A new ambition: a well-balanced district Evry Centre Essonne Metropolitan District Council Plan and its aims and priorities for 2010-2011 PROMOTING A WELL-BALANCED DISTRICT Evry Centre Essonne is a metropolitan district which aims to become the centre of excellence south of central Paris. Our objective is to strengthen our role as a hub of regional economic development and to form an enlarged district council covering the centre of the Essonne département (a territorial division of France). Co-operation with neighbouring local authorities is hence essential. Evry Centre Essonne has therefore decided to open the way by, for example, formalising negotiations with the town of Villabé for its integration on 1 July 2010. A strategic agreement with the town of Corbeil-Essonnes is currently being drawn up and an agreement between the two district councils should soon be signed. On a different note, a partnership agreement with the city of Paris is expected in the near future. While 2010 marks the fruition of projects began over recent years and the completion of activities initiated since the beginning of the current executive’s term of office, the 2010-2011 district plan details our activities for the next 24 months. Through economic development, new transport infrastructure such as the Evry Massy tram-train and the Orly Evry tram lane, cultural projects, urban regeneration and an expansion of the district’s area, Evry Centre Essonne is planning today to make its influence felt in greater Paris tomorrow. The process of drawing a District Cohesion Plan, to be launched at the level of the Urban Planning Agency, will help to set strategic and planning priorities (for example, major roads, transport links and hubs of economic development and business). The process will include a diagnostic phase as well as a programme for planning and sustainable development, produced in collaboration with an internationally famous urban planner. It will result in the publication of a district economic outlook paper, Evry Centre Essonne Metropolis 2020. A sustainable urban development strategy will clearly detail the issues facing our district in terms of planning, density, land use and social mix. These strategic areas will be reflected in a ‘marketing’ and communication approach used to draw up a balanced and comprehensive district plan, such as this booklet aims to set out. Manuel VALLS Chair of the Metropolitan District Council of Evry Centre Essonne Deputy Mayor of Evry IDENTITY CARD A strategic geographic location Evry Centre Essonne is located just 25 kilometres from central Paris and has a highly developed road transport infrastructure with the A6 motorway, the RN 7 trunk road and the ‘Francilienne’ ring road that links the district to the A5 and A10. The district is also served by six stations on Line D of the RER suburban train network. Its highly efficient bus service uses bus lanes to provide quick and regular transport between stations, business parks and the town centre. With Orly 10 kilometres away, companies can additionally benefit from continually developing air infrastructure. The district also possesses essential social and public facilities such as the Sud Francilien hospital, a university, a regional shopping centre, cultural and sports facilities, and the Genocentre, an international conference centre. CHAPTER 1 AN AMBITIOUS AND DYNAMIC DEVELOPMENT STRATEGY ASSERTING itself AS A REGIONAL ASSERTING ECONOMIC DEVELOPMENT HUB IMPROVING TRANSPORTATION A6 motorway RER Line D (suburban train) Franci ienne trunk road (N104) RER stations A6 / Francilienne exits Bus network Planned Massy-Evry tram-train ink (by 2017) Massy-Evry tram-train stations (by 2017) The Metropolitan District Council aims to ensure better public transport through effective transport policy, a pre-requisite for maintaining the attractiveness of the area and ensuring competitiveness. • Improve transport to the district: - Ensure prompt improvement of Line D: achievement of the objectives set out in the State-Region project contract (regularity of service, improved passenger comfort and upgraded facilities) - Support to the modernisation of bus 402 from the RTB(1) network to the tram line - Construction of the Massy-Evry tram-train branch line - Construction of a tram link between Orly, Evry and Corbeil - Continue the modernisation of Evry Centre Urbain station - Opening of the annexe station • Local transport plan: - Improve our bus network and its service - Support the inter-company transport plan for the Bois Chaland and Clos aux Pois business parks - More efficient management of car parks • Develop and improve the non-motorised transport network • Launch a bike-share scheme in the district (1) RTB: Rapid Transit Bus STRENGTHENING EXISTING ADVANTAGES Evry Centre Essonne Metropolitan District Council wishes to consolidate and roll-out its economic development strategy by using its existing strengths as building blocks. • Position itself as a key biocluster for life sciences, genomics and biotechnologies • Assert itself as a centre of excellence for teaching, research and innovation with the university and grandes écoles (elite higher educational institutions) • Improve the quality of business premises to encourage businesses to locate to the area and grow • Develop events and services for businesses to ensure a diverse range of companies and their feeling of belonging to the area DEFINING A COMMERCIAL PROPERTY STRATEGY Three major areas of work will allow the district to expand its commercial property offering and to assert itself as a regional economic development hub. Evry Centre Essonne therefore aims to encourage business by supporting business start-ups and helping existing businesses to locate to the area and grow. • Launch of a Company Club and an Economic and Social Development Council. • Economic monitoring: business intelligence, economic indicators, commercial property estate agency • Partnership agreement with the Chambers of Commerce and Industry and the Economic Development Agency in Essonne • Extension of the business centre and incubator in Magellan • Production of a retail development strategy and plan • Transfer to the Metropolitan District of the strategic development and management of the Zone Franche Urbaine (Business Incentive Zone) • Participation in trade shows: MIPIM, SIMI, Salon des entrepreneurs, and Pollutec • Organising business events: Property professionals networking meetings, entrepreneurship trophies… DEVELOPING RETAIL AND SERVICES HOTELS AND SERVICED APARTMENTS BUSINESS TOURISM / ROOM RENTAL Evry Centre Essonne is developing hotels, restaurants and shops in the district’s constituent communes and its main town Evry, aiming to satisfy the needs of leisure, tourist and business clients. • High quality hotels: 12 two and three star hotels. Two apartment hotels offering serviced, furnished flats. • Diverse range of restaurants: Over 80 restaurants, suitable for private dining or business entertaining. • Rooms for business events: 10 room hire solutions, including a conference centre equipped to international standards and hall with a capacity of 2 500. • An attractive shopping centre Evry 2, France’s biggest shopping centre by number of retailers (235): 100 000 m2 of retail space with shops, restaurants and services. An offering complemented by shops in the town centre. SUPPORTING THE DEVELOPMENT OF CENTRES OF EXCELLENCE The Metropolitan District Council demonstrates its commitment to the economy and knowledge by helping its centres of excellence expand and enhance their prestige. • Support the two competitiveness clusters, Medicen and System@tic Paris Region, and strengthen the district in its role of ‘genetics and biotech capital’ • Support the development of Genopole®: urban development study, establishment of a bio-production centre and the Gamma Institute, construction of an inter-company restaurant • Implement the partnership agreement with Evry Val d’Essonne University to support its development: construct the University’s main building, relocate the teacher training college, carry out a feasibility study for the university restaurant, produce a strategic property development plan for the university, and support construction of the first phase of the biology institute • Support the opening of the Sud Francilien hospital in 2011: improve road and pedestrian access to the hospital, build the college of nursing and a crèche, and improve the local retail and services offering CREATING NEW SPACES FOR LIVING REVITALISING THE DISTRICT’S MAIN TOWN OF EVRY Evry Centre Essonne has numerous sites suitable for new construction projects to revitalise the district’s main town, Evry. • Continue the redevelopment of the Evry town hall area to make it a lively and attractive centre for the district • Rebuild the area around Evry’s shopping centre, negotiate a partnership with the Society of Shopping Centres, and make the Agora shopping centre the new focus for entertainment, leisure and culture (reconstruction of the ‘Arènes’ amphitheatre, new space for the theatre, expansion of the multi-media library, renovation of the skating rink, and extension of health and well-being facilities) • Complete construction of the university campus: Construction of the university main building and a hall of residence to house 250 students, opening of a university restaurant accessible to the public and relocation of the Etiolles teaching training college • Finish the Les Passages project: upgrade premises for the Essonne Institute for Research and Training in Social Action (IRFASE), the college of nursing and the hospital’s psychiatric department, improve public spaces, and renovate the Place de la Résistance • Redevelop the Cours Seguin and surrounding public spaces and open Evry’s annexe station • Provide new premises for the job and youth employment centres to improve services in the field of employment and labour market integration PROMOTING MIXED USE DEVELOPMENT Mixed use development is a major theme in Evry Centre Essonne’s urban planning and development policy. • Redevelop the Ris docks ‘eco-district’ on the banks of the Seine • Carry out the ambitious Portes de Bondoufle project involving the construction of 1 500 homes • Complete work in the district’s centre, Evry • Continue the redevelopment of Les Aunettes, an urban regeneration zone COMMITTING TO URBAN REGENERATION The Metropolitan District Council is deeply committed to urban regeneration and is undertaking numerous projects – as the contracting authority – under the district urban regeneration contract. IN EVRY : • the central section of the Les Pyramides area • a new district designated for urban regeneration in the Parc aux Lièvres zone • the Les Miroirs section of Les Pyramides • Le Bois Sauvage park in courcouronnes : • the canal project. in ris-orangis : • the Le Plateau project SUPPORTING PROJECTS ALREADY UNDERWAY Improving living conditions and facilities for residents and bringing about a lasting change in the urban area’s image and reputation are the objectives of the Council’s urban development policy. • Quartier du Rouillon/Aguado • the Rouillon/Aguado area Build a new residential and business quarter with 1000 to 1500 homes, including the transformation of the RN7 trunk road into an urban boulevard • Start consideration of major projects in the racetrack/Lu factory/Bobin stadium area • The Bois de l’Epine station area: consider its redevelopment in the medium term and also that of the Lot farm area • Around the RN 446 trunk road in Courcouronnes: a study to analyse the potential for development • the future and development of the Parc des Malines in Lisses with a view to a possible change of use • the Genopole®/Snecma area: ensure Genopole®’s development in the East zone; support the building of the hospital; subsequently carry out a mixed residential/business development programme in the West zone • New ‘eco districts’ in Evry and Courcouronnes: carry out an urban development study to complement the redevelopment of the canal and the Louise Michel hospital site The Metropolitan District Council wishes to set up a dedicated company for planning and development, such as an SEM (a limited company jointly owned by private individuals and municipalities) or an SPLA (a limited company solely owned by municipalities), in order to optimise its planning and building operations. FULFILLING HOUSING NEEDS Evry Centre Essonne wishes to encourage and be involved in the construction of 7000 to 9000 homes in the next 15 years through a balanced and co-ordinated housing policy that meets citizens’ aspirations. • Draw up a district housing policy • Conduct a study to update the Local Housing Plan in order to ensure better distribution of social housing throughout a large district • Support for properties held in co-ownership that are experiencing difficulties to prevent their degradation and to help medium-income households buy their own homes • Measure the impact of zero-interest housing loans and implement the ‘Pass Foncier’ scheme (allowing certain first-time buyers to purchase their home and then the land in two stages) • Continue work around the merging of lessors • Update the Housing Monitoring Centre’s (Observatoire de l’Habitat) databases CHAPTER 2 ENSURING THE DISTRICT’S SUSTAINABLE DEVELOPMENT PROMOTING A STRONG ENVIRONMENTAL POLICY MANAGING WATER RESOURCES The Metropolitan District Council is committed to sustainable development through good management of all its resources. The district has set itself the challenges of optimising the water use cycle, saving this ever-scarcer resource, maintaining its quality and helping to renew supplies. • Ensure our water supply and maintaining its quality • Renegotiation of private contracts for public water supply for 31 December 2012 • Reduce the cost of water ENSURING A HIGH-QUALITY SEWAGE SYSTEM The Metropolitan District Council long ago set up a sewage system and plant that ensure excellent wastewater management. These must be maintained and developed to keep up with new standards. • Revision of the sewage master plan • Renegotiation of private contracts for public sewage services for 31 December 2012 • Renovation and bringing up to standard of the sewage plant (investment of €35 million) • Construction of new sewage infrastructure outlined in the master plan REDUCING THE PRICE OF DISTRICT HEATING By setting up a cogeneration district heating system, Evry Centre Essonne has helped to improve air quality and save energy. The Council now wishes to increase its control over the system and reduce the cost of district heating. • Negotiation of a strategic partnership with the supplier in order to maintain the cost of district heating and then reduce it • Transition to renewable energies through use of a new industrial process applied to district heating • Continuation of studies of biomass and geothermal energy production • Establishment of a users’ committee SUSTAINABLE WASTE MANAGEMENT The Metropolitan District Council has initiated ecological refuse management by introducing waste separation throughout the district. • Following the transferral of responsibility for waste management on 1 January 2010, approval of the waste reduction programme • Fix qualitative and quantitative objectives for waste separation and raise public awareness by using environmental outreach workers • Introduce a charge for non-domestic waste collection • Control collection costs and the domestic waste collection charge • Construct a waste management facility in Ris-Orangis COMBATING NOISE POLLUTION The Metropolitan District Council has drawn up a strategic ‘noise’ map providing an overview of noise pollution throughout the district. This map shows levels of noise produced by road, rail and air transport and by certain industrial facilities. It also indicates the impact on the public and in particular public facilities that are especially affected. WORKING FOR A GREENER FUTURE With more than 280 hectares of green space, the Metropolitan District Council takes particular care to preserve the district’s natural capital. It hence wishes to carry out strong environmental policies with an emphasis on ecology. • Initiate the production of an ‘Inter-commune agenda 21’ to identify how sustainable development is integrated into our policies at local level • Establish a sustainable urban development charter as well as a sustainable construction and building site charter IMPROVING LIVING CONDITIONS PRODUCING A NATURAL HERITAGE PLAN As part of its strategy for managing natural and green spaces, Evry Centre Essonne aims to produce a strategic plan to develop its natural heritage and make its residents’ living conditions more pleasant. • Redevelopment of the banks of the Seine: re-orientation of the town towards the river, preservation of the river banks • Saint Eutrope Wood : make this natural space accessible to the public • The Essonne ‘Circus’: work with the département council to implement a development plan for the towns of Lisses, Corbeil-Essonnes and Villabé • The ‘60 Arpents’: lay out a new green space between the A6 and the Seine • the Bataille Park: redevelopment of the park • the Les Tourelles Park: support the park’s opening • the Les Coquibus Park: consider transferring park management to the district • the Lac des Docks: return the lake to a natural state and open it to the public IMPROVING STREET LIGHTING The Metropolitan District Council wishes to adopt a strategy to develop and improve street lighting throughout the district. This strategy should allow considerable energy savings at district level. • Update the ‘lighting plan’ • Consultation for improving the upkeep and maintenance of street lighting • Adoption of a multi-year maintenance plan OPTIMISING ROAD AND CAR PARK MANAGEMENT The Metropolitan District Council’s road and car park management strategy is as much about economic as urban development. Its objective is to optimise mobility and parking throughout the district in order to facilitate growth. • Road management Implementation of the municipal road upgrade plan: - Revision of the traffic and pedestrian signals master plan - Update the directional signage plan - Draw up an accessibility plan for public buildings and spaces - Adopt a multi-year maintenance plan • Car park management - Installation by the contractor of digital car park information signs - Renegotiation of the management contract to take into account changes in user behaviour. Chapter 3 STRENGTHENING THE DISTRICT’S IDENTITY AND BUILDING ITS REPUTATION ADAPTING NATIONAL URBAN REGENERATION POLICY TO THE CHALLENGES FACED BY THE DISTRICT PRIORITISING THE URBAN AREA CONTRACT FOR SOCIAL COHESION The Urban Area Contract for Social Cohesion lays out a plan for urban and social development that local partners have undertaken to implement to reduce disparities across the district. It seeks to ensure that certain areas are better represented in the Council’s policy concerning the functioning of the district. The actions outlined aim to improve the daily life of residents in these areas. • This authority must be fully exercised with regard to our policies • An evaluation of the contract will allow us to negotiate, together with the towns in the district, a new contract with the State PROMOTING EMPLOYMENT AND INTEGRATION INTO THE LABOUR MARKET FOR ALL The district’s jobs should first and foremost benefit the district’s residents. In tandem with its efforts to encourage economic growth, the district must also find ways of helping everyone into the job market. • Adopt a strategy for employment, training and integration into the labour market • Improve services to young people and others experiencing difficulty finding a job • Encourage the development of associations and companies that specialise in helping people enter the labour market: help to open a restaurant and crèche promoting labour market insertion and develop ‘building site schools’ (on-the-job training and vocational integration projects) • Increase placements and apprenticeships in council bodies INTERNATIONAL COOPERATION ecentralised cooperation between local authorities helps D to strengthen partner municipalities, encourages civil society to become involved in its local area’s development and promotes local expertise. It also stimulates local activity: citizenship education initiatives, cultural exchanges, events and meetings enliven international links by involving the public. • Deepen cooperation with the municipalities of Kayes and Bamako in Mali: Improve contacts between the various sectors involved Increase partnerships with Europe and the private sector in specific areas, such as water and sewage • Expand contacts with other municipalities in Africa and Asia IMPROVING FACILITIES FOR TRAVELLERS The district’s provision and management, upkeep and maintenance of sites for travellers aim to fulfil its obligations under the law and the département plan for travellers. • Renovation of the Lisses site • Renovation of the Courcouronnes site • Establishment of a site in Bondoufle • Renovation of the Ris-Orangis site PLANNING FOR THE FUTURE OF PUBLIC CATERING Public catering in schools, hospitals, retirement homes, etc., gives us a picture of the social situation in a municipality. It also provides a tool for teaching values. It guarantees the right of all children to a balanced diet and also plays a role in responding to public health issues. • Conduct an overview of current public catering operations • Launch a consultation in order to plan for the future of current facilities and practices in each commune • Make the choice between transferring responsibility or merging services in this area REINVENTING CULTURE AND SPORT IN THE URBAN AREA USING CULTURAL POLICY FOR THE DISTRICT’S BENEFIT Evry Centre Essonne Metropolitan District Council wishes to assert the area’s identity through a far-reaching cultural policy. This ambition involves taking a new look at culture and the district in order to reinvent culture in the district. • Define a new cultural policy that takes account of issues relating to the district’s identity and plan its implementation • Co-ordinate the programming of the district’s cultural venues and those of the surrounding area. DEMOCRATISING ACCESS TO READING AND MUSIC Culture must be made accessible to a greater number of people through a policy of cultural openness, by using the district’s currently existing facilities and creating new ones. • Democratise access to reading by widening the offering: - Develop the Evry multi-media library and conservatoire - Develop the Bondoufle library - Consider reorganising the E. Triolet library • Optimise access to music: - Draft the mission statement for the département Conservatoire and make arrangements for its change in status to a Regional Conservatoire - Put the Conservatoire’s auditorium into service IMPROVING THE QUALITY AND MANAGEMENT OF CULTURAL VENUES The district has a particular interest in culture, which it shares with residents through numerous facilities. Beyond simply managing these venues, the district is working to achieve its ambitions in cultural matters by constantly striving for quality. • Improving large cultural venues: - Launch the renovation of the Robert-Desnos cultural centre - Draw up a plan for the Bois Briard Farm: museum, exhibition space and an innovation centre -C arry out the Plan 2 project for new music and the involvement of young people - Produce a renovation/reconstruction plan for the ‘Arènes’ auditorium (3 000 seats), the theatre and the multi-media library as part of the extension of the shopping centre • Reflect on venue management: - Rationalise the operations of cultural venues and evaluate costs - Democratise the prices for conservatoire tickets to promote access to music for all - Control the venues’ management costs: opening times, how they are managed SUPPORTING THE DISTRICT’S PARTNERS The Metropolitan District Council provides significant one-off or multi-year grants to its partners to help them carry out and develop their activities.
