The survey consist of the NAS from 1st -5th June
followed by the workshop was conducted for five
days 6th -10 June with each day having a definite
schedule and plan .As the duration of the workshop
was only 4-5 days, a limited variety of products
were developed. The artisans participating in
the workshop were from Doghara villages and
had the required skill set In art of making Lac
bangles craft. A number of lac bangles ranging
from higher end to fast moving lower end lac
bangles along with few lifestyle ceremonial utility
products were conceptualized and prototyped during
the workshop.

About MSME
The President under Notification dated 9th May 2007 has amended the
Government of India (Allocation of Business) Rules, 1961. Pursuant to this
amendment, Ministry of Agro and Rural Industries (Krishi Evam Gramin
Udyog Mantralaya) and Ministry of Small Scale Industries (Laghu Udyog
Mantralaya) have been merged into a single Ministry, namely, “MINISTRY
OF MICRO, SMALL AND MEDIUM ENTERPRISES (SUKSHMA
LAGHU AUMADHYAM UDYAM MANTRALAYA)”
Worldwide, the micro small and medium enterprises (MSMEs) have been
accepted as the engine of economic growth and for promoting equitable
development. The major advantage of the sector is its employment potential
at low capital cost. The labour intensity of the MSME sector is much higher
than that of the large enterprises. The MSMEs constitute over 90% of total
enterprises in most of the economies and are credited with generating
the highest rates of employment growth and account for a major share of
industrial production and exports. In India too, the MSMEs play a pivotal
role in the overall industrial economy of the country.
In recent years the MSME sector has consistently registered higher growth
rate compared to the overall industrial sector. With its agility and dynamism,
the sector has shown admirable invectiveness and adaptability to survive
the recent economic downturn and recession. As per available statistics (4th
Census of MSME Sector), this sector employs an estimated 59.7 million
persons spread over 26.1 million enterprises. It is estimated that in terms of
value, MSME sector accounts for about 45% of the manufacturing output
and around 40% of the total export of the country.

Introduction
About Design Clinic Scheme (DCS)
Scheme description
The Design Clinic Scheme (DCS) is an initiative of the Ministry of Micro,
Small and Medium Scale enterprises (MSME) and India’s premier Design
institute namely National Institute of Design. Launched under the National
Manufacturing Competitiveness Programme (NMCP) on February 17th,
2010 in New Delhi, the unique and ambitious design intervention scheme
proposes to benefit 200 industry clusters to create a dynamic platform to
provide expert solutions to real time Design problems, and in that add value
to existing products.
For easy percolation of design thinking and philosophy and maximum
benefit for MSME units the Design Clinic Scheme is divided at 3 broader
levels. These activities are helpful in smooth transition in to several levels of
design intervention in industrial and business activities of MSMEs. Design
Awareness Seminar The design sensitisation seminar is aimed to create a
platform for MSME units to improve the manufacturing competitiveness.
The seminar will help MSME participants to interact with design experts/
speakers to understand design methodology and benefits of design to MSME
in their business, product, process, service and operations. To take design
to a higher level of manufacturing functions, it is very important to develop
an understanding of the design scenario and environment at an early stage
of conception.
Purpose
To increase awareness about the value of design and establish design
learning in MSMEs. To increase competitiveness of MSME products and
services through design.
Objectives
To create a sustainable design ecosystem for the MSME sector through
continuous learning and skill development.To promote use of design by
MSMEs for developing products and services that are market led. To focus
on building the design capability of MSMEs to enable them to improve
business performance as well as compete in the global market.
Key principles
Adopting a rigorous, yet applicant friendly, process. Promoting and
disseminating design concepts in regional or local languages understood
by the MSMEs. Establishing benefits without overwhelming the MSME.
Learning from other successful design-support programmes. Establishing
systematic processes for design and product development in MSMEs.
Design Awareness Programme
The design awareness programme is focused on exploring industrial
functions and activities to develop a holistic map of MSME clusters and
units. The design expert/s will generate design information about products,
market scenario, technology, communication, research and development,
and various industrial functions along with human factor study for
ergonomics, safety, convenience, learning and skill up gradation through
design research. The programme will also provide design remedies for
identified opportunities through the design clinic workshop. The design
awareness programme is conducted in two stages.

Design Projects
Design projects are identified during the need assessment survey and
discussed during the design clinic workshop. Project, which requires
intensive design observation and interventions can be taken up as design
projects with the help of design experts. The project can be related to design
intervention in area of product/process /strategic areas where design can help
in generating solutions and value for individual or group of MSMEs. The
initiatives are expected to inculcate an innovative and futuristic approach
towards Product Development, In the long term, the effort is expected
to accrue cost effective solutions and equip with the ability to identify
opportunities for enhancing existing product value. The skill level achieved
by beneficiaries of the Design Clinic Scheme is anticipated to equip them
with the capability of offering competitive and breakthrough solutions for
the MSME sectors and in that switching the production mode from Original
Equipment Manufacturing to Original Design Creation and hence Original
Brand Manufacturing.

Shilp Anusandhan Sansthan Govt. of Behar for Lac Bangle
Lahatti Cluster
The DCS for the Lac Bangle Lahatti Cluster is supported and implemented
by the east zone office of DCS for MSMEs, Ahmedabad in association with
Upendra Maharathi Shilp Anusandhan Sansthan. Patna, Bihar.
In total, 28 units (38 craftsmen) were interacted which represented the
Lahatti Cluster in Akhityarpur Doghara, Bhartipur,Baligao, Distt- Vaishali
for Need Assessment Survey (NAS) under DCS for MSMEs.
The units representing the Lahatti Cluster that are not registered as MSMEs
units with the Government of India. According to definition of MSMEs,
all the representing units of the Lahatti Cluster are classified as micro
enterprises, since their investments in tools, plant & machinery does not
exceed 25 lakh Rupees.
DAP is aimed to create design awareness within the Lac Bangle Lahatti
Cluster members with cluster centric design information and participatory
workshop for better understanding the role and benefits of design.To
create more insights relating to cluster craftsmen, work place, products,
operations and market scenario, technology, communication, research
and development, design diagnosis and remedies the DAP is divided in 2
segments:
1. Need Assessment Survey (NAS)
2. Design Clinic Workshop (DCW)

In order to understand the design issues and design need of the Lac
Bangle Lahatti Cluster, the expert designer was appointed to conduct an
intensive design research to develop a holistic map the present scenario
and opportunities for design intervention in the clusters through interactive
learning, guidance and training.
1. Analysis of the current
This aims to serve, as to identify the area as a craft cluster as a base to address
the general design needs of the Brass-Lac Bangle Lahatti and working out
design solutions in the following Design Clinic Workshop (DCW) with the
units of the Lac Bangle craft in the following DCW with the units of the Lac
Bangle Lahatti Cluster.
2. Analysis of challenges
- Location
- Present condition of the cluster.
- The product and service developed by the cluster.
- The holistic system, of concept to customer approach of the cluster.
- Lac Bangle Lahatti business approach.
- Craftsmen, shopkeepers, buyers, and other important individuals who
involved.
- In context to process and production.
- Moral values of the products.
Need Assessment Survey (NAS)
The Need Assessment Survey (NAS) which was conducted for 5 days
for the Lahatti Cluster in Akhityarpur Doghara, Bhartipur,Baligao, DisttVaishali as part of the DAP done under the DCS and was being followed
by Design Clinic Workshop (DCW). In the interactive DCW that will be
conducted by the design experts, the cluster members learn the creative
problem solving techniques/design process to explore opportunities and
develop breakthrough solutions. Through interactive discussions and
workshop activities, remedial solutions are generated. The workshop could
be for 1-5 days depending upon the need for the clusters in the area and the
number of units covered under NAS.
3. Recommendations for addressing those challenges.
- The future direction for the cluster development
- Awareness of modern trends and market need.
- Improvement in existing skills.
4. To Identify hard intervention to be undertaken in terms of
- Improvement in the product quality, process and technology.
- Cost competitiveness.
- Diversification in the product portfolio.
Purpose of Lac- Bangle Lahatti Cluster NAS report:
In order to contribution in the development of DCS strategy for Lac Bangle
Lahatti craft, the NAS of the current and possible stakeholders in Lac Bangle
Lahatti Cluster in Akhityarpur Doghara, Bhartipur,Baligao, Distt- Vaishali
was carried out. This report seeks to put forward the efforts and activities of
individuals involved in the Lac Bangle Lahatti Handicraft makers Cluster
initiatives through three deliverable:

Scope of NAS for Lahatti Lac Bangle Cluster:
NAS Duration:
The NAS will conduct a value mapping assessment to better understand the
limitation and design opportunities for the Lac Bangle makers in Akhityarpur
Doghara, Bhartipur,Baligao, Distt- Vaishali .This value mapping analysis
will build on the study of the Local and global market place for Lac Bangle
makers Cluster and will clarify:
The initial survey started on 1st - 5th June 2014. Interaction with the
artisans, visit to the individual workshops and manufacturing units along
with photo-graphic study was a part in this survey. From 1st June to 5th
June 2014 was reserve for Design Clinic Workshop for Lac Bangle Cluster
members.
•Competitiveness strategy (focused on improved efficiency, improved
quality/differentiation, or changes in demand)
• The limitation and opportunities along the value mapping, especially in
light of internal conditions in Akhityarpur Doghara, Bhartipur,Baligao,
Distt- Vaishali
• The design interventions required benefiting the cluster including the
workflow processes.

Based on design exploration and research, interactive design study report
must be submitted by design Expert to the concerned regional centre before
the commencement of design clinic workshop. The report will highlight
key information, issues and opportunity areas for design intervention in the
cluster and help participating MSMEs to explore benefits of design expert
help during the design clinic workshop.

integrated manner by generating requisite knowledge, training programme
and workshops for upgradation of relevant skills. The Institute conducts

Akhityarpur Doghara, Bhartipur,Baligao is near to the small city Patepur.
Patepur is a Block in Vaishali District of Bihar State, India. It belongs
to Tirhut Division . It is located 45 KM towards East from District head
quarters Hajipur. It is a Block head quarter with Pin code is 843114 and
postal head office is Patepur .
Agrail Khurdh ( 7 KM ) , Raghopur Narsanda ( 7 KM ) , Chakfaiz ( 8 KM ) ,
Maudah Chatur ( 8 KM ) , Bardiha Turki ( 8 KM ) are the nearby Villages to
Patepur. Patepur is surrounded by Sakra Block towards west , Tajpur Block

Demographics of Akhtiyarpur Doghara
Akhtiyarpur Doghara is the part of Vaishali District of Bihar State, India.
Akhtiyarpur Doghara is the smallest village situated nearby Patepur block
on the main road of Samastipur.
Akhtiyarpur Doghara village has in total about 38-40 families. There is a
major dependency on Lahathi handcraft and some of vallegiou seasonly
work on agriculture. Earlier mostly craft person earning in Jaipur,Delhi
and Kolkata on the month bases. Lahathi craft are their major occupation
and they gradually develop themselves small scale industry on demand of
local market diversification. Indian festive session [All Hindu occasions &
festival time]is the favorable time for Lahathi cluster.

Religion
The major population of the village includes Mohammedan & in minority
are the Hindus. The Lahatti cluster is dominated by the Muslim community
and the craft is intrigal art of their religious belief, during their work
they live their work stations for the 5 time for offering prayer to the god
(nawaz).A few significant religious spots within the village are Mosques
and the small Hindu shrines of goddess Durga and god Hanuman can be
seen while entering the village.

Culture
The Lac Bangle community of Akhityarpur Doghara, follow the customs,
culture and festivals of their (Hindu & Muslims) region. The surprising
element that we discovered during the research was that, the craft practiced
by the Muslim community is totally dependent on the Hindu festive occasions
and ceremonies like Hindu marriage occasion, durga pooja, diwali, chaat
puja etc. This means that although the lac bangle craftsmen are Muslims but
their business is totally depended on the Hindu festivals and celebrations.
So its their business that compels them to celebrate these festive occasions
also and this spreads the communal harmony in the village.

In the Hindu culture it is a custom for wearing lac bangles during the festive
occasions, it is believed that the new bride or a female makeup is incomplete
without wearing the beagles made of lac.
Life-Style
The villagers celebrate different kinds of religious and social festivals
together. The festivals and marriage events are the social occasions, that
always have been an essential part of the village lifestyle. This acts as a
platform for social communication and source of entertainment for the
locals. The people live in great communal harmony in the village but due
to the local political influences, their lifestyle gets effected and it break
apart the village into two different community which not only effects the
efficiency of the craftsmanship but it also disturbs the local environment of
the village and the marketing of the craft products also.
The lifestyle is confined to meet the basic necessities, so the community is
still fighting to fulfil their basic needs. The village do not have the proper
road and electricity so they are grappling with day to day problems. They
are dependent on the water hand pumps and nature for the cultivation of
crops.

Art & Craft
The artisans of Akhityarpur Doghara, Bhartipur,Baligao have been very
skilful in creating ornamental Lac Bangle using local materials sourced
from the near by local market chiknautta 10km and regional market at
Muzaffarpur 46km. The villagers are the traditional Lahatti Lac Bangle
maker, the making of products on the daily basis can be easily seen in their
homes. Except these the villagers are good in bamboo weaving for their
daily house hold work like husk storing for the cattails and making bamboo
fencing for their house hold. The art of traditional Palm leaves hand fan can
be seen in the village.

Most of craftsmen have received their training from the Jaipur, Kolkata,
Delhi, Hyderabad, Lackhnow and Muzaffarpur, they use to work for others
in their small scale factory’s after 4-5 year of time they came back to their
native village because they have seen the glimpse of profit in the market and
so they started their own workshop in their home. But few of them are still
working outside.
The variety of lac bangle products are being made for local bridal market
and for the daily use only. The craft person don’t make any other decorative
items. They generally take orders in the from of pre-made sample from the
local market or merchandiser and they mass producers the same at their
home. The innovation in the product do not happens to, too much extent
because their is a risk that, their products may or may not sell in the local
market. So they make according to the requirement of the local consumers.
During festive season like Hindu & Muslim marriages, chatt pooja,
holi,diwali,deshera, karwa chauth and local festivals etc the crafts persons
earnings get doubled they make lac bangle more glittery, blinky and
embellished in brightly colors with the hundreds of mix and match chines
beads and sequences.

Bangal Making Process
The lac used for making bangles is natural lac which is colored using
colored lac by heating it. Melted colored lac is rubbed over normal lac until
it absorbs the color. The lac is pressed and stuck on the brass metal bangles.
The Process of making Lac Bangle is of two types
1. Hot Process.(Garam Ka kam)
2. Cold Process. (Thanda Ka Kam)
Raw Materials:
[1] Lac (chappra):
Lac is red’s brown or dark brown in colour and are brital in touch, these is
a natural material procured from the forest and then goes through several
steps of refinement to be finally used in making the products. These are
soured from the market are available in the different variety. These are also
called chappra in the local language of the village.
1. Hot Process (Garam Ka kam)

[2] Titanium powder (raajan):
Titanium powder is a white powder like talcum powder which homogeneous
in shape, is used as a binding agent while preparing lac for the bangle
making during the hot process. It acts as a catalyst which makes the lac
mixture more fluid, elastic and it adds glaze in the raw material during the
bangle making process.
[3] Stones and beads:
Stones and beads of different colours are used to embellish the bangles.
These are sourced from the market in different shape, size, colour and
material.
[4] Coal (Koila):
The coal is as row material sourced locally is used to burn in the small mud
furnace while bangle making. The coal is only use because the heat can be
controlled and the heat in the coal lasts for a longer time.

Tools:
Tools used in making bangles are simple and available in local market.
[1] Coal burner(Chulla/ bhatthi):
This is a small mud furnace used for burning coal for heating and melting
of the lac during the process. The furnace is only used in the hot process
of lac bangle making, because the lac get cool very rapidly while rolling
and placing it over the metal base.
[2] Iron Plate (Silli):
The 10mm heavy iron casted plate is used for placing and rolling the
bangles over the plate. The silli is used during the both hot and cold
process of bangle making.
During the hot process the plate is half placed near on the furnace so
that the heat can dissipate and can keep the iron plate warm. The heat
transmission from the lac to silli remains controlled as a result the mass
production of the lac bangles become possible.

[3] Tweezers (Chimtta):
The stainless steel tweezer is use during the both hot and cold process for
picking the small delicate sequences and beads during embellishment. The
tweezer is also use for design development by squeezing and pinching
process over the heated lac during the hot process and also for giving final
finishing to the bangle.
In hot process tweezers also use as new pattern creating tool.
[4] Flat wooden tool (Hattha):
This is a small wooden piece which has a flat base and a wooden handle
over the top. This is used during the hot process & cold process for pressing

The kadhai is use to boil natural lac with the titanium powder at 100 degree
centigrade over the coal furnace.

The waste thick cotton cloth is used in the hot process of bangle making for
handling the hot bangle during final finishing.

Raw Materal Preparation - Hot Process :
The natural lac are sourced from the local market and a small amount of
water is added to make the lac dilute the mixture is boiled at the temperature
of 100 degree centigrade, the titanium powder is added to the lac and water
mixture. The boiled lac is extracted in a flat or shallow container. This
becomes the raw material for the hot process of bangle making.
During the hot process of bangle making the required amount of lac is taken
and it is heated gently over the silli, so that it can melt and can be placed
over the fallia for adding colours and making cylindrical lac threads batti.
The mixture maid can be stored for 2-3months.
Colour Making:
The lac pieces are heated in a small bowl with a double the amount of water
added to the colour powder. The mixture is boiled over the oven and then is
collected over the plastic or in a sallow container. The mixture is allowed to
cooled and is gently heated and is squeezed for 15-20min on the iron plate.
Then the mixture is squeezed and mixed properly and at last a colour square
blokes are maid and is washed with water. At the end the lac colour block
is heated and is sticked to the small wooden piece by heating and melting
process, so that the wooden piece can become handy to be used during the
process of bangle making.
The products maid in the hot process are more colourful and are brittle in
nature.

[1] Coiling (batti):
The coiling process in the hot lac making is very different from the cold
process. This process requires two person master and helper is a person one
who mass produce the colourful cylindrical coils and other who make the
final finished lac bangles.
[2] Coil Placing over the brass base ring (Chadana)
The process of applying lac coils(batti) over the brass bangle is called
chadana in their local language.
[3] Embellishments (Chappna):
The process of embellishment(beads, mirrors etc) is done over batti with the
lac at the semi solid heated molten stage is called chappna.

[4] Finishing Process (Thokna ka baithana)
When the process of embellishment is over the bangle place over the fallia,
is beaten with the twizer to resize the bangle bass.
The products made of the hot process are more colourful, less embellished
light in colour and their is no use of glitter as compared to the cold process.
But the major drawback of the hot process is that the bangle’s made with
this process are more brittle and do not resists much were and tier.

The marble dust is white powder which is procured from the local market
in a gunny bag. This is used as a replacement of lac in the cold process of
bangle making.

Is a resin which is available in the market in the liquid form under the name
of brand Marco A, use for mixing it with the marble dust to make the marble
mixture hard.
[b] Softener component B:
Is a resin which is available in the market in the liquid form under the name
of brand Marco B, use for mixing it with the marble dust to make the marble
mixture soft.
[3] Thinner:
The thinner is a volatile liquid, use to apply on the hand palms while making
bangles so that the lac pieces do not get stick to the hand during the bangle
making process. It is also use to clean the brass metal rings.
But due to the non availability of thinner in the local market they use
kerosene oil(mitti ka tel) .

[4] Stones and beads:
Stones and beads of different colours are used to embellish the bangles.
These are sourced from the market in different shape, size, colour and

Tools used in making bangles are simple and available in local market.
[1] Iron Plate (Silli):
The 10mm heavy iron casted plate is used for placing and rolling the bangles
over the plate. The silli is used during the both hot and cold process of
bangle making. during the cold process the silli need not to be heated, here it
acts as a flat surface for rolling the coils of gava and finishing while making
bangles.
[2] Tweezers (Chimtta):
The stainless steel tweezer is use during the both hot and cold process for
picking the small delicate sequences and beads during embellishment. The
tweezer is also use for design development by squeezing and pinching
process over the heated lac during the hot process and also for giving final
finishing to the bangle.
[3] Flat wooden tool (Hattha):
This is a small wooden piece which has a flat base and a wooden handle
over the top. This is used during the hot process & cold process for pressing
and shaping and coilling the mmarbel rasin mixture gava (cold process) and
the lac mixture (hot process) while maing the bangles.

Mixture of marble dust and resin is called Gava in the local terminology of
village.
This mixture is made in two parts
Mixture 1 - Mixture of Marble dust with the Hardener chemical A.
Mixture 2 - Mixture of Marble dust with the rezine softener chemical B.
The combination of both is called gava which is understood as a combination
of mixture for in the bangle making in local terminology of village.
[2] Mixing (gava)Process :
The mixtures are stored separately so that they can stay for the long duration
even if they are not in use. While bangle making both the masala mixture 1
& mixture 2 are mixed in equal amount with the help of marble powder over
the iron plate. The mixture is mixed by squishing process till it become non
sticky, which will help in making the smooth coils of the mixture.But this
mixture cant stay more then half an hour.

Making Process
[1] Coiling (batti):
When the mixture is mixed properly the coils of mixture(gava) are made
according to the bangle circumference and width. Mixture coils are called
gava in their local language in the village.

The process of applying lac coils(batti) over the brass bangle is called
chadana in their local language.
[3] Embellishments (Chappna):
The process of embellishment is done by placing the brass bangle base over
the fallia (cylindrical wooden dumble tool). The brass bangles are normally
embellished over the (batti) with pearls, semi-precious stones, mirrors,
beads etc. For applying the stones, beads, mirrors etc They are picked up
one at a time and stuck on the bangle. The process of applying bead stones,
mirrors etc as embellishment is called chappna in there local language,
which requires great precision. Majority mens do the embellishments but in
some houses women members of the artisan’s family do contribute for the
embellishments.

[4] Beating Process (Thokna):
When the process of embellishment is over the bangle place over the fallia,
it becomes easier to resize the bangle bass with the help of tweezer.
]5] Adding Glitter (Zari lagana):
When the embellishing is finish the bangle is dipped in the glitter, during
this process the gava of the bangle remain soft so it become easier to apply
the glitter over the bangle.

Drying Process (sukhana):
After the process of adding glitter is done the bangles are picked gently
because they are still soft and are placed over the bamboo, this process is
called sukahana. The hollow bamboo piece are hanged over the thatched
roof so that no body touch it and it takes 15min to beome hard in hot weather
and maximum 30 min if the weather is cooled. Each bamboo pieces contains
100- 130 bangles.

Packaging
The Lac Bangle products are generally packed in the clear plastic with a
fluorescent orange paper inside it to increase the visual look of the product
for packing, or if not then the a normal daily new paper are used for packing
are in the common practice. They makes a set of 12 -12 bangle locally called
darzan in local and in language English dozen.
These sets are packet separately in plastic or in new paper as a primary
packing and then these goes in a corrugated box. Inside the box they are
arranged or piled up properly and then finally packed with the jute cords for
transportation.

Currently these artisans are not using any machinery or mechanical hand
tools for the production of the products.
The introduction of mechanised tools and their training will largely benefit
the community. The work get done faster and in a better way. There are
many common techniques which the artisans find really difficult to carry
out like, bangle finishing, using lac in a very different form for different
purposes.
There are various machines available for doing heavy duty jobs in the market
or can be imported from other countries. As the production increases there

We noticed that the cluster is still using age old techniques and process of

throughout the value chain for example they need to reposition the lac, using
lac material mixing in different proportions, for new quality innovation. In
order to create a new variety of lac products using hand building techniques
in addition to orientating and embellishing the craft.
OPPORTUNITY IN SKILL UPGRADATION
The units only know how to make typical traditional local lac bangles
for the local consumers, however in lot of other cluster craftsmen also
incorporate hand building techniques to add value to their products. One
feels the need for skill up-gradation not only for learning new techniques of
bangle making, but also to have the sensibility of embellishing the bangle
to create the new variation of shapes,by using surface decorations using
appropriate materials in the current process.
Making of better mouleds to make new forms and shaping products etc .
The chemical analysis of the row material can help the craftsmen to remove
the existing brittleness of the product. This will not only improve the luster
of the product but it will also make the product aesthetically opulent.
If the temperature difference between furnace and the lac is controlled during
the process of making, then there is an ample possibility of generating new

surface & textures, ornamentation & decoration.

OPPORTUNITY IN WORKSTATION &
TOOLS DESIGNING
As mentioned earlier the setup for work is very basic , the units operate from
their homes itself . However the same as noticed is unorganized , lack of
basic infrastructure for storage and for drying. The units work for particular
duration and hence do not think it is important to have fixed and dedicated
space . For better efficiency and production the units would require better
infrastructure as mentioned here.
Material Handling:
• The products hanged in the bamboo plank to the roof of the hut are some
time mishandled, as a result of that the plank falls and all the bangles left
to dry on the plank gets damage. So their is a need of proper drying set up
which not only ensure the safety of the product while hanging it, but also for
drying them properly during the adverse nature condition.
• Lots of bangle gets damaged during the storage, so their is a need of proper
storage place where storage and handling of products are taken care off.
• Their workstation is not ergonomically made to work for longer duration,
so it has to be maid egonomicaly sound so that they can expand their work
space when ever required.
• The number of tools and equipment are found very limiting, so it has to be
increased.

Vision
The small village of 40 families, which was never known for its art of
making traditional lac bangles were suddenly bought into lime light. When
the people from the village started to migrated to Jaipur, Delhi and other
places in search or work. These people had their relative in these places
and advice them to learn work and this work was art of making ornamental
lac bangles. The poor family condition in their native village force them to
come back and few of them took the initiative to start the lac bangle work
of their own in there small village. They started making quality products
targeting local consumer and the local market. They slowly stared to get the
bulk orders and suddenly they got famous for their art of making wonderful
lac bangle. Looking at them the village got motivated and others also tried
to follow them to learn the process of making bangles. Daily increases in
their product demand consequently increased their productivity. But due
to negligence of government these people where never got identified as a
traditional bangle makers. It was the power of hand that forced the local
news paper to write an small article on them and they got identified for the
first time and that’s how government identified them as a traditional bangle
makers, but never taken them seriously. But people never stopped making
bangles they are still on their faith.
The product are being still maid,so the project needs to develop a unique
brand of products for local consumption, one of the strategy most suitable
would be to collaborate with Akthiyarpur Doghara cluster and develop new
range of products with material integration.
The women are kept hidden in their home being a Muslim community
so they can be focused for teaching the hand building techniques and can
be trained well for the new product range developments like lac jewelry
products, home decor decorative products for Indian marriages etc
The younger generation wants to learn the craft but some were due to poor
financial condition they are losing their interest in its traditional skill and at
the same time not studying after primary school. The younger generation
needs training in entrepreneurship and marketing and build their capacity
to take responsibility for marketing , Online networking, local marketing to
shops and bazaars etc .
The main objective should be to help the cluster become self dependent and
self sustaining in years to come and to dream about their own faith for the
feature to come & also to keep alive the spirit of the craft longevity.
Because of this situation all they have now started to migrate again to the
other states to take up other occupation. As mentioned in the above section,
the village need to be identified as a “Cluster” first.

out like, bangle finishing, using lac in a very different form for different

intentional forceful ornamentation reduces the quality of the product, as a
result they do not get paid well even after using good and costly material.
They do not pre plain their design, as a result they get confused while
making, so during this time period the products keeps on drying and due

1. the work space is very much cluttered, so the frequent movement in the
workshop is almost impossible.

The cleaver merchants they show their sample to the individual craftsmens,
and try to bargen the price, the craftmens without knowing the actual price
of the product makes the deal with the merchant for the production. The
craftsmen do not communicate with each other in the village and they work
secretly which leads them to hamper their business and to exploit their work
as well.
The craftspersons sell their products in the local market, without any brand
name, these products are not only of good quality but it also sells well in
the market. The local merchants they repack these products using the fake
brand tags like Jaipuriya etc, which makes the craftsmen hidden and the
mercchant makes good profit, who in retune do not give any profit to the
poor bangle makers.

SWOT Analysis
After have done the Need Assessment Survey in Akhtiyarpur Doghara i has
reach on a swot analyses, those i has writ down in my below point :
Strength:
•The population of the bangle craftsmen are sufficient in the village &
in near by village.
•One of the craftsmen from every family member have worked in the
Lac Bangle factory of Jaipur, Kolkata, & Delhi
•They have initially received basic training of 5-8yrs from the different
factory’s where they have previously worked.
•The family support system is the strength of every lac bangle craftsmen.
•The craftsmen are entrepreneur at their level.
•The craftsmen are very much passionate about their work.
•The craftsmen are so talented that they are still producing best of their
design in minimal setup.
•The lac bangle makers do not earn well but they know that their is a
good market demand of their product in the market.
•Every craftsmen has their own small work steup.
•Their kids of age 7 and above help the craftsmen in production of
bangles.
Weakness:
•The is no intercommunication among the craftsmen.
•They do not share their work with the other craftsmen.
•They do not allow the women to contribute in their work.
•The good roads and the electricity conditions are still the basic necessities
which village do not have.
•They do not have the compleat knowledge about their material and its
other possibilities.
•They don’t have knowledge about the good colour combination and
material surface alignments.
•The craftsmen village are not well connect with the main road so it is very
difficult to reach the cluster.
•Government of Bihar do not take responsibility for of developing this lac
bangle community, they do not provide any aid to these craftsmen, they
only run the project and then the villagers are left as they were before.
•They are not paid well for the quality work they sell in the market.
•They don’t know how to do the proper costing & packaging of material.

Threat:
•Proper light, road and hand tools are the main key area needed to be
improved.
• There work station set up should be strengthened in order to get the quality
work.
•Their work station are in a very bad condition, so the live model of making
good work station, in their village can help them to solve their daily problem
of getting proper sun light and keeping hand tools safely.
•Infrastructure development of the village and every craftsmens home
becomes essential for any design community to go ahead.
• common facility centre may also help them increase the production
quantity.
•Other infrastructure like a workshop with proper hand tools and with
modern machineries can be put up in the cluster with proper training
initiatives to the artisans with workshops as well as knowledge sharing with
in the cluster.
•Investment of coal furnish to make it smoke proof can solve, their health
issues.
•Common facility may also be a self sustaining model with artisans
contributing to its maintenance and development.
•A common retail centre can also be opened in the city/town and also in
the in the village itself where artisans can display there products and sell it
directly to the local and foreign buyers.
•The women power in the village should be motivated and utilised for the
work.
•The villagers produce very similar kind of work so it is very difficult for
any one to identify the particular craftsmen.
•The craftsmen work face a very strong competition in the market with the
products of Jaipur, Hyderabad, Delhi and Kolkata.
•They do not shere their work with each other neither they have fixed rates
of their product in the market, so the vendors take the advantage of this
situation and they try to exploit them.
•The village is divided in two groups, so they hardly communicate with
each other.
•Lack of technical help and support they do not realise that they are making
mistake unintentionally and this effects the finishing of the products.

Future Plan
Culter level
The cluster has very basic setup , skill-set has establish over a period from
last 10-15 years. In order to develop the cluster to a MSME scale it requires
to work in all aspects, from areas like awareness to skill up-gradation to
marketing and introducing new product range strategy.
In order to take the cluster from its current status up to an organized cluster
one needs to work with the cluster for a long time duration the above
mentioned research areas as well other recommendations on following
pages
Long Term Plan:
[1] As we can see the market for finished goods are increasing, it would
be really productive to have machinery to do the repetitive job. Which in
turn will give high yield to the cluster. There are various machines available
for doing heavy duty jobs in the market or can be imported from other
countries. As the production increases there will be a need to increase the
variety of designs of the products. Few of the commonly available machines
which can be sourced are :
•Marble powder and resin mixing machine.
•Controlled electric furnace for bangle making hot process.
•Ring sizing machine to finishing the bangle base ring.
•Shrink Wrap machine for individual and bulk packing.
•Corrugated pinning machine for making customize corrugated box.
•Drying machine for bangle to be used in bad weather conditions.
[2] The proper knowledge about the machines can make production easy
with less labour. The quality can be controlled easily and the good finished
product can be achieved easily.
[3] As the modern machines are taking over the tool design, the workstation needs to be redesigned according to the new system of working to
maximise production and safety.
[4] Display centres and showroom can be established for displaying the
items at the cluster level that can also function as the local design centre as
well as sales address.
[5] The design bank for the village will act as a design library which will
help the community and the next generation to know their past so that they
can refer it in the present scenario.
[6] There is the reason the brands spends money on displaying the items.
Display have power to attract costumers towards the product.
[7] Exhibition or trade fare can be a great opportunity to attract new buyers
as well as business houses towards your product.
[8] Better education to the artisans and for the coming generations will be
able to solve the issues of rough material handling, and tools usage for the
embellishment. of bangles.

Short Term Plane:
•To develop the inter communication between the villagers.
• There could be a production system that could develop the grouping of the
artisans as per skill strength. Which will develop inter cluster communication
and also increase the production of the unit efficiently.
• We will have to develop continuous work for them so that they can become
self sustainable.
• The craftsmen should store a sample of there design being produced and
marketed. So that they can take a over look of the products which he have
made in the past and can refer in present if necessary. It also become easier
to show the buyers and to take orders on the spot.
• A better work space will ensure a better productivity and safety of the
artisans.
• Many of the work related elements can be rectified by better work space
design with mediate effect.
• With good packaging the products can withstand adverse climatic
conditions too. Bubble wrapping can be used for the better protection.
• The shrink wrap packing techniques can also be used for better packing.
• The gift packing and collection wise packing will add value to the product
targeting both national international market.

•A strong brand name can be developed for the cluster associated with the
quality products that can be made.
• A brand name will give a very strong presence in market along with the
quality associated with its production. Brand will also attract the investors
and governing bodies to invest in their development.
•There is an ample opportunity of making new product range targeting
different segments for the different market.
•There should be often market research to be done and the product must be
designed and develop, looking at the parameters like product, need, intensity
and price point gathered from market.
• Tools should be designed according to the craft process and crafting
technique based.
• Tool design involves high cost and investment as well as vision of future as
the cost can only be recovered by the investor if the end product does well.
• A overall system thinking approach is required for investing in tooling.
• Low investment tooling can also be done for some particular process or
product, which will ensure that the revenue is generated much faster with
investment.

1. Inauguration of the Lahatti workshop by Upendra Maharathi Silp
Anushandhan Sanshtha Government of Bihar & DCS MSME. followed by
filling craftsmen reforestation forms.
2. Lecture delivers on the fundamental of the colour theory & importance
of DAP workshop.
3. Asked craftsmen to bring their existing old and new material for the next
day workshop.
4. It was very difficult to get a place to conduct our workshop, and it took
lots of time to convince them to come and work at one place, as the whole
village was devided in two groups, so they were not ready to come. But at
last they agreed to come to our decide venue.

4. Went to the local market for market survey of the materials and the
products that they sell to the local vendors.
5. Before going to the market, we requested them to make the work place
setup ready at the venue for the next day for the workshop.

1. Started preparing row material for the both hot process and cold process
of the bangle making.
2. Motivated them to make a new designs, which they feels their best.
3. They made the products by using the existing material which craftsmen
have bought personally.

3. Inspected their work and critically pointed out their mistakes in their
products related to quality issues like uncleaned base surface of the bangle,
forceful filling of the beads etc.
4. We joined the craftsmen of hot process to make new colour palet of lac,
so they made different colours for the whole day because its time taking.
5. End of the day we collected all the products made by the craftsmen,
tagging each and every product in their name in their presence with their
name and tag on each products.
6. We instructed every one to think about their new design which they want
to make next day.

DAY:3 - [8/6/2014]
First half- 9am to1pm
1. We started the day with their design ideas, and then we discussed their
design in detail and tried to show them how we can play with the embellishing
material before starting work.
2. We developed few drawings on the spot, so that we can motivated them
to make a new designs by drawing and sketching.
3.We also tried to teach them the importance of pre planning before making
any new design and how a form compliments the embellishing material and
colours as a whole.

4. We inspected and got to know the each and every craftsmen straingth
and we gave them our design drawing in order to make a new product on

name and tag on each products.

1. Analysing the strength of the craftsmen we gave them our design and
asked them to make it.
2. We gave them our materials too according to the design requirement and
today we convinced them to get the material from the others too, which
was strange event for them but letter on they did. The culture of shearing
material started for the first time in workshop which has never happned in
the past in the villege.

3.We bought few brass products from the market and tried to make some
innovative products like ceremonial plate, lota, sindur dan, brooch, rings,
